Age Gap: The GOP’s Generational Weapon In The Medicare Fight

To senior citizens at town hall meetings angry or worried about their plan to convert Medicare to a private insurance scheme, Republicans have a simple answer: It’s not about you. You’ll be fine. This is for “the next generation.”

The next generation is everyone 55 or under, since the plan would not start for ten years and would affect only newly eligible seniors. The stated logic of the ten-year delay is that it takes time to put the system in place and that people need time to plan. But if “premium support” (a euphemism right up there with “enhanced interrogation”) were ever going to work, it could be implemented as quickly as the Affordable Care Act (four years) or Medicare’s prescription drug coverage (two years). Presumably, the delay is mostly a political kludge, intended to avoid a backlash from those now or soon to be dependent on Medicare by affecting only those young enough to be giving little thought to retirement health coverage.

But the line they chose is more than a gimmick: The 55-and-over cutoff marks a sharp and significant generational divide. Those over 55 will continue to benefit from one of the triumphs of social insurance in the Great Society, while the rest of us will be on our own, with a coupon for private health insurance. If you consider what it means to be 55 years old in 2011, you’ll see the significance of the line.

Today’s 55-year-old was born in 1956. That’s not generally considered a major break in the generations. It’s smack in the middle of the Baby Boom (the peak of the boom, in fact), with almost a decade to go before the first Gen-Xers were born, dreaming of Winona Ryder. But the difference between early and later Boomers, especially in their experience of the economy, is dramatic.

A baby born in 1956 would have graduated from high school in about 1974, from college in 1978 or so. Look at almost any historical chart of the American economy, and you see two sharp breaks in the 1970s. First, in 1974, household incomes, which had been rising since World War II, flattened. Real wages started to stagnate. The poverty rate stopped falling. Health insurance coverage stopped rising. Those trends have continued ever since.

Second, a little later in the decade, around the time today’s 55-year-olds graduated from college (if they did—fewer than 30 percent have a four-year degree), inequality began its sharp rise, and the share of national income going to the bottom 40 percent began to fall. Productivity and wages, which had tended to keep pace, began to diverge, meaning that workers began seeing little of the benefits of their own productivity gains. The number of jobs in manufacturing peaked and began to drop sharply. Defined benefit pensions, which provide a secure base of income in retirement, began to give way to 401(k)s and similar schemes that depend on the worker to save and the stock market to perform. While the benefits of higher education rose, college tuitions started to rise even faster. Those trends, too, have continued.

If there was ever going to be a generational war in this country, that high school class of ’74 would be its Mason-Dixon line. It’s the moment when Bill Clinton’s promise—“if you work hard and play by the rules you’ll get ahead”—began to lose its value. Today’s seniors and near-seniors spent much of their working lives in that postwar world, with their incomes rising, investments gaining, their health increasingly secure, and their retirements predictable. Everyone 55 and younger spent his or her entire working life in an economy where all those trends had stalled or reversed. To borrow former White House economist Jared Bernstein’s phrase, it was the “You’re On Your Own” economy. Finally, those 55-year-olds are spending several of what should be their peak earning years, years when they should be salting away money in their 401(k)s and IRAs, in a period of deep recession and very slow recovery.

The Ryan plan, in other words, delivers to the older generation exactly what they’ve had all their lives—secure and predictable benefits—and to the next generation, more of what they’ve known—insecurity and risk. It’s hardly the first generational fight the GOP has started. The previous one was just last fall, when they campaigned for Medicare, and against the $500 billion in cuts (mostly by getting rid of the overgenerous subsidies to private insurers in an experimental program) passed as part of the Affordable Care Act. With an off-year electorate that was overwhelmingly older, they could put all their bets on the older side, knowing that seniors would see little benefit from the Affordable Care Act and were naturally worried about any change to the health system they enjoyed.

Heading into the 2012 election, however, the electorate is likely to shift back to one in which younger and middle-aged voters vote in proportion to their share of the population, so a “Mediscare” campaign won’t work. This time, the GOP hopes to play both sides of the generational war, gambling that while seniors want security, younger voters never expected the certainty of Medicare, just as they don’t expect reliable pensions or Social Security benefits, and thus will embrace a plan that sounds innovative, flexible, and market-based. Contending that the only alternative to premium support is the end of Medicare entirely, they are offering a generation that is accustomed to getting less than their parents a little bit, rather than nothing.

This strategy is a variation on the generational conflict the Bush Administration tried to launch in 2005 over Social Security privatization. Although it never reached the level of specificity that Ryan achieved, the calculus was the same: Younger voters would welcome the opportunity to take advantage of the stock market for their retirement, rather than the stodgy and predictable system their parents and grandparents liked.

