“Fiorina’s Fast And Loose With The Facts”: Fiorina Relies On Speed And Specificity To Give The Impression Of Substantive Knowledge

I noted at Lunch Buffet that the fact-checkers are having a ball with Carly Fiorina’s performance last night. But it’s worth remembering that’s a real pattern with her. Back on August 20, WaMo intern Celeste Bott deconstructed a Fiorina appearance at Campbell Brown’s education summit in New Hampshire, and found the former CEO did not really know what she was talking about:

Many of her responses in the Q&A stuck to the same GOP talking points the other candidates mostly stuck to, criticizing the Common Core standards and an overinvolved Department of Education. Her biggest argument? Increased federal spending on education hasn’t led to substantive improvement.

“Let’s talk about what’s not working. It’s pretty obvious what’s not working. The Department of Education has gotten more money every year for roughly 30 years, and yet these income disparity gaps I described are getting worse. We’re not improving in terms of our achievement rates relevant to other nations. So we know factually speaking that when Washington spends more money, the quality of education in this nation does not improve.”

What Fiorina said, however, is factually inaccurate, even if it plays to common misperceptions about our “failing” public schools. According to the National Assessment of Educational Progress (NAEP), which education experts generally agree is the most reliable measure of K-12 attainment, reading scores for American nine year olds have increase by 12 points, or an entire grade level, and math scores have gone up 24 points, or two grade levels, since the early 1970s. And the disparities between advantaged and disadvantaged students she says have widened have in fact narrowed: black and Latino students’ test scores have risen faster than white scores. Though the topline NAEP scores are flat, making it seem like there has been little progress, as the conservative American Enterprise Institute has pointed out this is a statistical quirk arising from the fact that in recent decades the percentage of students who are affluent and white (and generally score relatively high) has decreased while the percentage who are lower-income and minority (and generally score relatively low) has increased. In fact, NAEP scores for all subgroups have increased substantially, during the same period that federal spending and involvement has grown.

That wasn’t the only problem with Fiorina’s education rap.

A great deal of Fiorina’s responses centered around promoting school choice, going so far as to say that if elected, she would surround herself with people who have built successful charter schools. When asked about challenges to choice, she pointed to federal programs like the Obama administration’s Race to the Top.

“Federal government money is being used to pick winners and losers. You see a program like Race to the Top being used to determine, ‘Well, you’re doing it the way we want you to do it, so you get federal money’ and ‘You’re not doing it the way we want you to do it, so you don’t get federal money.’ That’s not going to work. The truth is more federal money ought to flow out of Washington D.C. into the states, and money at the state level ought to flow into the community level.”

Race to the Top, a so-called barrier to school choice, awarded grants to states for lifting their caps on charter schools, effectively providing incentives for states to offer more choices and create innovative programs, the very things Fiorina is advocating.

Bott concludes by noting Fiorina’s assertion that the federal government should get out of education policy and instead focus on its primary responsibilities, like “repairing roads and bridges.”

Wrong again, Batman!

In fact, the vast majority of roads and bridges in America are owned and maintained by state and local governments, with the federal government picking up only 24 percent of all surface transportation costs, mostly for interstate highways and mass transit systems.

As we saw again last night, Fiorina relies on speed and specificity to give the impression of substantive knowledge, even if it’s not actually there. But what else would you expect from some fast-talking politician who’s been in office playing these games for years?

“The Idiot Thug Running Maine”: Maine’s Ultra-Conservative Governor May Have Finally Messed With The Wrong People

Last week, members of the Maine legislature’s Government Oversight Committee unanimously called for an investigation into Tea Party Governor Paul LePage. At question is whether or not he inappropriately—and potentially illegally—abused his control over the state’s budget to force a charter school to fire a political opponent.

The “combative” governor, as The New York Times called him—which is New England shorthand for “asshole”—hasn’t so much protested his innocence as he has thumbed his nose at the bipartisan committee’s authority.

In a letter to Beth Ashcroft, the director of the oversight group, his counsel cited the legally-binding “You’re Not the Boss of Me” doctrine.

“The Governor and the exercise of his discretionary executive power are simply not subject to OPEGA’s jurisdiction and/or oversight,” the letter explained. “If members of the Legislature wish to ‘investigate’ the Governor, they should look to the Constitution for the authority to do so.”

They might do just that. Six state lawmakers recently said they would begin looking into the process of impeachment over the imbroglio, in which LePage has been accused of withholding more than $500,000 in state money from Good Will-Hinckley—which, sadly, isn’t a straight-to-DVD sequel, but rather a charter school for disadvantaged children.

