GOP: Incoherent Party, Incoherent Candidates
Republicans are clearly not too enthused about Mitt Romney. Nor are they wild for any of the alternatives. This week Ross Douthat wrote a column arguing that it’s no surprise the current crop of Republican presidential candidates is no great shakes since, well, great presidential candidates are pretty rare animals. He then wrote a blog post arguing that the whole problem could have been avoided if the better Republican candidates, particularly Mitch Daniels, hadn’t decided not to run this year. Daniel Larison ridicules this notion; the fantasy candidates, he says, look strong because they haven’t been subjected to the withering attacks real candidates have to face. The ones Mr Douthat touts “don’t have the qualifications that Romney has, they all have their own weaknesses with conservatives and/or with the general electorate, and all of them decided for various reasons to save themselves the trouble, toil, and humiliation that a presidential bid would have entailed.”
Jonathan Bernstein takes Mr Larison’s point a step further and imagines what it would have taken to give Republicans a candidate they could get enthusiastic about.
What Republicans could have used both this cycle and last is a candidate who raised no suspicion from any important party faction and also had conventional credentials. Rick Perry, Tim Pawlenty, and perhaps Fred Thompson all came close, but none of them really achieved that. Given the GOP’s wild pivots on so many issues over the last decade, perhaps no one can, and someone like Romney — who holds orthodox views on all issues right now, but hasn’t for long enough to build long-term trust — is the best they can do.
This is an extremely important point to keep in mind. Mitt Romney looks like a weak phony in this election campaign because he has to pretend to believe with all his heart in orthodox tea-party conservative positions that he transparently doesn’t really believe in. We know this because in the past, Mr Romney supported health-care reform including an individual mandate along the lines of the system he instituted in Massachusetts, essentially the same system as Obamacare. And in the past, he supported a cap-and-trade system for limiting greenhouse-gas emissions to address climate change. But at the time, both of those were orthodox Republican Party positions. The fact that they are anathema today is a legacy of the reactionary fury that has driven the party for the past three years. Conservative voters responded to their epic loss in 2008 with a partisan kulturkampf that labeled every major initiative launched by the Obama administration socialism, and declared the very existence of global warming to be some kind of Communist-scientist hoax. There were very few established Republican politicians who hadn’t taken positions in the George W. Bush era (or the Newt Gingrich era!) that pose ideological problems for them in the tea-party era. Mr Gingrich himself can fleetingly outrun the problem because, like most voters, he has the long-term intellectual consistency of a goldfish. But YouTube never forgets.
Republicans’ disenchantment with their current presidential candidates is not an incidental characteristic of this crop of candidates. It’s a structural feature of a contemporary Republican Party whose pieces don’t hang together. Pro-Iraq-war neoconservative Republicans cannot actually live with Ron Paul Republicans. Wall Street-hating anti-bail-out Republicans cannot actually live with Wall Street-working bail-out-receiving Republicans. Evangelical-conservative Republicans cannot actually live with libertarian, socially liberal Republicans. Deficit-slashing Republicans cannot live with tax-slashing Republicans. Medicare-cutting Republicans cannot live with Medicare-defending Republicans. These factions have been glued together over the past three years by the intensity of their partisan hatred for Barack Obama, and all of the underlying resentments that antipathy masks. Republicans have buried their differences by assaulting everything Mr Obama supports, and because Mr Obama is a pretty middle-of-the-road politician, that includes a whole lot of things that many Republicans used to support. They are disenchanted with their candidates because their candidates are incoherent, but their candidates are incoherent because the base is incoherent. If the GOP wins this election, the party’s leaders are going to be confronted with that incoherence pretty quickly. Unfortunately, so will the rest of us.

Gingrich Raked In Oil Money After Flip-Flopping On Cap And Trade
2012 GOP presidential contender Newt Gingrich executed a high-profile flip-flop on cap and trade, saying in 2007 that “mandatory carbon caps combined with a trading system” were something he “would strongly support,” before disavowing that position this year. “I never favored cap and trade,” he claimed during a Fox News interview earlier this month.
It turns out that this move was more than politically convenient for Gingrich. As the Washington Post noted today, Gingrich’s climate flip-flop was also quite lucrative, with millions of oil dollars pouring into his now defunct energy non-profit after he announced it:
Within weeks, the money began pouring in from major U.S. energy firms, which eventually contributed more than $2 million to American Solutions’ pro-drilling and anti-cap-and-trade campaign for the next two years, according to a review of disclosure reports and other records by The Washington Post.
The top contributors included Peabody Energy of St. Louis, which gave $825,000, and Devon Energy of Oklahoma City, which contributed $500,000.
Gingrich also has a complicated relationship with oil subsidies, deriding Congress for not cutting them, but also mocking progressives for wanting to cut them.
