“Opossum Republicans”: Olympia Snowe’s Stunning Surprise
When prominent members of Congress are considering retirement, there’s nearly always some kind of hint in advance of the announcement. Maybe they stop raising money; perhaps they’re slow to put a campaign organization together; maybe key staffers are seen moving to new jobs elsewhere; something.
But with Sen. Olympia Snowe (R) of Maine, all of the evidence pointed in the other direction. Not only were there no hints about a pending departure, the Republican senator gave every indication of seeking another term, even moving considerably to the right.
It’s what made Snowe’s retirement announcement late yesterday such a stunning surprise.
“As I enter a new chapter, I see a vital need for the political center in order for our democracy to flourish and to find solutions that unite rather than divide us. It is time for change in the way we govern, and I believe there are unique opportunities to build support for that change from outside the United States Senate. I intend to help give voice to my fellow citizens who believe, as I do, that we must return to an era of civility in government driven by a common purpose to fulfill the promise that is unique to America.”
There are a few angles to a story like this. First, in terms of the electoral consequences, Snowe’s announcement is a brutal setback for Republican plans to retake the Senate majority next year. As Steve Kornacki explained, “With Snowe in it, Democrats had virtually no chance of winning the Maine Senate race this year. Now they are likely to do so, given the state’s partisan bent.”
Second, I can’t help but wonder how much Snowe regrets her shift to the right, taking positions she never would have adopted earlier in her career.
Consider just the last few months. In October, she partnered with a right-wing Alabama senator to push a plan to make the legislative process even more difficult. A week earlier, she demanded the administration act with “urgency” to address the jobs crisis, only to filibuster a popular jobs bill a day later. The week before that, Snowe prioritized tax cuts for millionaires over job creation. Shortly before that, Snowe tried to argue that government spending is “clearly … the problem” when it comes to the nation’s finances, which is a popular line among conservatives, despite being completely wrong.
There can be little doubt that Snowe has been Congress’ most moderate Republican for the last several years, but that doesn’t change the fact that as her party moved sharply to the right, she moved with it. Indeed, no matter how extreme the GOP became in recent years, Snowe simply kept her head down, going along with the crowd. When David Brooks complains about “Opossum Republicans,” he might as well have been referring to the senior senator from Maine.
And third, there’s the mystery surrounding what, exactly, led to yesterday’s announcement.
Snowe’s retirement wasn’t just a surprise; it’s practically bizarre. After three terms in the Senate, and giving every indication of seeking re-election, Olympia Snowe waited until two weeks before Maine’s filing deadline to bow out, and didn’t even tell her staff until yesterday afternoon. It all happened so quickly, the senator’s office hasn’t even posted her announcement online yet.
The news doesn’t appear to have been planned at all.
What’s more, Snowe’s statement is a little cryptic. Instead of the obligatory “spend more time with my family” rhetoric, the senator references “unique opportunities … outside the United States Senate.” What opportunities? She didn’t say.
Jon Chait’s theory may sound silly, but it’s a strange year and ideas that may seem foolish at first blush probably shouldn’t be dismissed out of hand.
This sounds exactly like the kind of rhetoric emanating from Americans Elect, the third-party group that believes that both parties should put aside partisanship and come together to enact an ever-so-slightly more conservative version of Barack Obama’s agenda. Moderate retiring senators often deliver lofty, vacuous paeans to bipartisanship on their way to a lucrative lobbying career. But Snowe’s statement seems unusually specific (“unique opportunities to build support for that change from outside the United States Senate”) about her intent to do something.
This strikes me as unlikely, but I guess it’s something to keep an eye on.

“Poor-People Programs”: Mitt Romney’s Budget In About 150 Words
Let’s try to make this as simple as possible. Money comes into the federal government through taxes and bonds. The vast majority of it is then spent on old-people programs, poor-people programs, and defense.
Mitt Romney is promising that taxes will go down, defense spending will go up, and old-people programs won’t change for this generation of retirees. So three of his four options for deficit reduction — taxes, old-people programs, and defense — are now either contributing to the deficit or are off-limits for the next decade.
Romney is also promising that he will pay for his tax cuts, pay for his defense spending, and reduce total federal spending by more than $6 trillion over the next 10 years. But the only big pot of money left to him is poor-people programs. So, by simple process of elimination, poor-people programs will have to be cut dramatically. There’s no other way to make those numbers work.

