“Champion Of The Poor?”: Paul Ryan’s Post-Epiphany Agenda Is Likely To Be Awfully Similar To His Pre-Epiphany Agenda
Just last month, the Washington Post ran a surprisingly uncritical, front-page article on House Budget Committee Chairman Paul Ryan (R-Wis.), celebrating the congressman for his efforts “fighting poverty and winning minds.” The gist of the piece was that the far-right congressman is entirely sincere about using conservative ideas – both economic and spiritual – to combat poverty.
BuzzFeed’s McKay Coppins is thinking along similar lines.
Until recently, Paul Ryan would have seemed like an improbable pick to lead the restoration of compassionate conservatism with a heartfelt mission to the poor. Of all the caricatures he has inspired – from heroic budget warrior to black-hearted Scrooge – “champion of the poor” has never been among them. And yet, Ryan has spent the past year quietly touring impoverished communities across the country with Woodson, while his staff digs through center-right think tank papers in search of conservative policy proposals aimed at aiding the poor. Next spring, Ryan plans to introduce a new battle plan for the war on poverty – one he hopes will launch a renewed national debate on the issue. […]
[T]hose closest to him say Ryan’s new mission is the result of a genuine spiritual epiphany – sparked, in part, by the prayer in Cleveland, and sustained by the emergence of a new pope who has lit the world on fire with bold indictments of the “culture of prosperity” and a challenge to reach out to the weak and disadvantaged.
Well, if those closest to Paul Ryan think we should see his concern for the poor as heartfelt, who am I to argue?
All kidding aside, I don’t know the congressman personally, and can’t speak to his sincerity. But ultimately, whether or not Ryan had a “genuine spiritual epiphany” doesn’t much matter – either the Wisconsinite has a policy agenda that will make a difference in the lives of those in poverty or he doesn’t.
And at least for now, he doesn’t. Though we have not yet seen the agenda Ryan intends to unveil in the spring, we’ve seen reports that his vision “relies heavily on promoting volunteerism and encouraging work through existing federal programs, including the tax code.” He’s also reportedly focused on “giving poor parents vouchers or tax credits” for private education.
In other words, Ryan’s post-epiphany agenda is likely to be awfully similar to his pre-epiphany agenda.
What’s more, we’ve also seen plenty of other policy measures from the congressman. As we talked about in November, this is the same congressman whose original budget plan was simply brutal towards families in poverty, the same congressman who supports deep cuts to food stamps, the same congressman who wants to scrap Social Security and Medicare; and the same congressman who’s balked at raising the minimum wage and extending federal unemployment benefits.
If Paul Ryan is the new model for the Republican Party’s anti-poverty crusader, struggling families should be terrified.
Jared Bernstein recently said of Ryan, “the emperor in the empty suit has no clothes,” adding:

1. Cut spending on the poor, cut taxes on the wealthy
2. Shred safety net through block granting federal programs
3. Encourage entrepreneurism, sprinkle around some vouchers and tax credits
4. ???
5. Poverty falls
If Ryan is in the midst of a personal transition from Ayn Rand to Scripture, more power to him. But I hope the political establishment, which has always taken the congressman a bit too seriously and accepted his radical vision with far too much credulity, will be duly skeptical as he slaps a fresh coat of paint on his old ideas.
Postscript: Peter Flaherty, a devout Catholic and former Romney adviser, told BuzzFeed, “What Pope Francis is doing is, instead of changing Catholicism, he’s changing the way the world views Catholicism… And I think Paul has the opportunity to do something similar for conservatism.”
Oh my.

“The Impoverished Republican Poverty Agenda”: Republicans Don’t Know Where They Are Headed Or What They Can Sell
What are Republicans for? We know they are against health-care reform. They voted en masse against it, shut down the government to stop it and have voted nearly 50 times to defund it. We know they are against government spending. They’ve voted for House Budget Committee Chairman Paul Ryan’s draconian budgets, which would slash spending so deeply that even some Republicans are in increasingly open revolt. But those budgets don’t go anywhere. So what do Republicans propose that actually addresses the challenges facing the nation or its people?