Gingrich, of course, has been quote cozy with corporate interests in the last few years, making and taking millions from various corporations for work in a variety of areas. And those corporations have seen their investment pay off, as Gingrich has peddled his influence to secure earmarks and push for deregulation. His cap and trade flip-flop is simply part of a larger pattern of Gingrich saying what he needs to say to keep corporate dollars flowing.

A Straight-Talking, Truth-Telling Machine?: Tim Pawlenty’s Version Of The “Truth”
Former Minnesota Gov. Tim Pawlenty formally kicked off his Republican presidential campaign yesterday, and after struggling to come up with a rationale for his candidacy, he’s apparently settled on a theme. Pawlenty, we’re told, will be a straight-talking, truth-telling machine.
As rationales go, I suppose this isn’t bad. Indeed, Pawlenty took steps to back this up, telling Iowans he wants a gradual phasing out of federal ethanol subsidies, and noting that he’s headed to Florida to endorse overhauling Medicare and Social Security. Pawlenty has spent many years saying the exact opposite, but why quibble? This is the new Pawlenty, speaking truth to power, and adopting the mantle of the last honest man in American politics — or so we’re supposed to believe.
But for a man who used the word “truth” 16 times in his campaign kick-off speech, Pawlenty is already undercutting his message with all kinds of falsehoods.
An hour after his official launch, Pawlenty talked to Rush Limbaugh, who noted in 2006 that Pawlenty said that “the era of small government is over” and that “government has to be more proactive, more aggressive.” Pawlenty responded that the newspaper article that published those remarks was wrong; the paper ran a correction; and that he was only quoting someone else.
Dana Milbank looked into this and discovered that Pawlenty “had taken some liberties with the facts.”
The article is all about Pawlenty’s efforts as governor to take on drug and oil companies and other practitioners of “excessive corporate power.” It includes his boast that many ideological Republicans “don’t even talk to me anymore” because of his support for things such as the minimum wage.
“The era of small government is over,” Pawlenty told the newspaper. “I’m a market person, but there are certain circumstances where you’ve got to have government put up the guardrails or bust up entrenched interests before they become too powerful…. Government has to be more proactive, more aggressive.”
The newspaper did issue a “clarification,” but only to say that Pawlenty’s quote about small government was “in reference to a point” made by the conservative writer David Brooks — one that Pawlenty, from his other comments, obviously agreed with.
Of course he did. In 2006, Pawlenty wasn’t well liked by the far-right, as he defended big government, endorsed cap-and-trade, wanted to reimport prescription medication from Canada, and wanted officials to be more effective and aggressive in fighting the oil industry.
Everything he told Limbaugh yesterday, just like the new persona he’s struggling to adopt, just isn’t true.
And really, that’s just scratching the surface. Wonk Room ran a fact-check piece yesterday, noting seven obvious lies Pawlenty told yesterday, on issues ranging from health care on the nation’s finances. Similarly , the AP ran a similar piece, highlighting several more of the candidate’s falsehoods from yesterday.
Pawlenty needs to realize that those who base their entire message on offering candor and uncomfortable truths face an even tougher burden — they’re inviting even tougher scrutiny. By lying repeatedly on his first day as a national candidate, Pawlenty is off to an ignominious start.

The GOP’s Apology Primary: Love Means Always Having To Say You’re Sorry
In the 2012 Republican presidential race, love apparently means always having to say you’re sorry.
On an array of issues, the field of GOP contenders is facing enormous pressure from an ascendant conservative base to renounce earlier positions that challenged orthodoxy on the right. Their response to those demands could cast a big shadow over not only next year’s Republican primary but also the general-election contest against President Obama.
The emergence of these pressures testifies to a decisive shift in the GOP’s balance of power. The ideas now drawing the most fire from conservative activists–including support for a cap-and-trade system to limit greenhouse-gas emissions, a mandate on individuals to purchase health insurance, and a pathway to citizenship for illegal immigrants–all flowered in Republican circles during the middle years of George W. Bush’s presidency, especially among governors.
In different ways, each of these proposals embodied the common belief that Republicans had to broaden their message beyond a conventional conservative argument focused almost exclusively on reducing government spending, taxes, and regulation. Intellectually, these initiatives reflected an impulse to redefine conservatism in ways that accepted a role for government in empowering individuals or promoting market-based solutions. Politically, they reflected the belief that to build a lasting majority, Republicans needed to attract more minority voters, especially Hispanics, and to loosen the Democratic hold on blue states by reclaiming more suburban independents.
At varying points, this tendency operated under different names, including “compassionate conservatism” and “national greatness conservatism.” But the shared belief “was the sense that the Republican Party, in order to revitalize itself, needed to … show that it had modernized,” said Pete Wehner, who directed the Office of Strategic Initiatives in Bush’s White House.
Behind that conviction, Bush and the Republican-controlled Congress in 2003 created an entitlement by establishing the Medicare prescription drug benefit. In 2006, with Bush’s support, 23 GOP senators voted with 39 Democrats to provide a pathway to citizenship for illegal immigrants.
