“GOP Has An Interest In Everyone Being As Afraid As Possible”: The Islamic State Isn’t Actually Much Of A Threat To The United States
If I asked you to define what it means for a terrorist group to be a “threat” to the United States, what specifically would you say? If it seems like a strange question, that’s only because nobody ever asks it. But when we say that the Islamic State, also known as ISIS, is a threat to us, what do we mean? Keep that question in mind as we look at this new CNN poll:
Americans have grown increasingly wary of ISIS over the past six months, but their confidence in the U.S.’ ability to combat the extremist group is waning, according to a new CNN/ORC poll.
The poll finds fully 80% of Americans say ISIS poses a serious threat to the United States — a steady increase from September, when 63% said the same.
Only 6% of respondents in the new poll say ISIS isn’t a serious threat. A large majority (56%) characterize the group as a “very serious” threat to the U.S., while one-quarter say the threat posed by ISIS is “fairly serious,” and 14% say it’s “somewhat serious.”
So 94 percent of Americans think that the Islamic State is at least a somewhat serious threat. Now to return to our question: What does that mean? Does that mean that there is a real possibility that the Islamic State will a) launch attacks on the United States that b) kill large numbers of us? Their interest in and ability to do that, we should be clear, have no relationship whatsoever to how grisly the acts they now commit in Iraq and Syria are.
It isn’t hard to figure out why so many people think the Islamic State threatens the United States. When you see horrifying descriptions and pictures of beheadings, your emotional response can overwhelm any kind of rational reaction. To many people, there’s a large undifferentiated mass of scary foreigners out there, and any news related to terrorism or war anywhere means that we’re more endangered than we were. And then, of course, we have politicians who go around telling any camera they can that we’re all about to die; give props to Sen. Ted Cruz (R-Tex.) for telling a three-year-old girl, “Your world is on fire.”
But guess what: Our world isn’t on fire. Yet it’s almost impossible to say in our contemporary debates that a hostile country or terrorist group isn’t a threat, especially if you’re a politician. Claim that the Islamic State — horrible though it may be — isn’t much of a threat to us, and you’ll be branded naïve at best, a terrorist sympathizer at worst.
Now, let’s entertain a truly radical notion: Even if the Islamic State could launch a successful terrorist attack in the United States, that still wouldn’t make them much of a threat. How many Americans could they kill? A dozen? A hundred? That would be horrible. But car accidents kill almost a hundred Americans each and every day.
It’s easy to see why Republicans would want to make Americans as afraid as possible of the Islamic State: The emotional state of fear creates support for more belligerent policies and more use of military force, which are the things Republicans favor. So whatever they actually believe about the Islamic State, they have an interest in everyone being as afraid as possible. And the creation of that fear is, of course, what terrorism is all about: The spectacle and the reaction it produces are the whole point.
For their part, Democrats may argue that a different set of policies is more likely to defeat the Islamic State, but you won’t hear them say that the group doesn’t actually threaten the United States in any meaningful way — not when 94 percent of Americans are convinced otherwise. But we should try to see if we can simultaneously hold three separate thoughts in our heads:
- The Islamic State has done ghastly things.
- We should work to eliminate them in any way we can.
- Even so, they are not actually much of a threat to the United States.
The same people who want everyone to constantly proclaim the United States’ awesomeness often act as though we’re a nation on the verge of destruction, so weak and vulnerable are we in the face of knife-wielding masked men thousands of miles away. But we aren’t on the verge of destruction. The Islamic State presents a profound challenge, because they are bringing misery wherever they go and uprooting them will be difficult and complex. But that isn’t the same as saying that we here in the United States should live in a state of fear.

“The Myth Of Voter Fraud”: Persists Because It Is A Racialized Weapon In A Power Struggle Over The Soul Of American Democracy
When there has been election fraud in American elections, it has usually been committed by politicians, party operatives and election officials who have something at stake in electoral outcomes. Voters rarely commit fraud because for them, it is a motiveless crime, the individual benefits to the fraudulent voter are immaterial, while the costs are prohibitive.
The most important illustration of outright corruption of elections is the century-long success of white supremacists in the American South stripping African-Americans of their right to vote. Elites and party bosses in the urban North followed the Southern example, using some of the same tricks to manipulate electoral outcomes and to disfranchise immigrants and the poor.
From this perspective, the impact of election fraud on American elections has been massive. It was only with the rise of the Black Freedom Movement and passage of the Voting Rights Act in 1965, that the tricks and political chicanery were halted. In fact, according to the political historian J. Morgan Kousser, the Voting Rights Act is the most important fraud-prevention legislation ever passed.
