“It’s Part Of The Culture”: Carson’s Implosion Is A Reflection Of The Con Artistry That Has Overtaken The GOP

Ben Carson’s presidential campaign is imploding. One could argue that that’s the result of a candidate in freefall: things always get ugly when a campaign is losing ground in the polls, and staff shakeups are inevitable. But the way that Carson’s campaign has imploded is yet another window into the way the GOP has allowed itself to be run into the ground by charlatans of all kinds.

To begin with, as a politician Ben Carson himself is something of a fraud. By all accounts an eminently successful neurosurgeon, Carson parlayed his story of success into a grander overarching narrative that every person of color could overcome structural racism by sheer dint of hard work and determination, plus an abiding faith in God. His story became mythologized, played out on stage and on film as an example of the model minority.

But Carson, like many successful specialists, is not exactly well-rounded in his knowledge of life and the world. He drew the wrong political conclusions from his rise in the medical field, and grew to believe in his own hype–not just that he had a knack for neurosurgery, but that he was a genius in all respects and specially guided by the hand of God. Without even a political science undergraduate’s knowledge of either domestic or foreign policy, Carson decided that he was qualified to be President of the United States–and that his utter lack of policy ken or experience would be unimportant, irrelevant and undiscovered. And if he failed as a presidential candidate? There would always be a right-wing media circuit and book tour available.

In typical fashion for such a candidate, he allowed close friends and confidants to dominate his campaign instead of people who actually knew what they were doing. In particular, he trusted key decisions to Armstrong Williams, a media maven, radio jockey and advertising executive who has rather transparently been using the Carson campaign as his own vehicle for professional advancement. That in turn led to comically bad candidate preparation and campaign decision-making, with the direct result that Carson’s staff is engaged in a mass exodus.

But this shouldn’t surprise anyone. The libertarian-conservative ethic of “get rich any way you can” combined with a stubborn dismissal of objective fact makes political conservatism especially ripe for con artistry. It is no accident that Richard Viguerie was able to conduct his mail fundraising scams on the backs of GOP voters. It’s no accident that the tea party has been home to one grifter after another making a quick buck. American conservatism is the home of quack televangelists and secular Ayn Rand-spouting hucksters alike. Fox News itself is a long con perpetrated on fearful, older white Americans with the goal of making Rupert Murdoch and Roger Ailes rich while keeping Republican politicians in power. Donald Trump is merely the latest in a long line of egomaniacal scammers willing to play the same group of people for fools.

It should shock no one, then, that GOP presidential campaigns themselves are being waged by con artists, and themselves fall victim to media-hungry carnival barkers. It’s part of the culture.

“Republicans Take The Less Risky Path”: The Budget Passes! Has The GOP Congress Come To Its Senses?

The news that the House passed a budget that will fund the government through next fall, and the Senate quickly followed suit, is in and of itself a big deal. But the fact that the bill passed so easily — on a vote of 316-113 in the House, with Republicans voting in favor of it by a margin of 150-95 — may be the really interesting story here.

Is the GOP Congress not what we thought it was? Is the way liberal commentators (myself included) have characterized the Republican caucus in the House over the last couple of years, as a group dominated by extremists who are willing to burn down everything in their path, an oversimplification?

It just may be. But let’s look at some competing explanations for why this budget passed so easily:

Paul Ryan is a genius. Perhaps this is all Paul Ryan’s doing, so deftly did he work his members to corral support for this bill. There’s something to that — there were specific steps he took to make all his members feel like they had a voice in the process, and even some of the most conservative members have praised his openness to their input.

But there are a couple of reasons to think that this explanation is incomplete at best. First, it suggests that the crises and intra-Republican battles of the last few years occurred only because John Boehner was inept at managing the more restive parts of his caucus. While no one is going to suggest that Boehner was some kind of legislative sensei, the members who forced those crises weren’t doing it just because they disliked Boehner. They were acting out of their own ideological and electoral interests, many because they saw their political fortunes in their own districts tied to the idea that they would be uncompromising in fighting both Barack Obama and their party’s leadership.

