How The Media Promotes Ignorance And Stifles Debate
Friday night, my eyes were glued to to the news, as I awaited any and all emerging details about the possible government shutdown. As outlets began reporting that republicans and democrats had finally reached a deal, I immediately felt a sense of relief. Thank goodness, I thought, so much unnecessary suffering averted. But the relief didn’t last long, because in the pit of my stomach was fear for the many millions of people who will be affected by the $38 billion in budget cuts passed by congress. Unfortunately, the media feels differently, preferring to discuss ad-nausium the budget cut’s political ramifications for the two parties.
The same thing happened when the GOP was determined to shutdown the government if democrats did not sign on to defunding Planned Parenthood. Again, the media’s focus was not on the health of the 3 million people the organization treats every year, by providing cancer screenings, HIV and STI checks, and contraceptives. They focused on how this painted republicans as partisan ideologues, or the democrats as supporters for women’s rights, which party was to blame for the almost-shutdown, and most notably, the consequences this would have on their popularity.
Almost all of the reporting by the establishment media centers around how X will affect the democrats favorability numbers, or how Y will affect the republicans chances in 2012. Whether I was watching MSNBC or CNN, the sole concern was always on the political implications of the budget cuts, rather than the real life consequences for the many millions of Americans already suffering from unemployment, foreclosures, and sky-rocketing medical costs.
And therein lies the problem with our media establishment: Every major policy issue is strangled by the established “right vs left” consensus. Whether it’s civil liberties, our endless wars, healthcare reform, or the economy, all are presented through the prism of democrat and republican disagreement. Not only does this ignore the tribulation of people around the country, but most importantly the media omits discussion of issues that receive bipartisan support, which has increasingly become the case, issue after issue.
There is very little that republicans and democrats in office disagree on. They both support the wars, the private insurance industry, tax cuts for the wealthy, deregulation, budget cuts during an economic recession, and the list goes on. Perhaps this is because both parties are corporately owned by the same interests. The only real difference today remains their position on social issues. Republicans are still against women’s reproductive rights and marriage equality, while democrats remain pro-choice and advocates for ending institutionalized discrimination against homosexuals (although they don’t do a very good job at consistently standing up for these rights). While these issues are of great importance, they are not the only problems afflicting the nation.
Look no further than the lack of coverage on economic suffering for proof. Republicans want to cut all social spending, while democrats prefer to cut a fraction of social services that benefit the public at large. So rather than discussing alternatives to austerity aimed at the working class and poor, the media solely focuses on how much austerity is enough. Poll after poll shows that Americans overwhelmingly support increasing taxes on the wealthy to reduce the deficit. In addition, major cuts to Medicaid, Medicare, or Social Security to balance the budget are wildly unpopular. But the mainstream narrative does not even challenge whether budget cuts are necessary, or if other alternatives for deficit reduction exist, let alone the public’s opinion.
The media also refuses to bring up defense spending, which costs upwards of $1 trillion annually. Probably because both parties agree that the national security and warfare state are untouchable. Which is interesting, given that the public prefers cutting defense spending rather than social spending to reduce the deficit. Then again public support for the Afghanistan war is at an all-time low, but the bipartisan Washington consensus in support of the war remains unmoved. The fact that war spending is draining our treasury should be a significant story for the media, particularly since the government just launched another war in Libya, while ironically calling for fiscal responsibility.
If they aren’t even capable of exposing the cost of war, it is no surprise that the casualties of war, both the injured and dead, soldiers and civilians, are completely omitted from discussion. Again, this makes sense, given the bipartisan support for war, with tactical nuances making up the few points of contention. This was most apparent in the lead up to the Iraq war, which enjoyed strong bipartisan support, with the media following suit by forcing a pro-war narrative and firing those who loudly dissented.
The same is true for healthcare reform. Americans overwhelmingly support a single payer, medicare-for-all system, but since democrats and republicans are both in the pockets of the private insurance industry, single-payer is not a viable topic for debate on the airwaves. Even climate change has become a forgotten issue. Now that President Obama and his fellow democrats have adopted the Bush approach — i.e. refusing to cut greenhouse gas emissions, regulate resource exploiting industries, or invest in alternative energy — climate change and it’s very real, disastrous effects, are almost never examined.
