“Unnecessary And Excellent”: Why “Make Them Learn English” Is The Key To Immigration Reform
Among the provisions in the immigration-reform proposal released by a bipartisan group of senators yesterday was a requirement that in order to get on that path to citizenship, undocumented immigrants would have to “learn English and civics.” They don’t detail exactly how it would happen, but presumably there’d be a test of English proficiency immigrants would have to pass, and perhaps some money appropriated for English classes. There are two things to know about this idea. First, in practical terms it’s completely unnecessary. And second, in political terms it’s an excellent idea. In fact, it could be the key to passing immigration reform.
The reason it’s unnecessary is that every wave of immigrants follows basically the same pattern when it comes to English. People who immigrate as adults tend not to learn much beyond the most basic words and phrases, and continue to speak their native language at home. Their children grow up bilingual, speaking one language at home and another at school and eventually at work. The next generation grows up with only a little bit of the language of the old country, which they pick up from their grandparents, but they spend almost all their time speaking English. And the generation after that often knows nothing of their great-grandparents’ language beyond a few colorful expressions.
That’s how it has worked for one group of immigrants after another, and as Dylan Matthews reminds us, that’s how it’s working for the current group of immigrants. There is some variation among people who come from different places, but the basic picture is clear: you don’t need to “make them learn English,” because they’re going to learn it anyway, or at least their children are. That’s probably how it worked in your family, and it’s certainly how it worked in mine. My great-grandparents, who came to America as adults, knew very little English; my grandparents, who came as children, were bilingual; my parents can follow a conversation in Yiddish but not speak it very well; and my siblings and I just know a few little Yiddish snippets. (When I was a kid my grandmother had an annoying habit of telling long, apparently hilarious stories in which just the punch line was in Yiddish, so I never knew what the hell all the older people were laughing about.)
So why is the “make them learn English” provision so politically important? Because it’s the key that unlocks wide public support for immigration reform. As a group, Americans have contradictory feelings about immigration. We can’t divide the country into “pro-immigrant” and “anti-immigrant” groups, even if you might be able to make such a division among politicians or talk-show hosts. Apart from a small population of hard-core nativists, most Americans acknowledge that we’re all descended from immigrants of one kind or another, whether your ancestors walked across the Bering Strait land bridge, came over on a slave ship, or drove down from Toronto. They also appreciate that immigration gives our country vitality, and that immigrants are exactly the kind of hard-working, ambitious strivers that drive our economy and culture forward. But at the same time, many feel threatened when they see the character of their towns and cities change, and nothing embodies that change more than language. When people walk into a store and hear a language being spoken that they don’t understand, they suddenly feel like foreigners in their own neighborhood, alienated and insecure. I’m not putting a value judgment on that feeling, but it’s undeniable.
So imagine an individual citizen/voter who has those two contradictory feelings. He sincerely wants his country to welcome immigrants, and he thinks that cultural diversity is basically a good thing, but he got a little freaked out last week when he went down to the drug store and felt like he just got transported to Mexico City. He doesn’t like feeling alienated, but he also doesn’t like that tiny voice inside him that says “Send them back where they came from!” He knows that voice isn’t right, but when he sees signs in other languages or hears other languages spoken, that voice gets a little stronger.
What the “make them learn English” provision says to him is: Don’t worry, it’s going to be OK. We’re going to make sure that this wave of immigrants is woven into the American tapestry just like the prior waves of Irish and Italian and Chinese immigrants. They won’t take America over. They’ll become American.
The truth is, that’ll happen whether or not we make undocumented immigrants take an English test before they can become citizens. But there’s no reason not to do it. If some have to take an ESL class in order to pass, that’s fine—accelerating their learning curve a little will be good for them, and the cost probably won’t be too high. The real benefit, though, will be to reassure the majority of Americans whose feelings about immigration are complicated. And once you get enough of them on board, it becomes possible for risk-averse politicians to do the right thing.

Yearning For A Whiter America: Michele Bachmann’s Misplaced Immigration Nostalgia
In both of this month’s Republican presidential debates, Rep. Michele Bachmann hailed what she evidently believes was the golden age of American immigration — the period before the mid-1960s when, she said, “immigration law worked beautifully.”
