“Crying About The Deficit Is A GOP Tool”: Can We Stop Pretending That Republicans Care About The Deficit Now?
Congress is about to pass a package that will keep the government operating through next September. And in order to sweeten the deal for conservative Republicans who would rather not spend money to have the government operate, they’ll also be voting on a $680 billion package of tax cuts. These bills contain both things Republicans want (like allowing oil exports, extending a research and development tax break for businesses, and delaying the “Cadillac Tax” in the Affordable Care Act) and things Democrats want (like extending the child tax credit and the Earned Income Tax Credit).
But whether you’re happy with the overall balance of line items in the bill, one thing’s for sure: it will increase the deficit rather substantially.
While there are some Republicans complaining about that, what they’re really mad about is the things they didn’t get, like banning Planned Parenthood from getting Medicaid reimbursements. In short, what mattered for both sides was the substantive details, and to some degree the politics (i.e. Republicans not wanting to suffer the fallout from another shutdown crisis).
Let’s be honest: despite all their talk about what we’re handing to the next generation and how government should balance its books just like a family does, when it comes down to actually making choices, Republicans are no more concerned about deficits than Democrats are. Crying about the deficit is a tool they use to constrain policies they don’t like. When it comes to the policies they do like, how much the government will have to borrow to fund them is barely an afterthought. So can we stop pretending they actually care about deficits?
There’s no denying that Republicans have wielded the fear of deficits and debt with extraordinary effect. They often convince the public that deficits are a serious problem that needs addressing, because most voters have only the vaguest understanding of how the government operates, and words like “debt” become a stand-in for “the economy.” And they have allies among those sometimes referred to as the Very Serious People in Washington, who gravely intone that government can’t do things like mitigate the effects of a recession if doing so will add to the debt. But when Republicans actually have to make choices, there’s a simple calculus at work: the programs they don’t support anyway, like food stamps or Medicaid, should be cut because we just can’t afford them. But the programs they do support, like military spending, not to mention tax cuts that will increase the deficit? Well, we just have to do those things, because they’re necessary.
Consider that the biggest Democratic policy initiative in recent years was the Affordable Care Act, which was completely paid for through taxes and budget cuts within Medicare. The ACA not only didn’t increase the deficit, it decreased it. The biggest Republican policy initiatives in recent years, on the other hand, were the Bush tax cuts and the Iraq War. The former cost somewhere between $2 trillion and $3 trillion (see here and here), while the latter cost around $2 trillion. There was no attempt to pay for either one, meaning the cost was just added to the deficit.
And why wasn’t there an attempt to pay for them? The simple answer is that when Republicans have something they want to do, they do it. Trying to pay for what you want to do just complicates things (as the authors of the ACA could testify). When George W. Bush took office, they wanted to cut taxes, particularly on the wealthy, so they did. They wanted to invade Iraq, so they did. If any Republican said, “It would be nice to do this, but it’s going to increase the deficit, so we shouldn’t,” they would have been laughed out of the room. And all those Republicans who today say that they don’t think Bush was a real conservative because he didn’t curtail spending? If you don’t remember them loudly objecting at the time, that’s because they didn’t.
The main reason Republicans are free to set aside concerns about the deficit right now is that it has dropped so dramatically over Barack Obama’s presidency, so it’s much harder to argue that it’s an urgent problem. The deficit peaked at $1.4 trillion in 2009, Obama’s first year in office, when the country was still in the depths of the Great Recession. By 2014 it had fallen to $484 billion, a decline of two-thirds. It went from 9.8 percent of GDP in 2009 down to 2.8 percent of GDP in 2014.
There are multiple reasons why, including sequestration, the improving economy, and the tax increases Obama negotiated. But if you want to grant presidents credit or blame for what happens with the deficit on their watch, in the last forty years, Presidents Obama and Clinton reduced the deficit as a proportion of GDP, President Carter kept it almost exactly where it was, and Presidents Bush the Younger, Bush the Elder, and Reagan increased the deficit. Notice a pattern?
And all the Republicans running for president have tax plans that would send the deficit into the stratosphere. They wave away the consequences by saying that they’ll come up with some package of (yet unspecified) budget cuts, or even better, that despite all historical evidence, this time cutting taxes will lead to such an explosion of economic growth that the deficit will actually fall (this is known as a belief in the “Tax Fairy”). But the truth is that they just want to cut taxes, and if one of them becomes president, that’s what he’ll do. And nobody on the Republican side will care what it does to the deficit.

