Economic Illiteracy: GOP Catering To Tea Party Ignorance On Debt Ceiling
What happens when you take the certainty of an ideologue, mix in an unhealthy dose of economic illiteracy, shameless demagoguery, and bring the combustible mix to a boil on the national stage? Quite possibly national default and a new recession.
The nature of this mix—and the corner into which GOP leaders have painted themselves—is neatly illustrated in the latest poll numbers from The Washington Post and the Pew Research Center.
As the Post’s Chris Cillizza and Aaron Blake note today:
The data suggests that those who identify as Republicans who are supportive of the tea party not only view themselves as far more educated than the average person on the current debt debate, but are also far more worried about the impact if the debt limit is increased.
More than eight in 10 tea party supporters (81 percent) said they understand “what would happen if the government does not raise the federal debt limit” — far more than the 55 percent of all respondents who said the same thing.
Three quarters of tea party supporters said that they were more concerned that raising the debt ceiling would “lead to higher government spending and make the national debt bigger,” while just 19 percent said they were more worried that “not raising the debt limit would force the government into default and hurt the nation’s economy.”

The message from the numbers? Tea party backers simply don’t believe that not raising the debt limit by Aug. 2 is all that big a deal — and they feel that way because they believe they understand the issue inside and out.

If a significant chunk of his House members don’t fear the consequences of a default, it’s very difficult for Boehner to make the case for the fierce urgency of now in the debt debate.
While the overwhelming number of economists—and even prominent non-economists like John Boehner and Mitch McConnell, who have both stated that not raising the debt ceiling is unthinkable—say that failure to raise the debt ceiling could have a host of nasty consequences for the economy, like a global financial crisis, downgrading of the U.S. credit rating, and a second recession … the Tea Party crowd has anointed itself a group of experts who know better.
This is why Eric Cantor could with a (presumably) straight face argue yesterday that the GOP’s great concession in this debate was considering a debt ceiling increase at all. But sorry, our base is too wound up in its own misconceptions to allow us to do the slam dunk right thing for the county is the politics of cowardice. And it’s a brand that Cantor, who has referred to the debt ceiling crisis as a “leverage moment”—an opportunity for the GOP to extract concessions in order to be forced to do the right thing—has played with either cold cynicism or reckless stupidity.
Then there’s Boehner, who acknowledges the debt ceiling must be raised but cloaks it in the language of Obama getting “his” rise in the debt ceiling—as if keeping the country from an economic disaster is some parochial, partisan, hobby.
No less a publication than The Economist, hardly a hotbed of socialist foment, recently called the GOP position “economically illiterate and disgracefully cynical.” I think that’s about right.

A False Equivalency: Don’t Blame ‘Both Sides’ For Debt Impasse
Washington has many lazy habits, and one of the worst is a reflexive tendency to see equivalence where none exists. Hence the nonsense, being peddled by politicians and commentators who should know better, that “both sides” are equally at fault in the deadlocked talks over the debt ceiling.
This is patently false. The truth is that Democrats have made clear they are open to a compromise deal on budget cuts and revenue increases. Republicans have made clear they are not.
Put another way, Democrats reacted to the “grand bargain” proposed by President Obama and House Speaker John Boehner by squawking, complaining and highlighting elements they didn’t like. This is known throughout the world as the way to begin a process of negotiation.
Republicans, by contrast, answered with a definitive “no” and then covered their ears. Given the looming Aug. 2 deadline for default if the debt ceiling is not raised, the proper term for this approach is blackmail.
Yet the “both sides are to blame” narrative somehow gained currency after Boehner announced Saturday that House Republicans would not support any increase in revenue, period. A false equivalence was drawn between the absolute Republican rejection of “revenue-positive” tax reform and the less-than-absolute Democratic opposition to “benefit cuts” in Medicare and Social Security.
The bogus story line is that the radical right-wing base of the GOP and the radical left-wing base of the Democratic Party are equally to blame for sinking the deal.
Leave aside, for the moment, the fact that in the Obama-Boehner proposal, there would be roughly three dollars’ worth of budget cuts for every dollar of new revenue. Don’t pause to ask whether it makes sense to slash government spending when the economy is still sputtering out of the worst recession in decades. Instead, focus narrowly on the politics of the deal.
It is true that House Minority Leader Nancy Pelosi howled like a blindsided politician when she learned that entitlement programs were on the table. But her objections — and those of Democrats in general — are philosophical and tactical, not absolute.
