“Deception And Self-Deception”: The Beatings Will Continue For The GOP Until Morale Improves
Some of you may recall that the day after last November’s elections, I published a fairly extensive piece at TNR answering the question of whether a chastened Republican Party would now proceed to undertake an internal criticism-and-self-criticism process similar to that which among Democrats led to the rise of Bill Clinton and his two consecutive presidential victories:
The short answer is “no.” (And I’m tempted to say the long answer is “Hell, no!”)
I then went through the various factors that led to the “New Democrat” movement in the Donkey Party–particularly the leadership of elected officials and a mass base for something different–and how they were all largely missing in the contemporary GOP.
Today at the Daily Beast a guy with a much better pedigree than mine for making these comparisons has weighed in on the subject: Progressive Policy Institute president and Democratic Leadership Council co-founder Will Marshall. And though he goes into far greater detail than I did of the conditions that created the DLC and the Clinton presidency, he reaches the same conclusion:
[E]lected Republicans seem AWOL in the fight to take back their party. On the contrary, House Republicans seem as intransigent as ever, even as polls show that Americans increasingly blame them for the fiscal impasse in Washington.
This underscores the key difference between Democrats in 1989 and Republicans in 2013. The DLC spoke to, and for, a Democratic rank and file that was considerably more moderate than [the] party establishment. For Republicans, however, the “base” is the problem, not the solution. Radicalism rises from the grass roots. The Tea Party-Club for Growth axis is still eager to punish ideological deviation, threatening to “primary” GOP officeholders who show the slightest inclination toward compromise. And it’s not just intimidation: thanks to a combination of geographic sorting and gerrymandering, many House Republicans can truthfully claim to be faithfully representing their constituents who sent them to Washington to pull down the Temple, not to do deals with Democrats. That’s why the House stands for now at least as the Proud Tower of unbending right-wing orthodoxy.
With the “base” and elected officials (not to mention the vast noise machine of activists and gabbers) alike embracing every available excuse for maintaining the GOP’s ideological totems, the handful of wonks and scribblers calling for a fundamental reexamination of those totems are laughably outgunned. Marshall doesn’t specifically note the complicity of the MSM in mis-describing the various “rebranding” and “better messaging” projects of the GOP as something far more consequential than they actually are. But that, too, encourages the deception and self-deception that keeps Republicans from facing the music, and helps, as Marshall does observe, prevent a divided federal government from functioning on a whole host of issues. Thus:
[I]t will probably take more GOP losses to convince conservatives that they need to build majorities within an actually existing America, not the America of their dreams.
Listen to the speakers at CPAC the next three days, and ask yourself if you hear any serious talk of conservatism itself being a political problem. I’d be shocked if you do. These people just need the honesty that comes with chronic defeat. That won’t be easy for those who still think of Barry Goldwater’s calamitous loss in 1964 as a moral victory.

“Senators Bearing Arms”: It’s Inexcusable For Lawmakers To Trot Backwards On Gun Control
Whenever talk turns to gun control in Congress, lawmakers feel compelled to mention their love of weaponry.
“I’m probably one of the few who have a pistol range in my backyard,” said Senator Patrick Leahy of Vermont on Thursday, as he led a meeting of the Judiciary Committee on gun legislation.
“I have an AR-15,” said Senator Lindsey Graham, referring to the nation’s best-known assault weapon.
“I’m not going to do anything illegally with it,” Graham added. There were no audible sighs of relief from the audience, but I am sure everybody was glad to have the reassurance.
People, do you think Congress is actually going to do anything about gun violence in the wake of the Newtown shootings? Judiciary is going to vote on two big proposals next week: a ban on assault weapons and an expansion of gun purchase background checks. If the Democrats stick together, the bills can pass on a party-line vote. But to go any further, they need Republican support, and there wasn’t a whole lot of it in evidence this week.
Senator Dianne Feinstein, the chief sponsor of the assault weapons ban, seemed less than optimistic. “I want to thank those who are with me,” she said. “I don’t know that I can convince those who are not, but I intend to keep trying.” She looked exhausted. At one point, she referred to Richard Blumenthal of Connecticut as “Senator Delvanthal.”
