“The Senator Needs A New Hobby”: McCain Shows How Not To Argue About Wasteful Spending
It seems about once a year or so, Sen. John McCain (R-Ariz.) publishes a report on “wasteful” federal spending that he’s eager to cut. The document invariably comes with a great deal of exasperation from the senator, who simply can’t understand why more lawmakers fail to take his findings seriously.
Last week, the Arizona Republican was at it again, writing a piece for Fox News, heralding his work as “a wake-up call for Congress about out-of-control spending.” Of particular interest, he noted “a $50,000 grant to investigate whether African elephants’ unique and highly acute sense of smell could be used to sniff-out bombs.”
The 19-page report (pdf) itself spends a fair amount of time on the bomb-sniffing elephants and the $50,000 grant from three years ago.
“While finding new ways to enhance our bomb detection methods is important, it is unlikely that African elephants could feasibly be used on the battlefield given their large size and sensitive status as ‘threatened’ under the Endangered Species Act.
“At a time when the defense budget faces serious cuts under the Budget Control Act of 2011, it is critical that Congress ensures our military branches spend their limited funds on worthwhile programs that effectively and efficiently enhance our military readiness.”
So, does McCain have a point? Not really.
Steve M. at No More Mister Nice Blog flagged this Associated Press piece from two months ago, which the senator’s report neglected to mention.
New research conducted in South Africa and involving the US military shows they excel at identifying explosives by smell, stirring speculation about whether their extraordinary ability can save lives.
“They work it out very, very quickly,” said Sean Hensman, co-owner of a game reserve where three elephants passed the smell tests by sniffing at buckets and getting a treat of marula, a tasty fruit, when they showed that they recognized samples of TNT, a common explosive, by raising a front leg.
Another plus: Elephants remember their training longer than dogs, said Stephen Lee, head scientist at the US Army Research Office, a major funder of the research.
Obviously, given elephants’ size, it’s unrealistic to think the animals would be brought to a minefield, but the AP piece noted that unmanned drones could “collect scent samples from mined areas,” and a trained elephant “would then smell them and alert handlers to any sign of explosives.”
A spokesperson for the Army research command added that the better elephants performed, the more researchers could “determine how they do it so that understanding could be applied to the design of better electronic sensors.”
Oh. So, for $50,000 – less than a rounding error in the overall military budget – we’re talking about research that could very well save many American lives on a battlefield.
This was one of the single best examples John McCain and his office could find of “wasteful” government spending.
As we’ve discussed before, part of the underlying problem here is that the Republican senator seems to think publicly funded research involving animals is, practically by definition, hilarious.
In 2009, for example, McCain used Twitter to highlight what he considered “the top 10 pork barrel projects” in the Recovery Act. In one classic example, McCain blasted “$650,000 for beaver management in North Carolina and Mississippi,” asking, “How does one manage a beaver?”
While I’m sure the senator was delighted with his wit, in reality, $650,000 in stimulus funds hired workers to disrupt beaver dams, which in turn prevented significant flood damage to farms, timber lands, roadways, and other infrastructure in the area (which would have ended up costing far more than $650,000). The Arizonan neglected to do his homework, and ended up blasting a worthwhile project for no reason.
In 2012, he did it again with the Farm Bill. As Alex Pareene explained at the time, McCain isn’t “developing any sort of larger objection to the bill’s priorities or major components,” rather, “McCain just decided to single out the things in the bill that sound the silliest.”
[On Twitter], McCain counted down the 10 “worst projects” funded by the Farm Bill, except by almost any standard they were not at all the worst things funded by the farm bill.
Like No. 6, starting a program to eradicate feral pigs, which McCain clearly included because it involves pigs, allowing him to make a “pork” joke. Except feral pigs are actually a major (and expensive) threat to the environment and property and businesses. And, oh my, $700 million to study moth pheromones! What a waste of money! Except it’s funding the Agriculture and Food Research Initiative’s competitive grants program, and if you don’t think “grants for scientific research on agriculture” is something the government should be doing, you should make that argument instead of delivering scripted zingers about welfare moths on the floor of the Senate in a pathetic bid at getting some ink for your brave stand against wasteful spending.