It is no wonder so many Americans are turned off by politics. Many don’t realize how political decisions effect their everyday lives, from the quality of the water and air that they breath, to the seat-belts they wear and sick days they receive. If not for independent media outlets like Democracy Now! and independent journalists like Glenn Greenwald, Jeremy Scahill, and Marcy Wheeler, to name a few, I would be an apathetic liberal uninterested in “silly political debate”.
If the goal of the establishment media class is to portray significant political decisions as boring ideological nonsense, then they have succeeded. One doesn’t need to attend journalism school to understand that the mainstream media has failed at its job of informing the public and holding those in power accountable. Instead they have successfully promoted ignorance and stifled debate, to the detriment of truth and social justice.

Mangled Mandate: How Paul Ryan And The GOP Are Misreading The American People
As with any election, there are competing narratives about what message the voters were sending last November when Democrats got routed in the mid-terms. Each party has offered a view on the meaning of the election. In the Democrats’ view, an economically anxious electorate was focused on jobs and repudiated Obama’s party for not delivering on job growth. In this telling, voters did not reject a liberal agenda but saw health care and other issues as diversions from their immediate pressing economic concerns. And there is some evidence to support this view: Nearly two out of three voters picked the economy as the single most important issue in deciding their vote, and Republicans won that vote. Republicans, on the other hand, argue that voters threw out Democrats in record numbers because they recoiled at incredible levels of government spending. And, indeed, some exit polling showed that voters registered their opposition to a more activist federal government: 56 percent said the government is doing too much, while only 38 percent said the government should do more to solve problems. Meanwhile, 40 percent of voters favored deficit-reduction.
Now, Republicans are intent on using their interpretation of the election to achieve their policy goals. They are offering a budget blueprint that slashes spending on Medicare and Medicaid and other government programs. Representative Paul Ryan’s plan dramatically cuts services to the middle class. As my colleague Jonathan Chait has pointed out, these cuts would be made by lowering taxes on the wealthy and corporations. The whole proposal, in other words, represents a giant redistribution of wealth away from the middle class toward the rich. As the Congressional Budget Office notes about Ryan’s plan for Medicare, for example, “most elderly people would pay more for their health care than they would pay under the current Medicare system.” What Ryan is really saying, then, is in the middle of this recession, after a decade of declining wages, the real problem in our country is that middle-class Americans have too many services and the rich have been too put upon. And he seems to think he has public support to back him up.
But are Ryan and other Republicans about to walk over quicksand, fooled by the illusion of firm ground beneath their feet after the November elections? Do Americans really want slashes to programs that serve them? Evidence suggests not—meaning Paul Ryan is teetering on the edge of a cliff, threatening to take all House Republicans down with him.
Even the Tea Party movement, whose momentum was built on outrage at government spending, seems to be waning somewhat; the movement’s rallies that once boasted huge numbers now bring only hundreds to the Capitol. As poll analyst Charlie Cook has pointed out, independents have also shifted to being more neutral toward government intervention in the economy over the last few months—from 60 percent saying the government was trying to do too much in October to only 47 percent agreeing with that idea now. (Or, seen from another angle, in the same time frame, people saying the government should do more has risen from 38 percent to 51 percent). And, perhaps even more ominous for Republicans, according to a recent Kaiser poll, 56 percent of Americans do not support any Medicare reductions, 35 percent support minor reductions, and only 8 percent support major reductions. The story is the same with Medicaid: 47 percent do not support Medicaid reductions, 39 percent support minor reductions and 13 percent support major reductions.
Dress it up as he likes, Paul Ryan is proposing to do just what polls show the American people don’t want—to shift more costs shift to individuals, including middle-class Americans. And many House Republicans agree with him, although, already, a few members are refusing to embrace the Ryan budget proposal. Politico has reported that several more vulnerable Republican members, including Blake Farenthold, Sean Duffy, and Ann Marie Buerkle, have called the plan bold, yet not embraced the details.
