“Rand Paul Is Already Doomed”: The Simple Reason Why He Will Never, Ever Be President

William F. Buckley Jr. once famously said that Republicans should nominate the most conservative candidate who can also win. The test has proven a surprisingly accurate predictor of the party’s presidential candidate: Mitt Romney beat the unelectable conservatives to his right; George W. Bush beat the waffling conservatives to his left.

This time around, most of the potential GOP candidates once again lack either broad electoral appeal (Ted Cruz) or the credentials to win over the conservative base (Jeb Bush, Chris Christie). One candidate, however, has the unique distinction of failing both of Buckley’s criteria: Rand Paul.

The Kentucky senator, who officially announced his presidential run on Tuesday, is perhaps alone among Republican candidates in being both insufficiently right-wing and too far outside the mainstream of American politics. Because of these twin weaknesses, Paul is spectacularly ill-suited to capture his party’s nomination.

Paul’s problems with the right are legion, but it’s his foreign policy views — from ISIS to Russia to Cuba — that most obviously separate him from conservatives. On Iran, for instance, the Republican Congress has repeatedly flayed President Obama for failing to confront the dire threat posed by the ayatollahs. But in 2007, Paul said that “…If you look at it intellectually, look at the evidence that Iran is not a threat. Iran cannot even refine their own gasoline,” according to Bloomberg News.

As his presidential campaign drew near, Paul lurched to put himself closer to the mainstream of the Republican party. But even if he now falls completely in lockstep with conservatives, it’s hard to imagine how Paul can escape the shadow of his former statements. In 2009, for instance, Paul suggested that former Vice President Dick Cheney wanted to invade Iraq to benefit his former employer, Halliburton. Then there was his policy speech on the Ukraine last year, which the National Review called “bizarre and delusional.” There’s also Paul’s flip-flopping on the legality of drone strikes.

Conservatives are clearly unconvinced by the reinvention, and Paul’s opponents are already jumping at the chance to portray him as an isolationist unconcerned about global terrorism. Sen. Lindsey Graham, a possible presidential candidate, said this week that Paul is “to the left of Barack Obama” on foreign policy. Conservative hawks have already purchased $1 million in advertising to portray Paul as dangerous on foreign policy, according to The New York Times.

Paul, of course, is not alone among GOP contenders in facing challenges winning over the right-wing. Jeb Bush, in particular, has already been criticized for his (allegedly) conciliatory views on immigration and education. Romney was able to overcome similar suspicions on the right.

The difference is that where Bush’s heresies broaden his possible base of support, Paul’s actually make him less appealing in a general election. Romney could plausibly argue that his history of working with Democrats in Massachusetts made him more likely to beat Obama. Jeb Bush can rightfully claim that a more humane immigration policy will give Republicans a better shot with Hispanic voters.

Though infuriating to conservatives, these appeals to electoral realities won valuable insider support for Romney. They’ve proven similarly effective at giving Bush the edge in the “invisible primary” with the establishment. But what comparable electoral advantage could Paul claim from his controversial heterodoxies on foreign policy? And that’s before we even mention his policy quirks outside the realm of international relations — like, for example, the strange beliefs about monetarism he inherited from his father (the economically dubious suggestion that America return to the gold standard chief among them). His more humane approach to criminal sentencing is similarly unlikely to win over conservatives.

And so, even as Paul launches his campaign in earnest, one thing is certain about the 2016 race: We don’t know who the Republicans will nominate for president. We just know it won’t be Rand Paul.

“What’s Different About Today’s Conservatives?”: With The Elites Marginalized, The Extremist’s Are Much More Empowered

When people, usually liberals, compare today’s conservatives unfavorably to conservatives of previous generations, I often get annoyed. Viewing today’s conservatives through the misty water-covered memories of the past, observers today tend to focus on out-of-character liberal policies that some conservatives, because of political expediency, were forced to pursue (Nixon’s environmental record, for example, or Reagan’s negotiations with the Soviets). In short, they cherry-pick relatively rare examples of conservatives supporting liberal policies, and they forget that these took place in a political context where liberalism was much more powerful, while conservatism was far less so.

