“The Religion Of Unreason”: Creeds Are Not Built Up Out Of Facts

I think it’s safe to say that this period in history is one in which liberals have felt unusually exasperated with conservatives, perhaps more than ever before. I can say this with some confidence as a liberal who runs in liberal circles; it may well be that conservatives are also more exasperated with liberals than they have ever been. Our ability to feed that exasperation is driven by the fact that, for all the polarization of information sources, we’re actually more aware of what people on the other side say than we ever have been before. Fifteen years ago, I would have had no idea if Rush Limbaugh said something offensive, but today (once it rises to a certain level of horror), Media Matters will record it and put it on their web site, the Huffington Post will put it on their web site, and half a dozen people in my Twitter feed will let me know it happened. So there are all kinds of new ways to become appalled with your opponents.

And there’s nothing we liberals find more frustrating than the contemporary conservative aversion to facts, particularly on a few select topics, none more than health care. We like to think of ourselves as rational, thoughtful people, who arrive at our opinions after careful consideration, while the other side is fed by prejudices, insane conspiracy theories, and an inability to admit when the world doesn’t turn out the way they thought it would. Conservatives find this to be an unfair caricature, but they can’t deny that many, many people on their side are—let’s be charitable and say unconcerned—with the truth of the world. Barack Obama is a natural-born citizen, Hillary Clinton didn’t engineer Benghazi for nefarious ends, there were no death panels, the ACA doesn’t explode the deficit, people did indeed sign up for insurance, a system where people get subsidies from the government to buy private health policies they can use at private doctors is not “socialism,” and so on. And yet these ideas persist. With characteristic eloquence, Gary Wills explains why:

The irrelevance of evidence in the face of sacred causes explains the dogged denial of global warming, the deep belief that the Obama Administration was responsible for the killing of Ambassador J. Christopher Stevens in Benghazi and that Obama is not a legitimate American. To go back farther, it explains the claims that FDR arranged for the attack on Pearl Harbor and gave much of the world away to Stalin at Yalta (an idea Joe Scarborough is still clinging to). Repealing Obamacare will eventually go the way of repealing the New Deal. But the opposition will never fade entirely away—and it may well be strong enough in this year’s elections to determine the outcome. It is something people are willing to sacrifice for and feel noble about. Creeds are not built up out of facts. They are what make people reject all evidence that guns are more the cause of crime than the cure for it. The best preservative for unreason is to make a religion of it.

The priests of that religion are the media figures who pass down the injunctions from on high, telling their flocks what they should believe, whom they should hate, and what they should be angry about today. And the politicians? Some no doubt truly believe when they kneel at the altar. Others go through the motions, with an eye cast back over their shoulder at the pews to make sure everyone sees their piety. And some may even be looking forward to the time when a few of the religion’s more absurd tenets fall by the wayside, so they can tell the congregants what they want to hear without feeling like they’re feeding the madness of some unhinged cult.

“The Populist Imperative”: Like It Or Not, The Simple Fact Is That Americans “Get” Inequality

“The outstanding faults of the economic society in which we live are its failure to provide for full employment and its arbitrary and inequitable distribution of wealth and incomes.”

John Maynard Keynes wrote that in 1936, but it applies to our own time, too. And, in a better world, our leaders would be doing all they could to address both faults.

Unfortunately, the world we actually live in falls far short of that ideal. In fact, we should count ourselves lucky when leaders confront even one of our two great economic failures. If, as has been widely reported, President Obama devotes much of his State of the Union address to inequality, everyone should be cheering him on.

They won’t, of course. Instead, he will face two kinds of sniping. The usual suspects on the right will, as always when questions of income distribution comes up, shriek “Class warfare!” But there will also be seemingly more sober voices arguing that he has picked the wrong target, that jobs, not inequality, should be at the top of his agenda.

Here’s why they’re wrong.

First of all, jobs and inequality are closely linked if not identical issues. There’s a pretty good although not ironclad case that soaring inequality helped set the stage for our economic crisis, and that the highly unequal distribution of income since the crisis has perpetuated the slump, especially by making it hard for families in debt to work their way out.

