Rigging The Game Is Easier Than Earning Votes
It’s not unusual to find a fair amount of 2012 optimism in Democratic circles. The economy is improving; Republican overreach is causing voters to recoil; and President Obama will be on the top of the ballot again, giving Dems a boost they lacked in 2010.
But for all that cautious confidence, it’s worth noting that Dems can’t win if their supporters can’t vote. And with that in mind, the Democratic Legislative Campaign Committee reported this week on Republican efforts in state legislatures to rewrite voting laws “to make exercising one’s right to cast a ballot more difficult.”
After examining the plethora of bills introduced in statehouses this year that, among other things, would reduce poll hours and require voters to show photo ID, it seems clear that Republicans are trying to make it harder for certain groups to vote. The Advancement Project, an advocacy group of civil rights attorneys, called the push “the largest legislative effort to scale back voting rights in a century.”
According to the National Conference of State Legislatures (NCSL), Republican legislators have introduced bills that would diminish access to the voting booth in over 40 states. All of these Republican proposals focus on one apparent goal: restrict ballot access and shrink the electorate — often in ways that would decrease Democratic votes.
Many of the proposals are in the form of voter ID legislation, which would require potential voters to present specified forms of identification in order to cast a ballot. Republicans supporting these measures claim they’re necessary to prevent “voter fraud.”
Too bad that “voter fraud” isn’t a problem that actually exists.
By all appearances, GOP efforts fall under the “When in doubt, disenfranchise” category. The Republican-led efforts aren’t addressing actual problems with the integrity of the voting process, unless you consider likely Democrats participating in elections to be a “problem.”
Of particular interest are voter-ID efforts, which are likely to disproportionately affect African Americans, the poor, and voters under the age of 30.
In other words, state Republican officials are targeting — without cause — the constituencies least likely to vote Republican. What a coincidence.
But there are related GOP efforts to stand in the precinct door. Patrick Caldwell has reported on Texas Republicans’ proposals designed to limit access to the polls, including absurd new restrictions on registering new voters. There are also measures in states like New Hampshire to block college students from registering in their adopted home states because, as one prominent GOP leader put it, “Voting as a liberal. That’s what kids do.”
We’re talking about a systematic effort, which is unfolding nationwide for a reason. The easiest way to win an election has nothing to do with candidates, fundraising, or grassroots operations. It’s to stack the deck long before the election — rigging the system so that those most likely to vote the “wrong” way simply don’t get to participate. We saw some of this during the Bush era, relying on odious tactics like “voter caging,” but the strategy is clearly expanding and intensifying.
Ideally, if Republicans are so panicky about losing elections, they should field better candidates and adopt a more sensible policy agenda, not push schemes to block Americans from voting. Indeed, Republicans routinely pull a lot of stunts, but few are as offensive as these anti-voting tactics. It’s one thing to lie one’s way through a campaign; it’s more damaging to the integrity of the country to stop people who disagree with you from even having a say in the process.
In a close election, where a percentage point or two can help dictate the future of the country, just how damaging can these tactics be? I guess we’ll find out soon enough.

Few Heard At Wisconsin Budget “Hearing” In Milwaukee, But School Choice Advocate Denounces Walker’s Subsidy For Rich
At Monday’s public hearing in Milwaukee on Governor Walker’s budget, Wisconsin Republicans once again resorted to anti-participatory tactics to avoid criticism of their far-right agenda. Despite these efforts, strong criticisms were squeezed-in by longtime Milwaukee school choice advocate Howard Fuller, calling GOP efforts to lift income limits on school vouchers an “outrageous” program “that subsidizes rich people.”
Republicans Regulate Milwaukee Hearing
Milwaukee’s hearing at State Fair Park was the third of four statewide sessions on Walker’s proposed budget by the Republican-controlled Joint Finance Committee, and controversy arose well before the hearing began. According to the Milwaukee Journal-Sentinel, two of Milwaukee’s congresswomen, Rep. Tamara Grigsby and Sen. Lena Taylor, were concerned that many working people would be excluded because the hearing was scheduled to end at 6pm. The two arranged to hold informal sessions until 9pm to allow people to voice their opinion, then notified Joint Finance co-chairs Rep. Robin Vos (R-Burlington) and Sen. Alberta Darling (R- River Falls) about their plans.