LePage admits to demanding that the school sever ties with recently hired president Democratic House Speaker Mark Eves. Fearing the substantial and immediate loss of funds, the school promptly did just that. Eves, a long time political foe, has said he’s considering a lawsuit against the governor.

He might have to wait in line.

Joining the chorus calling for LePage’s sizable head on a buttery roll is the Portland Press Herald, who outlined other instances in which LePage has toed the line of propriety. This time, at long last, the paper’s editorial board argues, he’s gone too far.

“If this is allowed to stand, the governor could intervene in the legislative process at will by using the full power of the state to threaten the livelihood of anyone who doesn’t vote his way,” the state’s largest paper wrote.

For those unaccustomed to the darkened corners of the Maine political process, the larger question might not be what LePage is up to now, but how he ever got elected in the first place—let alone re-elected four years later in 2014. His rap sheet of bizarre, brazenly unilateral proclamations would be funny—if there weren’t, say, the futures of disadvantaged children at risk.

Actually, even if you ask state representatives, it’s still funny. Even Democratic Representative Pinny Beebe-Center—one of the lawmakers considering an impeachment investigation—admitted as much, telling the Bangor Daily News that LePage has given the state a bad name.

“We’re the laughingstock of the country,” she said of the man the right-wing politics site Politico called “America’s craziest governor.” “This is lower than low.”

As any lobsterman can tell you, the lowest depths are even deeper than you’d ever imagine, and if you trawl them long enough, you’re bound to dredge up something unsavory. For LePage that sort of thinking doesn’t seem to be just a metaphor, but an actual governing policy.

Back in 2011, LePage garnered headlines when he memorably told the NAACP that they could “kiss his butt” after saying he would not attend Martin Luther King Jr. Day events around the state.

“They are a special interest,” he said of the NAACP. “End of story. And I’m not going to be held hostage by special interests.”

LePage accused the group of playing the race card, then materialized an entire deck of his own, and kicked over the card table for good measure.

“And if they want, they can look at my family picture. My son happens to be black, so they can do whatever they’d like about it,” he said. The LePages took a Jamaican teen, who they did not formally adopt, into their home about ten years earlier.

Speaking of his children, critics of LePage called his hiring of his 22-year-old daughter to a $41,000 staff position shortly after he was elected “brazen nepotism” that would be “illegal in most states.”  Then again, considering how he attempted to unsuccessfully make the legal working age 12 instead of 16, 22 is nearing retirement age.

Perhaps, you might be thinking, LePage is simply in favor of the concept of hard work? Only as long as it’s not organized labor. One of his earliest appearances on the national stage came when he demanded the removal of a mural dedicated to the history of the labor movement in the state, saying that it was disrespectful toward corporations.

And then there are the governor’s efforts to weaken environmental laws. LePage controversially overturned on a ban on bisphenol A in baby bottles, something that, at worst, the porcine governor cracked, might mean “some women may have little beards.”

Naturally, all of his farcical exploits have been dutifully documented by the state’s press, which has rankled LePage so much that he tried to order state employees not to talk to the Press Herald, an institution which he joked at one point he’d like to blow up.

Another instance of LePage’s infamous sense of humor came when he referred to a Democratic state legislator’s proclivity toward symbolically anally penetrating citizens without the courtesy of any lubrication.

As for his new-found concern for the well-being of Maine’s school children, LePage had some bracing advice for them a while back. “If you want a good education, go to an academy,” he said back in 2012. “If you want a good education, go to private schools. If you can’t afford it, tough luck—you can go to the public school.”

Unfortunately, if LePage gets his way, there might not be any money left to go toward those public schools, as seen in his most recent foray into the Austerity Bucket Challenge. LePage’s efforts to completely eliminate the state income tax, which generates around $1.7 billion in annual revenue, came to national attention earlier this year when he found himself in a pissing match with Maine’s most famous resident, Stephen King. The plan was defeated last month, but LePage has remained steadfast, saying he’s considering initiating a public referendum on the matter.

So how does such a spittle-lipped, gaffe-prone, “business-first” governor get elected in the traditionally mild-mannered state of Maine? It’s complicated, but it essentially comes down to two factors: Maine’s peculiar electoral voting system, and its polarized identity.

LePage’s election in 2010, which he won with just over 1 percent more votes than the next runner-up in a three-way race—and only 39 percent of of the total vote—was emblematic of just how little of a statewide mandate the governor ever really had.