That wager didn’t work, however: It turned out that older voters were terrified of Social Security privatization and younger voters unenthusiastic. Within five months, the radical move that every pundit thought was a near-certainty when George W. Bush declared “I’ve got political capital and I intend to use it,” had disappeared, never even introduced as legislation. And despite this week’s relaunch of the Ryan plan, it’s likely to end in the same result. If Social Security is any precedent, younger voters will be indifferent, while older voters won’t believe they’re exempt. The Republicans will again walk away from the conflict, hoping to get credit for being “serious” without bearing a political price for the error.

For Democrats, the defeat of the Ryan plan, like the failed Social Security privatization before it, will be regarded as a great victory, and an opportunity to get a fresh start with worried older voters. But they should not ignore the generational divide revealed by Ryan’s cutoff. If progressive politics has nothing to offer the late Boomers and the generations that follow except the same old programs, and nothing that responds to their distinctive experience of the economy, then eventually they’ll fall for one of these gimmicks from the right.

Recall Arizona… From The 19th Century

The dictionary definition of insanity should be changed to spell A-R-I-Z-O-N-A and its state capitol building should be designated as a home for the criminally insane. But lest we kid ourselves, this Arizona insanity has now spread nationwide. Let’s take a tour of the [police] state.

On the educational front, Tucson Unified School Superintendent, John Pedicone, has managed to militarize school board meetings. He has done this because several weeks ago, the high school group UNIDOS, tired of having their Mexican American Studies program targeted for elimination, chained themselves to the school board members chairs, prompting the board to cancel its meeting. For this, the students and others have received death threats. At the subsequent May 3rd meeting, officially, some 100 police officers were deployed to the TUSD headquarters. However, on top of TUSD security guards, including those staffing metal detectors, along with bomb squad officers, helicopters, plus riot squad officers deployed inside and around the building and neighborhood, it is likely that the officers totaled closer to 200.

At this meeting, seven people were arrested for the criminal act of attempting to speak to the board. One elderly and disabled professor, Lupe Castillo, 69, was arrested by some 20 helmeted and shielded officers for attempting to read ”A Letter from the Birmingham Jail” by Martin Luther King Jr. The other arrestees were [secretly] sent to two jails before they were booked and released. In the action inside, dozens of riot squad police physically threw other people out the building, including elders, this while hundreds of MAS supporters outside stood their ground. Then later, the violence, caught on videotape, started behind the building. Police officers in full riot gear began throwing young students, parents and other community members around like rag dolls. Officially, the officers did a great job, commended by the chief of police.

All this is the calm before the storm, precipitated by a 2010 law (HB 2281), purportedly inspired by Martin Luther King Jr, that has declared the teaching of Ethnic Studies illegal. This week, an audit ordered by the state schools superintendent, John Huppenthal, who ran on the campaign to “eliminate La Raza” (the Mexican people) – is scheduled to be released, with expected pre-ordained findings that will declare Tucson’s highly successful MAS program to be out of compliance.

That’s from the sane part of the state. Now, from the insane sector:

This past week, the governor signed SB 1404, a law that attempts to wall the state from the rest of society. Not satisfied with the federal walls that line the U.S./Mexico border, Arizona will soon be embarking upon creating its own wall along the Arizona/Sonora border, financed through online donations and built by prison labor. Being that imprisoning migrants is a growing multi-billion dollar industry, look for the state to employ incarcerated migrants to attempt to build it.

Beyond the state’s 2010 (SB 1070) racial profiling law, this year, state legislators attempted to pass nearly two dozen even more stringent laws, including one that would overturn birthright citizenship as guaranteed by the 14th Amendment.  Legislators also attempted to pass two other laws that can only be construed as attempts to secede from humanity; SB 1443 and SCR 1010 were attempts to exempt the state from federal and international laws, respectively.

Most of this legislation is designed to incarcerate migrants and to enrich the private prison industry. The mastermind of most of this legislation is state senate president, Russell Pearce, who in addition to facing a recall, is also embroiled in the Fiesta Bowl “gift” scandal that threatens to bring down he and many of his associates.

And then there’s Maricopa County’s unindicted Sheriff Joe Arpaio, who continues to thumb his nose at the feds with his ongoing racially motivated mass dragnet raids. Recent investigations have found that in eight years, his department has misspent close to $100 million, and that his top commanders targeted “enemies,” confirming he is the most corrupt Sheriff in America. Federal investigations into his activities continue.

