“President Obama On Finding Openings”: An Incredibly Wise Grasp Of How History Works
After President Obama gave his speech about the Iran Nuclear Deal at American University, he met with ten journalists to discuss it further. I found this part of Max Fisher’s report to be fascinating.
Toward the end of our meeting with President Obama, one of us asked whether the Iran nuclear deal might change the future of that country’s poisonously anti-American politics, and Obama drifted from the technical and political details he’d otherwise focused on into something of a more reflective tone.
“I just don’t know,” he said, leaning back a bit in his chair for the first time since he’d arrived. “When Nixon went to China, Mao was still in power. He had no idea how that was going to play out.
“He didn’t know that Deng Xiaoping would suddenly come in and decide that it doesn’t matter what color the cat is as long as it catches mice, and the next thing you know you’ve got this state capitalism on the march,” Obama said, paraphrasing the famous aphorism by Mao’s successor that capitalistic policies were acceptable if they helped China. “You couldn’t anticipate that.”…
To hear him draw a connection between the nuclear deal and China’s transformation, then, was striking. It suggested that Obama, though he has repeatedly insisted he does not expect the character of Iran’s regime to change, does see it as a possibility, one potentially significant enough that it evokes, at least in his mind, President Nixon’s historic trip to China.
At the same time, the lesson Obama seemed to draw from the comparison was not that he, too, was on the verge of making history, but rather that transformations like China’s under Deng, opportunities like Nixon’s trip, can have both causes and consequences that are impossible to foresee. His role, he said, was to find “openings” for such moments.
That is an incredibly wise grasp of how history works – even for the most powerful person on the planet. It is a striking rebuke of much that we hear from would-be Republican leaders these days who presume that a President of the United States can control world events via military dominance. For those with some knowledge of history, it is especially important given that the discussion is taking place about a country where we tried that back in 1953 and paid the price for it via the Islamic Revolution in 1979.
It reminds me of comments President Obama has made in two other interviews with journalists. First of all, David Remnick.
“I think we are born into this world and inherit all the grudges and rivalries and hatreds and sins of the past,” he said. “But we also inherit the beauty and the joy and goodness of our forebears. And we’re on this planet a pretty short time, so that we cannot remake the world entirely during this little stretch that we have.” The long view again. “But I think our decisions matter,” he went on. “And I think America was very lucky that Abraham Lincoln was President when he was President. If he hadn’t been, the course of history would be very different. But I also think that, despite being the greatest President, in my mind, in our history, it took another hundred and fifty years before African-Americans had anything approaching formal equality, much less real equality. I think that doesn’t diminish Lincoln’s achievements, but it acknowledges that at the end of the day we’re part of a long-running story. We just try to get our paragraph right.”
In other words, one of the ways you find openings is to get your paragraph right.
Secondly, he said this in an interview with Tom Friedman.
What struck me most was what I’d call an “Obama doctrine” embedded in the president’s remarks. It emerged when I asked if there was a common denominator to his decisions to break free from longstanding United States policies isolating Burma, Cuba and now Iran. Obama said his view was that “engagement,” combined with meeting core strategic needs, could serve American interests vis-a-vis these three countries far better than endless sanctions and isolation. He added that America, with its overwhelming power, needs to have the self-confidence to take some calculated risks to open important new possibilities — like trying to forge a diplomatic deal with Iran that, while permitting it to keep some of its nuclear infrastructure, forestalls its ability to build a nuclear bomb for at least a decade, if not longer.
Openings are made possible when your self-confidence allows you to take calculated risks.
To sum up: Getting your paragraph right by staying true to your North Star, combined with the self-confidence to take calculated risks, creates openings that can lead to transformative change.
Decades from now we’ll be bearing the fruit of openings this President has made possible with that kind of wisdom.

“The Chief Mess-Maker As A Consultant”: Can Jeb Bush Ever Escape His Brother’s Shadow?
Jeb Bush has firmly established himself as the Republican to vote for if you wish his brother were still president. Best of luck with that.
In what was billed as a major foreign policy speech Tuesday, Bush proposed inching back into Iraq, wading into the Syrian civil war and engaging in much the same kind of geopolitical engineering and nation-building that George W. Bush attempted. So much for the whole “I am my own man” routine.
He finally understands that to have any credibility, even amid a field of uber-hawks (minus Rand Paul), he has to say the invasion of Iraq was a mistake. But judging from his actions, that’s not what he seems to believe. Why would someone who thinks the war was wrong include Paul Wolfowitz, one of its architects, among his top foreign policy advisers? Why would someone who sees the Middle East as an unholy mess reveal that he consults his brother, the chief mess-maker, on what to do next?
