“Enormous Ignorance”: Sorry Donald Trump, Mexico Says It Will Not Pay For Border Wall
Mexican President Enrique Pena Nieto’s administration said there’s no truth to U.S. presidential candidate Donald Trump’s assertion that the nation would pay for a wall along the border between the countries.
“Of course it’s false,” Eduardo Sanchez, Pena Nieto spokesman, said in a telephone interview with Bloomberg. “It reflects an enormous ignorance for what Mexico represents, and also the irresponsibility of the candidate who’s saying it.”
Sanchez said the government hasn’t taken Trump’s statements on the campaign trail as serious proposals. The majority of Mexicans in the U.S. follow the nation’s laws, and immigrants make up an important part of the American workforce, Sanchez said. Trump has said Mexico is sending rapists and criminals to the U.S.
On Tuesday, Trump again reiterated his assertion that Mexico would foot the bill for a wall sealing off its northern border with the United States.
“We’re not paying for it,” the billionaire said in an interview with Fox News host Sean Hannity. “You know how easy that is? They’ll probably just give us the money.”
Throughout the course of his presidential campaign, Trump has assured voters that his plan for a wall would be subsidized by the Mexican government.
“I watch politicians come on: ‘can you imagine, Sean, he’s saying Mexico’s going to pay? They’ll never pay.’ And I’m saying, that’s like a hundred percent,” Trump told Hannity. “That’s not like 98 percent. Sean, it’s a hundred percent they’re [going to] pay. And if they don’t pay, we’ll charge ‘em a little tariff. It’ll be paid. But we need the wall.”
Sanchez disputed that his government would fund such a project as well as the need for it.
“Mexicans in the U.S. work with passion, they do their jobs well,” Sanchez said. “His comments reflect an enormous lack of knowledge of the reality in the U.S.”

“The High Price Of Rejecting The Iran Deal”: Foreign Governments Will Not Continue To Make Costly Sacrifices At Our Demand
The Iran nuclear deal offers a long-term solution to one of the most urgent threats of our time. Without this deal, Iran, the world’s leading state sponsor of terrorism, would be less than 90 days away from having enough fissile material to make a nuclear bomb. This deal greatly reduces the threat of Iran’s nuclear program, making Iran’s breakout time four times as long, securing unprecedented access to ensure that we will know if Iran cheats and giving us the leverage to hold it to its commitments.
Those calling on Congress to scrap the deal argue that the United States could have gotten a better deal, and still could, if we unilaterally ramped up existing sanctions, enough to force Iran to dismantle its entire nuclear program or even alter the character of its regime wholesale. This assumption is a dangerous fantasy, flying in the face of economic and diplomatic reality.
To be sure, the United States does have tremendous economic influence. But it was not this influence alone that persuaded countries across Europe and Asia to join the current sanction policy, one that required them to make costly sacrifices, curtail their purchases of Iran’s oil, and put Iran’s foreign reserves in escrow. They joined us because we made the case that Iran’s nuclear program was an uncontained threat to global stability and, most important, because we offered a concrete path to address it diplomatically — which we did.
In the eyes of the world, the nuclear agreement — endorsed by the United Nations Security Council and more than 90 other countries — addresses the threat of Iran’s nuclear program by constraining it for the long term and ensuring that it will be exclusively peaceful. If Congress now rejects this deal, the elements that were fundamental in establishing that international consensus will be gone.
The simple fact is that, after two years of testing Iran in negotiations, the international community does not believe that ramping up sanctions will persuade Iran to eradicate all traces of its hard-won civil nuclear program or sever its ties to its armed proxies in the region. Foreign governments will not continue to make costly sacrifices at our demand.
Indeed, they would more likely blame us for walking away from a credible solution to one of the world’s greatest security threats, and would continue to re-engage with Iran. Instead of toughening the sanctions, a decision by Congress to unilaterally reject the deal would end a decade of isolation of Iran and put the United States at odds with the rest of the world.
Some critics nevertheless argue that we can force the hands of these countries by imposing powerful secondary sanctions against those that refuse to follow our lead.
But that would be a disaster. The countries whose cooperation we need — including those in the European Union, China, Japan, India and South Korea, as well as the companies and banks that handle their oil purchases and hold foreign reserves — are among the largest economies in the world. If we were to cut them off from the American dollar and our financial system, we would set off extensive financial hemorrhaging, not just in our partner countries but in the United States as well.