But I would argue that there is one important way in which today’s conservatives differ from conservatives of the past. It’s this: today’s conservative movement is much more genuinely populist, in the sense that it is much less dominated by elites. A good example of what I mean is illustrated by this essay by Michael Lind, which appeared this week in Salon.com. Lind recounts an important episode in the history of American conservatism: the story of how, in the 1950s, the wildly popular libertarian novelist Ayn Rand was basically read out of the conservative movement. The most famous smackdown occurred in 1957 in the pages of William F. Buckley’s National Review, when conservative icon Whittaker Chambers wrote a scathing review of Rand’s magnum opus. Lind describes the episode, but leaves out the most famous sentence in Chambers’ review, which is this: “From almost any page of Atlas Shrugged, a voice can be heard, from painful necessity, commanding: ‘To a gas chamber — go!’”

Following that review, Rand, although she presided over a fervent cult (literally — read this fascinating book for more), was marginalized within the conservative movement. And Rand wasn’t the only extremist Buckley and the National Review crowd kicked out. They also denounced the John Birch Society, anti-Semites, and eventually (by the 1970s, anyway), extremist racists*. This is not to say, of course, that Buckley and the National Review didn’t continue to support many noxious, far-right ideas and policies. In one infamous example, Buckley took to the pages of the New York Times to advocate tattooing AIDS victims “on the buttocks.” But for the most part he did kick out the radical fringe.

The main difference between the conservative movement then and now is that elites like Buckley have lost the ability to define the movement. Today, conservatism is less hierarchical, and more diffuse. It’s not that conservative elites don’t wield considerable power in the movement, of course. But within conservatism, there is no longer anyone of Buckley’s stature who has the power to define the boundaries of the respectable right, and to purge certain individuals or tendencies. The closest thing to a leader today’s conservative movement has is Rush Limbaugh, who delights in voicing extremist opinions and trafficking in the kind of inflammatory rhetoric that many voters find repellent.

As a result, extremists within conservatism are much more empowered. This has had mixed results for conservatives. On the one hand, the conservative base, because it is far less interested in currying favor with the political establishment, has had some success in pursuing a much more aggressively partisan agenda. Conservatives in the House and Senate are far more obstructionist than previously, and have not shied away from opposing strongly popular measures (like background checks for gun owners), or to taking widely unpopular actions (like impeaching Bill Clinton).

In other ways, though, the extremist populist base has hurt the party. Today, the Senate would probably be in Republican hands if the conservative base had not insisted in nominating extremist candidates like Todd Akin and Christine O’Donnell.

Eventually, as America continues to experience demographic changes that tend to favor Democrats, conservatives may come to regret the extent to which extremists have taken over their movement. Whatever short-term gains this strategy has won for conservatism, it will likely turn out to be harmful to the movement’s long-term interests. Tomorrow’s conservatives may wish they’d had a Buckley-type figure who had drawn a line in the sand between “respectable” conservatives and the fringe. But the way many of today’s aging conservatives see it is probably akin to that charming Wall Street acronym, IBGYBG: “I’ll be gone, you’ll be gone.”

*Note: in the 1950s and through much of the 1960s, the National Review was openly racist and pro-segregationist. Once civil rights won the day, the NR toned down the racism. It’s not that they were ever particularly supportive civil rights or racial equality, but they tended to use code words and dog whistles rather than explicit appeals to white supremacy.

“Its Time To Reboot”: Ronald Reagan Is The GOP’s Problem, Not Its Solution

So the Republican Party’s going through some soul searching. And after the results of the 2012 elections that seems like a sensible thing to do.

But so far most of the changes contemplated tend toward the cosmetic—we have to change our “tone,” they say, or the “face” of the party. And that’s all well and good. But one is left to wonder: Is there something going on here that requires plumbing a little deeper into the Republican depths?

I think the answer is yes.

Come back with me to 1981. It’s Ronald Reagan’s inaugural, a shining moment for conservatives and the GOP, punctuated by his famous quotation: “In this present crisis, government is not the solution to our problem; government is the problem.”

Those words were the apotheosis of a conservative line of argument championed by the likes of William F. Buckley and Russell Kirk for over 30 years. And here was a president not attacking this government program or that one, but instead indicting government as a whole. How satisfying that must have been for those who had long railed against programs like the New Deal and the Great Society.

