“No One Wants To Speak At The GOP Convention”: Trump’s Toxicity Is Swaying Top Republicans From Even Attending
Seemingly no one wants to speak at the Cleveland convention that will elect Donald Trump as the Republican Party’s presidential candidate:
New York Rep. Elise Stefanik, a rising star who helped to write the GOP platform at the 2012 convention, “will be in her district working for her constituents and not attending the convention,” said a spokesman. Oklahoma Rep. Steve Russell, a former Army lieutenant colonel who helped capture Iraqi dictator Saddam Hussein, “has no plans to be a speaker at the convention,” said his office. North Carolina Rep. Richard Hudson, who’s frequently talked about as a potential future statewide candidate, “won’t be at the convention.” Mia Love, the charismatic Utah rep seen by many as the GOP’s future, is skipping Cleveland for a trip to Israel. “I don’t see any upsides to it,” Love told a reporter on Friday. “I don’t see how this benefits the state.”
Reporters at Politico reached out to “more than 50 prominent governors, senators and House members to gauge their interest in speaking” there and found almost no takers. So, I took a look at the list of speakers at the 2012 Republican National Convention, and guess what I found?
Pretty much anyone who was anyone had a speaking slot there, from Speaker John Boehner, to House members like Cathy McMorris Rodgers and Marsha Blackburn, to up-and-comers like Mia Love, to senators across the ideological spectrum, to pretty much every major Republican governor in the country.
Romney made sure that Latino governors Susana Martinez of New Mexico and Brian Sandoval of Nevada were given primetime slots. Govs. Scott Walker, Chris Christie, Mary Fallin, Bob McDonnell, and John Kasich all made appearances, most of them prominent.
Sen. Kelly Ayotte of New Hampshire spoke four years ago, but this time around she’s not even going to attend the convention.
The convention is being held in Ohio, and that’s awkward.
Ohio Sen. Rob Portman will attend the convention and host several events in Cleveland over the course of the week. But a spokesman, Kevin Smith, said “no announcements” had yet been made on whether he would speak. A spokesman for Ohio Gov. John Kasich, a Trump primary rival who has pointedly refused to endorse the presumptive nominee, declined to comment on whether he wanted to deliver a speech.
I don’t want to be a “nasty, nasty guy,” but it’s pretty evident that Trump is toxic.
Even the GOP leaders in charge of maintaining the party’s congressional majorities — Mississippi Sen. Roger Wicker and Oregon Rep. Greg Walden — wouldn’t say whether they’d take the podium…
…“Everyone has to make their own choice, but at this point, 70 percent of the American public doesn’t like Donald Trump. That’s as toxic as we’ve seen in American politics,” said Stuart Stevens, a longtime Republican strategist who helped to craft the party’s 2012 convention. “Normally, people want to speak at national conventions. It launched Barack Obama’s political career.”
Just to give an idea of the scope of the problem, in primetime of the first night of the 2012 convention, there were 18 separate speakers and a video. I don’t know how Trump is going to replicate their firepower.

“The Electoral Landscape Has Shifted”: Republicans May Finally Pay A Price For Towing NRA Line On Guns
Connecticut Senator Chris Murphy, who led an unusual talking filibuster this week to promote Democratic measures on guns, now wants to take the issue to the ballot box. Here’s what he told Roll Call in an article published today:
“There has to be a storyline coming out of 2016 that shows that senators that voted against consensus measures like mandatory background checks pay a political price.”
Which sounds like standard political rhetoric — everyone says that the public will rise up and support them on their issues. But the crazy thing is, he might be right.
I don’t say this lightly — I’ve been writing about the gun issue for years, and though I’ve long argued that the the NRA’s power to punish its enemies and reward its friends at the ballot box is a myth, it’s extremely rare for Republicans to actually lose elections because of the gun issue. But a confluence of events and critical timing could make 2016 different. Most surprising of all, there’s even a remote but real possibility that Congress could pass a gun control measure in 2017.
In the wake of the shooting in Orlando, Democrats are now pushing two separate ideas, both of which have failed to make it through Congress before. The first would make it easier for the federal government to stop gun sales to those who have been investigated for terrorism, which we’re going to put aside for the moment. The second proposal is universal background checks, which would extend those checks to private sales that today don’t require them, closing the “private seller loophole.”
It’s long been a source of wonder that in the wake of the Sandy Hook massacre when 20 elementary school children were gunned down, and with polls showing support for the measure running at 90 percent (including huge majorities of gun owners), Congress still couldn’t pass universal background checks. If it didn’t happen then, why could it happen now? The answer is that timing is everything.
The Sandy Hook massacre took place in December of 2012. When Congress began to debate the Manchin-Toomey bill that included background checks, it was 2013. The election to which lawmakers were looking forward was the 2014 off-year election. Everyone knew that, with a Democratic president, it was going to be another big year for Republicans, since their voters are more likely to turn out in non-presidential years than Democratic voters are. So one of the big questions was how vulnerable Democrats from Republican-leaning states, who had been elected in the 2008 Obama wave, were going to vote.
