“Repeated Unforced Errors”: The House GOP’s Big Gamble

In for a dime, in for a dollar. Or, in this case, $260 billion. That’s the amount of spending cuts in a bill Paul Ryan and House Republicans are preparing today for floor action later this week. The bill is meant to avert the deep cuts in defense spending mandated by the failure of the deficit supercommittee. But more broadly, this is the continuation of a fascinating gamble.

Here’s the story. If Congress doesn’t act, across-the-board cuts required by the supercommittee go into effect in January 2013 — cuts to both the Pentagon and domestic programs that both parties find unacceptable. There’s general agreement that the earliest Congress will agree on how to prevent those cuts will be in a lame duck session after the election. And yet what the two parties are doing about this fact couldn’t be more different.

The Democrats, who prefer smaller cuts paired with tax increases on upper-income taxpayers, have been in no hurry at all to advance that agenda in actual legislative terms. Senate Dems, as Republicans will shout until they’re blue in the face, did not pass a budget resolution this year. House Democrats, too, are reported to be leaning against offering an alternative to this new GOP bill.

By contrast, Republicans are holding vote after vote on their agenda — voting on unpopular measures that are the stuff of opposition researchers’ dreams, even though those bills are going nowhere. The measure they’ll be dealing with in later this week, if they stick to plans, slashes (among other things) “food stamps, funding for the 2010 healthcare and financial regulatory laws and the refundable child tax credit.”

Republicans appear to be taking these votes in order to give their Members a chance to go on record in favor of deep spending cuts before the real negotiations between the parties on averting the supercommittee-mandated cuts start in earnest. The only votes Dems are taking are against GOP initiatives. That may seem cowardly, but it’s also quite sensible, since anything they propose isn’t going anywhere, and those future talks will decide what really happens.

The real mystery is why Republicans are constantly voting on bills containing unpopular provisions (attacking the child tax credit???), especially since these votes are merely symbolic. It’s possible that it’s because they believe their own rhetoric and mistakenly believe voters will reward them for “courage.” It’s possible that inexperienced Members simply trust Ryan, and that he doesn’t think his agenda is unpopular. But whatever the motive, it’s hard to see what the House GOP is up to as anything other than a repeated unforced error that Democrats will likely exploit during the fall campaign.

“Momentary” Lapse Of Judgment: Mitt Romney Does It Again

Mitt Romney can’t help but reveal that he’s a boring technocrat.

Mitt Romney’s main problem with conservative voters is that they don’t trust him or his commitment to conservative values. And for good reason; it’s only been six years since he left office as the moderate, pro-choice governor of a liberal state who pioneered health care reform for the country. Romney has tried to overcome this with constant pandering, open contempt for President Obama, and casual dishonesty, but it hasn’t done the trick. What’s more, there are times when the mask slips, and Romney reveals how much he actually is a boring technocrat. Yesterday was one of those times:

Speaking in Shelby Township, MI, the former Massachusetts governor took a question about the Simpson-Bowles fiscal commission empaneled by President Obama to address the nation’s deficit and debt issues. In his response, he said that addressing taxes and spending issues are essential.

“If you just cut, if all you’re thinking about doing is cutting spending, as you cut spending you’ll slow down the economy,” he said in part of his response. “So you have to, at the same time, create pro-growth tax policies.”

In other words, Romney just admitted—in a momentary lapse of judgment—that some form of government spending can grow the economy during a recession. Nevermind that this is the accepted position of most economists, conservative and otherwise. It runs counter to the core dogma of the conservative movement, that spending cuts (and tax cuts) always grow the economy. It’s a relatively small slip—like his “severely conservative” comment at CPAC—but it’s emblematic of Romney’s distance from the party he wants to lead.

“Spending Cuts”: GOP Demands An End To Their Own Idea

Remember the “triggers” in the debt-ceiling agreement? Let’s take a moment to refresh the political world’s memory.

Congressional Republicans, in a move without precedent in American history, were holding the economy and the full faith and credit of the United States hostage. Democrats, fearful that the GOP wasn’t bluffing and that the nation would pay a severe price, was willing to cut a bad deal: $900 billion in debt reduction, on top of another $1.2 trillion agreement to be worked out by a so-called super-committee.

But Dems weren’t completely willing to roll over — they wanted to create an incentive for Republicans to work in good faith on the $1.2 trillion in savings. Democrats proposed the threat of automatic tax increases to push GOP officials to be responsible, but Republicans refused and offered an alternative: if the committee failed, the GOP would accept $600 billion in defense cuts and Dems would accept $600 billion in non-defense domestic cuts.

Remember, the point was to create an incentive that the parties would be desperate to avoid. Pentagon cuts were Republicans’ contribution to the process. These cuts were their idea.

And wouldn’t you know it, Republicans don’t like their idea anymore.

Failure by Congress’ debt-cutting supercommittee to recommend $1.2 trillion in savings by Wednesday is supposed to automatically trigger spending cuts in the same amount to accomplish that job.