Bush says “we do not need . . . a major commitment” of American ground troops in Iraq or Syria to fight against the Islamic State — at least for now. But he proposes embedding U.S. soldiers and Marines with Iraqi units, which basically means leading them into battle. He proposes much greater support for Kurdish forces, which are loath to fight in the Sunni heartlands where the Islamic State holds sway. And he wants the establishment of no-fly zones and safe havens in Syria, as a way to battle both the Islamic State and dictator Bashar al-Assad.
That all sounds like a “major commitment” of something . And none of it addresses the fundamental problem in Iraq, which George W. Bush also failed to grasp: the lack of political reconciliation among Shiites, Sunnis and Kurds. Bush 43’s vaunted “surge” was a Band-Aid that masked, but did not heal, this underlying wound.
Like the other Republican contenders, Jeb Bush opposes the Iran nuclear deal and promises to undo it — although he is equally silent about how the “better deal” that critics say they want could be achieved.
In general, as one might expect, Bush blames President Obama and likely Democratic nominee Hillary Clinton for basically all that is wrong with the world. Voters may have short memories, but I think they’ll remember it was Bush’s brother who shattered the Iraqi state and created the vacuum that the Islamic State came to fill. Voters might also recall that when Bush’s brother took office, Iran had no operational uranium enrichment centrifuges; when he left, Iran had about 4,000.
Jeb Bush tends to rush through his foreign policy speeches as if he’s checking boxes on a job application form. He becomes much more animated, and seems on more solid ground, when he’s talking about domestic issues. But remember that George W. Bush intended to have a domestic focus, too, before history decided otherwise.
Can Bush ever escape his brother’s shadow — or, for that matter, his father’s? I have serious doubts. For now, however, he’s busy enough trying to get out of Donald Trump’s wake.
Jeb! might think about adding more exclamation points to his logo. He’s running an utterly conventional campaign in an unconventional year, and frankly he seems to be putting a lot of Republican voters to sleep.
While other contenders for the nomination compete with front-runner Trump to say the most outrageous things and draw attention to themselves — a battle they’re not likely to win — Bush plods along. He made it to center stage at the first debate, right alongside Trump, but his performance was unexciting. If Bush declines to throw red meat to the activist Republican base, he’ll be better positioned to win the general election. But he’ll have a worse chance of making it through the primaries.
Recent state-level polls might not be enough to send Bush and his advisers into panic mode but definitely should make them pay attention. In Iowa, the Real Clear Politics polling average puts Bush at 7 percent — behind Trump, Ben Carson, Scott Walker, Carly Fiorina and Ted Cruz, and tied for sixth place with Marco Rubio. For a candidate with Bush’s thoroughbred pedigree and overstuffed bank account, that’s embarrassing.
And in New Hampshire, the Real Clear Politics average has Bush in second place behind Trump but just one point ahead of John Kasich, who suddenly seems to be challenging Bush for the “reasonable conservative” vote.
His brother’s name is already hurting Jeb Bush. His brother’s policies will hurt him more.

“A Triumph For Presidential Leadership”: Pundits; Obama’s Too Mean To Iran Deal Critics
The Washington Post’s Ruth Marcus, to her credit, supports the international nuclear agreement with Iran. In her new column, however, she criticizes President Obama anyway, not over the substance of his foreign policy, but for not being nice enough to the diplomatic deal’s opponents.
Obama once understood, even celebrated, this gray zone of difficult policy choices. He was a man who took pains to recognize and validate the legitimate concerns of those on the opposite side of nearly any complex debate.
The new Obama, hardened and embittered – the one on display in his American University speech last week and in the follow-up spate of interviews – has close to zero tolerance for those who reach contrary conclusions.
In fairness to the columnist, Marcus goes on to make substantive suggestions about how best to argue in support of the deal, and she concedes “Obama’s exasperation is understandable.” Her broader point seems to be that she wants to see the deal presented in the most effective way possible, but Marcus nevertheless chides the president for his tone and unwillingness to “accommodate” his foes.
She’s not alone. After the president noted that the American right and the Iranian hardliners find themselves on the same side of this fight, other pundits, including National Journal’s Ron Fournier, raised related concerns about Obama being harsh.
That’s a shame – there are constructive ways to look at the debate over U.S. policy towards Iran, but hand-wringing over presidential tone seems misplaced.
Let’s not miss the forest for the trees. President Obama and his team defied long odds, assembled an unlikely international coalition, and struck a historic deal. By most fair measures, this is one of the great diplomatic accomplishments of this generation.