Progressives understand that Medicare and Social Security are not sustainable on their current trajectories; in the long term, both must have their revenue and costs brought into balance. Pelosi’s position is that each program should be addressed with an eye toward sustainability — not as a part of a last-minute deal for a hike in the debt ceiling that covers us for two or three years.
It’s also true that Democrats believe they can win back a passel of House seats next year by highlighting the GOP plan to convert Medicare into a voucher program. They don’t want Republicans to be able to point and say, “See, the Democrats want to cut Medicare, too.”
There’s nothing in these Democratic objections, however, that couldn’t be creatively finessed. You can claim you haven’t actually “cut” a benefit, for example, if what you’ve done is restrained the rate at which its cost will grow. You can offset spending with new revenue, and you can do so in a way that gives low-income taxpayers a break. Democrats left the door open and these options could have been explored.
The story on the Republican side is entirely different. There are ways to finesse a “no new taxes” pledge, too. Instead of raising tax rates, you close loopholes in the name of reform; you add an enhancement here, a “user fee” there, and you can manage to get the revenue you need and still claim you haven’t voted to raise taxes.
But Republicans are taking the position that not a cent of new revenue can be raised, no matter the euphemism. Some Democrats, yes, are being scratchy and cantankerous. But Republicans are refusing to negotiate at all. That’s not the same thing.
I understand why President Obama, in his news conference Monday, chided “each side” for taking a “maximalist position.” For political and practical reasons, it’s advantageous for him to be seen as an honest broker.
Meanwhile, though, the clock ticks toward Aug. 2 and the possibility of a catastrophic default becomes more real. And no one should be confused about what the president confronts: On one side, grousing and grumbling. On the other, a brick wall.

Leader Of A Cadre Of Children: It Sucks To Be John Boehner
Mea culpa.
I confess that I have often picked on, made fun of, and generally disparaged Speaker of the House John Boehner only to now find myself feeling a measure of remorse for having done so.
It turns out that Speaker Boehner may be the only semi-reasonable man left in the Republican Party.
Yes, I know that Boehner has himself to blame for the role he played in opening the doors of Congress to the unyielding and unreasonable Members swept into office by the Tea Party rebellion in 2010. Yes, Boehner has spent far too many years cozying up to Wall Street and protecting the interests of big business at the expense of the middle class.
And just in case you’re wondering, I have not forgotten that John Boehner has long been quick to condemn the White House for the jobs crisis while doing absolutely nothing to assist in creating policy that would help solve the problem. Boehner has been a continuing impediment to growing American jobs by working with Obama on infrastructure legislation or any other valuable stimulus that could make a big difference for the many who are suffering from extended unemployment.
Still, you have to admit that it sucks to be John Boehner.
Imagine if you had to make decisions regarding the successful operation of your own home and your three year old, five year old and two year old each had a full vote in the decisions that are ultimately taken.
Say it’s time to buy the new family car. The two eldest of the three kids decide that the only sensible vehicle to purchase would be an ice cream truck filled to the top with Good Humor ice cream bars and, as an added option, comes with the happy song that streams from the scratchy PA system perched on the roof.
From the point of view of children of such an age, this choice makes total sense.
Yet, when the grown-ups must point out that such a purchase would neither be practical nor in the best interest of the family and cast their votes for a new, American made family minivan, it is left to the two year old to break the tie.
That can’t be good.
Welcome to John Boehner’s world – a world where he is the leader of a cadre of children who have yet to mature to the point where they warrant election to the post of school hall monitor let alone the halls of Congress.
As David Brooks wrote in his New York Times column earlier this week complaining about the GOP’s inability to just say yes to a good deal on the deficit-
That’s because the Republican Party may no longer be a normal party. Over the past few years, it has been infected by a faction that is more of a psychological protest than a practical, governing alternative.
The members of this movement do not accept the logic of compromise, no matter how sweet the terms. If you ask them to raise taxes by an inch in order to cut government by a foot, they will say no. If you ask them to raise taxes by an inch to cut government by a yard, they will still say no.
The members of this movement do not accept the legitimacy of scholars and intellectual authorities. A thousand impartial experts may tell them that a default on the debt would have calamitous effects, far worse than raising tax revenues a bit. But the members of this movement refuse to believe it.” Via New York Times
I don’t know about your experience, but what Brooks describes sounds an awful lot like my own kids before they were old enough to reason and make adult decisions.
If these immature Members of Congress were not enough of a problem for an old school deal maker like Boehner, the Speaker has to contend with a scheming GOP Majority Leader in Eric Cantor who waits behind every door with a dagger aimed squarely at his boss’s heart.