“The Stench Of Death”: No White House For You, Rand Paul
All happy campaigns are alike, but each unhappy campaign is unhappy in its own way. Those unique experiences of campaign failure provide some of the best entertainment of the long and arduous journey, and the pain is compounded by the observed scientific reality that a political corpse is capable of continuing to trudge forward well after its viability has expired. We begin our study of failure with Rand Paul.
Many failed campaigns are doomed attempts to rise above obscurity. Paul actually began his in a blaze of grandeur. Time put him on its cover and called him “The Most Interesting Man in Politics.” Such disparate pundits as the Washington Post’s Chris Cilizza, NBC’s Chuck Todd, National Journal’s Josh Kraushaar, The Atlantic’s Peter Beinart, and former Republican National Committee chairman Michael Steele tabbed Paul as not merely a possible nominee but the early front-runner. Paul seemed to combine two opposing traits: He inflamed the passions of tea-party activists, but also had a plausible-sounding blueprint for expanding his party’s general election appeal.
It has not worked out. Paul finds himself languishing in every metric of campaign success: polls, fund-raising, insider support, media attention. Two pre-postmortems today convey the stench of death that clings to Paul’s once-buoyant presidential hopes.
Alex Isenstadt has the most comprehensive autopsy of the things that have gone wrong for Rand Paul 2016. His campaign manager resents his chief strategist. Paul, incredibly, turned down a chance to attend a retreat with the Koch Brothers, who are kind of a big deal in the Republican Party. Staff morale is abysmal. The candidate hates fund-raising. Donald Trump has overshadowed him. Paul has “peppered aides with demands for more time off from campaigning, and once chose to go on a spring-break jaunt rather than woo a powerful donor.” And the campaign has retained the services of an utterly terrifying figure:
The senator was mingling with the crowd while John Baeza, a 280-pound retired NYPD detective and Paul family loyalist, stood behind him and provided security. [Campaign manager Chip] Englander barged over, convinced that the ex-cop was getting in the way of supporters eager to snap pictures with the senator.
“What the fuck, Baeza?” Englander said, grabbing his shoulder. “Why are you always getting in our fucking shot?”
“Don’t ever put your hands on me again,” the bodyguard fired back.
David Weigel and Ben Terris report the campaign’s explanations for its lack of success, which Paul and his minions gamely present as a shrewd long-term plan. Is it bad that Paul has fallen out of the public debate? No, no: “they insist there is minimal downside to being out of the media glare six months before the Iowa caucuses.” Paul, they report, has skipped two Citizens United “freedom summits” and the RedState Gathering. But that’s okay, Paul says, because, “The message of his state supporters is the message from the campaign: Anyone doing more than Paul is probably phoning it in at his real job.” If there’s one thing voters will reward, it’s a sterling record of Senatorial vote-attendance.
Paul is presenting his failure to attract attention as a reflection not of his love for spring break but rather a principled aversion to campaign high jinks. The candidate recently offered, with a touch of pathos, that he would not set himself on fire to compete with Donald Trump — but he’s not above cheeseball antics like setting the tax code on fire.
Perhaps Paul’s problem is that he started off setting things on fire, and, since his election in 2010, has spent his half-decade in office tamping down the flames to make himself acceptable to the party Establishment. Paul’s highest priority has been rendering himself acceptable to the Republican elite, by trimming his positions on issues like Israel and defense spending. Instead of bringing together activists and the Establishment, he has failed to reassure the latter, and bored the former. Paul has no principled aversion to facilitating the influence of the very rich over the political system. He’s just lazy and bad at it.

“There’s Plenty Of Money, Really”: Congressional Republicans Continue To Make Believe That Spending Cuts Are Good For Everyone
Don’t think for a second that congressional Republicans sincerely believe draconian cuts in federal spending stimulate the economy.
I know. They uniformly claim that spending cuts spark growth. But consider this.
During the 15-day shutdown of the federal government one and a half years ago, the United States lost some $24 billion in economic activity, according to a 2013 Standard & Poor’s report. Only Texas senator Ted Cruz and the conservative wing wanted the shutdown, while the rest of the Republican Party bore the brunt of cratering public opinion polls.
So when House Budget Committee chair Tom Price, a Georgia Republican, introduced a plan last month to cut more than $5 trillion in spending to balance the budget in nine years, take it for what it is — a purely political ploy to arouse conservatives in preparation for 2016.
