“Perpetuating Itself”: America’s War Machine Sells Fear And Loathing Beyond Ferguson; Black And Brown People Pay The Price

The War Machine is the violent nexus of military and economic forces that grinds us up to perpetuate itself. With politicians of all stripes in its pockets and buoyed by lobbyists, the War Machine is beyond the reach of civil government and easily tramples individual souls, especially when they inhabit bodies of color. War is a big, multi-trillion-dollar business, requiring the sales, construction and operation of guns, drones, missiles, governmental armies, private armies, public prisons, private prisons and the like.

While the War Machine has been operated most obviously overseas in places like the Middle East, and domestically behind bars, it is now increasingly clear that the War Machine is also operating on America’s streets.

The War Machine has always made for strange bedfellows. Even as the conflict in Afghanistan, America’s longest foreign war, ostensibly ends, America’s largest police department and its union are in sometimes open conflict against their civilian commander, supported by a right wing that normally hates public unions.

The NYPD’s beef with its chief? That Mayor Bill de Blasio merely said he had “the talk” about police that all parents of black boys have with their sons. My father had it with me, as did every parent of every black person I know. But the War Machine will accept no criticism, ever: not for torturing brown people overseas, nor for making brown children fear police at home.

Beware she who dares to speak out at such times. When a Fox affiliate selectively edits the words of Baltimore protester Tawanda Jones to make it sound as if she said “kill a cop” when she did not, it is an example of how the War Machine hates dissent. Speech feels as under assault now as it did after 9/11, because it’s one thing for the press to express its belief, however misguided, that the exercise of free speech isn’t warranted. But it should be another for government officials to declare if, when and how dissent is appropriate. In 2001, George W Bush’s press secretary, Ari Fleischer, once warned “all Americans that they need to watch what they say, watch what they do”; in 2014, de Blasio declared after the shooting of two police officers that it was time to “put aside political debates, put aside protests”. Protest and dissent scare the War Machine.

Moments of crisis are a prime time to sell fear, and “patriotic” policy, and guns. Demanding considerations of peace leading up to a foreign war threaten those sales. Demanding a consideration of the 1,100 people killed by American police last year, even after two police officers have been killed, may similarly threaten the standard narrative – and that’s why it’s so important for protesters to keep forcing this conversation, about real lives and real justice and real reform, right now.

Because Washington won’t. Our national consciousness may now be raised about the dangers of arming of our local police departments with military-grade weapons after citizens across the nation demanded that black lives, indeed, matter. Our eyes may have been opened to torture committed by our military. But neither the right nor the “left” in Washington have any plans to punish the torturers – nor stem the flow of military equipment intended for use against civilians into Ferguson, Brooklyn and beyond – anytime soon.

When I watched, with horror, as the mother of Antonio Martin realized live on Ustream that her son had just been shot by police, I thought to myself, “The War Machine will be gunning for her next.” It will blame her for being the cause of police violence against black bodies, and not examine the context in which that violence occurred. The War Machine does not want us as a society to ask of ourselves the difficult questions about why it is that black people, abroad and at home, have been kept in the margins and away from economic opportunity, employment, education and safety. It prefers that we maintain the status quo and uncritically support the state, no matter how violent and oppressive.

The War Machine will say, at best, that the answer to such violence against civilians is merely technological, because driving up the sale of body-cams and more guns is what it does so well. But, more likely, the War Machine will want to make an example of Antonio Martin’s mother: that she and her son are a good excuse for more surveillance of black bodies, even though we know over-policing does not reduce crime.

Of course, the War Machine doesn’t care particularly about black mothers or black women. The story of a deranged man from Georgia going on a shooting spree has been entirely about the death of two police officers in New York, and hardly at all about the shooting of Shaneka Thompson in Baltimore. Similarly, the War Machine doesn’t care especially about Officers Wenjian Liu and Rafael Ramos as individuals; like Ismaaiyl Brinsley did, it just sees them as cops. To the War Machine, violence must repeat itself: that’s why those officers’ deaths are being heralded as an occasion to suspend dissent – as a moment of “grieving, not grievance” – and not as a time to question American violence overall.