In the end, the bill had a 54-46 majority, not enough to overcome the Republicans’ filibuster. Among the Democrats who voted for it were Kay Hagan of North Carolina and Mary Landrieu of Louisiana, both of whom lost their re-election bids that November. Four Democrats opposed it: the retiring Max Baucus, Mark Begich of Alaska, Mark Pryor of Arkansas, and Heidi Heitkamp of South Dakota. Begich and Pryor lost that year, too, while Heitkamp isn’t up for reelection until 2018. And on the Republican side, only Pat Toomey (the bill’s co-sponsor), John McCain, Susan Collins, and Mark Kirk voted in favor.
It’s unclear exactly how much of an impact their votes had on the campaigns of Hagan, Landrieu, Begich, and Pryor. But you can bet that facing an electorate they knew was going to be stacked against them, the vote weighed on their minds.
Now let’s think about the current environment. The senators up for re-election this year came into office in the tea party wave of 2010, which is why Republicans are defending many more seats than Democrats. The most vulnerable Republicans are those from Democratic-leaning states, who now have to face a presidential-year electorate that will be much more tilted to Democratic voters than it was when they got elected the first time. They’ll also be carrying the weight of their party’s presidential nominee behind them.
Those vulnerable senators are the following, in rough order of how likely they already are to lose in November: Mark Kirk (IL), Ron Johnson (WI), Kelly Ayotte (NH), Rob Portman (OH), and Pat Toomey (PA). If Marco Rubio decides to run again, you can put him in there too. Ayotte, Johnson, and Portman all voted against the Manchin-Toomey bill in 2013. Do you think their Democratic opponents are going to make an issue out of that? Oh yes they will.
In fact, even before Orlando, Ayotte was running ads claiming to be a background check supporter, when what she actually backed was an NRA-approved alternative to Manchin-Toomey, one that was about as meaningful as you’d expect. Portman now says he’s open to restricting sales to people probed for terrorism, but his campaign web site goes on in some length about his opposition to universal background checks. Johnson has suggested there might be a possible compromise on gun sales and the terror watch list, but he hasn’t changed his position on background checks, so there will be plenty of opportunities for Democrats to criticize him on that. Kirk is almost certain to lose anyway.
And Pat Toomey? Well, if Toomey does survive when other Republicans lose, many people will say that his high-profile advocacy for background checks was an important reason. If you combine that with defeats of other Republicans, you could see an entirely new conventional wisdom take shape, one that says that the electoral landscape on guns has shifted. Now it’s Republicans who are on the defensive, because of their doctrinaire opposition to even measures that nine out of ten Americans support.
There is a scenario in which even the NRA’s lock on Congress — which, unlike their alleged electoral potency, is real — could be broken. It’s possible (even if it’s a longshot) that the Democrats could take control of the House in an anti-Trump sweep to go with their (much more likely) win in the Senate. Passing something like background checks would require overcoming a filibuster, which is not likely at all. But it’s also possible that, in the face of broad and increasingly maddening filibuster abuse, Democrats could decide to get rid of the procedure altogether. That would be a momentous move, but it isn’t out of the question. And if they did, they could pass a background check bill for President Hillary Clinton to sign.
Yes, a lot of pieces would have to fall into place for that to happen. But even if it doesn’t, chances are we’ll come out of this election with a bunch of senators having paid a price for their alliance with the NRA, and everyone will know it. That in itself would be a major change.

“How To ‘Make It Stop'”: A New Assault Weapons Ban, Written For The Realities Of 2016
Almost four years ago in Newtown, the victims were mostly children – first graders. Last weekend, the victims were mostly LGBT adults at a night club. But the one thing they all had in common is that their deaths were the result of an assault weapon in the hands of a deranged killer. Today the Boston Globe – in a bold statement – says simply, “Make it Stop.”
In this country, the federal government limits duck hunters to weapons that carry only three shells, to protect the duck population. But you can buy an assault weapon in seven minutes and an unlimited number of bullets to fire with it. For every McDonald’s in the United States, there are four federally licensed gun dealers and an untold number of unregulated private dealers who can legally sell an unlimited number of guns out of their homes, backpacks, and car trunks without requiring a criminal background check or proof of ID.
These weren’t the guns, and this wasn’t the America, that the Founders foresaw. That is why we need a new assault weapons ban, written for the realities we face in 2016.
For those of us who were already convinced, the Globe also asserts that any action on an assault weapons ban is likely to begin in the Senate. They give us the names of 6 senators who stand in the way:
Kelly Ayotte (R-NH)
Richard Burr (R-NC)
Jeff Flake (R-AZ)
Heidi Heitkamp (D-ND)
Ron Johnson (R-WI)
Rob Portman (R-OH)
Of course there are other (mostly Republican) senators who would vote against an assault weapons ban. It’s clear that these 6 were chosen by the Globe because they are the most likely to be either convinced to change their position or defeated. That’s where it starts.
