The GOP Magical World Of Voodoo ‘Economists’: Repeal The 20th Century
If you came up with a bumper sticker that pulls together the platform of this year’s crop of Republican presidential candidates, it would have to be:
Repeal the 20th century. Vote GOP.
It’s not just the 21st century they want to turn the clock back on — health-care reform, global warming and the financial regulations passed in the wake of the recent financial crises and accounting scandals.
These folks are actually talking about repealing the Clean Air Act, the Clean Water Act and the Environmental Protection Agency, created in 1970s.
They’re talking about abolishing Medicare and Medicaid, which passed in the 1960s, and Social Security, created in the 1930s.
They reject as thoroughly discredited all of Keynesian economics, including the efficacy of fiscal stimulus, preferring the budget-balancing economic policies that turned the 1929 stock market crash into the Great Depression.
They also reject the efficacy of monetary stimulus to fight recession, and give the strong impression they wouldn’t mind abolishing the Federal Reserve and putting the country back on the gold standard.
They refuse to embrace Darwin’s theory of evolution, which has been widely accepted since the Scopes Trial of the 1920s.
One of them is even talking about repealing the 16th and 17th amendments to the Constitution, allowing for a federal income tax and the direct election of senators — landmarks of the Progressive Era.
What’s next — repeal of quantum physics?
Not every candidate embraces every one of these kooky ideas. But what’s striking is that when Rick Perry stands up and declares that “Keynesian policy and Keynesian theory is now done,” not one candidate is willing to speak up for the most important economic thinker of the 20th century. Or when Michele Bachmann declares that natural selection is just a theory, none of the other candidates is willing to risk the wrath of the religious right and call her on it. Leadership, it ain’t.
I realize economics isn’t a science the way biology and physics are sciences, but it’s close enough to one that there are ideas, principles and insights from experience that economists generally agree upon. Listening to the Republicans talk about the economy and economic policy, however, is like entering into an alternative reality.
Theirs is a magical world in which the gulf oil spill and the Japanese nuclear disaster never happened and there was never a problem with smog, polluted rivers or contaminated hamburger. It is a world where Enron and Worldcom did not collapse and shoddy underwriting by bankers did not bring the financial system to the brink of a meltdown. It is a world where the unemployed can always find a job if they really want one and businesses never, ever ship jobs overseas.
As politicians who are always quick to point out that it is only the private sector that creates economic growth, I found it rather comical to watch the governors at last week’s debate duke it out over who “created” the most jobs while in office. I know it must have just been an oversight, but I couldn’t help noticing that neither Mitt Romney nor Perry thought to exclude the thousands of government jobs included in their calculations — the kinds of jobs they and their fellow Republicans now view as economically illegitimate.
And how wonderfully precise they can be when it comes to job numbers. Romney is way out front when it comes to this kind of false precision. His new economic plan calculates that President Obama would “threaten” 7.3 million jobs with the ozone regulation that, in fact, the president had just canceled. By contrast, Romney claims his own plan will create 11 million jobs in his first term — not 10, not 12, but 11 million.
When you dig into such calculations, however, it turns out many are based on back-of-the-envelope extrapolations from industry data that totally ignore the dynamic quality of economic interactions.
One recent example comes from the cement industry, which now warns that new regulations limiting emissions of sulfur dioxide and nitrogen oxide could close as many as 18 of the 100 cement plants in the United States, resulting in the direct loss of 13,000 jobs.
Then again, where do you think all those customers of the 18 plants will get their cement? Do you think they might get some of it from the other 82 plants, which in turn might have to add a few workers to handle the additional volume? Or that a higher price for cement might induce somebody to build a modern plant to take advantage of the suddenly unmet demand? Or perhaps that higher prices for cement will lead some customers to use another building material produced by an industry that will have to add workers to increase its output? And what about the possibility that the regulation will encourage some innovative company to devise emissions-control equipment that will not only allow some of those plants to remain open but generate a few thousand extra jobs of its own as it exports to plants around the world.
Such possibilities are rarely, if ever, acknowledged in these “job-scare studies.” Also left out are any estimates of the benefits that might accrue in terms of longer, healthier lives. In the Republican alternative universe, it’s all costs, no benefits when it comes to government regulation. As they see it, government regulators wake up every morning with an uncontrollable urge to see how many jobs they can destroy.
If consistency is the hobgoblin of small minds, then these Republican presidential candidates are big thinkers, particularly on fiscal issues.
