“Let’s Talk About What Makes Governing Harder”: The Problem Is One Political Party Catering To An Ever Decreasing Group Of Voters
By now almost everyone has weighed in on the article in the NYT by Jonathan Martin and Maggie Haberman about Hillary Clinton’s strategy for winning the 2016 presidential election. Chuck Todd and his friends at First Read adopted the conventional wisdom of the Washington D.C. pundit class with their response titled: This is the Way to Win Elections (But it Makes Governing Harder).
Campaigns see an America more polarized than ever, and winning is all about coming out ahead in this polarized world. But it makes governing harder than it already was. Bottom line: Campaigns don’t engage in persuasion anymore. They simply look for unmotivated like-minded potential voters and find an issue to motivate them. And if someone wins office by not having to persuade a voter who actually swings between the two parties, there isn’t any motivation for said elected official to compromise.
Of course Ron Fournier joined that chorus immediately with his entry titled: The Right Way and Wrong Way to Win the Presidency.
My problem with this approach is that it works only until Election Day, when a polarizing, opportunistic candidate assumes the presidency with no standing to convert campaign promises into results.
Naturally, David Brooks agrees.
…this base mobilization strategy is a legislative disaster. If the next president hopes to pass any actual laws, he or she will have to create a bipartisan governing majority. That means building a center-out coalition, winning 60 reliable supporters in the Senate and some sort of majority in the House. If Clinton runs on an orthodox left-leaning, paint-by-numbers strategy, she’ll never be able to do this. She’ll live in the White House again, but she won’t be able to do much once she lives there.
This is a classic case of the media’s addiction to “both sides do it” as a way of explaining gridlock in Washington. It is a lie they tell themselves (and us) about what is going on in order to claim a false sense of balance in reporting to appease conservatives who constantly decry the “liberal media.” The fact that it is a lie matters less than their desire to prove that claim wrong.
So let’s take a moment to deal with the facts. As I pointed out before, the positions Hillary Clinton has articulated enjoy broad support among voters – including independents. In reacting to the same article, Steve M. dug up some of the actual numbers.
Americans support gay marriage by a 60%-37% margin, and 58% want the Supreme Court to legalize gay marriage nationwide — and Hillary’s is a “liberal position”? There’s 72% support for legalization of undocumented immigrants — and her position on immigration is too left-wing? And when I Google “bipartisan support for criminal justice reform,” one of the first hits is a post with precisely that title from, um, FreedomWorks — but Clinton’s out of the mainstream? Oh, please.
So if Clinton is talking about issues that enjoy 60-70% support from Americans, where is the polarization coming from? What stops elected officials from compromising to address their concerns? Do you suppose it has anything to do with a Republican Speaker of the House who finds it hard to even utter the word “compromise?”
Let’s take a close look at just one example to make the point: immigration reform. Typically Democrats have prioritized a pathway to citizenship for the 11 million undocumented people in this country while Republicans have prioritized border security. Not that long ago, a bi-partisan group of Senators got together to compromise by drafting a bill that included both priorities. With Democrats still in control of the Senate, it passed there. But Speaker Boehner refused to bring it up for a vote in the House. Part of Hillary Clinton’s agenda in her campaign is to support the Senate’s bi-partisan approach to immigration reform.
So let’s be clear about what makes governing harder: the problem is that we have one political party that is catering to an ever-decreasing group of voters that completely rejects any form of compromise to their agenda. When/if folks like Chuck Todd, Ron Fournier and David Brooks figure that one out – they will finally be able to start telling the American people the truth.

“Why Do Political Reporters Refuse To Show Us The Money?”: American Politics Revolves Around Two Mutually Reinforcing Truths
A profound sense of cognitive dissonance lies at the center of American politics: one that even our most elite journalists and pundits refuse to recognize. In virtually all of our political debate and news coverage, the competition between the two parties is treated as one of personalities and ideas. As with any democracy, the guys who are the most popular, whether for reasons of charisma or appealing policy proposals, emerge as the winners. The job of journalists and pundits is to illuminate the candidates’ character and beliefs and track their respective successes, dividing themselves between “substance” and “horse-race” coverage however they see fit.