Second, this bill really was a compromise. It doesn’t defund Planned Parenthood, it doesn’t reduce the size of government, and it gives Democrats plenty of other things they wanted as well. Republicans in the House weren’t going to go along with it for no reason other than the fact that they got to sit down with the new Speaker and voice their complaints. So while they may feel better about Ryan than they did about Boehner, that can’t be the whole story.

They realized that making a fuss only raises expectations. The key dynamic in Republican politics these days comes from voter dissatisfaction with the party’s leaders, who have repeatedly promised to fight President Obama to their dying breath but has been unable to deliver on any of their substantive goals, like repealing the Affordable Care Act. Smarter Republican members may realize that shutdown crises only serve to increase this dissatisfaction, because they inevitably end in defeat for the conservatives. Even the angriest tea partier could eventually face a primary challenger who points out that the congressman didn’t succeed in stopping the march of socialism, no matter how often he shook his fist at his party’s leadership. So the less risky path might be to let the bill pass, keep the government running, and hope that nobody takes much notice of it.

There’s a silent (or at least relatively quiet) majority of Republicans in the House. Let’s not forget that 95 Republicans did vote against the bill, including the most conservative ones. In the past, the conservatives (or the tea partiers, or the Freedom Caucus, or however you want to refer to them) were only able to create crises and shutdowns because they were able to bring slightly less crazy members along with them. So it isn’t that the extreme conservatives have gotten any less extreme; what made the difference this time is that the merely very conservative members were no longer willing to set fire to the Capitol.

Those members in the ideological middle of the caucus (which, to be clear, is a very conservative place) can sound like tea partiers when the situation demands, but they are also realistic enough to know that some battles aren’t worth fighting. They certainly feel pressure from their right, but they may have learned from the mistakes of the past. And right now, as we move into 2016, the calculation of which risks are worth taking has changed. Which leads us to the final explanation:

The presidential race has changed everything. As I’ve been arguing since the last midterm election, congressional Republicans didn’t really need to “show they can govern.” What they needed to do was avoid screwing things up for their eventual 2016 presidential nominee. The reason is simple: if a Republican wins the White House next year, 2017 will see a bacchanal of conservative legislating that will leave no Republican desire unfulfilled. Trying to extract a few concessions from Barack Obama today is spectacularly foolish if it makes Republicans look bad and thereby reduces the chances of electing a Republican president by even the tiniest amount. The best strategy for congressional Republicans is to do no harm, and be patient.

With the presidential primary campaign now in full swing, that reality may be hitting home for more and more members of Congress. So even the most conservatives ones aren’t going to try to force a shutdown. Instead, they’ll vote against the budget bill, and when a reporter asks they’ll say, yes, of course it’s a surrender to Obama and a betrayal of conservative values, blah blah blah. But in their hearts, they probably realize that at this particular moment, passing the budget is the smart move.

So which one of these explanations is the right one? The answer may be different for different members, but I’m pretty sure they all played a role.

“The Rubio-Schumer Gang Of Eight Bill”: How Ted Cruz Will Try To Destroy Marco Rubio

Imagine you’re Ted Cruz. Things are proceeding according to plan — you’re in second place nationwide and ahead in some polls in Iowa, you’re consolidating the support of evangelicals, most of your opponents are falling behind or falling away, and, after treating you like a fringe figure for so long, the media is finally taking seriously the idea that you might be the party’s nominee. There are only two guys standing in your way. The first is Donald Trump, and who knows what he’s going to do or say. The second is Marco Rubio and, if you can take him out, it’ll be down to you and The Donald — at which point even the party establishment that so despises you will probably rally to your side.

So how can you sweep Rubio aside and make it a two-man race? The answer Cruz has seized upon is immigration, Rubio’s soft and vulnerable underbelly.

This tactic came out in Tuesday night’s debate, when Cruz said, “You know, there was a time for choosing, as Reagan put it. When there was a battle over amnesty and some chose, like Senator Rubio, to stand with Barack Obama and Chuck Schumer and support a massive amnesty plan.” He even called a bill that Rubio co-wrote the “Rubio-Schumer Gang of Eight bill,” which is pretty low.

