“Ill Omen”: The Country Has A Confidence Problem And It’s Congress’s Fault
The country has a confidence problem, and Congress bears much of the responsibility for it.
That conclusion, drawn by Republican pollster Bill McInturff, carries ill omens as lawmakers seem all but certain to let more than $1 trillion in automatic spending cuts go into effect at the end of the month and with fights over keeping the government funded and raising the debt ceiling looming.
“It is clear we have entered a new phase where the dysfunction and paralysis in Washington is having a significant and deleterious impact on how consumers feel about the overall state of the economy and their personal financial situations,” writes McInturff in an analysis entitled “The Washington Economy.”
As evidence of his assertion, McInturff cites the Michigan Consumer Sentiment Index in the months leading up to the “fiscal cliff” fight last winter. From October to December, consumer confidence dipped from 82.6 to 72.9. (The Michigan Index is based on a 100-point scale.) McInturff notes that the index typically moves only a point or two a month, and that such large-scale moves within such a short time typically require a “signal event” like Hurricane Katrina (a 19.6-point drop in two months), Iraq invading Kuwait (15.4-point drop) or the Lehman Brothers collapse (15-point drop).
The “fiscal cliff” debate (a 9.7 point drop) and the 2011 debt ceiling showdown (15.8) fit neatly into that category of signal events, a remarkable reflection of how what happens — or, more accurately, doesn’t happen — in Washington reverberates around the country. (One remarkable factoid: The drop in consumer confidence during the “fiscal cliff” debate was larger than the one that followed the Sept. 11, 2001, terrorist attacks.)
The Michigan Index is not alone in showing the drastic impact on confidence that the seemingly endless fiscal fights in Washington are causing. In the summer of 2011 — at the heart of the debt ceiling debate — Gallup’s Economic Confidence Index showed a score of -54. (The lowest possible number is -100, the highest is 100.) At the end of 2012, confidence dipped again in the Gallup measurement — down to -22.
Now, it’s not all doom and gloom. Of late, the Michigan Index has been showing increased public confidence, hitting a three-month high of 76.3 this month. And, the Gallup number reached as high as -8 earlier this month —a five-year high— before dipping back down to -13 last week.
But, a look at the longer trend suggests that the country is in the grips of a broader crisis of confidence that Washington is making worse. Looking all the way back to 2008 when Gallup began testing economic confidence, the organization has never — repeat, never — turned out a positive confidence score in its daily tracking polling. And, as McInturff notes, the country is now in the midst of a historically long run of low confidence. It has been 59 months since the Michigan Index dropped below 65 and it has never been back above 85. That’s the longest recovery period of any time since World War II; in 1974, amid the Watergate scandal, the Michigan Index dropped below 65, but 30 months later it was over 85 again.
Then consider that the sequester seems all but certain to kick in on March 1, the potential for a government shutdown on March 31, and the debt ceiling debate returning later this summer and it seems clear that the current bump in confidence is likely to be short-lived. Put another way: We may well be in the eye of an economic confidence hurricane.
What’s clear from all the data is that a federal government that lurches from financial crisis to financial crisis as its normal course of business is doing a great disservice to a country badly looking to finds its footing again.
“It is important leaders in both parties begin to recognize how the tenor, tone and the outcome of the policy debates in Washington are actually retarding economic confidence in a way that makes building a sustained recovery more difficult,” concludes McInturff.
The warnings, from the debt ceiling fight through the “fiscal cliff” crisis, are clear. But, political Washington has shown a remarkable inability to heed them in the past few years. If that doesn’t change in the next three months, the impact on the nation’s economy could be drastic.

“Weather Vane Man”: Tracking Paul Ryan’s 5 Different Positions On The Sequester
House Republicans are attempting to blame Democrats and President Obama for “sequestration,” the automatic budget cuts that will begin taking effect on March 1 if Congress fails to avert them. But even as they cast that blame and ignore their own role in creation of the sequester, which wouldn’t exist had Republicans not refused to raise the debt ceiling in August 2011, Budget Committee Chairman Paul Ryan (R-WI) is expected to count the sequester’s automatic cuts in the next version of his budget, BuzzFeed reports:
According to two senior GOP aides familiar with Ryan’s thinking on the budget, the Wisconsin Republican and former vice presidential candidate will use the so-called sequester as part of the baseline level of spending for his budget.
