“A Legacy Of The Old Democratic Pre-Civil Rights South”: Reagan Democrats Of Kentucky, Oklahoma And West Virginia
To no one’s surprise, Bernie Sanders won the Democratic presidential primary in West Virginia yesterday and has so far picked up 16 delegates to Clinton’s 11. While that is not enough to change the trajectory of the race, it produced some interesting information.
As exit polls were released, there was some surprise in a couple of categories. Thirty-five percent of voters in the Democratic primary plan to vote for Donald Trump in the general election. Of those, 63% voted for Sanders. Similarly, a plurality of voters (41%) want the next president to be less liberal than Obama. Of those, 51% voted for Sanders.
Initially pundits attempted to ascribe these results to Clinton’s remarks in March about how she’d “put a lot of coal miners and coal companies out of business.” But given that Sanders’ position on coal is the same as Clinton’s, that doesn’t seem plausible. Rye Spaeth provided some information that is probably more pertinent.
“No state has lower approval ratings for the president than West Virginia,” Philip Bump pointed out in February. And unlike embattled Democrats in West Virginia, Clinton has embraced Obama’s legacy and diverse coalition.
It is also worth noting that the population of West Virginia is 93% non-Hispanic white.
Nate Cohn provides some data suggesting that Reagan Democrats (a term that has been dismissed by a lot of people, including me) are actually a large part of the electorate in states like West Virginia, Oklahoma and Kentucky (which holds its primary next Tuesday).
Coal County, Okla., is one of the most extreme examples. There, 80 percent of voters are registered Democrats, yet President Obama won just 27 percent of the vote in 2012. Mrs. Clinton has performed very poorly where the share of voters who are registered Democrats is much greater than the share of voters who supported Mr. Obama…
These conservative Democrats are a legacy of the old Democratic strength among white voters in the South, where many white conservatives nonetheless remain registered as Democrats.

These voters have tended to remain registered as Democrats and support local candidates like Sen. Joe Manchin in West Virginia. But they mostly resemble white Democrats of the pre-Civil Rights South. When it comes to presidential elections, they ensure that their states are firmly red. That’s a pretty classic definition of the term Reagan Democrat.

“America Moving Farther Apart”: Hillary Clinton Probably Can’t Get Gun Control Passed. But She Should Talk About It, Anyway
Hillary Clinton is talking about guns, and everyone seems surprised. After all, doesn’t she know the issue is a sure loser for Democrats?
The truth is quite a bit more complicated than that — in fact, pushing for measures like expanded background checks is likely to help Clinton in the 2016 election. But if she’s going to promise to make headway on this issue, she needs to offer some plausible account of how as president she could make real progress where Barack Obama couldn’t.
Let’s address the matter of the gun issue’s political potency first. As is the case on so many issues, the Republican position is more popular when the questions are vague, while the Democratic position is more popular when the questions are specific. If you look at polling on guns, what you see is that the country is split pretty evenly on the broad question of whether gun laws should be more strict or less strict. But particular measures to regulate guns get much more support, especially universal background checks, which as many as nine out of ten Americans endorse.
At some point in this discussion, someone will always say: “But what about the NRA? They’re so powerful!” The NRA’s power is real in some ways and illusory in others, and it’s important to understand which is which. When it comes to lobbying, the NRA is indeed hugely powerful. It has the ability to stop any legislation on guns, often before it even gets written. But elections are an entirely different story. Almost all the congressional candidates who win the NRA’s supposedly coveted endorsement are Republican incumbents from conservative districts who win their elections by huge margins. When Republicans have a good election, as they did in 2014 and 2010, the NRA rushes to reporters to claim credit, saying the election proves that voters will punish any candidate who isn’t pro-gun. But when Democrats have a good election, as they did in 2012 and 2008, the NRA is strangely silent.
Gun ownership has been steadily declining since the 1970’s, and guns are more concentrated among voters that Democrats already won’t win and don’t need. For instance, according to the Pew Research Center, whites are twice as likely as Hispanics to own guns. If winning over Hispanic voters is the sine qua non of a Republican victory, advocacy for loosening gun laws isn’t exactly going to be part of a winning formula for the GOP. The person most likely to be a gun owner is a married white man from the South — in other words, probably a Republican.
