“The Talk”: What If Whites Were The Minority?

In the responses to my “When Whites Just Don’t Get It” series, I’ve been struck by the lack of empathy some whites show for members of minority groups. So imagine if the world were reversed. Then “the talk” might go like this:

“Son, sit down. You’re 13, old enough to have a conversation that I’ve been dreading.”

“Oh, come on, Dad. I hope this isn’t about the birds and the bees.”

“Nope. That’d be easy. Have you seen the video of the white horticulturalist being choked to death by police?”

“All the kids have seen it. He says he can’t breathe, and black cops still kill him. [Expletive!]”

“Don’t curse. It is wrong, but it’s the way the world works. And that’s why Mom and I are scared for you. With us whites in the minority, some cops are just going to see you as a threat no matter what. You’re going to get stopped by black cops, and I want you to promise you’ll never run or mouth off. Mom and I can’t protect you out there, and white kids are 21 times as likely as black kids to be shot dead by police. So even when a cop curses you, I want you to call him Sir.”

“Anybody curses me, he won’t get away with it.”

“Yes, he will. And if he shoots you, he might get away with it, too. Especially when you keep wearing clothes all the other white boys wear like those polo shirts. Black cops see you in them and suspect trouble. Black folks make the rules, and we have to live by them. Like it or not.”

“[Expletive!] Racists!”

“Hey! I told you not to curse. And don’t hold it against all blacks. Lots have joined with whites in protesting these killings. And even for those who are unsympathetic, most aren’t evil, just clueless.”

“C’mon, Dad. When a 12-year-old white kid is shot dead because he’s holding a toy gun, when a white woman professor is thrown to the ground for jaywalking, when cops smash a car window to taser a white guy in front of kids, that’s not cluelessness. That’s evil. White lives matter.”

“It’s complicated. Remember when you were suspended in the fourth grade for being disruptive?”

“That was ridiculous.”

“Yup. White kids get suspended when black kids don’t. That’s just the way it is. But the black vice principal who suspended you — he’s the same guy who enthusiastically organizes White History Month each year. Intellectually, he believes in civil rights. But he kicks out white kids for the same reason doctors give less pain medication to white patients. Same reason that in experiments a résumé that is identifiably white gets fewer callbacks than the exact same résumé from a black person. It’s not on purpose, but people ‘otherize’ us. That’s why you’ll have to work harder to succeed in life — and even then you’ll be followed around department stores by security guys.”

“O.K., Dad. Anyway, I got to go.”

“Society cares about inequality. But the big inequality debate is about rich and poor, and some folks don’t seem to notice all the inequality that comes with race. White Americans have a per capita income that’s lower than in Equatorial Guinea, and life expectancy is roughly the same as in Sri Lanka. The system here is sometimes rigged. Cops stop and frisk whites four times as often as they do blacks. And that criminal record hurts your chance to get a good job, to marry, to vote. Everybody makes mistakes, but black kids get the benefit of the doubt. You don’t, simply because you’re white.”

“Dad, I got it. Can I go now?”

“I guess 13-year-olds aren’t made for listening. Look, this thing we call ‘race’ is such a petty thing in biological terms. A minor adaptation in the last 100,000 years. Race is a social construct. It shouldn’t be what defines us.”

“Hm. Feels pretty important to me.”

“Well, it kills, and that’s why we’re having this talk. But there is also great progress. It’s incredible that we finally have our very first white president.”

“Who lots of blacks say was born in Europe! And whose sons get dissed for embarrassing the White House for dressing like the rest of us.”

“I’m glad the news reports jumped all over those comments. But I wish everyone were as outraged by destructive policies. When our education policy is to send so many white kids to third-rate schools, that’s worse than any racial epithet.”

“OK. Later, Dad!”

“Just remember: Some blacks just don’t get it, but black privilege isn’t their fault. If things were reversed and we whites were in the majority, we might be just as oblivious.”

“Dad, we whites would never be like that!”

