What’s In The Compromise Spending Bill?

After a marathon four-day bill drafting session, the House Appropriations Committee early Tuesday morning unveiled compromise legislation to fund the federal government for the remainder of the fiscal year and cut $38.5 billion from current spending levels.

House Republican leaders struck a deal with Senate Democrats and the White House late Friday after pushing to cut $61 billion from current spending levels. GOP leaders hope to put the bill on the floor Wednesday, with Senate action expected Thursday. The current stopgap funding measure expires Friday.  

Overall, labor, health, and education programs received a $5.5 billion cut from last fiscal year’s level, including the cancellation of 55 programs for savings of more than $1 billion. The final legislation prevents 218,000 low-income children from being removed from Head Start and rejects education grant funding that would have cost approximately 10,000 jobs and reduced educational services to 1 million students, according to Senate Appropriations Committee summary.

Here’s where the spending cuts (and, in the case of Defense, the increases) come from:

  • TRANSPORTATION AND HOUSING. These programs would receive the largest cut under the compromise, $12.3 billion from fiscal 2010 levels, including a total of $2.9 billion in cuts for high-speed rail, $991 million in cuts to transit programs, and a $3.2 billion rescission of highway funding, including $630 million worth of old earmarks. The Department of Housing and Urban Development’s community development fund would get a $942 million cut.
  • SCIENCE. The continuing resolution also blocks funding for the establishment of a Climate Service at the National Oceanic and Atmospheric Administration; for the approval of new fisheries catch-share programs in certain fisheries; and for NASA and the Office of Science and Technology Policy to engage in bilateral activities with China.
  • AGRICULTURE. Agriculture programs would see $3 billion in cuts from fiscal 2010, including a $10 million cut to food and safety inspection, but the plan allows “for uninterrupted meat, poultry, and egg products inspection activities of the” Agriculture Department, the committee said. The USDA’s Special Supplemental Feeding Program for Women, Infants, and Children, also known as WIC, received $6.75 billion, which is a $504 million cut from the fiscal 2010 level.
  • ENERGY. Energy and water programs were reduced by a relatively modest $1.7 billion. The bill funds the Army Corps of Engineers at the president’s request level of $4.9 billion and supports existing applications for renewable energy loan guarantees at the Department of Energy.
  • WASHINGTON, D.C. The compromise restores a long-standing provision against the use of federal and local funds for abortions in the District of Columbia, and includes the reauthorization of the D.C. Opportunity Scholarships, along with a $2.3 million funding increase, to stop the termination of the program and allow new students to participate.
  • HOMELAND SECURITY. A $784 million net reduction over last year, including a $786 million cut to Federal Emergency Management Agency first-responder grants and elimination of $264 million in funding that was previously targeted to earmarks.
  • DEFENSE. Funded at $513 billion in the CR, about $5 billion above last year. The bill also includes an additional $157.8 billion for overseas contingency operations (emergency funding).

The Hostage Crisis The Next Time, And The Next Time, And The Next Time

The federal government survived the hostage crisis created by House Republicans, but emerged staggering from the deal struck Friday night. The compromises were damaging, the amount of money cut from a sickly economy was severe, and the image of Washington as a back-alley dogfighting garage will not soon fade.

The Republicans set the terms of the debate at every point, and learned that they can push the fumbling and fearful Democrats far to the right. Within hours, they began revving up to create the next crisis.

Although much of the final deal has not yet been made public, it is clear it could have been far worse. The White House refused to accept many of the most radical cuts in the original House bill, including deep reductions to Head Start, AmeriCorps, Pell grants, public broadcasting and competitive education programs. Financial and health care reform will continue but with reduced money. The worst right-wing demands were dropped, including a cutoff of funds to providers of abortion and family planning, and an end to regulation of greenhouse gases. And nearly half the cuts came from a side of the budget that will do less harm to the economy and the most vulnerable.