Outside of the state, the governor of Georgia recently signed HB 87, joining Arizona, Utah and Indiana in implementing anti-immigrant racial profiling laws. Twenty other states are pursuing a similar return to the 19th century. The good news is that Utah’s HB 497 anti-immigrant law, was recently blocked by a Utah judge, and the DREAM ACT has again been introduced in Congress.

Given recent dramatic events on the international front, it is generally thought that the president can now restore sanity and actually bring about actual immigration reform. Regarding Ethnic Studies, not sure he can do anything about those intent on “eliminating La Raza.”

Recall Elections Enhance Democracy: Wisconsinites Are Holding Their Elected Officials Accountable

It’s true that the recall election was never intended to replace our representative form of government, and it’s most certainly not a tool to be used lightly. However, when elected officials subvert the will of those they represent, enacting a radical agenda that seeks to concentrate power in the hands of the very few and jeopardizing the livelihoods of the people they are supposed to protect, the exercise of the constitutionally guaranteed right to force a recall election is a just and proper tool to hold those elected officials accountable for their actions.

And, although the use of the recall election is an appropriate expression of voter outrage, the fact remains that the actual undertaking of a recall election is an incredibly daunting task that requires collecting a great amount of signatures in a relatively short period of time. Here in Wisconsin, the number of valid signatures required to trigger a recall election is equal to 25 percent of the number of persons who voted in the last election for the office of governor within the electoral district of the officer sought to be recalled. Even more of a challenge, these signatures, numbering in the thousands, or possibly even hundreds of thousands, must be collected in a mere 60 days.

These requirements are incredibly stringent, and in being so, protect the integrity of the electoral process by ensuring that the recall election is not used to undermine representative democracy. Prior to the historic recall filings of the past few weeks, Wisconsin has only had four recalls of state officials, dating back to 1926, when, at the very heart of the Progressive movement, the Wisconsin Constitution was amended to provide for the recall of elected officials. Two of those four were successful.

The unprecedented efforts of thousands of engaged citizens only serve to illustrate the significance of the events of recent weeks, where the tremendous momentum against Republican legislators who enabled Gov. Scott Walker’s extreme power grab continues unabated, and where Wisconsinites continue to express their outrage over record cuts to education, healthcare, and support for our seniors and the most vulnerable, while granting tax cuts for the very rich.

It’s clear that the tide is turning in Wisconsin. The people have sent an unmistakable signal to an intransigent governor and his rubber-stamp legislature that their divisive methods and preference for placing narrow and partisan corporate interests over the people they represent have been rejected, and there is no choice now but to know that the voices of thousands of working Wisconsin families will be heard.

The actions of the Republican legislators facing recall are extreme, dangerous, and way out of step with Wisconsin values. Through the power of their ballots in recall elections, Wisconsinites have the opportunity to hold their elected officials accountable and effect immediate change so they are no longer subject to the will of politicians more concerned with promoting the agenda of their party bosses than with keeping their promises to represent the will of their constituents.

Recall elections send a direct message to elected officials—that they will be held responsible for the promises they make to the people they represent, and if they fail to keep those promises, they risk drawing the ire of the electorate.

Recall is undoubtedly a powerful tool, but it does not weaken democracy. If anything, it enhances it.

John Boehner Thinks We’re “Broke” But He’s Willing To Splurge

When the Obama administration announced that it no longer considers the Defense of Marriage Act constitutional, and would stop defending the law against court challenges, officials told Congress it could step in and defend DOMA if it wants to. Soon after, Speaker John Boehner (R-Ohio) said the House would gladly to just that.

Yesterday, Boehner’s office announced it has hired former Bush Solicitor General Paul Clement to defend the discriminatory law, which seems like a wise choice. Clement is an accomplished attorney with extensive experience who’ll no doubt do a capable job.

But Clement is also a very well paid D.C. attorney, and House Minority Leader Nancy Pelosi (D-Calif.) would like to know what Boehner expects this little culture-war endeavor to cost. For that matter, Pelosi found it curious that the Speaker hired an attorney to represent the House, but hasn’t shared the contract with other congressional leaders.

Today, the picture started coming together.

House Republicans plan to pay former Solicitor General Paul Clement and his legal team from King & Spaulding as much as $500,000 of taxpayer money to uphold the Defense of Marriage Act (DOMA) on behalf of House of Representatives, according to a document obtained by the Huffington Post.

“The General Counsel agrees to pay the Contractor for all contractual services rendered a sum not to exceed $500,000.00,” the Contract for Legal Services obtained by The Huffington Post says. The cap could be raised “by written agreement between the parties with the approval” of the House, the document states.