What McCain may not realize is that he’s actually helping prove his opponents’ point. If these spending bills were so wasteful, he’d be able to come up with actual examples to bolster his argument, and the fact that he can’t suggests (a) these bills aren’t wasteful at all and (b) the senator needs a new hobby.
For the record, I don’t doubt for a moment that there’s some unnecessary spending in the federal budget, and responsible policymakers should make every effort to prevent waste. But the more McCain thinks he’s good at this, the more he proves otherwise.

“Something Liberals Should Remember”: Obama Is Right: Elizabeth Warren Is “A Politician Like Everybody Else”
On Friday, President Barack Obama sat down with Yahoo’s Matt Bai to promote the Trans Pacific Partnership and delivered his sharpest rebuke yet to Senator Elizabeth Warren and other liberals who oppose the trade deal.
“The truth of the matter is that Elizabeth is, you know, a politician like everybody else,” he said in the interview, which was published Saturday. “And you know, she’s got a voice that she wants to get out there. And I understand that. And on most issues, she and I deeply agree. On this one, though, her arguments don’t stand the test of fact and scrutiny.”
Bai correctly interpreted these comments as some of the harshest words the president has used against his liberal allies. But, at the same time, they are rather innocuous: Warren is a politician and is susceptible to outside pressure like anyone else. Liberals should remember that.
When Warren speaks about former Secretary of State Hillary Clinton, she often references a battle over a financial regulatory bill in the late 1990s and early 2000s. A law professor at the time, Warren strongly opposed the bill. But the economic team in President Bill Clinton’s White House was divided on it. Warren met with Hillary Clinton, then the first lady, and convinced her to oppose the bill as well. Hillary then convinced her husband not to sign the legislation at the end of his presidency.
Yet just a few months later, Clinton, as a senator from New York, the financial capital of the world, reversed her position. The bill passed and President George W. Bush signed it. “There were a lot of people who voted for that bill who thought that there was going to be no political price to pay,” Warren told The New Yorker’s Ryan Lizza recently. Warren wants to make sure that doesn’t happen again.
The fact that Hillary, the first lady, and Hillary, the New York senator, had opposite opinions of the bill shouldn’t have surprised Warren that much. As first lady, Hillary had no constituents to worry about. But as a senator, Hillary suddenly had millions of constituents with jobs either directly or indirectly connected to the financial industry. It would be great if she—and all politicians for that matter—always voted on principle and were immune from lobbying pressure. But that isn’t the case.
That’s true for Warren as well. The medical device industry is one of the most important industries in Massachusetts, and Warren has gone to bat for the industry multiple times. For instance, she is one of the few Democrats that supports the repeal of the medical device tax, which is part of Obamacare. In February, she introduced a bill to require pharmaceutical companies that pay a penalty and break the law to reinvest a percentage of that penalty into the National Institute of Health. But it has a loophole: Medical device manufacturers are exempt from the requirement unless they make drugs as well.
If liberals want to see a politician who always votes with his conscience, they need to look no further than Hillary’s one current challenger, Vermont Senator Bernie Sanders. When Sanders announced his presidential run, Matt Taibbi, writing at Rolling Stone, explained:
Sanders genuinely, sincerely, does not care about optics. He is the rarest of Washington animals, a completely honest person. If he’s motivated by anything other than a desire to use his influence to protect people who can’t protect themselves, I’ve never seen it. Bernie Sanders is the kind of person who goes to bed at night thinking about how to increase the heating-oil aid program for the poor.
When Sanders sat down with ABC News’s George Stephanopoulos, the host noted that he “can hear the Republican attack ad right now: He wants America to look more like Scandinavia.” To which Sanders responded, “That’s right. That’s right. What’s wrong with that?” That is a politician who doesn’t care about his image.