Nonetheless, the Republicans did far better than they could possibly have imagined when the process began, winning $38.5 billion in cuts, more than even the House leadership had proposed. That’s on top of the $40 billion in additional spending that President Obama had originally proposed for this fiscal year, which was dropped. About $13 billion will be cut from the departments of Labor, Education, and Health and Human Services. The State Department and foreign assistance will lose $8 billion.

Key investments in roads, rails and other vital public works will again have to wait, and because these cuts will change the spending baseline for future budgets, may never be restored to their proper levels. (Defense spending will go up by only $5 billion over the next six months, not the $7 billion Republicans wanted.)

Democrats also agreed to the ideological demand of House conservatives that the District of Columbia be banned from spending any money for abortions, a cruel blow to the poor and largely African-American women who need those services. The ban was lifted in 2009.

The worst aspect of the deal, however, was the momentum it gave to Republicans who have hoodwinked many Americans into believing that short-term cuts in spending will be good for the economy. After the agreement was reached, President Obama actually patted himself on the back for agreeing to the “largest annual spending cut in our history.”

He should have used the moment to explain to Americans what irresponsible cuts the G.O.P. demanded just to keep the government open. Now, having won the philosophical terms of this debate, the House is eagerly anticipating the next and far more serious showdown: the need to raise the federal debt ceiling by May 16.

If it is not raised, the government will go into default, which could have a disastrous effect on the credit markets and the economy. House Speaker John Boehner said after the budget deal that there was “not a chance” the Republicans, who like to pretend they are the fiscally responsible party, would agree to raise the ceiling “without something really, really big attached to it.” He may be pandering to his Tea Party members, but the threat is real.

Mr. Obama will speak this week about a plan to reduce the long-term deficit, and aides are already making it clear he will finally demand that taxes for the rich must go up. The fight next time will be rougher and the principles need to be stronger. The Democrats’ message must be far more convincing than it has been, and their counterattack against Republican irresponsibility far more powerful.

Junior High Theatrics And Our Cowardly Congress

This isn’t government we’re watching; this is junior high.

It’s unclear where the adults are, but they don’t seem to be in Washington. Beyond the malice of the threat to shut down the federal government, averted only at the last minute on Friday night, it’s painful how vapid the discourse is and how incompetent and cowardly our leaders have proved to be. A quick guide:

• Democrats excoriated Republicans for threatening to shut down the government, but this mess is a consequence of the Democrats’ own failure to ensure a full year’s funding last year when they controlled both houses of Congress.

That’s when the budget should have been passed, before the fiscal year began on Oct. 1. But the Democrats were terror-stricken at the thought of approving spending bills that Republicans would criticize. So in gross dereliction of duty, the Democrats punted.

• Republicans say they’re trying to curb government spending and rescue the economy — but they threatened to shut down the government, even though that would have been both expensive and damaging to our economy.

The shutdowns in late 1995 and early 1996 cost the federal government more than $1.4 billion, the Office of Management and Budget reported at the time. Much of that sum was for salaries repaid afterward for work that employees never did because they were on furlough. There were also lost fees at national parks and museums: tigers must be fed at the zoo, even if nobody is paying to see them.

It’s particularly reckless and callous to threaten a shutdown when the economy is already anemic. Among the federal workers and contractors potentially losing paychecks, some would miss payments on their homes, their credit cards or their children’s college tuition.

• Republicans are posturing against abortion in a way that would increase the number of abortions.

Conservatives have sought to bar federal funds from going directly to Planned Parenthood and the United Nations Population Fund. The money would not go for abortions, for federal law already blocks that, and the Population Fund doesn’t provide abortions. What the money would pay for is family planning.

In the United States, publicly financed family planning prevented 1.94 million unwanted pregnancies in 2006, according to the Guttmacher Institute, which studies reproductive health. The result of those averted pregnancies was 810,000 fewer abortions, the institute said.

Publicly financed contraception pays for itself, by reducing money spent through Medicaid on childbirth and child care. Guttmacher found that every $1 invested in family planning saved taxpayers $3.74.

