“And There You Have It”: Walker On Minimum Wage; ‘I Don’t Think It Serves A Purpose’
Wisconsin Gov. Scott Walker (R) debated challenger Mary Burke (D) on Friday, and the issue of the minimum wage offered the candidates a chance to highlight their differences. The question posed summarized the situation nicely: can a full-time worker live on $7.25 an hour? And does the state have a responsibility to even set a minimum wage?
Burke “strongly” endorsed a higher legal minimum, but the Republican incumbent largely dodged the question, though he seemed to express opposition to the law itself. “I want jobs that pay two or three times the minimum wage,” Walker said, adding, “The way that you do that is not by an arbitrary level of a state.”
Daniel Bice at the Milwaukee Journal Sentinel followed up on that point in an interview with the governor today, asking Walker whether he believes the law should exist. The governor replied:
“Well, I’m not going to repeal it but I don’t think it’s, I don’t think it serves a purpose. Because we’re debating then about what the lowest levels are at. I want people to make, like I said the other night, two or three times that.”
It’s a striking thing for a governor to say during a tough re-election campaign, especially given his economic record – Walker promised Wisconsin voters four years ago that he’d create 250,000 jobs in his first term, and he’s struggling to get to Election Day with roughly half that total.
Indeed, if the governor doesn’t think the minimum wage “serves a purpose,” it’s not too late for Walker to ask someone to explain the law’s rationale.
Establishing a minimum wage is not about creating a target income for an entire population – it’s about creating a floor so that full-time workers don’t have to live in poverty.
Walker’s comments are rather bewildering. When Democrats created the federal minimum wage – after Henry Ford helped prove its value – the point wasn’t to “debate what the lowest levels” would be for most people, but rather, the law was created as a protection against abuse. Its existence did not prevent U.S. workers from creating the world’s most dynamic middle class.
How an incumbent governor of a Midwestern state can still find this confusing is a bit of a mystery.
For that matter, we can look around the country and see plenty of states doing quite well after raising their minimum wage, which makes sense – when more workers have more money in their pockets, they’ll spend more, which creates more economic activity and more jobs.
It’s one of the reasons a higher minimum wage is so popular with so much of the country.
It’s heartening, I guess, that Scott Walker isn’t pushing for the repeal of the wage law, but the fact that he doesn’t see its “purpose” seems like the sort of thing Wisconsin voters will be hearing again in the campaign’s final three weeks.

“A Little Hard To Swallow”: The ‘Pressing’ Need For More Tax Breaks For The Rich?
President Obama delivered a pretty interesting speech on the economy yesterday, but towards the end, he completely abandoned his prepared text, ignoring the teleprompter to reflect on something that clearly bothered him on a personal level.
“[J]ust last month, at least one top Republican in Congress said that tax cuts for those at the top are – and I’m quoting here – ‘even more pressing now’ than they were 30 years ago. More pressing. When nearly all the gains of the recovery have gone to the top 1 percent, when income inequality is at as high a rate as we’ve seen in decades, I find that a little hard to swallow that they really desperately need a tax cut right now, it’s ‘urgent.’
“Why? What are the facts? What is the empirical data that would justify that position? Kellogg Business School, you guys are all smart. You do all this analysis. You run the numbers. Has anybody here seen a credible argument that that is what our economy needs right now?”
Almost every word of this was ad libbed. Presented with the Republican argument that the wealthy really need yet another tax cut, the president seemed genuinely gobsmacked. To appreciate the degree to which Obama was amazed, watch the video – go here and forward to the 48:02 mark.
Of course, the president wasn’t making up any of the allegations themselves – a leading congressional Republican really did argue last month that tax breaks for the very wealthy are “even more pressing now” than a generation ago.
The congressman is none other than House Budget Committee Chairman Paul Ryan (R-Wis.), who recently suggested combating poverty is one of his top priorities.
Here’s the interview the far-right Wisconsinite did with the conservative Weekly Standard.
“I’m a classic growth conservative. I believe that the best way to help families, the best way to help the economy is to reduce rates across the board,” Ryan said when asked about Utah senator Mike Lee’s plan to increase the child tax credit and create two income tax brackets of 15 percent and 35 percent. “Growth occurs on the margin, which is a wonky way of saying, if you want faster economic growth, more upward mobility, and faster job creation, lower tax rates across the board is the key-it’s the secret sauce.