It’s just about impossible to imagine Warren answering a question that way. She and her staff closely guard her image. For instance, she is notorious for not speaking to reporters in the U.S. Capitol, unlike most of her colleagues. It’s very rare that she strays off message.
That doesn’t mean that her votes and policy positions aren’t principled most of the time. I have no reason to believe that she is opposing the trade deal for political reasons. I think she and the president simply disagree on the issue. But as liberals criticize the TPP as a sop to big business and the U.S. Trade Representative for its corporate ties—both of which may be true—it’s worth remembering that Warren herself is not immune to pressure.

“Mike Huckabee Is Prepared To Blow Up Republicans’ Big Ruse”: Pulling Back The Curtain On The Party’s Double Dealing
By the time the sixth or seventh candidate enters a Republican presidential primary, it’s usually tough to identify a unique quality that distinguishes him from those who came before. Most of the predictable niches—the Establishment candidate, the Religious Right candidate, the Conservative Absolutist candidate, the non-white/non-male outreach/token candidates, the outsider candidate, etc.—have already been filled.
With that pattern in mind, you might imagine Mike Huckabee missed his moment. At the time of his announcement last week, the GOP race already included a Religious Right tribune (Ted Cruz), an Evangelical Christian (Scott Walker), a fair-weather libertarian (Rand Paul), an outreacher (Marco Rubio), an outsider (Ben Carson), and a woman (Carly Fiorina). And in a purely electoral sense, Huckabee did miss his moment.
Huckabee, a Southern Baptist minister, had a better opportunity to consolidate the religious conservative vote against the donor candidate in 2008 than he does now, and even then he came up short. Eight years ago, as Nate Cohn wrote recently at the New York Times, “religious conservatives had serious reservations about the two main candidates, John McCain and Mitt Romney.” This year things are different.
But this isn’t just a simple story about a hopeless underdog deluding himself about his odds, or a retread of so many GOP primaries where too many conservatives vie for the right wing vote and clear a path for the money guy.
Huckabee appears to be aware of his liabilities, and is thus angling not only for the evangelical vote, but for the old person vote in general. He’s adopted the view, unfathomable in modern Republican politics, that support programs for the elderly shouldn’t be tampered with, and not just for today’s seniors, but for at least a generation. By doing so he’s violated the GOP’s implicit pact that discourages members from accentuating the tensions between the party’s fiscal priorities and its aging political base. If he makes good on this cynical strategy, he will probably still lose, but his candidacy will have served a valuable and revealing purpose.
Let’s be clear up front that Huckabee’s positioning here is 100 percent cynical. As John McCormack of the neoconservative Weekly Standard reminded us last month, Huckabee was a proponent of the Republican consensus as recently as August 2012, when he wrote on his Facebook page that “Paul Ryan is being demonized for his suggested Medicare reforms. But the alternatives may be scarier.”
Today, Huckabee says he wouldn’t sign legislation codifying Ryan’s Medicare reforms if he were president, and lambasted New Jersey Governor Chris Christie’s proposal to further raise the Social Security retirement age over time. In Iowa this week, Huckabee told a crowd of supporters, “It is a foolish thing for the government to involuntarily confiscate money from your pockets and paychecks for 50 years, and then suddenly tell you, oh, we were just kidding.”
What he didn’t mention is that his proposed “Fair Tax”—a hefty tax on consumption—would disproportionately increase costs for fixed-income seniors, who spend most of their money, and thus operate in effect much like a Social Security benefit cut.
But for political purposes, it doesn’t really matter that Huckabee isn’t acting out of compassion for the elderly or the poor. What matters is that he’s motivated enough to pull back the curtain on the party’s double dealing.
