“Islamophobic Ballots And Bullets”: What Is It About Tennessee That’s Made It The American Capital Of Islamophobia?
I hope there’s not something strange in the water in the Fourth Congressional District of Tennessee. This is the place represented in the U.S. House by the Conservative From Hell, Scott DesJarlais, the hard-core antichoice Family Values man with a record of having sex with patients and encouraging wives and lovers to have abortions.
But now it turns out DesJarlais wasn’t the strangest person on the 4th district ballot in 2014: independent candidate Robert Doggart (he got six percent of the vote) has been arrested for conspiring to firebomb a Muslim center in New York. Here’s the report from Claire Wiseman of the Chattanooga Times-Free Press:
Robert Doggart wanted to burn Islamberg to the ground.
In a plea agreement filed in federal court April 29, the Signal Mountain resident and former District 4 congressional candidate admitted he spent months gathering weapons and plotting an all-out assault on the small Muslim enclave in Delaware County, New York.
“We shall be Warriors who will inflict horrible numbers of casualties upon the enemies of our Nation and World Peace,” he wrote in one Facebook post.
Doggart’s plan seems to have been based on the fear that Islamberg residents were themselves planning a terrorist attack, though local law enforcement say no such plan exists. The town is the headquarters of Muslims of America.
It “must be utterly destroyed in order to get the attention of the American people,” Doggart wrote in a February Facebook post.
Federal agents became aware of Doggart’s plan in early 2015 and began surveillance. A local judge authorized a wiretap on March 15, according to a criminal complaint.
In recorded calls with a confidential source located in Texas, Doggart said he planned to travel to New York for “reconnaissance” in early April. He planned to check out the buildings he hoped to burn. But he told the source he would also bring his M-4 assault rifle with him “just in case,” according to the complaint.
I like this part:
He is facing a $250,000 fine and up to five years in prison after a plea to interstate communication of threats. He was put on pre-trial release two weeks ago after his attorneys told Magistrate Judge Susan K. Lee he had weaned himself off painkillers and stopped using alcohol while in the Hamilton County Jail.
Yeah, if there’s anything more dangerous than a regular old Islamophobic nut with shootin’ irons and kerosene, it’s a drugged-up, hootched-up Islamophobic nut with shootin’ irons and kerosene.
I don’t know what it is about Tennessee that’s made it the American capital of Islamophobia (a GOP primary in a district adjoining the 4th was almost completely dominated by hysteria about a mosque under construction a while back). But it’s not even funny any more.

“The GOP’s Worst Nightmare And A Pundit’s Dream”: A Brokered Convention In 2016
There are so many Republicans running for president, or thinking about running for president, that the Republican National Committee is having a hard time keeping track of them all. An official GOP online straw poll lists 36 potential candidates (and as Politico noted, that list actually missed at least two former governors who have said they’re mulling White House bids).
Regardless of the final tally, it’s becoming increasingly clear that debate planners will need to come up with creative ways to fit so many podiums on the stage when the candidates first face off in August.
But what makes this election so interesting isn’t just the sheer number of candidates. It’s that it could remain undecided until the GOP’s national convention in the summer of 2016. With so many candidates splitting the vote, it’s quite possible that no candidate gets a majority of delegates by the end of the primary season.
Now, it’s true that political junkies like me hope for a brokered convention every four years — one where backroom deals ultimately decide the eventual nominee. (Read more about brokered conventions here.) Each time, our dreams are ultimately foiled by one candidate who gains momentum through the primary season, causing the others to drop out.
But this year may be different for three unique reasons:
1. Look at the early polls. No Republican candidate can break even 20 percent support on a consistent basis in national surveys. In fact, the latest Real Clear Politics average finds just three possible candidates who register more than 10 percent. There’s really no frontrunner at all.
2. A winning coalition isn’t easy to put together. There are already several candidates who appeal mainly to evangelical Christians, a bunch who are attractive to national security hawks, and a handful who attract the Wall Street establishment crowd. There’s even a libertarian or two in the mix. With so many candidates on the menu, primary voters won’t necessarily have to pick the lesser of the evils. They’ll find a candidate who speaks to the issues they most care about.
3. Follow the money. Super PACs, which have become a pre-requisite for running for president this year, can raise unlimited sums from large donors. While they cannot legally coordinate their actions with the official campaigns, their war chests can ensure a candidate can stay in the race much longer than ever before. There’s little need to drop out if you have a billionaire or two committed to influencing the race with your candidacy.