This attack isn’t surprising; that Gang of Eight bill has been just waiting to be exploited. Back in 2013, Rubio joined with a bipartisan group of senators to write the comprehensive immigration reform bill, which passed the Senate and then died in the House. Even though the bill had a lot of what Republicans wanted, Rubio was immediately excoriated by the very Tea Partiers who had championed his election in 2010, called a traitor and an alien-coddler because the bill included a path to citizenship for undocumented immigrants. Rubio has since distanced himself from the effort, but it clings to him still.

Why is it such a big deal? Well, as Rubio knows, immigration is one of the main reasons so many white, older Republican voters feel out of place in a changing America. It was the subject of endless conflicts between the Obama administration and Republicans in Congress. Obama’s executive actions on immigration are the evidence conservatives hold up to support their assertion that the president is a tyrant who ignores the law. Those executive actions were the cause of one of our many government shutdown crises. And it has been one of the main sources of conflict between the party establishment, which believed that the GOP needs to support comprehensive reform in order to make an opening with Latino voters and thus have a chance at winning the White House, and the base voters and conservative members of Congress who say, “Hell no.” So, as complex as the issue is, it isn’t hard for Rubio’s opponents to say that there’s a right side and a wrong side on immigration, and the senator is (or at least was) on the wrong side.

Cruz himself has been moving steadily to the right on this issue over the course of the campaign, though his precise position on the question of undocumented immigrants has at times been hard to pin down. While he has always opposed a path to citizenship, at various points he has seemed to support work permits that would allow the undocumented to stay in the country legally. This is what Rubio is referring to when he says that Cruz supports “legalization.”

But Cruz is now backing away from that position, saying in the debate, “I have never supported legalization, and I do not intend to support legalization.” Ask him about it now, and he’ll talk only about border walls and deportation. He has even come out in favor of repealing birthright citizenship, the constitutional principle that anyone born in the United States is a United States citizen.

When he gets asked about his work on the 2013 bill, Rubio has a long, detailed answer, one he’s repeated many times. It hits all the appropriate notes — slamming the Obama administration, talking about how border security must be accomplished first, noting that the E-Verify system has to be in place so employers don’t hire the undocumented, and explaining the lengthy process that would be required for an undocumented person to get citizenship, a process that could take as much as a couple of decades. His basic point is that once we do all the things Republicans want, then we can get around to thinking about a path to citizenship — but it’s so far down the road, it would be after he served even two terms as president.

But after Rubio gives that long, detailed answer, Cruz can just point to him and say, “Nope, he supports amnesty.” Which, depending on how you define it, is true.

Had the Gang of Eight bill managed to pass the House, Rubio would have been hailed in many quarters as a hero, someone who had broken the logjam, found a solution to a complex policy problem, and delivered the GOP something it desperately needed, a chance to win over one of the fastest-growing parts of the electorate. But as it is, that 2013 bill is a millstone around Rubio’s neck, one that someone like Ted Cruz is happy to pull on to make Rubio’s burden even heavier.

In the context of this primary campaign, it’s far better to have never tried to accomplish much of anything on policy, like Cruz. Rubio did try, and Cruz is going to make him pay. While the issue of terrorism may fade in the coming weeks and months, immigration will always be there in this campaign. And as long as they’re both in the race, Ted Cruz is going to pound Marco Rubio on it without mercy, until one of these two sons of immigrants leaves the race.

“The Republican Presidential Primary Is About Only One Issue”: Who Can Best Reflect Voters’ Anxiety Back To Them

Not long ago, immigration was supposed to be the key issue of the Republican presidential primary, where even though the differences between the candidates are small, they all have to show voters that they’re better on the issue than their opponents. And “better” isn’t about having a superior policy solution, it’s about reflecting the voters’ feelings back to them in the most compelling way.

But then there was a terrorist attack in California, and everything changed. Immigration is no longer so important on the campaign trail; instead, the discussion is all about who’s tougher on terrorism. But while it looks like Republicans are talking about something completely different, the truth is that it’s the same discussion and the same emotions, just with a different group of foreigners as the main target.

