Rick Perry’s Freudian Slip On The Voting Age

America had a good laugh at Rick Perry’s expense on Tuesday after the Texas Governor told students at St. Anselm College in New Hampshire to vote for him next November—but only if they’re over 21. Zut alors! Le gaffe! The federal voting age is 18, not 21; 21 is the legal drinking age. Perry also managed to get the date of the election wrong.

But maybe he had a point. In Perry’s Texas, as in various states across the country, Republicans have made a concerted push over the last half decade to make it harder and harder for certain Democratic-leaning constituencies—namely young people, senior citizens, and minorities—to vote. It’s an attempt to suppress voter turnout in the name of cracking down on voter fraud (Ari Berman can explain it all for you).

Texas’ new voter I.D. law, signed into law by Perry this summer, is a great example of that strategy. The law accepts concealed handgun license permits as a valid form of identification, but not student identification cards issued by state universities. The Department of Justice has blocked implementation of the law out of concerns that it discriminates against specific groups:

Democrats countered that there is no evidence of voter impersonation  in Texas and that the bill simply was an effort to make voting more  difficult for low-income Texas, students and the elderly, who typically  vote for Democrats.

The new law would require voters to show a Texas driver’s license, a  Texas concealed handgun license, a U.S. passport, citizenship papers, or  a military identification card before they could cast a ballot.

Student ID cards issued by state universities, out-of-state driver’s  licenses, or ID cards issued to state employees would not be accepted.

Really, Perry’s gaffe was that he asked college students to vote.

“Fictionalized History”: Steer Clear Of Newt’s Courses

Newt Gingrich raised some eyebrows recently when he said he intends, if elected president, to teach an online course. It’s worth pausing to appreciate the fact that Gingrich’s desire to teach while holding public office isn’t new.

In the 1990s, Gingrich taught “Renewing American Civilization” at Kennesaw State College in Georgia. The course became infamous because it was at the heart of a congressional ethics investigation that led to severe penalties for the disgraced former Speaker. But back in 1995,  before the ethics scandal broke in earnest, the Washington Monthly ran a piece by Allan Lichtman that scrutinized Gingrich’s skills as a history professor.

Wouldn’t you know it, Gingrich had a little trouble keeping his facts straight here, too. He taught what Lichtman described as “fictionalized history.”

The thesis of Gingrich’s course is that American history was an uninterrupted continuity of opportunity and progress from colonial times until what he calls the “breakdown” of 1965. If you read the papers, you know what comes next: That’s when the elite liberal state, aided by the counterculture, introduced the infections of dependency, bureaucracy, and failure. He’s teaching the course in part to balance out the liberal’s view of the world. Did you know, for example, that Thomas Edison “is almost never studied in the counterculture because all his values are exactly wrong? He was successful, and he was very work-oriented, he was highly creative.” […]

Gingrich’s historical selectivity and outright errors are, well, revealing. He manages to get through the entire Civil War without ever mentioning slavery. Of the Declaration of Independence, he says “They originally wrote, ‘We are endowed by our creator with certain inalienable rights, among which are life, liberty, and the pursuit of property.”’ Property? John Locke, yes. The Declaration of Independence, never.

Not surprisingly, much of Gingrich’s course is preoccupied with the history of the welfare state-the “actively destructive” welfare state, that is. He doesn’t acknowledge any of the good that government has done over the past 30 years, when federal investments in education, electrification, research, and facilities built Gingrich’s modern South.

If Freddie Mac paid Gingrich $1.8 million for to take advantage of his expertise as a “historian,” I’m afraid the mortgage giant paid too much.

If students paid anything at all to take one of one Gingrich’s courses, I’m afraid they were charged too much, too.

The GOP Assault On Voting Rights: A Poll Tax By Another Name

AS we celebrate the Martin Luther King Jr. Memorial, we reflect on the life and legacy of this great man. But recent legislation on voting reminds us that there is still work to do. Since January, a majority of state legislatures have passed or considered election-law changes that, taken together, constitute the most concerted effort to restrict the right to vote since before the Voting Rights Act of 1965.

Growing up as the son of an Alabama sharecropper, I experienced Jim Crow firsthand. It was enforced by the slander of “separate but equal,” willful blindness to acts of racially motivated violence and the threat of economic retaliation. The pernicious effect of those strategies was to institutionalize second-class citizenship and restrict political participation to the majority alone.

We have come a long way since the 1960s. When the Voting Rights Act was passed, there were only 300 elected African-American officials in the United States; today there are more than 9,000, including 43 members of Congress. The 1993 National Voter Registration Act — also known as the Motor Voter Act — made it easier to register to vote, while the 2002 Help America Vote Act responded to the irregularities of the 2000 presidential race with improved election standards.