Put this together and it’s very possible that no candidate will win two of the first four early contests in Iowa, New Hampshire, South Carolina, and Nevada. If that happens, it’s impossible to predict what comes next.
RNC rules require states that hold nominating contests before March 15 to award delegates proportionally, meaning that the winner-take-all states that might decide the nomination come later in the process. Favorite-son candidates in delegate-rich states like Florida (Jeb Bush and Marco Rubio) or Texas (Rick Perry and Ted Cruz) could further splinter the delegate counts.
The odds probably still favor the Republican nomination fight coming down to just a couple candidates. But at this point, it’s impossible to predict when so many candidates have a plausible path to the nomination.
In fact, a chaotic primary season – with more than a dozen candidates with plenty of money to spend — makes the most improbable outcome much more possible.

“Bill O’Reilly Will Never Pay”: Why Domestic Abuse Allegations Won’t Faze Fox News
It should come as no surprise that Fox News didn’t mention the latest awful allegations about Bill O’Reilly’s behavior toward women on Monday night. But given the ugliness of the reports – Gawker says that his ex-wife accused him, in sealed divorce documents, of choking her and dragging her by the neck down the stairs of their Manhasset mansion – it’s hard not to wonder what, if anything, would get O’Reilly in trouble with Roger Ailes.
We already know he settled a sexual harassment lawsuit by Fox producer Andrea Mackris, whose details became the stuff of journalistic legend – we will never think of falafel, or loofah, the same way. Now, while we don’t know the entire truth about his divorce, or why he lost custody of his children, we know enough to say he probably shouldn’t be lecturing anyone on family values. (For the record, O’Reilly today denied the charges.)
Yet he will almost certainly continue to tell African American men how to behave with women, and how to parent, because Roger Ailes doesn’t care about hypocrisy.
Now, we do have one example of Ailes tiring of a tempestuous host: Glenn Beck, in 2011. But Beck’s insane shtick was tarnishing the brand. O’Reilly’s angry white man shtick is the Fox brand. Without some explosive new evidence – his ex-wife refuses to comment on the charges, and she apparently did not call police when it happened – O’Reilly is likely to survive.
That doesn’t mean he isn’t wholly reprehensible. The cluster of reports about O’Reilly’s divorce from Maureen McPhilmy are appalling. He used his clout as a donor to police charities to make trouble for McPhilmy’s new boyfriend (now husband), a Nassau County police detective. As a powerful (and hypocritical) Catholic, he’s tried to have their marriage annulled, which would negate the “sin” of divorce and allow the parties to marry again in the church.
That privilege used to be reserved for short term, childless (at one time, “unconsummated”), disastrous marriages that both parties quickly recognized as a mistake; now powerful Catholics, usually men, receive annulments for long-term marriages that produced children, and they often force them on unwilling spouses. (Yes, you’ll recall that Rudy Giuliani did that to his first wife.) And in the meantime, the Fox bully tried to get McPhilmy ex-communicated from the church for the “sin” of divorce, and succeeded in getting her local parish to reprimand her for taking communion.
This latest allegation is particularly awful because it comes from his 16-year-old daughter, who told a custody investigator, according to Gawker, that she witnessed the abuse before her parents separated five years ago. McPhilmy got sole custody at least partly because O’Reilly violated the terms of their joint custody agreement, hiring the children’s therapist, who was supposed to supervise the custody situation, as a member of his staff.
But at least he didn’t yell at his wife, “Hey M-Fer, I want more iced tea.”
Of course, even if you give O’Reilly the benefit of some doubt, it’s clear his family life is a mess. Yet he regularly rails at African American families from his lofty perch at Fox. “The reason there is so much violence and chaos in the black precincts is the disintegration of the African-American family…The lack of involved fathers leads to young boys growing up resentful and unsupervised,” he said last August.
In December, he continued to fulminate: “The astronomical crime rate among young black men—violent crime—drives suspicion and hostility. … No supervision, kids with no fathers—the black neighborhoods are devastated by the drug gangs who prey upon their own. That’s the problem!”
Now O’Reilly’s kids are growing up with no father in the home – but apparently a judge thinks they will be better off that way.
O’Reilly has even called domestic violence “a terrible plague,” telling 2016 GOP presidential hopeful Ben Carson last year: “I’m telling you, battery against women in this country and around the world is just out of control.”