In response to these victories, a reactionary movement arose to push back against progress in civil rights and to counter the thrust toward a more equal society. Over the last 40 years, that movement has made important gains, especially in the courts, where a conservative Supreme Court, in a 2013 case called Shelby County v. Holder, gutted one of the most effective features of the Voting Rights Act – the “preclearance” formula which forced states and localities with the most egregious histories of vote denial to obtain permission from the Justice Department before putting new election rules in place.
Prior to the contested 2000 presidential election, only 14 states either requested or required that voters show some form of identification at the polls. Since then, the number of states requiring ID to vote has doubled and the forms of acceptable identification have narrowed. In what is likely no coincidence, the rate at which states have adopted tougher photo identification requirements accelerated with the election of the nation’s first black president and the demise of legally-mandated federal oversight in the Shelby case.
In rapid succession, partisan lawmakers in state after state have pushed through the new rules, claiming tougher identity checks are necessary to staunch or prevent voter fraud. And yet, in no state adopting a photo ID requirement has any lawmaker or anyone else, for that matter, presented a credible showing of a problem with voters corrupting the electoral process. In other words, if the claimed reason of preventing voter fraud is taken at face value, there is no rational basis for the policy intervention. So what is actually going on?
I think the phony claims and renewed political chicanery are a reflection of the fact that a century-and-a-half after the Civil War, and 50 years after the signing of the Voting Rights Act, a deeper struggle for democracy, equality and inclusion continues. Beneath the skirmish over arcane voting rules is a fraught tension between our ideals and our fears, between what we profess to believe about the “sanctity” of the ballot, and racialized and class-based notions of worthiness embedded in the question of who is to be a citizen in the United States.
The myth of voter fraud persists because it is a racialized weapon in a power struggle over the soul of American democracy. To see this, we must set our current politics in a historical context. Long-standing fears about unworthy citizens polluting and distorting electoral outcomes are the underside of the usual celebratory story we like to tell ourselves of a progressive struggle for voting rights. In fact, the struggle has not unfolded in a linear fashion. Each successive advance has generated counter-movements rooted in alternative and reactionary histories aimed at “taking back” at least a part of what has been lost. In our own time, from the moment blacks began exercising their newly (re-)won right to vote, that right was undermined in ways that constrained its power to deliver social justice. The question of who is to be a citizen in our racially divided and injured society remains unresolved.

“How To Handle The Vaccine Skeptics”: Parents Should Face A Higher Burden Before Removing Their Children From The Immunized herd
The alarming number of measles cases — a record 644 last year, and 102 last month, the most since the disease was declared eliminated in the United States in 2000 — has focused scrutiny on parents who refuse vaccinations for their children. There are some who want state and local governments to sue, or even criminally charge, such parents. A bill in California would end all nonmedical exemptions to immunization requirements.
For epidemiologists like me, eliminating exemptions may seem satisfying, but it is not the wisest policy for protecting kids. Instead, we should borrow a concept from behavioral economics, and use administrative rules and procedures to “nudge” parents to immunize their kids, rather than trying to castigate or penalize these parents.
Currently, all states allow medical exemptions, since some children — for example, those getting chemotherapy or who have certain types of immune disorders — cannot safely receive vaccines. All but two states (Mississippi and West Virginia) allow exemptions for religious reasons. Nineteen states allow exemptions based on personal (or “philosophical”) beliefs. Such beliefs are increasingly cited by parents whose misplaced skepticism is not really principled but premised, rather, on false notions like that of a link between autism and the measles vaccine.
So shouldn’t all states follow the example of Mississippi and West Virginia, and ban all nonmedical exemptions? The courts have generally upheld such bans, but the political backlash is great, as history shows. After the smallpox vaccine was made compulsory in England and Wales in 1853, there were years of protests, until a commission exempted those with conscientious objections.
Partly because of intemperate comments by politicians, some Americans continue to view vaccines as an intrusion on their personal liberty rather than as a matter of public health. Between 2009 and 2012, 31 bills aimed at making it easier to obtain exemptions were introduced in various states (including 11 in Mississippi and West Virginia). Vaccination advocates who want to make exemptions harder to obtain will have an uphill fight.
But even states like Arizona and Colorado that allow fairly broad exemptions can tweak their rules to make sure parents are as informed as possible — and to make the exemption process difficult.
They can require parents to write a letter elaborating on the reason their child should be exempt. They can require that the letter be notarized. They can insist that parents read and sign a form that discusses the risks of nonvaccination. Better yet, they should mandate in-person counseling so that the decision not to vaccinate is truly informed.
States can also require that parents obtain an exemption form by specifically requesting one from the state or local health department, rather than downloading it online. They can insist that these parents acknowledge that they will be responsible for keeping the children away from school during outbreaks. Moreover, they should have procedures to review each request for exemption rather than automatically approving them, as many states do now. And they should require parents with exemptions to apply annually for renewal.