When people argue that Hillary Clinton shouldn’t touch the gun issue, watch out for comparisons to how Bill Clinton did in the Electoral College, because America’s political geography is very different than it was two decades ago. For instance, I guarantee you that Senator Joe Manchin will at some point loudly advise that Clinton needs to tread carefully on guns if she’s to win his home state of West Virginia like her husband did twice. But the truth is that Clinton is probably not going to win West Virginia no matter what she does, and she doesn’t need to. Barack Obama’s two comfortable Electoral College victories were built on combining Democratic strongholds in the Northeast and West with the more liberal states in the Midwest and the fast-changing Southwest, where Hispanic votes are key. Clinton will almost certainly seek to assemble the same map — and it’s one where advocacy for the more popular gun restrictions will help her, not hurt her.
Still: if Clinton says it’s vital to enact universal background checks and other “common-sense” gun laws, she has to explain how she’s going to do it. Let’s not forget that in the wake of the horrific Newtown massacre, a bipartisan measure to expand background checks failed to overcome a Republican filibuster in the Senate, falling six votes short of the 60 it needed. If a bill that had the support of 90 percent of the public couldn’t make it past congressional Republicans just after 20 elementary school students had been murdered, how is Clinton going to convince them to vote for whatever she proposes?
But talking about gun measures in the presidential campaign could still have a practical impact, by elevating the issue and thereby making it more likely that more gun laws might be passed on the state level. And that’s where all the action has been of late: since the Newtown shooting, there have been dozens of laws passed at the state level on the subject of guns, and they tell a story of red and blue America moving farther apart.
In Red America, one state after another has passed laws to expand who can get a gun and where you can take it. Last year Georgia passed a law allowing people to take guns into churches, government buildings, and bars. “Stand your ground” laws have proliferated in Republican-run states (despite the fact that research indicates that they increase the number of homicides).
Meanwhile in Blue America, dozens of laws have been passed to rein in guns. Legislatures in states like California, Maryland, and Connecticut expanded background checks, restricted access for those with mental illness or domestic abuse convictions, and made it harder to get assault weapons. In 2014, voters in Washington state passed a ballot initiative mandating universal background checks by a wide margin.
So when we talk about the gun issue, we have to keep three things in mind. First, the kind of restrictions Clinton is proposing are hugely popular. Second, there really are two Americas when it comes to guns. And third, one of those Americas has the ability and the desire to stop any gun legislation in Congress. If Hillary Clinton has a plan to deal with that last reality, it would be interesting to hear.

“The Right To Be Free From Guns”: Those Who Want To Live, Shop, Go To School, And Worship In Gun-Free Spaces Also Have Rights
Advocates of a saner approach to guns need a new strategy. We cannot go on like this, wringing our hands in frustration after every tragedy involving firearms. We said “Enough” after Sandy Hook. We thought the moment for action had come. Yet nothing happened. We are saying “Enough” after Charleston. But this time, we don’t even expect anything to happen.
What’s needed is a long-term national effort to change popular attitudes toward handgun ownership. And we need to insist on protecting the rights of Americans who do not want to be anywhere near guns.
None of this should mean letting Congress off the hook or giving up on what might be done now. So kudos to Sens. Joe Manchin (D-WV) and Pat Toomey (R-PA) for saying on Tuesday that they are looking for ways to bring back their proposal that would require background checks for gun sales. In 2013, it failed to get the needed 60 votes and won support from only three Republicans besides Toomey.
Lest anyone doubt that gun-control measures can work, a study released earlier this month by the Center for Gun Policy and Research at Johns Hopkins University found that a 1995 Connecticut law requiring a permit or license contingent on passing a background check was associated with a 40 percent drop in gun homicides.
But as long as gun control is a cause linked to ideology and party — and as long as the National Rifle Association and its allies claim a monopoly on individual rights arguments — reasonable steps of this sort will be ground to death by the Washington Obstruction Machine.
That’s why the nation needs a public-service offensive on behalf of the health and safety of us all. It could build on the Sandy Hook Promise and other civic endeavors. If you doubt it could succeed, consider how quickly opinion changed on the Confederate flag.