In the states, this instinct produced health care reform proposals from Govs. Mitt Romney in Massachusetts and Arnold Schwarzenegger in California that centered on an individual mandate, as well as initiatives from many GOP governors to promote alternative energy and to impose mandatory limits on the carbon emissions linked to global climate change. Republican governors played driving roles in creating regional multistate alliances to limit carbon emissions in the Midwest (Tim Pawlenty in Minnesota); the Northeast (George Pataki in New York); and the West (Jon Huntsman in Utah and Schwarzenegger). Huntsman joined then-Gov. Janet Napolitano of Arizona in 2006 to produce a bipartisan Western governors’ plan that favored legalization over deportation for illegal immigrants.
Many hard-core conservatives always bristled at these initiatives. But in those years, they lacked the leverage to entirely suppress them. Now, though, the party’s most conservative elements have clearly regained the upper hand. The tipping point was the election of Barack Obama and his pursuit of an agenda that significantly expanded Washington’s reach across many fronts. His initiatives produced a powerful back-to-basics reaction among Republicans.
The result has been to revert the party’s message toward one focused almost solely on shrinking government. “Obama, by the way he governed, shifted the debate into a much more traditional Democratic-Republican divide over the role of government,” notes Wehner, now a senior fellow at the conservative Ethics and Public Policy Center. “That’s pushed to the side or capsized these other issues.”
That dynamic has left the 2012 GOP contenders facing multiplying demands to abandon and apologize for positions they took in what now looks like a brief period of Republican glasnost.
Pawlenty has already apologized for imposing carbon limits in Minnesota but hasn’t yet renounced his parallel support for requiring utilities to generate more of their power from renewable sources, which some conservatives have also demanded. Huntsman, as he considers the race, has abandoned his previous climate policies but not yet walked back his tilt toward legalization for illegal immigrants. Romney renounced his favorable comments about legalizing undocumented immigrants (as well as his earlier backing of abortion rights) during his 2008 run, but he drew a surprisingly firm line this month by reaffirming his support for his health insurance mandate in Massachusetts. Newt Gingrich, who has faced similar complaints about his earlier support for an individual mandate and efforts to control carbon emissions, hasn’t fully tossed aside either.
These maelstroms leave the candidates without many good options. To dig in behind earlier positions promises unending collisions with conservatives (as Romney has now done on health care). But abandoning too many positions under pressure could open the eventual nominee to effective attacks from Democrats. “If these candidates are now sliding back on things they once believed, it raises questions about whether they can be a strong leader,” says Bill Burton, the former deputy White House press secretary who is heading an independent Democratic campaign effort for 2012. If voters agree, the 2012 Republicans may feel sorry later for saying sorry so often now.

Pandering To The Extremists: Mitt Romney In A Time Warp
There was something almost quaint about Mitt Romney’s speech on health careThursday, as if we were watching early sound footage of Theodore Roosevelt.
Republicans no longer talk about the virtues of government social programs, especially if they intend to run for president in a party that now considers Medicare the first cousin of socialism. Yet there was Mr. Romney defending a mandate to buy health insurance as passionately as in any similar speech by President Obama.
When he was governor of Massachusetts, of course, Mr. Romney created a health care system very similar to the one championed by the president. He could have walked away from it, as he did in the 2008 presidential race, or fecklessly repudiated it, as Tim Pawlenty, the former governor of Minnesota, did in the Republican debate last week regarding his earlier support for a cap-and-trade system to reduce greenhouse gases.
This time, to his credit, Mr. Romney is standing by his record, perhaps hoping there might still be a few primary voters who appreciate candor — assuming he doesn’t pivot again in the heat of the right-dominated primaries.
Tearing it down might help him politically, he said, but “it wouldn’t be honest.” He said he did what he “thought would be right for the people of my state.” A mandate to buy insurance, he said, makes sense to prevent people from becoming free riders, getting emergency care at enormous cost to everyone else.
Where he went off the rails, however, was in not acknowledging that that same logic applies to the nation. Mr. Romney tried desperately to pivot from praising his handiwork in Massachusetts to trashing the very same idea as adapted by Mr. Obama. His was an efficient and effective state policy; Mr. Obama’s was “a power grab by the federal government.”
He tried to justify this with a history lesson on federalism and state experimentation, but, in fact, said nothing about what makes Massachusetts different from its neighbors or any other state. And why would he immediately repeal the Obama mandate if elected president? Because Mr. Obama wants a “government takeover of health care,” while all he wanted was to insure the uninsured.
That distinction makes no sense, and the disconnect undermines the foundation of Mr. Romney’s candidacy. At heart, he is still the kind of old-fashioned northeastern Republican who believes in government’s role while trying to conceal it under a thin, inauthentic coating of conservative outrage. But in its blind abhorrence of President Obama, the party has also left behind former centrists like Mr. Romney, and it is unlikely that any amount of frantic pandering about the free market will change that. He is trapped not only between the poles of his party but between eras, a candidate caught in an electoral time warp.