Republican leaders are clearly concerned that their policy house is largely vacant. In his dissection of the lost 2012 campaign, Republican National Committee Chair Reince Priebus noted that Republicans suffer a “major deficiency” – the “perception that the GOP does not care about people.” He urged a renewed effort to become “the champion of those who seek to climb the economic ladder.”
All that advice was lost in the anti-Obama venom that unifies Republicans. But after the government shutdown sent Republican poll numbers plummeting to new depths, a new effort – or at least a new public relations push – has been launched. The early reports make the administration’s botched health-care takeoff look smooth by comparison.
Politico noted that Republicans trooping into House Majority Leader Eric Cantor’s office received a paper titled “Agenda 2014.” The paper was blank. As of now, Politico reported, details are scant, but Republicans seem to be focused more on identifying the problems than the solutions. “The beginning should always be what are the problems we’re trying to fix,” said Republican policy chair James Lankford (Okla). Or as a GOP aide involved in the planning sessions was quoted: “Cantor wants to take us in a new direction, which is good. The problem is that we don’t know where we are headed, and we don’t know what we can sell to our members.”
Luckily, Cantor isn’t the only game in town. The Post published an adoring article on Ryan, Mitt Romney’s former running mate. The Post reported that Ryan and his staff have been “quietly” visiting “inner-city neighborhoods” and conservative think tanks, looking for creative ways to address poverty that can replace the “bureaucratic top-down anti-poverty programs” that Ryan’s budget would gut.
But the new ideas can’t include any new taxes or new spending – Ryan is staunchly against both. That doesn’t leave much. According to The Post, “his idea of a war on poverty so far relies heavily on promoting volunteerism and encouraging work through existing federal programs, including the tax code.” He’s repackaging private-school vouchers. And Ryan assumes that charity might take the place of the food stamps he’s cutting. “You cure poverty eye to eye, soul to soul,” he told a Heritage Foundation forum. “Spiritual redemption: That’s what saves people.” Prayer is good, but when it comes to public policies, as The Post story concluded, “Ryan’s speeches have been light on specifics.”
Some of those “specifics” are being offered by the tea party. Ryan and Cantor may be casting about for ways to look compassionate, but the tea party remains on the hunt. Politico detailed that Rep. Tim Heulskamp (Kan.) and a group of conservatives are gearing up for yet another assault on health-care reform. Assuming that the budget negotiations don’t reach an agreement by the December deadline, Congress will have to pass a continuing resolution by mid-January to keep the government open and funded. Huelskamp and his allies think that’s a perfect time to cut $20 billion out of Medicaid and transfer it to the Pentagon. That would eliminate Medicaid expansion – the one part of Obamacare that is working well – and placate Republicans worried about the cuts the military faces next year.
Cut health protection for the working poor and give the money to a Pentagon that is the largest center of waste, fraud and abuse in the federal government? Or slash food stamps while fending off every effort to close the tax dodges that allow companies like General Electric to avoid paying any taxes? The Republican “war on poverty” looks a lot like a war on the poor. It will take a lot of charity and volunteers and a lot more than “messaging” and “rebranding” to erase that indelible “deficiency.”

“Breathtakingly Cynical”: Guess Who Really Wants to Take Away Your Insurance? Republicans!
Republicans are outraged that some Americans must give up their current insurance plans because they don’t satisfy Obamacare’s new regulations for benefits and pricing. Partly they are mad at President Obama, because he repeatedly said people who like their coverage would get to keep it. And that’s fine. As I said yesterday, Obama should have said “most” people, not “all” people. Readers can decide for themselves whether, by the standards of politics, that’s a felony or misdemeanor.
But Republicans are also making a substantive argument here. It’s unconscionable, they say, that lawmakers would force people to give up their current coverage. Just a few minutes ago, during congressional testimony by Health and Human Services Secretary Kathleen Sebelius, an angry Representative Marsha Blackburn from Tennessee practically screamed at the witness: “You’re taking away their choice!”
It’s good politics, I’m sure. It’s also breathtakingly cynical. Republicans have repeatedly endorsed proposals that would take insurance away from many more Americans—and leave them much, much worse off.