Alex Steed is a columnist for the Bangor Daily News who wrote last week about how frustrated he’s become explaining what the deal is with LePage to people outside of Maine. He tells The Daily Beast that it’s confounding that LePage managed to pull off another slight victory in 2014 “despite having become known for telling the NAACP to kiss his butt and warning school children against the dangers of reading newspapers.”

“Those things actually happened,” he says.

Chris Korzen, a political activist and former head of the group Maine’s Majority, an organization dedicated to “highlighting the disconnect between LePage and Maine voters,” says LePage got elected for two reasons.

“Many if not most voters hunger for leaders who are strong and decisive, who don’t kowtow to outside interests, who aren’t afraid to tell it like is and be themselves. LePage is all of that,” he says.

“Secondly, the Democrats have utterly failed to communicate a coherent vision for Maine’s future, and have instead focused much of their time attacking the governor and cutting back-room deals. The bottom line is that Democrats have not given the people what they want—and LePage has. Whatever misgivings they may have about LePage are outweighed by the lack of a suitable alternative.”

Despite all of that, Steed says, Lepage found his way back in office in 2014 when voter turnout was high because of a referendum on, of all things, trapping bears.

“This was widely known as the ballot question about whether or not it was cool to bait bears with donuts and then trap them,” he said. “This rallied the outdoorsmen to come out to the ballot in huge numbers, particularly in Northern Maine, and while out, they voted for LePage, the most conservative candidate. This speaks generally to a complex and layered scenario, of course, but in short, he owes his second term, which he clearly perceives as a mandate even against his own party, to the lack of a runoff voting system, and trapping bears with donuts.”

That’s about as good of an explanation for the duality of Maine’s voting bloc as any. In short, there are two Maines: the place people around the country think of when they imagine it—the Vacation State of craggy shores and sea-side lobster shacks. And there’s the other Maine, basically the South of the North.

There’s the Maine you picture when you want to send someone a postcard from vacation, and the one that you picture when sending a ransom note from an abandoned hunting shed.

In other words, it’s a liberal’s worst nightmare. LePage’s frequent sparring partner, Stephen King— who addressed the latest controversy on Twitter recently—knows a thing or two about those.

“Paul LePage has become a terrible embarrassment to the state I live in and love,” he wrote. “If he won’t govern, he should resign.”

It’s not hard to imagine LePage inviting King and those who agree with him to direct their comments in the vicinity of the nearest toilet bowl. If only he weren’t dragging the rest of the state into it as well.

“Rush Limbaugh And Impressionable Young Minds”: Coming Soon To An Elementary School Near You?

Last year, radio host Rush Limbaugh published a children’s book called Rush Revere and the Brave Pilgrims. For those unfamiliar with it, msnbc’s Traci G. Lee reported a while back that the book “tells the story of a fictional history teacher named Rush Revere, who travels back in time to experience the pilgrims’ journey to America and their first Thanksgiving in the New World.”

A year later, Conor Friedersdorf reports that at least one third-grade teacher has embraced the book to teach children about, of all things, the Civil War.

A woman named Ivy, an elementary-school teacher from Summerville, South Carolina, is using material from a Rush Limbaugh book as part of the history curriculum for her third graders. Her husband alerted her to the children’s title, Rush Revere and the Brave Pilgrims: Time Travel Adventures With Brave Americans. She read it immediately. “And I said, ‘Okay, how am I gonna incorporate this book into the classroom?’ because the kids need to hear it,” she explained during a Wednesday call to Rush Limbaugh’s program. “They need to read this book.”

She recognized just one problem. “The dilemma is that we don’t teach the Pilgrims in the third grade,” she said. But a popular talk-radio host had written a book! The mere fact that it covered a period of history her students weren’t learning about wasn’t going to dissuade her from getting Limbaugh into the classroom.

The teacher, who called into Limbaugh’s show today, apparently explained, “So what I decided to do was to use your author’s note that explains the principles of the founders in our country as a way to introduce the Civil War. And from there, I decided, well, I’m gonna go ahead and read a little bit of this book ‘cause I need these kids to get excited about it. Even if I can’t finish it, I’ll give a book talk and then they can go out to the library and get it, and so forth.”

I guess the teacher deserves credit for creativity, if nothing else. “Ivy” is taking a Rush Limbaugh book about a talking horse on the deck of the Mayflower to teach kids about the Civil War, which took place more than two centuries later.

