“Peek-A-Boo”: The Police Can’t Wait To Get Their Hands On Augmented Reality
Now that New York City is under the rule of a socialist dictator, the “stop and frisk” method of policing, in which hundreds of thousands of citizens who brazenly walked the streets while in a state of non-whiteness were subjected to questioning, delay, and some unfriendly touching, has come to an end. But what if the cops didn’t even need to stop you to give you a virtual pat down?
Imagine this: You walk by a police officer and notice that he’s wearing a pair of odd-looking glasses, which he points in your direction. Almost instantly, a facial recognition program visible in those glasses identifies you, pulls up your file, and informs him that though you have a parking ticket you haven’t yet paid, there are no arrest warrants outstanding for you. A combination of infrared and hopefully non-cancer-causing scanning sensors tells him that you’ve got keys and change in your pockets, but nothing that looks like a gun or a knife, so he lets you pass. That may have all happened without you even noticing.
We’ve seen these kinds of things in science fiction for a while, but they’re getting very close to becoming a reality, like within-the-next decade close. Which is why it isn’t too surprising that the New York Police Department is exploring what it can do with Google Glass, to bring augmented reality to the cop on the beat. “We signed up, got a few pairs of the Google glasses, and we’re trying them out, seeing if they have any value in investigations, mostly for patrol purposes,” said one NYPD official.
There isn’t anything to be afraid of—yet. The capabilities of augmented reality for law enforcement are, at the moment, very limited. But they won’t be for long. There are no real large leaps in technology necessary to get from where we are now to where the cops would like to go—basically all you need is some steady and inevitable improvements in the sensors, the software they rely on, and the databases that integrate and process the information.
There are a couple of important things to keep in mind as this technology matures. First, law enforcement agencies are going to want them, and bad. Just imagine how much easier it would make their jobs if they could identify every person they come across as either a civilian with a clean record or a potentially dangerous criminal who needs a second look. Second, when privacy advocates raise objections, they’re going to make persuasive arguments for why they should be allowed to use the technology. One scenario they like to bring up is a cop chasing a suspect into an abandoned warehouse, whereupon she immediately sees the blueprint of the warehouse to identify possible exits, then switches to infrared to locate the suspect hiding behind a cabinet. Got him! Or, they’ll say, what about if they get a call about a suspect wielding a knife in a parking lot, they get there, scan and identify him, and learn his entire history of mental illness; then they can call in their colleagues who are trained to deal with that kind of suspect, instead of shooting him.
There are going to be controversies and lawsuits about the details, sorting out what kinds of sensors cops will be allowed to use and when. But law enforcement is almost certainly going to win the argument, first because people usually opt for safety at the expense of privacy, and second because at least parts of what the law enforcement officials claim will have genuine merit. It really will make some kinds of policing more efficient and effective. It really will catch some criminals. Getting scanned by a cop wearing augmented reality glasses as you walk by him is certainly preferable to getting slammed against a wall and frisked. And by the time we’ve fully considered whether the privacy invasion is too high a price to pay, it’ll be firmly in place and there’ll be no going back.

“Pete Sessions And The GOP’s ‘Immoral’ Conservatism”: Allowing People To Die To Advance A Political Philosophy Isn’t Just Bad Policy
“It is immoral.”
That was the judgment of Rep. Pete Sessions, a Texas Republican and committee chairman, on the House floor this week. But the subject of his sermon wasn’t the Assad regime in Syria or human trafficking. What Sessions found immoral was the repugnant notion that the government would help Americans who lost their jobs and are looking for work.
Sessions was preaching in response to Democrats’ pleas that the Republican majority hold a vote on restoring unemployment-insurance benefits to the 1.7 million who have lost them since the benefits expired six weeks ago and the 70,000 or so who are losing them each week. Sessions, on the floor to usher through the House “sportsmen’s heritage and recreational enhancement” legislation, explained why he wouldn’t bring up jobless benefits: “I believe it is immoral for this country to have as a policy extending long-term unemployment to people rather than us working on creation of jobs.”
In fact, the economy has added about 8.5 million private-sector jobs in the last 47 months, and overall unemployment, at 6.6 percent in January, would be substantially lower if Sessions and his colleagues hadn’t been so successful in their “work” of cutting government spending when the recovery was fragile.
One result of the Great Recession, though, has been historically high long-term unemployment — 3.6 million people out of work 27 weeks or more, according to Friday’s Labor Department report. This is falling — by 1.1 million over the last year — but those still searching, from all parts of the country and all walks of life, need help.
Republican opponents of the benefits extension said they would consider extending that help if it were “paid for” by saving money elsewhere. So Senate Democrats drafted a three-month extension that was paid for using an accounting method Republicans have supported in the past. Republicans responded with another filibuster — and on Thursday they again succeeded in blocking an extension of benefits.
