“Doom And Gloom”: A History Of Paul Ryan’s Attempts To Dismantle Social Security
That House Budget Committee Chairman Paul Ryan (R-WI) supports the privatization of Social Security is well known. Ryan proposed $1.2 trillion in cuts and the partial privatization of Social Security upon taking control of the Budget Committee in 2011, and he has constantly warned about the supposed doom facing the program if major reforms aren’t enacted immediately.
But Ryan’s attempts to gut the most popular entitlement program in America go back quite a few years, as Ryan Lizza’s New Yorker profile of the conservative hero makes clear. Ryan’s fight against Social Security has been ongoing since he pushed President George W. Bush to privatize the program in 2005:
Under Ryan’s initial version, American workers would be able to invest about half of their payroll taxes, which fund Social Security, in private accounts. As a plan to reduce government debt, it made no sense. It simply took money from one part of the budget and spent it on private accounts, at a cost of two trillion dollars in transition expenses. But, as an ideological statement about the proper relationship between individuals and the federal government, Ryan’s plan was clear. […]
Two weeks after Bush’s Inauguration, Ryan gave a speech at Cato asserting that Social Security was no longer the third rail of American politics. He toured his district with a PowerPoint presentation and invited news crews to document how Republicans could challenge Democrats on a sacrosanct policy issue and live to tell about it.
Bush ultimately went with a slightly less radical proposal that still failed in the Senate and caused Republicans massive losses in the 2006 mid-term elections. But Ryan, undeterred, told Lizza that the failure of privatization was simply due to marketing, not that the plan was unpopular:
What some might interpret as the failure of an unpopular idea Ryan insisted was mostly a communications problem. “The Administration did a bad job of selling it,” he told me. Bush had campaigned on national-security issues, only to pitch Social Security reform after reëlection. “And . . . thud,” Ryan said. “You’ve got to prepare the country for these things. You can’t just spring it on them after you win.” The lesson: “Don’t let the engineers run the marketing department.”
Aided by the mainstream media’s spreading of the lie that Social Security is “going bankrupt,” Ryan has been able to thrust Social Security “reform” back onto the table, and it was embraced during the primary by virtually every Republican candidate.
What Ryan and his Republican colleagues continue to ignore, however, is how easy fixing Social Security would be if they weren’t so insistent on protecting the wealthiest Americans from a single tax increase. By lifting the payroll tax cap that currently limits Social Security contributions to the first $110,100 in income, Congress could ensure the program’s solvency for the next 75 years — longer than the program has been in existence to this point.
That wouldn’t fit Ryan’s belief that the government doesn’t have a role in helping protect the financial security of the American people. But it would prevent millions of Americans from losing the much of their retirement savings, as they would have during the 2008 financial crisis had Ryan’s plan to privatize Social Security become law.

“Short Memories”: If Only The President Would Make Speeches, Everything Would Be Different
The bizarre idea that Obama never tried to convince the public on health care reform.
Yesterday, psychologist and political consultant Drew Westen had yet another op-ed in a major newspaper (the Washington Post this time) explaining that all of Barack Obama’s troubles come from a failure to use rhetoric effectively. Don’t get me wrong, I think rhetoric is important—in fact, I’ve spent much of the last ten years or so writing about it. But Westen once again seems to have fallen prey to the temptation of believing that everything would be different if only a politician would give the speech he’s been waiting to hear. There are two problems with this belief, the first of which is that a dramatic speech almost never has a significant impact on public opinion. The second is that Barack Obama did in fact do exactly what Drew Westen and many other people say they wish he had done.
This is only one part of Westen’s piece, but I want to focus on it because it’s said so often, and is so absurd:
In keeping with the most baffling habit of one of our most rhetorically gifted presidents, Obama and his team just didn’t bother explaining what they were doing and why. To them, their actions were self-evident. But nothing is self-evident when your opponents are spending millions of dollars to defeat you. Instead, the White House blundered around with memorable phrases such as “bending the cost curve,” which didn’t speak to the values underlying the need for health-care reform.