“Racism Is As American As The Fourth Of July”: Despite Progress On Racism, The Uncomfortable Truth Is That Work Remains

President Obama’s observation that racism is “deeply rooted” in U.S. society is an understatement. Racism is as American as the Fourth of July, and ignoring this fact doesn’t make it go away.

These truths, to quote a familiar document, are self-evident. Obama made the remark in an interview with Black Entertainment Television, telling the network’s largely African American audience something it already knew. The president’s prediction that racism “isn’t going to be solved overnight” also came as no surprise.

Right-wing media outlets feigned shock and outrage. But their hearts didn’t seem to be in it. Not after Ferguson and Staten Island. Not after the killing of 12-year-old Tamir Rice in Cleveland. These recent atrocities prompted Obama’s comments.

“This is something that is deeply rooted in our society. It’s deeply rooted in our history,” the president said, in excerpts of the interview that were released Sunday. “You know, when you’re dealing with something that’s as deeply rooted as racism or bias in any society, you’ve got to have vigilance but you have to recognize that it’s going to take some time, and you just have to be steady so that you don’t give up when we don’t get all the way there.”

Patience and persistence are virtues. As Obama well knows, however, we’ve already been at this for nearly 400 years.

The election in 2008 of the first black president was an enormous milestone, something I never dreamed would happen in my lifetime. Obama’s reelection four years later was no less significant — a stinging rebuke to those who labored so hard to limit this aberration to one term.

But no one should have expected Obama to magically eliminate the racial bias that has been baked into this society since the first Africans were brought to Jamestown in 1619. The stirring words of the Declaration of Independence — “all men are created equal” — were not meant to apply to people who look like me. The Constitution specified that each slave would count as three-fifths of a person. African Americans were systematically robbed of their labor — not just before the Civil War but for a century afterward, through Jim Crow laws and other racist arrangements. Blacks were deliberately denied opportunities to obtain education and accumulate wealth.

You knew all of this, of course. I recite it here because there are those who would prefer to forget.

A Bloomberg poll released Sunday found that 53 percent of those surveyed believe race relations have worsened “under the first black president,” while only 9 percent believe they have improved. A 2012 Associated Press poll found that 51 percent of Americans had “explicit anti-black attitudes” — up from 48 percent four years earlier, before Obama took office. All this makes me wonder whether, for many people, Obama’s presidency may be serving as an uncomfortable reminder of the nation’s shameful racial history.

Then again, it may be that having a black family in the White House just drives some people around the bend. Why else would a congressional aide viciously attack the president’s daughters, ages 16 and 13, by telling them via Facebook to “dress like you deserve respect, not a spot at a bar”? The scold apologized and resigned, perhaps without fully knowing why she felt compelled to go there in the first place. For some people, it doesn’t matter what the Obamas do or don’t do. Their very presence is inexcusable. There’s something alien about them; their teenage girls can’t just be seen as teenage girls.

We already know, from painful experience, how our society looks upon black teenage boys.

After reminding the nation that racism exists, Obama went on to express optimism. “As painful as these incidents are, we can’t equate what is happening now to what was happening 50 years ago,” he said. “And if you talk to your parents, grandparents, uncles, they’ll tell you that things are better — not good, in some cases, but better.”

Of course, that’s true. But it would be a betrayal of the brave men and women who fought and died during the civil rights movement to lose our sense of urgency when so much remains to be done.

U.S. neighborhoods and schools remain shockingly segregated. Jobs have abandoned many inner-city communities. The enormous wealth gap between whites and blacks has increased since the onset of the “Great Recession.” Black boys and men wear bull’s-eyes on their backs.

Whatever Obama says about race, or doesn’t say about race, somebody’s going to be angry. He should just speak from the heart — and tell the uncomfortable truth.