But this is nonsense. In fact, American political life revolves around two mutually reinforcing truths. The first is that our democracy has been severely corrupted by money; the second is that the conservative movement, and hence the Republican Party, is dominated by ideological extremists who demonstrate zero interest in the problems of actual governance. Taken together, these truths not only define our political debate; they ensure that virtually nothing is decided on its merits — up to and including our national elections.
Catch a bigfoot journalist or pundit at a social event or private gathering, and he or she will likely admit these truths. Scan the editorials and opinion pages of most major newspapers, and you’ll see the power of money decried on a fairly regular basis. But in the news stories, where it matters most, even our best reporters feel the need to put forth a fairy-tale narrative in which the United States enjoys a fully functioning democracy and our elections and laws accurately represent the genuine will of the people.
Media discomfort with reporting the truth about Republican extremism has often been (and will undoubtedly remain) a focus of this column. But today, let’s just look at the money. Take, for example, a recent story by Neil Irwin that appeared in The New York Times’s “Upshot” section, purported to be the paper’s most thoughtful and knowledgeable organ of political analysis. Irwin argues that Americans’ alleged disinclination to “soak the rich” is reflected in “the actual policies espoused by candidates for office and enacted by Congress.” When he notes that taxes on the wealthy have fallen in the past decade, he offers both a “liberal” and a “conservative” explanation for why this happened. Irwin and his editors don’t appear to think it worth mentioning that fewer than 1 percent of Americans contribute more than 80 percent of the campaign funding for the politicians who write these laws. These are, without exception, the wealthiest people in the country: According to statistics compiled by Americans for Campaign Reform, the top five zip codes of Manhattan’s Upper East Side — home to countless Wall Street tycoons — contribute more money than the residents of 39 states combined. And when you consider that far-right billionaires like Sheldon Adelson and Charles and David Koch have the power to demand that presidential aspirants pledge fealty to their ideological preferences and financial interests, the notion that our laws represent the collective will of the American people appears comical at best. Neil Irwin knows this, yet he writes his “Upshot” analysis from the point of view of a naive child who has never heard the words Citizens United or seen an episode of The Daily Show.
A similar game of “Where’s Waldo?” can be played with a recent Times story about the House vote to repeal the estate tax. At this year’s annual White House correspondents’ dinner, the Times’s Peter Baker was honored with the Aldo Beckman Memorial Award, which recognizes repeated excellence in White House coverage. Yet Baker’s reporting on the April 16 vote was miles from excellent.
Baker went on for nine paragraphs of “he said, she said” bickering before mentioning that, for all the crocodile tears spilled by House Speaker John Boehner over forfeited family farms and small businesses, “the federal tax currently applies to estates worth more than $5.43 million for an individual or $10.86 million for a couple. Assets above those levels are taxed at rates up to 40 percent.” In paragraph 11, we learn that the tax applies to just “0.2 percent of the deaths anticipated in the United States.” Additional facts that find no place in Baker’s coverage (but can be found on the website of the Center on Budget and Policy Priorities): In general, taxable estates pay less than a sixth of their value in tax, and a significant number of loopholes already enable many of them to avoid all taxes. Also, roughly 20 (!) small businesses and small farms owed any estate taxes in 2013; these were taxed at a level averaging less than 5 percent (most large estates have never been taxed for capital gains, which are also taxed well below the level of workers’ wages).
It should come as no surprise that the beneficiaries of an estate-tax repeal would be the wealthiest 0.1 percent of Americans, whose estates will generate nearly a quarter of a trillion dollars in revenue between 2016 and 2025, according to estimates from the nonpartisan Congressional Budget Office. Baker quotes Boehner calling this amount “nothing more than a drop in the bucket to the federal government,” but he fails to note how frequently the Republicans attempt to slash far smaller expenditures when the poor and working class are likely to benefit. Nor does he note that the folks who would benefit most from the estate tax’s repeal are the very same people whose massive donations to the Republican Party, its candidates, its political-action committees, and its alleged educational arms determine its agenda. This is an agenda, one might add, that is exclusively dominated by the interests of the super-wealthy — science, economics and often even reality be damned.