Our strong, open economic relations with these countries constitute a foundation of the global economy. Nearly 40 percent of American exports go to the European Union, China, Japan, India and Korea — trade that cannot continue without banking connections.
The major importers of Iranian oil — China, India, Japan, South Korea, Taiwan and Turkey — together account for nearly a fifth of our goods exports and own 47 percent of foreign-held American treasuries. They will not agree to indefinite economic sacrifices in the name of an illusory better deal. We should think very seriously before threatening to cripple the largest banks and companies in these countries.
Consider the Bank of Japan, a key institutional holder of Iran’s foreign reserves. Cutting off Japan from the American banking system through sanctions would mean that we could not honor our sovereign responsibility to service and repay the more than $1 trillion in American treasuries held by Japan’s central bank. And those would be direct consequences of our sanctions, not to mention the economic aftershocks and the inevitable retaliation.
We must remember recent history. In 1996, in the absence of any other international support for imposing sanctions on Iran, Congress tried to force the hands of foreign companies, creating secondary sanctions that threatened to penalize them for investing in Iran’s energy sector. The idea was to force international oil companies to choose between doing business with Iran or the United States, with the expectation that all would choose us.
This outraged our foreign partners, particularly the European Union, which threatened retaliatory action and referral to the World Trade Organization and passed its own law prohibiting companies from complying. The largest oil companies of Europe and Asia stayed in Iran until, more than a decade later, we built a global consensus around the threat posed by Iran and put forward a realistic diplomatic means of addressing it.
The deal we reached last month is strong, unprecedented and good for America, with all the key elements the international community demanded to stop Iran from getting a nuclear weapon. Congress should approve this deal and ignore critics who offer no alternative.

“Police Abuse Is A Form Of Terror”: State Violence Versus Community Violence
Writing about the wave of deadly encounters — many caught on video — between unarmed black people and police officers often draws a particular criticism from a particular subset of readers.
It is some variation of this:
“Why are you not writing about the real problem — black-on-black crime? Young black men are far more likely to be killed by another young black man than by the police. Why do people not seem to protest when those young people are killed? Where is the media coverage of those deaths?”
This to me has always felt like a deflection, a juxtaposition meant to use one problem to drown out another.
Statistically, the sentiment is correct: Black people are more likely to be killed by other black people. But white people are also more likely to be killed by other white people. The truth is that murders and other violent crimes are often crimes of intimacy and access. People tend to kill people they know.
The argument suggests that police killings are relatively rare and therefore exotic, and distract from more mundane and widespread community violence. I view it differently: as state violence versus community violence.
People are often able to understand and contextualize community violence and, therefore, better understand how to avoid it. A parent can say to a child: Don’t run with that crowd, or hang out on that corner or get involved with that set of activities.
A recent study by scholars at the Institution for Social and Policy Studies at Yale found that homicides cluster and overwhelmingly involve a tiny group of people who not only share social connections but are also already involved in the criminal justice system.
We as adults can decide whether or not to have guns in the home. According to a study in the Annals of Internal Medicine, having a gun may increase the chances of being the victim of homicide. We can report violent family members.
And people with the means and inclination can decide to move away from high-poverty, high-crime neighborhoods.
These measures are not 100 percent effective, but they can produce some measure of protection and provide individual citizens with some degree of personal agency.
State violence, as epitomized in these cases by what people view as police abuses, conversely, has produced a specific feeling of terror, one that is inescapable and unavoidable.
The difference in people’s reactions to these different kinds of killings isn’t about an exaltation — or exploitation — of some deaths above others for political purposes, but rather a collective outrage that the people charged with protecting your life could become a threat to it. It is a reaction to the puncturing of an illusion, the implosion of an idea. How can I be safe in America if I can’t be safe in my body? It is a confrontation with a most discomforting concept: that there is no amount of righteous behavior, no neighborhood right enough, to produce sufficient security.
It produces a particular kind of terror, a feeling of nakedness and vulnerability, a fear that makes people furious at the very idea of having to be afraid.
The reaction to police killings is to my mind not completely dissimilar to people’s reaction to other forms of terrorism.
The very ubiquity of police officers and the power they possess means that the questionable killing in which they are involved creates a terror that rolls in like a fog, filling every low place. It produces ambient, radiant fear. It is the lurking unpredictability of it. It is the any- and everywhere-ness of it.
The black community’s response to this form of domestic terror has not been so different from America’s reaction to foreign terror.