I wouldn’t bet against Cantor’s ultimate success in playing Brutus to Boehner’s Caesar as the Speaker remains caught between a Ba-rack and a Tea Party with nowhere to turn to get out of the mess.
Speaker Boehner knows the debt ceiling must be raised and has been willing to publicly say so as recently as this morning. He also knows that Congress must take great care to do nothing to further stifle the struggling economy just as he realizes all too well that he will need Democratic votes to get whatever deal he cuts with the President through the House as he won’t be able to count on his own Members.
This leaves Boehner to walk an impossible line between doing what he believes is necessary for the nation he is charged with governing and those who would ride the country into the ground in order to protect wealthy industries from losing a few unnecessary tax subsidies or, even worse, support keeping the economy mired in quicksand in order to better evict Barack Obama from the White House.
E.J. Dionne summed it up this way –
I’d actually feel bad for Boehner — an old-fashioned sort who’d normally reach for a deal — if he and his party had not shamelessly stoked the Tea Party to win power. The GOP is now reaping the whirlwind, and Boehner may be forced to choose between his country and his job. Via Washington Post
Unlike Dionne, I actually do feel badly for Boehner as he tries to make a deal and still hold onto his job. And I will feel more than badly for the entire nation should we find ourselves with Eric Cantor sitting in the seat of the Speaker of the House of Representatives.
Whether you sympathize with the man or, like Dionne, believes he is just getting what’s coming to him, you have to to agree on one thing –
It truly does suck to be John Boehner.

“You Talkin’ To Me?”: Obama Calls The GOP’s Bluff
Here’s how to negotiate, GOP-style: Begin by making outrageous demands. Bully your opponents into giving you almost all of what you want. Rather than accept the deal, add a host of radical new demands. Observe casually that you wouldn’t want anything bad to happen to the hostage you’ve taken — the nation’s well-being. To the extent possible, look and sound like Jack Nicholson in “The Shining.”
This strategy has worked so well for Republicans that it’s no surprise they’re using it again, this time in the unnecessary fight over what should be a routine increase in the debt ceiling. This time, however, something different is happening: President Obama seems to be channeling Robert De Niro in “Taxi Driver.” At a news conference last Wednesday, Obama’s response to the GOP was, essentially, “You talkin’ to me?”
Obama’s in-your-face attitude seems to have thrown Republicans off their stride. They thought all they had to do was convince everyone they were crazy enough to force an unthinkable default on the nation’s financial obligations. Now they have to wonder if Obama is crazy enough to let them.
He probably isn’t. But the White House has kept up the pressure, asserting that the real deadline for action by Congress to avoid a default isn’t Aug. 2, as the Treasury Department said, but July 22; it takes time to write the needed legislation, officials explained. Tick, tick, tick . . .
“Malia and Sasha generally finish their homework a day ahead of time,” Obama said, gratuitously — but effectively — comparing his daughters’ industry with congressional sloth. “It is impressive. They don’t wait until the night before. They’re not pulling all-nighters. They’re 13 and 10. Congress can do the same thing. If you know you’ve got to do something, just do it.”
Obama’s pushing and poking are aimed at Republicans who control the House, and what he wants them to “just do” is abandon the uncompromising position that any debt-ceiling deal has to include big, painful budget cuts but not a single cent of new tax revenue.
The president demands that Congress also eliminate “tax breaks for millionaires and billionaires . . . oil companies and hedge fund managers and corporate jet owners.” Without these modest increases in revenue, he says, the government will have to cut funding for medical research, food inspection and the National Weather Service. Also, presumably, whatever federal support goes to puppies and apple pie.
In truth, some non-millionaires who never fly on corporate jets would also lose tax breaks under the president’s proposal. And it’s hard to believe that the first thing the government would do, if Congress provides no new revenue, is stop testing ground beef for bacteria. But Obama is right that the cuts would be draconian — and he’s right to insist that House Republicans face reality.
My view, for what it’s worth, is that now is the wrong time for spending cuts or tax increases — that it’s ridiculous to do anything that might slow the lumbering economic recovery, even marginally. But if there have to be cuts, then Republicans must be forced to move off the no-new-revenue line they have drawn in the sand.
Even if they move just an inch, the nation’s prospects become much brighter. This fight is that important.
