“Hooked On Oil”: No Magic Bullet For The Price Of Gas
As they ruminate at the pump, Americans may have finally figured out the new global deal on gasoline: there’s no magic bullet to bring prices down as long as the United States remains hooked on oil.
No matter how many billions of dollars oil companies rake in, the world market, not individual oil producers, sets the price of oil. Likewise, there is little, if anything, U.S. presidents—or their political opponents—can do to ward off $4 per gallon gasoline.
The reality is that oil supply concerns in Iran, Nigeria, and other trouble spots married with heightened oil demand in China, India, and other burgeoning nations will largely determine what Americans pay for gasoline. We can drill doggedly in our own backyards, but the price of gasoline will remain more a matter of speculation over externally-driven factors than tapping new sources of oil at home.
America is at an oil crossroads, emotionally and financially. We can continue griping about gasoline and maintain false hopes of controlling crude oil prices. Or we can face the truth, stop subsidizing oil with hard-earned taxpayer dollars, and abandon extreme efforts in search of new oil supplies. Surviving $4 gasoline depends on sipping oil and providing fuel substitutes, not subsidizing and promoting petroleum production.
As the world’s largest oil consumer, home to a transportation system that is a whopping 94 percent dependent on oil, the United States is precariously positioned. Conventional thinking—the more we drill at home, the better off we’ll be—is dangerously misguided. No matter where in the world oil is found, the price is tied to the global market.
Moreover, much of the heavier new oil supplies found in the western hemisphere yield diesel and fuel oil that is destined primarily for export markets. New heavier oils are not well suited for consumption by American cars and jets. So drilling closer to home will do much more to pad the oil industry’s deep pockets than bring down prices at the pump.
Since business-as-usual isn’t likely the answer, and may make matters worse, it’s time for unconventional thinking.
America is desperately in need of an oil policy that reduces dependence on petroleum, regardless of the source. The more fuel efficient our cars become and the faster we diversify into new transportation fuels, the brighter our energy and economic future will be.
President Obama already set in motion the first part of the solution. Tomorrow’s cars and trucks will consume less fuel than those they replace. And despite rising gas prices—or perhaps because of it—automakers’ new vehicle line-ups contain some of the most fuel-efficient vehicles in industry history.
In the next five years, new cars and trucks will use 20 percent less fuel per mile driven. And by 2025, new cars will average about 50 miles per gallon, nearly double levels initially mandated for 1985. Sticking to the president’s plan, or even accelerating it, will be key.
But there is much more to be done. America can no longer rely on oil alone to fuel mobility. We need to step up the transition to oil alternatives by moving to hybrid-electric and electric vehicles, and using advanced biofuels.
Electricity can be generated by a diverse array of clean energy sources, leaving oil out of the power mix. And biofuels can be made from many different nonoil sources, including algae, grasses, woody crops, wastes, and various other nonfood feed stocks.
High gasoline prices help motivate the shift away from oil. But a market transformation will take direct policy action, for example, through a price stabilizing oil security fee or other fiscal measures. Oil is entrenched in America. Moving away from perpetual oil dependence to a robust, diversified fuel system will take clear, enduring policy action.
Americans are justifiably anxious about what the future holds when it comes to gasoline prices. But many motorists are beginning to appreciate that anger over pump prices will not relieve pain at the pump. Nor will political promises.
Oil markets have globalized to the point where prices are beyond our control. Given oil’s dangerous monopoly power over our mobility, it’s time to entirely reinvent our habits, innovate technologically, and adopt bold new policies aimed at reducing the use of oil and substituting instead of subsidizing and searching for oil. This is how America will ultimately survive $4 gasoline.

The GOP Congress Hates (Except When It Loves) Federal Spending
“You saw the House act,” Rep. Eric Cantor snapped to a reporter last Friday. Yeah, act like a petulant 4-year-old!