Start with the federal budgets crafted by Paul Ryan. You remember those, right? Those proposals passed through the House with unanimous Republican support and were, in 2012, a basis of the Republican presidential platform. Those budgets called for dramatic funding cuts to Medicaid. If Republicans had swept into power and enacted such changes, according to projections prepared by Urban Institute scholars and published by the Kaiser Family Foundation, between 14 and 20 million Medicaid recipients would lose their insurance. And that doesn’t even include the people who are starting to get Medicaid coverage through Obamacare’s expansions of the program. That’s another 10 to 17 million people.
And it’s not just people on Medicaid who would lose coverage if Republicans got their way. While Republicans in Congress have not unified by a single alternative to Obamacare, a building block of virtually every proposal in circulation is to equalize the tax treatment of employer-sponsored insurance and individual insurance—which, in layman’s terms, means making it much more appealing for somebody who gets coverage on the job to buy coverage on his or her own. Typically these proposals would allow insurers selling individual coverage to continue some of their current practices, like charging higher premiums or refusing to cover certain services for people with pre-existing conditions, or offering coverage with serous gaps in benefits. Most experts believe such reforms would hike the cost of employer plans, as only sicker people remained on them, potentially creating a “death spiral” that would lead to fewer employers offering plans. (Even the more optimistic estimates assume erosion of employer-sponsored insurance.)
Note the difference in scale here. Nobody knows exactly how many people are giving up non-group policies because insurers are reacting to Obamacare regulations. But it’s probably in the millions—and still substantially less than the number of people who would lose insurance if Ryan’s proposal for Medicaid became law.
More important, though, look at the kind of change taking place. Almost everybody giving up a non-group policy today has the option to get new insurance either through Medicaid or one of the new Obamacare marketplaces. Some people will pay more for these policies, some will pay less, but everybody will be getting coverage that includes an array of “essential” benefits, limits out-of-pocket spending, and can never be taken away or limited because the policyholder gets sick. In other words, everybody ends up with comprehensive, stable insurance. It may not be the policy he or she has today. But the vast majority of people with non-group market don’t keep the same policy for more than two years anyway.
Under the Republican plan, by contrast, people losing employer insurance would end up in the dysfunctional, non-reformed individual market—the one full of confusing, junk policies that might not cover basic services like maternity or mental health or have huge gaps in coverage. And the people losing Medicaid? They would end up with … nothing at all.
The real issue here isn’t simply Republican opportunism and hypocrisy—although, please, let’s not ignore that either. The real issue is about the true trade-offs of policy. Both sides offer them. With Obamacare, a small number of people lose their current insurance but they end up with alternative, typically stronger coverage. Under the plans Republicans have endorsed, a larger number of people would lose their current insurance, as people migrated to a more volatile and less secure marketplace. Under Obamacare, the number of Americans without health insurance at all will come down, eventually by 30 or 40 million. Under most of the Republican plans, the number of Americans without insurance would rise.
Honest Republicans would justify their policies by arguing that Medicaid is a wasteful, inefficient program not worth keeping—and their changes, overall, would reduce health care spending while maximizing liberty. In other words, forcing people to give up their coverage is worth it. I don’t agree with those arguments, but they are honest. But they should stop pretending that it’s possible to address the problems of American health care without disrupting at least some people’s insurance arrangements—because, after all, they want to do the very same thing.

“Extreme, Divisive And Out Of Touch”: Why Seniors Are Turning Against The GOP
There’s something going on with seniors: It is now strikingly clear that they have turned sharply against the GOP. This is apparent in seniors’ party affiliation and vote intention, in their views on the Republican Party and its leaders, and in their surprising positions on jobs, health care, retirement security, investment economics, and the other big issues that will likely define the 2014 midterm elections.
We first noticed a shift among seniors early in the summer of 2011, as Paul Ryan’s plan to privatize Medicare became widely known (and despised) among those at or nearing retirement. Since then, the Republican Party has come to be defined by much more than its desire to dismantle Medicare. To voters from the center right to the far left, the GOP is now defined by resistance, intolerance, intransigence, and economics that would make even the Robber Barons blush. We have seen other voters pull back from the GOP, but among no group has this shift been as sharp as it is among senior citizens:
—In 2010, seniors voted for Republicans by a 21 point margin (38 percent to 59 percent). Among seniors likely to vote in 2014, the Republican candidate leads by just 5 points (41 percent to 46 percent.)