Ms. Bachmann’s nostalgia is touching but misplaced, unless she really pines for a return to laws that explicitly favored white immigrants from a handful of Northern European countries while excluding or disadvantaging Jews, Asians, Africans and practically everyone else.
Ms. Bachmann didn’t frame it that way, of course. She blamed “liberal members of Congress” for upsetting a system that she characterized as requiring immigrants to have money, sponsors, and clean health and criminal records. In Ms. Bachmann’s world, those immigrants would learn American history and to speak English.
The Immigration and Nationality Act of 1965 fundamentally changed the system of immigration in this country but not in the way Ms. Bachmann evidently imagines. That law, pushed by Democrats including Sen. Edward Kennedy (D-Mass.) and Rep. Emanuel Celler (D-N.Y.), threw out four decades of immigration quotas whose explicit goal was to emulate America’s ethnic balance as it stood in the year 1890, when the country remained overwhelmingly white.
Specifically, the 1965 measure ended a legal regime dating from the early 1920s that generally shut out Asians (especially Japanese) and capped immigration from Latin America, Eastern and Southern Europe, and other areas at very low levels. The effect was to overhaul that hidebound, exclusive quota system. The new system, whose cornerstone gave preference to family reunification and job skills, broadened what had been a narrow pool of immigrants to include soaring numbers of newcomers from Asia and Latin America.
The shift has contributed to the nation’s diversity, dynamism and rich cultural kaleidoscope even as it challenged society, especially schools, to accommodate waves of new Americans whose looks, language and customs were unfamiliar to their neighbors.
By talking about sponsorship, English-language competency and the like, Ms. Bachmann is either confused or deliberately misleading. Most legal immigrants are still required to have family or employer sponsors, as they did in the gauzy past she idealizes. As for learning English, American history and the like, those were, and remain, requirements for citizenship, not immigration.
Ms. Bachmann, whose campaign did not respond to a request for comment, may not care for the changes and effects wrought by the 1965 bill; many other critics on the right do not. Patrick Buchanan, for example, has blamed the 2007 massacre at Virginia Tech on the immigration overhaul, noting that the gunman “was among the 864,000 Koreans here as a result of the Immigration Act of 1965, which threw the nation’s doors open to the greatest invasion in history, an invasion opposed by a majority of our people.” If Ms. Bachmann shares such views, let her address the issue honestly and head on, not in code.

Religion, Patriotism And Freedom: Ayn Rand Vs. America
Ayn Rand has a large and growing influence on American politics. Speaking at an event in her honor, Congressman Paul Ryan said, “The reason I got involved in public service, by and large, if I had to credit one thinker, one person, it would be Ayn Rand.”
A few weeks ago, Maureen Fiedler, the producer of the weekly radio show, Interfaith Voices, asked me to participate in a debate with Onkar Ghate, a senior fellow at the Ayn Rand Institute. I eagerly accepted. I wanted to hear how a follower of Rand would defend proposals to cut Medicare, Medicaid, and food stamps while exempting the wealthy from paying their fair share.
In one sense there was agreement. Maureen, a Sister of Loretto, argued that Republican budget proposals turned their back on Christ’s admonition to care for “the least among us,” the hungry, the sick, the homeless. Ghate did not dispute that. Rand, he said, was an atheist who did not believe in government efforts to help those in need.
Ghate countered Sister Maureen’s religious position with a moral argument. He maintained that redistribution of wealth was unfair to the rich and weakened the ambition of the rest. I wasn’t surprised by this position, since I’d heard it repeatedly during the fight on welfare reform.
What I did find startling was Ghate’s insistence that just as there should be a separation of church and state, so there should be a separation of economics and state. That notion really got me thinking.
I’ve always understood that one’s loyalty to God should take precedence over one’s patriotic duty. Churches are exempt from taxation, and conscientious objectors aren’t required to serve in war. Our high regard for the First Amendment shows the preeminence of faith in the American consciousness.