For all the incessant whining from the “Why Won’t Obama Lead?” crowd, this was a triumph for presidential leadership, positioning Obama as one of the most effective and accomplished leaders on the international stage.
To watch this unfold and complain that Obama is simply too mean towards those who hope to kill the deal and derail American foreign policy seems to miss the point.
What’s more, let’s also not lose sight of these detractors’ case. Some of the deal’s critics have compared Obama to Hitler. Others have accused the White House of being a state-sponsor of terrorism. Many of the agreement’s foes in Congress clearly haven’t read the deal – they decided in advance that any agreement would be unacceptable, regardless of merit – and many more have approached the entire policy debate “with vagueness, deception and hysteria.”
Slate’s William Saletan attended the recent congressional hearings on the policy and came away “dismayed” at what opponents of the deal had to offer. Republicans, he concluded, seem “utterly unprepared to govern,” presenting little more than “dishonesty,” “incomprehension,” and an “inability to cope with the challenges of a multilateral world.”
To Marcus’ point, it’s fair to say that the president is not “taking pains to recognize and validate the legitimate concerns of those on the opposite side.” I suppose it’s possible Obama could invest more energy in telling Americans that his critics, when they’re not comparing him to Hitler, Neville Chamberlain, or both, are well-intentioned rivals.
But at this stage of the debate, there should be a greater emphasis on sound policy judgments and accurate, substantive assessments. I’m less concerned with whether Obama is being nice to his critics and more concerned with whether he’s correct.

“How Trump Gives Negotiation A Bad Name”: Perpetuating Myths That Social Science And Common Sense Have Long Buried
During the 1950s, the U.S. was trying to gain access to Mexico’s oil and natural gas reserves. Realizing that their counterpart desperately needed their technology, industrial know-how and investment capital, the U.S. opened the negotiation with a very low offer. That offer was considered so insulting that the Mexican government started to burn off its oil and natural gas rather than provide the U.S. access to its fields.
This should serve as a cautionary tale for anyone who thinks Donald Trump can improve America’s standing in the world through ultra-aggressive negotiating techniques.
In his campaign to win the Republican nomination, Trump has repeatedly touted his business acumen and negotiation skills as qualities that make him uniquely suited to be the next president.
“Right now,” Trump explained to Breitbart News, “we have the wrong group of negotiators who have led us to being totally out-negotiated.”
Trump’s preferred negotiation style—at least as a rhetorical trope—is one of power, toughness, and dominance. For him, an effective negotiator is someone adept at hardball tactics, forceful arguments, ultimatums, walkouts, threats, public blustering, and table pounding.
This rhetoric assumes that negotiations are inherently a zero-sum game. And, while such an adversarial and power-based approach makes sense within a Machiavellian worldview, it goes against decades of research into the art and science of negotiation.
On Iran, for example, Trump said on numerous occasions that he would make his positions known and walk away from the deal if his counterpart did not comply. If that approach failed, he would double up on sanctions until the Iranians returned and submitted to his demands. He would conclude the Iran deal, he boasted, within a week.
A President Trump, he likewise insists, would somehow compel the Mexican government to finance a wall along the U.S.-Mexican border.
Yet research shows that a solely competitive approach to negotiation—Trump’s preferred style—often leads to stalemates, less than optimal or satisfying solutions, damaged relationships, low levels of trust, feelings of resentment, desire for vengeance, and sometimes even violence.
In contrast, a cooperative approach to negotiation—one that perceives the conflict as a shared problem to be solved—often leads to more creative and mutually satisfying outcomes, preserved or improved relationships, higher levels of trust, and increased self-esteem.
According to Joshua N. Weiss, a negotiation expert and co-founder of the Global Negotiation Initiative at Harvard University, in recent years there has been “a very noticeable shift from a strictly competitive hardball approach to negotiation to a much more collaborative one. This is because companies understand if they burn bridges when they negotiate they lose customers in the process. More importantly, their reputation suffers dramatically. As a result, other companies hesitate, or worse, refuse to work with them.”
Indeed, studies do support the assertion that selfishness tends to backfire in negotiation. In one particular experiment one group of negotiators was assigned very greedy goals, while another group was given more moderate ones. In some instances, the greedy negotiators got more than the moderate ones, however, not without incurring significant costs: their negotiation partners ended up resenting them.
Not surprisingly, when the greedy negotiators’ counterparts were presented with another opportunity to negotiate, they acted defensively, drove hard bargains, exacted revenge, and in some instances failed to reach a deal.