Sen. Darling reportedly approved the Grigsby-Taylor informal hearing and Rep. Vos “said he would think about it.” However, Taylor soon received notice from State Fair Park that Vos had reserved the facility until midnight, meaning the Dems’ hearing could not take place, and Milwaukee’s working population could not have their voices heard.
According to Taylor, “This isn’t open government. This is not democracy. This is shameful.”
Beer City Blockage the Latest in a Series
Vos and Darling were unabashed about their intention to suppress opposition, with Darling telling the Journal-Sentinel “we had to take precautions so that what happened at the Capitol wouldn’t happen at State Fair Park.”
“The hearings are going to be done when we say they’re done,” Vos said.
This is only the latest in a series of Wisconsin GOP efforts to limit scrutiny and stifle dissent. On February 11, Governor Walker sought to limit deliberation on his budget repair bill by introducing it on a Friday and ordering a vote on a Tuesday (Senate Democrats thwarted these plans by leaving the state). The Walker Administration violated the constitutionally-guaranteed right of public access to the state capitol in late February, and a judge ordered it re-opened; the administration violated that order in March and a hearing on that violation is pending. On March 11, Republicans forced the union-busting budget repair bill through the Senate with minimal notice, breaking state Open Meetings laws and possibly violating the constitution’s public access guarantees.
Hearing Limits Input from Milwaukee’s Particularly-Affected Populations of Color
This latest step towards suppression is especially egregious considering Milwaukee is not only the state’s largest city, but has the most people of color, a population that will be particularly affected by Walker’s budget and budget repair bill. The plans eliminate funding for a new program to track and remedy racial profiling (the first step towards confronting Wisconsin’s atrocious record of racial disparities in incarceration); will limit eligibility for medical assistance; kicks legal immigrants off food assistance; and eliminates funding for a program that provided civil legal services to low income residents. Walker is also expected to cut $300 million from Milwaukee Public Schools (MPS), severely limiting education quality for the district teaching the greatest number of students (and students of color) in the state.
With Republican legislators keeping the Milwaukee hearing short, only speakers who signed up before 12:30pm had their voices heard. Hundreds of people were denied the ability to speak, and as the hearing ended at 6:30pm, there were shouts of “let us speak” and the now-familiar “shame” directed at those lawmakers.
Howard Fuller Heard on Education
While many Milwaukee residents were not heard on Monday, at least one prominent voice spoke strongly against Walker’s plans for Milwaukee schools.
In addition to cutting $300 million from Milwaukee’s public schools (and eliminating teacher’s unions), Walker’s budget reinforces existing inequalities by expanding the “school choice” program, which allows students to opt-out of public schools and use a taxpayer-funded voucher for private school tuition. The voucher program has been criticized not only because it directs money away from public schools, but because private schools can pick-and-choose their students, often selecting those who come from an advantaged background and leaving the rest to suffer in under-funded public schools.
Milwaukee became the country’s first publicly-funded school voucher program in 1990, and it grew under the tenure of MPS Superintendent Howard Fuller. He currently directs an institute at Marquette University that authorizes schools trying to get into Milwaukee’s choice program. Howard has collaborated with Republican lawmakers in the past, many of whom support so-called “school choice” out of belief in free market principles of competition and privatization. While many on the left fear defunding public education, some urban advocates like Fuller have supported vouchers to give promising low-income students a better chance at long-term success by providing education options that would not otherwise be available.
But Fuller, who is now regarded as the nation’s most influential African-American spokesman for “school choice,” strongly criticized Walker’s plans to remove income eligibility caps for the private school voucher program. “Please don’t make it true that you were using the poor just to eventually make this available to the rich,” Fuller said. “If [lifting income eligibility] is done, I will become an opponent of this.”