My friend Guy Molyneux, a progressive pollster, laid out how it could happen. “We need to build a social movement devoted to the simple proposition that owning handguns makes us less safe, not more,” he told me. “The evidence is overwhelming that having a gun in your home increases the risks of suicide, domestic violence, and fatal accidents, and yet the number one reason given for gun purchases is ‘personal safety.’ We need a public health campaign on the dangers of gun ownership, similar to the successful efforts against smoking and drunk driving.”
The facts were on the side of those who battled the tobacco companies, and they are just as compelling here. When we talk about guns, we don’t focus enough on the reality, reported in the 2015 Annual Review of Public Health, that nearly two-thirds of the deaths from firearms violence are suicides. Yes, people can try to kill themselves with pills, but there’s no coming back from a gunshot to the head. Those in the throes of depression who have a gun nearby are more likely to act on their darkest impulses.
Nor do we talk enough about accidental deaths when children get their hands on guns, or what happens when a domestic argument escalates and a firearm is readily available. The message is plain and simple: Households that voluntarily say no to guns are safer.
“The best way to disarm the NRA rhetorically is to make the Second Amendment issue moot,” Molyneux said. “This is not about the government saying you cannot own a handgun. This is about society saying you should not have a gun, especially in a home with children.”
Molyneux says his approach “does not imply giving up on gun control legislation.” On the contrary, the best path to better laws is to foster a revolution in popular attitudes. And this approach would finally put the rights of non-gun owners at the center of the discussion.
“Those of us who want to live, shop, go to school, and worship in gun-free spaces also have rights,” Molyneux says. “In what way is ‘freedom’ advanced by telling the owner of a bar or restaurant they cannot ban handguns in their own place of business, as many states now do? Today, it is the NRA that is the enemy of freedom, by seeking to impose its values on everyone else.”
The nation could ring out with the new slogans of liberty: “Not in my house.” “Not in our school.” “Not in my bar.” “Not in our church.” We’d be defending one of our most sacred rights: The right not to bear arms.

“A Bizarrely Common Argument”: No, Hillary Doesn’t Have An Obligation To Try To Win Over Southern White Voters
Do presidential candidates have an obligation to campaign everywhere, and to make particular appeals to every demographic group? That’s the case made by this big article that appeared in Sunday’s New York Times and continues to drive discussion today. Here’s an excerpt:
Hillary Rodham Clinton appears to be dispensing with the nationwide electoral strategy that won her husband two terms in the White House and brought white working-class voters and great stretches of what is now red-state America back to Democrats.
Instead, she is poised to retrace Barack Obama’s far narrower path to the presidency: a campaign focused more on mobilizing supporters in the Great Lakes states and in parts of the West and South than on persuading undecided voters.
Mrs. Clinton’s aides say it is the only way to win in an era of heightened polarization, when a declining pool of voters is truly up for grabs. Her liberal policy positions, they say, will fire up Democrats, a less difficult task than trying to win over independents in more hostile territory — even though a broader strategy could help lift the party with her.
This early in the campaign, however, forgoing a determined outreach effort to all 50 states, or even most of them, could mean missing out on the kind of spirited conversation that can be a unifying feature of a presidential election. And it could leave Mrs. Clinton, if she wins, with the same difficulties Mr. Obama has faced in governing with a Republican-controlled Congress.
In terms of geography, this is a bizarre — yet bizarrely common — argument. I addressed this at some length in this piece at the American Prospect, but the simple fact is that as long as we have an Electoral College and 48 of the 50 states assign their electors on a winner-take-all basis, there is absolutely no reason for candidates to campaign in states where they have no chance of winning. So they don’t. They also don’t campaign in states where they have no chance of losing.
Neither the Democratic nor the Republican nominee will spend large amounts of time stumping for votes in California, nor in Oklahoma, because everyone already knows what the outcome in those states will be. Democratic senator Joe Manchin is quoted in the article saying Clinton should campaign in his home state of West Virginia, since if Al Gore had won the state in 2000, he would have been president. But in the last presidential election, Barack Obama lost West Virginia by 27 points. If Manchin actually thinks Clinton or any Democratic presidential contender has a shot there, he may not be quite the political genius he fancies himself.

