“Dumber Than A Brick In A Tumble-Dryer”: Marco Rubio Is Criminally Overrated On Foreign Policy

Marco Rubio wants people to know that he’s kind of a big deal when it comes to foreign policy. He has bragged about his expertise to Iowans, saying that “few, if any,” of his potential Republican competitors “have spent the amount of time on it that I have.”

Most recently, Rubio has been passionately defending the enormously unsuccessful, if emotionally satisfying, embargo on Cuba. He is attacking President Obama for establishing diplomatic relations with the Castros, and is making moves to undo their conciliation. It’s hard to come up with a more useless foreign policy stance than this. But even if we excuse Rubio’s position as an understandable part of his identity — stemming from his background and his loyalty to Florida’s expatriate community — there is little other reason to think Rubio has any worthwhile foreign policy expertise, despite years of sitting on important committees.

In March of 2011, Rubio became one of the most vocal Republican supporters of the Hillary Clinton-Obama war in Libya. “If we believe that the rise of this new attitude among young people and others seeking a new life and a new way in the Middle East is a positive thing, and I believe that it is, then it serves our national interest to see that happen,” he said.

Among the reasons Rubio cited for supporting Moammar Gaddafi’s overthrow was that he “sowed instability among neighbors, plotted assassination attempts against heads of state, and supported terrorist enterprises.”

Since the desired knockout of Gaddafi’s regime, the terrorist enterprise known as the Islamic State has a stronger foothold in that nation. The war that we exacerbated in Libya has destabilized neighboring Mali. And the Libyan people are risking (and losing) their lives in desperate attempts to emigrate from the “freedom” we helped impose on them.

What Rubio seems to have missed is that a significant source of the “new attitude” in the Middle East is an impatience with authoritarians who accord some rights to religious and ethnic minorities, rather than fully embrace political Islam.

In 2014, he castigated the Obama administration for not enforcing its own “red line” in Syria, and intervening in the civil war there. Rubio claimed that the Islamic State rushed into the vacuum only because the Obama administration didn’t intervene, even though all the evidence suggests that Islamists were always a large part of the rebel forces in Syria. The counterfactual history that GOP hawks have maintained — in which a little more muscle would have turned the plausibly non-Islamist Free Syrian Army into a supreme (and supremely moderate) opposition force — is not credible in any case.

But who can expect Rubio to keep the counterfactuals straight when even the factual eludes him? In the same op-ed, Rubio offered the administration advice on how to proceed:

To confront the Islamic State terrorists, we need a sustained air campaign targeting their leadership, sources of income, and supply routes, wherever they exist. We must increase our efforts to equip and capacitate non-jihadists in Syria to fight the terrorist group. And we must arm and support forces in Iraq confronting it, including responsible Iraqi partners and the Kurds. In addition, we must persuade nations in the region threatened by the Islamic State to participate in real efforts to defeat it. [The Washington Post]

And, oddly enough, the Obama administration has been trying almost exactly the policies that Rubio suggested: air campaigns, arms, and encouragement to Iraqis and Kurds.

But in early 2015, Rubio decided that what the campaign against ISIS really needed was stronger adjectives. At CPAC, he said the president should “put together a coalition of armed forces from regional governments to confront them on the ground, with U.S. special operations support, and then provide logistical support, intelligence support, and the most devastating air support possible.”

“Devastating.” I guess he really means it now.

Rubio concluded, “The reason Obama hasn’t put in place a military strategy to defeat ISIS is because he doesn’t want to upset Iran.”

I don’t know how to say this respectfully. But this is dumber than a brick in a tumble-dryer: a clanging, dangerous error. Iran is one of the principal enemies of ISIS. It didn’t even need to be persuaded to join the fight. It sees ISIS as another manifestation of the kind of Sunni extremism that threatens Iran’s regional allies: Bashar al-Assad in Syria and the Shia-friendly government in Baghdad. If we really wanted to stick it to Iran, we’d be arming Islamic State fighters and providing “devastating air support” to them.