In the Republican alternative universe, allowing an income tax cut for rich people to expire will “devastate” the U.S. economy, while letting a payroll tax cut for working people to expire would hardly be noticed. Cutting defense spending is economic folly; cutting food stamps for poor children an economic imperative.
My favorite, though, is a proposal, backed by nearly all the candidates along with the U.S. Chamber of Commerce, to allow big corporations to bring home, at a greatly reduced tax rate, the more than $1 trillion in profits they have stashed away in foreign subsidiaries.
“Repatriation,” as it is called, was tried during the “jobless recovery” of the Bush years, with the promise that it would create 500,000 jobs over two years as corporations reinvested the cash in their U.S. operations. According to the most definitive studies of what happened, however, most of the repatriated profits weren’t used to hire workers or invest in new plants and equipment. Instead, they were used to pay down debt or buy back stock.
But fear not. In a new paper prepared for the chamber, Republican economist Douglas Holtz-Eakin argues that just because the money went to creditors and investors doesn’t mean it didn’t create jobs. After all, creditors and shareholders are people, too — people who will turn around and spend most of it, in the process increasing the overall demand for goods and services. As a result, Holtz-Eakin argues, a dollar of repatriated profit would have roughly the same impact on the economy as a dollar under the Obama stimulus plan, or in the case of $1 trillion in repatriated profit, about 3 million new jobs.
It’s a lovely economic argument, and it might even be right. But for Republican presidential candidates, it presents a little problem. You can’t argue, at one moment, that putting $1 trillion of money in the hands of households and business failed to create even a single job, and at the next moment argue that putting an extra $1 trillion in repatriated profit into their hands will magically generate jobs for millions.
It took a while, but even Richard Nixon came around to declaring himself a Keynesian. Maybe there is still hope for Perry and the gang.
Hostility To Reason And Fact: At The Intersection Of Science And Politics
I’m one of many observers who’s made a fuss about Rick Perry’s hostility towards science, so let’s take a moment to consider Kevin Williamson’s argument that the issue is largely irrelevant. The National Review piece touches on a variety of points, but here’s the crux of the position:
Why would anybody ask a politician about his views on a scientific question? Nobody ever asks what Sarah Palin thinks about dark matter, or what John Boehner thinks about quantum entanglement. (For that matter, I’ve never heard Keith Ellison pressed for his views on evolution.)
There are lots of good reasons not to wonder what Rick Perry thinks about scientific questions, foremost amongst them that there are probably fewer than 10,000 people in the United States whose views on disputed questions regarding evolution are worth consulting, and they are not politicians; they are scientists. In reality, of course, the progressive types who want to know politicians’ views on evolution are not asking a scientific question; they are asking a religious and political question, demanding a profession of faith in a particular materialist-secularist worldview.
At a certain level, I can appreciate why this may seem compelling. The president, no matter who he or she is, has an enormous amount of responsibilities, but writing public school science curricula isn’t on the list.
But I think this misses the point. Put it this way: what are a president’s principal tasks in office? Aside from setting agendas, giving speeches, attending countless meetings, ceremonial responsibilities, fundraising, etc., a president is tasked with making a lot of decisions. Invariably, they’re tough calls — they have to be, since easier decisions are made elsewhere in the executive branch bureaucracy.
In order to make these tough calls, a president will be presented with a fair amount of information. If we’ve elected a capable person, he or she will evaluate that information well, exercise good judgment, and make a wise choice.
What does this have to do with science? Everything. Rick Perry is aware of the scientific consensus on modern biology, but he rejects it. He realizes what climate scientists have concluded about global warming, but he rejects them, too. What this tell us is that Perry, whatever his strengths may be, isn’t especially good at evaluating evidence. On the contrary, by choosing to believe nonsense after being confronted with reality, he’s apparently lousy at it.
And since most of what a president does all day is evaluate evidence and (hopefully) reach sensible conclusions, Perry’s hostility towards reason and facts offers a hint about what kind of leader he’d be if elected.
Consider another example. Perry was fielding questions from a Texas journalist who asked why Texas has abstinence-only education, despite the fact that the state has the third-highest teen-pregnancy rate in the country. Perry replied, “Abstinence works.” The journalist, perhaps wondering if Perry misunderstood the question, tried again, saying abstinence-only “doesn’t seem to be working.” The governor replied, “It — it works.”