—When Republicans took control of the House of Representatives at the beginning of 2011, 43 percent of seniors gave the Republican Party a favorable rating. Last month, just 28 percent of seniors rated the GOP favorably. This is not an equal-opportunity rejection of parties or government — over the same period, the Democratic Party’s favorable rating among seniors has increased 3 points, from 37 percent favorable to 40 percent favorable.
—When the Republican congress took office in early 2011, 45 percent of seniors approved of their job performance. That number has dropped to just 22 percent — with 71 percent disapproving.
—Seniors are now much less likely to identify with the Republican Party. On Election Day in 2010, the Republican Party enjoyed a net 10 point party identification advantage among seniors (29 percent identified as Democrats, 39 percent as Republicans). As of last month, Democrats now had a net 6 point advantage in party identification among seniors (39 percent to 33 percent).
—More than half (55 percent) of seniors say the Republican Party is too extreme, half (52 percent) say it is out of touch, and half (52 percent) say the GOP is dividing the country. Just 10 percent of seniors believe that the Republican Party does not put special interests ahead of ordinary voters.
—On almost every issue we tested — including gay rights, aid to the poor, immigration, and gun control — more than half of seniors believe that the Republican Party is too extreme.
What do seniors care about now? Our Democracy Corps July National Survey found that:
—89 percent of seniors want to protect Medicare benefits and premiums.
—87 percent of seniors want to raise pay for working women.
—79 percent of seniors think we need to expand scholarships for working adults.
—77 percent of seniors want to expand access to high-quality and affordable childcare for working parents.
—74 percent of seniors want to cut subsidies to big oil companies, agribusinesses, and multinational corporations in order to invest in education, infrastructure, and technology.
—66 percent of seniors want to expand state health insurance exchanges under Obamacare.
All of these issues will be critical to the national debate as the 2014 election nears. The more seniors hear from Republicans on these and other issues, the more we can expect the GOP’s advantage among this important group to decline. And we can count on one thing in 2014: Seniors will vote.

“The Long-Predicted Comeuppance”: House Falls Apart When The GOP Actually Tries To Implement The Ryan Budget Plan
House Republicans failed to pass an appropriations bill on Wednesday that would have cut federal transportation spending by $4.4 billion, halting their first attempt to implement the deep cuts to federal spending they have campaigned on and supported in the past.
In March, for the third time, House Republicans passed a budget outline written by Rep. Paul Ryan (R-WI). This Ryan Budget included a radical re-do of Medicare for anyone 55 and under along with even more cuts than the previous two because it kept the sequestration in place, while shifting the defense cuts to other areas of the budget, and set a course for the budget to be balanced within 10 years.
“With this action, the House has declined to proceed on the implementation of the very budget it adopted three months ago,” said appropriations chair Hal Rogers (R-KY). “Thus I believe that the House has made its choice: sequestration — and its unrealistic and ill-conceived discretionary cuts — must be brought to an end.”
It’s much harder to vote for $4.4 billion in cuts when you — and your opponents — see how those cuts would actually hit your district and you know they have no chance of passing the Senate or being signed into law by the president.
Talking Points Memo‘s Brian Beulter called the collapse of the bill as the House breaks for its August recess “the GOP’s long-predicted comeuppance.”
“It might look like a minor hiccup, or a symbolic error,” he wrote. “But it spells doom for the party’s near-term budget strategy and underscores just how bogus the party’s broader agenda really is and has been for the last four years.”
Speaker John Boehner (R-OH) in a press conference on Thursday asserted that the votes were there to pass the bill, even though the bill’s manager, Tom Latham (R-IA), said, “I’m not sure that the votes were all there,” on Wednesday.
Boehner assured reporters that his caucus’ strategy was not falling apart, but he did call for a short-term continuing resolution to prevent a government shutdown.
“It’s clear that we’re not going to have the appropriations bills finished by September 30,” Boehner said Thursday morning. “I believe a continuing resolution for some short period of time would probably be in the nation’s interest. But having said that, the idea of operating for an entire year under a CR is not a good way to do business. And I’ve been working with [appropriations chairman Hal Rogers] to try to find a way to actually do all of these appropriations bills. I think it’s important for Congress to do its work.”
It’s so important that Boehner has the House scheduled to be in session for nine whole days in September.