But to place economics on the same level as religious freedom seemed to me almost blasphemous. Are we really to believe that the freedom to make money should stand on the same level of religious liberty? Are the words of Milton Friedman equal to the Sermon on the Mount? I don’t think so. But maybe in the eyes of Ayn Rand and Paul Ryan, they are.
Ayn Rand’s biography goes a long way toward explaining her animus to government. Her first-hand experience of communism showed her how the state can crush people, kill dissent, and exile lovers of freedom to the gulag. Horrified by what government power could do, she was determined to shrink it to the point of impotence.
America was the perfect place for Rand’s single-minded celebration of the individual. After all, this was the nation that inspired intrepid emigrants to leave behind country, family, and friends with little more than the shirt on their back to make a new life. Here they wouldn’t be judged by what they were before or who their parents were but by what they could made of themselves.
America was a beacon of freedom from its earliest days. But the freedom to earn one’s living is not the same as the freedom to emasculate government. It’s a mistake to enshrine individual liberty without acknowledging the role that a good government plays in preserving and promoting it. Look at places like Haiti, Somalia, and the Congo to see what happens when governments aren’t around much.
When government is marginalized, it’s not just individual freedom that suffers; the economy suffers too. A vibrant capitalism requires a legal system: contracts must be honored, fraud punished. Markets have to work, and for that we need a strong infrastructure of roads, rail, energy, and water and sewage systems.
Good government sets us free to spend our days in fruitful endeavors, not evasive action motivated by fear and distrust. Government regulations reassure us that speeding drivers will be arrested, that the financial products we buy won’t cheat us, and that it will be safer to put our money in banks than under our pillows. If we can’t trust our food to be healthy, our drugs to be safe, or our planes to fly without crashing, we’ll waste a lot of productive time.
During the debate, I also raised the point that the separation of economics and state implies that businesses and the people who run them are under no obligation to be patriotic.
In the 19th century, the Rockefellers, Carnegies, Fricks, and J.P. Morgans wanted America to do well because their own fortunes were tied to American prosperity. They made America a great economic power by creating jobs and technological advances right here at home. They knew that their own fortunes were bound up with the well-being of their fellow Americans.
In Ayn Rand’s America, the first obligation of CEOs is to their shareholders, not to citizens. Their business is global, not local. Why should they care if they send jobs overseas? Why should they be concerned if American kids can’t do math or write a sentence? They’ll just outsource the work. Why should they worry that the next generation of Americans is going to have a tough time? Their own kids will do just fine. And in the meantime, they’re doing just fine themselves.
Andy Grove, the former CEO of Intel, sees a problem with this view. He writes, “You could say, as many do, that shipping jobs overseas is no big deal because the high-value work–and much of the profits–remain in the U.S. That may well be so. But what kind of a society are we going to have if it consists of highly paid people doing high-value-added work–and masses of unemployed?”
Don Peck makes a similar point in his new book, Pinched, and in an Atlantic cover story. “Arguably,” he writes, “the most important economic trend in the United States over the past couple of generations has been the ever more distinct sorting of Americans into winners and losers, and the slow hollowing-out of the middle class.”
Besides this economic problem, I also see a moral issue with Ayn Rand’s insistence that all of us, CEOs included, should be totally free of the ties that bind. I especially disagree when it comes to CEOs. As I wrote here a few months ago, the wealthy have a special responsibility. Much will be asked of those to whom much has been given. Participating in government and civic life, serving in war, helping the less fortunate, and–yes–paying a fair share of taxes are inescapable responsibilities for all Americans, especially for those who have realized the American dream that inspires us all.
I doubt there was anything I could have said in the debate that would have induced Onkar Ghate to view the meaning of freedom in a different light. I suppose he might say the same of me. Still, I can’t see how one can be free in a vacuum. Freedom takes work, by each of us, and by our government, to create the place where each of us can prosper. The freedom to sleep under a bridge is no freedom at all. We can only be free when we work together for the well-being of all Americans–including the least among us.