Despite decades of progress, this year’s Republican-backed wave of voting restrictions has demonstrated that the fundamental right to vote is still subject to partisan manipulation. The most common new requirement, that citizens obtain and display unexpired government-issued photo identification before entering the voting booth, was advanced in 35 states and passed by Republican legislatures in Alabama, Minnesota, Missouri and nine other states — despite the fact that as many as 25 percent of African-Americans lack acceptable identification.

Having fought for voting rights as a student, I am especially troubled that these laws disproportionately affect young voters. Students at state universities in Wisconsin cannot vote using their current IDs (because the new law requires the cards to have signatures, which those do not). South Carolina prohibits the use of student IDs altogether. Texas also rejects student IDs, but allows voting by those who have a license to carry a concealed handgun. These schemes are clearly crafted to affect not just how we vote, but who votes.

Conservative proponents have argued for photo ID mandates by claiming that widespread voter impersonation exists in America, despite overwhelming evidence to the contrary. While defending its photo ID law before the Supreme Court, Indiana was unable to cite a single instance of actual voter impersonation at any point in its history. Likewise, in Kansas, there were far more reports of U.F.O. sightings than allegations of voter fraud in the past decade. These theories of systematic fraud are really unfounded fears being exploited to threaten the franchise.

In Georgia, Florida, Ohio and other states, legislatures have significantly reduced opportunities to cast ballots before Election Day — an option that was disproportionately used by African-American voters in 2008. In this case the justification is often fiscal: Republicans in North Carolina attempted to eliminate early voting, claiming it would save money. Fortunately, the effort failed after the State Election Board demonstrated that cuts to early voting would actually be more expensive because new election precincts and additional voting machines would be required to handle the surge of voters on Election Day.

Voters in other states weren’t so lucky. Florida has cut its early voting period by half, from 96 mandated hours over 14 days to a minimum of 48 hours over just eight days, and has severely restricted voter registration drives, prompting the venerable League of Women Voters to cease registering voters in the state altogether. Again, this affects very specific types of voters: according to the nonpartisan Brennan Center for Justice, African-Americans and Latinos were more than twice as likely as white voters to register through a voter registration drive.

These restrictions purportedly apply to all citizens equally. In reality, we know that they will disproportionately burden African Americans and other racial minorities, yet again. They are poll taxes by another name.

The King Memorial reminds us that out of a mountain of despair we may hew a stone of hope. Forty-eight years after the March on Washington, we must continue our work with hope that all citizens will have an unfettered right to vote. Second-class citizenship is not citizenship at all.

We’ve come some distance and have made great progress, but Dr. King’s dream has not been realized in full. New restraints on the right to vote do not merely slow us down. They turn us backward, setting us in the wrong direction on a course where we have already traveled too far and sacrificed too much.

Basic Civility: Who Will Teach Congress to Behave?

To make sense of the  vitriol, lack of cooperative spirit and just bad manners being displayed on  Capitol Hill, look no further than Massachusetts.

It’s not that the Bay State is unusually mean or even  rude. Visitors flocking to the Cape, the Berkshires or Boston’s North End will  surely find friendly people. But recent news in Massachusetts demonstrates just  how high our tolerance for—even celebration of—bad behavior has become.

The Boston Globe informs us  that the Boston School Committee is drafting rules for basic civility  at its  public meetings. This is not a response to shouting and  disruption by children,  who by definition are still learning how to  behave in public and how to  adjudicate disagreements with honor and  mutual respect. No, the school  committee’s actions are a sad response  to the heckling and all-around disrespect  shown by adults—parents and  teachers—who have been unhappy with school closings  and other matters  before the committee. Disruptive students have been at the  meetings,  too, which makes it worse, since the lesson they are learning at the   meetings is that it’s acceptable to shout and be rude to display one’s   unhappiness with a public policy. One protestor last December yelled  “liar”  at Superintendent Carol R. Johnson. Was this individual merely  parroting the  behavior of Rep. Joe Wilson, who yelled, “You lie!” at the President of the  United States during a live, nationally-televised speech in the House chamber?

Remarkably, some of the adult activists have not been  shamed at the  fact that they must be treated as recalcitrant children. The Globe  quotes the teacher’s union  president, Richard Stutman, jokingly  comparing the decorum rules to Stalinist  Russia. That’s not only an  insult to the people who lived in the brutal  dictatorial regime, but an  insult to public education. Surely, teachers do not  instruct their  students that self-control and civility are akin to  totalitarianism.