This isn’t akin to flubbing a pop quiz on the basics of modern science. I don’t much care if a political figure has never seen a periodic table or struggles to understand how tides work. The point here is that Rick Perry seems unable to think empirically and weigh the value of evidence before reaching a conclusion.
Are these qualities relevant to a presidential candidate? I believe they are.

The GOP Is Fed Up With Its Choices
In theory, Democrats should be nervous about Texas Gov. Rick Perry’s decision to enter the presidential race. In practice, though, it’s Republicans who have zoomed up the anxiety ladder into freak-out mode.
To clarify, not all Republicans are reaching for the Xanax, just those who believe the party has to appeal to centrist independents if it hopes to defeat President Obama next year. Also, those who believe that calling Social Security “an illegal Ponzi scheme” and suggesting that Medicare is unconstitutional might not be the best way to win the votes of senior citizens.
These and other wild-eyed views are set out in Perry’s book “Fed Up!” His campaign has already begun trying to distance the governor from his words, with communications director Ray Sullivan saying last week that the book “is a look back, not a path forward” — that “Fed Up!” was intended “as a review and critique of 50 years of federal excesses, not in any way as a 2012 campaign blueprint or manifesto.”
One problem with this attempted explanation is that the book was published way back in . . . the fall of 2010. It’s reasonable to assume that if Perry held a bunch of radical, loony views less than a year ago, he holds them today.
Another problem is that as recently as Aug. 14, according to the Wall Street Journal, Perry responded to an Iowa voter who asked how he would fix entitlement programs by saying, “Have you read my book, ‘Fed Up!’? Get a copy and read it.”
But Perry doesn’t give us time to plow through his tome, what with his frequent newsmaking forays onto the rhetorical fringe. He had barely been in the race for 48 hours when he announced it would be “treasonous” for Federal Reserve Chairman Ben Bernanke to increase the money supply before the 2012 election. If Bernanke did so, Perry said, “we would treat him pretty ugly down in Texas.”
The outburst allowed Ron Paul, who has spent years calling for the Fed to be abolished, to say of Perry: “He makes me look like a moderate.”
Perry made no attempt to disavow his remarks about Bernanke. Whatever his campaign staff might wish, the candidate apparently does not warm to the task of disavowal.
Soon Perry moved on to the science of climate change, which “Fed Up!” dismisses as a “contrived phony mess.” Perry told an audience in New Hampshire that “a substantial number of scientists” have acted in bad faith, manipulating data “so that they will have dollars rolling in to their projects.” Perry added that “we’re seeing almost weekly, or even daily, scientists who are coming forward and questioning the original idea that man-made global warming is what is causing the climate to change.”
None of that is true. There is overwhelming consensus among climate scientists that human activity — especially the burning of fossil fuels — is contributing to climate change. Multiple investigations have found no evidence of fraud or manipulation of data. Unless Perry is ready to publish fundamental new insights into physical and chemical processes at the molecular level, his swaggering stance against climate science is all hat and no cattle.
“The minute that the Republican Party becomes the anti-science party, we have a huge problem,” candidate Jon Huntsman said Sunday on ABC’s “This Week” — a declaration that makes me wonder how familiar Huntsman is with the political organization he seeks to lead.
Also in his first week of campaigning, Perry suggested that the military doesn’t respect Obama as commander in chief — and, when asked whether he believes Obama loves America, told a reporter that “you need to ask him.” This is music to the ears of the hate-Obama crowd on the far right. But mainstream voters, whether or not they support Obama’s policies, generally like the president, do not question his patriotism and want him to succeed.
“I think when you find yourself at an extreme end of the Republican Party,” Huntsman said of Perry, “you make yourself unelectable.”
He’s correct. But maybe we shouldn’t take his word for it, or Ron Paul’s word — after all, they’re Perry’s opponents. Maybe we also shouldn’t take the word of Karl Rove, who called Perry’s remarks “unpresidential,” since Texas apparently isn’t big enough for the George W. Bush camp and the Rick Perry camp to coexist without feuding.
Suffice it to note that two weeks ago, GOP luminaries were scrambling to find new candidates. And now, after Perry’s debut? Still scrambling, I’m afraid.

Republican House Bills: A Glimpse Into The Tea Party’s Vision For America
If the House ran America, what would America look like?
It would no longer have a far-reaching health-care law. The House voted to repeal that legislation in January.
It would no longer have federal limits on greenhouse gases. The House voted to ax them in April.
And it would not have three government programs for homeowners who are in trouble on their mortgages. The House voted to end them all.
