“The Hearing To End All Hearings”: The Hunt For The GOP’s White Whale Will Never End

It was tempting to think the Republican obsession with the politics of last fall’s Benghazi attack had run its course this week. House Oversight Committee Chairman Darrell Issa (R-Calif.) had lined up one last spectacle, suggesting it would be the hearing to end all hearings, and it was a dud. After multiple reports and hearings, the story had run its course.

Except, it hasn’t.

House Speaker John Boehner (R-OH) is asking the White House and State Department to hand over emails related to the Sept. 11, 2012, attack on the U.S. Embassy in Benghazi, Libya, which House committees were able to see, but not keep or share, during their investigation into the response to the attack. […]

Boehner is asking for two sets of emails, both of which are related to whether the White House tried to change the initial characterization of the attack…. The emails, according to Boehner, show a senior State Department official telling her superiors that the Libyan ambassador said the attack “was conducted by Islamic terrorists.”

But we know what the email says, and we know it’s different from Boehner’s claim — it said “extremists,” not “terrorists.” As the New York Times reported, “The distinction is important, administration officials said, because while the White House did not initially characterize the attack as terrorism, senior officials, including Ambassador Susan E. Rice, acknowledged the possibility that extremists had been involved in the assault.”

So why is Boehner pursuing this at all? Perhaps because he’s dealing with pressure from his own members to create another special committee to investigate the attack, on top of the other congressional committees that have already investigated the attack, which complemented an independent panel that also already investigated the attack.

Meanwhile, it’s also becoming increasingly obvious that the GOP’s preoccupation with Hillary Clinton is once again reaching unhealthy levels.

Former Vice President Dick Cheney appeared on Fox News yesterday to argue the former Secretary of State needs to testify to answer congressional questions on Benghazi, and she “should be subpoenaed if necessary.” This is of interest because Clinton has already testified — was Cheney not paying attention? — and because when Cheney was vice president, he believed congressional requests for testimony should be ignored.

Of course, that didn’t stop Sen. Lindsey Graham (R-S.C.) from quickly endorsing Cheney’s line.

As Jonathan Bernstein explained yesterday, this isn’t what congressional oversight is supposed to look like.

With Obama, there’s no need for these scandals to make sense; the conservative press will run with them either way. And there might even be an advantage to incoherence. After all, if the accusations are gibberish, the neutral reporters will tend to ignore them — and then conservatives can go on conservative talk radio and Fox News and charge the rest of the press of ignoring these extremely important charges.

All of which means that Republican politicians have little incentive, and perhaps even some real disincentives, for doing the hard work of government oversight — or even the hard work of first-rate scandal-mongering. No wonder they get lazy!

Unfortunately, that leaves us with hyped-up accusations, but no real government oversight — no one really probing for real mistakes, or even real malfeasance, from the Obama Administration. There’s just no reason to bother. And that leaves everyone worse off — except perhaps those reaping profits in the conservative marketplace.

“A Fatal Curse On Democracy”: Corporate Cowards Divert Shareholder Funds Into “Dark Money”

If corporations are people, as the Supreme Court pretends, they certainly are loudmouths, constantly telling us how great they are and spreading their names everywhere.

Amazingly, though, these corporate creatures have suddenly turned demure, insisting that they don’t want to draw any attention to themselves. That’s because, in this case, corporations are not selling, they’re buying — specifically, trying to buy public office for their pet political candidates by funneling millions of corporate dollars through such front groups as the U.S. Chamber of Commerce. In turn, the fronts use the money to air nasty attack ads that smear the opponents of the pro-corporate candidates.

Why do corporations need a middleman? Because the ads are so partisan and vicious that they would appall and anger millions of customers, employees and shareholders of the corporation. So, rather than besmirch their own names, the corporate powers have meekly retreated behind the skirts of Republican political outfits like the Chamber.

But don’t front groups have to report (at least to election authorities) who’s really behind their ads, so voters can make informed decisions? No. Thanks to the Supreme Court’s infamous Citizen United edict in 2010, such groups can now pour unlimited sums of corporate cash into elections without ever disclosing the names of their funders. This “dark money” channel has essentially established secret political campaigning in America.

That’s why shareholders and other democracy advocates are asking the Securities and Exchange Commission to rule that the corporate giants it regulates must reveal to shareholders all political donations their executives make with corporate funds. After all, the millions of dollars the executives are using to play politics don’t belong to them — it is shareholder money. And by no means do shareholders march in lockstep on which political candidates to support or oppose.

Hide and seek can be a fun game for kids, but it’s infuriating when CEOs play it in our elections. Last year, corporate interests sought to elect their candidates by hiding much of their politicking not only from company owners but also from voters. In all, $352 million in “dark money” poured into our 2012 elections, the bulk of it from corporations that covertly pumped it into secretive trade associations and such scams as “social welfare charities,” run by the likes of Karl Rove and the Koch brothers.

Since underhanded, anonymous electioneering puts a fatal curse on democracy, the SEC should at least compel corporate managers to tell their owners — i.e., the shareholders — how and on whom their money is being gambled in political races. It’s a simple reform, but — oh, lordy — what a fury it has caused among the political players.

