“Scott Walker And The Masters Of Deceit”: Tailoring His Views To The Particular Audience He Is Addressing
As Scott Walker finally makes his presidential bid official today, National Journal‘s Tim Alberta wonders if the candidate can perpetually get away with tailoring his views to the particular audience he is addressing. That certainly seems to be the calculation in Walker-land:
[A]ccording to Walker allies, he’s going to pursue exactly the opposite strategy Romney used in 2012. Whereas Romney started in the middle and moved rightward throughout primary season, Walker is starting on the right and will shift toward the middle.
“You start in Iowa and lock up conservatives, because if you don’t do that, none of the rest matters,” said one longtime Walker adviser, who requested anonymity to discuss campaign strategy. “It’s much easier to move from being a conservative to being a middle-of-the-road moderate later on.”
The adviser added: “In Iowa, you see the beginnings of that. He’s capturing that conservative wing first and foremost, and then moving from Iowa to the other states and bringing other voters into the fold.”
Pretty candid, I’d say, particularly when you remember the brouhaha that erupted in 2012 when Romney adviser Eric Fehrnstrom talked about the “pivot” his candidate was about to execute after locking up the GOP nomination:
“Everything changes,” Mr. Fehrnstrom, 50, said on CNN, with a slight smirk that suggested he believed he was about to use a clever line. “It’s almost like an Etch A Sketch. You can kind of shake it up and restart all over again.”
So here’s a Walker “adviser” (who did have the good sense to stay unnamed) saying the same sort of thing. Won’t there be some angry recriminations from conservatives who are being told Walker’s going to start sounding like a different person once Iowa is in the bag?
Maybe, but it’s worth thinking about the subject Alberta uses at the top of his story to demonstrate Walker’s slippery nature:
“I’m pro-life,” Scott Walker said, looking directly into the camera. “But there’s no doubt in my mind the decision of whether or not to end a pregnancy is an agonizing one. That’s why I support legislation to increase safety and to provide more information for a woman considering her options. The bill leaves the final decision to a woman and her doctor.”
That was last October, less than a month before Election Day, when the Wisconsin governor was locked in a tight reelection battle with Democrat Mary Burke. Her allies were attacking Walker for signing a bill that required women to undergo an ultrasound before having an abortion. He responded with this memorable 30-second ad, part of an ongoing effort to soften Walker’s image in the eyes of on-the-fence voters. In deeply polarized Wisconsin, they would decide the race. Exit polling shows they broke to him: Walker beat Burke among independents by 11 points en route to winning a second term.
Walker will announce Monday that he’s running for president. And dovetailing with the campaign launch will be a ceremony in which the governor signs into law a 20-week abortion ban that makes no exception for rape or incest. This hard-line stance on abortion, juxtaposed against the tone he struck on the issue last fall, provides a window into Walker’s political style and helps explain how he got to this point.
That “hard-line stance” has been packaged across the country with the very rhetoric about “safety” and “information” that Walker used in his gubernatorial campaign. The latter is a deliberate deception to make medically unnecessary and onerous requirements imposed on abortion providers and the women seeking their services sound innocuous. And it’s part of a long, long pattern of deceit by antichoicers who act as though they’re only concerned with women’s health and rare late-term abortions even as they fight with each other as to whether an outright ban on all abortions should include a rape-incest exception or perhaps even extend to “abortifacient” birth control methods like IUDs. So they’re not exactly going to be upset at Scott Walker for playing the same game:
“Even as he cut that abortion ad, there isn’t a single pro-life voter in the state who suddenly thinks he’s pro-choice,” said Matt Batzel, executive director of American Majority, a conservative activist group. “They know he shares their views.”
You could undoubtedly say the same about Walker’s business backers, who may well have laughed up their sleeves during this last campaign when the good and gentle governor disclaimed any interest in passing a right-to-work law–which is practically the first thing that happened after he was safely returned to office.
So perhaps there is something about Scott Walker that inspires the kind of trust in ideologues which makes a little deception now and then acceptable so long as it produces electoral victories and he delivers the goods in the end.

“An Edge Of Ruthlessness”: Scott Walker; Uncle Scrooge’s Lackey In Wisconsin
Economically speaking, all 237 GOP presidential candidates are selling the same magic beans.
Everybody knows the script by now: Tax cuts for wealthy “job creators” bring widespread prosperity; top off Scrooge McDuck’s bullion pool, and the benefits flow outward to everybody else, the economy surges, budget deficits melt away, and the song of the turtle dove will be heard in the land.
Almost needless to say, these “supply side” miracles have never actually happened in the visible world. State budget debacles in Kansas and Louisiana only signify the latest failures of right-wing dogma. Hardly anybody peddling these magic beans actually believes in them anymore. Nevertheless, feigning belief signifies tribal loyalty to the partisan Republicans who will choose the party’s nominee.