Not surprisingly, Reagan’s creed became a rallying cry for conservatives and over the past three decades it has remained ever thus. It’s a great slogan that immediately communicates a distinctive set of values, and in that respect, in many cases, it has served the GOP well. But as an organizing principle for electoral success? Well, that’s a little more complicated.

For the GOP’s traditional base—the wealthy—it’s a terrific message. If you have sufficient wealth, you don’t have much need for the domestic programs you see your taxes going to fund, and maybe it offends you to see your money being redistributed by the government to folks less well off than you. If that’s the case, you might prefer a federal government that does less and, as a result, costs less, leaving more of the money you earn in your pocket. In other words, for you, government really is the problem: it diminishes the amount of money you can spend on the things you want, and it does so without offering you something that you regard as an offsetting benefit.

If the number of people who don’t need domestic programs were large enough the GOP would need go no further than Reagan’s creed to win elections. But it isn’t.

Recognizing this, clever Republicans take a step back from the broad sweep of Reaganism and instead try taking it to a more tactical scale, identifying a particular demographic group whose taxes can be said to be paying for a program that benefits someone else. By saying to Group A you are paying for the benefits of Group B some try to mine a latent vein of resentment without threatening government programs that benefit a broader swath of the electorate. Finding the sweet spot between Reagan maximized and Reagan targeted is often the key to Republican electoral prospects, as no less than Reagan himself found out. Early in his first term he managed to push through broad spending cuts. But as people learned the impact those cuts were actually having (remember ketchup as vegetable?) momentum waned. And that’s the thing: take Reagan too far, and your spending cuts start hacking away at programs that people have come to rely on. Think school lunches. Student loans. Social Security. You see, sometimes government is the solution, no matter how much conservatives don’t want to believe it.

Today, the Republican caucus seems fractured between true believers looking to cut anything that moves, and more traditional Republicans who speak Reagan boldly, but apply him more cautiously. And while the radicals have had some well-publicized victories, the long-term health of the party seems dependent upon the veterans’ ability to retake the agenda. One suspects that that is how this play will eventually unfold.

But I’d like to suggest something a little different. There’s an honorable role to be played by a party that holds government expenditure to a rigorous standard. To be sure, for every government program that works there are any number that don’t. Fashioning a government that is narrowly tailored to the problems its constituents face, and that moves efficiently to address them (whether through a program or the absence of one) ought to be everyone’s goal.

Just imagine how constructive a Republican party able to have a rational discussion about the role of government in our lives could be, a party able to contemplate not only the costs but also the benefits of government, and one that offered a principled view about how to distinguish between the two. That would be quite something. And it would offer an extraordinary service to this country.

But for that to happen, something pretty fundamental has to change. There must be a recognition that for all he did for the Republican cause, in this present crisis Ronald Reagan isn’t the solution to your problem; Ronald Reagan is the problem. And its time to reboot.

“Untempered Individualism”: Conservatives Used To Care About Community

To secure his standing as the presumptive Republican presidential nominee, Mitt Romney has disowned every sliver of moderation in his record. He’s moved to the right on tax cuts and twisted himself into a pretzel over the health-care plan he championed in Massachusetts — because conservatives are no longer allowed to acknowledge that government can improve citizens’ lives.

Romney is simply following the lead of Republicans in Congress who have abandoned American conservatism’s most attractive features: prudence, caution and a sense that change should be gradual. But most important of all, conservatism used to care passionately about fostering community, and it no longer does. This commitment now lies buried beneath slogans that lift up the heroic and disconnected individual — or the “job creator” — with little concern for the rest.

Today’s conservatism is about low taxes, fewer regulations, less government — and little else. Anyone who dares to define it differently faces political extinction. Sen. Richard Lugar of Indiana was considered a solid conservative, until conservatives decided that anyone who seeks bipartisan consensus on anything is a sellout. Even Orrin Hatch of Utah, one of the longest-serving Republican senators, is facing a primary challenge. His flaw? He occasionally collaborated with the late Democratic senator Edward M. Kennedy on providing health insurance coverage for children and encouraging young Americans to join national service programs. In the eyes of Hatch’s onetime allies, these commitments make him an ultra-leftist.