The think tank New America found in June that 26 people were killed by jihadist attacks in the United States since 9/11 — compared with 48 deaths from “right wing attacks.” And yet, we have spent unending blood and treasure to combat Islamist terrorism in those years. Furthermore, according to Gallup, half of all Americans still feel somewhat or very worried that they or someone in their family will become a victim of terrorism.
In one of the two Republican debates last week, Senator Lindsey Graham of South Carolina seemed to be itching for yet another antiterrorism war, saying at one point: “I would take the fight to these guys, whatever it took, as long as it took.”
Whatever, however, long. This is not only Graham’s position, it’s the position of a large segment of the population.
Responding to New America’s tally, Fareed Zakaria wrote in The Washington Post in July:
“Americans have accepted an unprecedented expansion of government powers and invasions of their privacy to prevent such attacks. Since 9/11, 74 people have been killed in the United States by terrorists, according to the think tank New America. In that same period, more than 150,000 Americans have been killed in gun homicides, and we have done … nothing.”
And yet, we don’t ask “Why aren’t you, America, focusing on the real problem: Americans killing other Americans?”
Is the “real problem” question reserved only for the black people? Are black people not allowed to begin a righteous crusade?
One could argue that America’s overwhelming response to the terror threat is precisely what has kept the number of people killed in this country as a result of terror so low. But, if so, shouldn’t black Americans, similarly, have the right to exercise tremendous resistance to reduce the number of black people killed after interactions with the police?
How is it that we can understand an extreme reaction by Americans as a whole to a threat of terror but demonstrate a staggering lack of that understanding when black people in America do the same?

“President Obama On Finding Openings”: An Incredibly Wise Grasp Of How History Works
After President Obama gave his speech about the Iran Nuclear Deal at American University, he met with ten journalists to discuss it further. I found this part of Max Fisher’s report to be fascinating.
Toward the end of our meeting with President Obama, one of us asked whether the Iran nuclear deal might change the future of that country’s poisonously anti-American politics, and Obama drifted from the technical and political details he’d otherwise focused on into something of a more reflective tone.
“I just don’t know,” he said, leaning back a bit in his chair for the first time since he’d arrived. “When Nixon went to China, Mao was still in power. He had no idea how that was going to play out.
“He didn’t know that Deng Xiaoping would suddenly come in and decide that it doesn’t matter what color the cat is as long as it catches mice, and the next thing you know you’ve got this state capitalism on the march,” Obama said, paraphrasing the famous aphorism by Mao’s successor that capitalistic policies were acceptable if they helped China. “You couldn’t anticipate that.”…
To hear him draw a connection between the nuclear deal and China’s transformation, then, was striking. It suggested that Obama, though he has repeatedly insisted he does not expect the character of Iran’s regime to change, does see it as a possibility, one potentially significant enough that it evokes, at least in his mind, President Nixon’s historic trip to China.
At the same time, the lesson Obama seemed to draw from the comparison was not that he, too, was on the verge of making history, but rather that transformations like China’s under Deng, opportunities like Nixon’s trip, can have both causes and consequences that are impossible to foresee. His role, he said, was to find “openings” for such moments.
That is an incredibly wise grasp of how history works – even for the most powerful person on the planet. It is a striking rebuke of much that we hear from would-be Republican leaders these days who presume that a President of the United States can control world events via military dominance. For those with some knowledge of history, it is especially important given that the discussion is taking place about a country where we tried that back in 1953 and paid the price for it via the Islamic Revolution in 1979.
It reminds me of comments President Obama has made in two other interviews with journalists. First of all, David Remnick.
“I think we are born into this world and inherit all the grudges and rivalries and hatreds and sins of the past,” he said. “But we also inherit the beauty and the joy and goodness of our forebears. And we’re on this planet a pretty short time, so that we cannot remake the world entirely during this little stretch that we have.” The long view again. “But I think our decisions matter,” he went on. “And I think America was very lucky that Abraham Lincoln was President when he was President. If he hadn’t been, the course of history would be very different. But I also think that, despite being the greatest President, in my mind, in our history, it took another hundred and fifty years before African-Americans had anything approaching formal equality, much less real equality. I think that doesn’t diminish Lincoln’s achievements, but it acknowledges that at the end of the day we’re part of a long-running story. We just try to get our paragraph right.”
In other words, one of the ways you find openings is to get your paragraph right.
Secondly, he said this in an interview with Tom Friedman.