The War Machine has always had an insatiable need for bodies of color from before the birth of this nation. The genocide of Native Americans, the Atlantic Slave trade of Africans, the conquest of Mexicans, the colonization of Filipinos and Hawaiians, the mass importation of Chinese workers subsequently denied citizenship under the Chinese Exclusion Act: the War Machine created and then expanded the size of the United States using non-white bodies, waging war against them, and making them second-class citizens (when it deigned to make them citizens at all). Though the 13th Amendment ended legal slavery, it did not end the War Machine’s assault on black people, which has simply morphed from slavery, sharecropping and Jim Crow segregation, to modern day schools which are just as segregated, police violence, economic exploitation and mass incarceration. The War Machine has so effectively decimated the black community, for example, that for the few of us who do manage to get, say, an education, it is almost meaningless as a way to move up in the world.

The Black Lives Matter movement is about more than just justice for our deaths: it’s about the depreciation of black life in the service of accumulation of stuff for white people, from slavery to “security” to shopping. This status quo is protected, often violently, by police. And now as the War on Terror (allegedly) scales down, there is an oversupply of “stuff” used to commit violence in the name of quelling it – and an undersupply of violence to quell. The “ongoing slippage between policing and war that still visibly characterizes the present”, as the historian Nikhil Pal Singh recently observed, shouldn’t be seen as mere coincidence: it’s the War Machine coming home, and coming home as hungry as ever.

“What Matters In Selma”: Critics Are Completely Missing The Point

Ava DuVernay’s Selma is likely a top contender for the Academy Award for Best Picture. With its focus on the power of activism to force political and moral change, the highly praised film has the right message for our present moment of racial unrest. But not everyone is happy with the way it approaches history, and in particular, how it portrays President Lyndon Johnson.

Johnson “is devoid of any palpable conviction on voting rights. Vainglorious and power hungry, he unleashes his zealous pit bull, FBI chief J. Edgar Hoover, on King, who is determined to march in protest from Selma to Montgomery despite LBJ’s warning that it will be ‘open season’ on the protesters,” writes Lyndon Baines Johnson Library and Museum director Mark K. Updegrove in a column for Politico magazine. “This characterization,” he continues, “flies in the face of history.”

Even harsher is former Johnson staffer Joseph A. Califano Jr., who accuses DuVernay of taking “trumped-up license with a true story that didn’t need any embellishment to work as a big-screen historical drama.” “In fact,” writes Califano, “Selma was LBJ’s idea.”

That’s a huge exaggeration. Activists had been organizing in Selma, Alabama, for at least two years before Martin Luther King Jr. met with Johnson, and weeks prior to his meeting with the president, King and his allies had decided on Selma as the site for new action and protests. By the time Johnson suggested something similar to King, the plan was already in motion.

But more than that, that entire line of criticism is misplaced. Selma isn’t a documentary or even a dramatized history. It is a film based on historical accounts, and like all films of its genre, it has a loose relationship to actual history. In Alan Parker’s Mississippi Burning, the investigation to solve the murders of three civil rights workers in 1964, is transformed into a story of FBI heroes, one that ignores the role of local activists in bringing the killers to justice and doesn’t touch the bureau’s famous antagonism—under J. Edgar Hoover—toward the civil rights movement.

Just as egregious is the narrative of Kathryn Bigelow’s Zero Dark Thirty, which shows a relentless Central Intelligence Agency—personified in Jessica Chastain as Maya—whose methods, including torture, lead to Osama Bin Laden and the military raid that killed him. The factual problem, as detailed in December’s Senate Intelligence Committee report, is that torture didn’t lead to unique intelligence. As such, it’s not clear that it helped find Bin Laden. But Bigelow made a choice to say otherwise, and in the context of the film, it’s defensible. Zero Dark Thirty—to my eyes at least—is less about the particulars of finding Bin Laden and more about the costs of obsession. What happens when you’re willing to give up everything for a single goal? What will you sacrifice? In this reading, torture is the moment when we—through Maya—commit to darkness in pursuit of our ends.

