The Real Battle For The Soul Of America

Mitt Romney likes to say that this election is a battle for “the soul of America.” He’s right — just not in the way that he thinks.

Romney asserts that President Obama wants to “fundamentally transform America,” turning the country “into a European-style entitlement society.” In fact, Romney and his Republican presidential rivals have a far more radical transformation in mind. They envision a dramatically shrunken federal government and a dangerously unraveled social safety net.

Theirs is not the self-styled compassionate conservatism of a George W. Bush. “It is compassionate to actively help our fellow citizens in need,” Bush said in 2002. “It is conservative to insist on responsibility and results.”

A decade and a Tea Party later, active help — at least active help from the federal government — is out of Republican fashion. Of course Republicans have traditionally favored state over federal involvement, but the degree of proposed retrenchment during the current campaign is remarkable — and troubling.

Consider Romney’s answer to a question at the last debate about the safety net in an age of austerity:

“Well, what we don’t need is to have a federal government saying we’re going to solve all the problems of poverty across the entire country, because what it means to be poor in Massachusetts is different than Montana and Mississippi and other places in the country,” Romney said.

“And that’s why these programs, all these federal programs that are bundled to help people and make sure we have a safety net, need to be brought together and sent back to the states. And let states that are closest to the needs of their own people craft the programs that are able to deal with the needs of those folks.”

Romney went on to tick off specific programs: food stamps, housing vouchers, Medicaid, emergency heating assistance.

“What unfortunately happens is, with all the multiplicity of federal programs, you have massive overhead with government bureaucrats in Washington administering all these programs. Very little of the money that’s actually needed by those that really need help, those that can’t care for themselves, actually reaches them,” Romney added.

Nice talking point, if it were true. As the Center for Budget and Policy Priorities has demonstrated, the major programs for the poor are extraordinarily efficient, even taking into account state as well as federal administrative costs. In 2010, 96.2 percent of Medicaid spending went for care; 94.6 percent of food stamp spending went for food; and 90.9 percent of housing program dollars went to rental assistance for low-income tenants.

Even for the man who ran Bain Capital, that shouldn’t seem like massive overhead.

The more important point is the degree to which Romney & Co.’s back-to-the-states approach would shred protections for the most vulnerable Americans. Romney’s observation about the differences between being poor in Massachusetts and Mississippi underscores the importance of a national safety net. Mississippi has more needs, and less money, than does Massachusetts.

Indeed, it was Richard Nixon who, reacting to reports about pockets of deep poverty and hunger in a wealthy nation, instituted a guaranteed federal minimum income for the elderly and disabled (Supplemental Security Income, or SSI) and set national eligibility levels for food stamps.

Imagine what would have happened during the recession if, say, food stamps — now known as SNAP (Supplemental Nutrition Assistance Program) — were a fixed block grant to states, as Romney envisions. Needs rose dramatically, but states, already strapped for cash, would not have been able to meet them.

Romney, the former Massachusetts governor, understands the importance of the federal role — or once did. His observations about the need to return control to states came in the context of a discussion about the Low Income Home Energy Assistance Program (LIHEAP).

Yet Gov. Romney, in 2003, called on Congress to “support the highest possible funding,” adding, “We need to get the funds to those who need help the most to stay safe and warm this winter.”

Indeed, one of Romney’s leading supporters in New Hampshire, Republican Sen. Kelly Ayotte, is lobbying for more LIHEAP money —  funding, by the way, that the president proposed cutting, and that already comes in the form of a block grant to states that decide how to use it.

It’s an important safety net,” Ayotte told Newsweek. “I’m not against having a safety net for those who are most in need.”

Is Romney? Are his rivals? Because the impact of their plans would be to shred the safety net. Making sure that doesn’t happen is the real battle for America’s soul.

“Embracing The Possibilities”: Martin Luther King And The Dream That Came True

He would be an elder statesman now, a lion in winter, an American hero perhaps impatient with the fuss being made over his birthday. At 83, he’d likely still have his wits and his voice. Surely, if he were able, he would continue to preach, to pray — and to dream.

For the Rev. Martin Luther King Jr., dreaming was not optional. It was a requirement of citizenship to envision a fairer, more prosperous nation no longer shackled by racism and poverty. It was a duty to imagine a world no longer ravaged by senseless wars. His most famous speech was less an invitation to share his epic dream than a commandment.

In these sour, pessimistic times, it is important to remember the great lesson of King’s remarkable life: Impossible dreams can come true.

This is not a partisan message; King was every bit as tough on Democrats as Republicans. His activism even transcended ideology. His call for social justice and his opposition to the Vietnam War were rightly seen as liberal, but his insistence on the primacy of faith and family was deeply conservative. His birthday is a national holiday because his words and deeds ennoble us all.

Thinking about King’s legacy reminds me that this is hardly the first time our society has been bitterly divided and fearful of an uncertain future. When he led the 1963 March on Washington and gave his indelible “I Have a Dream” speech, many Southern whites, including officials, were still determined to resist racial integration by any means necessary. Many black Americans were fed up, no longer willing to wait patiently for the rights promised them under the Constitution.