The hourly rate that King & Spaulding will be receiving is $520 per hour — which could actually be considered a deal. Some reports say that the firm’s top attorneys receive as much as $900 per hour.

Pelosi spokesperson Drew Hammill told Amanda Terkel, “The hypocrisy of this legal boondoggle is mind-blowing. Speaker Boehner is spending half a million dollars of taxpayer money to defend discrimination. If Republicans were really interested in cutting spending, this should be at the top of the list.”

That seems more than fair. After all, Boehner has been running around for months, falsely claiming, “We’re broke.” It’s how he justifies proposed cuts in critical areas like education, medical research, infrastructure, job training, and homeland security, even if it makes the jobs crisis much worse.

But if we’re actually broke, shouldn’t House Republicans want to save $500,000 of our money, and not give it to one high-priced lawyer to defend an anti-gay law?

Chairman Ryan Gets Roughly Two-Thirds of His Huge Budget Cuts From Programs For Lower-Income Americans

House Budget Committee Chairman Paul Ryan’s budget plan would get about two-thirds of its more than $4 trillion in budget cuts over 10 years from programs that serve people of limited means, which violates basic principles of fairness and stands a core principle of President Obama’s fiscal commission on its head.

The plan of Erskine Bowles and Alan Simpson, who co-chaired President Obama’s National Commission on Fiscal Responsibility and Reform, established, as a basic principle, that deficit reduction should not increase poverty or inequality or hurt the disadvantaged. The Ryan plan, which the chairman unveiled in a news conference, speech, and Wall Street Journal op-ed today, charts a different course, turning its biggest cannons on these people.

This finding emerges from a Center on Budget and Policy Priorities analysis of the Ryan plan. Table S-4 of the plan shows that it proposes net program cuts of $4.3 trillion over ten years. The plan shows a $5.8 trillion cut in outlays from the Congressional Budget Office baseline, but $446 billion of that is interest savings and another $1.04 trillion is simply an assumption that the Iraq and Afghanistan wars will phase down on the Obama Administration’s timetable. Actual program cuts produce net savings of $4.322 trillion.

Cuts in low-income programs appear likely to account for at least $2.9 trillion — or about two-thirds — of this amount. The $2.9 trillion includes the following three categories of cuts:

  • $2.17 trillion in reductions from Medicaid and related health care. The plan shows Medicaid cuts of $771 billion, plus savings of $1.4 trillion from repealing the health reform law’s Medicaid expansion and its subsidies to help low- and moderate-income people purchase health insurance.
  • $350 billion in cuts in mandatory programs serving low-income Americans (other than Medicaid).  The budget documents that Chairman Ryan issued today show that he is proposing $715 billion in cuts in mandatory programs other than Medicare, Medicaid, and Social Security, but do not specify how much will be cut from various programs (although they imply that cuts in the food stamp program will be large). In this analysis, we make the conservative assumption that savings from low-income mandatory programs (other than Medicaid) would be proportionate to their share of spending in this category. Thus, we derive the $350 billion figure from the fact that about half of mandatory spending other than for Medicare, Medicaid, and Social Security goes for programs for low- and moderate-income individuals and families. This likely substantially understates the cuts that the plan would make in low-income programs. The Ryan documents show that $380 billion in cuts would come from programs in the income security portion of the budget (function 600), and the overwhelming bulk of the mandatory spending in that category goes for low-income programs. The documents also show $126 billion in mandatory cuts in the education, training, employment, and social services portion of the budget (function 500), which, based on the discussion in those documents, would likely come mainly from cuts in the mandatory portion of the Pell Grant program for low-income students.
  • $400 billion in cuts in low-income discretionary programs. The Ryan budget documents show that he is proposing $1.6 trillion in cuts in non-security discretionary programs, but again do not provide details about the size of cuts to specific programs. (The documents do identify some major low-income program areas, including Pell Grants and low-income housing, as prime targets for cuts.) Here, too, we make the conservative assumption that low-income programs in this category would bear a proportionate share of the cuts. Thus, we derive the $400 billion figure from the fact that about a quarter of non-security discretionary spending goes for programs for low- and moderate-income individuals and families.

Our numerical assumptions are conservative in another way as well. That’s because, when faced with the choice of which specific programs to cut, policymakers are unlikely to cut much from a number of non-low-income programs in these budget categories that are popular, such as veterans’ disability compensation and the FBI. That means that other programs — including low-income programs — would have to be cut by more than their proportionate share.