I have long admired the conservative tradition and for years have written about it with great respect. But the new conservatism, for all its claims of representing the values that inspired our founders, breaks with the country’s deepest traditions. The United States rose to power and wealth on the basis of a balance between the public and the private spheres, between government and the marketplace, and between our love of individualism and our quest for community.

Conservatism today places individualism on a pedestal, but it originally arose in revolt against that idea. As the conservative thinker Robert A. Nisbet noted in 1968, conservatism represented a “reaction to the individualistic Enlightenment.” It “stressed the small social groups of society” and regarded such clusters of humanity — not individuals — as society’s “irreducible unit.”

True, conservatives continue to preach the importance of the family as a communal unit. But for Nisbet and many other conservatives of his era, the movement was about something larger. It “insisted upon the primacy of society to the individual — historically, logically and ethically.”

Because of the depth of our commitment to individual liberty, Americans never fully adopted this all-encompassing view of community. But we never fully rejected it, either. And therein lies the genius of the American tradition: We were born with a divided political heart. From the beginning, we have been torn by a deep but healthy tension between individualism and community. We are communitarian individualists or individualistic communitarians, but we have rarely been comfortable with being all one or all the other.

The great American conservative William F. Buckley Jr. certainly understood this. In his book “Gratitude: Reflections on What We Owe to Our Country,” he quotes approvingly John Stuart Mill’s insistence that “everyone who receives the protection of society owes a return for the benefit.” With liberty comes responsibility to the community.

Before the Civil War, conservatives such as Alexander Hamilton and Henry Clay believed in an active federal government that served the common good. This included a commitment to internal improvements (what we now, less elegantly, call infrastructure), public schooling, and the encouragement of manufacturing and science. Clay, an unapologetic supporter of national economic planning, called his program “the American System,” explicitly distinguishing his idea from the British laissez-faire system. (The Club for Growth would not have been pleased.)

Abraham Lincoln, for whom Clay was a hero, built upon this tradition, laying the foundation for our public universities by backing the establishment of land-grant colleges.

Civil War pensions — the first great social insurance program and a central Republican cause — were supporting about 28 percent of men 65 and over by 1910. In 1894, the program’s most expensive year, the pensions accounted for 37 percent of federal spending. Sounds like a massive entitlement program, doesn’t it?

And the first American version of socialized medicine was signed into law in 1798 by that great conservative president, John Adams. The Marine Hospital Servicefunded hospitals across the country to treat sailors who were sick or got injured on the job. There is no record of a mass campaign to repeal AdamsCare.

Mr. Conservative himself, Robert A. Taft, a Republican senator from Ohio and Senate majority leader, urged federal support for decent housing for all Americans in the 1940s. Dwight Eisenhower created the interstate highway system and established the federal student loan program in the 1950s.

More recently, Ronald Reagan never tried to dismantle the New Deal and acknowledged, sometimes with wry humor, the need for tax increases. He was acutely alive to the communal side of conservatism. Nearly all of the pictures in his 1984 “Morning in America” commercial — one of the most famous political ads in our history — invoked community: a father and son working together, tidy neighborhoods, a wedding, young campers earnestly saluting the flag. Reagan spoke regularly not only of the power of the market and the dangers of Soviet communism, but also of the centrality of families and neighborhoods.

George W. Bush, who promoted “compassionate conservatism,” built on old progressive programs with his No Child Left Behind law, using federal aid to education as a lever for reform. And he added a prescription-drug benefit to the Medicare program that Lyndon B. Johnson pushed into law.

In other words, until recently conservatives operated within America’s long consensus that accepted a market economy as well as a robust role for a government that served the common good. American politics is now roiled because this consensus is under the fiercest attack it has faced in more than 100 years.

For most of the 20th century, conservatives and progressives alternated in power, each trying to correct the mistakes of the other. Neither scared the wits out of the other (although campaign rhetoric sometimes suggested otherwise), and this equilibrium allowed both sides to compromise and move forward. It didn’t mean that politics was devoid of philosophical conflicts, of course. The clashes over McCarthyism, the civil rights revolution, the Vietnam War, Watergate and the Great Inflation of the late 1970s remind us that our consensus went only so far. Conservatives challenged aspects of the New Deal-era worldview from the late 1960s on, dethroning a liberal triumphalism that long refused to take conservatism seriously. Over time, even progressives came to appreciate some essential instincts that conservatives brought to the debate.