Moreover, there’s an even stronger case to be made that high unemployment — by destroying workers’ bargaining power — has become a major source of rising inequality and stagnating incomes even for those lucky enough to have jobs.

Beyond that, as a political matter, inequality and macroeconomic policy are already inseparably linked. It has been obvious for a long time that the deficit obsession that has exerted such a destructive effect on policy these past few years isn’t really driven by worries about the federal debt. It is, instead, mainly an effort to use debt fears to scare and bully the nation into slashing social programs — especially programs that help the poor. For example, two-thirds of the spending cuts proposed last year by Representative Paul Ryan, the chairman of the House Budget Committee, would have come at the expense of lower-income families.

The flip side of this attempt to use fiscal scare tactics to worsen inequality is that highlighting concerns about inequality can translate into pushback against job-destroying austerity, too.

But the most important reason for Mr. Obama to focus on inequality is political realism. Like it or not, the simple fact is that Americans “get” inequality; macroeconomics, not so much.

There’s an enduring myth among the punditocracy that populism doesn’t sell, that Americans don’t care about the gap between the rich and everyone else. It’s not true. Yes, we’re a nation that admires rather than resents success, but most people are nonetheless disturbed by the extreme disparities of our Second Gilded Age. A new Pew poll finds an overwhelming majority of Americans — and 45 percent of Republicans! — supporting government action to reduce inequality, with a smaller but still substantial majority favoring taxing the rich to aid the poor. And this is true even though most Americans don’t realize just how unequally wealth really is distributed.

By contrast, it’s very hard to communicate even the most basic truths of macroeconomics, like the need to run deficits to support employment in bad times. You can argue that Mr. Obama should have tried harder to get these ideas across; many economists cringed when he began echoing Republican rhetoric about the need for the federal government to tighten its belt along with America’s families. But, even if he had tried, it’s doubtful that he would have succeeded.

Consider what happened in 1936. F.D.R. had just won a smashing re-election victory, largely because of the success of his deficit-spending policies. It’s often forgotten now, but his first term was marked by rapid economic recovery and sharply falling unemployment. But the public remained wedded to economic orthodoxy: by a more than 2-to-1 majority, voters surveyed by Gallup just after the election called for a balanced budget. And F.D.R., unfortunately, listened; his attempt to balance the budget soon plunged America back into recession.

The point is that of the two great problems facing the U.S. economy, inequality is the one on which Mr. Obama is most likely to connect with voters. And he should seek that connection with a clear conscience: There’s no shame in acknowledging political reality, as long as you’re trying to do the right thing.

So I hope we’ll hear something about jobs Tuesday night, and some pushback against deficit hysteria. But if we mainly hear about inequality and social justice, that’s O.K.

“What Neocon Revival?”: The Illusion Of GOP Ideological Diversity

It’s a bit startling to see the New York Times‘ David Brooks pen a column headlined “The Neocon Revival,” which speaks confidently about “neoconservatism” as an internally consistent perspective on public life that once dominated the conservative movement and the Republican Party (and apparently should again!). In 2004, the self-same David Brooks contributed an essay to a book entitled The Neocon Reader that suggested the very label was more or less an anti-Semitic slur (“If you ever read a sentence that starts with ‘Neocons believe,’ there is a 99.44 per cent chance everything else in that sentence will be untrue.”).

If Brooks is now giving us all permission to talk about neoconservatism without raising a presumption of ethnic or partisan poison, I’d argue that his brief manifesto is curiously detached from both the historical and contemporary realities of conservatism and of the Republican Party. Brooks is right that “neoconservatism” (a term actually popularized by democratic socialist Michael Harrington to refer to thinkers and doers who were largely still on the ideological Left and/or affiliated with the Democratic Party) was originally “about” domestic as much as international policy. Its most recent identification with George W. Bush’s foreign policies, or with post-Bush advocates of an aggressive internationalism and often of Islamophobia, is hardly an accident, but also isn’t the whole story.