“Senator Feinstein has been consistent. She is sincere, and she has the courage of her convictions and what more could you ask,” said Graham. This may have been an attempt at consolation. Perhaps he was only being incredibly patronizing by accident.
The public’s interest in reducing gun violence may not have abated, but some of the lawmakers seem to be trotting backward. After Newtown, Senator Joe Manchin, the conservative Democrat from West Virginia, said: “I don’t know anyone in the sporting or hunting arena that goes out with an assault rifle.” He told CNN that he wanted to create a “dialogue that would bring a total change,” adding, “and I mean a total change.”
Manchin now says that anybody who took that to mean he was favoring some kind of ban on assault weapons totally misunderstood him. “I said everything should be on the table,” he explained in a phone interview. “Everything is on the table. I don’t agree with the things on the table, but they still have the right to put them on.”
On the plus side, the Judiciary Committee approved a modest bill raising the penalties for “straw purchasers” — people who buy guns in order to give them to someone barred from making the purchase, like convicted felons or Mexican drug runners. One Republican, Chuck Grassley of Iowa, voted for it. However, Senator John Cornyn of Texas expressed concern that it would “make it a serious felony for an American Legion employee to negligently transfer a rifle or firearm to a veteran who, unknown to the transferor, suffers from post-traumatic stress disorder.”
Personally, I would rather not have American Legion employees negligently transferring guns to anybody. But then I am not trying to run for re-election in Texas without being primaried by the Tea Party.
The best hope for serious change involves fixing the background check law so that people who buy weapons at gun shows, online, in flea markets and other nonstore venues are included. Bipartisan negotiations seemed to fizzle this week, but Manchin, who was among those backing out, expressed confidence that something could still be worked out. And the assault weapons bill might have a little better chance if it was less complicated. (Feinstein’s bill lists 157 makes and models of guns that are prohibited.) It might be easier to just go with the part banning magazine clips that allow shooters to fire off 15, 30, 100 or more bullets without reloading.
You may be wondering what conceivable argument gun lovers could have about hanging on to those monster bullet clips. For the answer, let us turn to — yes! — Lindsey Graham. The senator from South Carolina wanted to know what people were supposed to do with a lousy two-shell shotgun “in an environment where the law and order has broken down, whether it’s a hurricane, national disaster, earthquake, terrorist attack, cyberattack where the power goes down and the dam’s broken and chemicals have been released into the air and law enforcement is really not able to respond and people take advantage of that lawless environment.”
Do you think Graham spends a lot of time watching old episodes of “Doomsday Preppers?” Does he worry about zombies? That definitely would require a lot of firepower.
We should forgive every lawmaker who will go on the record as saying they refuse to support gun control because of the zombie threat. Otherwise, it’s pretty inexcusable.

“Devolution”: Let’s Adopt These Planks From GOP’s National Platform
From Rick Perry to Rick Santorum, many Republican sparklies say they reject the science of evolution, favoring instead the “science” of the Bible, including some of its interpreters who claim the Earth is not 4.5 billion years old, but has been around only about 6,000 years. Georgia Rep. Paul Broun (who ironically serves on the House Science Committee) even calls evolution “lies straight from the pit of hell.”
But while they dis Charles Darwin and the evidence of evolutionary progression, the GOP as a whole seems firmly committed to “devolution” as its own operating principle. Webster’s Dictionary explains that to devolve is to “degenerate through a gradual change” — synonyms include to crumble, decline, regress, sink … worsen.
The party’s leaders are presently in an intramural tussle over how they should cope with last year’s electoral drubbing they took from women, Latinos and young voters. Tea Party Republicans argue for going deeper into the right-wing weeds by promoting a new McCarthyism focused on the bugaboo of a United Nations takeover of America. Others insist the party simply has a packaging problem, so they’re seeking softer ways to say “kill Medicare” and studying how to say “cut taxes for the rich” in Spanish.
But now here’s some unexpected news!
It comes from what purports to be an official document of the National Republican Party. And — wow! — the policy positions it contains show that top thinkers and strategists really are serious about coming to their senses and rejecting the plutocratic extremism and far-right wackiness that has stained their recent presidential, congressional and gubernatorial campaigns.