This is all to say that it’s wrong to treat nonfiction films—even biopics—as documentaries. Instead, it’s better to look at deviations from established history or known facts as creative choices—license in pursuit of art. As viewers, we should be less concerned with fact-checking and more interested in understanding the choices. Why did the director opt for this view and not a different one? If she omits and distorts, why? What is she trying to communicate?

It’s with these questions in mind that we should approach Selma. But first, we should look at how DuVernay actually presents Johnson (played by Tom Wilkinson) and his relationship with King (played by David Oyelowo).

At worst, DuVernay depicts Johnson and King as wary allies. In the film, Johnson agrees with King on the need for a Voting Rights Act, but he wants him to wait—Johnson has a Great Society to build—and warns that he doesn’t have the votes to push another civil rights bill on the heels of the 1964 Act, which outlawed discrimination in public accommodations. It’s not that King and Johnson are enemies—they both want to dismantle Jim Crow—as much as they have different responsibilities and priorities. In order to act, Johnson needs a push. And King gives it to him.

Now, there’s a case that even this is unfair to Johnson. While it’s true he didn’t want to introduce a voting rights bill so soon after the Civil Rights Act of 1964—he needed votes for his economic program, and he didn’t want to alienate Southern Democrats—it’s also true that, in late 1964, Johnson told Attorney General Nicholas Katzenbach to write the “the goddamndest, toughest voting rights act you can devise.” This draft was written with help from Senate Majority Leader Mike Mansfield and Senate Minority Leader Everett Dirksen, and was the basis for the bill the leaders introduced in March 1965. The Johnson of Selma, in other words, is much more reluctant than the Johnson of reality.

This is most clear in the scenes with Hoover (played by Dylan Baker), where Johnson allows the FBI director to harass King’s family with evidence of his infidelity. This is a far cry from real life. Yes, Johnson knew the contents of the FBI’s file on King, but there’s no evidence he conspired to smear him. That was a Hoover project, with no connection to Selma or the Voting Rights Act. Johnson may have been frustrated, but he wasn’t stupid, and attacking King would have only radicalized the movement, pushing it closer to its more militant activists. As much as King needed Johnson, Johnson needed King.

Which brings us back to our original question, arguably the only one you should ask of a movie that fictionalizes historical events: Why did the director make these choices? What is DuVernay trying to tell us when she makes Johnson more reluctant than he was, or when she shifts the timeline to give him a role in the FBI’s smear tapes? It’s possible these choices reflect ignorance, but I don’t think that’s right—Selma gets so much right about the period that it’s hard to believe DuVernay just didn’t know. It’s also possible they reflect malice, but again, Johnson isn’t the villain of the film—that distinction goes to Tim Roth’s (delightful) George Wallace, who doesn’t care that he’s on the “wrong side of history.”

If you need a clue, look at the people portrayed in the movie. If you don’t count Martin Sheen, who plays federal Judge Frank Minis Johnson Jr., Johnson and Wallace are the only politicians. Almost everyone else is an activist or an ordinary citizen: Carmen Ejogo’s Coretta Scott King, Lorraine Toussaint’s Amelia Boynton, Wendell Pierce’s Hosea Williams, Keith Stanfield’s Jimmie Lee Jackson, Stephan James’ John Lewis, Jeremy Strong’s James Reeb, André Holland’s Andrew Young, and many, many others.

Selma, simply put, is about the men and women who fought to put voting rights on the national agenda, and it engages history from their perspective. By hardening Johnson—and making him a larger roadblock than he was—DuVernay emphasizes the grass roots of the movement and the particular struggles of King and his allies. In the long argument of who matters most—activists or politicians—DuVernay falls on the side of the former, showing how citizens can expand the realm of the possible and give politicians the push—and the room—they need to act.

By those terms, Selma mostly succeeds. But there are flaws. “Except for a few scenes, we see little of the bravery Selma’s citizens displayed,” writes historian Gary May for the Daily Beast. “Annie Lee Cooper, well played by [Oprah] Winfrey, is shown trying but failing to register to vote. We are not told that Cooper had been able to vote without hindrance when she lived in Kentucky, Pennsylvania, and Ohio. But when she returned to Selma in 1962 to care for her aged mother, she lost that right.”