How? Because of American exceptionalism, of course.

As Friedersdorf’s piece went on to explain, the teacher told Rush, “[B]ecause of what you said in the book and the way that you explained the Founders’ passion for our country, it was because of that that slavery inevitably was abolished.”

Seriously? A school teacher responsible for instructions on history actually thinks this way? Does she not know what the Founders did on the issue of slavery?

After his chat with “Ivy” and before a commercial break, Limbaugh told listeners, “For people like Obama and Eric Holder, I believe – and there will never be any way to prove this because they would never admit this – but I believe that there is a genuine, long held, deeply felt contempt for the Constitution. And it’s all about slavery…. That’s the chip on their shoulder.”

“We Can’t Arrest Our Way To Safer Schools”: The Need For Proactive Work And Commitment By The Adults

Hard cases make bad laws. Policymakers’ overly punitive and police-centric response to high profile school shootings demonstrate this fact. But if you have doubts, ask the six-year-old child who was handcuffed to a chair as punishment after he got into a scuffle with another boy in the school cafeteria. If he doesn’t convince you, perhaps the scores of schoolchildren who police assaulted with pepper spray (while at school) will. Or talk to one of the 3.3 million public schoolchildren who are suspended from school each year, often as a consequence for minor rule breaking, such as talking back to teachers or fistfights.

Police presence in schools exploded in the post-Columbine era when well-intentioned policy makers wanted to take decisive action to ensure the safety of our schoolchildren and to protect them from school shootings. As an unintended consequence of this policy shift, countless schoolchildren have been targeted by school-based police officers (also known as school resource officers) and subjected to police brutality in their public school.

Some children escaped physical abuse, but may have seen their life chances evaporate when arrested at school for offenses like excessive flatulence or wearing the wrong color uniform.

Of course, not all school resource officers are out to arrest or brutalize students. A study by the University of Chicago found that those school resource officers who put down the pepper spray and handcuffs, and instead built relationships with students that allowed them to proactively identify and diffuse potentially violent situations, were far more effective at keeping the peace than those officers who always arrested students after an alleged incident.

We all want to prevent violence in our schools.  And thankfully, in the year since the Sandy Hook Shooting, the second worst school shooting in the history of the United States, more school districts shied away from Columbine-era solutions. Schools districts across the country are recognizing that they cannot  arrest their way to safer schools. Not only that, but schools are beginning to recognize that reforming overly-punitive and police centric school discipline policies will help improve academic achievement and reform the racial disparities that still exist in our public schools.

In response to allegations that African-American schoolchildren were unfairly targeted for harsh punishment, the Memphis Police and the Memphis City Schools entered into an agreement that ensures children are not arrested for minor offenses that occur on school grounds, but are instead subject to sanctions that will not interrupt their education, like community services or restitution. During the first year of this agreement, 1,000 fewer children have been imprisoned in Memphis and the city’s crime rates have significantly decreased.

Broward County Florida recently adopted a similar model in an effort to reduce the number of children arrested at school, improve its dropout rate and eliminate the achievement gap that leaves many black male children behind.

For years, families in Meridian Mississippi decried the discipline system in the public schools there for discriminating against African-American children by pushing them out of school for behavior that was overlooked when committed by white students. Finally, this year, the U.S. Department of Justice found that  Meridian Public Schools, subjected black students to “harsher consequences, including longer suspensions, than white students for comparable misbehavior, even where the students were at the same school, were of similar ages, and had similar disciplinary histories.” The school district agreed to a remedy that practically eliminates the role of law enforcement in school discipline.

Despite the positive trend of reducing the traditional “lock ’em up” police presence in schools, the federal government recently made $45 million available for new school resource officer positions around the country. If past is prologue, this influx of officers policing our public schoolchildren will result in another wave of abuse and countless children put out of school and arrested for minor misbehavior. This is not the fault of the officers. They are placed into our schools with the tools to police — not to resolve conflict or to interact with children.

But what is perhaps most disturbing is that the increased police presence won’t just cause harm to some students — there’s no evidence that it will keep any students safer. A recent report by the civil rights organization the Advancement Project notes that most school based attacks are not halted by school resource officers — but instead end with the intervention of school administrators, educators or students.

The Advancement Project report further documents that safe schools don’t result from merely posting a police officer in the halls. Instead, a truly safe school must create support networks, foster peer relationship building, provide ready access to counseling services and facilitate parental involvement. These are the kind of schools that create positive, affirming environments and use restorative justice and conflict resolution to resolve disputes that will inevitably occur.