My God, do people ever have short memories. They “didn’t bother explaining what they were doing and why”? Oh sure, if only Obama had, say, given a major speech about health-care reform, explaining to the public the principles behind his plan and the practical steps he would take! That would have changed everything! Oh, but wait—he did. Multiple times. Here‘s a speech he gave on it in June 2009. Here‘s a speech he gave on health-care reform to a joint session of Congress that September—maybe you’ve forgotten about it, but it was a pretty big deal at the time. Here‘s another speech he gave on it. We could go on.
Any time you’re tempted to say, “The President has never said X!,” you really ought to take some time to see if it’s true, because chances are he has. And in this case, the president made the case for health care hundreds of times. He did it on an almost daily basis for an entire year. The fact that his campaign of persuasion wasn’t as successful as many of us wanted it to be doesn’t mean he and his administration just forgot to talk to the public about health-care reform.
In fairness, when President Obama himself was asked about his biggest mistake in an interview not long ago, he said it was that he had spent all his time on getting the policies right and hadn’t spent enough time communicating with the American people. But that’s the presidential version of the job interview response, “My greatest weakness? I guess it’s that I work too hard.” The fact that he says it, and the fact that you might like to believe it’s true, doesn’t make it so.

“You’re Not Just A Chump”: Mitt Romney Thinks You’re A Sucker
You don’t have accounts in the Caymans? What a chump.
Back in January, when he was asked during a primary debate about the taxes he pays, Mitt Romney made the somewhat odd assertion that “I pay all the taxes that are legally required and not a dollar more. I don’t think you want someone as the candidate for president who pays more taxes than he owes.” As I’ve written before, this would seem to indicate that Romney believes that if you don’t have a team of accountants who can ferret out every last loophole to minimize your tax bill then you’re just a sucker, so pathetic that you are unworthy of occupying the highest office in the land. But maybe I was being unfair. After all, I’ve been critical of the campaign habit of reading too much into any particular statement a candidate makes. We all say things that upon reflection we’d like to put another way or take back completely, so maybe Romney didn’t quite mean it the way it sounded.
But once you repeat a statement like that more than once, we can be pretty sure you do in fact mean it. And based on what he said in an interview yesterday with ABC News, we can be pretty sure Mitt Romney genuinely believes that if you paid an extra dollar to the federal government, then you’re not just a chump, you’re such a chump we wouldn’t want you to be president:
From time to time I’ve been audited as happens I think to other citizens as well and the accounting firm which prepares my taxes has done a very thorough and complete job pay taxes as legally due. I don’t pay more than are legally due and frankly if I had paid more than are legally due I don’t think I’d be qualified to become president. I’d think people would want me to follow the law and pay only what the tax code requires.
Think about this for a moment. Romney thinks that paying more than you owed, or even failing to take advantage of every last loophole and tax shelter you could, is so despicable it’s disqualifying, as though it were a moral transgression on par with, I don’t know, stealing a car or abusing your wife or something.
Not only that, both times he has said this he projects the belief onto other people as well. “I don’t think you want someone” the first time, “I’d think people would want me” this time. If I had to hazard a guess, I’d say this has its roots in Romney’s time in the private equity world. If you’re investing with a private equity firm, you want the leader of that firm to be smart, thorough, and ruthless. You want him to squeeze every last penny he can from every available source, and of course minimize the taxes he and you will pay. If he says, “I could have set up an elaborate network of shell companies in the Caribbean, but I decided not to,” you might think he had failed you, since the only goal in the endeavor is to make as much money as possible and keep the government’s hands off it.
But the presidency isn’t the chairmanship of a private equity firm, and maybe, just maybe, the qualities that make one effective at the latter aren’t precisely the qualities we want in the former.
Finally, I’d be remiss if I didn’t note that the real issue is that we have a tax system that allows people like Mitt Romney, who takes in about $20 million a year despite the fact that he hasn’t actually held a job in five years other than running for president, to pay a laughably low tax rate, while people who actually work for a living pay a far higher proportion of their income in taxes. Weirdly, Romney thinks that system is just peachy, and he would actually like to tilt it even farther in favor of the wealthy.

