“Rand Paul’s ‘Youth’ Snow Job”: Why He’ll Never, Ever, Ever Win Over Young Voters
With a Chris Christie comeback looking less likely and a Jeb Bush shadow campaign only just now entering its preliminary stages, the political media that isn’t tethered to the Hillary Clinton beat — where news of no news is treated as news — has turned its eyes to Kentucky GOP Sen. Rand Paul, the man who will singlehandedly bring his party into the 21st century by referencing modern cultural touchstones like Pink Floyd, Domino’s pizza and Monica Lewinsky. The narrative, pushed by Paul’s office and accepted by bored, middle-aged members of the press, is that the 51-year-old libertarian is just what Republicans needs to win over millennial voters and reclaim the White House in 2016.
To be blunt: This is a stupid narrative and everyone who isn’t being paid by the Republican Party to promote it needs to stop.
Before getting into why the idea of Millennial Man Rand Paul is nonsense, it’s worth unpacking the argument. To be fair, it’s a bit more sophisticated than what I’ve described above. As Joe Gandelman put it in a deeply unpersuasive article for the Week, the curly-haired lover of liberty “has appeal to millennials disillusioned by intrusive government surveillance and aggressive drone strikes,” and that means he “could really boost his numbers in GOP contests if he’s able to mobilize young voters…” This could “snowball,” Gandelman writes, so long as Paul can convince the kids that he’s “truly a candidate of change,” a proposition made all the more likely by the fact that “Paul would be the first GOP nominee whose ideology is genuinely anchored in libertarianism, with positions that often can’t be neatly categorized.”
Putting those last two assertions aside — I’d say Barry Goldwater’s ideology was quite clearly “anchored in libertarianism” and that libertarian positions can, in fact, be “neatly categorized” as, well, libertarian — Gandelman’s argument boils down to the following: Young people don’t like the NSA and drones, so they might vote for Paul, who is also a skeptic of the post-9/11 national security paradigm. Yet while he’s right that millennial voters are far less comfortable with spying and drone strikes than the rest of the electorate, Gandelman exaggerates the intensity of their disaffection.
On spying, for example, it’s true that young voters are more concerned with civil liberties; but as a 2013 Washington Post poll found, 18- to 39-year-old Americans still think investigating terrorist threats is more important than preserving civil liberties, by a breakdown of 52 to 45 percent. On drone strikes, meanwhile, a 2013 Fox News poll finds the conventional wisdom to be even more out of touch: by a score of 65 to 32 percent, respondents under the age of 35 said they approve of the U.S. using drones to kill suspected terrorists on foreign soil. In fact, the only scenario for which a majority of the under-35 crowd disapproves of drone strikes is if the suspect is an American citizen and the strike takes place on U.S. soil. Even then, it’s hardly a blowout, with 44 percent registering their approval.
So Gandelman’s pretty wrong, any way you slice it. But a better argument for Paul’s appealing to young voters is possible, and was indeed offered by Ross Kaminsky in the American Spectator. Instead of leaning so heavily on the assumption that kids these days hate Big Brother, Kaminsky notes that on issues where millennial voters really stick out from the rest — marriage equality and immigration reform — Paul has tried to “thread the needle” by adopting positions that are slightly more nuanced than the GOP norm. Paul’s against same-sex marriage, yes, but he thinks it’s an issue best “left to the states” and has argued that a reform of the tax code, “so it doesn’t mention marriage,” would save the country from having to “redefine what marriage is…” On immigration reform, too, Paul ultimately votes with the rest of his party, but does so while leaving some wiggle room for expanding the work visa program and legal immigration in general.
Better is a relative term, however. While it’s true that Paul doesn’t usually sound like an unreconstructed homophobe on the issue of gay marriage, it’s also true that Paul has jokingly compared same-sex marriage to polygamy and bestiality, putting himself in the same company as that noted champion of individual rights, Rick Santorum. Moreover, while nuance is nice, the fact remains that Paul is, objectively, against marriage equality. Why would a millennial voter who cares about LGBTQ issues support the guy who opposes marriage equality, and compared same-sex partnerships to bestiality, over a candidate who doesn’t do either of those things? Because nuance? Further, why would a millennial voter who wants to see immigration reform happen in this country support a candidate who doesn’t? Because he’s willing to accept immigrants as a source of labor, even if he doesn’t think they deserve a path to citizenship? Because, again, nuance?