A rare joint letter from the U.S. Chamber, Business Roundtable and National Association of Manufacturers has been sent to the CEOs of the 200 largest corporations in our country, rallying them to the barricades in a frenetic lobbying effort to stop this outbreak of honest, democratic disclosure.

House Republicans are even going to the extreme of trying to make it illegal for the SEC to let shareholders (and the voting public) know which campaigns are being backed by cash from which corporations. Hyperventilating, these powerful scaredycats claim to be intimidated by the very suggestion that they tell the people what they’re doing in public elections.

Their panic over having a little sunlight shine into their deepest bunker reveals just how destructive they intend dark money to be for our democracy. Ironically, the Supreme Court’s chief assumption in allowing unlimited corporate cash into the democratic process was that shareholders would be informed and involved, and provide public accountability for their companies’ political spending.

Even Justice Antonin Scalia, long a cheerleader for corporate politicking, is no fan of hiding it from the electorate: “Requiring people to stand up in public for their political acts fosters civic courage,” he has written, adding that a campaign “hidden from public scrutiny” is anathema to self-governance. He also deems it cowardly: “This does not resemble the Home of the Brave,” he pointedly noted.

“To Know Him Is To Dislike Him”: Ted Cruz On How To Make Enemies And Alienate People

As we discussed a month ago, Sen. Ted Cruz’s (R-Texas) career on Capitol Hill is off to a difficult start. The Atlantic noted “a remarkable number of both Republicans and Democrats” have already come forward “to say that they think Cruz is kind of a jerk.” The New York Times added that “even some Republican colleagues are growing publicly frustrated” with the right-wing freshman.

It can, however, get worse. In fact, Cruz seems to be going out of his way to make enemies and alienate people.

Just a few days ago, Cruz made an unannounced appearance at the FreedomWorks Texas Summit, where he openly mocked his Senate Republican colleagues, calling them “squishes” who don’t like to be held accountable.

“Here was their argument,” Cruz said of Senate Republican. “They said: ‘Listen, before you did this, the politics of it were great. The Democrats were the bad guys. The Republicans were the good guys. Now we all look like a bunch of squishes.’ “Well, there is an alternative: you could just not be a bunch of squishes.”

It’s worth pausing to appreciate the irony: Cruz was the one afraid of a debate on reducing gun violence, and it was his GOP colleagues who were kowtowed into ignoring common sense and popular will.

But even putting that aside, it’s unclear who the senator thinks he’s impressing by taking cheap shots at his ostensible allies. It’s reached the point at which even Jennifer Rubin wants the Texas Republican to stop “being a jerk.”

Wait, it gets worse.

In Cruz’s version of events, he’s the hero of his own morality play, killing gun reforms singlehandedly, eking out a surprise victory at the last minute, thanks to his awesome awesomeness.

But Cruz blurs the timeline. In his version of events, Democrats were convinced up to the last minute that they could break 60 votes on Manchin-Toomey (“the look of shock from the senior Democrats!”) and Republicans shamed Cruz for his … well, for his ballsiness, in this telling. Fellow Republicans, says Cruz, were “yelling at us at the top of their lungs! Look, why did you do this! As a result of what you did, I gotta go home and my constituents are yelling at me that I’ve got to stand on principle!”

Back on Earth, Democrats basically knew that they wouldn’t break 60 on the night before the series of gun votes; Connecticut Sen. Chris Murphy tweeted his disappointment. Cruz was in those rooms with GOP senators, and I wasn’t, but if they were angry at him on the week of April 8, it wasn’t because they disagreed with his gun stance, or lacked principle. It was because they considered it astrategic.

Reporters who live in D.C. and spend too many daylight hours talking to politicians, we get that. This was a pretty simple story of ideological preferences and interest group pressure. But Cruz wants a voter back home, a Republican activist, to learn something else — a Jimmy Stewart tale, in which the rest of the GOP was ready to sell you out until one man stood up and thundered “nay.”

All of this dishonest grandstanding may make right-wing activists swoon, but it should also cause Cruz some trouble on Capitol Hill. Senators have traditionally forged relationships with their colleagues in order to build coalitions and be more effective in passing legislation. Cruz is going out of his way to do the opposite — scolding his veteran colleagues, lecturing them on his wisdom, and creating conditions in which just about everyone who knows him dislikes him.

This should make it all but impossible for Cruz to play a constructive role in the chamber, though that may not matter to him, since he doesn’t seem especially interested in governing anyway.

“Gotta Nuke Something”: House Republicans Eyeing New Hostage Opportunity

The House Republicans are contemplating a new budget-hostage strategy, the Washington Post reports in a story that is both highly useful and inadvertently Onion-esque. The hallmark of Onion news reporting is conveying insanity as if it were sane in a completely deadpan way. The news contained within the story is that the House GOP is thinking of tying the next increase in the debt ceiling to tax reform. Under this proposed strategy, the Post reports, “The debt limit might be raised for only a few months, with the promise of another increase when tax reform legislation passes the Senate.”