But why would Ailes care about any of that? His audience probably doesn’t care. Fox’s over-65, predominantly male viewers probably see both sexual harassment and domestic violence as issues hyped by feminazis and the liberal news media.
Ailes’s entire news operation is built on a central fiction – and the fiction is that it’s a news organization at all. So why would it be a problem if it’s fronted by a family values hypocrite who’s actually a serial abuser of women?

“Appealing To Fear In The Name Of Security”: Marco Rubio Wants To Scare Americans Into Voting For Him
The 2014 midterm was the election of fear, and offered a likely foreshadowing of the strategy the Republicans will use to try and win the White House in 2016. In the midterms, the GOP stacked up impressive victories by brilliantly stoking a nightmare vision of an America about to be overrun by Ebola patients, anchor babies, and ISIS assassins. In their quest to replace Barack Obama, Republican presidential hopefuls are making the starkest possible case that security is the primary issue, eclipsing all others.
Yesterday, Marco Rubio announced the new theme of his campaign: “The fundamental problem we have in America is that nothing matters if we aren’t safe.” According to Rubio, “The world has never been more dangerous than it is today,” which means “the economic stuff” has to take a backseat to national security. Rubio’s emphasis on safety echoed a remark made by his rival Chris Christie the same day: “You can’t enjoy your civil liberties if you’re in a coffin.”
These statements are startling in the all-or-nothing choices they offer. Without security, “nothing matters.” If we don’t have security, we’ll be in a coffin. This black-and-white language negates the possibility that security is one value among others, that it needs to be balanced against competing values such as liberty or peace. It’s hard to imagine cruder appeals to fear.
And by appealing to fear in the name of security, they only ensure they’ll get less of what they say they want.
While some political leaders have relied on fear-mongering since time immemorial, the specific national security based anxiety voiced by Rubio and Christie has a particular lineage. According to George Mason historian Peter N. Stearns in his 2006 book American Fear, “American culture launched a really distinctive approach to fear only in the twentieth century: There was no long legacy of public fearfulness. Indeed, current standards are particularly striking in their contrast with nineteenth-century norms, which quite explicitly called on Americans, at least American men, to face fear directly and stare it down.”
Stearns locates the origins of fear culture in modern American politics in the Cold War. His argument is in keeping with findings of many historians that the very idea of “national security” as a pre-eminent goal crystallized in the early days of America’s rivalry with the Soviet Union, when Secretary of State Dean Acheson said it was necessary to “scare the hell out of the country” in order to shore up support for an anti-communist foreign policy.
In his 1974 work The Logic of World Power, historian Franz Schurmann argued the Cold War consensus was based on “a new ideology” and “the key word and concept in that new ideology was security.” For Schurmann, part of the power of the concept of security was that it encompassed domestic economics as well as foreign policy. Social Security, after all, was the cornerstone of the New Deal. The promise of “national security” as a foreign policy goal was that it would bring the same type of peace of mind that Social Security gave to citizens.
In practice, the excessive weight given to security produced not greater calm but more fear. The search for absolute security could brook no opposition, so the enemy became not just Stalin’s USSR but the idea of communism, leading to a global crusade abroad and an ideological purge at home. As the conservative foreign policy analyst Robert W. Tucker noted in his 1971 book The Radical Left and American Foreign Policy, “By interpreting security as a function not only of a balance between states but of the internal order maintained by states, the Truman Doctrine equated America’s security with interests that evidently went well beyond conventional security requirements.”
The hair-trigger overreactions of the early Cold War were revived after 9/11, when policymakers once again launched a global war on the grounds that it was needed to ensure security on the home front. The best articulation of the post-9/11 culture of fear—and the concomitant willingness to do almost anything to secure an impregnable level of safety or security—can be seen in the 1 percent doctrine as articulate by Vice President Dick Cheney: “If there’s a 1 percent chance that Pakistani scientists are helping Al Qaeda build or develop a nuclear weapon, we have to treat it as a certainty in terms of our response.” In effect, Cheney was calling for the United States to become one giant safe space, even if it meant massively overreacting to threats abroad.
Because of the language of security originated in the New Deal, the earliest critics of this discourse came from the political right. Throughout the early Cold War, Ohio Senator Robert Taft, the stalwart of the Republican right, warned that America was becoming “a garrison state.” In his libertarian classic The Road to Serfdom (1944), F.A. Hayek argued that, “nothing is more fatal than the present fashion among intellectual leaders of extolling security at the expense of freedom. It is essential that we should relearn frankly to face the fact that freedom can be had only at a price and that as individuals we must be prepared to make severe material sacrifices to preserve our liberty.”