After every election, the victors try to define and act on their mandate. As Ryan and other Republicans rush through their effort to slash spending, however, they would do well to ask themselves whether it’s what the public really wants—or whether they’re woefully misreading the voters, and setting themselves up for disaster in the next election.

With Truants And Teabaggers In Congress, How Do We Stop The Next Shutdown Threat?
I began work as chief of staff to Vice President Al Gore on Nov. 13, 1995, one day before the first of two government shutdowns that year. I arrived to find a stack of furlough forms on my desk; I spent the day introducing myself to new colleagues . . . and laying them off. Throughout the building unease was palpable: People had bills to pay, and junior White House staffers had little cushion in their bank accounts.
Too many in government faced, and narrowly escaped, that same fate last week. The prospect of future shutdowns still looms, and the pain from a shutdown of any duration would be widespread. Effects of the 1995 shutdown included a halt in toxic cleanups at more than 600 sites; delays in deploying hundreds of new border agents and processing more than 200,000 passports; and closure of more than 300 parks, with losses to the tourism economy.
How did we get to the brink? And what lessons can we apply from the past to ensure this scenario doesn’t arise again?
There would be no political winners in a shutdown. Many Democrats recall the 1995 shutdown as a pivotal point in the Clinton presidency — the moment when his political comeback was cinched and the GOP began its slide to defeat in 1996. But the truth is more complicated. President Bill Clinton’s approval ratings fell during the shutdown and rose again only after the government reopened. The GOP’s political debacle stemmed in large part from Newt Gingrich’s comment that the shutdown was “payback” for a bad seat on Air Force One — a remark that former representative Tom DeLay later described as causing “the whole moral tone of the shutdown [to be] lost.” While Democrats emerged from this confrontation with a strong hand, there is no guarantee that a future crisis will end well. Undisciplined mistakes could foil their party as easily as the GOP.
Republicans would approach the next juncture in an even weaker position. Recent events showed that some learned from the severe political fallout from the 1995 shutdown, but others still believe the real mistake was compromising with Clinton to end the standoff. House Speaker John Boehner said last week that “there’s no daylight between the Tea Party and me,” just a day after Tea Party protesters chanted “shut it down, shut it down” near his office. And this deal didn’t make it less likely the speaker will reach one next time.
President Obama won this round, navigating difficult currents to take command of the situation and protecting nascent economic growth.
But this economy will continue to be far more fragile than the one Clinton managed during the confrontation in 1995, so simply putting this crisis behind us isn’t enough.
To lessen the odds of a repeat when the current year’s appropriations inevitably remain unfinished this fall, the president should do four things.
First, he has to continue to drive home — as he has in recent days — what the American people have at stake in a government shutdown. Obama must seize the moment, as Clinton did in 1996, to prepare for future confrontations; highlighting the Tea Party’s lusty cheering for a shutdown underscores both an ideological zeal that is indifferent to a shutdown’s real-world effects, and a contrast that can shape the governing and political dynamic for the final two years of his term.
Second, he should use this reprieve to direct his advisers to reexamine the basic legal framework for any future government shutdown: a January 1981 memo from outgoing Attorney General Ben Civiletti, and a subsequent directive from the Office of Management and Budget, that created the dichotomy that sends most federal workers home in a shutdown, except those whose activities are deemed “essential.” The attorney general could preemptively broaden the list of activities considered essential, substantially lessening the stakes in future standoffs. A 1990 amendment to the relevant federal statute narrowed room for creative interpretation of the law, but in the 1995 shutdown Clinton authorized 50,000 workers to return to their jobs, saying that their processing of Social Security and veterans benefit applications was “essential” to avoid a soaring backlog. A similar expansion of the definition of “essential activities” would minimize the portion of the government that could be held hostage in a future stalemate.
Third, he can explore the path employed to end the U.S. government shutdown in January 1996 — which ended not with a year-long agreement to fund the government (that didn’t come until April) but with a continuing resolution that included language categorizing all activities by federal workers as essential, allowing them to return to work even when funding expired. Putting such a measure in place now, in advance of the next crisis period, would ensure that workers remain on the job even when future battles over policy riders and spending levels rage.