“In Politics, Does Evidence Matter?”: We’ll Be Having A Lot Of Disagreements Over The Next Few Years

One of the lovely formulations in John F. Kennedy’s inaugural address expressed his hope that “a beachhead of cooperation may push back the jungle of suspicion.” Kennedy was talking about the Cold War, but we could use a little of this in the partisan and ideological warfare that engulfs our nation’s capital.

And so let us pause at the beachhead established after the midterm elections by Sen. Patty Murray (D-WA) and Rep. Paul Ryan (R-WI). They have co-sponsored a bill that’s unlikely to get a lot of attention but deserves some — not because it will revolutionize politics but because it could, and should, encourage both sides to begin their arguments by asking the right questions.

The Murray-Ryan bill would create a 15-member commission to study, as they put it in a joint announcement, “how best to expand the use of data to evaluate the effectiveness of federal programs and tax expenditures.” The commission would also look into “how best to protect the privacy rights of people who interact with federal agencies and ensure confidentiality.”

Before you sigh, dismiss this as “just another commission,” and turn or click elsewhere, consider what Murray and Ryan are trying to do. Whatever your views, they’re saying, you should want government programs to achieve what they set out to do. And in this age of Big Data, there are more metrics than ever to allow you to have a clear sense of how well they are working.

Also, credit Murray and Ryan for this: They are looking not only at whether programs live up to their billing but also at whether the various tax breaks Congress has enacted — they are worth about $1 trillion a year — bring about the results their sponsors claim they will. If we are ever to reform the tax system, it would be useful to know which deductions, exemptions and credits are worth keeping.

The bipartisan duo — they worked together amicably on budget issues despite large disagreements — is not asking the commission to invent something out of whole cloth. On the contrary, evidence-based social policy is a hot idea at the moment.

Ron Haskins, my Brookings Institution colleague, has just co-authored a new book with Greg Margolis, Show Me the Evidence. It’s about what Haskins sees as the “terrific work” of the Obama administration in subjecting some 700 programs to careful testing based on the idea, “if you want the money, show me the evidence.”

Haskins, by the way, is a Republican with whom I’ve engaged in a long-standing (though friendly) argument over welfare reform. His interest here is not partisan but in having both sides pay more attention to what it takes to create “high-quality programs.”

“In politics, evidence is typically used as a weapon — mangled and used selectively in order to claim that it supports a politician’s predetermined position,” Haskins and Margolis write. “That is policy-based evidence, not evidence-based policy.”

The Haskins-Margolis effort comes in the wake of Moneyball for Government a book whose title is a play on Billy Beane’s approach to baseball. Edited by Jim Nussle and Peter Orszag, a pair of former budget directors of opposing parties, the book is part of a campaign by the group “Results for America” that is also looking to evaluate programs by their results. The basic idea is that government is better off focusing on “on outcomes and lives changed, rather than simply compliance and numbers served.”

No one, of course, should pretend that by marinating ourselves in data, we’ll render our philosophical and partisan differences obsolete. The major divide over how much government should do and which problems it should take on will persist. So will disagreements over the extent to which government should push back against rising inequality and the degree of regulation a capitalist economy requires.

But conservatives who care about more than just scoring points against government inefficiencies (both real and invented) should want taxpayer money spent in a sensible way. And progressives have more of an interest than anyone in proving that government can work effectively to solve the problems it sets out to deal with. It’s on those two propositions that Murray and Ryan have found common ground.

Argument is at the heart of democracy, so we shouldn’t fear that we’ll be having a lot of disagreements over the next few years. But dumb arguments are not good for anyone. Insisting that politicians base their claims on facts and evidence ought to be the least we expect of them.

“The Religious Right Is A Fraud”: There’s Nothing Christian About Michele Bachmann’s Values

Last week, the nation’s capital was host to Value Voters 2013 Summit, a three-day political conference for predominantly religious conservatives. Among the smattering of social and economic issues at hand, the overall tenor of the Summit focused on eliminating Obamacare, expanding the tangible presence of Christianity through the public arena and military and preventing the proliferation of easily available birth control and abortion. In speeches, lunches and breakout sessions, American’s Christian Right worked out strategies to bring the values of the federal government in line with their preferred Christian ethical dictates, using democracy as their chief tool.