Hayek was of course writing about the economic realm, but his insistence that security needed to be balanced against liberty applies just as well to foreign policy. If Rubio and Christie had any interest in moving beyond the politics of fear, they could do well to read that earlier right-wing thinkers warned that the idolatry of security brings not safety but unending jitters and a loss of liberty.

“Boehner Still Can’t Get His Act Together On ISIS”: A House Speaker Who Keeps Expecting Everyone Else To Work Except Him
It’s been nine months since President Obama launched a military offensive against ISIS targets in the Middle East. It’s been five months since the president publicly called on Congress to authorize the mission. It’s been four months since Obama used his State of the Union address to urge lawmakers to act. It’s been three months since the White House, at Congress’ insistence, provided draft legislative language to lawmakers.
But as The Hill reported this afternoon, House Republicans – who support the administration’s military offensive – still aren’t prepared to do any actual work.
President Obama should scrap his war powers request to fight Islamic terrorists and go back to the drawing board, Speaker John Boehner (R-Ohio) said Tuesday.
“The president’s request for Authorization of Use of Military Force calls for less authority than he has today. Given the fight that we’re in, it’s irresponsible,” Boehner told reporters after huddling with his rank-and-file members. Boehner said the president should withdraw the AUMF and “start over.”
It’s important to understand the nuances of Boehner’s whining on this issue. For quite a while, the Speaker said the legislative branch wouldn’t even try to authorize the war unless the executive branch did lawmakers’ work for them – Congress simply would not write its own bill, Boehner said, so it was up to the president to do the legislative work for the legislators.
Obama eventually agreed to write a bill for those whose job it is to write bills, only to discover that Congress doesn’t like his bill. The sensible, mature next move seems fairly obvious: if lawmakers don’t like the resolution the White House wrote, Congress can try writing its own version, agreed upon by lawmakers, and then voted on by lawmakers.
As of this morning, however, Boehner says he doesn’t want to. He wants the president to imagine what might make Republicans happy, then write another draft, at which point GOP leaders will let the West Wing know whether or not Congress is satisfied. If Boehner disapproves, presumably it’d be up to Obama to come up with a third.
This is quickly becoming a national embarrassment.
Not to put too fine a point on this, but the war, in effect, started nine months ago. Congress has a constitutional obligation to authorize the mission, but instead we have a House Speaker who keeps expecting everyone else to work except him.
I can appreciate the fact that this is not simply a matter of laziness. There are, as we’ve discussed before, significant policy disagreements – between Democrats and Republicans, between the House and the Senate – that are tough to resolve. Some lawmakers believe the draft resolution sent to Congress by President Obama goes too far, while some believe it doesn’t go far enough. Working out a resolution would be hard.
But here’s the fact that Boehner and his cohorts don’t seem to understand: it’s supposed to be hard. When lawmakers authorize the nation to launch a military offensive abroad, it’s difficult by design.
The Speaker, however, hopes to pass the buck, suggesting somehow it’s the White House’s job to write bills for Congress, and if Congress doesn’t like the president’s version, then Capitol Hill will just ignore the issue altogether. In effect, Boehner’s argument is that an ongoing war can just continue – indefinitely – no matter the cost or scope of the mission, and federal lawmakers are prepared to do literally no work whatsoever.
Rep. Adam Schiff (Calif.), the top Democrat on the Intelligence Committee, said today, “We may go down in history as the Congress that largely gave up its role in the war-making process.”
The irony, of course, is extraordinary. For years, Boehner and other GOP leaders have complained that Obama is an out-of-control tyrant, hell-bent on ignoring the Constitution and amassing excessive power in the executive. And yet, here we are, with the president pushing Congress to authorize a war that’s already started, and a Speaker content to sit on his hands.
Making matters worse, the more Obama tries to find a peaceful solution with Iran, the more Congress tries to intervene to derail the administration’s efforts. The more Obama wages war against ISIS, the less work Congress is inclined to do.
“It matters a great deal to the institution of the Congress what we do because future presidents are going to look back at this and they’re going to say ‘We can make war without a congressional vote,’” Schiff added. “It will have deep impact on our institutional role and our ability to serve as a meaningful check and balance on presidents’ ability to make war.”
Finally, evidence of Boehner’s legacy comes into focus.
