“The Impoverished Republican Poverty Agenda”: Republicans Don’t Know Where They Are Headed Or What They Can Sell
What are Republicans for? We know they are against health-care reform. They voted en masse against it, shut down the government to stop it and have voted nearly 50 times to defund it. We know they are against government spending. They’ve voted for House Budget Committee Chairman Paul Ryan’s draconian budgets, which would slash spending so deeply that even some Republicans are in increasingly open revolt. But those budgets don’t go anywhere. So what do Republicans propose that actually addresses the challenges facing the nation or its people?
Republican leaders are clearly concerned that their policy house is largely vacant. In his dissection of the lost 2012 campaign, Republican National Committee Chair Reince Priebus noted that Republicans suffer a “major deficiency” – the “perception that the GOP does not care about people.” He urged a renewed effort to become “the champion of those who seek to climb the economic ladder.”
All that advice was lost in the anti-Obama venom that unifies Republicans. But after the government shutdown sent Republican poll numbers plummeting to new depths, a new effort – or at least a new public relations push – has been launched. The early reports make the administration’s botched health-care takeoff look smooth by comparison.
Politico noted that Republicans trooping into House Majority Leader Eric Cantor’s office received a paper titled “Agenda 2014.” The paper was blank. As of now, Politico reported, details are scant, but Republicans seem to be focused more on identifying the problems than the solutions. “The beginning should always be what are the problems we’re trying to fix,” said Republican policy chair James Lankford (Okla). Or as a GOP aide involved in the planning sessions was quoted: “Cantor wants to take us in a new direction, which is good. The problem is that we don’t know where we are headed, and we don’t know what we can sell to our members.”
Luckily, Cantor isn’t the only game in town. The Post published an adoring article on Ryan, Mitt Romney’s former running mate. The Post reported that Ryan and his staff have been “quietly” visiting “inner-city neighborhoods” and conservative think tanks, looking for creative ways to address poverty that can replace the “bureaucratic top-down anti-poverty programs” that Ryan’s budget would gut.
But the new ideas can’t include any new taxes or new spending – Ryan is staunchly against both. That doesn’t leave much. According to The Post, “his idea of a war on poverty so far relies heavily on promoting volunteerism and encouraging work through existing federal programs, including the tax code.” He’s repackaging private-school vouchers. And Ryan assumes that charity might take the place of the food stamps he’s cutting. “You cure poverty eye to eye, soul to soul,” he told a Heritage Foundation forum. “Spiritual redemption: That’s what saves people.” Prayer is good, but when it comes to public policies, as The Post story concluded, “Ryan’s speeches have been light on specifics.”
Some of those “specifics” are being offered by the tea party. Ryan and Cantor may be casting about for ways to look compassionate, but the tea party remains on the hunt. Politico detailed that Rep. Tim Heulskamp (Kan.) and a group of conservatives are gearing up for yet another assault on health-care reform. Assuming that the budget negotiations don’t reach an agreement by the December deadline, Congress will have to pass a continuing resolution by mid-January to keep the government open and funded. Huelskamp and his allies think that’s a perfect time to cut $20 billion out of Medicaid and transfer it to the Pentagon. That would eliminate Medicaid expansion – the one part of Obamacare that is working well – and placate Republicans worried about the cuts the military faces next year.
Cut health protection for the working poor and give the money to a Pentagon that is the largest center of waste, fraud and abuse in the federal government? Or slash food stamps while fending off every effort to close the tax dodges that allow companies like General Electric to avoid paying any taxes? The Republican “war on poverty” looks a lot like a war on the poor. It will take a lot of charity and volunteers and a lot more than “messaging” and “rebranding” to erase that indelible “deficiency.”

“Less Than American”: It Is In The Public Interest To Have People Assimilated And Participating Stakeholders In Our Democracy
Not so long ago, it seemed the debate over immigration reform was all about borders. Politicians competed to offer the most draconian solutions — higher fences, longer fences, electrified fences, armies of guards, fleets of drones, moats and crocodiles. Never mind that the Border Patrol had already more than doubled in a decade. Never mind that many of those here illegally never hopped a fence but simply overstayed a student or tourist visa. The nativist mythology has us under siege from relentless hordes striding toward Arizona on, in the fevered imagination of Tea Party Congressman Steve King, “calves the size of cantaloupes because they’re hauling 75 pounds of marijuana across the desert.” To pacify the border neurotics, authors of the bill that passed the Senate last summer included $46.3 billion to militarize our southern flank.