Ryan’s position on the sequester has changed multiple times:
1. Helped make the sequester happen. Ryan was among the Republicans leading demands for spending cuts to offset a debt ceiling increase in the summer of 2011, and was among the leaders who refused to consider new revenues in those negotiations. Had Republicans not refused to raise the debt ceiling in the first place, the sequester wouldn’t exist.
2. Voted for plan to create the sequester, then bragged about it. Ryan took credit for the sequester in August 2011, bragging to Fox News that it guaranteed the massive budget cuts Republicans were seeking. “We got that in law,” he boasted. On the House floor, he said the Budget Control Act’s spending cuts were “a victory for those committed to controlling government spending.”
3. Called the sequester “devastating” during the presidential election. Ryan blasted Obama for wanting the sequester’s “devastating defense cuts” to take place during the presidential election, when he was the GOP’s vice presidential candidate.
4. Blamed the likelihood of the sequester occurring on Obama. The sequester “will probably occur” because “the president has not a proposal yet on the table,” Ryan told CBS News last week. “Don’t forget it’s the president who first proposed the sequester. It’s the president who designed the sequester as it is now designed,” he added.
5. Will include sequester cuts in his latest budget.
This is hardly a new strategy for Ryan, who crisscrossed the country blasting Obama for cutting Medicare spending even as he included the cuts in his last budget proposal and made even bigger changes to the program.

“Remember The Naysayers”: Senate Passes Expanded Violence Against Women Act
The Senate voted overwhelmingly Tuesday afternoon to pass legislation reauthorizing the Violence Against Women Act with expanded protections for gays, undocumented immigrants and Native American women who suffer from domestic abuse.
The final vote was 78-22. All Democrats and 23 Republicans voted for final passage. The bill now heads to the House, where GOP leaders are resisting some of its provisions.
“Today the Senate passed a strong bipartisan bill to reauthorize and strengthen the Violence Against Women Act,” President Obama said in a statement. “The bill passed by the Senate will help reduce homicides that occur from domestic violence, improve the criminal justice response to rape and sexual assault, address the high rates of dating violence experienced by young women, and provide justice to the most vulnerable among us. I want to thank Senator Leahy and his colleagues from both sides of the aisle for the leadership they have shown on behalf of victims of abuse. It’s now time for the House to follow suit and send this bill to my desk so that I can sign it into law.”
The 22 Republicans who voted against it were Sens. John Barrasso (WY), Roy Blunt (MO), John Boozman (AR), Tom Coburn (OK), John Cornyn (TX), Ted Cruz (TX), Mike Enzi (WY), Lindsey Graham (SC), Chuck Grassley (IA), Orrin Hatch (UT), James Inhofe (OK), Mike Johanns (NE), Ron Johnson (WI), Mike Lee (UT), Mitch McConnell (KY), Rand Paul (KY), Jim Risch (ID), Pat Roberts (KS), Marco Rubio (FL), Tim Scott (SC), Jeff Sessions (AL) and John Thune (SD).
The Senate rejected Republican-sponsored amendments to replace the bill with a scaled-back reauthorization and to eliminate a provision permitting Native American courts to try non-Native Americans accused of domestic abuse on tribal lands, which many Republicans say is unconstitutional because it would limit recourse for the accused in U.S. courts.
“Unfortunately, I could not support the final, entire legislation that contains new provisions that could have potentially adverse consequences,” Rubio said in a statement, voicing concerns with the makeup of funding for some of the VAWA programs. “Additionally, I have concerns regarding the conferring of criminal jurisdiction to some Indian tribal governments over all persons in Indian country, including non-Indians.”
The legislation also adopted an amendment by VAWA’s chief sponsor, Sen. Patrick Leahy (D-VT), providing law enforcement more tools to combat human trafficking (by a 93-5 vote), and another by Sen. Rob Portman (R-OH) to make sure child victims of sex trafficking are eligible to receive grant assistance (by a 100-0 vote).
VAWA expired in 2011 but has continued to receive funding through the appropriations process. Last authorized in 2005, law enforcement believes it needs to be streamlined. Last year the reauthroization fell prey to House Republican resistance to the expanded provisions. The broad, bipartisan passage of the reauthorization through the Senate now increases the pressure on House GOP leaders to act.