“Some conservatives have argued that reducing the top rate is less urgent now than it was during the Reagan administration, when the top rate was cut from 70 percent to 50 percent and then cut again from 50 percent to 28 percent. But Ryan says that cutting the top rate is “even more pressing now” than it was back then “because the American economy was so dominant in the global economy and capital was not nearly as mobile as it is today.”
As a substantive matter, this serves as a reminder of why it’s tough to take Paul Ryan seriously as an alleged wonk. As Matt Yglesias explained after the Ryan interview was published, “The idea that globalization, which tends to increase the overall size of the economy while also increasing inequality, makes tax cuts for the rich even more urgent strikes me as a little bit hard to defend intellectually.”
But as a political matter, let’s not lose sight of the larger context. Sen. Mike Lee (R-Utah) has floated a tax cut plan that focuses primarily on the middle class. Paul Ryan is drawing a distinct between Lee’s approach and his own – Ryan wants the tax cuts focused on the rich.
In light of everything we’ve seen, in light of the enormous class gap, in light of the already low U.S. tax rates as compared to most of the world, Ryan’s ideas about tax breaks for the wealthy just won’t budge.
Is it any wonder the president is astonished?

“An Ugly GOP Ideology”: Boehner Blasts America’s Unemployed As Lazy
After the 2012 elections, it was tempting to think Republicans would be a little more cautious about economic elitism and callous indifference towards those struggling to get by. But in 2014, many GOP officials have thrown caution to the wind and embraced elitism with both arms.
Senate Minority Leader Mitch McConnell (R-Ky.), for example, recently defended cuts to student aid by saying, “Not everybody needs to go to Yale.” As McConnell sees it, the nation’s elite institutions of higher ed should be within reach for students from rich families – and no one else. Soon after, Rep. Tom Cotton (R-Ark.), a leading U.S. Senate candidate, called those who rely on the safety net as “addicts.”
And then there’s House Speaker John Boehner (R-Ohio), who appeared at the American Enterprise Institute last week to discuss the economy. Asked about Rep. Paul Ryan’s (R-Wis.) anti-poverty plans, Boehner was quite candid about his thoughts on the unemployed.
“I think this idea that’s been born out the last – maybe out of the economy last couple of years that, ‘You know, I really don’t have to work. I don’t really want to do this, I think I’d just rather sit around.’ This is a very sick idea for our country.”
The Speaker’s perspective is bizarre as a matter of public policy, but I’m glad he made these comments because his candor sheds light on an ugly ideology.
When GOP lawmakers cut off extended jobless aid, on a substantive level, it seems bewildering. In recent decades, neither party even considered such radicalism with high unemployment, if for no other reason because cutting jobless aid hurts economic growth. But Boehner has offered a peek behind the curtain – the Republican argument isn’t about economics, so much as it’s about personal animosity. The Speaker and his allies seem to think there’s something wrong, and perhaps even offensive, about families struggling to get by.
It’s part of the same phenomenon that leads GOP officials to demand drug tests for those relying on the safety net. If you need a hand keeping your head above water, it may very well be the result of a drug addiction. If you want a job and can’t find one, the argument goes, the problem is almost certainly your fault – it’s because you’d “rather sit around” than work.
It stems from a school of thought that says many social-insurance programs shouldn’t exist because struggling Americans are lazy and simply don’t deserve public assistance.
I realize that evidence and substance has very little effect in this debate, but Igor Volsky explained that laziness isn’t the real problem.
Currently, there are more than two job seekers for every job opening in the country and the severity of the recession has created a long-term unemployment problem that has made many job seekers almost unemployable. Research shows that being unemployed for nine months has the same impact on your odds of getting hired as losing four full years of experience from a résumé. As a result, many people who lost their jobs have gone back to school, retired early, or continue to look for work without success.
In fact, millions of unemployed people are having a harder time finding a job since Congressional Republicans allowed the long-term unemployment benefits program to lapse. Research – and real world experience – has found that the program’s job search requirements encourage people to spend more time job hunting and helps cover essentials like internet service for job applications or gas money for interviews.