Now, with the bill stranded in the House, it seems the immigration debate is all about citizenship. To opponents, the idea of offering 11-plus million undocumented immigrants a pathway to citizenship — even a 13-year slog like the one envisioned by the Senate bill — is anathema, so politically toxic that the measure’s most prominent Republican sponsor, Senator Marco Rubio, pulled back as if he’d put his hand on a lit stove. To proponents of comprehensive reform, or at least to activists on the issue, citizenship is the prize, and nonnegotiable.
It’s beginning to look as if advocates of fixing our broken immigration system will face an unpleasant choice: no bill at all, or a bill that legalizes the foreigners who are already here but does not offer most of them a chance to become citizens. On Capitol Hill several lawmakers are quietly drafting compromises that give the undocumented millions little hope of full membership in America.
The first thing to note is that this is progress. The Republican mainstream view has moved in the last year or so, from Mitt Romney’s “self-deportation” to something considerably less callous. Most Republicans in Congress now say they can live with legalizing the undocumented as long as (a) we don’t call it amnesty and (b) we don’t reward lawbreakers by bestowing the precious gift of citizenship.
The second point that needs making — and my Times colleague Julia Preston made it last week — is that while citizenship is the priority for pro-immigration activists, to immigrants living here as a fearful underclass the aim is not so clear cut. For many of them, the priority is to be made legal, to come out of hiding and live their lives without the threat of deportation, without the risk of exploitation by unscrupulous employers, without wondering whether your spouse will make it home at night.
“The entire narrative behind comprehensive immigration reform has elevated the path to citizenship as this must-have component of an acceptable bill,” said Oscar Chacon, executive director of the National Alliance of Latin American and Caribbean Communities, a network of immigrant organizations that includes many foreigners here without visas. “What you hear from the undocumented is: ‘We like the idea of citizenship, but what really hurts us is that we are vulnerable, that I can’t easily get a job to feed my family, that I can’t drive a car without being at risk, that I want to be able to visit relatives back home and come back safely.”
Just to be clear, I believe (and so does Oscar Chacon) that deliberately creating a class of disenfranchised residents goes against the American grain. There are few precedents for consigning whole categories of people to a sub-citizen limbo, and they are not proud moments in our history. (See the Fugitive Slave Act of 1793 and the Chinese Exclusion Act of 1882.) It is clearly in the public interest to have people become assimilated, taxpaying, participating stakeholders in our democracy. Most Americans polled, including a majority of Republicans, agree that those now in the country illegally should be allowed to eventually apply for citizenship.
If House Speaker John Boehner is willing to brave the fury of his extreme flank and put the matter to a vote, a path to citizenship stands a decent chance of passing the House with a majority of Democrats and a minority of Republicans. You might even think Republicans would want to get immigration settled and off the table so they could begin wooing Hispanic voters on more favorable ground — social issues, taxes, education. But among the people most immersed in this issue, I can’t find many who expect Boehner to suddenly become a statesman and defy his fanatics. In part, let’s be honest, that’s because the Republican stance is, “We protect America from Obama.” It is also in part because they fear newly enfranchised Hispanics will become Democrats — which the Republicans, by opposing citizenship, make a self-fulfilling prophecy.
So it may well be that supporters of immigration reform have to choose between half a loaf and none at all. Half a loaf might include a prospect of citizenship for some undocumented immigrants — the so-called Dreamers, who entered the country as children, and those in the military — but not the majority. If that’s the option, should Democrats swallow hard and take it?
Yes, and here’s why.
First, even without a prospect of citizenship, legalization would make the undocumented much safer from the family-wrecking heartbreak of deportation, which has continued at record numbers under President Obama. It would free them to press for better education for their children, to approach the police when they are victims of crime, to challenge abusive employers, to seek medical care without fear of exposure. Some advocates of citizenship-or-nothing suggest that the president should simply use his prosecutorial discretion to stop deportations altogether, as he has done for the Dreamers and undocumented soldiers. But the public would view that as a grievous abuse of power, and Congress might very well take away his authority. An executive order is no substitute for a protection enshrined in the law.
