“A Hot New Republican Lie”: The Government Spends More On Welfare Than Everything Else
You are probably going to start hearing a hot new lie from Republicans soon: The government spends more money on welfare than on anything else, even the military!
This is apparently the conclusion of a new report from the nonpartisan Congressional Research Service (the same organization that recently said that Obama’s supposed “welfare reform gutting” was totally legal!), though in fact it is a claim made by Senate Republicans who are abusing the nonpartisan research of the CRS. Here’s the story in the Weekly Standard, complete with charts from the Republicans on the Senate Budget Committee. Here’s the story in the Daily Caller, which is more upfront about all the material coming from Senate Republicans and not from the CRS. And here’s a Weekly Standard follow-up with some new charts.
They claim that “welfare spending” is the “largest budget item” for the federal government, with the fed spending $745.84 billion, more than is spent on Social Security, Medicare and “non-war defense.” (Hah.) Plus: “In all, the U.S. government, including federal and state governments, spends in excess of $1 trillion on welfare.”
That is a lot of welfare spending! Those poor people must be rolling in dough, right?
In the context of political discussions, “welfare” traditionally (as in pretty much always) refers specifically to Temporary Assistance for Needy Families, or TANF, the federal program that was created in 1996 to replace the Aid to Families With Dependent Children program — also known as “welfare” — that had existed since the New Deal. This is what people refer to when they say “welfare caseloads” and “welfare rolls,” and when conservatives accuse Obama of gutting “welfare reform” they are referring to TANF. The federal government spends $16.5 billion a year on TANF and, combined, the states spend another $10 billion.
Most of the federal budget is “defense” and war spending and Medicare, which should be common knowledge but that fact is regularly obscured by right-wingers who claim to be deficit hawks but refuse to cut defense spending and are scared of proposing real reductions to our programs for old people. This is how you get poll results where people think most of what the federal government spends money on is “foreign aid” and public broadcasting. So this is obviously just an attempt to rebrand “everything else” as “welfare.”
(On a state level, the majority of money goes, unsurprisingly, to healthcare and education. Less is spent on actual “public assistance” than is spent on prisons.)
The con is pretty easy to see when you read the actual CRS report. Senate Republicans are counting 83 separate (and wildly different) programs as “welfare” in order to make the case that the government is spending more on poor people than old people. The majority of this money is Medicaid and CHIP, which are healthcare spending, which is increasing for the same reason that Medicare spending is increasing, which is that healthcare costs are increasing. (And Medicaid is much less generous than Medicare, because it is a program for poor people, not old people.) But so many other things now also count as welfare, including Pell Grants, public works spending, Head Start, child support enforcement, the Child Tax Credit, Foster Care assistance, housing for old people, and much more. They’re also counting the Earned Income Tax Credit, which is, traditionally, the form of “welfare” that conservative Republicans actually support. Basically, all social spending (though specifically not spending on rich old people or on healthcare for veterans with service-related disabilities, which Republicans requested be excluded from the CRS report) now counts as “welfare.”
So we’ve learned that when you count everything — especially Medicaid and CHIP — as “welfare,” it is easy to make it look like “welfare” is very expensive, because healthcare is very expensive. This dumb lie will live forever, and you will hear until the end of your days that “the government spends more on welfare than it does on defense.”

“Loose Leaf Binders”: What Does Mitt Romney Really Want For Women?
Women watching the debate last night let out a collective “hallelujah”: issues of direct importance to our lives finally merited a mention. We got equal pay, contraception, Planned Parenthood, poverty and bizarre discussions of single mothers.
Mitt Romney tried hard to pretend he’ll come down on women’s side in these issues. But as is classic Mitt, his positions send mixed messages. What does Mitt Romney really want for women? What would he do to improve their economic outlook? It depends on which talking point you listen to.
Romney took a few opportunities last night to discuss the ways in which he wants more women in the workforce. When asked a direct question about equal pay, he sidestepped to talk about how few women tend to be represented in top political posts, bringing out his now infamous “binders full of women” story to describe how he asked aides to find qualified women to fill his cabinet as governor. He also talked about wanting women to have more flexible work hours and brought up the fact that women have lost a huge number of jobs in the recovery. All signs point to: Mitt wants to help women get to work.
But does he? First, there’s the debunk now being widely circulated claiming that the binders Mitt asked for were actually put together before he even asked for them—not to mention that a study found the percentage of senior-level positions he appointed to women actually declined during his administration. But these statements clash heavily with some other comments he’s made. When discussing early childhood education recently, he commented, “It’s an advantage to have two parents, but to have one parent to stay closely connected and at home during those early years of education can be very, very important.” Which gender tends to be that “parent” who stays out of the workforce to be home? It is overwhelmingly mothers.