The majority leader of the GOP-controlled House has long been a whiney ideological brat who stamps his tiny feet in peevish anger whenever he can’t get his way on legislation. In this particular incident, Cantor tried to pretend that the House had approved more federal aid for thousands of Americans who’ve been devastated by natural disasters this summer. However, he had sabotaged his own “act” by slipping a poison pill into it.
You see, “federal aid” is a four-letter word to right-wing ideologues like Eric, so for weeks he had stalled the emergency funding that hard-hit families desperately need. Cantor and his fellow anti-government dogmatists in the House turned a straightforward humanitarian bill into their political football, insisting that any increase in funds must first be wholly paid for by cutting spending on other public needs. His ploy has become known as the “Cantor Doctrine” — budget purity first, people’s needs last.
Actually, his this-for-that demand could’ve easily been met if Cantor had agreed to cut things America definitely does not need, such as the $4-billion-a year subsidy doled out to Big Oil. But — whoa! — in Cantorworld, oil giants are gods that shower manna from heaven on Republican campaigns, so it’s blasphemy even to think of cutting that money.
Instead, Cantor went after Big Oil’s most dreaded nemesis: companies that are making fuel-efficient and clean energy vehicles. Thus, the Cantorites decreed that there’d be no more disaster relief until the federal loan program to foster development of this green industry was slashed by $1.5 billion.
This would have been a political hat trick for the GOP extremists — striking a blow for their anti-government absolutism, doing a favor for a major campaign funder and defunding an Obama-backed program that helps him with voters.
Luckily, Cantor’s nuttiness was so extreme that a bipartisan vote by 79 senators killed his political scheme — this time.
You’d think that aid for storm victims would be beyond politics. But nothing is too far out for right-wing cultists like Cantor.
Well, you might think, at least the leaders of the tea party-infused Republican Congress are consistent in their opposition to big infusions of federal dollars into the economy, right?
Absolutely! Unless you count infusions of taxpayer funds into projects favored by corporations in their districts.
For example, a favorite target of howling Republican ridicule has been President Obama’s effort to stimulate our moribund economy by making government-backed loans to job-creating, green-energy projects. In particular, they’re presently assailing a 2009 loan guarantee of $535 million that the Obamacans awarded to the failed solar-panel maker Solyndra. This loan to a financially shaky company, they wail, is proof that green energy programs are a waste and are just about politics. GOP Senate leader Mitch McConnell recently sputtered in a rage that “the White House fast-tracked a half-billion dollar loan to a politically connected energy firm.”
Fair enough — the Solyndra deal does stink. However, Mitch’s tirade would’ve had a lot more moral punch if it were not for Zap Motors. In 2009, even as the Kentucky senator was loudly deriding Obama’s original stimulus program, he was quietly making not one, but two personal appeals to Obama’s energy secretary, urging that a quarter-billion-dollar loan guarantee be awarded to Zap for a clean energy plant it wanted to build in McConnell’s state.
Never mind that Zap Motors had its own shaky financial record, it was (as McConnell now says of Solyndra) “a politically-connected energy firm.” Connected directly to him, that is. The senator’s robust support of Zap came after the corporation hired a lobbyist with close ties to Mitch, having been a frequent financial backer of the senator’s campaigns.
The moral of this Republican morality tale is that they hate government spending, except when they love it. For them, political morality is relative — decry federal largesse loudly, but when it serves your own political needs, hug it quietly … and tightly.

“In The Course Of Human Events”: The Declaration Of Interdependence
When, in the course of human events, it becomes necessary for one people to dissolve the political bonds which have connected them with another, and to assume among the powers of the earth, the separate and equal station to which the laws of Nature and of Nature’s God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation.
We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness.
Okay, the Declaration of Interdependence sounds a lot like the Declaration of Independence.
By saying that it is a self-evident truth that all humans are created equal and that our inalienable rights include life, liberty, and the pursuit of happiness, our Founding Fathers were telling us that we are all in this together, that we are interdependent, that we have a moral duty to protect these inalienable rights for all humans. President Lincoln, perhaps above all others, was instrumental in making clear that the second sentence of the Declaration was “a moral standard for which the United States should strive,” as Wikipedia puts it.