Second, the legislation has other good things going for it. It puts a little sense into our archaic legal immigration system, and establishes some meaningful protection against future illegal immigration (like holding employers rigorously accountable for assuring their workers have legal status, much more important than fortifying the border.)
Third, this is not the end of the story. We elect a new Congress in 2014, and another in 2016, and so on, and the electoral clout of Hispanics will continue to grow. “I’m a firm believer in the notion of incremental change,” Chacon told me. “The best public policies — look at gay rights — have evolved, they didn’t happen all at once.”
And fourth, even if many undocumented workers never make it to citizenship, the injustice will last for just one generation. Their children are citizens by birth. Young Latinos are reaching voting age at the rate of about 50,000 per month. I suspect many in that rising generation will remember, and punish, the politicians who decided their parents should remain less than American.

“Disrespect, Race And Obama”: This Is Not President Obama’s Doing, But The Simple Result Of His Being
In an interview with the BBC this week, Oprah Winfrey said of President Obama: “There is a level of disrespect for the office that occurs. And that occurs, in some cases, and maybe even many cases, because he’s African-American.”
With that remark, Winfrey touched on an issue that many Americans have wrestled with: To what extent does this president’s race animate those loyal to him and those opposed? Is race a primary motivator or a subordinate, more elusive one, tainting motivations but not driving them?
To some degree, the answers lie with the questioners. There are different perceptions of racial realities. What some see as slights, others see as innocent opposition. But there are some objective truths here. Racism is a virus that is growing clever at avoiding detection. Race consciousness is real. Racial assumptions and prejudices are real. And racism is real. But these realities can operate without articulation and beneath awareness. For those reasons, some can see racism where it is absent, and others can willfully ignore any possibility that it could ever be present.
To wit, Rush Limbaugh responded to Winfrey’s comments in his usual acerbic way, lacking all nuance:
“If black people in this country are so mistreated and so disrespected, how in the name of Sam Hill did you happen? Would somebody explain that to me? If there’s a level of disrespect simply because he’s black, then how, Oprah, have you managed to become the — at one time — most popular and certainly wealthiest television personality? How does that happen?”
No one has ever accused Limbaugh of being a complex thinker, but the intellectual deficiency required to achieve that level of arrogance and ignorance is staggering.
Anyone with even a child’s grasp of race understands that for many minorities success isn’t synonymous with the absence of obstacles, but often requires the overcoming of obstacles. Furthermore, being willing to be entertained by someone isn’t the same as being willing to be led by them.
And finally, affinity and racial animosity can dwell together in the same soul. You can like and even admire a person of another race while simultaneously disparaging the race as a whole. One can even be attracted to persons of different races and still harbor racial animus toward their group. Generations of sexual predation and miscegenation during and after slavery in this country have taught us that.
Alas, simpletons have simple understandings of complex concepts.
But it is reactions like Limbaugh’s that lead many of the president’s supporters to believe that racial sensitivity is in retreat and racial hostility is on the rise.
To be sure, the Internet is rife with examples of derogatory, overtly racial comments and imagery referring to the president and his family. But the question remains: Are we seeing an increase in racial hostility or simply an elevation — or uncovering — of it? And are those racist attitudes isolated or do they represent a serious problem?
Much of the discussion about the president, his opposition and his race has centered on the Tea Party, fairly or not.
In one take on race and the Tea Party that went horribly wrong this week, Washington Post opinion writer Richard Cohen wrote:
“Today’s G.O.P. is not racist, as Harry Belafonte alleged about the Tea Party, but it is deeply troubled — about the expansion of government, about immigration, about secularism, about the mainstreaming of what used to be the avant-garde. People with conventional views must repress a gag reflex when considering the mayor-elect of New York — a white man married to a black woman and with two biracial children. (Should I mention that Bill de Blasio’s wife, Chirlane McCray, used to be a lesbian?) This family represents the cultural changes that have enveloped parts — but not all — of America. To cultural conservatives, this doesn’t look like their country at all.”
What exactly are “conventional views” in this context? They appear to refer specifically to opinions about the color of people’s skin.