For the entirety of Barack Obama’s presidency, Republicans have taken an awkward, cynical, schizophrenic view of entitlements. They have voted with near unanimity for a budget that would radically overhaul Medicare, but have promised (unworkably) to isolate the old and nearly old from any disruptions. They have largely sidelined their preferred Social Security reforms, but salivated over the prospect of voting for a cut to Social Security benefits when they thought Obama might sign it. They have railed against the Affordable Care Act for reducing spending on Medicare while voting for budgets that preserve those very cuts.
The only way to make sense of this mishmash is to remember that the GOP owes its political livelihood to the elderly. To pursue conservative goals, without obliterating their coalition, Republicans must twist themselves into pretzels. They must detest spending, but only on those other people. Their rhetorical commitments are impossible to square with their ideological and substantive ones, though, and the agenda they’ve promised to pursue when they control the government again would not exempt retirees and near retirees in any meaningful way. At the end of the day they can only keep their promises to one interest group, and it’s not going to be the elderly.
In effect, Huckabee is promising to lay this all out for Republican primary (i.e. older) voters, and place his rivals in the exquisitely awkward position of having to explain themselves. Normally the way things work in Republican primaries is that candidates seek advantage by drawing attention to their opponents’ insufficient commitment to conservatism. Huckabee’s big bet is that—in this one substantive realm, where conservatism and voter self-interest point in opposite directions—he can do the same by running to the left. Watching him test this theory, even in defeat, will be fascinating.

“In Defense Of ‘Uppity-ism'”: Michelle Obama, “Rise Above The Noise”; All Black Americans Should Take Her Advice
It became clear during the 2008 presidential campaign that America was going to have some real trouble handling the prospect of a black president of the United States and a black first lady. Despite hip-hop having defined much of pop culture since the 1980s, a fist bump was all of a sudden unfamiliar: Is it a salute or a “terrorist fist jab?” Cue the disingenuous shrugs.
Coded and blatant racial insults were everywhere during that election season and haven’t abated in the seven years since. Michelle Malkin, herself a woman of color, called Michelle Obama one of her husband Barack’s “cronies of color” in her 2009 book Culture of Corruption: Obama and His Team of Tax Cheats, Crooks, and Cronies. A Fox News Channel graphic colloquially insulted the married mother of two daughters, calling her “Obama’s baby mama.” Another slur came from conservative radio host Rush Limbaugh in 2011, when in the course of lying about the public paying for presidential vacations, he charged the first lady and family with “a little bit of uppity-ism.” There are, of course, many more vitriolic examples.
“Uppity,” translated from thinly-veiled racial code, is meant to describe a black person who doesn’t know her or his place. It is as paternalistic as it is racist, meant to convey that a black person is somehow lower, in need of guidance back to the subjugated existence that makes the dominant caste more comfortable. Heaven forbid one even consider her or himself an equal. Or superior!
It’s a word I’ve been called once to my face, a few times online, and likely more behind my back. Unlike “nigger,” I’ve always felt oddly affirmed by it. It’s a term of hatred, no doubt, but someone who thinks me “uppity” considers my very existence a threat. That’s a good thing. We are threats to them and their detestable worldview, and Michelle Obama’s life, perhaps even more so than Barack’s, is a testament to this.
The first lady reminded us of these insults and slights in a commencement speech on Saturday, all in the context of facing “pressure to live up to the legacy of those who came before you; pressure to meet the expectations of others”—a fitting message for the new graduates of the historically black Tuskegee University in Alabama, where the Tuskegee Airmen, famed black military pilots of World War II, were educated while they trained at nearby Moton Field.
“As potentially the first African American first lady, I was also the focus of another set of questions and speculations; conversations sometimes rooted in the fears and misperceptions of others,” she said during her speech. “Was I too loud, or too angry, or too emasculating? Or was I too soft, too much of a mom, not enough of a career woman?”
These sorts of questions are regularly hurled at women in America, of which the first lady is an avatar of sorts. They have a special appeal to sexists seeking to challenge the manhood of the president, a job that required the kind of fortitude and strength our culture has misguidedly sought to find in a pair of testicles. But given the entirety of Michelle Obama’s experience, we have to consider these narrowing notions in the context of race.