In theory, Boehner and his allies would be taking a huge risk by making comments like these in an election year. After all, if every unemployed and underemployed American turned out in the fall, furious by the implication that they’re lazy, Republicans would be in pretty big trouble.
But the Speaker and his party are confident that those struggling most probably won’t participate in the elections – and those assumptions are probably correct – so remarks like these won’t come with any consequences.

“The Campaign For Liberty”: The War On Obamacare Has Become A War On Minorities And The Poor
Like many eleventh-hour strategies, the right’s final offensive against the Affordable Care Act has a last-gasp quality to it. Where better-laid plans to defeat the ACA in Congress and via Constitutional challenge were fraught with ideological purpose, the challengers in Halbig v. Burwell are engaged in something much smaller. Their argument is merely that if you read a poorly drafted section of the statute out of context, it appears that the law doesn’t contemplate subsidies in states that availed themselves of the federal government’s backstop, Healthcare.gov. Millions of people would lose their health insurance in service of teaching Congress a lesson about the importance of legislative draftsmanship.
That’s not a very becoming political argument, though, so the Halbig supporters have stapled a grandiose claim to their core challenge. Because many of the people who would lose their insurance would also qualify for an exemption from the law’s insurance coverage mandate, they frame it as a principled campaign for liberty.
But many is not all. It’s probably not even most. As University of Michigan law professor Nicholas Bagley noted on Tuesday, a conservative victory in Halbig would eliminate subsidies for everyone, but the hardship exemption would only apply to a subset. Many, many people—those above about 180 percent of the federal poverty level—would still be required to purchase insurance. It would just become more expensive for them. The exemption—the escape hatch to freedom—would only be available to those whose coverage costs more than eight percent of income: the poor, and near-poor. These are the people whose liberty conservatives claim to be fighting for—the people who were only able to purchase insurance because the subsidies made it affordable. The people who, as Bagley writes, would “be free to decline coverage that, without tax credits, they can’t afford anyhow.”
This kind of post hoc appeal to liberty long predates the Affordable Care Act, but it has become particularly salient in the fight against Obamacare as enrollment has grown and weakened traditional tools of opposition. When the Supreme Court made the Affordable Care Act’s Medicaid expansion optional back in 2012, it vouchsafed an old but typically losing conservative argument that using federal spending as an incentive to force state action can be unconstitutionally coercive—a freedom-crushing blow against states’ rights. But the freedom the Court upheld two years ago looks, in effect, an awful lot like the freedom the challengers in Halbig claim to be fighting for. In both cases there’s something conspicuous about the people to whom these strange conceptions of liberty apply.
As of early April, per this Kaiser Family Foundation map, 19 states remained fully unwilling to consider Medicaid expansion. In the weeks since, Wyoming and Tennessee joined Utah and Indiana among GOP-controlled states working toward expanding Medicaid. So the chips are slowly falling. But they are falling along fairly predictable racial and income lines.
Tennessee was a genuine surprise, in that it isn’t lily white, and has fairly high rates of poverty. But the GOP-controlled states that have expanded Medicaid, or are considering Medicaid expansion, are pretty white relative to GOP-controlled states where expansion is out of the question. Deep Southern states, where poverty is most concentrated and black population rates approach 30 percent, aren’t calling up the Department of Health and Human Services in Washington to negotiate a conservative Medicaid expansion compromise. To the contrary, that’s probably where resistance to the expansion runs strongest.
The story won’t be much different if conservatives get their way and ACA subsidies disappear in Healthcare.gov states. If you haven’t caught on by now, the conspicuous thing about the Medicaid freedmen and those who would be freed from the individual mandate is that they’re disproportionately black and poor. ACA rejectionism isn’t enhancing their liberty at all.
But there’s something conspicuous about the Obamacare opponents posing as tribunes for liberty, too. They’re nearly all affluent white people, who take their own health insurance for granted and probably wouldn’t consider themselves liberated if a court or legislature took aim at it for any reason. And though their rhetoric suggests otherwise, they’re waging the final Obamacare battles against poor people and minorities, not on their behalf.