Those opposing unemployment insurance were conspicuously absent during the debate. Sen. Jim Inhofe (R-Okla.) was brave enough to issue a statement: “We can get Americans back to work and our economy booming again, but this is not achieved by Washington turning a temporary federal benefit into another welfare program.”
That echoes the Sessions complaint that extending benefits is “immoral.” And, as is often the case, these complaints, in turn, echo Rush Limbaugh. After President Obama on Jan. 31 signed a memorandum directing the federal government not to discriminate against the long-term unemployed, the radio host responded: “So he says, ‘I’m directing every federal agency to make sure we are evaluating candidates on the level, without regard to their employment history.’ What if they’re fired because they’re drunk? What if they’re fired because they were having affairs with the boss’s secretary? Doesn’t matter. Can’t look at that.”
Of course, the memorandum says no such thing. Limbaugh and his congressional apostles are justifying indifference to the unemployed much the way one denies a panhandler under the rationale that he would use the money only to buy more booze. But these are not panhandlers; these are, by definition, people who had been working and are trying to work again.
The Sessions/Inhofe/Limbaugh definition of morality is based in the ideal world of universal productivity they’d like to see, but it offers little help for human misery in the real world. This morality can be seen, too, in the attempt, led by Sen. Marco Rubio (R-Fla.) and embraced by many conservative lawmakers, to repeal the “risk corridors” that protect health insurers from unanticipated losses under Obamacare. That would likely bring down the entire health-care law, as its foes desire. But a collapse would also cause 30 million to 40 million additional people to lose their health insurance suddenly, with no obvious solution or easy way back to the old system. “It would precipitate a crisis,” says Larry Levitt of the Kaiser Family Foundation.
This morality is also at work in the decisions by 25 states under Republican control to reject the expansion of Medicaid offered under Obamacare. The states generally object because they are philosophically opposed to entitlement programs. But a new study from researchers at Harvard Medical School and City University of New York calculates that 7,115 to 17,104 more people will die annually than would have if their states had accepted the Medicaid expansion. The researchers, who favor a single-payer health system, examined demographic data and past insurance expansions.
Conservatives dispute the study’s findings, and I hope the critics are right. Allowing people to die to advance your political philosophy isn’t just bad policy. It’s immoral.

“Why Russians Aren’t Smiling At You In Sochi”: The First Rule About Smiling Is You Do Not Smile At Russians
When Ed Leigh arrived in Sochi to cover the Winter Olympics, something struck him as odd: None of the Russians there returned his smiles.
When Leigh asked a native why that was, the man told him, “In Russia only two types of people smile: idiots and rich people—and rich people don’t walk on the street.”
For Russians, a smile in public is not the polite expression that Americans reflexively offer strangers on the street. A smiling person must have a good reason for doing it, and it should be obvious what that reason is. When people smile without hesitation—for no reason—Russians find those grins artificial or insincere. And they think those people have a few screws loose.
Americans, on the other hand, seem to smile for any reason at all. The “American smile” has a long-standing bad reputation in Russia, explained Michael Bohm, the opinion-page editor of The Moscow Times, in an in-depth 2011 story on the matter.
National distrust of the Westernized grin dates back to the early Soviet era, when anti-U.S. propaganda abounded. Later, in the 1980s, Soviet media regularly blasted reports called “Their Customs,” explaining that Americans, a power-hungry people, smiled to deceive others. Behind that smile was an “imperialist wolf revealing its ferocious teeth.” One prime example of that, Bohm writes, came in 1990, when then-Secretary of State James Baker used his “charming, cunning Texas smile” to trick former Soviet leader Mikhail Gorbachev into agreeing to a unified Germany in exchange for the U.S. halting NATO’s eastward expansion.
“There’s so much to be happy about here!” the Soviet government told its people—guaranteed jobs and housing, free education, a nuclear war chest to protect the empire. The people, frowning as they waited in line to buy bread or milk, respectfully disagreed.
Russia’s poker face “has little to do with Dostoevsky or the cold climate,” Bohm says, and much more to do with centuries of government oppression and corruption. The very form of government can dictate how its people control their expression of emotions, according to David Matsumoto, an expert on micro-expressions, gesture, and nonverbal behavior. In collectivist nations, like Russia and China, people tend to neutralize happy expressions, blending in with the rest of the population. In contrast, members of individualist societies, like the United States, crack smiles freely and often, reflecting the openness of their political climate. The 2008 World Values Survey found that freedom of choice strongly affects people’s happiness.
Everyday life for Russian people has historically been grueling, a fight for existence. Their hardships were reflected in their expressiveness, and deep concern, along with a tangle of worry lines, became entrenched on their faces. Russia ranked 167th out of 178 countries on a “World Map of Happiness,” a 2007 survey of 80,000 people worldwide that measured a nation’s level of happiness by factors most closely associated with the emotions, such as health, wealth, and education.