Granted, Kaminsky and his fellow travelers would probably say that while Paul won’t win millennials over on these issues, his “balanced” approach might be enough to keep them from dismissing him before listening any further. There’s probably something to that. But there’s still a problem: It’s not like millennials are exactly in sync with Paul’s views on economic issues, either. Kaminsky’s implication that younger voters would thrill to Paul’s doctrinaire laissez faire approach to the economy, if they could only look past social issues, just doesn’t withstand even a little bit of scrutiny.
It’s true that millennial voters are not nearly as enthusiastic about the positive role government can play in promoting social and economic equality as they were in the early days of the Obama era. Back then, according to a 2009 report from the Dem-aligned Center for American Progress, as much as two-thirds of young voters said that government should provide more services, while three-fourths said there were more things the government could and should be doing. A half-decade of Democratic incompetence and Tea Party obstruction has definitely taken its toll.
Nevertheless, a Pew Research Center report put out earlier this month found that the majority of millennials still want to see their government do more, not less, to even the playing field. Asked to choose between smaller government with fewer services and bigger government with more services, 53 percent of millennials chose the latter while only 38 percent picked the former. And even though 54 percent of them oppose Obamacare, only 44 percent agree with Paul that it’s not the government’s job to ensure health insurance coverage for all. Perhaps the most telling finding of the whole report in this regard concerns Social Security, that longtime bugaboo of Paul and libertarians like him. Despite the fact that a whopping 51 percent of millennials believe they’ll receive no Social Security benefits by the time they’re eligible, and despite the fact that 53 percent of millennials think government should focus spending on helping the young rather than the old, a remarkable 61 percent of young voters oppose cutting Social Security benefits in any way, full stop.
Persuasive as they can be, though, polls can’t tell us everything. As mentioned earlier, History happens, and people’s views can change. Demography may be a more reliable metric, then (even if too many Democrats have succumbed to the fallacious “demography is destiny” belief that a more racially diverse rising electorate will guarantee Dems a permanent majority). Paul certainly appears to be thinking about the country’s demographic changes; he seemingly can’t go 10 minutes into an interview or public statement without noting that his party must be more “inclusive” and “welcoming” to what Republicans like to call, in a triumph of euphemism, “non-traditional” voting blocs.
But as his much-discussed speech last year at Howard University — and his recent decision to chide Obama for failing to remember how Martin Luther King was spied upon — can attest, Paul’s version of outreach is not without its blemishes. He deserves some amount of credit for recognizing that non-white voters matter, too, I guess. But as is the case with immigration and same-sex marriage, Paul’s attempts at nuance are more than outweighed by his concrete policy stances. Simply put, I doubt that a young voter of color is going to look sympathetically at the image of a white, Southern conservative whitesplaining Martin Luther King to the first African American president — especially if that voter happens to know that Paul supports modern versions of the voter suppression tactics King and other civil rights heroes risked their lives to end. And what do you think the chances are that a Democratic presidential candidate would bring up Paul’s infamous attack on the Civil Rights Act of 1964 during a national campaign? I’d say they’re pretty, pretty, pretty good.
To recap, here’s the case for Rand Paul, millennial hero: He’s against surveillance and drone strikes, two issues on which the millennial vote is divided; he’s against comprehensive immigration reform and same-sex marriage, two things that millennial voters strongly support; he’s against big government and universal health care, two more things a majority of millennial voters back; and he likes to talk about getting people of color to vote for him, despite supporting voter suppression and the right of businesses to engage in race-based discrimination. Oh, and he’s comfortable telling the first black president, the one who “surrounds himself with Martin Luther King memorabilia in [the] Oval Office,” how he’s failing to live up to King’s legacy.
So can we stop with this nonsense now? Please?

“Stand By It, Support It, Argue For It”: Democrats Should Run On Obamacare, Not Run From It
Alex Sink should have won the special congressional election in Florida yesterday. She had more money, she had a better resume and profile, and she was certainly a good candidate.
Florida’s 13th congressional district is a very competitive district that President Obama carried in both 2008 and 2012. True, it had been in Republican hands for a long time, but it was a good chance for the Democrats to pick up an open seat.
So, what went wrong? Hard to tell, of course, from inside the beltway, but let me offer up one thought. Sink tried to straddle health care and got caught in the middle.