“I never got into this to give someone like me $6,500 to send their kid to Marquette High School (tuition $15,000 per year). . . This is where I get off the train, I’m not going to go anywhere in America and fight for a program that subsidizes rich people.”

One Hundred Years Of Multitude And The New American Immigration Conniption
One hundred years ago, during the last great American conniption over immigration, the United States government went to unheard-of effort and expense to peer deep into the bubbling melting pot to find out, as this paper put it, “just what is being melted.”
A commission led by Senator William Dillingham, a Republican of Vermont, spent four years and $1 million on the project. Hundreds of researchers crisscrossed the country bearing notebooks and the latest scientific doctrines about race, psychology and anatomy.
They studied immigrants in mining and manufacturing, in prisons and on farms, in charity wards, hospitals and brothels. They drew maps and compared skulls. By 1911, they published the findings in 41 volumes, including a “Dictionary of Races or Peoples,” cataloging the world not by country but by racial pedigree, Abyssinians to Zyrians.
Forty-one volumes, all of it garbage.
The Dillingham Commission is remembered today, if it is remembered at all, as a relic of the age of eugenics, the idea that humanity can be improved through careful breeding, that inferior races muddy the gene pool. In this case, it was the swelling multitudes from southern and eastern Europe — Italians, Russians, Jews, others — who kept America’s Anglo-Saxons up at night.
I pored over the brittle pages of the report recently at the New York Public Library (they are available online). It was a cold plunge back to a time before white people existed — as a generic category, that is. Europeans were a motley lot then. Caucasians could be Aryan, Semitic or Euskaric; Aryans could be Teutonic, Celtic, Slavonic, Iranic or something else. And that was before you got down to Ruthenians and Russians, Dalmatians and Greeks, French and Italians. Subdivisions had subdivisions. And race and physiognomy controlled intelligence and character.
“Ruthenians are still more broadheaded than the Great Russians,” we learn. “This is taken to indicate a greater Tartar (Mongolian) admixture than is found among the latter, probably as does also the smaller nose, more scanty beard, and somewhat darker complexion.” Bohemians “are the most nearly like Western Europeans of all the Slavs.” “Their weight of brain is said to be greater than that of any other people in Europe.”
See if you can identify these types:
A) “cool, deliberate, patient, practical,” “capable of great progress in the political and social organization of modern civilization.”
B) “excitable, impulsive, highly imaginative,” but “having little adaptability to highly organized society.”
C) possessing a “sound, reliable temperament, rugged build and a dense, weather-resistant wiry coat.”
A) is a northern Italian. B) is a southern Italian. C) is a giant schnauzer, according to the American Kennel Club. I threw that in, just for comparison.
The commission had many recommendations: bar the Japanese; set country quotas; enact literacy tests; impose stiff fees to keep out the poor.
These poison seeds bore fruit by the early 1920s, with literacy tests, new restrictions on Asians and permanent quotas by country, all to preserve the Anglo-Saxon national identity that was thought to have existed before 1910.
It’s hard not to feel some gratitude when reading the Dillingham reports. Whatever else our government does wrong, at least it no longer says of Africans: “They are alike in inhabiting hot countries and in belonging to the lowest division of mankind from an evolutionary standpoint.”
But other passages prompt the chill of recognition. Dillingham’s spirit lives on today in Congress and the states, in lawmakers who rail against immigrants as a class of criminals, an invading army spreading disease and social ruin.
Who brandish unlawful status as proof of immigrants’ moral deficiency rather than the bankruptcy of our laws. Who condemn “illegals” but refuse to let anyone become legal. And who forget what generations of assimilation and intermarriage have shown: that today’s scary aliens invariably have American grandchildren who know little and care less about the old country.
It’s no longer acceptable to mention race, but fretting about newcomers’ education, poverty and assimilability is an effective substitute. After 100 years, we’re a better country, but still frightened by old shadows.