The Republican primary is really about one thing — a complex, multifaceted thing, but one thing all the same. It finds its expression in any number of issues, but it always comes down to a feeling that Republican voters have. It ranges between unease and anger, but it’s always about the sense that things just aren’t right. Sure, they hate Barack Obama, but he’s more symptom than cause.

Think about that prototypical Republican voter, a middle-aged white guy with old-fashioned values. He sees immigrants moving into his area, speaking a language he doesn’t understand. He sees foreign terrorists on the news. He sees his country growing less religious, he sees gay people getting married and transgender people celebrated for their courage, he sees popular culture created by a bunch of damn hippies infecting the minds of his children. The world gets more confusing all the time, and he doesn’t like the direction things are going.

A Wall Street Journal poll in late October found 71 percent of Republican primary voters agreeing that “A lot of what is happening today makes me feel uneasy and out of place in my own country” (45 percent agreed strongly). And when Donald Trump says he wants “a total and complete shutdown of Muslims entering the United States until our country’s representatives can figure out what the hell is going on,” it sounds pretty darn sensible to our voter, whether he’s supporting Trump or not. Because somebody’s got to figure out what the hell is going on, and not just with the Muslims.

The political news of the week is the rise of Ted Cruz, who now leads in Iowa and has moved into second place nationally. There’s no telling yet how long it will last, especially since candidates popular with evangelical voters who do well in Iowa haven’t gotten their party’s nomination lately. But Cruz’s rise is also a story about what isn’t happening, namely the success so many people have predicted for Marco Rubio. And one reason may be that Rubio’s youthful optimism isn’t connecting with that jumble of negative emotions, the fear and the anger and the unease, that Republicans are feeling right now.

A big part of conservatives’ dissatisfaction comes from their perception that the national Republican Party has been letting the country slip away. Their representatives have won political victories, but they didn’t do anything with control of Congress. They haven’t fought Obama hard enough, and they’ve either been defeated or compromised on everything that’s important. Our long downward slide has continued unabated. So the fact that Cruz is universally detested in Washington is a strong point in his favor. Ask him what he’s accomplished and he’ll tell you about how often he has “stood up” against both the White House and his own party’s leadership. That may not sound like an accomplishment to many people, but to lots of primary voters, it is.

Rubio can say he’s fought against the Washington establishment, too, but he’s going to have a hard time convincing too many primary voters, particularly when they’re contrasting him with Cruz. And imagine that we go a couple of months without another terrorist attack. The issue will fade in importance, as all issues can, and it’s entirely possible, maybe even likely, that immigration would once again become the main vehicle through which voters’ feelings of unease are expressed. Should that happen, Cruz will attack Rubio mercilessly for trying to achieve comprehensive immigration reform early in his Senate term; it was Rubio’s temporary support of that effort that alienated him from many Tea Partiers.

Perhaps I’m wrong about this, and Rubio’s message that he represents a new generation of optimistic leadership will resonate with primary voters (although Cruz is only five months older than Rubio, he doesn’t talk about his youth in the same way as the baby-faced Floridian). But at the moment, while Rubio can rail at President Obama with the best of them, he isn’t channeling that sense of unease in the same way that Cruz and Donald Trump are.

The party out of power always feels like things aren’t right—after all, it’s infuriating to have to watch a president you despise on television every day, setting policy and making decisions you disagree with. But most of the time, that’s a problem that can be solved with the right electoral outcome. What worries many Republican voters right now, on the other hand, is something much bigger. They want someone who understands what they’re feeling—who gets the fear, the dismay, the unease, and even the anger. Even if none of the candidates are actually going to be able to do much about it.

“The Bane Of Many Politicians’ Existence”: Senate GOP Solution To Super PAC Rivals; More Money In Politics

This may sound odd, but it rings true amongst Republicans and Democrats alike: The only people who loathe Super PACs more than voters forced to sit through an onslaught of their bullshit ads, are politicians themselves.

Don’t get me wrong, at first many Republicans loved the new, post-Citizen United world of PACs (a.k.a. Political Action Committees who act any way they want). But those powerful outside groups have become the bane of many politicians’ existence—even GOP lawmakers who oppose overturning the Supreme Court ruling.