But the same legislators who concocted that budgetary booby trap just four months ago could end up spending the 2012 election year and beyond battling over defusing it.

Sens. John McCain, R-Ariz., and Lindsey Graham, R-S.C., say they are writing legislation to prevent what they say would be devastating cuts to the military. House Republicans are exploring a similar move.

This isn’t exactly surprising, but it is kind of amusing. Republicans, in effect, said in August, “If we fail, we’ll accept these cuts we don’t want.” The same Republicans, in effect, are now saying, “It turns out, we don’t like our idea anymore.”

In the bigger picture, Republicans were never working in good faith. Even putting aside the inherently disgusting debt-ceiling crisis they created over the summer, GOP officials were willing to offer the defense-cut trigger precisely because they knew they’d try to kill it after the super-committee inevitably failed.

Republicans started this fight demanding debt reduction, then offered massive spending cuts to a part of the government they care about. They’re now demanding less debt reduction and more government spending — and if Democrats balk, these same Republicans will spend an election year accusing them of being anti-military.

I often wonder what our discourse would be like if the general public knew what GOP officials were up to in Washington.

We Are Living In The Conservative Recovery, And It’s Pretty Terrible

In talking about the economy, the Republican presidential candidates are quick to blame government spending for our current woes. “On my first day in office, I will send five bills to Congress and issue five executive orders that will get government out of the way and restore America to the path of robust economic growth that we need to create jobs,” said former Massachusetts Governor Mitt Romney when he unveiled his jobs plan in September. Likewise, in his plan, Texas Governor Rick Perry touts spending cuts as part of the road toward renewed economic growth: “The cut, balance, and grow plan paves the way for the job creation, balanced budgets, and fiscal responsibility that we need to get America working again.”

The problem, as Neil Irwin reports for The Washington Post, is that sharp cuts to government have been terrible for the recovery. Thanks to lower revenue, limited federal aid, and budget-cutting state legislators, the public sector has cut 455,000 jobs since the beginning of 2010, sending the proportion of government jobs to 16.7 percent, the lowest level in three years. These cuts have been a huge drag on the recovery -– to wit, October saw private-sector job growth of 104,000, which was offset by the loss of 24,000 public-sector jobs, for a net increase of 80,000 jobs. This dynamic has been true of every month since the recovery officially began.

Far from unleashing the power of the private sector, cuts to government have prolonged the economic pain, as demand is removed from the economy without an adequate replacement. Despite this, conservatives continue to press for further and greater cuts to government spending –- the Pentagon notwithstanding. What conservatives refuse to acknowledge is that we are living through the recovery they say they want, and it’s been disastrous.

John Boehner In GOP Fantasyland

One wonders why Congress convened its budget-reforming “supercommittee” at all; House Speaker John Boehner (R) on Thursday announced that he’d done all its members’ work for them.

At a speech to the Economic Club of Washington, Boehner articulated a hard-right line on taxes that even the most moderate of Democrats could never accept. Remove loopholes from the tax code, he argued, but “not for the purpose of bringing more money into the government.” Tax increases? Not a chance — they “are off the table,” Boehner said, repeating the dubious argument that planning to raise revenue many years down the road would hurt job creation now. If you’re looking for deficit reduction, Boehner barked, “the joint committee only has one option — spending cuts and entitlement reform.”

A new Bloomberg poll on Thursday reconfirmed voter anger at Washington’s inability to compromise — on budgets, on jobs policy, on long-term deficits. On the same day, the speaker gave a lesson by example of why it’s been so hard.

True, Boehner’s speech followed news that President Obama is scaling back the entitlement reforms he would favor in a long-term budget reform package, retreating from concessions he was willing to make over the summer to strike a debt deal. Both sides, then, are hardening their positions. But Obama’s remains politically braver than Boehner’s, since the president says he still wants to achieve some balance between raising revenue and cutting spending through reforms to Medicare, the protection of which Democrats are desperate to use as a campaign issue.

That is the key to deficit-cutting, drilled home in study after study: You can’t expect to fix America’s finances with tax increases alone or with spending cuts alone. Plans that lack this essential balance would fail either because their math doesn’t add up (the GOP’s Ryan plan) or because they would be reversed the second the other party took control of the government (the Congressional Progressive Caucus’s proposal…and the Ryan plan).

A deficit plan must also be balanced in another way — against premature budget austerity while the economy is sluggish, which Obama designed his latest jobs plan to avoid. Boehner said on Thursday there might be room for limited agreement with Obama. But not much, signalling disapproval of even the sorts of temporary tax cuts that would have been an obvious choice for Republicans for decades — until now.

Boehner might just be gearing up for further negotiations. But the speaker’s demonstration that he and his party are still in thrall to the ideological fantasies he described on Thursday aren’t going to enhance Americans’ confidence — in their leaders, or in their economic future.