It’s a cliché to note that in politics, “money talks and bulls*** walks.” But too often, thanks to the frequent failures of our media establishment, the walk and the talk are one and the same.

“Why The House Republican Budget Plan Matters”: Predicated On The Assumption That Low-Income Families Have It Too Easy
“A budget is a moral document,” Rep. Rob Woodall (R-Ga.) said two weeks ago. “It talks about where your values are.”
Those comments from a conservative member of the House Budget Committee happen to be entirely accurate. Indeed, Woodall’s description serves as a reminder of why it matters that House Republicans passed their budget blueprint late yesterday.
Normally quarrelsome House Republicans came together Wednesday night and passed a boldly conservative budget that relies on nearly $5 trillion in cuts to eliminate deficits over the next decade, calls for repealing the health care law and envisions transformations of the tax code and Medicare.
There were a variety of competing plans, but the approach endorsed by the House GOP leadership narrowly prevailed – overcoming 26 defections from within their own ranks.
Republican leaders, who’ve had some trouble corralling GOP votes for GOP bills in recent months, breathed a sigh of relief, and Majority Whip Steve Scalise (R-La.) was seen hugging members of his whip team in celebration last night. It was a reminder of just how far expectations have fallen – House Republicans have their largest majority in generations; they struggled mightily to narrowly pass their own budget plan; and this is somehow seen as a great victory for Speaker John Boehner (R-Ohio) and the rest of the GOP leadership team.
The Senate Republican majority will now try to wrap up work on its budget blueprint – which will include key differences – before members eventually head to a conference committee to hammer out a bicameral agreement.
Note, budgets cannot be filibustered and are not subject to a presidential veto. In fact, much of this process is symbolic – a congressional budget does not lock in spending levels for policymakers; the appropriations process does. The entire budget fight is a less case of understanding what will happen and more a case of appreciating what congressional Republican would like to see happen if all the power were in their hands.
But if the practical effects are limited, why should people care? Because “a budget is a moral document; it talks about where your values are.”
This recent analysis from the Center on Budget and Policy Priorities struck a chord.
The budgets adopted on March 19 by the House Budget Committee and the Senate Budget Committee each cut more than $3 trillion over ten years (2016-2025) from programs that serve people of limited means. These deep reductions amount to 69 percent of the cuts to non-defense spending in both the House and Senate plans.
Each budget plan derives more than two-thirds of its non-defense budget cuts from programs for people with low or modest incomes even though these programs constitute less than one-quarter of federal program costs.
Right. If “a budget is a moral document” that reflects lawmakers’ “values,” the House Republican budget approved yesterday tells us, in frightening detail, that GOP morality is predicated on the assumption that low-income families have it too easy – and high-income families have it too tough.
It matters, of course, that Republicans had to rely on ridiculous budget tricks to give the appearance of responsibility. It also matters that they prioritized increased spending on the issue they care about (the military) over fiscal concerns they sometimes pretend to care about (the deficit).
But as the dust settles on yesterday’s floor drama, what remains are GOP “values” on full display. In 2015, Republican members of Congress believe in taking families’ health care benefits away. And scrapping Medicare altogether. And slashing food stamps. And making it harder for young people to go to college. And eliminating environmental safeguards. And freeing Wall Street of pesky oversight and layers of accountability.
In this “moral document,” GOP lawmakers spelled out their priorities for all the world to see. Sen. Bernie Sanders (I-Vt.) told reporters yesterday that when he talks to voters about the specific provisions of the Republican budget plan, the public balks – Americans assume he’s exaggerating, because the idea that GOP officials would actually vote for such a radical scheme seems “absurd.”
But the truth is, the Republican budget is real, it is cruel, and as of yesterday, it has passed.