“The Poor Are Too Rich”: Kansas Republicans Working Hard To Stick It To The Poor
Kansas Republicans, under the leadership of “compassionate conservative” Sam Brownback, are working hard to stick it to the poor:
A Kansas House tax committee passed a bill in which anyone making less than $25,000 a year — roughly half a million of the state’s 2.9 million residents — will pay an average of $72 more in taxes, while those making more than $250,000 — about 21,000 people — will see a $1,500 cut, according to Kansas Department of Revenue estimates cited by the Kansas City Star.
The hike would come from the elimination of tax credits typically benefiting the poor.
I can’t help but see this as a continuation of the conservative meme that its the poor who don’t pay their “fair share.” Last fall, as the Occupy movement gained steam, it became common for conservatives to complain about the 47 percent of Americans who “don’t pay taxes.” Presidential candidates like Michele Bachmann and Rick Perry complained about it in speeches and debate performances, while conservative activists (Redstate’s Erick Erickson comes to mind) touted it in response to the Occupy movement.
Of course, the claim was misleading to the extreme; all Americans pay something to the government—sales taxes, payroll taxes, and various state taxes—but only some make enough money to owe federal income taxes. Those that don’t, as Annie Lowrey explained for Slate, are either poor, or benefit from a variety of tax deductions:
About half of households within that 47 percent do not end up paying federal income tax because they qualify for enough breaks to cancel their tax obligations out. Of that group, 44 percent are claiming tax benefits for the elderly, like an exemption for Social Security payments. And 30.4 percent are claiming credits for “children and the working poor,” like the child-care tax credit. The remainder get breaks for investment income, spending on education, itemized deductions, and a mish-mash of other things. When combined, it’s all enough to cancel out their income tax requirements.
Because of facts like this, and the declining visibility of the Occupy movement, conservatives began to back off on the rhetoric of tax increases for low-income Americans and others who benefit from social services. That said, both policies have always been part of conservative proposals for reform—see Paul Ryan’s roadmap, for example—and in states like Kansas, Republicans are actively working to increase the burden on the least well-off.
One last thing: Kansas Republicans say that this proposal is to make the state more competitive. “Our goal is for our economy to look more like Texas, and a lot less like California,” said Brownback. If that’s the case, then the Kansas GOP should spend less time trying to raise taxes on poor people, and more time trying to encourage immigration. More than anything, Texas has been a beneficiary of the fact that people want to live there. As it stands, however, conservatives in Kansas would rather joke about shooting immigrants than work to bring them to the state.

Heads-up: Deficit Reduction Won’t Create Jobs
It’s budget time, and that means that we can expect to hear the Washington elite wailing about the budget deficit for the next several weeks. When hearing the cries about out-of-control deficits, people would be best advised to turn off their television sets, put down their newspaper, and smash their computers. (Okay, don’t smash your computer.)
The economy has one major problem right now and that is a serious lack of jobs. We still have more than 25 million people unemployed, underemployed, or who have given up looking for work altogether because there are no jobs. This should be the issue that everyone in Washington is talking about.
Instead, many politicians and pundits want to distract people’s attention from unemployment by complaining about the deficit. They have deceived many people into thinking that the economy would somehow be stronger and there would be more jobs if the deficit was reduced, either due to spending cuts or increased taxes.
This view makes no sense. There are no businesses that are going to hire additional workers because the government laid off school teachers or firefighters and we cut back spending on food stamps. Businesses hire more workers when they see more demand for their product. All of these actions that reduce the deficit, either on the spending or tax side, translate into less demand and therefore less employment. In short, those who want to cut the deficit now are lobbying for fewer jobs and higher unemployment.
This is only part of the story that they got wrong. The other part is the cause of the deficit. There are thousands of people running around Washington blaming the deficit on out-of-control spending or irresponsible tax cuts. Both sides are way off the mark.
It is easy show from the data that the huge deficits of the last three years are the direct result of the economic plunge caused by the collapse of the housing bubble. The budget deficit was actually quite modest in 2007, and it was projected to remain low in 2008-2010, even before the Bush era tax cuts expired.
However, the deficits came in much higher than projected because the collapse of the economy sent unemployment soaring and tax revenues plummeting. There is an irony in this situation. Back in the years 2002-2007 some of us were warning about the housing bubble, but our voices were largely drowned out by the big deficit hawks.
Of course now that the bubble has collapsed and the deficit has exploded we are still hearing the same complaints from the deficit hawks. If the country had paid less attention to the deficit hawks back in the bubble years, and more attention to the bubble, then we would not have had such a horrible recession and the deficit hawks would not have a large budget deficit to complain about today.

Tea Party Conservatives Dislike Taxes, But They Dislike President Obama Even More
Yesterday, House Speaker John Boehner announced that House Republicans won’t support the Senate’s deal to temporarily extend the payroll tax cut for over 150 million workers. The compromise prompted an uprising among the House GOP’s Tea Party wing.
The opposition from Tea Partyers raises the question: Is denying Obama a victory — one that would help the economy, which could make Obama’s reelection prospects a shade brighter — a higher priority for them than even cutting taxes?
Conservatives have a variety of explanations for opposing the compromise. One is that it’s only two months. But as Ezra Klein and Steve Benen point out, they won’t agree to a clean year-long extension, which is why the shorter-term one had to be negotiated in the first place. Another claim is that the Senate deal isn’t really a compromise, as GOP Rep. Tom Cole put it. But Republicans got their number one priority — the Keystone XL pipeline — included in the deal, while Democrats dropped their number one demand, i.e., that the extension be paid for by a millionaire surtax. Senate Republicans overwhelmingly supported the deal. If this deal isn’t a compromise, then the word has lost all meaning for conservatives, which may be the real story here.
A third reason is that a two-month extension is bad politics for Republicans. On a conference call, House Majority Whip Kevin McCarthy reportedly argued against the compromise partly because it would allow Obama to again browbeat Republicans into extending the tax cut during his State of the Union address in January. Such balanced priorities!
This latest impasse reveals just how extreme, intransigent, self-indulgent and hostile to basic norms of governing the Tea Party wing has become. It’s as if compromise itself must be opposed, for its own sake, regardless of what any particular compromise contains. This is another case in which the public is seeing with total clarity the disastrous results of giving the Tea Party a seat at the governing table.
The House is set to vote on the measure, and will likely defeat it, Monday night. House Republicans may come up with a new version, but Democrats insist the Senate won’t come back to approve any new version, so the way forward is unclear. For now, Dems insist that returning would be throwing Republicans a lifeline: If the tax cut expires, it will be solely their fault, because the Senate has passed a deal, and the President is ready to sign it.