But if the school meetings aren’t distressing enough,  Massachusetts  can look to its professional football team, the New England  Patriots.  The team recently signed Albert Haynesworth, whose behavior, on and  off  the field, was so poor that the Washington Redskins couldn’t stomach  him  anymore. In sports, the bad boys are often given a pass if their  on-field  passes are complete. But Haynesworth—who was paid $35 million  to play in 20  games and didn’t always show up for practice because he  didn’t like the coach’s  defense strategy—became just too much for the  ‘Skins, who traded him to the  Patriots for a fifth-round draft pick. At  least Haynesworth won’t be a double burden to the Pats, since Randy  Moss, another behavior problem, left the team last year and announced  Tuesday he would retire from the sport. Defenders note that Patriots  coach Bill Belichick whipped Moss into shape. Haynesworth could be a  heavier list; at one point, he was juggling four different legal cases  against him even as he feuded publically with his coach.

We should expect more from members of Congress, who have  been  through campaigns and theoretically should know better. But the  public—even  as they deride the dysfunction and bad manners in the  Capitol—are enablers,  rewarding malcontented lawmakers with campaign  contributions. Republican Wilson  and former Democratic  Rep. Alan Grayson, who famously accused Republicans of  wanting people  to die as a way of saving on health costs, were two of the  biggest  fundraisers last election cycle, with much of the cash coming from out   of state. Grayson lost, but the message was clear: acting up is  profitable. And  both Democrats and Republicans are raising money off  the recent uproar over  Republican Rep. Allen West, a Tea Party movement favorite who sent an email to  a colleague, Democratic Rep. Debbie Wasserman Schultz,  calling her “the most  vile” member of the House. Wasserman Schultz had  criticized West’s approach to  Medicare, although she did not name him  in the floor speech that led West to  accuse Wasserman-Schultz of not  acting like “a Lady.”

The Boston School Committee may be able to teach civility  to adults  who apparently never learned how to sit still and listen. And perhaps   Belichick can control Haynesworth. Who will do the same for members of   Congress?

Taxing The Poor: The Only Tax Increase Republicans Support

Throughout the debate about raising the federal debt ceiling, Republicans have denied deal after deal because Democrats insist on adding new revenues to trillions of dollars in spending cuts. Republicans have opposed repealing oil and gas subsidies, removing a tax loophole for corporate jet owners, letting the Bush tax cuts expire, and all other forms of revenue Democrats have suggested. Raising taxes in a weak economy, they argue, is unthinkable — even if conservative patriarch Ronald Reagan did just that.

But there is one tax increase some Republicans seem to favor: raising taxes on the working poor, senior citizens, and other low-income Americans.

While they fight the expiration of the budget-busting Bush tax cuts, Republicans have continually cited a report that shows that 51 percent of Americans don’t pay income taxes, even admitting that middle- and lower-class Americans need to shoulder a larger burden in deficit reduction efforts. Here is a sample of Republicans who have made that argument:

Sen. Orrin Hatch

(R-UT): In a May 5 appearance on MSNBC, Hatch said, “The place where you’ve got to get revenues has to come from the middle class,” saying the poor needed to understand “that there’s a civic duty on the part of every one of us to help this government to, uh, to be better.” On the Senate floor July 7, Hatch said the poor “need to share some of the responsibility” for deficit reduction.

Sen. John Cornyn

(R-TX): Cornyn also cited the report on the Senate floor July 7, when he said Congress needed to address tax reform to make the system “flatter, fairer, and simpler.” He then cited the report, saying, “51 percent — that is — a majority of American households — paid no income tax in 2009. Zero. Zip. Nada.”

Sen. Dan Coats

(R-IN): Coats echoed the talking point last weekend, saying “everyone needs to have some skin in the game.” He added: “I realize that some with low incomes and not much money are not paying much in taxes. Nonetheless, we all have a stake in this country and what needs to be done. I think it’s important that this burden not just fall on 50 percent of the people but falls on all of us in some form.”

House Majority Leader Eric Cantor

(R-VA): Cantor was among the first Republicans to begin hitting this particular talking point, doing so in April on CNBC’s Squawk Box. “We also have a situation in this country where you’re nearing 50 percent of people who don’t even pay income taxes,” he said.

Republicans, of course, ignore why most of the 51 percent do not pay income taxes and the myriad ways in which they are subject to other forms of taxation. The majority who do not pay federal income taxes simply do not make enough money to qualify for even the lowest tax bracket. But they do contribute through payroll, state, and sales taxes. Less than a quarter of Americans don’t contribute to federal tax receipts, and the majority of those are students, the elderly, or the unemployed.

Meanwhile, the richest Americans are paying less than they were a generation ago, leaving the United States with one of the largest income gaps in the industrialized world.