There’s also a big question as to how much he really wants to help unemployed women get back to work. He may cite the statistic that 580,000 women lost their jobs in the last four years, but he rarely makes mention of why. I’ll fill in that blank: mostly because of public sector layoffs. Women have lost 383,000 government jobs since the beginning of the recovery, wiping out more than a third of their private sector job gains. Yet Romney has repeatedly said he wants to see fewer workers on the government payrolls, including teachers, who are overwhelmingly women. He’s yet to explain how those two viewpoints can coexist.
Mitt would also have you believe he wants fewer women living in poverty. When talking about rising poverty rates, he rightly pointed out that the majority are women. “There are three and a half million more women living in poverty today than when the president took office,” he said. “We don’t have to live like this.”
It’s true, Mitt, we don’t. Because we could be doing far more to support people who fall below the poverty line, particularly women, by shoring up programs that are failing them such as TANF (formally known as welfare) and child care assistance. Yet that’s not what he would do once in office. His running mate’s budget, which Romney has said he’d sign if it made it to his desk, would focus 62 percent of its spending cuts on programs that support the poor, such as food stamps, Medicaid and Pell Grants. There’s reason to believe Romney would go even further: he’s calling for about $2 trillion more spending on defense over the next decade than Ryan is, which would mean drastic cuts—about 40 percent across the board—in all other programs.
And then there are his feelings about single mothers. When asked a question about gun control, he inexplicably ended up talking about single mothers and how they are apparently at fault for gun violence. (Never mind studies that show no correlation between the two.) In his wandering response, he said, “We need moms and dads helping raise kids. Wherever possible, the—the benefit of having two parents in the home—and that’s not always possible. A lot of great single moms, single dads. But gosh, to tell our kids that before they have babies, they ought to think about getting married to someone—that’s a great idea because if there’s a two-parent family, the prospect of living in poverty goes down dramatically.” (Emphasis mine.) That sounds quite a lot like family planning to me. How does one plan a family? By using contraception to control fertility and have children when and with whom one wants.
And contraception did come up. Romney decided that last night to be on the pro side, stating unequivocally, “Every woman in America should have access to contraceptives.” Unfortunately that’s not always his position. First, there are those around him who don’t share this view. The GOP platform, for example, calls for a personhood amendment, which would endanger some forms of contraception. Then there’s Paul Ryan’s statement that he and Romney would do away with co-pay-free birth control access as provided by the Affordable Care Act on “day one.” And, oh yeah, Romney has previously condemned that very provision himself, even supporting Senator Roy Blunt’s bizarre proposal to allow employers to refuse birth control coverage in their insurance policies if they feel icky about it.
For his part, President Obama pointed out that contraception is an economic issue for the women who need and want access to it. He also made a case for the Lilly Ledbetter Act, a bill that takes a step toward closing the gender wage gap (even though there is much more that needs to be done) while Romney offered up no policy solutions. Obama has previously proposed spending money to hire back some of the teachers who have been laid off in the crisis. He would expand Medicaid to cover more people living in poverty and has expanded Pell Grants and job training programs to help those living in poverty. Clearly there are ways Obama can be pushed to do more for women. But it’s not even clear which side Romney is on.

“Dishonest Window Dressing”: Paul Ryan Stunt Exposes Fraudulence Of GOP Charity Rhetoric
As part of the Romney campaign’s current disingenuous pivot to the center, Republicans and their allies have been promoting private charity as a substitute for the social welfare programs they would savagely cut. In anticipation of just this moment, Mitt Romney donated considerably more to charity in 2011 than he does in a typical year, which was conveniently timed to be revealed in late September. (Although, as I pointed out, most of Romney’s giving has historically been to the Mormon Church, his alma maters and the George W. Bush presidential library, not directly to poor people.)
During the vice-presidential debate Paul Ryan pointed to Romney’s donations as evidence of Romney’s compassion. Other conservatives have been doing the same for Ryan. For example, the Family Research Council noted in its vice-presidential Catholic voter guide that Ryan gave more to charity last year than Vice President Biden. (It made no mention of any substantive anti-poverty policy positions.)