Cohen seemed to want to recast racial intolerance — and sexual identity discomfort — in a more humane light: as an extension of traditional values rather than as an artifact of traditional bigotry. In addition, Cohen’s attempt to absolve the entirety of the Tea Party without proof fails in the same way that blanket condemnations do. Overreach is always the enemy.
I don’t know what role, if any, race plays in the feelings of Tea Party supporters. It is impossible to know the heart of another person (unless they unambiguously reveal themselves), let alone the hearts of millions.
But nerves are raw, antennas are up and race has become a lightning rod in the Obama era. c.

“A Right Wing Non-Plan”: Ted Cruz Reveals He’s A Thin-Skinned Wuss, Hypocrite And Policy Lightweight
Sen. Ted Cruz pretends to be a tough guy, but mostly he spends his time trashing Democrats in front of adoring right-wing crowds and conservative journalists. On Wednesday he sat down with CNN’s Chris Cuomo – you didn’t expect him to go to MSNBC, did you? – and showed himself to be incredibly thin-skinned when pressed just a little on how he would replace the Affordable Care Act he wants to repeal. It was an interesting window on Cruz’s temperament as well as his cynical, threadbare “policy” agenda.
Cuomo asked Cruz how he would replace the law he inveighs against, and as usual, Cruz dodged the question and kept on inveighing instead. Cuomo followed up. “You don’t think that you have a responsibility as a U.S. senator to do better than that, in terms of offering a solution for what to do next?” he asked.
And Cruz shot back: “Well, I appreciate your trying to lecture me in the morning.”
Cuomo didn’t leave it there.
“No, no, no, not at all, Senator. I’m worried, same as you, anybody who looks at the situation has worries.”
So Cruz tried to turn the tables. “If you’re worried, did you speak out for the 5 million people who have lost their health insurance?”
Cuomo had an answer: “Absolutely — we’ve been covering it doggedly. The problem is, I don’t have the power to fix it. You do. That’s what a U.S. senator does, is you sponsor law. You know this. It’s not a lecture, it’s a concern; I’m asking, what are you going to do about it?”
Apparently Cruz isn’t used to being grilled. Cuomo got him to share what passes for an answer from conservatives these days: “Let people purchase health insurance across state lines.”
Wow. That’s what Princeton and Harvard Law degrees get you: a warmed-over right wing non-plan that’s been around forever. As Ezra Klein reported back in 2010, the Congressional Budget Office looked at it in 2005 and found it didn’t reduce the number of uninsured and would only save the federal government $12 billion over the next eight years. (By contrast, the CBO says the ACA will reduce the deficit by $41 billion in 2013 alone.)
The CBO also found that allowing people to buy insurance plans across state lines would “make insurance more expensive for the sick and cheaper for the healthy, and lead to more healthy people with insurance and fewer sick people with insurance.” Other than that, it’s a terrific idea.
Of course, insurers like Cruz’s non-plan because it would mean a boon for the states that provide the least regulation and thus encourage the “cheapest” but least protective insurance policies. Rather than insuring states’ rights and competition, which conservatives pretend to like, it would, in effect, create a national insurance-regulation standard, as states then raced to the bottom to compete. Of course, a state’s “rights” usually diminish, for conservatives, whenever that state decides to give its citizens more power and its corporations less.
So in just one morning, Ted Cruz was revealed as a wuss, a hypocrite and a policy lightweight. The last one doesn’t matter on the right, but the first two won’t wear well in a presidential race. Kudos to Cuomo for not accepting Tea Party platitudes as a substitute for governing proposals.

“What Nonsense”: Blaming President Obama For Passing A “Partisan” Health-Care Bill?
Here’s one thing I absolutely cannot stand hearing: that President Obama is getting what he deserves now because he passed such a “partisan” health-care bill. The suggestion is truly beyond belief and, quite literally, totalitarian in spirit, in the way it flips the truth so perversely on its head, turning the perpetrated-upon into the perpetrator and the aggressor into the victim. As Obamacare flails, one hears the “partisan” line frequently these days on television and radio. More maddeningly still, the alleged liberals and fact-based reporters on various panels often permit it to go unchallenged. Let’s set the record straight.