And given the record of Republican hawks over the last two decades, I wouldn’t be surprised if a future Rubio administration ends up doing just that, through a mixture of hubris, democratizing enthusiasm, and sheer stupidity — just as the Bush administration cheered on democratic elections that empowered Hamas, and a war that led to a destabilized Iraq where Sunni extremism now flourishes. Bush was not alone: Other GOP hawks cheered on revolutions and civil wars that led not to liberal democracies, but terrorism, extremism, and anarchy.

Rubio has a reputation for foreign policy expertise because he chooses to talk about foreign policy often, promises large budgets to the Pentagon, and mostly pronounces the words correctly. Rubio’s foreign policy consists of babyish moralizing, a cultivated ignorance of history, and a deliberate blindness to consequences. This is the same “foreign policy expertise” that led to a misbegotten war in Iraq and empowered Sunni insurgencies across the Middle East.

It will be enormously popular among people who think nothing of wasting money and other people’s lives. Or as Rubio may one day call them from the West Wing, “my fellow Americans.”

“Main Street Nashuans Weren’t Feeling It”: The GOP Clown Show’s Alternate Reality In New Hampshire

Saturday morning found the America that politicians endlessly seek and love to mention but barely know strolling along the first floor of Alec’s Shoes on Main Street here in a city where at least 20 people running for President of the United States were at a hotel less than three miles away, talking. The candidates up the road ranged from a Bush, a Christie, one Paul, a Perry, a Trump, a Rubio, a Cruz, and more than a dozen others, all in town seemingly a decade before the primary next year.

But that traveling clown show didn’t matter much to Roland LeBlanc, who held a Nike sneaker in one hand and a Reebok in the other as he watched his 11-year-old son inspect a wall covered with hundreds of sneakers for sale at reasonable prices. He checked the price on both because the boy, like most kids, was only interested in style.

The Nikes were marked down to $70. The Reeboks were $64.

“How about this one, Dad?” the boy asked, holding a Nike that cost $90.

“I kinda like this one better,” the father replied, showing him the $70 sneaker.

A nuclear deal with Iran, a trade agreement with Pacific Rim nations, all of that and more was a long way from the immediate issue of the moment: the price of sneakers for a boy who would probably grow out of them by the end of summer.

“We get a good cross-section of people here,” John Koutsos, the owner of Alec’s Shoes, was saying. “We get fairly-high-income people here, low- and moderate-income families. We get them all.”

The store itself is a definition of a country too many people think is a distant, fond memory. It was opened in 1938 by John Koutsos’s father, Alec.

Alec Koutsos was born in Pentalofus, Greece, in 1917. He came to America and Nashua in 1934, in the middle of a Great Depression that knocked America to its knees. He did not know the language but he knew what it meant to work hard and to dream of better days and bigger things. He passed away last year at the age of 96, a proud, prosperous citizen.

Today the store is a local magnet to many looking for affordable footwear and clothing in a region hammered by our latest and very deep recession. It is the beating commercial heart of a Main Street where ‘For Lease’ signs are papered to windows of a dozen empty storefronts.

At the Church of Good Shepherd across Main Street a daily meeting of Alcoholics Anonymous had ended and several people stood on the sidewalk talking and smoking cigarettes, some looking as if their immediate future was simply the long day ahead, an agonizing wait before the next meeting when they would again fight temptation together. One of them, Eddie, a 26-year old-unemployed machinist, walked across Main Street to Joanne’s Kitchen & Coffee Shop, where he sat, sipping his coffee, reading the sports page.

“Heroin,” Eddie said. “That’s one of the biggest problems here. It’s all over the place and it’s cheap too. I used to do it but not anymore.”

Heroin overdose has stalked the region around parts of New Hampshire and Vermont. All the politicians gathered at the Crowne Plaza Hotel for the First-in-the-Nation Republican Leadership Summit came prepared to discuss how lethal, how dangerous, ISIS was but there was no mention of the life-destroying availability of a drug that has flooded parts of the nation they seek to lead.

“I don’t know much about any of them,” John Koutsos said. “But it seems to me that the country needs a pep talk. There’s something wrong. People seem to be just sitting back, almost like they’re giving up a little. It’s hard to explain. Hard to put your finger on. It’s like everyone wonders, ‘Where we going?’”