“The Days Of Our Lives”: Race And Conservative Nostalgia
Reihan Salam says that cranky old white conservative nostalgics aren’t racists they’re just white people who are nostalgic for a whiter, more racist America:
One thing that is undeniably true is that American conservatives are overwhelmingly white in a country that is increasingly less so. As the number of Latinos and Asian-Americans has increased in coastal states like California, New York and New Jersey, many white Americans from these regions have moved inland or to the South. For at least some whites, particularly those over the age of 50, there is a sense that the country they grew up in is fading away, and that Americans with ancestors from Mexico or, as in my case, Bangladesh don’t share their religious, cultural and economic values. These white voters are looking for champions, for people who are unafraid to fight for the America they remember and love. It’s unfair to call this sentiment racist. But it does help explain at least some of our political divide.
This puts me in a mind of House Speaker John Boehner’s explicitly expressed view that the problem with President Obama is was that he and the 111th Congress were “snuffing out the America that I grew up in”.
As I said at the time, on its face it’s difficult to make sense of that. John Boehner was born in 1949. Does he feel nostalgic for the higher marginal tax rates of the America he grew up in? For the much larger labor union share of the workforce? The threat of global nuclear war? It’s difficult for me to evade the conclusion that on an emotional level, conservative nostalgics like Boehner are primarily driven by regret at the loss of social privilege by white men. In Boehner’s defense, I often hear white male progressives express nostalgia for the lost America of the 1950s and 1960s and think to myself “a black person or a woman wouldn’t put it like that.” But progressive nostalgics do at least have the high-tax, union-dominated economy and egalitarian income distribution as the things they like. But from a non-bigoted conservative point of view, what is there really to miss about the America John Boehner grew up it? The tax rates were high, but at least they didn’t let Jews into the country club?

Texas Ranks Dead Last In Total Job Creation, Accounting For Labor Force Growth
Gov. Rick Perry (R-TX), since he launched his presidential campaign on Saturday, has paraded around the stat that “since June of 2009, Texas is responsible for more than 40 percent of all of the new jobs created in America.” “Now think about that. We’re home to less than 10 percent of the population in America, but 40 percent of all the new jobs were created in that state,” Perry says.
This stat leaves out a lot of the story. The Federal Reserve Bank of Dallas has promoted the number, but “it acknowledges that the number comes out different depending on whether one compares Texas to all states or just to states that are adding jobs.” Between 2008 and 2010, jobs actually grew at a faster pace in Massachusetts than in Texas.
In fact, “Texas has done worse than the rest of the country since the peak of national unemployment in October 2009.” The unemployment rate in Texas has been steadily increasing throughout the recession, and went from 7.7 to 8.2 percent while the state was supposedly creating 40 percent of all the new jobs in the U.S.
How is this possible, since Texas has created over 126,000 jobs since the depths of the recession in February 2009? The fact of the matter is that looking purely at job creation misses a key point, namely that Texas has also experienced incredibly rapid population and labor force growth (due to a series of factors, including that Texas weathered the housing bubble reasonably well due to strict mortgage lending regulations). When this is taken into account, Texas’ job creation looks decidedly less impressive:
Clearly, there is no miracle for Texas here. While over 126,000 net jobs were created in Texas over the last two and a half years, the labor force expanded by over 437,000, meaning that overall Texas has added unemployed workers at a rate much faster than it has created jobs. And although states like Michigan have lost jobs (29,200 since February 2009), the state’s labor force has shrunk by over 185,000 since then. As a result, while there are fewer jobs, there are significantly less workers looking for them.
As Paul Krugman put it, “several factors underlie [Texas’] rapid population growth: a high birth rate, immigration from Mexico, and inward migration of Americans from other states, who are attracted to Texas by its warm weather and low cost of living, low housing costs in particular.” But they have little to do with Perry’s policies.
Now that certainly doesn’t make the situation in Michigan a good one, as contraction of the labor force is one side effect of the prolonged recession and unemployment there is still 10.6 percent. However if there is a real “miracle” here, it is North Dakota, which has seen over 27,000 new jobs and a labor force expansion of only 3,700, resulting in about 24,000 new jobs for workers who previously had none. But no one is proclaiming the “North Dakota miracle” and saying that Gov. Jack Dalrymple (R-ND) should be running for President.