In another study, with over 200 negotiators, half of which were experts and half inexperienced, researchers told some of the novices that their counterparts were avaricious sharks. This was untrue. But reputation was of consequence. Those labeled sharks did badly in the negotiation: talks deteriorated, and outcomes, when they were reached, often failed to satisfy.
Trump speaks as if he is perpetually haggling in a mythical bazaar. Yet in the complex and interdependent world of international relations, thinking long-term and cultivating relationships matter.
“As a negotiator, Trump is more about achieving his short-term interests without regard for the other party or any inclination that he wants a long-term relationship,” explains Beth Fisher-Yoshida, director of the Negotiation and Conflict Resolution program at Columbia University.
“If a party loses badly and publicly,” she continues, “there is a sense of shame or embarrassment that will not bode well for the future. The other party suffered humiliation and depending on the party’s cultural orientation, will do something to right the offense. The next round will be even more challenging because it will not only be about the subject being negotiated, but also personal revenge and retaliation.”
People—no matter what station they hold in life—care about being treated with fairness and respect. They want to be heard, acknowledged, and have their identity protected. When this does not happen, when people feel they are being disrespected, ignored or mistreated they can behave in ways that make little rational or economic sense.
It’s very possible that there is a gap between how Trump talks and how he (or those whom he employs) behaves around the proverbial negotiation table. After all, even in his own book on the Art of the Deal, Trump advertises the virtues of being cooperative, accountable and positive.
However, his negotiation rhetoric leaves a lot to be desired and is dangerously perpetuating myths that social science and common sense have long buried.

“Rubio Reminds Voters”: Fertilized Human Eggs Don’t Become Cats
Hillary Clinton fielded some questions from campaign reporters yesterday, and not surprisingly, she was asked about Donald Trump. But the Democratic frontrunner clearly had a different group of Republicans on her mind.
“I think if we focus on [Trump’s antics], we’re making a mistake,” she said. “What a lot of the men on that stage in that debate said was offensive.” Highlighting Sen. Marco Rubio’s (R-Fla.) recent comments on prohibiting all abortions, regardless of circumstances, Clinton added, “[T]he language [Trump uses] may be more colorful and more offensive, but the thinking, the attitude toward women, is very much the same.”
She went on to say. ‘What Marco Rubio said has as much of an impact in terms of where the Republican Party is today as anybody else on that stage.”
It’s an important point. Rubio has now argued, more than once, that if a woman is impregnated by a rapist, the government has the authority to force her to take the pregnancy to term, regardless of her wishes. For Clinton, this matters every bit as much – if not more – than Trump’s ugly remarks about Fox’s Megyn Kelly.
For his part, Rubio seems to think he has a winner on his hands. Yesterday, the far-right Floridian, using social media and his campaign website, even launched a new initiative, alongside a big picture of a cat:
“Watch this video and sign this petition if you know that a human life won’t become a donkey or a cat.”
Yes, Marco Rubio, who last week seemed to adopt the posture of some kind of wonk, is now pushing a bold, new campaign message: fertilized human eggs don’t develop into cats.
As for the video Rubio is eager for the public to see, Slate’s Amanda Marcotte has the backstory:
When Rubio appeared on CNN after Thursday night’s Republican debate, he kept insisting that this vague entity called “science” has declared that human life begins at conception. (Actual biologists, for what it’s worth, argue that life is continuous and that a fertilized egg is no more or less alive than a sperm or an unfertilized egg.) CNN host Chris Cuomo vainly tried to point out that “science” says no such thing, and Rubio got a little excited.
“Let me interrupt you. Science has – absolutely it has. Science has decided… Science has concluded that – absolutely it has. What else can it be?” he asked. Then Rubio reared up for what he clearly intended as his wowza line: “It cannot turn into an animal. It can’t turn into a donkey. The only thing that that can become is a human being.”
Rubio, clearly pleased with himself, added, “[If scientists] can’t say it will be human life, what does it become, then? Could it become a cat?”
When Rubio’s website says “watch this video,” it shows the interview in its entirety.
Just so we’re clear, not even the most ardent pro-choice advocates believe fertilized human eggs could become a cat. They do believe, however, that there’s a difference between people and fertilized human eggs that might someday become people – in much the same way we differentiate between acorns and trees. What something is and what something may become under the right conditions are not identical.
Nevertheless, the far-right Floridian seems quite excited about his argument. He’ll have to hope it’s persuasive to a broad audience – Rubio’s no-abortions/no-exceptions position is further to the right than any Republican presidential nominee in the modern era.