At one end of Main Street in Nashua, there are the local offices of the state’s two United States senators. Republican Kelly Ayotte’s office is at the corner of Main and Temple. It is in a storefront next to the Vietnam Noodle House and across the street from a large Gentle Dental building. Jeanne Shaheen, the Democrat, is a hundred yards farther along on the second floor of a fairly new brick office building.

In between there is the empty, for lease, building that once housed Aubuchon Hardware, a staple of northern New England life. Then there are fairly new buildings where Citizen Bank, Santander Bank, and CVS are found; chains that swallowed up small savings banks and corner drug stores, not just here, but everywhere.

Saturday found local residents out enjoying a sun-splashed New Hampshire morning, the weather offering immediate relief from a long, punishing winter. The parking lot at Nashua’s Pheasant Lane Mall, a few miles from Main Street, was packed with cars and shoppers, each parking space another bullet in the heart of downtown commerce.

At the Crowne Plaza there were the candidates, gathered, shaking hands, smiling, surrounded by the curious and the committed, talking about their views, their opinions on all the big issues that their handlers and their pollsters indicate will help propel them to the front of a truly predictable political pack. And, standing at the cashier’s counter of Alec’s Shoes, Roland LeBlanc paid cash for a $70 pair of Nike sneakers for an 11-year-old boy he hopes will grow up in a country filled with more optimism than too many think exists today.

“The Hypocritical Folly Of Congress’ Capricious Interest In Foreign Policy”: Exclusively In The President’s Domain — Except When It Isn’t

Senate Republicans want to get involved in President Barack Obama’s nuclear negotiations with Iran, as they demonstrated when the vast majority of them signed Tom Cotton’s forceful letter. Senate Democrats want to get involved, too — including Ben Cardin, Robert Menendez, and Chuck Schumer, the likely successor to Harry Reid as Senate Democratic leader.

Congress has some legitimate prerogatives here. And the framework of the nuclear deal is risky, even by the United States’ reading. These senators are not wrong to demand oversight.

At the same time, a large contingent of these senators don’t really want a deal that could be realistically achieved by diplomatic means in the foreseeable future. Some want to condition meaningful sanctions relief on Iran becoming a “normal” country. But the reason we’re pushing to restrict and inspect Iran’s nuclear program in the first place is precisely because Iran is not a normal country.

But here’s the particularly striking thing: The GOP-controlled Senate demands some say in the Iran nuclear deal, but is content to allow Obama to wage war against ISIS in Iraq without a congressional vote, the second such unauthorized war of his presidency. And here, Congress’ prerogatives are unmistakable: The Constitution gives the legislative branch the power to declare war.

Forty-seven Republican senators signed a letter asserting that Congress must have a role in the Iranian negotiations. They’ve merely debated authorizing the ISIS war — after the bombing was well underway.

Congress has largely abdicated its clearest role in foreign policy, its voice on matters of war and peace. Half the Democrats in the Senate deferred to George W. Bush on Iraq. But at least he sought congressional approval for his wars. The last two Democratic presidents have gone to war without such approval, though at least congressional Republicans tried to restrain Bill Clinton. They have been derelict in this duty with Obama in the White House.

Republicans were willing to go all the way to the Supreme Court to defend the view that the president can’t decide when the Senate is in recess. Some Republicans sued Clinton over Kosovo. And now Republicans are clamoring to have final say over any deal with Iran. But there are few Republicans who seem to think it’s bad that Obama is bombing ISIS without congressional approval, except insofar as it involves working with Iran. (See newly declared presidential candidate Marco Rubio on this point.)

In fact, many lawmakers now argue that foreign policy is exclusively in the president’s domain — except when it isn’t.

A lot of these questions do really turn on the merits. If the Iran deal detracts from American national security, Republicans are right to try to subvert it. If the deal enhances national security, it’s a bad thing to undermine it. And it’s at least understandable that Republicans will be less angry about a president bombing jihadists who have killed Americans in gruesome fashion, even if there was no congressional vote.

But the process matters too — especially if you claim to be the party of constitutionally limited government. If presidents usurp the power to declare war, it is inevitable that not all of the wars of their choosing will be wise or just. And conservative critiques of the imperial presidency lose some of their force when coupled with arguments that the president is an emperor when it comes to going to war.