However, with everybody in the field playing “let’s pretend,” a candidate needs another way to distinguish himself. I suspect that Scott Walker, the Republican governor of Wisconsin, may have found it.
See, Walker won’t just put money back in “hardworking taxpayers’” pockets. Like a latter-day Richard Nixon, Walker will also stick it to people he doesn’t like: lollygagging schoolteachers, feather-bedding union members, and smug, tenured college professors who think they’re smarter than everybody else. If Walker lacks charisma, there’s an edge of ruthlessness in his otherwise bland demeanor that hits GOP primary voters right where they live.
No less an authority than Uncle Scrooge himself — i.e. David Koch of Koch Industries, who with his brother Charles has pledged to spend $900 million to elect a Republican in 2016 — told the New York Observer after a closed-door gathering at Manhattan’s Empire Club that Walker will win the nomination and crush Hillary Clinton in a general election “by a major margin.”
Viewed from a distance, the determination of prosperous, well-educated Wisconsin to convert itself into an anti-union right-to-work state like Alabama or Arkansas appears mystifying. To risk the standing of the University of Wisconsin system by abolishing academic tenure, as Walker intends, is damn near incomprehensible.
Attack one of America’s great public research universities for the sake of humiliating (Democratic-leaning) professors over nickel-and-dime budgetary issues? Do Wisconsinites have the first clue how modern economies work?
Maybe not. But Walker’s supporters definitely appear to know who their enemies are, culturally speaking. Incredulity aside, it would be a mistake not to notice the craftiness with which he’s brought off the transformation. Not to mention that Walker’s won three elections since 2010 in a “blue” state that hasn’t supported a Republican presidential nominee since Ronald Reagan.
Wisconsin’s 10 electoral votes don’t mean much by themselves, but throw in Michigan and Ohio, Midwestern states also trending similarly, and you’ve definitely got something.
Act 10, the 2011 law that took away collective bargaining rights for many public employees in Wisconsin (except, at first, for police and firefighters), brought crowds of angry teachers (also mostly Democrats) to the state capitol in Madison for weeks of demonstrations. As much as MSNBC was thrilled, many Wisconsinites appear to have been irked.
In the end, the state ended up saving roughly $3 billion by shifting the funding of fringe benefits such as health insurance and pensions from employer to employee, costing the average teacher roughly 16 percent of his or her compensation. Mindful of budget shortfalls, the unions had proposed negotiations, but that wasn’t enough for Gov. Walker.
For the record, Act 10 was an almost verbatim copy of a bill promoted by the Arlington, Virginia-based American Legislative Exchange Council (ALEC), a think-tank largely funded by, you guessed it, the Brothers Koch.
Four years ago, a documentary filmmaker caught Walker on camera telling wealthy supporters that the new law was just the beginning. “The first step is, we’re going to deal with collective bargaining for all public-employee unions,” he said, “because you use divide-and-conquer.”
“If we can do it in Wisconsin, we can do it anywhere — even in our nation’s capital,” Walker wrote in his book, Unintimidated, notes Dan Kaufman in the New York Times Magazine. Elsewhere, Walker has boasted that as president, he could take on foreign policy challenges because, he’s said, “If I can take on 100,000 protesters, I can do the same across the world.”
Ridiculous, of course, but it plays.
Meanwhile, rueful trade unionists who endorsed Walker in 2010 are crying the blues, because they never imagined that having vanquished the women’s union he’d come after the ironworkers and the electricians in their pickup trucks. Divided, they’ve been conquered.
So right-to-work it is: diminished salaries, job security, pensions, health and safety regulations will inevitably follow.
More bullion for Scrooge McDuck’s pool.
So now it’s the professors’ turn. Walker, a Marquette dropout, has described his new law as “Act 10 for the university.” Tenure’s a dead letter in cases of “financial emergency… requiring program discontinuance, curtailment, modification or redirection.”
So who gets redirected first? Left-wing culture warriors or climate scientists? Hint: Scrooge is a fierce climate-change denier.
Meanwhile, Democrats underestimate Scott Walker at considerable peril.

“Scott Walker Would Be A Very Dangerous President”: Vicious And Vindictive, With An Attack Dog’s Contempt
Joe Nocera has a piece today in the New York Times confirming what many of us have been saying for a while now, including here at the Washington Monthly and at the Political Animal: Scott Walker isn’t a terribly attractive presidential candidate for the GOP, but he would make a vicious and vindictive President.