These and many other changes are included in an ambitious slate of more than 80 bills that have passed since Republicans took control of the chamber this year.
Most of these measures will die in the Democrat-controlled Senate. Still, they are a revealing kind of vision statement — the first evidence of how a tea-party-influenced GOP would like to reshape the country.
That vision is aimed at dismantling some Democratic priorities. The GOP’s philosophy holds that paring back an expensive and heavy-handed government bureaucracy would help restore the country’s financial footing and give private businesses the freedom to grow and create jobs.
After seven months, it is still only half a vision.
On major issues such as health care, climate change and bad mortgages, the House has affirmed that fixes are needed — if it can ever manage to repeal the old ones.
It hasn’t said exactly what those changes should be.
“The Republican Party is sort of united in terms of what they’re against. But there’s not a great deal of consensus right now in terms of what they’re for,” said Michael D. Tanner, a senior fellow at the libertarian Cato Institute and an expert on health-care reform and recent GOP history.
This month, a divided Congress finally staggered into its summer recess. Its business has been split between the terrifyingly urgent — including standoffs that threatened a government shutdown and a national debt default — and the purely theoretical.
The theoretical part has come because neither the House nor the Senate is likely to approve big ideas dreamed up by the other. The Democrat-held Senate has reacted to this by withdrawing into legislative hibernation.
House Republicans have instead been passing bills that tell a story — about the country they want but can’t quite get.
“The new House Republican majority was voted into office to change the way Washington does business and make the government accountable to the American people once again. Our agenda has reflected these goals,” said Laena Fallon, a spokeswoman for House Majority Leader Eric Cantor (Va.).
But even within the Republican ranks, there is a desire for more details about the party’s vision for replacing Democratic policies.
Rep. Trey Gowdy (S.C.) said the GOP must put forward its own solutions on issues such as health care, job creation and mortgage assistance. He said he is not convinced that there is a need to take on climate change in the same way.
“Being the party of ‘no’ . . . is an appropriate response” in some cases, Gowdy said. “It’s not appropriate when you’ve been extensively critical of someone else’s ideas” and have none to replace them, he said.
“For substance reasons, and for credibility reasons, we also need to have a comprehensive . . . alternative that goes beyond saying, ‘Your plan is bad,’ ” Gowdy said.
The best-known part of the House’s vision has to do with spending. The chamber passed a budget that calls for a Medicare overhaul that would force new recipients to buy private insurance after 2022. It also passed, with five Democratic backers, a bill that demanded a balanced budget amendment: essentially, a spending limit written into the Constitution.
But the House’s measures have gone far beyond the budget.
It has passed legislation to forbid new energy-efficiency standards for light bulbs and to punish shining a laser pointer at an airplane in flight. It voted to take away federal funding for National Public Radio and for public financing of presidential campaigns.
The House also took a stand against President Obama on the military campaign in Libya, rejecting a motion to approve U.S. involvement. And it voted to rein in Environmental Protection Agency efforts against “mountaintop-removal coal mines” by requiring the EPA to defer to decisions by state regulators.
On three major issues, the House seemed to acknowledge that simply repealing a Democratic idea might not be enough — and that it did not have its own solutions.
On Jan. 19, for instance, 242 Republicans and three Democrats voted to repeal the landmark health-care law.
In place of the legislation, Republicans had said they would craft their own solutions for problems involving high costs and the denial of coverage for preexisting conditions. Their slogan, outlined in last fall’s Pledge to America, was “Repeal and Replace.”
No replacement has occurred.
A bill that would limit liability in malpractice lawsuits has passed in committee. Other ideas are being developed, aides said.
On climate change, the EPA is requiring larger power plants and industrial facilities to reduce greenhouse gas emissions to obtain new permits.
But many in Congress worried that the effort would drive up energy prices and kill jobs. So in April, 236 House Republicans and 19 Democrats voted to make the EPA stop in its tracks.
In place of regulations, they approved only a vaguely worded “sense of the Congress” about climate change.
“There is established scientific concern over warming of the climate system,” the bill says. It adds that Congress should attack the problem “by developing policies that do not adversely affect the American economy, energy supplies, and employment.”
But how? When? The measure doesn’t say.
And it doesn’t need to, said Tim Phillips, president of the conservative group Americans for Prosperity. He said his group thinks that simply repealing this legislation — and the health-care law — is enough for now.