But the Romney/Ryan campaign took its obsession with proving their personal charitable bona fides a little too far on Saturday. After Ryan held a townhall at Youngstown State University in Ohio, Ryan stopped by a soup kitchen, without permission from the charity that runs it, for about fifteen minutes on his way to the airport. Brian J. Antal, president of the Mahoning County St. Vincent De Paul Society, in an interview with The Washington Post, said the Romney campaign did not contact him prior to their visit. Had they asked for permission to hold a photo op there, Antal tells the Post, he would have denied it because he runs a faith-based organization that avoids the appearance of engaging in partisan politics. But, says Antal, the Romney campaign “ramrodded their way” in. That’s because Ryan does not actually care about helping charities, only creating the appearance that he does.
The Post reports:
By the time [Ryan] arrived, the food had already been served, the patrons had left, and the hall had been cleaned.
Upon entering the soup kitchen, Ryan, his wife and three young children greeted and thanked several volunteers, then donned white aprons and offered to clean some dishes. Photographers snapped photos and TV cameras shot footage of Ryan and his family washing pots and pans that did not appear to be dirty.
As Antal says, “The photo-op they did wasn’t even accurate. He did nothing. He just came in here to get his picture taken at the dining hall.” Now, Antal is left to worry that Ryan’s appearance will offend donors who vote Democratic and result in lower donations.
Personal charitable contributions or volunteerism are no substitute for the far greater sums that Romney and Ryan would steal from the poor and give to the rich through cuts to taxes and spending. If Ryan had actually spent a few minutes cleaning pots and pans at a soup kitchen, it would be no compensation for his proposal to starve families by cutting funding for food stamps. But it’s worth noting that even Ryan’s supposed commitment to private charity is just dishonest window dressing.

“Intrinsic Evils And Prudential Judgments”: The Right-Wing Catholic Vice-Presidential Voter Guide
Before there were soccer moms or NASCAR dads, there were Catholics. Once a Democratic bastion, they have been the bellwether voting bloc for the last forty years. As Ross Douthat of The New York Times notes, “Exit polling tells us that in every presidential election since 1972, the candidate who has won Catholics has won the popular vote as well.
Now the religious right is targeting Catholics with a narrow message of what Catholic teachings should mean in the political realm.
The Family Research Council, a socially conservative advocacy organization, has released a “2012 Catholic Vice-Presidential Voter Guide.” This seems especially relevant since both Vice President Joe Biden and Representative Paul Ryan (R-WI) are Catholic and were chosen partly for their putative appeal to Midwestern Catholic voters. FRC defines Catholic issues in a way that is far more congenial to Republicans.
They list nine “Intrinsic Evils,” of which eight favor the Republican position: various manifestations of opposition to abortion, gay rights and stem cell research. The one outlier is torture of foreign prisoners of war, which Vice President Biden, like the Catholic Church, opposes. (FRC could not find a position on torture taken by Ryan.)
Then there are “Prudential Judgments” on which good Catholics may disagree. These include more issues on which Catholic teaching would line up with Democratic values, such as amnesty for undocumented immigrants. Curiously, FRC offers the proportions of Biden’s and Ryan’s income that each gave to charity, but no other mention of helping the poor. It’s as if the few thousand dollars Ryan gave matters more than the trillions he would cut from social programs.
The justifications for how FRC determined what is a Catholic issue and where the candidates stand on them are provided in a “supporting document.”
Given the Catholic Church’s long commitment to aiding the needy, the absence of economic policy seems a bit odd. Ryan, after all, has been criticized by Catholic bishops because his budget would cut funding to essential anti-poverty programs such as Medicaid and food stamps to pay for tax cuts for the rich. In fact, the voter guide would give a Catholic the false impression that Ryan actually supports more aid to the poor than Biden, because he has given more to charity. (Although, as the supporting document unintentionally demonstrates, many of those charities—such as the Boy Scouts and crisis pregnancy centers—have little if anything to do with addressing poverty.)
FRC’s response would be that the Catholic Church only holds a vague notion that poverty should be ameliorated, not specific positions on how to do so. “Ryan makes the argument it’s not that you don’t help people in need rise out of poverty, it’s how you do that,” says Tom McCluskey, senior vice president of FRC Action. “It’s a political difference that has no relevance to Catholic teaching.”
I’m no expert in Catholic teaching, but I beg to differ. The church has repeatedly supported federal anti-poverty programs, such as the expansion of Medicaid eligibility under the Affordable Care Act, that Biden supports and Ryan opposes. Even taking at face value Ryan’s claim that cutting taxes on the wealthy will grow the economy and thus lift more poor people into jobs, or better-paying ones, there will always be unemployed people, especially the disabled. The fact that Ryan would decimate their essential social services is fundamentally at odds with any concern for the vulnerable.