As we all know, the notion that “I was for it before I was sort-of against it” does not sit well with voters. Certainly one could argue that the “fix what is wrong” strategy could work in 2014 for Democrats. But my fear is that what the voters hear is “I don’t really like Obamacare much because it may be hurting me politically.”
It is my strong belief that Democrats need to argue vociferously for the benefits of Obamacare. They need to tout what it will do for the country, for average Americans, for those without health insurance, for the economy, for keeping health care costs under control. If candidates believe they can distance themselves politically, especially after they voted in favor of it, they are making a tragic mistake. Own it. Don’t shy away from the important impact it is having now and will have in the future.
Sure, each race is different, each race will have its own dynamics, each race will have its own issues and differences among candidates. But if Democrats are hopelessly divided on health care, even at odds with themselves, they will not be able to stop the Republicans from hammering them.
By emphasizing the “mend it, don’t end it” strategy rather than the “here’s what it will do for you” strategy, Democrats are playing defense. Sure, they can use the Bill Clinton line, “We’ll be fixing it this year, will fix it next year and we’ll fix it the year after that,” but stand by it, support it, argue for it. This is the way Social Security worked and Medicare too — they were constantly amended and changed — but the end result is that they are among the most effective and popular programs ever enacted.
Gov. Mitt Romney tried to straddle the auto bailout, Republicans try obfuscating on women’s issues and Kerry tried to argue both sides of his Iraq vote. It’s hard to make those plays work.
On Obamacare, Democrats should argue strongly for it. Over the next eight months, Democrats should point to the number of people signing up, the care that people are receiving, the improvements in delivery and cost, and, most importantly, what it will accomplish in the future. Once Obamacare is fully operational, fewer people will be bankrupted by health care expenses, our populace will be healthier and the overall impact on the nation will be similar to Social Security and Medicare.
In short, if Democrats start now and double down on the issue, they will fare better in November than if they run and hide.

“A New Front In The War On Poverty”: The Affordable Care Act Will Do For Most Americans What Medicare Did For Seniors
Buried in Sunday’s Washington Post was a small notice of a study on senior citizens living in poverty. The numbers have plummeted from the late 1960s, according to a study of census data done by the Akron Beacon Journal.
27 percent of seniors were living in poverty more than 40 years ago, compared to only 9 percent today. There are 3.7 million seniors living in poverty today as compared to 5.2 million in 1969, while the number of seniors has more than doubled during that time, up to 40.6 million.
So who says President Lyndon Baines Johnson’s War on Poverty was a failure?
The reasons for this drastic reduction can be placed squarely on retirement programs like 401(k)s, Social Security and the establishment of Medicare in 1965. In addition, many continue to work post-65, many saw the tough times of the Depression and World War II and have been careful and frugal.
Another important change that I was involved in back in the 70s working for Sen. Frank Church, who was Chairman of the Aging Committee, involved the capital gains tax on the sale of one’s home. Congress passed an exemption for seniors who sold their homes and downsized, saving them substantial sums from taxes on their primary nest egg. Prices of homes had gone up and this change was crucial for many seniors and is still important today.
But there are still too many Americans, both young and old, living in poverty. Too many are without jobs, too many have jobs that don’t pay enough to raise a family and the future of pensions and retirement savings is far from certain. A new Kaiser study even indicates that additional health expenses could raise the percentage of seniors in poverty up from 9 percent to 15 percent.
And that is why the importance of the Affordable Care Act cannot be understated. Before Medicare, many seniors were one serious illness removed from bankruptcy. Today, the same is true for many Americans. The ACA, when it is fully implemented, will do much the same as Medicare to keep Americans out of poverty.
Here is what life was like before Medicare: The cost of health care for seniors kept many from having even basic hospital coverage. Only one in four had insurance that would cover 75 percent of a hospital stay, and half of all elderly Americans had no insurance at all.
The point is that when we look back at American life in the pre-Johnson era, the pre-Medicare era, we faced a daunting problem. We did much to solve that problem for the vast majority of seniors. Now, with the ACA, we can do the same for most Americans.