The Price plan has no chance of becoming law with a Democrat in the White House, and a slim chance even with a Republican president. In repealing the Affordable Care Act and eviscerating food stamps while allocating tens of billions in defense spending (more than requested), it’s irresponsible. But in calling for the partial privatization of Medicare, it’s politically toxic. Beyond that, a Price plan put into law would be downright destructive. Sucking that much money out of the economy could possibly trigger, at the very least, another painful recession.
Still, congressional Republicans will continue to make believe that spending cuts are good for everyone, because like all make-believe stories, the Price plan has the advantage of sounding plausible. And because it sounds plausible, it feels persuasive to many voters. After all, growth is sluggish. Wages are flat. There isn’t enough money. It’s time to get serious and cut. That’s why Price titled his plan “A Balanced Budget for a Stronger America.”
In fact, there is enough money. Always has been. The trick is looking beyond one class of taxpayer dutifully paying its fair share to another class with the power, and the privilege, of avoiding paying its share.
According to a new report by Citizens for Tax Justice (CTJ), 304 of the 500 top U.S. corporations stashed more than $2 trillion in profits in offshore accounts in 2014, avoiding as much as $600 billion in U.S. taxes.
Among these are the most popular American brands: Apple, Nike, Microsoft, Safeway, and Clorox. These are among just 28 of the top 500 companies to report the tax rate they would pay if they had repatriated profits to the U.S. The rest didn’t bother. They don’t have to report.
But even those reporting to the IRS were probably lowballing their total U.S. tax liability. If they said they earned their enormous profits in tax havens, they probably didn’t, because the countries that shelter the money, like Bermuda or the Cayman Islands, don’t have economies that can produce such enormous profits. Those profits can only be earned in countries with robust economies like the U.S.
Furthermore, the foreign tax rate they paid was far lower than the tax rate they would have paid in the U.S. Indeed, the 28 firms bothering to tell the IRS what they would have paid in U.S. taxes paid a foreign tax rate of about 10 percent on a total of $470 billion. You almost certainly paid a higher percentage on less income.
Ironically, the offshoring trend has grown since the economic collapse of 2008, the very event Republicans cite when calling for more and deeper spending cuts. The CTJ survey found 77 firms increased their caches by at least $500 million while another seven U.S. companies — Apple, General Electric, Microsoft, IBM, Google, Oracle, and Gilead Sciences — piled high their cash hoards with more than $5 billion.
The trend is poised to become permanent. CTJ researchers report an acceleration of what’s known as “corporate inversions,” meaning American firms reincorporate in foreign countries to avoid paying most or all taxes on profits earned in the U.S.
And — no surprise here — the firms with the most money overseas are the first to lobby Congress to avoid paying taxes on that money. To stop this vicious cycle, CTJ researchers recommend putting an end to something called “deferrals,” an SEC rule that incentivizes tax sheltering. Then all profits earned by U.S. corporations anywhere in the world would be subject to U.S. taxes in the year they were earned.
The CTJ report does more than offer advice on creating a more equitable tax code. It reminds us that the frame of our budget debate is much too narrow. It is typically limited to spending, not revenues, much to the benefit of Republicans, while Democrats are left complaining about the unfair treatment of the middle class.
But the CTJ report does something else, something its authors don’t come right out and say. Our very narrow budget debate is as much about patriotism and national character as it is about justice and fiscal responsibility. Or at least it should be.
Billions and billions are hidden overseas while the rest of us are forced to fight over crumbs. That’s degrading and undignified but also unpatriotic. Prosperity is not only for the very few with the power to enjoy it. This isn’t feudal England.
This is America.

“Libertarian-ish, Not A Libertarian”: Rand Paul Becomes Less Of A Libertarian Every Day
On Tuesday in Louisville, Kentucky, Senator Rand Paul will officially kick off his campaign for president. As the New York Times reported Monday, his father, former Congressman Ron Paul, will be right by his son’s side for the campaign announcement. But don’t expect to see much of the elder Paul throughout the campaign—or hear much from him. While Rand and Ron both consider themselves libertarians, their positions on multiple issues have diverged in recent months as Rand has attempted to make himself a legitimate contender for the Republican nomination. In the process, that has alienated many libertarian supporters of Ron.
While Ron Paul was always an outsider candidate with no real shot of becoming president, Rand has much larger national ambitions. That has required him to make compromises on some of his positions, compromises that many libertarians find unacceptable. Retaining their support will almost certainly be a necessity for Rand to win the GOP nomination. But will they look past his heresies?