But McCluskey clearly believes in this distinction. He says:
Catholic doctrine is an official edict of the Catholic Church. On the issue of life, for example, there is only black and white, there is no gray [as is there is on economic justice]. A pro-life universal health care bill was supported by US Conference of Catholic bishops, but opposed by many individual bishops and that did not hurt their standing in the Church.
If a Catholic bishop were to take an opposing view on the life of the unborn, that would be unheard of and going against Catholic teaching. Support for increasing Medicaid funding would be more like Catholic opinion [than Catholic doctrine].
McCluskey also says the voter guide’s scope was limited by available information. “We couldn’t compare apples and oranges. If Ryan had a position we need one from Biden.” The one exception they made, given how essential it is Catholic teaching, is for torture. That notwithstanding, the general impression conveyed by the voter guide is that a good Catholic would prefer Paul Ryan, since Ryan’s decidedly un-Catholic fondness for warfare and opposition to welfare are not mentioned.
FRC is currently just sending the guide to thought leaders in the Catholic community such as priests and groups at Catholic universities. “We’re not at this point sending to voters but if it’s financially possible it’s definitely something we’re going to look at,” says McCluskey.
It might not even matter if they do spread it far and wide. There is tendency among journalists and political professionals to act as if the Catholic vote’s priorities reflect Catholic theology. The lazy conventional wisdom holds that this is because Catholics follow their church’s teachings and thus hold commitments that are orthogonal to the partisan divide. Here’s Mark Stricherz, of Catholicvote.org:
While experts define the Catholic vote in many ways, I define it as a vote that mirrors the social teaching of the hierarchy, especially the American bishops: culturally conservative, economically populist or liberal, and moderate to liberal on foreign policy.
Stricherz is approvingly cited by Douthat as a premise to Douthat’s argument that Obama has failed to appeal to these voters because he has emphasized his commitment to women’s rights and gay rights. Also in The New York Times, and also cited by Douthat, is Jim Arkedis, a Catholic Democrat who works for the Progressive Policy Institute. Arkedis writes:
The key to winning the Catholic vote is to understand its composition—litmus-test abortion voters, moderates, women and Hispanics—and to aim to carry persuadable Catholics by healthy margins in crucial swing states. The Obama campaign should tread lightly, however, and resist any poll-driven urge to drive a wedge between the faithful and official church positions on women’s issues or same-sex marriage. Divisive messaging probably won’t fly among most Catholics, who may grumble about their religious leaders’ positions, but don’t seek overt separation from them. I can’t say that there’s any scientific evidence to support this theory, but it comes from my observations over a lifetime in the Catholic community.
The Obama campaign’s message should unequivocally stand with the Church and Jesus Christ’s humble message of social justice, equality and inclusion.
Arkedis certainly does lack scientific evidence. And considering there is no shortage of polling data on the opinions of Catholic voters, it is mysterious that the Times would allow him to make such an unsubstantiated argument.
Catholics are actually no more socially conservative than the electorate as a whole. Gallup polling has found “almost no difference between rank-and-file American Catholics and American non-Catholics” on whether abortion and stem cell research are morally acceptable. That’s because Catholic voters do not take their marching orders from the church. A massive study by Georgetown University found Catholics growing more likely to make up their own minds about social issues. “American Catholics…increasingly tune out the hierarchy on issues of sexual morality,” reports the Religion News Service. “The sweeping [Georgetown] survey shows that over the last quarter-century, US Catholics have become increasingly likely to say that individuals, not church leaders, have the final say on abortion, homosexuality and divorce and remarriage.”
At the state level the Catholic electorate seems to actually be a force for social moderation. Take a look at the religious breakdown of states and you will find that predicting whether a state will lean Democratic or Republican is often as easy as simply asking whether it has more Catholics or white evangelicals. The ten states with the highest proportion of white evangelicals reads like a roll call of Red America: Tennessee, Oklahoma, Alabama, West Virginia, Arkansas, North Carolina, Kentucky, South Carolina, Mississippi, Kansas. The most Catholic states are concentrated in the Northeast and Upper Midwest, including such Democratic bastions as New York and Massachusetts. In the Republican primaries, Catholic voters consistently favored the mainstream Mormon Mitt Romney, while evangelicals voted for the staunchly socially conservative Catholics Rick Santorum or Newt Gingrich.
Stricherz points to the existence of Catholic anti–abortion rights Democrats as proof that a distinctly economically populist, socially conservative Catholic vote exists. “Think of the late Bob Casey Sr., governor of Pennsylvania, as the beau ideal politician for the Catholic vote,” Stricherz writes. “If there was no Catholic vote, these pro-life Democrats would be Republicans.” But a few anecdotes is not evidence. One could easily counter with the example of New York Governor Andrew Cuomo, who is Catholic, socially liberal and fiscally conservative.