“Bibi Makes Israel The Latest Culture War Pawn”: If He Can’t See The Consequences For His Country, He’s Just A Madman
So now Lindsey Graham has called Bibi Netanyahu to congratulate him on his great victory and to reassure him that Congress will be passing its gimlet eye closely over any deal the Obama administration strikes with Iran. This news comes hard on the heels of John Boehner’s announcement that he suddenly feels moved to go visit Israel.
I can’t begin to conceive what these people are thinking. What does Netanyahu think he’s accomplishing by making Israel a right-wing cause? Does he really think this is how he saves Israel? Does he forget that this is a country in which 70 or 80 percent of Jews vote Democratic? Did he not see the recent poll that had his approval rating among Democrats at 17 percent? I see here that last November in a J Street poll, his approval rating among U.S. Jews was 53 percent. I bet after this past month, they’re down in the low 40s or high 30s.
Netanyahu knows this country. He lived here—high school in Philadelphia, college in Boston, and a stint in New York (when he was Israel’s UN ambassador, during the Reagan years). He knows our political culture. He understands what a radical-right party the GOP is becoming, and thus he presumably understands that the vast majority of U.S. Jews are never going to be able to vote Republican, whatever the two parties’ Israel lines. He knows full well that the perfervid support for Israel in evangelical-right precincts has far less to do with love of Jews than with hatred of Arabs, or, for many, the belief that Armageddon in the Middle East means Jesus is coming.
He knows all this as well as most senators and congressmen. So why does he persist in making Israel a Republicans-first issue, and for that matter why do Republicans do it too?
Well, it’s not hard to figure why Republicans are doing it. It’s partly about Barack Obama, and the visceral loathing of him among their base; the Muslim Other-ing of Obama and all that. But they clearly must think this is going to get them more Jewish votes at the presidential level. They think back to Ronald Reagan’s time. In 1980, Reagan got 39 percent of the Jewish vote, against Jimmy Carter’s 45 percent (independent candidate John Anderson got the rest). That’s as close as a GOP presidential candidate has ever come to winning the Jewish vote since Israel became a state. (Amusing side note: In 1948, the year of Israel’s creation, the Republican candidate, Tom Dewey, did worse among Jews at 10 percent than left-wing third-party candidate Henry Wallace, who polled 15 percent; Harry Truman got 75 percent.)
But there’s no remotely Reaganesque figure on the horizon. And anyway, by 1984, things were back to normal—Walter Mondale, even as he was getting pasted by Reagan overall, won 67 percent of the Jewish vote. And more to the point, as I noted above, this Republican Party is not the Republican Party of Reagan’s time. That was a conservative party that still had a large number of old-line moderates, like senators Charles Percy and John Heinz. Today’s party is far more right wing than that one was. Very few Jews are going to vote for a party like that—especially against a Clinton, if Hillary is the Democratic nominee, but in fact against pretty much anyone.
So that’s what they’re thinking, farkakte as it is. But this doesn’t explain Netanyahu. He truly believes that a nuclear Iran is an existential threat, fine. But that doesn’t explain this behavior. If he truly believes that about Iran, then the logical, self-interested thing for him to do, especially knowing that most Jews are loyal Democrats, is to get as many Democrats in Congress as possible to choose his point of view over Obama’s. Given AIPAC’s muscle and the traditional pro-Israel posture of most Democrats in Congress over the years, that should not be a heavy lift.
But instead he does the opposite. Recall that about a month ago, he pointedly refused to meet with Senate Democrats. Dick Durbin and Dianne Feinstein, who invited him, were obviously tossing him a lifeline, saying to him: However bad your relationship with Obama, come square things with us, and we’ll still have your back. But no. He said he feared it would look partisan, you see, because his speech to Congress, well, that was bipartisan! Once you’ve entered the Hall of Mirrors, it can be hard to find your way out, I guess.
It’s one thing to alienate Obama (and Obama, to be fair, has done his part to sour the relationship as well). But it’s quite another to alienate rank-and-file American Jews, and still another to alienate Democrats in Congress. Not an easy trifecta to hit, but he is managing it.