Rand Paul has been a savvy political operator during his time in the Senate and has always sought to leverage his libertarian support on issues that had broad acceptance within the GOP. For instance, Paul expertly seized on the issues of criminal justice reform and the overreach of the National Security Agency (NSA). These were long-held libertarian positions that, partially thanks to Paul’s advocacy, suddenly found renewed interest among mainstream Republicans. The issues garnered support among conservatives because they would shrink the size of government. They were the perfect issues for him to retain his libertarian credibility while earning greater support among traditional Republican voters.
But recent issues have demonstrated where traditional Republicans differ from libertarians, and that has put Paul in an uncomfortable position. Libertarians like Ron Paul set a very high bar for military conflict. Often, they are called isolationists, a term that has sometimes been used to describe the younger Paul, much to his chagrin. In the early parts of his time in the Senate, Paul displayed many of those leanings. In 2011, for instance, he called for ending all military aid to Israel. As late as June 2014, Paul wrote an op-ed for the Wall Street Journal about the emergence of the Islamic State in Iraq. “Why should we choose a side, and if we do, who are we really helping?” he asked in the piece. Just a few months later, after the Islamic State murdered two American journalists, Paul condemned President Barack Obama for not doing more to stop the terrorist group.
Over the following nine months, Paul’s remarks about the military and his policy positions have seemed to become more and more hawkish. Last October, he gave a speech on military intervention that you could never imagine his dad giving. “The war on terror is not over, and America cannot disengage from the world,” he said. “To defend our country we must understand that a hatred of our values exists, and acknowledge that interventions in foreign countries may well exacerbate this hatred, but that ultimately, we must be willing and able to defend our country and our interests.” It was quite a rhetorical change from a man who just 20 months earlier performed a 13-hour talking filibuster over U.S. drone use.
In January, Paul made news at a forum hosted by the Koch Brothers when he challenged the traditional Republican line on military action. “Are you ready to send ground troops into Iran? Are you ready to bomb them? Are you ready to send in 100,000 troops?” he asked senators Marco Rubio and Ted Cruz, who had criticized the Iran negotiations. “I’m a big fan of trying to exert and trying the diplomatic option as long as we can. If it fails, I will vote to resume sanctions and I would vote to have new sanctions. But if you do it in the middle of negotiations, you’re ruining it.” That was music to the ears of libertarians everywhere. Maybe, they thought, Paul would actually stick to his libertarian roots on foreign policy.
Nope. In early March, Paul signed on to Senator Tom Cotton’s letters to the leaders of Iran, explaining why the American political system effectively prohibited Obama from making any lasting commitments in the negotiations. The letter received widespread condemnation, including from many within the Republican Party. But in libertarian circles, Paul’s signature was treated as almost an act of treason. At the Daily Beast, Olivia Nuzzi reported on a number of libertarian leaders who declared Paul’s signature the final straw; they would no longer support him for president.
At the end of March, Paul proposed a massive increase in defense spending, raising it more than $190 billion over the next two years and offsetting those increases with cuts elsewhere. As Bloomberg’s Dave Weigel reported at the time, this doesn’t quite represent a flip-flop. But it’s still quite a change from Paul’s 2011 budget which would have reduced defense spending to $542 billion in 2016, including additional war funding. Under his new plan, defense spending would be nearly $700 billion in 2016.
As his 2016 officially kicks off, Paul will have to strike a balance between appeasing the defense hawks and libertarians within the Republican Party, both of whom view him suspiciously. To some extent, his movement back and forth between the factions has made it unclear what his foreign policy views actually are. Last week, for instance, as Republican candidates criticized the president’s deal with Iran, Paul stayed noticeably quiet. When his staff finally responded to questions to Bloomberg on Monday, they offered little insight into Rand’s actual position on the deal. That tactic—sidestepping the question—will work for now. But eventually it’s going to fail as Republican voters and donors will demand his position on different foreign policy issues.
The good news for Paul is that his positions on the NSA and criminal justice reform, among other issues, still play well within the party. More than any other candidate, he has made a concerted effort to reach African Americans. These are all libertarian positions that will play well for him during the primary. But it will still be hard for many Ron Paul followers to overlook—or brush off—Rand’s turn to hawkishness on foreign policy, assuming he goes in that direction. For instance, Nick Gillepsie, the editor in chief of the libertarian magazine Reason, calls Paul “libertarian-ish,” not a libertarian.