Having said that, Brooks commits an act of grand larceny in claiming for neoconservatism the legacy of Ronald Reagan, not to mention that of Teddy and Franklin Roosevelt, with whom he shoehorns RR in an unlikely triptych. At least that seems to be what he is doing; the column constantly shifts from politicians to writers ranging from Irving Kristol to Richard John Neuhaus and even George Will in defining the kind of conservatism Brooks identifies with “neoconservatism” and with the successful GOP of the 1980s, which happily accepted the modern welfare state and simply wanted to harness it to conservative social goals and to national greatness.

Reading this piece, you might well forget about Ronald Reagan’s deep roots in conservative rejection of the New Deal and Great Society (he opposed both Medicare and the Civil Rights Act), or his administration’s efforts (not ultimately very successful) to use the budget process and executive powers to unravel the social safety net. You might also skip over, as Brooks does, the conservatism of the 1990s (which is interesting insofar as Brooks cut his teeth at The Weekly Standard–itself often associated with “neoconservatism”–which proclaimed itself the tribune of a “Republican Revolution” that would roll back liberalism’s accomplishments in every direction). And only someone with a wildly exaggerated idea of “compassionate conservatism” would conclude that the George W. Bush era of the GOP was characterized by happy acceptance of the welfare state.

But the oddest thing about Brooks’ column is its headline, to which he should have objected violently if he did not suggest it himself. If “neocons,” defined as people who look fondly on TR and FDR as well as that sunny welfare state advocate Ronald Reagan, are enjoying some sort of “revival,” where is it? Brooks himself says “[t]he Republican Party is drifting back to a place where it appears hostile to the basic pillars of the welfare state: to food stamps, for example.” It’s pretty hilarious to call that a “drift,” or to attribute it to some long-lost pre-Reagan impulse. The Reagan administration tried to dump the food stamp program on the states as a way station to its elimination, even as it sought to “cap” federal responsibility for Medicaid, much as Paul Ryan is trying to do today. Beyond that, who among major Republican politicians is resisting this supposed “drift,” and where is the “revival” of a tradition opposing it?

In this as in other respects, Brooks resembles other “conservative reformers” (notably his New York Times colleague Ross Douthat) who regularly lay out policy prescriptions that would get them tarred and feathered in any gathering of rank-and-file Republicans, but then more or less loyally follow the party line anyway, creating the illusion of ideological diversity. Douthat and Reihen Salam wrote an interesting book in 2009 prescribing the same sort of welfare-state-accomodation strategy that Brooks seems to be endorsing. It became associated by rhetorical osmosis with Tim Pawlenty, because they used his motto of “Sam’s Club Republicanism.” T-Paw promptly ran for president in 2012 and staked his candidacy to a failed effort to become an electable right-wing alternative to Mitt Romney. Was he a “Sam’s Club Republican” happily arguing for a more family-friendly welfare state? Probably not on the day that he signed onto the vicious “Cut, Cap, Balance” pledge that represents a death sentence for the New Deal and Great Society.

The trouble is that the conservative movement and Republican Party that Brooks and Douthat like to talk about has never existed in living memory, and isn’t likely to exist in the foreseeable future. Perhaps they have other reasons for affiliating with a political movement that so routinely ignores their advice (in Douthat’s case, I suspect his RTL self-identification is the crucial factor).

With respect to the column at hand, the very slim case for a “neocon revival” now depends on politicians like Chris Christie and Marco Rubio who are almost certainly about to spend the next couple of years snuggling up to the Tea Folk and disagreeing with Rand Paul or Ted Cruz mainly on the foreign policy grounds Brooks tells us don’t actually define neoconservatism. But by 2016, I’m reasonably sure David will have found in Christie or Rubio or someone else the flickering flame of an ideology that he mistakenly remembers as Ronald Reagan’s and mistakenly projects as the wave of the future.

Public Perceptions And The Limited Value Of Recent History

CNN’s Candy Crowley made a noteworthy comment on the air last night, and we’ve heard similar remarks from other media figures quite a bit lately. The subject was President Obama’s prospects for a second term.