At minimum, some of the reasonable arguments made against executive power grabs begin to look like partisan posturing — which, in turn, makes it easier for presidents to successfully grab power. Why? Because some voters and opinion leaders will take the arguments against these executive actions less seriously.

That includes arguments against the Iran deal. While the final details will ultimately be the result of work done by the administration and our allies, the diplomatic process itself is a product of bipartisan policies pursued by two administrations.

Republicans would be more convincing in their arguments against Obama’s Iran framework if they demanded he come to Congress before using military force, not just when he is clearly trying to avoid the use of force.

“What Could Possibly Go Wrong?”: Cotton Sees Bombing Iran As No Big Deal

Sen. Tom Cotton (R-Ark.) has made no real effort to hide his support for a military confrontation with Iran. But in an interview yesterday on the Family Research Council’s radio show, the right-wing freshman went a little further, suggesting bombing Iran would be quick and simple.

Indeed, as BuzzFeed’s report noted, Cotton argued that U.S. strikes in Iran would go much smoother than the invasion of Iraq “and would instead be similar to 1999’s Operation Desert Fox, a four-day bombing campaign against Iraq ordered by President Bill Clinton.”

“Even if military action were required – and we certainly should have kept the credible threat of military force on the table throughout which always improves diplomacy – the president is trying to make you think it would be 150,000 heavy mechanized troops on the ground in the Middle East again as we saw in Iraq and that’s simply not the case,” Cotton said.

“It would be something more along the lines of what President Clinton did in December 1998 during Operation Desert Fox. Several days [of] air and naval bombing against Iraq’s weapons of mass destruction facilities for exactly the same kind of behavior.”

For the record, the Arkansas Republican did not use the word “cakewalk” or assure listeners that we’d be “greeted as liberators.”

Look, we’ve seen this play before, and we have a pretty good idea how it turns out. When a right-wing neoconservative tells Americans that we can launch a new military offensive in the Middle East, it won’t last long, and the whole thing will greatly improve our national security interests, there’s reason for some skepticism.

Tom Cotton – the guy who told voters last year that ISIS and Mexican drug cartels might team up to attack Arkansans – wants to bomb Iran, so he’s telling the public how easy it would be.

What the senator didn’t talk about yesterday is what happens after the bombs fall – or even what transpires when Iran shoots back during the campaign. Are we to believe Tehran would just accept the attack and move on?

Similarly, Cotton neglected to talk about the broader consequences of an offensive, including the likelihood that airstrikes would end up accelerating Iran’s nuclear ambitions going forward.

There’s also the inconvenient detail that the Bush/Cheney administration weighed a military option against Iran, but it concluded that “a military strike on Iran’s nuclear facilities would be a bad idea – and would only make it harder to prevent Iran from going nuclear in the future.”

But don’t worry, America, Tom Cotton thinks this would all be easy and we could drop our bombs without consequence. What could possibly go wrong?

“Libertarian-ish, Not A Libertarian”: Rand Paul Becomes Less Of A Libertarian Every Day

On Tuesday in Louisville, Kentucky, Senator Rand Paul will officially kick off his campaign for president. As the New York Times reported Monday, his father, former Congressman Ron Paul, will be right by his son’s side for the campaign announcement. But don’t expect to see much of the elder Paul throughout the campaign—or hear much from him. While Rand and Ron both consider themselves libertarians, their positions on multiple issues have diverged in recent months as Rand has attempted to make himself a legitimate contender for the Republican nomination. In the process, that has alienated many libertarian supporters of Ron.

While Ron Paul was always an outsider candidate with no real shot of becoming president, Rand has much larger national ambitions. That has required him to make compromises on some of his positions, compromises that many libertarians find unacceptable. Retaining their support will almost certainly be a necessity for Rand to win the GOP nomination. But will they look past his heresies?

Rand Paul has been a savvy political operator during his time in the Senate and has always sought to leverage his libertarian support on issues that had broad acceptance within the GOP. For instance, Paul expertly seized on the issues of criminal justice reform and the overreach of the National Security Agency (NSA). These were long-held libertarian positions that, partially thanks to Paul’s advocacy, suddenly found renewed interest among mainstream Republicans. The issues garnered support among conservatives because they would shrink the size of government. They were the perfect issues for him to retain his libertarian credibility while earning greater support among traditional Republican voters.