As for international family planning, the Guttmacher Institute calculates that a 15 percent decline in spending there would mean 1.9 million more unwanted pregnancies, 800,000 more abortions and 5,000 more maternal deaths.

So when some lawmakers preen their anti-abortion feathers but take steps that would result in more abortions and more women dying in childbirth, that’s not governance, that’s hypocrisy.

• The House Republican budget initiative, prepared by Representative Paul Ryan, would slash spending and end Medicare and Medicaid as we know them — and it justifies all this as essential to confront soaring levels of government debt. Mr. Ryan is courageous to tackle entitlements so boldly, and he has a point: we do have a serious long-term debt problem, and Democrats haven’t had the guts to deal with it seriously.

Unfortunately, the new Republican initiative would worsen government debt problems, according to the Congressional Budget Office. The C.B.O. (whose numbers Republicans regularly use to attack Democrats) estimates that with current trends, debt will reach 67 percent of gross domestic product in 2022. But it finds that under the Republican plan, because of increased tax cuts, debt would reach 70 percent of G.D.P.

In other words, the Republican position is that America faces such a desperate debt crisis that we must throw millions under the bus — yet the result is more debt than if we do nothing.

What does all this mean? That we’re governed by self-absorbed, reckless children. Further evidence comes from a new study showing that American senators devote 27 percent of their press releases to “partisan taunts” rather than substance. “Partisan taunting seems to play a central role in the behavior of many senators,” declared the study, by Justin Grimmer of Stanford and Gary King of Harvard.

A bewildered Chinese friend asked me how the world’s leading democracy could be so mismanaged that it could shut down. I couldn’t explain. This budget war reflects inanity, incompetence and cowardice that are sadly inexplicable.

Ludicrous and Cruel: America Is Being Punked By GOP Voodoo Economics

Many commentators swooned earlier this week after House Republicans, led by the Budget Committee chairman, Paul Ryan, unveiled their budget proposals. They lavished praise on Mr. Ryan, asserting that his plan set a new standard of fiscal seriousness.

Well, they should have waited until people who know how to read budget numbers had a chance to study the proposal. For the G.O.P. plan turns out not to be serious at all. Instead, it’s simultaneously ridiculous and heartless.

How ridiculous is it? Let me count the ways — or rather a few of the ways, because there are more howlers in the plan than I can cover in one column.

First, Republicans have once again gone all in for voodoo economics — the claim, refuted by experience, that tax cuts pay for themselves.

Specifically, the Ryan proposal trumpets the results of an economic projection from the Heritage Foundation, which claims that the plan’s tax cuts would set off a gigantic boom. Indeed, the foundation initially predicted that the G.O.P. plan would bring the unemployment rate down to 2.8 percent — a number we haven’t achieved since the Korean War. After widespread jeering, the unemployment projection vanished from the Heritage Foundation’s Web site, but voodoo still permeates the rest of the analysis.

In particular, the original voodoo proposition — the claim that lower taxes mean higher revenue — is still very much there. The Heritage Foundation projection has large tax cuts actually increasing revenue by almost $600 billion over the next 10 years.

A more sober assessment from the nonpartisan Congressional Budget Office tells a different story. It finds that a large part of the supposed savings from spending cuts would go, not to reduce the deficit, but to pay for tax cuts. In fact, the budget office finds that over the next decade the plan would lead to bigger deficits and more debt than current law.

And about those spending cuts: leave health care on one side for a moment and focus on the rest of the proposal. It turns out that Mr. Ryan and his colleagues are assuming drastic cuts in nonhealth spending without explaining how that is supposed to happen.

How drastic? According to the budget office, which analyzed the plan using assumptions dictated by House Republicans, the proposal calls for spending on items other than Social Security, Medicare and Medicaid — but including defense — to fall from 12 percent of G.D.P. last year to 6 percent of G.D.P. in 2022, and just 3.5 percent of G.D.P. in the long run.