“He has to buck history, number one, a president with that kind of high unemployment rate has never been re-elected at 9 percent.”

At first blush, the observation is plainly false. Franklin Delano Roosevelt won a second term when unemployment was at 17%.

In fairness, though, Crowley probably just misspoke, and meant to refer to the post-Depression era. But even if we give her the benefit of the doubt here, the observation is largely pointless.

As a factual matter, it’s true that every president since FDR who’s won re-election has seen an unemployment rate below 7.2%. Will the unemployment rate fall below 7.2% by Election Day 2012? No one, anywhere, believes this is even remotely realistic.

But the context matters, and the media routinely pretends it doesn’t exist. No president since FDR has won with a high unemployment rate because no president since FDR has had to govern at a time of a global economic crisis like the Great Depression or the Great Recession. The U.S. has seen plenty of downturns over the last eight decades, but financial collapses are fairly rare, produce far more severe conditions, and take much longer to recover from.

Of course the unemployment rate won’t be below 7.2%. Under the circumstances and given the calamity Obama inherited, that’s impossible.

The more relevant question is what Americans are willing to tolerate and consider in context. In 1934, during FDR’s first midterms, the unemployment rate was about 22%. The public was thrilled — not because a 22% unemployment rate is good news, but because it had come down considerably from 1932. By 1936, when FDR was seeking re-eleciotn, the unemployment rate was about 17%. How can an incumbent president win re-election with a 17% unemployment rate? Because things were getting better, not worse.

That’s obviously the challenge for President Obama. The numerical thresholds are largely irrelevant — comparing the current economic circumstances to what other modern presidents have dealt with is silly. The more relevant metric is directional — are things better or getting worse by the time voters head to the polls, and if worse, who gets the blame.

What’s more, let’s also not lose sight of sample sizes. CNN’s Crowley made it seem as if no American president has ever won a second term with this high an unemployment rate. But even if we limit the analysis to the post-FDR era, as Dana Houle explained a couple of months ago, “Since FDR only Eisenhower, Nixon, Carter, Reagan, Clinton and the two Bush’s have been elected president and then sought reelection. It’s hard to draw big conclusions from a sample of seven.”

If the media is preoccupied with this metric, it will shape the public’s perceptions and help drive the campaign. Here’s hoping news outlets come to realize how incomplete this picture is.

Protest Needed To Enforce Full Employment Laws

Marjorie Cohn, immediate past president of the National Lawyers Guild, has a post up at Op-Ed News, “Lost in the Debt Ceiling Debate: The Legal Duty to Create Jobs” addressing the federal government’s failure to comply with existing job-creation legislation.

Cohn focuses primarily on The Employment Act of 1946 and the Humphrey-Hawkins Act of 1978, noting also mandates for job-creation in 1977 reforms requiring the Federal Reserve to leverage monetary policy to promote maximum employment. She ads that the Universal Declaration of Human Rights sets a global standard of employment as an important right, which, not incidentally, some major industrialized nations have actually tried to honor.

Cohn’s review of the two jobs acts provides a timely reminder of the moral imperative that faces every great democracy, the responsibility to take action to help insure that every family has at least one breadwinner who earns a living wage:

The first full employment law in the United States was passed in 1946. It required the country to make its goal one of full employment…With the Keynesian consensus that government spending was necessary to stimulate the economy and the depression still fresh in the nation’s mind, this legislation contained a firm statement that full employment was the policy of the country.As originally written, the bill required the federal government do everything in its authority to achieve full employment, which was established as a right guaranteed to the American people. Pushback by conservative business interests, however, watered down the bill. While it created the Council of Economic Advisers to the President and the Joint Economic Committee as a Congressional standing committee to advise the government on economic policy, the guarantee of full employment was removed from the bill.