We were inured to television images that today would be shocking. Police dogs turned loose on peaceful protesters. Columns of smoke rising from cities across the land following King’s assassination.

As he predicted, King did not live to reach the mountaintop. But his leadership — and that of so many others in the civil rights movement — set us on a path that changed the nation in ways that once seemed unimaginable. Racism, sexism and all the other poisonous -isms have not been eradicated, but they have been dramatically reduced and marginalized. It is difficult for young people to believe that overt discrimination — “You can’t have that job because you’re black” or “I’m going to pay you less because you’re a woman” — used to be seen as normal.

Today, the nation is suffering what I see as a crisis of confidence. Economic globalization and advances in productivity have hollowed out the U.S. manufacturing sector, eliminating millions of blue-collar jobs. For the first time, parents have to worry whether their children’s standard of living will decline rather than improve. Demographic change is about to make this a nation without a white majority; by the middle of the century, we’ll be an increasingly diverse collection of racial and ethnic minorities — held together, even more than in the past, by the ideals of the nation’s founding documents.

We’re struggling to climb out of the worst recession in decades. We’re deeply in debt. Most of us agree on the need for a social safety net but not on how to structure it or how to pay for it. Our political system is sclerotic if not dysfunctional. The past few elections have not produced a consensus on the way forward. The next won’t, either.

I consider myself fortunate that, when I’m feeling pessimistic about all of this, I’m able to visit the new King memorial that was dedicated in October. The towering statue of King looks out toward the Jefferson Memorial, which honors the man whose stirring words now apply to all Americans, not just a few. Behind King is the Lincoln Memorial, a tribute to a leader who shepherded the nation through days much darker than these.

The plaza surrounding King’s statue opens up to the Tidal Basin as if to demonstrate how our nation, at its best, embraces possibility.

The first time I visited the memorial, I ran into former senator George Allen from Virginia. He and I disagree on almost everything — and since he’s running for office again, I’m sure we’ll be on opposite sides of many issues. But on a crystalline morning, we were able to stand together, awed by King’s moral vision and humbled by his challenge: We can be better. We must. We will.

Why Do Republicans Hate Poor, Hungry People?

It’s almost as if Republicans are actively striving to get a reputation for being mean to poor, hungry people. On Tuesday, the Philadelphia Inquirer reported that the administration of Gov. Tom Corbett plans to start restricting eligibility to the Supplemental Nutrition Assistance Program (formerly known as the food stamp program). Specifically, the state is imposing an “asset test” — anyone under 60 years old with savings of more than $2,000 is no longer eligible for assistance.

The news isn’t quite as bad as some outlets are spinning it. Pennsylvania’s proposed asset test conforms to federal guidelines for SNAP and doesn’t include the value of a recipient’s home, retirement savings or car. But what’s troubling is that the nationwide trend has been headed in exactly the opposite direction. Only 11 states currently impose asset tests for SNAP eligibility. Just four years ago, in fact, Pennsylvania’s Democratic governor, Ed Rendell, abolished the state’s asset test.

And with good reason, as we can readily learn from two new freshly updated informational fact sheets on SNAP coincidentally published on Tuesday by the Center on Budget Policy and Priorities.

SNAP serves as the bedrock of the federal safety net. Ninety-two percent of SNAP’s $78 billion budget goes to benefits that can only be used to buy food. Seventy-five percent of SNAP participants are families with children. There are already plenty of restrictions in place that ensure that SNAP benefits primarily go to people who are legitimately poor. According to CBPP, “93 percent of SNAP benefits go to households with incomes below the poverty line, and 55 percent goes to households with incomes below half of the poverty line (about $9,155 for a family of three).”

SNAP gets high marks for low levels of waste and fraud, kicks into action quickly and efficiently when the economy craters, and is rated by the Congressional Budget Office as one of the two most effective forms of federal stimulus. Perhaps best of all, the number of recipients usually declines just as quickly when the economy rebounds. According to a recent study by the USDA, in the mid-2000s, “More than half of all new entrants to SNAP in the mid-2000s participated for less than one year and then left the program when their immediate need had passed.”

As the U.S. economy continues to recover, SNAP outlays will surely decline. So why hurry it along? Could it be because conservatives think there’s something fundamentally wrong with providing nutritional support? Or is it the racial angle — the intersection of poverty and race that encourages people like Newt Gingrich to call  Obama “the food stamp president.”

The most charitable way to interpret Gingrich’s slur is as a critique of the president’s management of the economy: If he’d been a better president, fewer people would be eligible for assistance. But there’s also a deeper, darker level that connects the classic conservative antipathy to anything vaguely smelling of the nanny state. And the more one ponders that, the harder it is to fathom. The richest Americans skated through the Great Recession, while poor people lost their jobs and their homes and struggled to put food on the table. SNAP was there to help, to prevent the kind of pain and suffering that plagued American during the Great Depression, or that still afflicts citizens of less fortunate countries today. We should be thankful that Obama is the food stamp president; it’s a tribute to the progress inherent in becoming a civilized nation. We don’t let our citizens starve when Wall Street causes an international catastrophe. We should be proud of that.

