“Corporate Tax Subsidies Are Out of Control”: Want Jobs Back, Axe Business Tax Subsidies
It’s no secret that state and local government employment has nosedived during the current economic crisis. According to the St. Louis Fed, total local government employment has declined from 14,481,000 when the recession began in December 2007 to 14,033,000 in March. State government employment has fallen from 5,139,000 to 5,050,000 over the same period, for a total loss of 537,000 state and local government jobs.
This starkly illustrates the opportunity cost of out-of-control use of subsidies to business at the state and local level. In my academic work, I estimated these to be $48.8 billion a year in 1996, of which $26.4 billion was for investment attraction, and almost $70 billion in 2005, of which $46.8 billion was aimed specifically at investment attraction.
Many critics of investment incentives, such as Alan Peters and Peter Fisher, argue that the money would generally be better spent on education and infrastructure, policies that benefit businesses generally as well as the entire population. My cost estimates show just how true this is.
Total business subsidies could be used to hire 1.4 million government workers at $50,000 per year in salary and benefits. Instead, what we have seen in state after state is that there have been sharp cuts to these very areas, even extending to such economic development crown jewels as the state university systems in California and North Carolina, among others.
This is doubly short-sighted: It weakens the very factors that make a state or locality attractive to investment in the first place, and the state/local economic development subsidies largely cancel each other out with little net effect on the overall location of investment in the country. From the point of view of the country as a whole, then, most of these subsidies are a waste of money. But changing the way the economic development game is played will require tremendous effort at the local, state, and federal government level.

“Welfare For The Rich”: What If The Outrage Over Excessive Welfare Extended To The Tax Code?
Senator Jeff Sessions (R-AL) has created quite a stir with his estimates that every household below the poverty level receives an average of $168-a-day (or about $61,000-a-year) in government welfare.
Sessions’ calculations are extremely controversial and overstate the amount of government assistance for those in poverty. But for the sake of argument, let’s assume he’s right. How would $61,000 in direct government spending and refundable tax credits for the poor stack up against tax subsidies for the rich?
It isn’t even close. Indeed, my colleagues at the Tax Policy Center figure that in 2011 households making $1 million and up got that much in average tax benefits from just two deductions–for charitable gifts and state and local taxes. Add a fistful of other preferences–such as deductions for mortgage interest and exclusions such as the one for employer-sponsored health insurance– and top-bracket households got far more in tax benefits than the poor got in means-tested assistance.
These estimates exclude low tax rates on capital gains and dividends which are, arguably, very different from, say, subsidies for mortgage interest or employer-sponsored health insurance. If you include preferential rates on investment income, households making $1 million or more got an additional $119,000 in tax benefits, on average, in 2011.
Keep in mind that tax rates on ordinary income were relatively low in 2011. Now that the rate for high-income households has gone up significantly, their tax subsidies will be even more generous.
I readily admit that on one level, this is a fairly silly exercise. But there is an important point here: In much public discourse, direct government aid for the poor is easily dismissed by the pejorative “welfare.” Yet, spending-like subsidies administered through the revenue code provoke far less outrage. This is true even though many of these tax preferences are economically indistinguishable from direct spending and often add far more to the deficit.
Take housing, for instance. CBO figures that the lowest-income 20 percent of households get an average of about $1,100-a-year in means-tested rental housing assistance. TPC estimates that the lowest-income households got no benefit from tax deductions for mortgage interest and real estate taxes in 2011. But those in the top 20 percent, who make more than $100,000, got an average tax benefit of $2,900. Those in the top 1 percent, who make an average of $1.5 million, did even better. They got an average tax break of $5,700, more than five times the benefit the government provided low-income renters.
As with so much of the tax code, these homeowner tax benefits are upside down. On average, the more you make, the more you get. This seems an odd design in an era when fiscal restraint is all the rage. Yet politicians still recoil when tax expenditures—the vast bulk of which go to middle-class and high-income households—are described as subsidies.
In recent years, both Democrats and Republicans (including their recent presidential candidates) did talk about capping or limiting tax preferences for the highest income households. But so far, at least, that talk has come to nothing. It would be helpful if Sen. Sessions directed some of his outrage to the more than $1 trillion in tax expenditures that litter the revenue code—much of which go to those who need help the least.

Leader Of A Cadre Of Children: It Sucks To Be John Boehner
Mea culpa.