If Selma could have been better, it wasn’t because DuVernay didn’t do justice to Lyndon Johnson, but because there was so much to show about the ordinary people of Selma, and we—as viewers—don’t see it.

“Conquest Is for Losers”: Putin, Neocons And The Great Illusion

More than a century has passed since Norman Angell, a British journalist and politician, published “The Great Illusion,” a treatise arguing that the age of conquest was or at least should be over. He didn’t predict an end to warfare, but he did argue that aggressive wars no longer made sense — that modern warfare impoverishes the victors as well as the vanquished.

He was right, but it’s apparently a hard lesson to absorb. Certainly Vladimir Putin never got the memo. And neither did our own neocons, whose acute case of Putin envy shows that they learned nothing from the Iraq debacle.

Angell’s case was simple: Plunder isn’t what it used to be. You can’t treat a modern society the way ancient Rome treated a conquered province without destroying the very wealth you’re trying to seize. And meanwhile, war or the threat of war, by disrupting trade and financial connections, inflicts large costs over and above the direct expense of maintaining and deploying armies. War makes you poorer and weaker, even if you win.

The exceptions to this dictum actually prove the rule. There are still thugs who wage war for fun and profit, but they invariably do so in places where exploitable raw materials are the only real source of wealth. The gangs tearing the Central African Republic apart are in pursuit of diamonds and poached ivory; the Islamic State may claim that it’s bringing the new caliphate, but so far it has mostly been grabbing oil fields.

The point is that what works for a fourth-world warlord is just self-destructive for a nation at America’s level — or even Russia’s. Look at what passes for a Putin success, the seizure of Crimea: Russia may have annexed the peninsula with almost no opposition, but what it got from its triumph was an imploding economy that is in no position to pay tribute, and in fact requires costly aid. Meanwhile, foreign investment in and lending to Russia proper more or less collapsed even before the oil price plunge turned the situation into a full-blown financial crisis.

Which brings us to two big questions. First, why did Mr. Putin do something so stupid? Second, why were so many influential people in the United States impressed by and envious of his stupidity?

The answer to the first question is obvious if you think about Mr. Putin’s background. Remember, he’s an ex-K.G.B. man — which is to say, he spent his formative years as a professional thug. Violence and threats of violence, supplemented with bribery and corruption, are what he knows. And for years he had no incentive to learn anything else: High oil prices made Russia rich, and like everyone who presides over a bubble, he surely convinced himself that he was responsible for his own success. At a guess, he didn’t realize until a few days ago that he has no idea how to function in the 21st century.

The answer to the second question is a bit more complicated, but let’s not forget how we ended up invading Iraq. It wasn’t a response to 9/11, or to evidence of a heightened threat. It was, instead, a war of choice to demonstrate U.S. power and serve as a proof of concept for a whole series of wars neocons were eager to fight. Remember “Everyone wants to go to Baghdad. Real men want to go to Tehran”?

The point is that there is a still-powerful political faction in America committed to the view that conquest pays, and that in general the way to be strong is to act tough and make other people afraid. One suspects, by the way, that this false notion of power was why the architects of war made torture routine — it wasn’t so much about results as about demonstrating a willingness to do whatever it takes.

Neocon dreams took a beating when the occupation of Iraq turned into a bloody fiasco, but they didn’t learn from experience. (Who does, these days?) And so they viewed Russian adventurism with admiration and envy. They may have claimed to be alarmed by Russian advances, to believe that Mr. Putin, “what you call a leader,” was playing chess to President Obama’s marbles. But what really bothered them was that Mr. Putin was living the life they’d always imagined for themselves.

The truth, however, is that war really, really doesn’t pay. The Iraq venture clearly ended up weakening the U.S. position in the world, while costing more than $800 billion in direct spending and much more in indirect ways. America is a true superpower, so we can handle such losses — although one shudders to think of what might have happened if the “real men” had been given a chance to move on to other targets. But a financially fragile petroeconomy like Russia doesn’t have the same ability to roll with its mistakes.