What struck me most was what I’d call an “Obama doctrine” embedded in the president’s remarks. It emerged when I asked if there was a common denominator to his decisions to break free from longstanding United States policies isolating Burma, Cuba and now Iran. Obama said his view was that “engagement,” combined with meeting core strategic needs, could serve American interests vis-a-vis these three countries far better than endless sanctions and isolation. He added that America, with its overwhelming power, needs to have the self-confidence to take some calculated risks to open important new possibilities — like trying to forge a diplomatic deal with Iran that, while permitting it to keep some of its nuclear infrastructure, forestalls its ability to build a nuclear bomb for at least a decade, if not longer.
Openings are made possible when your self-confidence allows you to take calculated risks.
To sum up: Getting your paragraph right by staying true to your North Star, combined with the self-confidence to take calculated risks, creates openings that can lead to transformative change.
Decades from now we’ll be bearing the fruit of openings this President has made possible with that kind of wisdom.

“Jeb’s New Iraq Stance”: My Brother’s ‘Mission Was Accomplished’
In the early months of his candidacy, Jeb Bush fumbled whenever he faced extremely predictable questions about his brother’s foreign policy. When asked about Iraq again at last week’s debate, he said that, knowing what we know now, “it was a mistake,” then inelegantly pivoted from praising veterans to blaming Obama for the current situation in the Middle East. This week Bush debuted a new stance: Whatever mistakes President George W. Bush made along the way, the Iraq War ultimately turned out for the best (at least until President Obama and Hillary Clinton messed it all up).
On Thursday in Iowa, he even used one of the most notorious lines from his brother’s presidency. “I’ve been critical and I think people have every right to be critical of decisions that were made,” Bush said at a Q&A hosted by Americans for Peace, Prosperity and Security. “In 2009, Iraq was fragile but secure. [The] mission was accomplished in the way that there was security there and it was because of the heroic efforts of the men and women in the United States military that it was so.”
Bush also declared, “Taking out Saddam Hussein turned out to be a pretty good deal.” He said it was a mistake to stop the NSA’s bulk collection of Americans’ metadata because there’s no evidence that “civil liberties were violated, that people’s privacy was violated.” He defended the Guantanamo Bay detention facility, saying he’s been there and “this is not a torture chamber.”
Torture is one point where Jeb slightly disagrees with W. He thinks “torture is not appropriate,” and he credited his brother with ending enhanced interrogation techniques (which the George W. Bush administration initially authorized). “The change of policy that my brother did and then was put into executive order form by [President Obama] was the proper thing to do,” he explained. But Bush wouldn’t commit to keeping that executive order in place, saying, “I don’t want to make a definitive, blanket kind of statement.”
In a speech at the Ronald Reagan Presidential Library on Tuesday, Bush argued that President Obama and Hillary Clinton should be blamed for the current situation in Iraq, not his brother. “Why was the success of the [2007 troop] surge followed by a withdrawal from Iraq, leaving not even the residual force that commanders and the joint chiefs knew was necessary?” Bush said. “And where was Secretary of State Clinton in all of this? Like the president himself, she had opposed the surge, then joined in claiming credit for its success, then stood by as that hard-won victory by American and allied forces was thrown away.”
Trying to turn one of his biggest liabilities into a problem for Clinton is a bold strategy, but so far there isn’t much evidence that it’s working. Following Bush’s remarks, a number of people pointed out that the withdrawal was his brother’s idea. “I remind everybody that us leaving at the end of 2011 was negotiated in 2008 by the Bush administration. That was always the plan, we had promised them that we would respect their sovereignty,” said U.S. Army Chief of Staff General Raymond Odierno, an architect of the surge.
And TheNew Yorker‘s Dexter Filkins argued that, while Clinton “played a supporting role in a disastrously managed withdrawal,” that stemmed from a “disastrously managed war itself.” Plus, she wanted to leave some troops in Iraq:
By all accounts, she was one of the people inside the Administration who advocated for keeping a residual force in Iraq. “Hillary very much wanted to keep troops in the country,” James Jeffrey, the American Ambassador to Iraq at the time, told me. This does not amount, in Jeb’s words, to “standing by” while Iraq burned.
When asked about that point on Thursday, Bush called it an “aggressive effort to rewrite history,” saying it was obvious that Obama needed to renegotiate the Bush administration’s agreement.
Bush’s nuanced (or rather, factually shaky) argument may win over some Republicans, but convincing America that Obama and Clinton deserve more blame for the Iraq War fallout than the president who started it is a tall order. It seems the only mission Jeb accomplished this week was providing sound bites for attack ads linking him to his brother.
