A Conspicuous Pattern: The GOP Is Really Not Interested In Governing
At his press conference the other day, President Obama noted the recommendations of the bipartisan deficit-reduction commission (which, by the way, failed to reach an agreement). He mentioned in passing that his White House set up the structure for the commission: “As you will recall, this was originally bipartisan legislation that some of the Republican supporters of decided to vote against when I said I supported it — that seems to be a pattern that I’m still puzzled by.”
It is, to be sure, quite a pattern. For two-and-a-half years, Obama has run into congressional Republicans who not only refuse to take “yes” for an answer, but routinely oppose their own ideas when the president is willing to accept them.
This seems especially relevant in the context of the current debt-reduction talks. At a certain level, it’s almost comical — here we have a Democratic president agreeing with a conservative Republican House Speaker on a massive deal that would lower the debt by over $4 trillion over the next decade. It would tilt heavily in the GOP’s direction, and address the problem Republicans pretend to care about most. Obama is even willing to consider significant entitlement “reforms,” which should be music to the ears of the right.
And yet, in the latest example that “puzzles” the president, Republicans aren’t interested.
Now, part of this is obviously the result of Republicans adopting a faith-based approach to revenue, which happens to be wildly disconnected to reality. But that’s not the only angle that matters. Matt Yglesias had a good item the other day that raised a point that’s often lost in the shuffle.
[H]ere we get to the problem that’s recurred throughout Obama’s time in office. If members of Congress think like partisans who want to capture the White House, then the smart strategy for them is to refuse to do whatever it is the president wants. The content of the president’s desire is irrelevant. But the more ambitious his desire is, the more important it is to turn him down.
After all, if the President wants a big bipartisan deal on the deficit, then a big bipartisan deal on the deficit is “a win for President Obama,” which means a loss for the anti-Obama side. When Obama didn’t want to embrace Bowles-Simpson, then failure to embrace Bowles-Simpson was a valid critique of him. But had Obama embraced Bowles-Simpson, then it would have been necessary for his opponents to reject it.
For weeks, many have marveled at the priorities of the Republican policy wish-list — given a choice between the larger debt-reduction plan in American history and preserving some tax breaks for the wealthy, GOP officials at nearly every level strongly prefer the latter. Indeed, for nearly all Republicans, it’s such a no-brainer, this question is almost silly.
But there’s a separate challenge — Republicans have a choice between advancing policies they ostensibly agree with and Obama scoring a legislative victory. And as it turns out, that’s a no-brainer, too, since GOP lawmakers don’t really care about governing so much as they care about denying the president political victories. It might make them appear ridiculous — why would anyone reject their own ideas? — but looking foolish isn’t a major concern for congressional Republicans.
Obviously, this makes compromise literally impossible, and all but guarantees the least productive legislative session in many years. But it also suggests the president needs to adapt to an awkward set of circumstances: given Republican beliefs, Obama must realize his support for a legislative idea necessarily means it’s less likely to happen.

How Partisanship, Ideology And Race Influence Attitudes Toward Obama
‘Birtherism’ is on the decline following the release of the President’s long form birth certificate. But it is nonetheless instructive to consider how the meme was accepted by so many conservatives. Alan I Abramowitz has what is likely be the definitive data-driven post on the subject up at Larry J. Sabato’s Crystal Ball. Abramowitz weighs the data regarding the influence of partisanship, ideology and race on formation of the birther meme:
Until now, debates about the influence of racial attitudes on opinions of Obama have been severely hampered by a lack of survey data including relevant questions. However, the availability of a new data set now makes it possible to directly examine the impact of racial attitudes on whites’ evaluations of President Obama.The data used in this article come from the October 2010 wave of the American National Election Study Evaluations of Government and Society Survey (EGSS). The October 2010 survey was the first of several cross-sectional studies being conducted by ANES in 2010, 2011 and 2012 to test new instrumentation and measure public opinion between the 2008 and 2012 presidential elections. The surveys are being conducted entirely on the Internet using nationally representative probability samples. Respondents are members of the Knowledge Networks KnowledgePanel, an omnibus panel of respondents recruited using telephone and address-based sampling methods who are provided free Internet access and equipment when necessary.
Evaluations of President Obama were measured by two questions, a five-point scale measuring positive versus negative feelings about the president and a seven-point scale measuring how strongly respondents liked or disliked him. The correlation between these two questions was a very strong .85, so I combined them into a single Obama rating scale with a range from 0 (extremely negative) to 10 (extremely positive). The mean score on this scale was 5.1 with a standard deviation of 3.6. About a third (34%) of respondents gave Obama a rating of 8 through 10 while 31% gave him a rating of 0 through 2. Thus, opinions of Obama were closely divided and highly polarized.
Abramowitz also notes that “Obama’s approval rating averaged 38% for whites compared with 59% for nonwhites including 85% for African Americans.” Turning to the question of ‘birther’ attitudes, Abramowitz examines the data and adds,
…Racial resentment had a strong impact on beliefs about his place of birth. While recent polling indicates that doubts about whether President Obama was born in the United States have diminished since he released his “long form” Hawaiian birth certificate, the “birther” myth has proven stubbornly resistant to evidence. In fact, 58% of white respondents in the EGSS expressed some doubt about whether Barack Obama was born in the United States including 28% who thought that he definitely or probably was not born in the United States.
Abramowitz concludes that “partisanship and ideology were the strongest predictors of overall evaluations of President Obama and opinions about his place of birth among white Americans” and that “regardless of party or ideology, whites who scored high on racial resentment had more negative opinions of Obama and were more likely to harbor doubts about whether he was born in the United States than whites who scored low on racial resentment.”
Given the tenacity of racial bias among a substantial segment of the public, President Obama’s approval ratings are all the more impressive, as is his ability to calmly navigate around the treacherous shoals of race in America.

How Quickly We Forget: Dick Cheney, “Deficits Don’t Matter”
Sure, it’s huge, but big deficits don’t always lead to bad economic health. As we found during The Great Depression, the opposite is also true.
For those worried about the future, huge federal deficits remain the gift that keeps on giving, or taking, depending on your point of view. They are always around, always huge, and seem to be an issue that neither party has immunity from.
If you care to bash Republicans over this issue you need look no further than former Vice President Dick Cheney who told former Treasury Secretary Paul O’Neill that “deficits don’t matter” when the latter voiced concerns about the size of the federal bill. Cheney later fired O’Neill, presumably for thinking deficits actually mattered.
Still, Cheney was true to his word, as the White House of George W. Bush raised the federal deficit every year it was in office. When Bush started his presidency, the national debt as a percentage of gross domestic product hovered at 60%. By the time he exited, it was closer to 80%. Surely the first part of President Obama’s term will see that ratio only rise further, as the federal government fully deploys the $700 billion Troubled Asset Relief Program, the $200 billion Term Asset Backed Loan Securities Facility and the $500-$1 trillion Public-Private Investment Program, among other alphabet soup bailouts.
Of course, to critics of Obama, including conservatives, now deficits do matter a lot more than they did a year ago. Look no further than the well-covered “tea parties” to see an instance where partisanship has seemed to trump fiscal stewardship, or at least short-term memory.