All this research makes it sound like Russians are perpetually unhappy people, doomed for depressing lives. They’re not. Take it from this native Russian reporter.
Russians smile for genuine happiness—fair health, a pleasant mood, prosperity. All good reasons.
When two Americans make eye contact in a crowded restaurant, they smile out of habit. Russians look away instead, since smiling at strangers is a cultural taboo. The Russian cashier ringing you up at the grocery store won’t offer a smile because he doesn’t know you, and he won’t mimic your pleasant expression.
That cashier is also working, and Russians stay especially tight-lipped while on the job. Work, simply put, should not be fun or taken lightly. Russian President Vladimir Putin may look markedly sullen while standing next to his American counterpart, but it’s usually not because he is angry or upset—he’s just doing his job.
When Russians do crack a smile in public, it’s usually directed at someone they know. Still, they tend to smile only with their lips, revealing only a hint of the upper row of their teeth if the grin widens. Any more, and that smile comes off as unpleasant or even vulgar.
The biggest and most natural smiles come out at home, where Russians laugh and joke like any American would, with close friends and family members. But when someone brings out a camera, the corners of their mouths turn down again. The permanence of photographs makes the images somehow less personal and more public; they reflect how Russians appear to everybody else, including strangers on the street. Entire family photo albums capture not one smile. My Russian parents appear stone-faced in black-and-photos from their young adulthood, during beach trips and barbecues, at weddings and parties. They are not the same people who today, after 16 years in the United States, smile widely, flashing their white teeth, in front of the camera.
Russian culture is full of quirks many Americans would find strange, from making long and complicated toasts to never, ever throwing away a plastic bag. In 2011, singer Alina Simone offered a terrific explanation for why Russians hate ice cubes. This week, BuzzFeed‘s Ellie Hall documented their love of dill.
So, smiling in Sochi is a surefire way to reveal you’re an outsider—and probably annoy a native Russian—but, in modern times, it’s relatively harmless. Whatever you do, don’t play the “got your nose” game with a Russian. That hand gesture, a fist with a thumb between the middle and index fingers, is a lot less playful and a lot more offensive over there.

“Why Don’t We Just Pack Up And Go Home?”: Republicans Are Afraid To Take The Blame For Their Own Actions
Just this week, House Speaker John Boehner (R-Ohio), House Majority Leader Eric Cantor (R-Va.), and House Budget Committee Chairman Paul Ryan (R-Wis.) have all presented the identical argument: passing immigration reform will be very difficult because Republicans consider President Obama fundamentally untrustworthy.
The general thrust of the argument is that GOP lawmakers aren’t confident that the Obama administration will enforce federal law, and as such, they don’t want to vote for reform. Even if Congress approves sweeping border-security measures intended to satisfy GOP lawmakers’ demands, they say, Obama, the out-of-control, “lawless” radical, may simply blow off laws (or parts of laws) whenever it strikes his fancy.
It’s a deeply silly posture, based largely on fantasy and this partisan pretenses, but House Minority Leader Nancy Pelosi (D-Calif.) took this one step further yesterday during a notable press briefing.
“When [Republicans] say … they don’t trust the president to do it, why don’t we just pack up and go home?” she said. “We have a democratic system. We have checks and balances. We have three branches of government. In fact, we’re the first in the Constitution – the legislative branch. And what we’re supposed to do is legislate, and not make up excuses as to why we don’t.”
“That’s not a reason not to do an immigration bill, that’s an excuse not to do it,” she added. “And around here, you have to always differentiate between what is a reason, and what is an excuse.”
This may have seemed like a throwaway line, uttered in frustration, but Pelosi actually raised a critically important point. If Republicans believe their own rhetoric, why would Congress even show up for work at all?
Pelosi’s response may have sounded flippant, but there’s nothing rhetorical or theoretical about the Republican assertions. If the majority of the House of Representatives is sincere, and GOP lawmakers seriously believe President Obama simply ignores laws whenever he feels like it, and acts unilaterally to impose his will, Constitution be damned, why doesn’t Congress “just pack up and go home”?
Indeed, consider the legislative process over the last month or so. Both the House of Representatives and the Senate passed appropriations bills, directing the executive branch to finance government operations. But if Republicans don’t trust the president to faithfully execute the laws approved by the legislative branch, why did Congress bother? Why didn’t Republicans balk and declare they would only appropriate funds after Obama had earned their trust?
Soon after, lawmakers in both chambers approved a farm bill, which the Obama administration will now help implement. But if the House GOP is convinced the rascally president ignores laws, why did they vote on the farm bill in the first place?