Do Republican primary voters want a “liberatarian-ish” candidate? We’ll find out soon enough.

“Notably Absent From This Debate”: Why Won’t Rand Paul And Chris Christie Take A Position On Indiana’s “Religious Freedom” Law?
Nearly a week since Indiana Governor Mike Pence signed the Religious Freedom Restoration Act (RFRA), igniting a nationwide debate about whether the controversial law invites discrimination based on sexual orientation, most potential Republican presidential candidates have taken the opportunity to bolster their conservative credentials.
“Governor Pence has done the right thing,” said former Florida Governor Jeb Bush on Monday.
“I want to commend Governor Mike Pence for his support of religious freedom, especially in the face of fierce opposition,” Texas Senator Ted Cruz said in a written statement. “Governor Pence is holding the line to protect religious liberty in the Hoosier State. Indiana is giving voice to millions of courageous conservatives across this country who are deeply concerned about the ongoing attacks upon our personal liberties. I’m proud to stand with Mike, and I urge Americans to do the same.”
Ben Carson, former Arkansas Governor Mike Huckabee, Florida Senator Marco Rubio, Wisconsin Governor Scott Walker, Louisiana Governor Bobby Jindal, former Pennsylvania Senator Rick Santorum, former Hewlett-Packard CEO Carly Fiorina, and former Texas Governor Rick Perry all expressed their support for Pence and Indiana’s RFRA law. (Meanwhile, Democrats Hillary Clinton and Martin O’Malley have come out against it.)
But two likely 2016 candidates have been notably absent from this debate: New Jersey Governor Chris Christie and Kentucky Senator Rand Paul. What do they think about the law, and why have they been so quiet on the issue?
Samantha Smith, the communications director for Christie’s Leadership Matters for America PAC, did not return a request for comment on Wednesday morning. (I’ll update this if I hear back.) Christie’s past statements offer little light on where he will fall on the issue, but he has been shifting to the right on social issues in advance of the Republican primary. On Tuesday, he announced his support for a 20-week abortion ban. Given Christie’s shaky position within the party, and the fact that the rest of the field supports Indiana’s law, it would be very surprising if he joined with liberals in opposing it.
As for Paul, Sergio Gor, the communications director of RandPAC, wrote in an email, “The Senator is out of pocket with family this week and has not weighed in at this time.”
It makes sense that Paul is unplugging with his family this week: He’s expected to announce his presidential bid on April 7, the beginning of a long, grueling journey—and a victory would mean that these are his last moments of real privacy for a very long time. Could anyone blame him if he wanted to spend a few quiet days with his family? I couldn’t.
But it also seems a bit convenient that Paul is entirely unreachable while the controversy swirls. If his campaign launch is just six days away, surely Paul and his staff are in close communication. How long does it take to send a tweet or tell your staff to craft a statement?
It will be interesting to see how Paul reacts to the law—as he’ll be forced to do, probably no later than April 7—in light of his libertarian credentials. If he stuck true to them, not only would he support the law but also support the right of Indiana’s businesses to discriminate against LGBT people, something that the rest of the Republican field opposes. (They just disagree with liberals about whether Indiana’s law would allow discrimination.)
But if recent history is any guide, don’t expect Paul to stick true to his libertarian roots. Almost whenever he has faced a choice between traditional libertarian positions and mainstream Republican positions, he has chosen the latter in hope of winning the GOP nomination. Just recently, for instance, he called for more defense spending after saying for years that the military was bloated and needed further cuts.
In fact, Paul has already reversed himself on whether private businesses should be allowed to exclude people from their establishments for any reason. “I think it’s a bad business decision to exclude anybody from your restaurant,” he told the Louisville Courier-Journal in 2010. “But, at the same time, I do believe in private ownership.” He continued, “In a free society, we will tolerate boorish people, who have abhorrent behavior, but if we’re civilized people, we publicly criticize that, and don’t belong to those groups, or don’t associate with those people.” Just a few years later, as that position became controversial, Paul (dishonestly) said that he never held the libertarian position to begin with.
So while it is taking a while for Paul to give his position, it isn’t hard to deduce where he’ll eventually fall. Maybe he’s just waiting until the spotlight on Indiana dies down a bit, so that his libertarian supporters are less aware when he adopts the party line. But if that’s his plan, it’s not very presidential.