In an essay for The Root last September about the New York Times Arts review, historian Blair L.M. Kelley reminded how deeply rooted the stereotype of the angry, emasculating black woman is:
Beginning in the early 1830s, the first ‘black women’ American audiences saw on the American stage were minstrel ‘Negro wenches.’ Using burned cork and greasepaint to blacken their skin, white men in their performances as black men and women became wildly popular in the mid-19th century. White men used crude drag along with the burned cork to mark black women as grotesque, loudmouthed, masculine and undeserving of the protections afforded to white ‘ladies’ in American society.
Michelle Obama told the graduates how out here in the world that this sort of framing may seem small in the face of those denied a house or a job because of their race, and she’s right. But I’m glad she brought them up. (Frankly, I’m always happy to see a black person in the public sphere reflect black reality, as opposed to the white stories we’ve been forced to tell and celebrate for so long.) Microaggressions like this feed the systemic, more obvious incarnations of racial discrimination. And in that light, “uppity-ism,” as Limbaugh termed it, is worth claiming for our own and defending.
“Eventually,” she told the graduates, “I realized that if I wanted to keep my sanity and not let others define me, there was only one thing I could do and that was to have faith in God’s plan for me. I had to ignore all of the noise and be true to myself—and the rest would work itself out. So throughout this journey, I have learned to block everything out and focus on my truth.” The First Lady closed by urging the graduates to “rise above the noise,” a fitting metaphor for the Tuskegee crowd.
Being deemed “uppity” signifies a specific kind of arrogance to a predominantly white power structure. For that, I embrace the term. Not as how oppressors seek to define it, but for what it literally represents: a desire to prove yourself superior to an inherently racist society and above the category they would otherwise assign you.
I’m hardly the first to do so; former National League president and baseball player Bill White used the word as a title for his frank memoir four years ago. “It’s a person, especially someone of a different color, who says, ‘Hell no’ and stands his ground,” he told the Times. It’s a crude declaration of the power of black ambition and steadfastness. Those are things I’ll never look down upon.

“Big Appetite”: Christie Buys $300K Of Food & Booze With NJ Expense Account
Chris Christie’s expense account tells a story of appetite and ambition, one that pits government waste versus the New Jersey governor’s waistline.
Christie spent $360,000 from his state allowance during his five years in office. More than 80 percent of that money, or $300,000, was used to buy food, alcohol and desserts, according to a New Jersey Watchdog analysis of records released by the governor’s office.
In addition to his $175,000 a year salary, the governor receives $95,000 a year in expense advances, paid quarterly by the state. In the state budget, it is listed as “an allowance of funds not otherwise appropriated and used for official receptions on behalf of the state, the operation of an official residence, for other expenses.”
While Christie returns surplus funds to the state each year, Treasury officials say he does not submit receipts or accounting for the public monies he spends. The governor’s ledger, obtained from Christie under the Open Public Records Act, offers a rare, if partial glimpse of a controversial expense account shrouded in secrecy.
Christie’s most notable spending spree occurred during the 2010 and 2011 NFL football seasons at MetLife Stadium, where the New York’s Giants and Jets play their home games. New Jersey’s governor traditionally enjoys free use of luxury boxes for games and other events at the government-owned venue, but food and beverages cost extra.
On 58 occasions, Christie used a debit card to pay a total of $82,594 to Delaware North Sportservice, which operates the concessions at MetLife. The governor’s office did not provide any receipts, business reasons or names of individuals entertained, but defended the expense.
“The official nature and business purpose of the event remains the case regardless of whether the event is at the State House, Drumthwacket or a sporting venue,” said Christie’s press secretary Kevin Roberts in a prepared statement.
To avoid a potential scandal that could embarrass their rising political star, the New Jersey Republican State Committee reimbursed the Treasury in March 2012 for Christie’s purchases from “DNS Sports.” Since then, the governor has refrained from using his expense account at MetLife and other sports venues.