Every independent, bipartisan, blue-ribbon panel that has looked at the deficit problem has reached the same conclusion: The gap between spending and revenue is much too big to be closed by budget cuts alone. With fervent conviction but zero evidence, Tea Party Republicans believe otherwise — and Establishment Republicans, who know better, are afraid to contradict them.
The difficult work of putting the federal government on sound fiscal footing can’t begin as long as a majority in the House rejects simple arithmetic on ideological grounds.
“I’ve met with the leaders multiple times,” Obama said, referring to House Speaker John Boehner and Senate Minority Leader Mitch McConnell. “At a certain point, they need to do their job.” The job he means is welcoming fantasy-loving Republicans to the real world, and it has to be done.
The stakes are perilously high, but Obama does have a doomsday option: If all else fails, he can assert that a section of the 14th Amendment — “The validity of the public debt of the United States, authorized by law . . . shall not be questioned” — makes the debt limit unconstitutional and instructs him to take any measures necessary to avoid default.
Maybe that’s why, in this stare-down, the president doesn’t seem inclined to blink.

“Consent” For The Public Good: What Our Declaration Of Independence Really Said
Our nation confronts a challenge this Fourth of July that we face but rarely: We are at odds over the meaning of our history and why, to quote our Declaration of Independence, “governments are instituted.”
Only divisions this deep can explain why we are taking risks with our country’s future that we’re usually wise enough to avoid. Arguments over how much government should tax and spend are the very stuff of democracy’s give-and-take. Now, the debate is shadowed by worries that if a willful faction does not get what it wants, it might bring the nation to default.
This is, well, crazy. It makes sense only if politicians believe — or have convinced themselves — that they are fighting over matters of principle so profound that any means to defeat their opponents is defensible.
We are closer to that point than we think, and our friends in the Tea Party have offered a helpful clue by naming their movement in honor of the 1773 revolt against tea taxes on that momentous night in Boston Harbor.
Whether they intend it or not, their name suggests they believe that the current elected government in Washington is as illegitimate as was a distant, unelected monarchy. It implies something fundamentally wrong with taxes themselves or, at the least, that current levels of taxation (the lowest in decades) are dangerously oppressive. And it hints that methods outside the normal political channels are justified in confronting such oppression.
We need to recognize the deep flaws in this vision of our present and our past. A reading of the Declaration of Independence makes clear that our forebears were not revolting against taxes as such — and most certainly not against government as such.
In the long list of “abuses and usurpations” the Declaration documents, taxes don’t come up until the 17th item, and that item is neither a complaint about tax rates nor an objection to the idea of taxation. Our Founders remonstrated against the British crown “for imposing taxes on us without our consent.” They were concerned about “consent,” i.e. popular rule, not taxes.
The very first item on their list condemned the king because he “refused his assent to laws, the most wholesome and necessary for the public good.” Note that the signers wanted to pass laws, not repeal them, and they began by speaking of “the public good,” not about individuals or “the private sector.” They knew that it takes public action — including effective and responsive government — to secure “life, liberty and the pursuit of happiness.”
Their second grievance reinforced the first, accusing the king of having “forbidden his governors to pass laws of immediate and pressing importance.” Again, our forebears wanted to enact laws; they were not anti-government zealots.
Abuses three through nine also referred in some way to how laws were passed or justice was administered. The document doesn’t really get to anything that looks like Big Government oppression (“He has erected a multitude of new offices, and sent hither swarms of officers to harrass our people, and eat out their substance”) until grievance No. 10.
This misunderstanding of our founding document is paralleled by a misunderstanding of our Constitution. “The federal government was created by the states to be an agent for the states, not the other way around,” Gov. Rick Perry of Texas said recently.
No, our Constitution begins with the words “We the People” not “We the States.” The Constitution’s Preamble speaks of promoting “a more perfect Union,” “Justice,” “the common defense,” “the general Welfare” and “the Blessings of Liberty.” These were national goals.
I know states’ rights advocates revere the 10th Amendment. But when the word “states” appears in the Constitution, it typically is part of a compound word, “United States,” or refers to how the states and their people will be represented in the national government. We learned it in elementary school: The Constitution replaced the Articles of Confederation to create a stronger federal government, not a weak confederate government. Perry’s view was rejected in 1787 and again in 1865.
We praise our Founders annually for revolting against royal rule and for creating an exceptionally durable system of self-government. We can wreck that system if we forget our Founders’ purpose of creating a representative form of national authority robust enough to secure the public good. It is still perfectly capable of doing that. But if we pretend we are living in Boston in 1773, we will draw all the wrong conclusions and make some remarkably foolish choices.