Republican leaders are again facing pressure from within their ranks to act. A letter sent Monday night and signed by 17 House GOP lawmakers nudges Speaker John Boehner (R-OH) and House Majority Leader Eric Cantor (R-VA) in the Senate’s direction, twice calling for a bipartisan bill. The House GOP’s version last year passed on a party-line vote.
“Now is the time to seek bipartisan compromise on the reauthorization of these programs. … We believe a bipartisan plan to reauthorize VAWA is more important than ever,” wrote Republican Reps. Rodney Davis (IL), Charlie Dent (PA), Rodney Frelinghuysen (NJ), Mike Fitzpatrick (PA), Jim Gerlach (PA), Chris Gibson (NY), Michael Grimm (NY), Richard Hanna (NY), David Joyce (OH), Leonard Lance (NJ), Frank LoBiondo (NJ), Patrick Meehan (PA), Shelly Moore-Capito (WV), Tom Reed (NY), Dave Reichert (WA), Jon Runyan (NJ) and Lee Terry (NE).
After the vote, Leahy and other key Democratic senators called on House Republicans to move speedily on the legislation. They said they’re proud to have held their ground on LGBT, immigrant and tribal provisions, saying all victims should be treated equally.
Although House Republicans dislike provisions covering LGBT and illegal-immigrant victims, their primary area of discomfort with the Senate bill is the tribal lands provision. Senior House GOP aides declined to comment, but top Republicans, led by Cantor, are leaning toward a middle path that provides legal recourse for those charged with domestic abuse in Native American courts by allowing them to appeal to U.S. courts.
Leahy declined to speculate on whether that compromise would be acceptable, saying the House should pass its legislation and the two chambers can then resolve their differences.
“[J]ust like last Congress, we all know it will take leadership from Speaker Boehner and Leader Cantor to move this bill forward,” Sen. Patty Murray (D-WA) told TPM. “The fate of VAWA still lies squarely on their shoulders and too many women have been left vulnerable while they have played politics.”

“The GOP’s Violence Problem”: Accepting Of Violent Language And Violent Behavior
As The Plum Line‘s Greg Sargent rightly points out, the Republican Party has much bigger problems than inviting a washed-up whackjob like Ted Nugent to the State of the Union. Sargent says the “problem is the perpetual winking and nodding to The Crazy.”
I would take that further and say not only does the Republican leadership condone The Crazy, but also the violent tendencies associated with this type of dangerous ideology. Whether it is refusing to back the Violence Against Women Act, fighting against every single sensible gun law, promoting military force over diplomacy or failing to condemn violent rhetoric toward President Obama — the GOP is gaining a reputation of a political party that cynically accepts violent language and behavior.
Here are a few examples of why the GOP has a violence problem.
Inviting Ted Nugent To The State Of The Union
In an appallingly insensitive move, gun-crazy congressman Steve Stockman (R-TX) invited right-wing rocker Ted Nugent to Tuesday night’s State of the Union address, where he will be joined by more than 20 gun violence survivors to watch the president talk about his gun safety proposals.
Nugent was recently investigated by the Secret Service for threatening remarks he made towards President Obama. Nugent has referred to the president as “an evil, dangerous man who hates America and hates freedom,” going on to warn that “we need to fix this as soon as possible.” But it was his ominous warning that he “will either be dead or in jail by this time next year” if Obama won re-election that got the attention of the men in black.
The Educational Fund to Stop Gun Violence put out a press release Tuesday condemning the Nugent invitation. ”I can’t think of any public figure less appropriate for such an occasion,” said executive director Josh Horwitz. But where are the condemnations from the Republican leadership?
Blocking The Violence Against Women Act
House Republicans are holding up reauthorization of the traditionally bipartisan Violence Against Women Act (VAWA) because there are provisions to protect immigrants, the LGBT community, and Native Americans. Even some House GOPers sent a letter to House Speaker John Boehner (R-OH) and House Majority Leader Eric Cantor (R-VA), urging them to immediately reauthorize VAWA. Maybe someone checked the last election results that showed a majority of women voted for Barack Obama and Democrats. In fact, the 20-point gender gap was the largest in history and marked the sixth straight presidential election in which the majority of women voted Democratic.