The real cleavage among Catholics, as has been the case in recent elections, is how religious they are. Voters who go to church once or more per week, regardless of their denomination, tend to vote Republican, and those who go less often or not at all tend to vote Democratic. McCluskey points to this as evidence that their voter guide is in line with religious Catholics, if not Catholics more generally.
“One thing when talking about polling of Catholics is look at how frequently they go to church,” McCluskey said. “It’s basically an ethnic identity at this point. There are people in my own family who call themselves Catholic but don’t go to church on a weekly basis; that’s a sin. Most polls find those Catholics who go to church on weekly basis tend to run more conservative.”
That’s true, but it also suggests that there are not a large number of undecided voters out there who are socially conservative and fiscally liberal, who can be suckered into voting Republican by being told Catholic issues are limited to abortion, stem cell research, gay marriage and torture. But conservatives will give it a try.

“The Campaign’s Moral Hole”: Budgets And Elections Have Moral Consequences
Does our presidential campaign lack a moral core?
The question arises in the wake of last week’s presidential debate. However you analyze it in electoral terms, the exchange between President Obama and Mitt Romney was most striking as a festival of technocratic mush — dueling studies mashed in with competing statistics. In many ways, the encounter offered voters the worst of all worlds: a great deal of indecipherable wonkery and remarkably little clarity about where each would lead the country.
But there are forces working to make the campaign about something more than a suffocating battle to influence tiny slivers of the electorate. One of my favorite pressure groups, Nuns on the Bus, will be launching a five-day tour on Wednesday through the red, blue and purple parts of Ohio.
Who better than a group of women who have consecrated their lives to the Almighty to remind us that our decisions in November have ethical consequences? Those who serve the impoverished, the sick and the dying know rather a lot about what matters — in life, and in elections.
If some of the nation’s Roman Catholic bishops often give the impression that they constitute the Republican Party at prayer, the activist nuns often seem like Democrats at the barricades. And it’s quite true that a struggle is on for the political soul of American Catholicism. Those among the faithful who see the abortion issue as trumping all others are in a quarrel with their brethren who place more emphasis on the church’s long-standing commitment to social justice.
Nuns on the Bus, led by Sister Simone Campbell, are very much players in this dialogue, and Sister Simone addressed the Democratic National Convention last month. Yet she was careful in her speech to emphasize that what she has been saying about government’s obligation to the poor — and about the problems with Rep. Paul Ryan’s budget — reflected what the bishops have been saying, too.
She also noted in an interview last week that she had laid down some conditions before she spoke in Charlotte. “I would talk if I could say that I was pro-life, that I could lift up the people who live in poverty and that the Democrats have a big tent,” she said.
The nuns’ message on poverty got some reinforcement in a statement late last month from Cardinal Archbishop Timothy Dolan of New York and Bishop Nicholas DiMarzio of Brooklyn. “There are very dark clouds,” they wrote. “Too much rhetoric in the country portrays poor people in a very negative way.”
They argued that the economy is not only failing to “provide sufficient jobs for poor people to earn a decent living to support themselves,” but is also offering fewer “resources for government to do its part for Americans in need.” The situation, they concluded, is “devastating to struggling families throughout the country.”
It’s no accident that the nuns are waging their Ohio campaign against the Ryan budget during the week of the vice presidential debate. One would like to hope that Thursday’s tussle between Ryan and Vice President Joe Biden will be less a parade of numbers and obfuscating talk of “baselines” and concentrate instead on why voters should actually care about what’s in the federal budget.
Sister Simone points to a study from Bread for the World, a genuinely nonpartisan group that advocates on hunger issues, to suggest one useful line of questioning. To make up for the food-stamp cuts in Ryan’s budget, the group found, “every church in the country would have to come up with approximately $50,000 dedicated to feeding people — every year for the next 10 years.” Can government walk away like this? Can we realistically expect our houses of worship to pick up such a tab?
In all the dissections of Obama’s performance in the first debate, not enough attention has been paid to the real problem with his self-presentation: his failure to convey passion for the purposes of government, the requirements of justice and the point of his presidency. “The president,” says Sister Simone, “has gotten disconnected from the people he cares about.”
Nuns on the Bus will no doubt be criticized from the right for intervening in a political campaign, something that doesn’t bother conservatives when religious figures engage on their side. But the nuns’ most important message is to Obama and Biden: Don’t be afraid of reminding voters that budgets and elections have moral consequences. Doing so just might keep debate-watchers from changing the channel.