Gov Rick Perry’s Abysmal Record On Women’s Health

If you’re a woman from Texas—or indeed, any  woman—there’s a lot to dislike about Gov. Rick Perry.

The vanity.  The boorishness.  The belief you’re too  stupid to make your own medical decisions. The weird resemblance to Animal House’s Niedermeyer in his college  photo.

Perry reminds me of the scene in Thelma and Louise in which  Thelma (Geena Davis) says of her  n’er-do-well husband, “He kind of  prides himself on being infantile.” Louise (Susan  Sarandon) responds,  “He’s got a lot to be proud of.”

So as we all prepare for the media barrage surrounding  Perry’s  presidential announcement on Saturday, and in tradition of my idol   Molly Ivins, I’m going to start a new group, Texas Women Enraged by Rick  Perry—TWERP for short.

As TWERP’s organizer, I feel  obliged to point out that on a  practical level, Rick Perry has made it pretty  lousy for women in  Texas, especially for women at the bottom of the economic  ladder. He’s  also made it pretty lousy for anybody who doesn’t look like him.  As  Eileen Smith wrote  in the Texas Observer, “In  just one session, Republicans managed to  screw children, women, gays,  immigrants, teachers, the elderly,  Hispanics, the unemployed and the uninsured.  The only people who got off easy were white guys. Can’t imagine why.”

The numbers tell the tale. Texas is dead last in the number  of  non-elderly women without health insurance, and 6th nationally in  the  percentage of women in poverty, according to the Texas  Legislative Study Group.  One in  five Texas children lack health insurance, the highest rate in  the nation. And  if that weren’t bad enough, Perry tried to opt out of  Medicaid, which provides  healthcare to the most vulnerable Texas populations, including pregnant women  and children.

When it comes to reproductive healthcare, the state budget guts  family planning, leaving 284,000 Texas women without birth control or access  to basic reproductive healthcare. This will also likely increase the abortion  rate, sonograms or no sonograms. And of course there’s the standard right wing assault on  Planned Parenthood. Women needing prenatal care fare no better.

As reported in the Texas  Tribune, “Texas has the worst rate  of pregnant women receiving prenatal care in the  first trimester,  according to the report commissioned by the Legislative Study  Group…And  though Texas has the highest percent of its population without  health  insurance, the state is 49th in per capita spending on Medicaid, and   dead last in per capita spending on mental health, according to the   report.”

So if you’re a working class Texas woman, Rick Perry doesn’t  want  you to have access to birth control or reproductive healthcare to  prevent  unintended pregnancy, but once you’re pregnant the state  mandates a sonogram  and a lecture to convince you of the error of your  ways. After that sonogram  and lecture, if you need prenatal care,  you’re SOL. And once the baby is born,  Texas is 47th in monthly benefit payments under the Women, Infants, & Children program, which  provides nutrition assistance.

This is Rick Perry’s vision for women in the United States. Limited  healthcare, little birth control, low  income women and kids left to  fend for themselves, a bunch of bureaucrats  telling you what to do—and  the very real human suffering that goes along with  it. TWERP might be  an understatement.

Iowa’s GOP Governor Vetoes Tax Break For The Poor Because It Didn’t Lower Corporate Taxes

Iowa Gov. Terry Branstad (R) has a curious justification for vetoing a tax break last week for 240,000 Iowa families making $45,000 or less a year: the plan didn’t also include a tax break for corporations. Members of both partiesin the Iowa House and Senate agreed to increase the state’s Earned Income Tax Credit (EITC), which reduces the amount of income taxes lower-income families owe:

The change would have saved Iowa families an estimated $28.5 million in taxes   over two years.

Branstad vetoed that part of the bill writing that it is his desire to approach tax policy in a more comprehensive and holistic manner. […]

Branstad additionally campaigned last year to slash Iowa’s corporate income tax rate by 50 percent, which he said would attract businesses while costing the state about $200 million a year in lost revenue. That proposal also failed.

Ironically, given Branstad’s fondness for expensive corporate tax breaks, he said he was concerned about the cost of the measure, estimated at $28.5 million a year. Branstad explained that he would only support “an overall tax reduction package that both fits within our sound budgeting principles while reducing those taxes that are impeding our state’s ability to compete for new business and jobs.”

Tim Albrecht, a spokesman for the governor, reiterated that Branstad would have supported the tax break if it had been part of a “larger effort” that included lower taxes for corporations. But since this tax break was only for poor families, Branstad suddenly abandoned his “strong support for tax relief.”

Sen. Joe Bolkcom (D), the chairman of the Senate Ways and Means Committee, points out that the EITC “is the most effective antipoverty program for working families.” Bolkcom said of Branstad’s veto, “He has again shown that he will only consider tax cuts that benefit Iowa’s wealthiest citizens and corporations.” The tax break for working families would have translated into more money for people to spend in Iowa’s economy, but Branstad apparently prefers “huge, unaffordable tax breaks for Wal-Mart and other wealthy out-of-state corporations.”

Branstad has the authority to veto individual items in spending measures. He also effectively shut down dozens of unemployment offices by vetoing language that would have prohibited the Iowa Workforce Development from closing 37 unemployment field offices across the state.