“We’re at a point where the outside groups have so much more flexibility than the parties do that there’s nothing wrong with giving both political parties a little more flexibility in how they work with candidates,” said Roy Blunt (R-MO), a member of the GOP leadership team in the Senate.

As Congress scrambles to avoid a year end government shutdown, Senate Majority Leader Mitch McConnell is quietly trying to include a provision to dismantle any limitations remaining on what the parties in Washington can spend coordinating with their candidates. Both parties bemoan that their candidates have lost control of their own campaigns.

Currently GOP and Democratic leaders can only spend about $50,000 to assist House candidates and around $3 million working with Senate campaigns. But for Super PACs the sky is the limit on what they can raise and spend, thus neutering the parties and politicians alike.

“You notice that the political parties are now being shunted aside, because he who pays the pipers calls the tune,” said Sen. Bill Nelson (D-Fla.) who doesn’t think McConnell’s latest attempt is all that significant. “It’s the outside money, particularly in the Republican sphere, that is funding elections. And it’s all this undisclosed, unlimited money uncontrolled by the campaign finance law. So until we can stop the outside money you can tinker here and tinker there, and it doesn’t make any difference.”

PACs have complicated everything for today’s political class. Yes, candidates are still the central component of any campaign, but all the campaign cash has eclipsed many candidates’ messages in recent elections. That’s because it’s easier for PACs to rake in millions than it is for candidates and their party to take in similar rolls of dollar bills. Candidates and parties also have to play by different rules.

“The candidates we have to disclose everything and I have to put my name on it,” Sen. Kelly Ayotte (R-NH) told The Daily Beast. She’s facing a bruising reelection battle and thinks the Citizens United ruling has unleashed a double standard.

“The parties also, they have to say ‘from the party’ and be able to do that, but you know there are a lot of outside groups, they have different names and it’s tough to know where they’re coming from.”

While candidates want to exert more control over their own campaigns, so do party leaders. In recent years Tea Party challengers have embarrassed themselves and the Republican Party in Senate races from Delaware to Nevada. That made the GOP establishment bristle, and seems to be behind McConnell’s latest move to strengthen the parties.

“McConnell is a party man,” said Kyle Kondik, a campaign analyst at the University of Virginia’s Center for Politics. “He probably believes that if the parties are stronger they can exert more control over who gets the nomination. You make the party stronger the individual candidates get weaker.”

That’s why the Tea Party wing of the GOP is opposed to McConnell’s latest move.

Rep. Jim Jordan (R-Ohio), the head of the House Freedom Caucus, said the changes on coordination should also be extended to Super PACs who currently are forbidden from coordinating with campaigns.

“What’s good for the goose should be good for the gander,” Jordan told The Daily Beast. “So if it’s good for the parties, it should be good for outside groups who are involved in politics and have a big influence on politics as well. I mean free speech is free speech. So either don’t do it at all, or if you’re going to do it, do it in an equal fashion.”

This isn’t the first time McConnell has stealthily tried to unwind election law. As the legislative clock wound down at the end of last year, he worked with then Speaker John Boehner to lift the cap on what party committees could solicit from donors. The provision hiked the rate from just under $100,000 to nearly $800,000. It was barely noticed, but critics argue the new provision will be felt.

“It will basically turn the parties into another apparatus that’s owned by the big money crowd,” said Rep. John Sarbanes (D-Md.), an advocate for public financing of campaigns. “In a sense it would allow big donors to become benefactors of specific candidates, using the parties to do it. They would kind of go through the parties to become the sugar daddy of this candidate or that candidate. So the parties lose all independence; they just become the tool of the big money crowd.”

Then there’s the whole presidential scramble going on. South Carolina Sen. Lindsey Graham has proven to be a lackluster fundraiser in his #YOLOrace for the White House, but that doesn’t mean he hasn’t been carefully watching his opponents and their Super PACs. He predicts something will give when the new Congress convenes at the start of 2017.

“I think there is going to be a scandal about money coming in the 2016 cycle from unsavory sources,” Graham to The Daily Beast. “That’s what it’s going to take to spur discussion. So I don’t really care about moving the caps as long as it’s transparent.”