But recent issues have demonstrated where traditional Republicans differ from libertarians, and that has put Paul in an uncomfortable position. Libertarians like Ron Paul set a very high bar for military conflict. Often, they are called isolationists, a term that has sometimes been used to describe the younger Paul, much to his chagrin. In the early parts of his time in the Senate, Paul displayed many of those leanings. In 2011, for instance, he called for ending all military aid to Israel. As late as June 2014, Paul wrote an op-ed for the Wall Street Journal about the emergence of the Islamic State in Iraq. “Why should we choose a side, and if we do, who are we really helping?” he asked in the piece. Just a few months later, after the Islamic State murdered two American journalists, Paul condemned President Barack Obama for not doing more to stop the terrorist group.

Over the following nine months, Paul’s remarks about the military and his policy positions have seemed to become more and more hawkish. Last October, he gave a speech on military intervention that you could never imagine his dad giving. “The war on terror is not over, and America cannot disengage from the world,” he said. “To defend our country we must understand that a hatred of our values exists, and acknowledge that interventions in foreign countries may well exacerbate this hatred, but that ultimately, we must be willing and able to defend our country and our interests.” It was quite a rhetorical change from a man who just 20 months earlier performed a 13-hour talking filibuster over U.S. drone use.

In January, Paul made news at a forum hosted by the Koch Brothers when he challenged the traditional Republican line on military action. “Are you ready to send ground troops into Iran? Are you ready to bomb them? Are you ready to send in 100,000 troops?” he asked senators Marco Rubio and Ted Cruz, who had criticized the Iran negotiations. “I’m a big fan of trying to exert and trying the diplomatic option as long as we can. If it fails, I will vote to resume sanctions and I would vote to have new sanctions. But if you do it in the middle of negotiations, you’re ruining it.” That was music to the ears of libertarians everywhere. Maybe, they thought, Paul would actually stick to his libertarian roots on foreign policy.

Nope. In early March, Paul signed on to Senator Tom Cotton’s letters to the leaders of Iran, explaining why the American political system effectively prohibited Obama from making any lasting commitments in the negotiations. The letter received widespread condemnation, including from many within the Republican Party. But in libertarian circles, Paul’s signature was treated as almost an act of treason. At the Daily Beast, Olivia Nuzzi reported on a number of libertarian leaders who declared Paul’s signature the final straw; they would no longer support him for president.

At the end of March, Paul proposed a massive increase in defense spending, raising it more than $190 billion over the next two years and offsetting those increases with cuts elsewhere. As Bloomberg’s Dave Weigel reported at the time, this doesn’t quite represent a flip-flop. But it’s still quite a change from Paul’s 2011 budget which would have reduced defense spending to $542 billion in 2016, including additional war funding. Under his new plan, defense spending would be nearly $700 billion in 2016.

As his 2016 officially kicks off, Paul will have to strike a balance between appeasing the defense hawks and libertarians within the Republican Party, both of whom view him suspiciously. To some extent, his movement back and forth between the factions has made it unclear what his foreign policy views actually are. Last week, for instance, as Republican candidates criticized the president’s deal with Iran, Paul stayed noticeably quiet. When his staff finally responded to questions to Bloomberg on Monday, they offered little insight into Rand’s actual position on the deal. That tactic—sidestepping the question—will work for now. But eventually it’s going to fail as Republican voters and donors will demand his position on different foreign policy issues.

The good news for Paul is that his positions on the NSA and criminal justice reform, among other issues, still play well within the party. More than any other candidate, he has made a concerted effort to reach African Americans. These are all libertarian positions that will play well for him during the primary. But it will still be hard for many Ron Paul followers to overlook—or brush off—Rand’s turn to hawkishness on foreign policy, assuming he goes in that direction. For instance, Nick Gillepsie, the editor in chief of the libertarian magazine Reason, calls Paul “libertarian-ish,” not a libertarian.

Do Republican primary voters want a “liberatarian-ish” candidate? We’ll find out soon enough.