So why has this consensus unraveled?

Modern conservatism’s rejection of its communal roots is a relatively recent development. It can be traced to a simultaneous reaction against Bush’s failures and Barack Obama’s rise.

Bush’s unpopularity at the end of his term encouraged conservatives, including the fledgling tea party movement, to distance themselves from his legacy. They declared that Bush’s shortcomings stemmed from his embrace of “big government” and “big spending” — even if much of the spending was in Iraq and Afghanistan. They recoiled from his “compassionate conservatism,” deciding, as right-wing columnist Michelle Malkin put it, that “ ‘compassionate conservatism’ and fiscal conservatism were never compatible.”

That would be true, of course, only if “fiscal conservatism” were confined to reductions in government and not viewed instead as an effort to keep revenue and spending in line with each other, which was how older conservatives had defined the term.

Obama, in the meantime, pitched communal themes from the moment he took office, declaring in his inaugural address that America is “bigger than the sum of our individual ambitions.” The more he emphasized a better balance between the individual and the community, the less interested conservatives became in anything that smacked of such equilibrium.

That’s why today’s conservatives can’t do business with liberals or even moderates who are still working within the American tradition defined by balance. It’s why they can’t agree even to budget deals that tilt heavily, but not entirely, toward spending cuts; only sharp reductions in taxes and government will do. It’s why they cannot accept (as Romney and the Heritage Foundation once did) energetic efforts by the government to expand access to health insurance. It’s why, even after a catastrophic financial crisis, they continue to resist new rules aimed not at overturning capitalism but at making it more stable.

For much of our history, Americans — even in our most quarrelsome moments — have avoided the kind of polarized politics we have now. We did so because we understood that it is when we balance our individualism with a sense of communal obligation that we are most ourselves as Americans. The 20th century was built on this balance, and we will once again prove the prophets of U.S. decline wrong if we can refresh and build upon that tradition. But doing so will require conservatives to abandon untempered individualism, which betrays what conservatism has been and should be.

GOP Passes Up Generational Conservative Victory In Order To Protect The Wealthy

Oh, the irony.

After generations of conservative dogma based solidly in the belief that fundamental changes to America’s entitlement programs are essential to the economic survival and betterment of the nation, that goal is now, finally, within the reach of the true believers.

Yet, remarkably, this dramatic change in national direction is being permitted to slip right through conservative fingers by the very people whom those ensconced on the right should be counting upon to bring home this great philosophical victory.

The fulfillment of the conservative dream is not vanishing from sight because Nancy Pelosi and the forces of progressivism are prepared to defend entitlements to the death. Nor is it happening because the President of the United States has counted up the votes and decided that messing with entitlements will cost him re-election.

It is not even the result of “bleeding hearts” like me rising nobly in defense of the needy and downtrodden.

Significant entitlement reform, long the goal of the fathers of modern day conservatism, is being flushed down the drain by the very Republican Party that has long battled to bring that goal to reality.

Somewhere in Connecticut, William F. Buckley Jr. is turning over in his grave.

On Saturday, Speaker of the House John Boehner announced that the ‘grand bargain’ – rumored to bring $4 trillion in debt reduction over the next ten years through a mixture of entitlement reform, defense cuts and a measure of revenue increases resulting from cleaning up the tax code to get rid of some of the corporate entitlement programs that result in lower taxes and higher subsidies – is now off the table.

Apparently, Boehner could not sell the GOP Congressional Caucus on a deal that involved anything in the way of revenue increases- not even in exchange for accomplishing reforms for which his party has fought since the days of FDR and his “New Deal”.

True conservatives should not blame Boehner for this heresy as it appears that he is no happier with the position he is being forced to take than the President is with his proposal being rejected by House Republicans who don’t grasp the whole compromise thing.

What Boehner likely understands – better than those who he is supposed to be leading – is that the GOP is permitting the fundamental change, long at the heart of the conservative cause, to vanish into thin air and that it is happening in the name of protecting corporate subsidies that are the very antitheses of a free market economy – another of the inviolate tenets of conservative policy.

Subsidies that provide government incentives to industry are as anti-free market as government subsidies and controls that conservatives argue have skewed the costs of health care in America and led to our current crisis.