I have no idea what will become of the Putin regime. But Mr. Putin has offered all of us a valuable lesson. Never mind shock and awe: In the modern world, conquest is for losers.

“Badly In Need Of A More Persuasive Pitch”: Rubio Struggles With Condemnations Of Obama’s Cuba Policy

The politics of President Obama’s new U.S. policy towards Cuba does not fall neatly along partisan lines. Plenty of Republicans and the U.S. Chamber of Commerce are celebrating the White House’s announcement, while a handful of Democrats, most notably Sen. Bob Menendez (D-N.J.), aren’t at all pleased.

But among all critics, few have been as vocal and visible today as Sen. Marco Rubio (R-Fla.), who’s been apoplectic about the administration’s breakthrough. That’s not unexpected, though the far-right senator’s complaints seem deeply flawed and poorly thought out.

In an official written statement, for example, the Florida Republican called the White House’s shift “inexplicable.”

“While business interests seeking to line their pockets, aided by the editorial page of The New York Times, have begun a significant campaign to paper over the facts about the regime in Havana, the reality is clear.”

It almost sounds as if Rubio thinks “business interests” – in this case, farmers and Rubio’s allies at the U.S. Chamber of Commerce – should accept limits on free enterprise, even as other countries trade with an American neighbor. Doesn’t the senator usually see “business interests” as “job creators”?

“But most importantly, the regime’s brutal treatment of the Cuban people has continued unabated. Dissidents are harassed, imprisoned and even killed. Access to information is restricted and controlled by the regime.”

Right, and that’s after 54 years of the exact same U.S. policy. How many more decades of a failed policy would Rubio recommend to improve the conditions of the Cuban people? Isn’t it at least possible that Cubans will benefit better relations and expanded opportunities with the United States?

Rubio later said Obama’s moves “will tighten” the Castro regime’s grip on power “for decades.” I suppose that’s possible, but my follow-up question for the senator is simple: hasn’t the Castro regime already had a tight grip on power for decades? Has the old, ineffective U.S. policy weakened that grip in any way whatsoever?

Rubio then raised concerns that normalized relations won’t address Cuba’s human rights record, which is an odd argument coming from a senator who was defending torture just last week.

The senator saved some of his most striking material for Fox News.

“At minimum, Barack Obama is the worst negotiator that we’ve had as president since at least Jimmy Carter, and maybe in the modern history of the country.”

Didn’t Jimmy Carter negotiate the Camp David Accords, one of the most sensitive and successful diplomatic endeavors of this generation? Couldn’t Rubio think of a less ridiculous comparison?

As if all of this wasn’t quite enough, the Floridian decided it’d also be a good idea to lecture the Pope.

Florida Sen. Marco Rubio (R) torched President Barack Obama’s new policy aimed at normalizing U.S. diplomatic relations with Cuba on Wednesday, and addressed Pope Francis’ support for the president’s move.

“My understanding is that the influence that His Holiness had was on the release of Mr. [Alan] Gross, which I’ve not criticized. As I said, I’m happy that he’s with the Cuban people [sic]. I would also ask His Holiness to take up the cause of freedom and democracy, which is critical for a free people — for a people to truly be free,” Rubio, a Catholic whose parents immigrated from Cuba to flee the Castro regime, told reporters.

Look, I realize that foreign policy obviously isn’t Marco Rubio’s strong suit. In September, when he called for a “permanent” U.S. troop presence in the Middle East, his entire argument seemed quite foolish. A month later, Rubio urged President Obama to follow a specific course against Islamic State militants, and then he complained bitterly when Obama did exactly what the senator suggested.

If Rubio is going to make this the centerpiece of a national campaign, he’s going to need a more persuasive pitch.

“A Pro-Torture Propaganda Campaign”: How Political And Media Elites Legitimized Torture

Since the release of the Senate Intelligence Committee’s torture report, numerous commentators have gestured to opinion polls that show significant levels of public support for the practice. They conclude that the American people are at least partially responsible for the fact that torture was (and probably will be again) formal U.S. government policy. Christopher Ingraham argues in The Washington Post that most Americans are “fine” with torture, while Peter Beinart argues in The Atlantic that torture is “who we are.”