Right at the top, this 18-page manifesto proclaims that, “Our government was created by the people for all the people, and it must serve no less a purpose.” ALL the people!
Forget last year’s ridiculous pontifications by Mitt Romney and others dividing America into virtuous “creators” (like themselves and their billionaire backers) and worthless “moochers” (like you and me) — this document abounds with commitments to the common good. “America does not prosper,” it proudly proclaims on page three, “unless all Americans prosper.” Shazam — that’s downright democratic!
And then there’s this: “Government must have a heart as well as a head.” And this: We must conserve and safeguard “our natural resources for the greatest good of all, now and in the future.” And this: “The purpose of the Republican Party is to (build) a dynamic prosperity in which every citizen fairly shares.”
And how’s this for a complete turnaround: “Labor is the United States. The men and women, who with their minds, their hearts and hands, create the wealth that is shared in this country — they are America.” Holy Koch brothers, share the wealth?
Yes, and how about this: “The protection of the right of workers to organize into unions and to bargain collectively is the firm and permanent policy of the (Republican Party).” Eat your heart out Scott Walker, Rick Snyder, John Kasich and you other labor-bashing GOP governors!
The document also offers unequivocal support for (of all things) the United Nations, as well as for the U.S. Postal Service and such progressive-minded policies as equal rights for women, expanding our national parks, “vigorous enforcement of anti-trust laws” and raising the minimum wage. New enlightenment in the Grand Old Party. Hallelujah!
Can all this be true? Yes — except it’s not new. This document is the Republican Party platform … of 1956. Fifty-seven years ago, under the presidency of Dwight Eisenhower, Republicans not only said sensible things like that, they put them in their national party platform as pledges to the American people. How far they’ve devolved, huh?
Of course, the last thing Republican leaders want is advice from someone like me, but I’m happy to give it anyway, free of charge. Here it is: If you ever hope to evolve politically, ponder going back to the future. You’re welcome.

“Boosting Their Bottom Line”: The Koch Brothers Revel In The Sequester
Although everyone from President Barack Obama to House Speaker John Boehner has lamented the negative impact of the $85 billion budget sequestration, at least two major Washington figures are thrilled about the severe cuts. For Charles and David Koch, the sequester accomplishes the goal that motivated the billionaire brothers to help launch the Tea Party movement in 2010: weakening the federal government. And now that the cuts have begun to take effect, the Koch brothers are reveling in their success.
Americans for Prosperity, the right-wing dark money group founded by the Koch brothers in 2004, sent out an email to supporters over the weekend claiming credit for sequestration. The email, from AFP President Tim Phillips, claims, “While Speaker Boehner and the GOP deserve credit and thanks for taking a gutsy stand, it’s important to realize what an incredible impact AFP activists like you” have had in convincing Congress to slash the federal budget across the board.
“These combined efforts helped spread a message across the country that enabled House Republicans to take heart and do the right thing knowing that conservatives had their back,” Phillips continues. His full letter, which also brags that USA Today “recognized the effectiveness of AFP activists and gave us the opportunity to articulate the importance of sequester cuts,” can be read here.
The Koch brothers are also taking to the airwaves to keep up the pressure for even more cuts. Public Notice, to which Charles and David Koch donated $8 million between 2009 and 2011, released a new ad Tuesday minimizing the impact of the sequester — and encouraging the government to make even deeper cuts.
“President Obama calls sequestration a ‘meat cleaver’ that will ‘eviscerate’ government services,” the ad’s narrator ominously charges. “What is sequestration? A three-percent cut in government spending. Three cents out of every dollar the government spends. We’re more than $16 trillion in debt, and the government wastes billions each year on duplicate programs.”
“Americans have made tough choices and cut back. Washington refuses,” the ad concludes. “Call Washington and ask them why it’s so hard to cut spending.”
The ad — which ignores the fact that government spending under President Barack Obama has grown at a slower rate than it did under any president since Dwight Eisenhower was president in the 1950s — will reportedly run until March 15.