Walker’s shtick has been to make up for personal lack of charm and charisma with a bluntly cynical eye to maximizing his appeal to the right-wing base not improving their lives, but rather by aggressively making punching bags of traditional liberal targets. These include labor unions, teachers, universities in general, people who work for a living, women who need abortions, and so on.
And why? Not even because it helps him with big donors, although that certainly doesn’t hurt. It’s mostly just a matter of spite, political gamesmanship and riling up his base as a warrior against anything and anyone Rush Limbaugh and Fox News have ever hated. As Nocera notes:
To put it another way, Walker busted the public employee unions not because he had to but because he could.
Similarly, there was no deep desire on the part of the business community to have Wisconsin become a right-to-work state, even though it would most likely bring about lower labor costs. Kaufman quotes a leader of the Wisconsin Contractors Coalition, who told him that “right-to-work is going to compromise my quality, my competitiveness.” That’s because the unions have long served to screen workers and keep them up to date on new technologies.
No, what motivated Walker, clearly, was politics. Unions, which have long been traditional Democratic allies, have been in steep decline — except for public employee unions, which now make up just under half of all union workers. By crippling them, Kettl told me, “Walker is trying to put a stake in the heart of a strong piece of Democratic support that has long been a thorn in the side of the Republicans.”
Once they reach the Oval Office, presidential candidates tend to keep doing what got them there in the first place. In Walker’s case, that would constitute an all-out assault on both the economic and social fronts, including and especially wage and worker protections. While the entire Republican Party has gone off a radical cliff over the last few decades and its current crop of candidates is no exception, most of the current aspirants to the nomination are simple demagogues, plutocrats and also-ran Congressional pretenders. Walker, on the other hand, isn’t just an egotistical bluffer seeking to capture billionaire donor dollars for his friends. He’s a committed soldier with an attack dog’s contempt and commitment to destroy his political opponents.
A Walker presidency would be a very dangerous thing indeed–not just for the left, but for the entire country. As demographic changes shrink the GOP base further and further, a man who gains his power by stoking the angers of a shrinking minority of angry conservatives by sticking the maximum possible pain on the majority of the country and the few remaining pillars of the middle class could be a serious threat to democracy.

“Same Dynamics Of Polarization And Bad Ideology As Anybody Else”: No, Governors Are Not Inherently Superior Candidates For President
For a professional political writer, nothing’s more fun than identifying a cliche your less esteemed colleagues are using that never made sense or has stopped making sense and just blowing it up. One that’s overdue for an explosion is the trope about governors making inherently superior presidential candidates. So that was the subject of my latest TPMCafe column.
Once you start looking at the 2016 Republican presidential field from this perspective, the first thing that jumps out at you is how many governors and former governors are struggling with home-state unpopularity or mistakes they made in office or both. It’s entirely possible, for example, that the entire Scott Walker candidacy could be unraveled by his growing problems in Wisconsin, where a lot of people who either voted for him or stayed home are angry at him for his nasty state budget proposals or for his pattern of doing highly controversial things (e.g., making Wisconsin a Dixie-style Right-to-Work state) he disclaimed or didn’t mention when running for office. That’s because his whole electability argument is that he won over swing voters in Wisconsin three times without compromising with the godless liberals. That argument loses a lot of punch if poll after poll starts showing Walker losing his state–by 52/40 in the latest Marquette Law School survey–to Hillary Clinton.
Then you look at Bobby Jindal, who is obviously miserable being, and miserable at being, governor of Louisiana. As a legendary whiz kid, diversity symbol, and rising star in the House, he was probably on the brink of being regarded as presidential timber before he became governor back in 2007. You think it might cross his mind now and then how much better positioned he’d be if he were now a Senator, or even still in the House, where he could pander to the conservative constituencies he is pursuing all day long without having to worry about Louisiana’s budget problems, which he is only making worse?
I won’t go through the whole column, but you get the idea. Perhaps governors aren’t afflicted with Washington Cooties, but they are actually required to do things that people notice, and are subject to the same dynamics of partisan polarization and bad ideology as anybody else. Republicans in Congress can go on and on and on about education vouchers or supply-side economics or privatizing government benefits without any risk of being held accountable for their “vision” being implemented. Governors are living much more unavoidably in the real world.
You can still make the case, I guess, that for this very reason governors make better presidents than, say, senators. But that’s not entirely clear, either. Sometimes governors get a good reputation simply for being in the right place at the right time, like a certain Texas governor who took office just as a national economic boom was gaining steam, and just as a decades-long realignment was pushing the last of his state’s conservative Democratic aristocracy in his direction. So he got to be a “reformer with results,” and his fellow governors had a lot to do with lifting him to a presidential nomination. Was he prepared to be president? Is his brother prepared now? Even though both men have benefited from their father’s vast network of moneyed elites, and from gubernatorial service, that’s really not so clear.