Finally, the president should use the momentum gained in this confrontation to press for enactment of an automatic continuing resolution that would keep the entire federal government functioning at the prior year’s spending level when no other funding plan is in place. Congress has passed the regular appropriations bills on time in fewer than 10 of the past 60 years; the odds of success this year are remote. Tolerating unmanaged uncertainty about government funding is like walking around Washington in April without an umbrella: You will get wet; the only question is when.
President Obama averted disaster this time. But steps must be explored to prevent such near misses in the future.

The Efficacy Of A Republican Hostage Strategy
Matt Yglesias offered a helpful reminder this morning about leverage.
Details on the appropriations deal are still hard to come by, but you don’t need the details to know that substantial short-term cuts in domestic discretionary spending will hurt the poor while harming macroeconomic performance. The problem with not agreeing to the deal, of course, is that a government shutdown would also hurt the poor while harming macroeconomic performance.
If you genuinely don’t care about the interests of poor people and stand to benefit electorally from weak economic growth, this gives you a very strong hand to play as a hostage taker. And John Boehner is willing to play that hand.
Right. A hostage strategy works well when the hostage taker makes it clear that killing the hostage is a perfectly viable option.
In this case, President Obama knew he was facing an unpleasant choice: accept spending cuts, which would hurt working families and undermine the economy, or allow Republicans to shut down the government, which would hurt working families and undermine the economy. As much as I really don’t like the agreement reached last night, I’m not unsympathetic to the dilemma.
But it’s worth appreciating the dynamic itself. The moment it was clear that the White House and congressional Democrats were determined to avert a shutdown, and congressional Republicans saw a shutdown as a reasonable, if not attractive, option — one that their base would celebrate — the rules of the game were already written to guarantee a discouraging result.
By some measures, Dems entered the process with the better hand. Democrats not only had the White House and the Senate majority, but polls showed the American mainstream opposed to the GOP agenda. But they also made clear that they were ready to make concessions — because they were determined to save that hostage, and Republicans didn’t much care either way.
Or as Greg Sargent put it this morning, “Republicans knew full well that the White House wouldn’t allow a government shutdown, allowing them to continue to move the spending-cut goalposts in the knowledge that Dems would follow — again ensuring that the debate unfolded on the GOP’s turf.”
The variable here would, ideally, be electoral considerations — Republicans wouldn’t kill the hostage because they’d be afraid of a voter backlash, creating a built-in incentive for the GOP to act responsibly. In theory, this gives Dems at least some leverage, too — “If you shut down the government, we’ll blame you and you’ll lose in 2012.”
So why doesn’t that work more? Probably because Republicans know that news organizations feel obligated to blame “both sides” at all times for everything, enough so that the GOP is willing to take its chances. Besides, even if they are blame, GOP officials can count on the party, the Koch Brothers, and Karl Rove to run a bunch of attack ads that will help them stay in office in anyway.
“Revere America”: Another Conduit For A Super-Wealthy Family To Influence Elections
On March 23, 2011 a group called Revere America issued a dire-sounding PRNewswire press release titled, “Americans Fear Loss of Freedom on Anniversary of Health Care Reform Law.” It warned that “a majority” of Americans view health care reform as “a threat to their freedom” and cited a poll by Bill McInturff of Public Opinion Strategies to prove it. The release came well after Revere America had spent $2.5 million on attack ads in the 2010 mid-term elections to defeat Democratic candidates in two states — New York and New Hampshire — who had voted in favor of health care reform. Just prior to the mid-term elections, in the autumn of 2010, Revere America ran a a slew of false and misleading attack ads against the health care reform bill that erroneously called health reform “government-run healthcare” (a Republican and insurance industry buzz-phrase). The ads said that the new law will result in higher costs and longer waits in doctors’ offices. In another false claim aimed at inducing fear, the ads told viewers that “your right to keep your own doctor may be taken away.”