The double appeal to “Nature” — including the explicit appeal to “the laws of Nature” in the first sentence — is particularly salient. For masters of rhetoric like the authors of the Declaration, a repeated word, especially in an opening sentence, is repeated for the singular purpose of drawing attention to it (see “Why scientists aren’t more persuasive, Part 1“).
Yes, the phrase “laws of nature” meant something different to Jefferson than it does to us (see here). But as a living document, and as a modern Declaration of Interdependence, the words have grown in meaning.
It is the laws of Nature, studied and enumerated by scientists, that make clear we are poised to render those unalienable rights all but unattainable for billions of humans on our current path of unrestricted greenhouse gas emissions. It is the laws of Nature that make clear Americans can’t achieve sustainable prosperity if the rest of the world doesn’t, and vice versa.
Ironically — or perhaps intentionally — the toughest inalienable right to maintain is “the pursuit of happiness.” Certainly, the catastrophic global warming we know we face (thanks to our understanding of the laws of nature) threatens life and liberty (see “Memorial Day, 2030“).
But if we keep listening to the deniers and delayers, if we fail to sharply reverse our current emissions path nationally and globally, then we are headed toward 5°C (9°F) planetary warming by century’s end and 850+ ppm — with sea level rise of 4 to 6 feet or higher, rising perhaps a foot a decade or more for centuries, the U.S. Southwest and one third of the Earth’s habited land a permanent Dust Bowl, half or more species extinct, and much of the ocean a hot, acidic dead zone (see “Intro to global warming impacts: Hell and High Water“).
Not bloody many people will be pursuing “happiness” under those conditions. They will be desperately trying to avoid misery, when they aren’t cursing our names for betraying our moral values.
If we don’t aggressively embrace the clean energy transition starting immediately with the climate bill in front of Congress — and help lead the entire world to a similar transition — then the Ponzi scheme we call the global economy will probably be in some stage of obvious collapse by our 250th anniversary, July 4, 2026.
That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness.
And so “happiness” is repeated also, underscoring its importance to the Founders. “Life” and “Liberty” are really the very minimum we owe our fellow humans. We have a moral obligation to work toward freedom from want and care for all.
The party of Lincoln has, tragically, abandoned the values embraced and articulated by its greatest thinker and rhetorician — and those embraced and articulated by our Founders in the Declaration see (WashPost: “The GOPs climate-change denial may be its most harmful delusion”).
When is the last time a major conservative politician ever talked about “a decent respect to the opinions of mankind” except to mock the entire notion (see Gingrich sums up GOP ethos: “I am not a citizen of the world! I think the entire concept is intellectual nonsense and stunningly dangerous”).
We live in unique times. We must all hang together or we will surely all hang separately.

Teaparty Republican Governors Seek Big Cutbacks To De-Regulate The Environment
Gov. Paul LePage wants three million acres of North Woods forests opened to development. Weeks after he was sworn in as governor of Maine, Paul LePage, a Tea Party favorite, announced a 63-point plan to cut environmental regulations, including opening three million acres of the North Woods for development and suspending a law meant to monitor toxic chemicals that could be found in children’s products. Mr. LePage said workers’ and businesses’ interests should be defended “with the same vigor that we defend tree frogs.”
Another Tea Party ally, Gov. Rick Scott of Florida, has proposed eliminating millions of dollars in annual outlays for land conservation as well as cutting to $17 million the $50 million allocated in last year’s budget for the restoration of the dwindling Everglades.
And in North Carolina, where Republicans won control of both houses of the Legislature for the first time in 140 years, leaders recently proposed a budget that would cut operating funds to the state’s Department of Environment and Natural Resources by 22 percent.