House Republicans keep voting on all kinds of measures, which would be an odd thing to do if they’re convinced the American system of government has broken down so severely that a lawless White House is prepared to ignore federal laws on a whim.
And therein lies the point: lawmakers keep voting on legislation because they probably don’t seriously believe their own talking points. They’re not genuinely convinced Obama will blow off federal laws, because if they were, they would bother to pass new federal laws.
What’s likely happening is that Republicans may kill immigration reform and they’re afraid to take the blame for their own actions. The “we can’t trust Obama” line is a fig leaf, and a rather transparent one at that.
Of course, if I’m mistaken, and House Republicans genuinely believe they see a president who casually disregards and/or breaks laws he doesn’t like, they can prove their sincerity by stopping the legislative process and beginning impeachment proceedings. But so long as GOP lawmakers continue to legislate, working under the assumption that the executive branch will still execute federal laws, the inanity of the Republican argument on immigration will be increasingly obvious.

“Writing Off The Unemployed”: Republican Imperviousness To Evidence Goes Along With A Stunning Lack Of Compassion
Back in 1987 my Princeton colleague Alan Blinder published a very good book titled “Hard Heads, Soft Hearts.” It was, as you might guess, a call for tough-minded but compassionate economic policy. Unfortunately, what we actually got — especially, although not only, from Republicans — was the opposite. And it’s difficult to find a better example of the hardhearted, softheaded nature of today’s G.O.P. than what happened last week, as Senate Republicans once again used the filibuster to block aid to the long-term unemployed.
What do we know about long-term unemployment in America?
First, it’s still at near-record levels. Historically, the long-term unemployed — those out of work for 27 weeks or more — have usually been between 10 and 20 percent of total unemployment. Today the number is 35.8 percent. Yet extended unemployment benefits, which went into effect in 2008, have now been allowed to lapse. As a result, few of the long-term unemployed are receiving any kind of support.
Second, if you think the typical long-term unemployed American is one of Those People — nonwhite, poorly educated, etc. — you’re wrong, according to research by the Urban Institute’s Josh Mitchell. Half of the long-term unemployed are non-Hispanic whites. College graduates are less likely to lose their jobs than workers with less education, but once they do they are actually a bit more likely than others to join the ranks of the long-term unemployed. And workers over 45 are especially likely to spend a long time unemployed.
Third, in a weak job market long-term unemployment tends to be self-perpetuating, because employers in effect discriminate against the jobless. Many people have suspected that this was the case, and last year Rand Ghayad of Northeastern University provided a dramatic confirmation. He sent out thousands of fictitious résumés in response to job ads, and found that potential employers were drastically less likely to respond if the fictitious applicant had been out of work more than six months, even if he or she was better qualified than other applicants.
What all of this suggests is that the long-term unemployed are mainly victims of circumstances — ordinary American workers who had the bad luck to lose their jobs (which can happen to anyone) at a time of extraordinary labor market weakness, with three times as many people seeking jobs as there are job openings. Once that happened, the very fact of their unemployment made it very hard to find a new job.
So how can politicians justify cutting off modest financial aid to their unlucky fellow citizens?
Some Republicans justified last week’s filibuster with the tired old argument that we can’t afford to increase the deficit. Actually, Democrats paired the benefits extension with measures to increase tax receipts. But in any case this is a bizarre objection at a time when federal deficits are not just falling, but clearly falling too fast, holding back economic recovery.
For the most part, however, Republicans justify refusal to help the unemployed by asserting that we have so much long-term unemployment because people aren’t trying hard enough to find jobs, and that extended benefits are part of the reason for that lack of effort.
People who say things like this — people like, for example, Senator Rand Paul — probably imagine that they’re being tough-minded and realistic. In fact, however, they’re peddling a fantasy at odds with all the evidence. For example: if unemployment is high because people are unwilling to work, reducing the supply of labor, why aren’t wages going up?
But evidence has a well-known liberal bias. The more their economic doctrine fails — remember how the Fed’s actions were supposed to produce runaway inflation? — the more fiercely conservatives cling to that doctrine. More than five years after a financial crisis plunged the Western world into what looks increasingly like a quasi-permanent slump, making nonsense of free-market orthodoxy, it’s hard to find a leading Republican who has changed his or her mind on, well, anything.
And this imperviousness to evidence goes along with a stunning lack of compassion.
If you follow debates over unemployment, it’s striking how hard it is to find anyone on the Republican side even hinting at sympathy for the long-term jobless. Being unemployed is always presented as a choice, as something that only happens to losers who don’t really want to work. Indeed, one often gets the sense that contempt for the unemployed comes first, that the supposed justifications for tough policies are after-the-fact rationalizations.
The result is that millions of Americans have in effect been written off — rejected by potential employers, abandoned by politicians whose fuzzy-mindedness is matched only by the hardness of their hearts.