But who, or what, is Revere America? And how did it pull together enough money in less than a year to run a multi-million-dollar attack ad campaign, engage an expensive, professional polling firm and pump their message out on PRNewswire?
“Revere America”: Another Veil for a Wealthy Family
Revere America (RA) is a Delaware-based advocacy organization that sprang up in April, 2010. Like so many similar groups springing up after the Supreme Court’s ruling in Citizens United, RA is set up in a way that allows it to accept corporate donations, and that keeps it from having to reveal its funders. RA’s titular head at the time of its startup was former New York Governor George Pataki. The group pushes to repeal health reform, also known as the Patient Protection and Affordable Care Act, which Pataki described a “horrific” and “costly bungle.” Donations to RA are not tax deductible, which would seem to make donating huge sums of money to the group less attractive to large numbers of people if it was a real grassroots group made up of ordinary people.
The Collier’s Hamilton Yacht ClubBut it turns out that Revere America is not made up of ordinary people, and its primary funder isn’t all that concerned about money. According to Citizens for Responsibility and Ethics in Washington (CREW) and other sources, Revere America’s primary funder is Parker J. Collier of Naples, Florida, the wife of Miles Collier, a wealthy Florida land baron and real estate developer. Ms. Collier has given half a million dollars to the Republican Party of Florida, $60,800 to the Republican National Committee, and gave an overall total of $1,239,014 to Republican interests — and that was just in 2009-2010.
The Collier money flowing towards Republicans and Revere America is old family money. Parker’s husband, Miles Collier, is the grandson of Barron Collier, who bought over a million acres in south Florida in the early 1900s, and after whom Collier County, Florida is named. Through their company, Collier Enterprises, the Colliers develop tony yacht, golf and members-only country clubs in southwest Florida, where the rich play, dine and sail. In recent years, Collier Enterprises has even been developing entire towns in Florida.
Influencing Elections Throughout the U.S.
The Collier’s private, members-only golf clubFor the Colliers, though, it apparently isn’t enough to have all the amenities of uber-wealth. Through Revere America, the family’s apparent political front group, the Colliers have also been using their money to influence elections throughout the rest of the country. They have financially supported far-right Republican candidates not only in New York and New Hampshire, but in many other states, including Michele Bachmann (R-Minnesota), Senator Scott Brown (R-Massachusetts), and Republican Sue Lowden in her failed primary bid to gain the Senate nomination in Nevada, to name just a few. The list of Republican candidates RA funded and Democrats they worked to defeat in the 2010 election cycle numbers over 100, with some elections meriting six figure donations — amounts that far exceed what individuals can legally donate to influence an election.
The professional Republican pollster doing work for RA, Bill McInturff, conducted the message and advertisement testing for the infamous “Harry and Louise” television commercials that helped defeat the Clinton-era health care reform effort. Some of McInturf’s other clients include insurer Blue Cross Blue Shield Association, America’s Health Insurance Plans (the health insurance industry’s lobbying group) and drug maker Pfizer — all of which have a stake in undermining health care reform.
Pataki resigned as RA’s chairman in February, 2011, citing a Florida judge’s ruling the same month that the new health reform law’s federal mandate to purchase health insurance is unconstitutional. Pataki cited this ruling, and the House of Representatives’ symbolic vote to repeal health reform, as creating a good time for him to step down, and as proof that RA had been “successfully launched.” RA’s spokesperson and president is now Florida attorney Marianne R.P. Zuk, who is listed in Florida incorporation records as an officer or director for several Collier-owned companies.
Revere America is a “grassroots group” for the uber-wealthy Collier family in the same way that Americans for Prosperity is a “grassroots” group for the uber-wealthy Koch brothers. Such groups are conduits through which the super-rich are increasingly exerting powerful influence over elections nationwide. RA is yet another group that demonstrates the growing trend in which the wealthiest Americans — in the forms of both human beings and corporations — use their money to create fake “grassroots” front groups to hide behind and influence elections across the U.S.
Be on the look out for many more such groups to crop up in the future as the richest one or two percent of U.S. citizens come under increasing pressure to pay their fair share of taxes, and as we move closer to the 2012 elections.