In the past month, the nation’s focus has been on the budget battle in Washington, where Republicans in Congress aligned with the Tea Party have fought hard for rollbacks to the Environmental Protection Agency, clean air and water regulations, renewable energy and other conservation programs. But similar efforts to make historically large cuts to environmental programs are also in play at the state level as legislatures and governors take aim at conservation and regulations they see as too burdensome to business interests.
Governor LePage summed up the animus while defending his program in a radio address. “Maine’s working families and small businesses are endangered,” he said. “It is time we start defending the interests of those who want to work and invest in Maine with the same vigor that we defend tree frogs and Canadian lynx.”
When Republicans wrested control across the country last November, they made clear that reducing all government was important, but that cutting environmental regulations was a particular priority. Almost all state environmental budgets have been in decline since the start of the recession, said R. Steven Brown, executive director of the Environmental Council of the States, which works with environmental agencies across the country. What has changed this budget season is the scope and ambition of the proposed cuts and the plans to dismantle the regulatory systems, say advocates who are already battle-hardened. “Historically, we’ve taken pride in being a leader in environmental quality in the Southeast,” said Molly Diggins of North Carolina, director of the state chapter of the Sierra Club. “But there is now such fervor to reduce the size of the environmental agency. The atmosphere is the most vitriolic it’s ever been.”
David Guest, the managing attorney for the Florida office of Earthjustice, a national environmental law firm, said Governor Scott’s budget was “the most radical anti-environmental budget” he had seen in two decades of environmental work. Comparing Mr. Scott’s proposed changes with those of Florida’s previous Republican governors, including Jeb Bush, he called them “a whole new world.”
The strategies have been similar across the affected states: cut budgets and personnel at regulatory agencies, prevent the issuing of new regulations, roll back land conservation and, if possible, eliminate planning boards that monitor, restrict or permit building development.
In New Jersey, for example, Gov. Chris Christie, another favorite among Tea Party loyalists, has said the Highlands Water Protection and Planning Act, which preserves more than 800,000 acres of open land that supplies drinking water to more than half of New Jersey’s residents, is an infringement on property rights. Mr. Christie has moved to shift power from planning boards and government agencies to administrative judges, political appointees who, environmentalists say, tend to rule more often in favor of developers’ interests.
In Florida, Governor Scott has asked to cut staff members to 40 from 358 at the Department of Community Affairs, which regulates land use and was created to be a control on unchecked urban sprawl. Lane Wright, a spokesman for Governor Scott, said the cuts would enable businesses to grow again in Florida. The governor “does care about the environment,” Mr. Wright said, “but feels it is more important to get people back to work.”
In the first round of federal budget fights, Republicans appear to have won some of what they sought: $1.6 billion in cuts from the E.P.A. and $49 million from programs related to climate change. But they fell short in other areas. Daniel J. Weiss, director of climate strategy at the Center for American Progress, a liberal Washington policy group, said that by his calculation the Republicans had sought nearly $10 billion in cuts related to efficiency and renewable energy but got less than $3.7 billion. “The Democrats successfully defended investments in clean energy,” Mr. Weiss said.
The eventual outcome at the state level is much less clear. Florida and North Carolina’s budget battles are in the early stages. In New Jersey, where Governor Christie has been in office since 2010, he has held up stricter drinking water standards, saying he is waiting for further research by the E.P.A. And yet, in Maine, Governor LePage’s agenda has engendered such an angry response that the newly elected Republican majority in the State Legislature seems to be backpedaling from many of its strongest components. Mr. LePage’s proposal to open the woodlands has not yet been introduced as a bill. And this month the Legislature made a point of enacting a ban on a chemical detected in sippy cups. All but three legislators voted for it. (Mr. LePage has questioned whether the science is strong enough to support such a ban.) Adrienne Bennett, the governor’s press secretary, acknowledged that Mr. LePage had not gotten everything he wanted, but pointed to some victories. The governor just signed a law that will reduce restrictions for building on sand dunes, and his proposal to provide incentives to businesses to police themselves on a variety of environmental regulations is still in the Legislature. “‘We will continue to move forward,” Ms. Bennett said.