“The Silence Of The Austerians”: Here’s Why 2014 Could Be The Year America Finally Ditches its Inane Deficit Obsession
The year 2013 will be seen as a year of crushing intellectual defeat for advocates of fiscal austerity. There were many smaller victories, but this big one came in April. Researchers at the University of Massachusetts examined the Austerian ur-paper, “Growth in a Time of Debt,” by Carmen Reinhart and Ken Rogoff, which said that countries whose debt-to-GDP ratio reaches 90 percent experience dramatically slower growth. The UMass folks found not only dodgy statistics and backwards causation, but a goof in the paper’s Excel spreadsheet. The causation and statistics errors were more serious, but the fact that elites around the globe had gleefully embraced something with a flub any office temp could understand was horribly embarrassing.
It was an intellectual rout that badly wrong-footed the Austerians, who have since been notably half-hearted in the face of a resurgent left now campaigning on economic justice. This includes, for example, increasing Social Security benefits, which was unthinkable two years ago, when the fight to stop benefits from being cut was nearly lost.
The question for 2014, then, will be whether this triumph can be consolidated and expanded into the policy sphere. Because despite the intellectual collapse, Austerian assumptions and reasoning still dominate United States policy, which is undertaking fiscal consolidation at a pace not seen since the WWII demobilization. If the current Austerian death grip on the framework of policy negotiation can be broken, there might be a chance.
The answer to this question turns on how one views intellectual debate. Given the history of the last few years, one could be forgiven for thinking it’s pointless. As the Polish economist Michal Kalecki demonstrated brilliantly, there are powerful cultural and class-based reasons for both political and business elites to favor austerity now.
We see this today, as Steve Randy Waldman has demonstrated, in the blatant double standards applied to austerity as compared to inequality or raising the minimum wage. Consider a recent paper by the liberal economist Jared Bernstein, which while outlining much excellent evidence about the economic harm of inequality, is stuffed with unnecessary hedging and hesitation. The Reinhart and Rogoff paper, by contrast, was weak even without knowing about the Excel and stats errors (as Paul Krugman, among others, observed at the time), but elites nearly tripped over their own feet seizing on it anyway. Their bogus “90 percent” conclusion was stated as economic fact by everyone from Paul Ryan to the Washington Post editorial board.
However, biased reasoning is different than no reasoning at all. Seizing on a fig leaf paper fulfills a deep psychological need. Current elites may be largely greedy, corrupt hypocrites, but the cultural credibility of science is such that what amounts to outright class warfare must have an “evidence-based” patina. It’s far too gauche to simply ram through one’s favored policies because you want all the money or to kick the poor.
Therefore, fiscal policy in 2014 and 2015 will hinge on whether the Austerian coalition can be split (assuming, as is probable, that progressive Democrats don’t sweep the 2014 midterms).
Roughly speaking, we’re talking about the center and the right, and there are good reasons to suppose that neither will be brought around. For the center, it takes an intellectual defeat roughly akin to the Battle of Trafalgar to get them to grudgingly abandon austerity. (And if some hack economist churns out another pro-austerity paper, they will probably grab it eagerly.) Meanwhile, “straight” reporters have been culturally conditioned to code deficit reduction as a non-ideological good thing, so even very recent straight reporting still contains buried Austerian assumptions.
And on the right, things look especially hopeless. Denial and motivated reasoning are so epidemic that even Mitt Romney believed the “unskewed” polls before the 2012 election. Ivory tower arguments alone are useless here.
However, all hope is not lost. The key is to change what is considered acceptable for budgetary negotiations. Right now, they all assume that any new spending must be “offset” by cuts elsewhere. That aversion to deficit spending is 100% Austerian.
So while Republicans are largely immune to evidence, it’s also true they don’t actually care about the deficit in and of itself. They favor reduced taxes on the rich, and cutting social insurance. What’s more, conservative reformists at places like National Affairs have gotten louder and bolder in their advocacy of new thinking, even including infrastructure spending.
So if the center, especially including President Obama, can be persuaded to drop their deficit obsession (and again, it’s hardly possible to overstate how badly this debate has been lost), we could trade tax cuts for some austerity relief, like re-extending unemployment benefits and food stamps. And, it’s important to note, both spending increases and tax cuts count as austerity relief. Tax cuts, especially on the rich, aren’t very good stimulus, but they still put money into people’s pockets.
But the main point is to shift ground for negotiation. This strategy of “tax cuts for more spending” has been suggested many times in the past few years and gone nowhere. But before that, it has been the basis for many successful bipartisan deals, including expanding Medicaid in the 80s and the CHIP program in the 90s.