If he can’t see the consequences for his country, he’s just a madman. Let’s just say hypothetically that the Obama administration follows through substantively on spokesman Josh Earnest’s astonishing comments last week about the potential policy implications of Netanyahu’s pre-election comportment. Let’s say, for example, that the United States decides to stop blocking a vote at the United Nations on recognition of a Palestinian state. Right now, about 135 nations recognize Palestine. Very few Western European countries are among that number. Many of them withhold their support simply or mainly for the sake of not crossing the United States.
Once we signal that we won’t block a vote, the map of nations that recognize Palestine will presumably expand across Europe rapidly. The British and French have worked on the proper resolution language. As it happens, the Arab League is meeting this weekend in Sharm-el-Shiekh, and you can be sure that its officials are alive to this reality. And so Netanyahu might lose Western Europe, and then he’ll come crying to Washington, and it might be too late.
Strange way to save a country.

“Hijacked By The Hardliners”: Threatening To Gum Up The Confirmation Of Loretta Lynch Is Just The Latest GOP Tantrum
On Sunday, Senate Majority Leader Mitch McConnell declared he really, really likes having Eric Holder as attorney general. He essentially told CNN that unless Democrats concede to anti-abortion language Republicans snuck into a human trafficking bill, the nomination of Loretta Lynch to succeed Holder would not move forward.
First of all, whether Republicans accept it or not, abortion is a legal, constitutionally-guaranteed medical procedure in this country, for sex trafficking victims or anyone else. And second, this is indicative of the hostage politics we’ve come to expect from a party that refuses to govern. There is no issue, no matter how humane, and no funding need, no matter how dire, that cannot be hijacked by the ideological hardliners in the Republican Party.
We could have had immigration reform a year ago, without the threat of a Department of Homeland Security shutdown, if Speaker of the House John Boehner had told the bigots in his own caucus to take a hike and held a vote on a common-decency bill that would have passed. Republicans did shut down the government and harmed Colorado’s flood recovery efforts thanks to tea party intransigence on the Affordable Care Act. And we came to the brink of ladyparts shutting the whole thing down in 2011 thanks to Republican opposition to Planned Parenthood funding for health care screenings and services.
And no, it’s not “both sides.” I will cheerfully provide a swift wedgie to the next smug pundit who tries to blame Democrats for Republican failure to act like adults. President Barack Obama waited a year and a half for Boehner to move on immigration reform, and Boehner decided to abdicate his leadership to Iowa Rep. Steve King, who has accused undocumented immigrants of being a bunch of drug dealers with “calves the size of cantaloupes.”
Meanwhile, the Denver Post editorial board (or more accurately, publisher Dean Singleton’s ire at former Sen. Mark Udall) continues to rack up bonus points with the most credibility-damaging, fatuous endorsement of 2014, Republican Sen. Cory Gardner. The editorial actually claimed electing Gardner would “usher in a new era of bipartisanship”, that the Senate wouldn’t follow the House’s infantile, truculent lead and it would actually be “more productive.”
How’s that working out for you, Denver Post editorial board? Because Gardner didn’t get the memo.
He was one of the 47 Republicans to “pull a Dennis Rodman” and decide to communicate directly with a foreign government in order to undercut Obama. Given the backlash, Rodman’s North Korea visit may have been more effective and less comical, but this remains yet another example of Republican ineptitude. As conservative Michael Gerson put it, “This was a foreign policy maneuver, in the middle of a high-stakes negotiation, with all the gravity and deliberation of a blog posting. In timing, tone and substance, it raises questions about the Republican majority’s capacity to govern.”
Gerson’s right, and it’s only going to get better from here. According to Talking Points Memo , there are five more policy “cliffs” awaiting Congress, including the debt ceiling, funding for the Child Health Insurance Program and the end of overall funding for the federal government on Sept. 30. Obama has so far managed to outmaneuver these fools, but at some point voters need to stop rewarding failure by electing a party that is utterly incompetent at the basic functions of government.