These arguments are partially correct. A majority of Americans (especially Republicans) do support torture in the abstract. And Beinart is particularly correct to note that America’s historical legacy is violent in the extreme — torture and a dozen other brands of systematic violence are central to American history. The fact that nobody in power is going to enforce the law, for the obvious reason that it would be politically inconvenient, is a great stain on American democracy, as David Simon, the creator of The Wire, argues.

But it’s something of a cop-out to blame the American people. In fact, political and media elites are to a very great degree responsible for the state of public opinion on torture. Insofar as torture has been partially legitimized as an American practice, elites are deeply implicated.

But first, we need to deal with the question of the efficacy of torture. There is an ongoing argument among anti-torture advocates about this question, with one side arguing (as Dan Drezner does) that making this case is important on the merits, and the other side (including Nathan Pippenger) saying that such a debate inherently legitimizes the practice. The implication is that if it did work, we would have to consider supporting it.

If torture were, in fact, a great method of producing intelligence, then this would be a queasy question indeed. But we don’t live in such a world. In fact, torture is absolute garbage for intelligence work. This fact is firmly established; look no further than Darius Rejali’s massive book on torture, which is the last word on the subject. I think it would be rather foolish to ignore this, given how solidly we know it to be true. As Daniel Larison writes, we can hold two thoughts in our head at once: “torture is absolutely wrong and absolutely useless.”

But Dick Cheney and many other Republican elites are out there loudly defending torture as good practice. Those assertions, baseless as they are, are reflected in the polls — but that’s not the half of it.

Polls are also at fault. In a fascinating and highly disturbing study from 2010, Rejali and several co-authors compiled a comprehensive list of every poll that asked people about the use of torture against suspected terrorists. They established that when polls provide specific descriptions of the worst kinds of CIA torture, anti-torture sentiment spikes dramatically. When the truth is spelled out, as opposed to being wrapped in the generic term “torture,” the American people are much more strongly opposed to what the CIA has done than is popularly supposed.

It gets worse, though. The authors found that these surveys strongly loaded the questions in favor of torture:

Crucially, in these surveys, the respondent is not asked whether they think torture is effective. The effectiveness of torture is presumed in the question. Respondents are told that the person in custody may be a terrorist and may have information about future terrorist attacks… These are conditions in which it would seem almost patriotic to affirm torture (and dangerous to oppose it). As we know, this is a false presumption. What it means is that for the last decade mainstream American polling organizations have essentially been conducting pro-torture push polls.

The American entertainment industry has been behaving in a similar fashion. Movies, TV shows, and videogames are swimming in depictions of torture as a quick and easy way of gathering reliable intelligence. A recalcitrant detainee giving up the goods after being beaten is now a reliable action movie trope. The show 24 is probably the worst offender, but there are hundreds of other examples, including Zero Dark Thirty, which claimed, as a matter of the historical record, that torture led to the death of Osama bin Laden. Even Captain America 2, which takes a strong civil liberties stance, has a mock execution sequence. (24 also popularized the ticking time bomb scenario, which we also now know isn’t remotely connected to reality.)

Knowing as we do that torture does not work like this, such depictions and polls are ethically monstrous. The American political and media elite have been, in effect, conducting a blatantly false, pro-torture propaganda campaign, one which, unfortunately, did not stay in the popular culture sphere. As Dahlia Lithwick wrote in Slate years ago, “The lawyers designing interrogation techniques cited [24’s Jack] Bauer more frequently than the Constitution.”

In another piece, Rejali, Paul Gronke, and Peter Miller note that though pro-torture opinion has trended upwards a bit in recent times, Americans are still strongly against techniques like waterboarding, electric shock, and sexual humiliation. They chalk up the conventional wisdom that Americans support torture as “false consensus…a coping mechanism long known to psychologists whereby we project our views onto others.”

Instead of blaming the American people for the mainstreaming of torture, political and media elites should acknowledge their own guilt.