Meanwhile, Christie found other ways to enjoy the allowance.
The governor used it to buy $102,495 worth of groceries and alcoholic beverages from retail stores. It’s not clear from records whether the goods stocked the pantries and filled the refrigerators at Drumthwacket, the governor’s official mansion in Princeton, or the Mendham house where Christie and his family live. The store addresses were not disclosed.
Christie did most of his serious food shopping at Wegmans Food Markets, where he spent $76,373 during 53 shopping runs. He patronized ShopRite supermarkets 51 times for $11,971 in purchases – plus another $6,536 in seven visits to ShopRite’s liquor stores.
Those grocery bills dropped dramatically in early 2013, shortly after Barbara Walters asked on network television whether Christie was too overweight to be president.
“There are people who say you couldn’t be president because you’re so heavy,” said Walters in an ABC special that aired in December 2012. “What do you say to that?”
“That’s ridiculous,” Christie shot back. “I mean, that’s ridiculous.”
Two months later, the governor underwent Lap-Band surgery in an attempt to lose weight. Nearly two years after the operation to restrict the size of his stomach, Christie boasted he had shed 85 pounds.
It also shrank Christie’s supermarket bills.
The governor bought $64,687 in groceries during the 38 months leading up to the surgery. That tab shrank to $31,236 for the 26 months after the operation.
On top of those food bills, Christie spent another $109,133 to hire caterers for official state receptions and special events – expenses more consistent with the stated purpose of the allowance. His favorite vendor was Jacques Exclusive Caterers of Middletown, which received $74,161 worth of business from the governor.
Other payments included $35,027 for tents and rental equipment, $10,786 for printing and office supplies and $4,338 for candy, cookies and confections.
The records released by the governor’s office did not include receipts or descriptions of what was purchased. Such secrecy would change under a bill introduced by Assemblymen Troy Singleton, D-Burlington, and Vince Mazzeo, D-Atlantic.
“New Jersey taxpayers have every right to know where their hard-earned money goes,” said Mazzeo. “Any governor who makes a responsible and appropriate use of this expense account should have no objection to complying with what’s required under this bill.”
If enacted, A-4424 would require the governor to disclose expenses with receipts in an annual report to be posted on the State Ethics Commission web site.
“There is a growing sense of cynicism in politics today and it is imperative for those of us in public office to overcome that cynicism by ensuring a more transparent and accountable system,” added Singleton.
As Christie’s out-of-state travel increased while he pursued his political ambitions, the governor’s state allowance expenditures decreased. During those political journeys, many of the costs have been picked by the state GOP, the Republican Governors Association and his PAC, Leadership Matters for America.
In 2010, the governor spent all but $2,716 of his state expense allowance during his first year in office. The annual surpluses grew to $9,882 in 2011, $21,225 in 2012, $47,472 in 2013 and $30,377 last year. Christie returned those monies to the Treasury, according to records he provided.
However, the rising costs of protecting the governor on his sojourns away from New Jersey dwarfed any decreases in allowance expenditures by Christie.
The travel costs for the state police’s Executive Protection Unit reached $492,420 in 2014. It is 22 times more than the $21,704 spent in 2009, former Gov. Jon Corzine’s last year in office.
During Christie’s first five years as governor, EPU travel costs totaled nearly $1.2 million.
The governor’s office has not responded to New Jersey Watchdog’s questions about the expenses. Instead, Roberts pointed to his previous statement: “These are the same standards and practices that every other former governor followed when it comes to their security detail.”
Over the past five years, $975,000 of those security costs were charged to American Express credit cards issued to the governor’s office. Christie has flatly refused to release the monthly statements, claiming details of past expenditures could jeopardize his safety in the future.
New Jersey Watchdog is suing Christie in Mercer County Superior Court to force the governor to release the Amex records of EPU charges.