“We Invent, Experiment, And Fix What Has To Be Fixed”: Why You Shouldn’t Succumb To Defeatism About The Affordable Care Act
Whatever happened to American can-do optimism? Even before the Affordable Care Act covers its first beneficiary, the nattering nabobs of negativism are out in full force.
“Tens of millions more Americans will lose their coverage and find that new ObamaCare plans have higher premiums, larger deductibles, and fewer doctors,” predicts Republican operative Karl Rove. “Enrollment numbers will be smaller than projected and budget outlays will be higher.”
Rove is joined by a chorus of conservative Cassandra’s, from Fox News to the editorial pages of the Wall Street Journal, all warning that the new law will be a disaster.
Robert Laszewski, president of Health Policy and Strategy Associates, anticipates a shortage of doctors. “There just aren’t going to be enough of them.”
Professor John Cochrane of the University of Chicago predicts the individual mandate will “unravel” when “we see how sick the people are who signed up on exchanges, and if our government really is going to penalize voters for not buying health insurance.”
The round-the-clock nay-saying is having an effect. Support for the law has plummeted to 35 percent of those questioned in a recent CNN poll, a 5-point drop in less than a month. Sixty-two percent now say they oppose the law, up four points from November.
Even liberal-leaning commentators are openly worrying. On ABC’s “This Week,” Cokie Roberts responded to my view that the law eventually would prove popular by warning of “a whole other wave of reaction against it” if employers start dropping their insurance.
Some congressional Democrats are getting cold feet. West Virginia Senator Joe Manchin recently fretted that “if it’s so much more expensive than what we anticipated and if the coverage is not as good as what we had, you’ve got a complete meltdown.”
Get a grip.
If the past is any guide, some fixes will probably be necessary – but so what? Our current healthcare system is the real disaster — the most expensive and least effective among all developed countries, according Bloomberg’s recent ranking. We’d be collectively insane if we didn’t try to overhaul it.
But we won’t get it perfect immediately. What needs fixing can be fixed. And over time we can learn how to do it better.
If enrollments are lower than anticipated, the proper response is to keep at it until larger numbers are enrolled. CHIP, the Children’s Health Insurance Program, got off to a slow start in 1998. The Congressional Research Service reported “general disappointment … with low enrollment rates early in the program.” CHIP didn’t reach its target level of enrollment for five years. Now it enrolls nearly ninety percent of all eligible children.
Richard Nixon’s Supplemental Security Income program of 1974 – designed to standardize welfare benefits to the poor — was widely scorned at the time, and many states were reluctant to sign up. Even two years after its launch, only about half of eligible recipients had enrolled. Today, more than 8 million Americans are covered.
If mistakes are made implementing the Affordable Care Act, the appropriate response is to fix them. When George W. Bush’s Medicare Part D drug benefit was launched, large numbers of low-income seniors had to be switched from Medicaid. Many needed their prescriptions filled before the switch had been completed, causing loud complaints. The website for the plan initially malfunctioned. Pharmacies got the wrong information. Other complications led even Republican Representative John Boehner to call it “horrendous.” But the transition was managed, and Medicare Part D is now a firm fixture in the Medicare firmament.
If young people don’t sign up for the Affordable Care Act in sufficient numbers and costs rise too fast, other ways can be found to encourage their enrollment and control costs. If there aren’t enough doctors initially, medical staffs can be utilized more efficiently. If employers begin to drop their own insurance, incentives can be altered so they don’t.
Why be defeatist before we begin? Even Social Security — the most popular of all government programs — had problems when it was launched in 1935. A full year later, Alf Landon, the Republican presidential candidate, called it “a fraud on the workingman.” Former President Herbert Hoover said it would imprison the elderly in the equivalent of “a national zoo.” Americans were slow to sign up. Not until the 1970s did Social Security cover most working-age Americans.
As Alexis de Tocqueville recognized as early as the 1830s, what distinguishes America is our pragmatism, resilience, and optimism. We invent, experiment, and fix what has to be fixed.
Of course there will be problems implementing the Affordable Care Act. But if we’re determined to create a system that’s cheaper and more effective at keeping Americans healthy than the one we have now – and, in truth, we have no choice – we have every chance of succeeding.