In the aftermath of the rise in unemployment which followed the “oil crisis” of 1975, Congress addressed the weaknesses of the 1946 act through the passage of the Humphrey-Hawkins Full Employment Act of 1978. The purpose of this bill as described in its title is:

“An Act to translate into practical reality the right of all Americans who are able, willing, and seeking to work to full opportunity for useful paid employment at fair rates of compensation; to assert the responsibility of the Federal Government to use all practicable programs and policies to promote full employment, production, and real income, balanced growth, adequate productivity growth, proper attention to national priorities.”

The Act sets goals for the President. By 1983, unemployment rates should be not more than 3% for persons age 20 or over and not more than 4% for persons age 16 or over, and inflation rates should not be over 4%. By 1988, inflation rates should be 0%. The Act allows Congress to revise these goals over time.

If private enterprise appears not to be meeting these goals, the Act expressly calls for the government to create a “reservoir of public employment.” These jobs are required to be in the lower ranges of skill and pay to minimize competition with the private sector.

The Act directly prohibits discrimination on account of gender, religion, race, age or national origin in any program created under the Act. Humphey-Hawkins has not been repealed.  Both the language and the spirit of this law require the government to bring unemployment down to 3% from over 9%…

This legislation only requires the federal government to take action. The private sector, which employs 85+ percent of the labor force, would be indirectly influenced by monetary policy, but would not be required to do any hiring. Still, full enforcement of existing legislation could substantially reduce unemployment by putting millions of jobless Americans to work in public service projects rebuilding our tattered infrastructure.

The ’46 and ’78 full employment laws have been winked at and shrugged off by elected officials for decades as merely symbolic statutes, despite the fact that they actually do require the President, Congress and the Fed to do specific things to create jobs.

Cohn points out that Rep. John Conyers (D-MI) has introduced “The Humphrey-Hawkins 21st Century Full Employment and Training Act” (HR 870), to fund job-training and job-creation programs, funded by taxes on financial transactions. But the bill has no chance as long as Republicans control the House.

Cohn urges President Obama to demand that the Fed “…use all the tools relating to controlling the money supply…to create the funds called for by HR 870, and to start putting people back to work through direct funding of a reservoir of public jobs as Humphrey-Hawkins mandates.” Imagine the political donnybrook that would ensue following such action, legal though it apparently would be. It’s an interesting scenario that needs some fleshing out.

The best hope for full employment remains electing strong Democratic majorities to both houses of congress, while retaining the presidency. Under this scenario, full enforcement of the ’46 and ’78 employment acts is certainly doable. But it’s a very tough challenge, given the Republican edge in Senate races next year.

There are signs that the public is tiring of the tea party obstruction of government, and therefore hope that at least some Republicans may have to move toward the center to survive. It’s possible they could be influenced by energetic protest and lobbying campaigns by their constituents.

Like other groups across the political spectrum, we progressives are very good at blaming elected officials when they don’t follow through on their reform promises. But too many progressive Dems fail to realize that finger-pointing, while necessary, is only part of our responsibility. If we really want to see significant progressive change, especially full employment, we simply must escalate our protest activities to compel our elected and government officials to act.

At a white house meeting, FDR reportedly told the great African American labor leader A. Philip Randolph “Make me do it” in response to Randolph’s appeal for racial justice and economic reform. Roosevelt was not being a smart ass; He was underscoring an important law of politics, that elected officials need protest to galvanize them to act, and progressive politicians welcome it because it provides cover, as well as encouragement.

Regarding protest leadership, we have a great role model, whose 30+ foot stone image will be unveiled not far from the Lincoln, Jefferson and FDR Memorials on the National Mall in the capitol August 28th. The Martin Luther King, Jr. Memorial will not only honor the historic contributions of a great African American leader; It will also inspire — and challenge — coming generations of all races to emulate his strategy of militant but dignified nonviolent protest to achieve social and economic justice.

Let’s not forget that the Great March on Washington MLK and Randolph lead in 1963 was not only about racial justice. The twin goals were “Jobs and Freedom,” a challenge that echoes with prophetic relevance for our times. It was FDR who said “make me do it,” and MLK showed us the way, not only with one demonstration, but with a sustained commitment to mass protest. Now let’s make them do it.