I am reminded of a commitment President Obama made back in January in an op-ed titled: Guns Are Our Shared Responsibility.
Even as I continue to take every action possible as president, I will also take every action I can as a citizen. I will not campaign for, vote for or support any candidate, even in my own party, who does not support common-sense gun reform. And if the 90 percent of Americans who do support common-sense gun reforms join me, we will elect the leadership we deserve.
All of us have a role to play — including gun owners. We need the vast majority of responsible gun owners who grieve with us after every mass shooting, who support common-sense gun safety and who feel that their views are not being properly represented, to stand with us and demand that leaders heed the voices of the people they are supposed to represent.
We can chose to remain cynical that anything will ever change, or make this a priority and keep fighting. I think about our historical heroes of reform. Some of them didn’t even live to see the fruits of their efforts – for example, Elizabeth Cady Stanton. But that certainly didn’t stop them.

“Tied To The Party’s Nominee”: Why Donald Trump Is Big Trouble For Republican Senators And Congressmen
Mitch McConnell can always be counted on to put a brave face on things. Asked on CNN’s State of the Union on Sunday whether he’s encouraging Republican Senate candidates to distance themselves from Donald Trump should he be the party’s nominee, McConnell essentially said that it isn’t a problem. “We are going to run individual races no matter who the presidential nominee is,” McConnell said. “Senate races are statewide races. You can craft your own message for your own people. And that’s exactly what we intend to do this fall, no matter who the nominee is.”
It’s certainly what many of them will try to do. But can they get away with it?
A few might. But distancing yourself from your party’s leader may be harder now than it has ever been.
To see why, we have to start with an understanding of how much information voters have about different candidates. We can think about a kind of information hierarchy, the top of which is the presidential race. That contest will dominate all the news sources people have about politics: newspapers, local and national TV news, social media, even the conversations they have with family, friends, and co-workers. If the race is between Trump and Hillary Clinton, the clash of these two big, controversial personalities will dominate the news.
The next level down is races for Senate or governor — amply funded, and featuring incumbents with whom people have at least a passing familiarity, but not nearly as prominent as the presidential race. You’ll absolutely hear Trump and Clinton’s messages, whether you believe them or not, but with the lower offices, it’s a challenge just to get the candidate’s name and face in front of people. Go to House seats, and then farther to state legislature or local races, and voters hear only the occasional snippet, drowned out by everything else that’s going on.
That means that it can be difficult to convince voters of something a bit complicated, something that requires them to undo their default assumptions. And one of those assumptions is that candidates from the same party are going to be partners.
Split-ticket voting (choosing one party’s candidate for president and a different party’s candidate for lower offices) has declined in recent years, which is understandable in an era of partisan polarization and tight party unity. Half a century ago, when both parties contained a relatively broad ideological spectrum — for instance, the Democratic Party had both Northern liberals and Southern conservatives — it made more sense to view an individual senator or congressman as a free agent who might act independently of his or her party. But today, most important votes break firmly along partisan lines, which means that your senator is probably not going to surprise you, or the president, with anything he or she does.
That’s not to say there are no more maverick legislators who frequently abandon their party to support the other side’s position. There are a few, like Joe Manchin (D-W.Va.) or Susan Collins (R-Maine). But there are fewer of them after every election, and they’re almost gone. The more party unity there is, the more every race is nationalized.
So a message like, “I don’t agree with my party’s leader, even though I will sometimes, but not at other times, and I agree with you that he’s a jerk” is going to be less persuasive now than it might have been at another time.
This could be especially tricky for the Republican incumbents representing swing states. We often think of “purple” states as containing mostly moderate voters, but that’s often not the case. Instead, they may have roughly equal numbers of strong liberals and strong conservatives. You can see that in places like Iowa and Wisconsin, both of which will have incumbent Republican senators facing serious challenges this year. That makes things complicated for those Republicans — they don’t want to alienate the Trump fans who will be coming out to vote for president, but they also don’t want to push away voters who can’t stand him.
And you can bet that in nearly every competitive Senate race, there are going to be ads targeting the Republican that will try to tie him or her to the Republican presidential nominee, particularly if Trump’s popularity stays as low as it is now. “Senator X stands with Trump,” they’ll say, as sinister music plays in the background. “Demeaning women. Threatening immigrants. Encouraging violence. Is that what we want representing us? Tell Senator X and Donald Trump that our state says no thanks.”
Some Republican incumbents are running in extremely conservative states, in which case they probably don’t have to worry. But others will face two questions: Whether they even want to distance themselves from Trump, and if they do, whether they can do it successfully. One thing’s for sure: it isn’t going to be as easy as Mitch McConnell would have you believe. And the farther you go down the ballot, the harder it’s going to get.