That last number is less than we currently spend on defense alone; it’s not much bigger than federal spending when Calvin Coolidge was president, and the United States, among other things, had only a tiny military establishment. How could such a drastic shrinking of government take place without crippling essential public functions? The plan doesn’t say.

And then there’s the much-ballyhooed proposal to abolish Medicare and replace it with vouchers that can be used to buy private health insurance.

The point here is that privatizing Medicare does nothing, in itself, to limit health-care costs. In fact, it almost surely raises them by adding a layer of middlemen. Yet the House plan assumes that we can cut health-care spending as a percentage of G.D.P. despite an aging population and rising health care costs.

The only way that can happen is if those vouchers are worth much less than the cost of health insurance. In fact, the Congressional Budget Office estimates that by 2030 the value of a voucher would cover only a third of the cost of a private insurance policy equivalent to Medicare as we know it. So the plan would deprive many and probably most seniors of adequate health care.

And that neither should nor will happen. Mr. Ryan and his colleagues can write down whatever numbers they like, but seniors vote. And when they find that their health-care vouchers are grossly inadequate, they’ll demand and get bigger vouchers — wiping out the plan’s supposed savings.

In short, this plan isn’t remotely serious; on the contrary, it’s ludicrous.

And it’s also cruel.

In the past, Mr. Ryan has talked a good game about taking care of those in need. But as the Center on Budget and Policy Priorities points out, of the $4 trillion in spending cuts he proposes over the next decade, two-thirds involve cutting programs that mainly serve low-income Americans. And by repealing last year’s health reform, without any replacement, the plan would also deprive an estimated 34 million nonelderly Americans of health insurance.

So the pundits who praised this proposal when it was released were punked. The G.O.P. budget plan isn’t a good-faith effort to put America’s fiscal house in order; it’s voodoo economics, with an extra dose of fantasy, and a large helping of mean-spiritedness.

How Small Differences Could Lead To A Government Shutdown

We’re hours away from a shutdown, yet there’s still no deal. The negotiations have become slightly reminiscent of Max Baucus’s Gang of Six: a group of people in a room who desperately want to agree on something but can’t figure out how to get the people outside the room to sign off on it. You can tell that Reid and Boehner want to come to an agreement. But having taken Democrats past the Republican leadership’s opening offer of $32 billion in cuts, Boehner can’t take them much further. But so far as the Tea Party is concerned, Boehner still has not taken them far enough.

Boehner and Reid say they’ve “narrowed the issues.” That means they’re very close on total spending cuts (somewhere around $35 billion) and very clear on what’s left to negotiate. The problem, however, is that as small as a policy rider over federal funding for Planned Parenthood might be, the distance between the two parties on the underlying issue is great. Democrats were appalled yesterday when Republicans made a one-week stopgap contingent on a rider barring Washington, DC from using its own money to fund abortion for low-income women (so much for home rule). The stop gap went nowhere, even though the issue of how DC can use its own funds is, in the national context, small.

And the problem isn’t just the policy. What the two parties are trying to prove about themselves, and about their relationship going forward, is very big. John Boehner is trying to convince Republicans in the House and Republicans in the country that they can trust him, that he’s conservative enough and steely enough to represent their interests in negotiations with the Democrats. And Democrats are trying to show that they will not be rolled over in negotiations simply because the Tea Party is unwilling to compromise, that they still control the Senate and the White House and they plan to act like it. These negotiations are really about the next negotiations, and the negotiations after that. Both parties worry that if they compromise now, they only embolden the other side later. And later is when the stakes get really high.

For that reason, more than a few observers and participants have suggested to me that perhaps a shutdown tonight would be healthy. Better, they say, that Democrats and Republicans test what happens if they refuse to compromise now, when the consequences can be contained, than later, when the fight will be over the debt ceiling and the consequences could be catastrophic. That they may be right is a depressing commentary on the forces buffeting our political system right now, and the very real, very large risks they pose to the country.