“The Weak Link: Winning State Elections”: Republicans Now Control 69 Of The 99 State Legislative Bodies In The US
This has not been a positive year in state legislatures, and there’s a good chance that, for progressives, this may be the worst session in decades.
Wisconsin imposed “right-to-work.” Nevada suspended prevailing wage rules for school construction projects. South Dakota lowered the minimum wage by a dollar an hour for workers under age 18. Many states are slashing funds for public education and social services. Several are legalizing the carrying of guns on college campuses or abolishing the 80-year-old requirement of a permit to carry a concealed firearm. Utah brought back firing squads as a means of execution. Even the Indiana “religious liberty” battle didn’t have a happy ending: the law they passed is not a good one, it’s just less bad.
The reason for the states’ lunge to the right is clear — the GOP gained more than 300 state legislative seats in the 2014 elections. Republicans now control 69 of the 99 state legislative bodies in the US (if we include Nebraska, where lawmakers are technically nonpartisan but effectively Republican), while Democrats control only 30. That’s the most legislative chambers Republicans have ever held.
Put another way, there are now 25 states where both the legislative and executive branches are entirely controlled by Republicans, if we include Nebraska and Alaska (where the governor ran as an independent but is effectively a Republican). In contrast, there are only seven states with a Democratic legislature and governor: California, Connecticut, Delaware, Hawaii, Oregon, Rhode Island and Vermont. In four additional states (Illinois, Maryland, Massachusetts and New Jersey), Democrats control the legislature but progress is stymied by a GOP governor.
It should be obvious that progressives desperately need to engineer a strong comeback in 2016. It’s not just that 150 million Americans living in GOP states are subject to regressive rule. The longer the right wing holds power, the more “gamechanger” policies they enact — like voter ID and union busting — designed to rig the electoral game for the long term. Even more important, it’s nearly impossible to take back the congressional redistricting process in 2021-22 unless we start winning state legislative seats in 2016. Progressives need to put in place strong incumbents who can withstand a difficult 2018 election cycle. It would be sheer folly to wait until 2020 to try to win back legislative chambers for reapportionment.
The old saying goes, “A chain is only as strong as its weakest link.” In state politics, progressives have some very strong links indeed. Over the years, our movement has invested hundreds of millions of dollars in terrific policy research, excellent polling and a lot of hardworking grassroots organizations and activists. But because of one glaring weak link, conservative majorities block good policies and enact bad ones. Progressive investments at the state level are stymied by a distinct lack of focus on winning elections there.
The good news is that our movement could do very well in 2016. We could conceivably move legislatures from split to Democratic control in seven states: Colorado, Iowa, Maine, Minnesota, New Mexico, New York and Washington. And we could possibly move legislatures from Republican to split control in eight others: Arizona, Michigan, Montana, Nevada, New Hampshire, Pennsylvania, West Virginia and Wisconsin (although half of these are longshots).
Fortunately, 2016 presents Democratic legislative candidates with a wealth of advantages:
- A lot of the seats won by the GOP are naturally blue — it’s easier to take them back;
- Turnout in 2016 will create a much more Democratic-friendly electorate;
- Conservatives’ extremism in 2015-16 can be used against them; and
- The national narrative should provide a much better environment for our candidates than the 2014 narrative — especially if we do the work to promote a smart, state-level progressive agenda for our candidates to run on.
Can progressives re-cast our weak link in the coming 18 months? Absolutely, and the path to victory is straightforward. As for campaign mechanics, we need to contest every key legislative district; recruit the strongest progressive prospects to run; provide thorough training and political support to candidates and campaign managers; and funnel direct contributions to the races that count most. Given our losses in recent cycles, this is no small undertaking, but it can be done.
In addition, we need to use the rest of 2015 to design and organize around a compelling state policy agenda that energizes our base, pulls swing voters our way, and wedges the right wing. I’m talking about a real agenda — not a laundry list of policy ideas or a “narrative.” We’ve got to drive a set of robust policies in multiple states and localities that, together, illustrates an overall theme and shows explicitly that we’re on the voters’ side and conservatives are not. And we can’t wait until the summer or fall of 2016 to promote that agenda — we need to push our policies hard in the 2016 legislative sessions, forcing the right to publicly alienate the middle.
Strong progressives tend to have their own priorities: economic equality or environmental protection or criminal justice or social justice for women, African-Americans, immigrants or LGBT people. And we tend to work in silos, with some groups doing electoral work or civic engagement or voter registration and others developing policy or networking elected officials or organizing advocacy campaigns. Now, no matter our policy or political priorities, progressives need to link up in every way possible to drive toward one goal — winning the states back for the American people. The alternative is political disaster.