It isn’t unusual for Christians living in democracies to use the vote to express their ethics, and to shape government to do the same. That the moral and ethical preferences of a given society should inform government is a foundational principle of democracy, after all. And American values voters are far from the first Christians to undertake the project of bringing their government’s policies in line with Christian ethics: European Christian parties have aimed to do the same for decades. But between American Christian voters and their European counterparts, a curious departure opens up: while European Christians generally see the anti-poverty mission of Christianity as worthy of political action, the American Christian Right inexplicably cordons off economics from the realm of Christian influence.

By all means, the American Christian Right is willing to leverage government authority to carry out a variety of Christian ethical projects, especially within the arena of family life. Michele Bachmann would make abortion illegal, and Rick Santorum has stated on multiple occasions that he supports laws against homosexual intercourse. But Christian politicians in the United States curtail their interest in making the gospel actionable when it comes to welfare. While the government should see to the moral uprightness of marriage, sex and family, the Value Voters 2013 Summit was notably bereft of talks on living wages, labor rights or basic incomes.

The notable exclusion of poverty from the Christian agenda would doubtlessly puzzle European Christians, whose support of Christian ethical approaches to family life have always been paired with a deep and vigorous concern for the poor. And, unlike their American counterparts, European Christians haven’t been willing to leave poverty up to individual charity or the market to handle. Quite the contrary: Just as public morality is an arena fit for intervention by a Christian-informed government, so too is welfare. Consider the British Christian People’s Alliance 2010 election manifesto, a document intended to explain the imminently Christian party’s policy goals:

“The Christian Peoples Alliance believes that Britain will return to economic prosperity when government chooses instead to put human relationships in right order. This requires power, income and wealth to be redistributed and for greater equality to be achieved. These are deeply spiritual convictions and reflect a Biblical pattern of priorities…By the end of the next Parliament, the CPA will establish the reduction of inequality as a national target, so that the ratios of the incomes of the top 20 per cent are reduced to no more than five and a half times the incomes of the bottom 20 per cent.”

The CPA election manifesto goes on to explain that their aversion to inequality arises from a uniquely Christian concern for the health of human relationships, which suffer under the weight of massive social inequality. Their position on inequality is hardly an anomaly among European Christian parties. In fact, the European Christian Political Movement (ECPM), a confederation of Christian parties from different European nations operating within the European Union, states very similar goals in its own programme:

“Social justice is a fundamental Biblical teaching and Christian-democrat notion. Social justice demands an equal regard for all. That implies a special concern for the needs of the poor, refugees, those who suffer and the powerless. It requires us to oppose exploitation and deprivation. It requires also that appropriate resources and opportunities are available. In this way, we meet the basic requirements of all and each person is able to take part in the life of the community.”

Toward that end, the European Christian Political Foundation, which is the official think tank of the ECPM, recently commissioned a publication entitled ‘After Capitalism’, which is summarized thus:

“‘After Capitalism’ seeks to rethink the foundations of a market economy and argues that the Bible’s central theme of relationships is the key to rebuilding a system that promotes economic well-being, financial stability and social cohesion.”

It is notable that the multitude of parties that make up the EPCM are not necessarily leftist or wholly liberal parties. They do not generally align themselves with openly socialist parties in their home countries, though their policies toward welfare and equality would likely be branded as such by American Christians. And so the question remains: If European Christians feel the anti-poverty mission of Christianity is as worthy of political action as the ethical values relating to family life, why doesn’t the American Christian Right feel the same?

Economic policy seems a strange place to wall off consideration of Christian ethics, but when it comes to policies that would expand welfare programs or extend particular benefits to the poor, the American Christian Right recoils, and tends to fall back on the rhetoric of personal accountability and individual liberty in matters of charity. But as European Christian parties have shown, limiting economic justice to the arena of charity is a political choice. If the government has a moral role — which the American Christian Right certainly believes it does — then why shouldn’t it participate in the same forms of care individual Christians are obligated to?