Obama came into office trying to reach out to Republicans and their voters. Remember Pastor Rick Warren at the inaugural? Remember how the president met with pro-abortion rights and anti-abortion rights groups early on? (You may not, but he did.) He also tried to horse-trade with them on the stimulus. True, he would not compromise on a tax credit for low-wage workers that Republicans opposed. (Interesting to read this article in retrospect; Obama was trying to help here the later-famous 47 percent.) But he did offer movement on tax cuts, and the Senate did pass a Charles Grassley amendment about the alternative minimum tax. And, at the White House’s request, certain expenditures the White House thought would repel Republicans were stripped out in the hopes of winning GOP support. But that, of course, did not happen in any meaningful way.
In the late spring of 2009, Obama started talking health care. He sat down with Republicans over the summer. He invited a group of Republicans into his office and told them he’d put tort reform in the bill if it would get him Republican votes. They stared at him. Other administration officials met with Republicans a number of times to see if anything could be put in the bill to appease them. The answer was always no. Remember here that the Affordable Care Act is basically a Republican plan to begin with, as the individual mandate idea came from the Heritage Foundation. So you might have thought that some Republicans would be OK with that.
Outside the administration, Democrats in the Senate negotiated with Republicans for months. Those Democrats finally did decide, on August 17, that it was time to throw up their hands, and they reluctantly proceeded without Republicans. “Given hardening Republican opposition to Congressional health care proposals, Democrats now say they see little chance of the minority’s cooperation in approving any overhaul…” is how the Times opened its article on the matter. But it wasn’t for want of trying. Democrats tried, for ages.
Why did they stop trying? Maybe because of things like then-Sen. Jim DeMint’s vow July 9 to make health care Obama’s “Waterloo.” Or maybe Democrats took the hint July 16, when they heard Minority Leader Mitch McConnell say, “We’re doing everything we can to defeat it.” Or maybe it was July 22, when Orrin Hatch, once a reasonable conservative, walked out of the Senate negotiations and announced he would not back any bill. That was, of course, the summer of the Tea Party town hall madness.
It was obvious by then—really before, but certainly by the time of Hatch’s departure—that Republicans would never agree to anything about health-care reform. They would say Obama wouldn’t accept their ideas, and there would be about a half an iota of a smidgeon of truth in that protestation, but of course the reason Obama didn’t accept their ideas is that their ideas were far worse than what ended up in the bill. They put out a four-page set of broad principles in June 2009. Then they filled in some details, and the Congressional Budget Office went over it. Unsurprisingly, it was a joke. The CBO found that it would have increased the number of uninsured and raised premiums for millions. Oh, and get this: Under their plan, insurance companies could still have denied coverage to people with pre-existing conditions. Ending that is the main point of reform, and ending that is why reform is so hard.
So Republicans gave no support at all, by design, essentially from the beginning. And then they blame Obama for passing a “partisan” bill? It’s beyond Kafkaesque. It really is like an old communist secret-police trick: We will seize most of your farmland and then jail you for failing to live up to the production quotas.
And then they vote 40 times to repeal it. And then Kevin McCarthy, the No. 3 Republican in the House, goes on MSNBC on Thursday, and Chuck Todd asks him if the Republicans want the Affordable Care Act to fail, and he says: “Never.” Never! Can you imagine? Voting to repeal something 40 times is kind of an odd way for a group of people to express their desire to see it succeed.
At a moment when Obamacare is on the ropes, and in a country of people with memories shorter than Michele Bachmann’s future in public life, Republicans know that they can repeat such a dishonest talking point and get a fair percentage of Americans to believe Obama behaved like some raging partisan. The associated corollary point is that this was about his ego or some such nonsense.
Uh, no. Progressive-minded people have been wanting to pass universal health care in the United States for a century. Usually they were Democrats, although back in the day some were Republicans, including Teddy Roosevelt. It has been the major unmet policy goal of American liberalism for decades—not because Democrats want to overpower Republicans politically, but because Democrats want people to have access to health care. Republicans don’t. Since the policy goal makes utterly no sense to them, they assume everything is about politics. Obama wasn’t being “partisan.” He was fulfilling a long-held policy goal—and a central campaign promise, by the way. I thought we were supposed to like it when politicians keep their promises. But now that’s partisan, too, at least to people who see everything through partisan glasses.