In schools that have this sort of environment, administrators and yes, law enforcement, are able to use their relationships to anticipate and diffuse potential acts of violence. Demonstrating each day the value and worth of each student and creating a school-based, community-built on a culture of trust and mutual support — these are the most effective weapons we have to protect students from violence in our schools.

No school should add another police officer to its ranks without first adopting Advancement Project’s recommendations, taking action to evaluate its environment and reforming the ways it falls short of creating a school climate that truly facilitates student safety.

Moving forward, the U.S. Department of Justice should only provide school resource officer funding to those school districts that have taken the proactive steps to both create a culture of safety and to ensure that school resource officers receive appropriate training. Organizations like Strategies for Youth train “public safety officers in the science of child and youth development and mental health, and supports communities partnering to promote strong police/youth relationships.”

These are not the kind of reforms that are sound-bite worthy. They are the kind of reforms that will require a tremendous amount of work and commitment on behalf of the adults that work in our nation’s school districts. But they are the only kind of reforms that will produce safer schools.

Merely adding cops to schools with toxic safety climates will only create more danger for our schoolchildren. And that outcome must be avoided at all costs.

“Rotten To The Core”: The Race To Implement Or Kill Common Core Standards

I’ve argued off and on for a while that the steady and accelerating abandonment of standards-and-assessments-based education reform on the Right is one of the most under-reported stories of the year. And at the crucial point where states are on the brink of implementing the most ambitious “standards upgrade” initiative by far, the Common Core Standards endorsed by nearly all governors from both parties (see this Special Report from the May/June 2012 issue of the Washington Monthly for a thorough description), the withdrawal of conservative support is becoming an epidemic. The New York Times‘ Bill Keller has penned a useful op-ed on the subject:

[T]he Common Core was created with a broad, nonpartisan consensus of educators, convinced that after decades of embarrassing decline in K-12 education, the country had to come together on a way to hold our public schools accountable. Come together it did — for a while.

The backlash began with a few of the usual right-wing suspects. Glenn Beck warned that under “this insidious menace to our children and to our families” students would be “indoctrinated with extreme leftist ideology….”

Beck’s soul mate Michelle Malkin warned that the Common Core was “about top-down control engineered through government-administered tests and left-wing textbook monopolies.” Before long, FreedomWorks — the love child of Koch brothers cash and Tea Party passion — and the American Principles Project, a religious-right lobby, had joined the cause. Opponents have mobilized Tea Partyers to barnstorm in state capitals and boiled this complex issue down to an obvious slogan, “ObamaCore!”….

In April the Republican National Committee surrendered to the fringe and urged states to renounce Common Core. The presidential aspirant Marco Rubio, trying to appease conservatives angry at his moderate stance on immigration, last month abandoned his support for the standards. And state by red state, the effort to disavow or defund is under way. Indiana has put the Common Core on hold. Michigan’s legislature cut off money for implementing the standards and is now contemplating pulling out altogether. Last month, Georgia withdrew from a 22-state consortium, one of two groups designing tests pegged to the new standards, ostensibly because of the costs. (The new tests are expected to cost about $29 per student; grading them is more labor-intensive because in addition to multiple-choice questions they include written essays and show-your-work math problems that will be graded by actual humans. “You’re talking about 30 bucks a kid, in an education system that now spends upwards of $9,000 or $10,000 per student per year,” said Michael Petrilli of the Fordham Institute.)

The Common Core is imperiled in Oklahoma, Utah, Alabama and Pennsylvania. All of the retreat, you will notice, has been in Republican-controlled states.

It’s hard to tell how much of the opposition is coming from conservatives who now oppose public education (or as an increasing number now call it, “government schools”) itself, or who think “national” standards will inhibit state-based or local efforts to undermine traditional public schools in favor of subsidies for private schools or home-schooling, but it’s clearly growing, and the heavy investment of the business community in Common Core is at best slowing down the revolt.

I strongly suspect opposition to Common Core will be a major theme for up-and-coming conservative state-level candidates in 2014, particularly for GOP primary challengers seeking to attract “base” activist support and/or to overcome suspicions of RINOism. In the race between Common Core implementation and efforts to stop it (and yes, there is opposition from the Left as well, and some concerns and misgivings across the spectrum, but nothing like what we are seeing on the Right), it’s currently a dead heat with the horse named “No!” gaining fast.