“The Tea Party Is Abandoning Paul Ryan”: It’s No Longer A Matter Of ‘If’ The Full Movement Will Turn On Him, It’s When
When Mitt Romney chose Representative Paul Ryan as his running mate in the 2012 presidential election, the tea party was ecstatic. “It’s a big step toward what the tea party has been trying to accomplish,” Matt Kibbe, the president and CEO of FreedomWorks, said at the time. “It gives people a reason to be more enthusiastic about the Republican ticket.” But just two years later, Kibbe and his fellow tea party activists are singing a different tune: Ryan has betrayed the movement.
The first significant break between Ryan and the tea party came at the beginning of this year, when he collaborated with Senator Patty Murray, the Democratic chair of the Senate Budget Committee, on a budget that avoided another government shutdown. That deal replaced $65 billion of the sequester over the next two years by requiring federal workers to contribute more to their pensions, implementing new fees on airline tickets, and cutting spending a decade from now. While the deal actually reduced the deficit by $20 billion in total, the far right was furious. “It is disappointing to see Chairman Ryan forget lessons learned this past spring, when House Republicans united to win reasonable spending limits in the face of President Obama’s hysterical predictions that even modest cuts would harm our nation,” said Tim Phillips, the president of American for Prosperity. Erik Erickson, of Red State, wrote “Bend over America, here it comes.”
If Ryan hoped to recover any good will with his famous budget—the one he releases each year as head of the House Budget Committee—those hopes were quickly dashed. Sarah Palin called it “a joke” and other tea party leaders criticized it for insufficiently cutting spending. Those comments are tough to square with the previous praise tea party leaders have heaped on Ryan. The “Path to Prosperity” is one of the main reasons that they were thrilled with Romney’s selection of Ryan as his running mate, and the 2014 Ryan Budget is just as conservative as in the past. (Only in this version and the FY 2014 one was Ryan able to balance the budget in ten years.)
Things have only grown worse since then. In July, Ryan confirmed their suspicions when he announced a new deficit-neutral antipoverty program. In doing so, he effectively disowned his budget, which proposes huge cuts to programs for low-income Americans. Tea party groups have yet to weigh in on Ryan’s proposal, but it’s hard to see how they’d approve. If the spending cuts in Ryan’s 2015 budget were too small, then his antipoverty agenda, which doesn’t cut welfare spending at all, won’t be acceptable.
This past week, Ryan has hit the media circuit to publicize his new memoir, The Way Forward, in which he puts more distance between himself and the tea party. He has eschewed the phrase “makers and takers” and even rejected his previous analogy of the social safety net as a “hammock” that “lulls able-bodied people to lives of dependency and complacency.” Ryan’s repudiation of these phrases will be seen as yet another dismissal of the tea party worldview.
The final straw may have been his description of the government shutdown. In The Way Forward, Ryan calls that political strategy a “suicide mission.” As Sam Stein and Arthur Delaney write in the Huffington Post, Ryan’s account whitewashes his actual role in the shutdown. He was more supportive of it than he admits. But the message is clear: The tea party’s strategy hurt the Republican Party and should not be repeated. This has not gone over well on the right. In Politico Magazine, Scottie Nell Hughes, the news director of the Tea Party News Network, writes, “[W]e of the grassroots GOP are in no mood to hear that our push for defunding Obamacare and using the debt ceiling to force President Obama to curb reckless spending had all the wisdom of a Japanese kamikaze.”
“If Paul Ryan does not have enough tact to forgo insulting the conservatives within his own party,” she added, “then I have serious doubts he has the wisdom and judgment needed to lead the GOP to victory in 2016.”
Ryan’s fall from grace on the right is emblematic of his transition from ideologue to practical policymaker. In the process, Ryan has received a better reception on the left. At The Week, writer Ryan Cooper called it a “marked improvement from his previous efforts.” But this transformation is not without its costs: Ryan is no longer the tea party golden boy.
“I’m very disappointed in Paul Ryan,” Judson Phillips, the founder of the Tea Party Nation, writes in an email. “He has a raging case of Potomac Fever and his only goal now seems to be embracing John Boehner’s freshly laundered white flag of surrender.”
Ryan has not yet alienated his more conservative colleagues in Congress. And many activists, particularly those less attentive to the daily happenings in Washington, may not have even noticed his betrayal. But repeatedly this year, Ryan’s actions have made it clear that he is distancing himself from the tea party. It’s no longer a matter of if the full movement will turn on him. It’s a matter of when.