Charles and David Koch’s enthusiasm for the sequester isn’t hard to understand. Although the cuts will have a devastating effect on society’s most vulnerable, they will likely boost Koch Industries’ bottom line. The budget sequester is expected to hamstring the Environmental Protection Agency’s regulatory efforts, and Energy Secretary Stephen Chu has warned that “under sequestration, funding reductions would decelerate the nation’s transition into a clean energy economy.” Both outcomes would seem to be very good news for the oil billionaires.

“Mooching Off Medicaid”: Conservatives Like Big Government Just Fine When It Lines Their Pockets
Conservatives like to say that their position is all about economic freedom, and hence making government’s role in general, and government spending in particular, as small as possible. And no doubt there are individual conservatives who really have such idealistic motives.
When it comes to conservatives with actual power, however, there’s an alternative, more cynical view of their motivations — namely, that it’s all about comforting the comfortable and afflicting the afflicted, about giving more to those who already have a lot. And if you want a strong piece of evidence in favor of that cynical view, look at the current state of play over Medicaid.
Some background: Medicaid, which provides health insurance to lower-income Americans, is a highly successful program that’s about to get bigger, because an expansion of Medicaid is one key piece of the Affordable Care Act, a k a Obamacare.
There is, however, a catch. Last year’s Supreme Court decision upholding Obamacare also opened a loophole that lets states turn down the Medicaid expansion if they choose. And there has been a lot of tough talk from Republican governors about standing firm against the terrible, tyrannical notion of helping the uninsured.
Now, in the end most states will probably go along with the expansion because of the huge financial incentives: the federal government will pay the full cost of the expansion for the first three years, and the additional spending will benefit hospitals and doctors as well as patients. Still, some of the states grudgingly allowing the federal government to help their neediest citizens are placing a condition on this aid, insisting that it must be run through private insurance companies. And that tells you a lot about what conservative politicians really want.
Consider the case of Florida, whose governor, Rick Scott, made his personal fortune in the health industry. At one point, by the way, the company he built pleaded guilty to criminal charges, and paid $1.7 billion in fines related to Medicare fraud. Anyway, Mr. Scott got elected as a fierce opponent of Obamacare, and Florida participated in the suit asking the Supreme Court to declare the whole plan unconstitutional. Nonetheless, Mr. Scott recently shocked Tea Party activists by announcing his support for the Medicaid expansion.
But his support came with a condition: he was willing to cover more of the uninsured only after receiving a waiver that would let him run Medicaid through private insurance companies. Now, why would he want to do that?
Don’t tell me about free markets. This is all about spending taxpayer money, and the question is whether that money should be spent directly to help people or run through a set of private middlemen.
And despite some feeble claims to the contrary, privatizing Medicaid will end up requiring more, not less, government spending, because there’s overwhelming evidence that Medicaid is much cheaper than private insurance. Partly this reflects lower administrative costs, because Medicaid neither advertises nor spends money trying to avoid covering people. But a lot of it reflects the government’s bargaining power, its ability to prevent price gouging by hospitals, drug companies and other parts of the medical-industrial complex.
For there is a lot of price-gouging in health care — a fact long known to health care economists but documented especially graphically in a recent article in Time magazine. As Steven Brill, the article’s author, points out, individuals seeking health care can face incredible costs, and even large private insurance companies have limited ability to control profiteering by providers. Medicare does much better, and although Mr. Brill doesn’t point this out, Medicaid — which has greater ability to say no — seems to do better still.
You might ask why, in that case, much of Obamacare will run through private insurers. The answer is, raw political power. Letting the medical-industrial complex continue to get away with a lot of overcharging was, in effect, a price President Obama had to pay to get health reform passed. And since the reward was that tens of millions more Americans would gain insurance, it was a price worth paying.
But why would you insist on privatizing a health program that is already public, and that does a much better job than the private sector of controlling costs? The answer is pretty obvious: the flip side of higher taxpayer costs is higher medical-industry profits.
So ignore all the talk about too much government spending and too much aid to moochers who don’t deserve it. As long as the spending ends up lining the right pockets, and the undeserving beneficiaries of public largess are politically connected corporations, conservatives with actual power seem to like Big Government just fine.