States with easy procedures for obtaining exemptions have higher rates of nonmedical exemptions — and, more important, higher rates of vaccine-preventable diseases. In a 2006 study published in The Journal of the American Medical Association, for example, we documented that states with easy procedures for granting nonmedical exemptions had approximately 50 percent higher rates of whooping cough.
In a 2012 study, which my colleagues and I published in The New England Journal of Medicine, nonmedical exemption rates were 2.3 times higher in states with easy administrative policies for granting exemptions (like Connecticut, Missouri and Wisconsin) than in states with difficult policies (like Florida, Minnesota and Texas). Moreover, the annual rate of increase in nonmedical exemptions was about 60 percent higher in states with easy exemption policies compared with states with difficult policies.
These practices will cost taxpayers money. But they will be more effective, in the long run, than condemning vaccine skeptics as ignorant and irresponsible. The goal should be to make the number of parents who decide to seek exemptions — and follow through with it — as small as possible. Given the high costs of controlling disease outbreaks, including the current rise in measles, it might be reasonable to tax parents who seek exemptions to recover some of the cost.
All democratic societies must try to balance the rights and views of a variety of constituencies. Parents of children who are too ill for vaccination should of course be granted an exemption. Everyone else — no matter their belief — should face a high burden before being allowed to remove their children from the immunized herd.

“Tidings Of Comfort”: On Multiple Fronts, Government Wasn’t The Problem; It Was The Solution
Maybe I’m just projecting, but Christmas seemed unusually subdued this year. The malls seemed less crowded than usual, the people glummer. There was even less Muzak in the air. And, in a way, that’s not surprising: All year Americans have been bombarded with dire news reports portraying a world out of control and a clueless government with no idea what to do.
Yet if you look back at what actually happened over the past year, you see something completely different. Amid all the derision, a number of major government policies worked just fine — and the biggest successes involved the most derided policies. You’ll never hear this on Fox News, but 2014 was a year in which the federal government, in particular, showed that it can do some important things very well if it wants to.
Start with Ebola, a subject that has vanished from the headlines so fast it’s hard to remember how pervasive the panic was just a few weeks ago. Judging from news media coverage, especially but not only on cable TV, America was on the verge of turning into a real-life version of “The Walking Dead.” And many politicians dismissed the efforts of public health officials to deal with the disease using conventional methods. Instead, they insisted, we needed to ban all travel to and from West Africa, imprison anyone who arrived from the wrong place, and close the border with Mexico. No, I have no idea why anyone thought that last item made sense.
As it turned out, however, the Centers for Disease Control and Prevention, despite some early missteps, knew what they were doing, which shouldn’t be surprising: The Centers have a lot of experience in, well, controlling disease, epidemics in particular. And while the Ebola virus continues to kill many people in parts of Africa, there was no outbreak here.
Consider next the state of the economy. There’s no question that recovery from the 2008 crisis has been painfully slow and should have been much faster. In particular, the economy has been held back by unprecedented cuts in public spending and employment.
But the story you hear all the time portrays economic policy as an unmitigated disaster, with President Obama’s alleged hostility to business holding back investment and job creation. So it comes as something of a shock when you look at the actual record and discover that growth and job creation have been substantially faster during the Obama recovery than they were during the Bush recovery last decade (even ignoring the crisis at the end), and that while housing is still depressed, business investment has been quite strong.
What’s more, recent data suggest that the economy is gathering strength — 5 percent growth in the last quarter! Oh, and not that it matters very much, but there are some people who like to claim that economic success should be judged by the performance of the stock market. And stock prices, which hit a low point in March 2009, accompanied by declarations from prominent Republican economists that Mr. Obama was killing the market economy, have tripled since then. Maybe economic management hasn’t been that bad, after all.
Finally, there’s the hidden-in-plain-sight triumph of Obamacare, which is just finishing up its first year of full implementation. It’s a tribute to the effectiveness of the propaganda campaign against health reform — which has played up every glitch, without ever mentioning that the problem has been solved, and invented failures that never happened — that I fairly often encounter people, some of them liberals, who ask me whether the administration will ever be able to get the program to work. Apparently nobody told them that it is working, and very well.
In fact, Year 1 surpassed expectations on every front. Remember claims that more people would lose insurance than gained it? Well, the number of Americans without insurance fell by around 10 million; members of the elite who have never been uninsured have no idea just how much positive difference that makes to people’s lives. Remember claims that reform would break the budget? In reality, premiums were far less than predicted, overall health spending is moderating, and specific cost-control measures are doing very well. And all indications suggest that year two will be marked by further success.