In the video (http://youtu.be/AqoGTD1Mlw4), Sen. Maria Cantwell (D-WA) slams Senate Republicans for attempting to remove tribal provisions from the Violence Against Women Act.
Attacking Hagel For Not Being Hawkish Enough
Many Republicans prefer military action over diplomacy and are suspicious of people like Vietnam veteran and Obama defense secretary nominee Chuck Hagel for saying military force should always be a last resort after exhausting every other method.
The New York Times quoted former Deputy Secretary of State Richard Armitage as saying that “this is the neocons’ worst nightmare because you’ve got a combat soldier, successful businessman and senator who actually thinks there may be other ways to resolve some questions other than force.”
Failing to Condemn Violent Rhetoric From The Right
The Republican leadership has failed to condemn the militant tendencies of the Tea Party movement and other right-wing sources. Examples include Sarah Palin’s electoral map that targeted Democratic districts (including that of Gabrielle Giffords) with crosshairs, and Florida congresswoman and DNC chair Debbie Wasserman Schultz’s Republican opponent shooting at a human-shaped target with Wasserman Schultz’s initials on it.
But perhaps the most outrageous act was directed against Ms. Giffords in June 2010, only six months before her life was changed forever by gun violence during the Tucson mass shooting and three months after her campaign office was vandalized following the Palin crosshairs incident. Giffords’ Republican opponent Jesse Kelly held a gun-themed fundraiser at which supporters could shoot an M-16 rifle with Kelly. This is how the event was promoted: “Get on Target for Victory in November. Help remove Gabrielle Giffords from office. Shoot a fully automatic M16 with Jesse Kelly.”
Well, maybe that isn’t even the most despicable example. In 2009, Rep. Gregg Harper (R-MS) told Politico that “we hunt liberal, tree-hugging Democrats, although it does seem like a waste of good ammunition.”

“Heads-Up”: Republican Post State Of The Union Whining Today
Here’s a heads-up: After President Obama delivers his State of the Union address tomorrow, Republicans will wave their hands in front of their faces and whine that it was viciously, horribly, frighteningly “partisan.” And what will this partisanship consist of? Hold on to your hat here. He’s expected to argue for the same policies he has been arguing for and pursuing for the last four years. If the Republican members of Congress restrain themselves from shouting “You lie!” during the speech, it’ll only be because of their superior breeding and manners.
This, of course, is a follow-up to Obama’s inauguration speech, which was condemned by Republicans not because he said anything mean about them, but because he talked about some of the policies he prefers. That, you see, is “partisanship,” and when the other side does it, it’s beyond the pale. So in today’s Politico, under the headline “Obama’s State of the Union: Aggressive,” we read, without any particular evidence for the assertion, that the SOTU “will be less a presidential olive branch than a congressional cattle prod.” Surely this will be the first time a president ever used the speech to encourage Congress to pass legislation he supports. “That strategy has its dangers,” the article goes on. “If Americans perceive Obama as too partisan, he’ll lose a serious share of his personal popularity.” All that’s missing is a quote from Bill Galston explaining how the President is courting doom by not adopting Republican policy positions (I assume Galston was busy over the weekend).
You might say that because he originally ran for office promising to bring Republicans and Democrats together, Obama has a special responsibility to be accommodating to the other side. But let’s not forget that nearly every president comes into office promising to bring Republicans and Democrats together. Remember George W. “I’m a uniter, not a divider” Bush? Bill Clinton said it, too. But Obama seems to get an unusual amount of criticism from both his opponents and folks in the media for doing the same things that every president does, with every article an opportunity to remind readers that in 2008 he ran promising to bring people together.
Let me offer a prediction about tomorrow’s speech. There will be a good deal of now-familiar language about how he’s open to ideas from anywhere, and how if we all just be honest with each other we can come up with common-sense solutions to our problems. He’ll make a couple of good-natured jokes at his opponents’ expense (something Ronald Reagan particularly loved to do in his SOTUs). And he’ll go into numbing detail about his policy agenda. In other words, it’ll be a lot like every other SOTU in the last 20 or 30 years. And afterward, Republicans will cry that it was the most partisan State of the Union speech they’ve ever heard, and claim that they were all ready to work with him, but after being so terribly insulted, they just have no alternative but to oppose everything Obama wants to do, hold up his nominees, and proclaim him to be the enemy of American values.