No principled reason can be given for the distinction the Christian Right draws between harnessing the state to pursue social objectives and harnessing it to pursue economic objectives. It is a uniquely American distinction as far as Christian politicking goes. What the distinction reveals is that so-called values voters are just a particular flavor of right-wing political culture, one that opts for Christian language and rhetoric when communicating its message. But in that case, it is their freestanding political commitments that inform their Christianity, not the other way around.

The answer to this riddle is therefore not so mysterious. Although nominally interested in harnessing the state to pursue Christian social objectives, the American Christian Right is not detached from the culture it has developed within. Their politics is not one that is Christian in origin; rather, it originates from the same place all other right-wing politics originates, but mobilizes Christian rhetoric and meanings post-hoc to justify its goals.

“Cynical Political Posturing”: Don’t Let The Right Wing Co-Opt Dr. King’s Progressive Vision

Washington, D.C. is gearing up for events commemorating the 50th anniversary of the 1963 March on Washington and Martin Luther King’s “I Have a Dream” speech. I will be among thousands of Americans gathering on the national mall this weekend to remember those marchers and to rededicate ourselves to their demand that the country make good on its promises of equality and opportunity for all.

The fact that politicians from across the political spectrum want to associate themselves with King is a big change. Fifty years ago, he was reviled as a Communist sympathizer trying to undermine what some said was God’s design that the races live separately. March organizer Bayard Rustin was denounced by segregationist Strom Thurmond on the floor of the Senate for being a communist, draft-dodger, and homosexual. This year, Rustin will be posthumously awarded with the Presidential Medal of Freedom.

So it is a reflection of social progress that so many conservative Republican lawmakers and right-wing leaders try to wrap themselves in the moral authority of the civil rights movement. But it’s also a reflection of cynical political posturing.

Right-wing leaders are fond of rhetorically embracing King’s dream for an America in which children “will not be judged by the color of their skin but by the content of their character.” Unfortunately, they often use the quote to justify their opposition to any policies that are designed to address the ongoing effects of racial discrimination.

Right-wing politicians shouldn’t be allowed to get away with pretending to share King’s moral high ground simply because legally mandated segregation is now unthinkable in America. There was so much more to King’s — and the movement’s — vision.

King was an advocate for government intervention in the economy to address poverty and economic inequality. He was a supporter of Planned Parenthood and women’s right to choose. He endorsed the 1960s Supreme Court decisions on church-state separation that Religious Right leaders denounce as attacks on faith and freedom. One of his most valued advisors, Bayard Rustin, was an openly gay man at a time when it was far more personally and politically dangerous to be so.

How many Republican leaders today will embrace that Martin Luther King?

It is true that a strong majority of congressional Republicans voted for the 1964 Civil Rights Act and 1965 Voting Rights Act. It is true that many of our civil rights advances were made with bipartisan support. But today many Republican leaders at the state level are pushing unfair voting laws that could keep millions of people away from the polls. And many not only cheered the Supreme Court’s recent decision gutting the Voting Rights Act but moved immediately to put new voting restrictions in place.

Today’s Republican leaders are also captive to the anti-government ideology fomented by the Tea Party and its right-wing backers. Let’s remember that the official name of the event we are commemorating is the March on Washington for Jobs and Freedom. Among the marchers’ demands were a higher minimum wage and a “massive federal program” to provide unemployed people with decent-paying jobs. Sounds like socialism!

Today’s right-wing leaders say it’s wrong to even pay attention to economic inequality. To Rick Santorum, just using the term “middle class” is Marxist.

We must not allow this historic anniversary to become a moment that perpetuates an ersatz, sanitized, co-opted version of King and the movement he led. Let’s instead reclaim King’s broadly progressive vision — for ourselves and for the history books.