If you didn’t fall out of your chair when reading that apparently anodyne sentence, let me explain why you should have. In 2011, House Republicans undertook a novel and radically new dangerous political tactic of using the debt limit as a political bargaining chip. Before, the opposition party had treated the debt limit increase as a necessary step, though one they would posture over and use to flay the administration. (Senator Barack Obama followed this pattern.) The Republicans instead decided to actually threaten not to raise the debt ceiling unless Obama granted them policy concessions. This was extraordinarily risky. By mixing together a vote that was needed to prevent economic calamity with inherently contentious debates over the size of government, it turned routine budget disputes into a financial Cuban Missile Crisis.

The official party rationale for this extraordinary tactic was that, risky though it may be to fail to lift the debt ceiling, failing to reduce the debt was even riskier. An extreme imminent crisis justified extreme tactics. The risk of becoming Greece outweighed the risk of a debt-limit snafu (though it was not, of course, high enough to justify even a partial repeal of the Bush tax cuts).

President Obama has taken these arguments at face value, offering to meet the opposition halfway, or more than halfway, in order to strike a deal. He has publicly offered significant cuts to spending on retirement programs. But some Republicans don’t want that deal, the Post reports, because “The proposals, included in the president’s budget request, outraged seniors, and some Republicans fear that embracing them would be political suicide.”

Oh! So you threaten to melt down the world economy unless Obama agrees to cut spending on retirement programs, and then he offers to do that, and then you decide it’s too unpopular?

The decision that they no longer care about the thing they were prepared to unleash worldwide economic havoc to achieve has not caused them to abandon the debt ceiling as a hostage. (It’s the party’s Nelson Muntz–ian approach to resolving policy disagreements: “Gotta nuke something.”) If obtaining retirement cuts went from so urgent it was worth threatening to nuke the world economy over to “meh,” the next step is to figure out the next thing to nuke the world economy over. That thing, the Post reports, is tax reform.

But what is the GOP position on tax reform? It’s that tax reform must cut tax rates and not raise any revenue at all. So House Republicans are prepared to refuse to raise the debt ceiling unless Democrats agree to let them cut tax rates without increasing revenue. Their extraordinary threat, first presented as a way to force a reduction in the deficit, is now being wielded to prevent a reduction in the deficit.

“Making Governing As Miserable As Possible”: Republicans Discover Sequester Budget Cuts Are Politically Unpopular

Back in February, a Pew Research Center poll showed that while Americans like the abstract idea of “spending cuts,” they don’t support reducing actual spending on, well, anything. Foreign aid very nearly (but not quite) achieved a majority in support of cuts, but for every other government activity – including education, entitlements, environmental protection and infrastructure – Americans are loathe to reduce the level of investment.

The GOP recently seems to have taken the public’s position to heart. Exhibit A is Rep. Michele Bachmann, R-Minn., who took to the House floor last week to decry the so-called “sequester” because it “breaks everyone’s heart” to see services such as Head Start and Meals on Wheels cut. “There are numerous Republicans that voted against the sequestration because we knew all of these calamities were in the future,” Bachmann said. “Didn’t you know this was going to happen? We knew it. That’s why we voted against this bill.”

As the Washington Post’s Glenn Kessler ably details, Bachmann is significantly rewriting history by claiming that she was against the sequester because it cuts too much from key services. At the time, she very publicly explained that she was against it – and other far more severe budget plans – because it did not cut enough.

But this trend goes far beyond Bachmann. Take, for instance, the GOP’s latest debt ceiling gambit. Come the fall, the federal debt limit will have to be raised again, and Republicans are already making noise about which policy concession they hope to wring out of the White House this time.

Unlike previous episodes, though, it seems that the GOP won’t demand entitlement cuts, but has instead decided that a revenue-neutral rewrite of the tax code (which would do nothing to reduce the deficit) will be the price of avoiding a self-induced economic calamity.

The reason for this shift is Republicans fear that embracing entitlement cuts such as those included in the president’s most recent budget “would be political suicide.” As New York magazine’s Jonathan Chait puts it, “Oh! So you threaten to melt down the world economy unless Obama agrees to cut spending on retirement programs, and then he offers to do that, and then you decide it’s too unpopular?”

The only GOP goal at the moment seems to be making governing as miserable as possible for the Obama administration. That leads to a lot of heated rhetoric about the threat of the deficit and the imminence of a debt crisis, scaremongering about the U.S. turning into Greece and creating the impression that there are gobs of taxpayer dollars being flushed down some bureaucrat’s toilet somewhere, thus playing off the public’s fear of a budget deficit that it doesn’t understand but knows it doesn’t like.

But when push comes to shove – and people are actually living with the effects of government spending cuts as they, for instance, try to travel by air – the GOP’s true colors show.  So we wind up with a cockamamie budget discourse in which one party doesn’t really want to cut spending but offers to do so anyway, while the other demands spending reductions but then turns them down when the president agrees.  (Unless, of course, those cuts affect discretionary spending on the poor, in which case, the GOP does nothing to stop them, but, ala Bachmann, wants none of the credit.) And all the while, the economy sputters along without the support it so desperately needs.