“The big-government assault [has been] so damaging to the economy and the government. They’re doing the right thing by just trying to stop and reverse,” Phillips said.
Environmental groups have said that the House’s bill would leave the nation powerless to fight an escalating global problem.
“They clearly aren’t going to pass any legislation themselves that would address that pollution,” said Dan Lashof of the Natural Resources Defense Council.
The House also has voted to eliminate three federal programs meant to aid homeowners in danger of foreclosure. Two help modify loans to create lower payments. The third gives no-interest loans to borrowers who are in trouble. All have been criticized for moving too slowly and helping too few.
In March, the House decided to do away with them. The Congressional Budget Office said that doing so could save taxpayers $2.4 billion.
“None of the programs . . . have been successful,” Michael Steel, a spokesman for House Speaker John A. Boehner (R-Ohio), wrote in a statement.

Political “Idjits”: Is the GOP Bound for A ‘Political Jonestown’?
Once upon a time the Republican Party included a few widely-respected leaders who valued reason and flexibility — names like Eisenhower, Javitz, Weicker and a few others come to mind. Hell, Nixon was a paragon of sanity compared to some of the loons running the GOP asylum now. if this sounds overstated, read Richard Cohen’s Sunday WaPo column “A Grand Old Cult,” in which he explains:
To become a Republican, one has to take a pledge. It is not enough to support the party or mouth banalities about Ronald Reagan; one has to promise not to give the government another nickel. This is called the “Taxpayer Protection Pledge,” issued by Americans for Tax Reform, an organization headed by the chirpy Grover Norquist. He once labeled the argument that an estate tax would affect only the very rich “the morality of the Holocaust.” Anyone can see how singling out the filthy rich and the immensely powerful and asking them to ante up is pretty much the same as Auschwitz and that sort of thing….Almost all the GOP’s presidential candidates have taken this oath, swearing before God and Grover Norquist to cease thinking on their own, never to exercise independent judgment and, if necessary, to destroy the credit of the United States, raise the cost of borrowing and put the government deeper into the hole.
Cohen notes the role of revisionist history and denial in the Republicans’ increasingly unhinged worldview:
…The hallmark of a cult is to replace reason with feverish belief. This the GOP has done when it comes to the government’s ability to stimulate the economy. History proves this works — it’s how the Great Depression ended — but Republicans will not acknowledge it.The Depression in fact deepened in 1937 when Franklin D. Roosevelt tried to balance the budget and was ended entirely by World War II, which, besides being a noble cause, was also a huge stimulus program. Here, though, is Sen. Richard Shelby mouthing GOP dogma: Stimulus programs “did not bring us out of the Depression,” he recently told ABC’s Christiane Amanpour, but “the war did.” In other words, a really huge stimulus program hugely worked. Might not a more modest one succeed modestly? Shelby ought to follow his own logic.
‘Logic’ may not be the best word to describe GOP thinking in the second decade of the 21st century. Cohen notes a similar pattern of denial with respect to Republican policies on abortion and global warning, and adds,
…Independent thinkers, stop right here! If you believe in global warming, revenue enhancement, stimulus programs, the occasional need for abortion or even the fabulist theories of the late Charles Darwin, then either stay home — or lie.This intellectual rigidity has produced a GOP presidential field that’s a virtual political Jonestown. The Grand Old Party, so named when it really did evoke America, has so narrowed its base that it has become a political cult. It is a redoubt of certainty over reason and in itself significantly responsible for the government deficit that matters most: leadership. That we can’t borrow from China.
The problem for Democrats is that, when Republicans become irrational proponents of discredited ideas and failed polices, there is not much incentive for Dems to up their game. Dems are not being challenged to respond to good arguments so much as tantrums by intellectually-constipated ideologues. The public gets cheated out of an enlightening debate and everybody loses.
What puzzles is why all of the Republicans have guzzled the Koolaid. Why hasn’t it dawned on the party’s brighter bulbs, perhaps Senator Lugar or, maybe Scott Brown or Huntsman that “Hmm, I could really separate myself from the pack of idjits by taking things to a more rational level”? All indications are that the public would like to see a little more flexibility from Republicans.
There may well come a point when the Republicans’ impressive party discipline starts to look like pointless obstructionism to swing voters. The public can see that, so far only one party is compromising. If sanity prevails, the Republicans’ unspoken meme that “we’re 100 percent right, and they’re 100 percent wrong, so we won’t give an inch” can’t play much longer without diminishing returns.