And there’s more. For example, at the end of 2014, the Obama administration’s foreign policy, which tries to contain threats like Vladimir Putin’s Russia or the Islamic State rather than rushing into military confrontation, is looking pretty good.
The common theme here is that, over the past year, a U.S. government subjected to constant bad-mouthing, constantly accused of being ineffectual or worse, has, in fact, managed to accomplish a lot. On multiple fronts, government wasn’t the problem; it was the solution. Nobody knows it, but 2014 was the year of “Yes, we can.”

“Until Justice Rolls Down Like Waters”: Something Much Bigger Than What One Police Officer Or One Prosecutor Does
Once again we find ourselves reckoning with the reality that we live in a country where justice is applied unequally. But the truth is – unequal justice is no justice as all. To keep our “eyes on the prize,” it might be helpful to step back and envision just what it is we mean by the word “justice.”
Back in 1963, Rev. Martin Luther King, Jr. spoke at the memorial service for the four little girls who had died in the bombing of the Sixteenth Street Baptist Church in Birmingham, Alabama. Imagine with me for a moment if he had said these words about the killing of Trayvon Martin, Michael Brown, or Tamir Rice.
And so this afternoon in a real sense they have something to say to each of us in their death. They have something to say to every minister of the gospel who has remained silent behind the safe security of stained-glass windows. They have something to say to every politician who has fed his constituents with the stale bread of hatred and the spoiled meat of racism. They have something to say to a federal government that has compromised with the undemocratic practices of southern Dixiecrats and the blatant hypocrisy of right-wing northern Republicans. They have something to say to every Negro who has passively accepted the evil system of segregation and who has stood on the sidelines in a mighty struggle for justice. They say to each of us, black and white alike, that we must substitute courage for caution. They say to us that we must be concerned not merely about who murdered them, but about the system, the way of life, the philosophy which produced the murderers. Their death says to us that we must work passionately and unrelentingly for the realization of the American dream.
When Dr. King quoted the scripture that says “Until justice rolls down like waters and righteousness like a mighty stream,” he was referring to something much bigger than what one police officer or one prosecutor does. And it was something much more audacious than what happens in a court room.
Now don’t get me wrong. Dr. King said we should not “merely” be concerned about the murderers. Holding people accountable for their crimes is certainly a part of justice. But the truth is…he had a finger to point at all of us for our complicity.
Too many of us in this country have bought into the idea that jail = justice. If we just send the perpetrators to prison, we can wipe our hands clean and assume that justice has been done. That’s one of the reasons this country has the highest incarceration rate in the world. Yes, I know that its also because of the failed “war on drugs.” But that war was based on the idea that we can effectively deal with a problem by locking people up. So it is our addiction to prison as the solution that is at the root of the problem.
The idea that jail = justice is not something that is simply embraced by conservatives. It finds a home with liberals when we step away from what happens to the poor and start thinking about the crimes of the wealthy. For example, Bailey Miller writes: Can We Please Put Some Bankers in Jail Now? In it, Miller doesn’t grapple with what justice would mean for the activities that led to the Great Recession. The assumption seems to be that – until the bankers are put in jail – justice has not been served.
But Miller does point out that for then-Deputy U.S. Attorney General Eric Holder (and eventually the Bush administration), the idea of justice went beyond sending the specific perpetrators to jail.
One clue might be the contents of a memo written by Holder in 1999, during his stint as deputy U.S. attorney general. The document, “Bringing Criminal Charges Against Corporations,” urged prosecutors to take into account “collateral consequences” when pursuing cases against companies, lest they topple and take the economy down with them. Holder also raised the possibility of deferring prosecution against corporations in an effort to spur greater cooperation and reforms…
I would suggest that Holder’s concept of justice is more in line with the one articulated by Dr. King. First of all, it took into consideration what justice would mean for all of the innocent people who would be impacted by the prosecution of a corporation. But secondly, more than sending perpetrators to jail, he had his eyes on reforming “the system, the way of life, the philosophy that produced” the crimes.
I’ll leave it to another day to discuss the role prisons should play in our search for justice. Suffice it to say, I agree with Al Giordano.
Prison should always be a last resort, and only for someone who will put others at risk with predatory behavior. It doesn’t work as a deterrent. As a punishment, it is barbaric. My concept of a just and better world has almost nobody in prison, not even people I hate or who have done bad things. The whole thing has to be rethought…
A re-thinking of what justice means would require us to consider the affirmative rather than simply the reactionary. One place to start might be with the words of Bryan Stevenson: “The opposite of poverty is not wealth. Its justice.” When I think about what that means, it gets the brain synapses going in a whole different direction than jail = justice. And I can begin to imagine what it would mean for justice to roll down like waters.