According to American conservative scripture, a truly free market requires that players compete on level ground – not with the edge that comes from government handouts and special tax breaks, whether they be for the benefit of a corporation or an individual.

Thus, the GOP is rejecting the opportunity to accomplish a landmark, philosophical milestone by protecting a policy that is, in and of itself, a violation of that same conservative philosophy.

Is the irony of this enough to make even the most ardent conservative believer question what in the world is going on here?

It certainly should be.

Could the explanation for this odd behavior be that the Congressional Republican Caucus has decided to turn its back on what is supposed to be their most fundamental beliefs because their constituents are demanding that they do so?

Apparently not.

According to the Christian Science Monitor, the GOP Caucus does not appear to have any interest whatsoever in listening to its base.

“Two-thirds (67 percent) approve of making more of high earners’ income subject to Social Security tax, and nearly as many approve of raising taxes on incomes of over $250,000 (66 percent), reducing military commitments overseas (65 percent) and limiting tax deductions for large corporations (62 percent),” the Pew Research Center reported last month.

“Notably,” Pew found, “Republicans are as likely as Democrats to approve of limiting corporate tax deductions.”

Still, any kind of tax increases – whether it be a greater tax bite on the wealthy or on corporations seen as “job creators” – is off the table as far as large numbers of Republican House members are concerned. Via The Christian Science Monitor

So, the GOP rejection of the debt deal is neither based in the free market philosophy nor the fundamental belief in entitlement reform. It is also not based on meeting their obligations to their constituents.

So, what is driving their rather remarkable position?

It must be jobs and the economy.

Surely, the Republicans in Congress are convinced that removing tax subsidies to the oil industry and cleaning up the tax code to get rid of corporate welfare that is no longer of any discernable value to the nation will make what is already a very bad jobs situation even worse.

Except that it turns out that you have to search long and wide to find an economist who supports this notion.

The other argument that advocates of tax cuts for the rich make is that many small-business owners would be see their taxes go up and thus would be discouraged from hiring workers. The facts do not support this. “Only 3 percent of small-business owners are in the top bracket,” notes Roberton Williams, a senior fellow with the Tax Policy Center, which is sponsored by the Brookings Institution and the Urban Institute. And, he adds, “They are not all what we think of as job-creating small businesses. A lot of them are hedge-fund managers and law-firm partners.” So other than perhaps a few restaurateurs on Manhattan’s Upper East Side, the workforce is unlikely to be affected. Via Newsweek

So, while Eric Cantor continues to try and sell his base on this argument, it’s pretty hard to find anyone who knows anything about economics who actually is buying the pitch.

If it’s not philosophical dogma or fulfilling their obligation to those who elected them and it’s not the economy and/or jobs, what exactly is their problem?

I don’t know about you, but I can only think of one other explanation – fealty to the wealthy corporations and wealthy individuals who keep your Republican leadership rolling in the campaign cash so they can remain in their powerful jobs.

Now, if you believe this is a good enough reason to risk the financial stability of the nation – and possibly the world – then it’s all good.

Personally, I’m a little concerned.

I fear we are witnessing one of the most perverse and dangerous games our leaders have ever embarked upon. I’m stunned by the sheer audacity of these elected officials so ready to play chicken with the financial lives of so many simply to benefit a very few.

But what really amazes are the millions of middle class Americans who continue to believe that these officials are somehow acting in their best interest.

As curious as I am to see what will ultimately come of this game, my curiosity is far more piqued by the possibility that these middle class Americans might finally understand that the Republicans they sent to Congress work for the big corporations and care little for their needs and problems.

Should that light bulb (incandescent or otherwise) finally turn on, these folks should be assured that nobody is expecting them to run into the waiting arms of the Democratic Party. They can still quietly send their Congressional representatives a message indicating that they would prefer not to be abandoned so that Exxon might keep the government checks flowing in while maintaining their standing as upright, committed conservatives.

If these folks could – just this once – grasp what is being done in their name and communicate their rejection of the behavior of their leaders, the rest of us would genuinely appreciate it.

A true conservative should be as disgusted with what the Congressional Republican Caucus is doing as the rest of us and probably a great deal more so.