So while the deck is stacked against the anti-Austerians, continuing the intellectual battle is by no account useless. It’s highly possible to influence even a crooked debate.

“Political Arsonist Condemns Partisan Fires”: When Mitch McConnell Looks At The Dysfunctional Senate, He Sees His Own Handiwork
Last week, Senate Minority Leader Mitch McConnell (R-Ky.) delivered a lengthy, beautifully written soliloquy on the once-great institution in which he serves. “What have we become?” McConnell asked. “I’m absolutely certain of one thing: the Senate can be better than it is,” he added. “We’ve gotten too comfortable with doing everything we do here through the prism of the next election, instead of the prism of duty. And everyone suffers as a result.”
The long-time Republican is apparently quite invested in his concerns over the demise of the Senate, publishing a piece in Politico on the subject.
When you look at the vote tallies for some of the more far-reaching legislation over the past century, for example, the Senate was broadly in agreement.
Medicare and Medicaid were both approved with the support of about half the members of the minority. The Voting Rights Act of 1965 passed with the votes of 30 out of 32 members of the Republican minority. Only six senators voted against the Social Security Act. Only eight voted against the Americans With Disabilities Act.
This is, oddly enough, practically identical to the kind of lament one might hear from a progressive Senate Democrat. Before the radicalization of Republican politics, bipartisan cooperation on major policies was common, and when centrist GOP lawmakers still existed, popular and even progressive legislation was approved with large majorities.
So why is McConnell echoing Democratic concerns? Because he’s convinced of his own misguided righteousness.
When Democrats couldn’t convince Republicans that [the Affordable Care Act] was worth supporting as written, they plowed ahead on their own and passed it on a party-line vote.
That’s why the chaos this law has visited on our country is not just tragic, it was entirely predictable. Chaos will always be the result if you approach legislation without regard for the views of the other side.
It’s at this point when knowledgeable readers, too well informed to fall for such a clumsy con, realized that McConnell is playing the public for fools. What we have is a political arsonist condemning partisan fires after he lit the match.
As Ed Kilgore, Greg Sargent, and others noted in response to McConnell’s breathtaking, almost nauseating, complaints about the Senate, the Minority Leader’s whining is not only hypocritical, it’s making a mockery of the very idea of self-awareness.
Medicare and Medicaid were approved with bipartisan support, but as GOP extremism becomes the new norm, McConnell and his party are eagerly trying to undermine both. The Voting Rights Act has enjoyed near-unanimous support, but it was Republican justices on the Supreme Court that gutted the law, and it’s Republican lawmakers who are now reluctant to repair it.
Social Security is a venerated American institution, which Republicans actively hope to replace with a privatization scheme. The Republican right to celebrate the Americans With Disabilities Act officially ended in December 2012.
Indeed, it’s not unreasonable to think all of these landmark legislative accomplishments – Medicare, Medicaid, VRA, Social Security, and the ADA – would not only face a Republican filibuster if brought to the floor for the first time today, they’d all fail in the GOP-led House.

As for the Affordable Care Act, Democrats desperately tried to find Republican support for a policy built around Republican-friendly policies. No matter how much Dems pleaded with GOP officials to work in good faith towards a compromise, the more Republicans refused.
And it was McConnell who was candid enough to explain in 2010 how and why this happened.
“We worked very hard to keep our fingerprints off of these proposals,” McConnell says. “Because we thought – correctly, I think – that the only way the American people would know that a great debate was going on was if the measures were not bipartisan. When you hang the ‘bipartisan’ tag on something, the perception is that differences have been worked out, and there’s a broad agreement that that’s the way forward.”
Right. McConnell figured that if Republicans worked in good faith on a bipartisan health care bill, the public would assume it was a worthwhile idea. So McConnell insisted that his party oppose every effort at compromise, and slap away every outstretched hand, so that the GOP could condemn “Obamacare,” regardless of the merits.
In other words, even if Dems approached McConnell with a health care plan McConnell liked, he’d still reject it. To do otherwise would be to help Democrats, while denying the Minority Leader a chance to complain later.
Indeed, it’s this attitude that has served as a template for Republican obstructionism for five years. When McConnell looks at the dysfunctional Senate, what he sees is the result of his own handiwork – the ashes of the fire he started, then complained constantly as emergency crews struggled to put it out.
For the Minority Leader to ask, “What have we become?” is a good question. Perhaps McConnell can answer it after a long look in the mirror.