I confess that I have often picked on, made fun of, and generally disparaged Speaker of the House John Boehner only to now find myself feeling a measure of remorse for having done so.
It turns out that Speaker Boehner may be the only semi-reasonable man left in the Republican Party.
Yes, I know that Boehner has himself to blame for the role he played in opening the doors of Congress to the unyielding and unreasonable Members swept into office by the Tea Party rebellion in 2010. Yes, Boehner has spent far too many years cozying up to Wall Street and protecting the interests of big business at the expense of the middle class.
And just in case you’re wondering, I have not forgotten that John Boehner has long been quick to condemn the White House for the jobs crisis while doing absolutely nothing to assist in creating policy that would help solve the problem. Boehner has been a continuing impediment to growing American jobs by working with Obama on infrastructure legislation or any other valuable stimulus that could make a big difference for the many who are suffering from extended unemployment.
Still, you have to admit that it sucks to be John Boehner.
Imagine if you had to make decisions regarding the successful operation of your own home and your three year old, five year old and two year old each had a full vote in the decisions that are ultimately taken.
Say it’s time to buy the new family car. The two eldest of the three kids decide that the only sensible vehicle to purchase would be an ice cream truck filled to the top with Good Humor ice cream bars and, as an added option, comes with the happy song that streams from the scratchy PA system perched on the roof.
From the point of view of children of such an age, this choice makes total sense.
Yet, when the grown-ups must point out that such a purchase would neither be practical nor in the best interest of the family and cast their votes for a new, American made family minivan, it is left to the two year old to break the tie.
That can’t be good.
Welcome to John Boehner’s world – a world where he is the leader of a cadre of children who have yet to mature to the point where they warrant election to the post of school hall monitor let alone the halls of Congress.
As David Brooks wrote in his New York Times column earlier this week complaining about the GOP’s inability to just say yes to a good deal on the deficit-
That’s because the Republican Party may no longer be a normal party. Over the past few years, it has been infected by a faction that is more of a psychological protest than a practical, governing alternative.
The members of this movement do not accept the logic of compromise, no matter how sweet the terms. If you ask them to raise taxes by an inch in order to cut government by a foot, they will say no. If you ask them to raise taxes by an inch to cut government by a yard, they will still say no.
The members of this movement do not accept the legitimacy of scholars and intellectual authorities. A thousand impartial experts may tell them that a default on the debt would have calamitous effects, far worse than raising tax revenues a bit. But the members of this movement refuse to believe it.” Via New York Times
I don’t know about your experience, but what Brooks describes sounds an awful lot like my own kids before they were old enough to reason and make adult decisions.
If these immature Members of Congress were not enough of a problem for an old school deal maker like Boehner, the Speaker has to contend with a scheming GOP Majority Leader in Eric Cantor who waits behind every door with a dagger aimed squarely at his boss’s heart.
I wouldn’t bet against Cantor’s ultimate success in playing Brutus to Boehner’s Caesar as the Speaker remains caught between a Ba-rack and a Tea Party with nowhere to turn to get out of the mess.
Speaker Boehner knows the debt ceiling must be raised and has been willing to publicly say so as recently as this morning. He also knows that Congress must take great care to do nothing to further stifle the struggling economy just as he realizes all too well that he will need Democratic votes to get whatever deal he cuts with the President through the House as he won’t be able to count on his own Members.
This leaves Boehner to walk an impossible line between doing what he believes is necessary for the nation he is charged with governing and those who would ride the country into the ground in order to protect wealthy industries from losing a few unnecessary tax subsidies or, even worse, support keeping the economy mired in quicksand in order to better evict Barack Obama from the White House.
E.J. Dionne summed it up this way –
I’d actually feel bad for Boehner — an old-fashioned sort who’d normally reach for a deal — if he and his party had not shamelessly stoked the Tea Party to win power. The GOP is now reaping the whirlwind, and Boehner may be forced to choose between his country and his job. Via Washington Post
Unlike Dionne, I actually do feel badly for Boehner as he tries to make a deal and still hold onto his job. And I will feel more than badly for the entire nation should we find ourselves with Eric Cantor sitting in the seat of the Speaker of the House of Representatives.
Whether you sympathize with the man or, like Dionne, believes he is just getting what’s coming to him, you have to to agree on one thing –
It truly does suck to be John Boehner.