“A Not So Distant Nightmare”: Women Will Get Pushed Off The Fiscal Cliff
Remember that time when Congress almost defaulted on our debt? It may seem like a distant nightmare, but we’re still living with repercussions from the debt ceiling showdown. In order to get Congress to lift the ceiling a year ago, President Obama struck a deal that will cut $2.4 trillion in spending over ten years and formed a Congressional committee that was supposed to recommend ways to cut another $1.5 trillion from the deficit. If the committee failed to come up with the cuts, sequestration would kick into gear, with $1 trillion in cuts evenly split between defense and non-defense spending come January 2. The latter never came to fruition, so we’re now on a collision course with the former.
These automatic cuts, known as sequestration, have (unsurprisingly) become a political hot potato. They’ve even trickled into the campaign trail. But if the cuts move forward, the pain won’t just be political. They’ll hurt everyday Americans—but not across the board. Women are going to shoulder a disproportionate amount of the burden. While the defense lobby has been loudly pushing back on the $500 million to be slashed from its budgets, the $500 million cuts from domestic programs could be devastating, especially for women.
Education will take a big hit, which impacts women in more ways than one. Immediately of concern will be the fact that 100,000 children could get bumped from Head Start’s rolls, out of a total of 962,000. That’s because the automatic cuts will take a $590 million chunk out of federal spending on the program. That comes on top of a huge decline in state financing for the program over the past decade or so—it fell 45 percent, or $122 million. While there have been concerns raised about whether Head Start’s effects actually stay with enrollees, working mothers need more childcare options when they head to their jobs, not fewer. Less than 60 percent of 3-to-5-year-olds are enrolled in an organized childcare or early education program, and just about half of low-income children are. Those numbers can only go down after these cuts take effect.
Speaking of childcare, working mothers who rely on options other than Head Start will also suffer. Assistance for 80,000 kids will dry up after the cuts take effect. The recession has already hammered this spending at the state level. While federal funds had flowed in to support these programs through the stimulus, by the end of 2010 the money had dried up. That meant that thirty-seven states pulled back on assistance in one form or another last year, making families worse off than a decade ago, according to analysis by the National Women’s Law Center.
Women will also, of course, share some of the pain from cuts to other programs like AIDS drug assistance and substance abuse treatment programs. And while these cuts sound bad now, they could actually get worse down the road. While there’s now a “firewall” between defense and non-defense spending to make sure both are equally cut, that disappears after two years. NWLC has warned that this could mean a bigger share of the cuts fall on the non-security programs at that point.
The spending cuts will trickle down in other ways. It’s not just mothers who will find their struggles increasing. Women are the majority of the public sector workforce—and they’ve lost more than their share of those jobs as federal and state spending has been slashed during the recovery. These cuts will only push that trend along. Cuts to Head Start alone will eliminate 30,000 teacher, aide and administrative positions.
Other public sector workers could be hit. If (and when) federal spending is cut from state and local budgets, many may have to eye even more government layoffs. Just after the debt ceiling deal was announced, mayors and governors were already bracing for the cuts to impact their budgets. Budget restrictions at the federal level also mean many agencies will likely have to turn to furloughs, hiring freezes and layoffs.
The sequestration cuts may have morphed into an election-year football, but they have real consequences for Americans who are already struggling to get by. And women, who have really suffered from the sluggish recovery, are going to be hit fastest and hardest. While figures in the millions and billions are hurled like insults from side of the aisle to the other, it’s worth keeping in mind how drastic the real-life consequences will be and who will feel them.

“The Perpetually Untimely Conversation”: The Second Amendment And The Fantasy Of Revolution
Even though the National Rifle Association and its supporters believe that there is never any good time to have a national conversation about gun policy in the United States, the latest example in a too-long string of mass murders has indeed prompted calls for exactly such a dialogue. These conversations proceed along the same lines every single time one of these incidents occurs. On one side are the people who think it should be at least somewhat harder, if not illegal, to own assault rifles and 100-round clips. These people tend to think that at the very least, we need to make sure that random individuals are not able to buy these kinds of weapons anonymously and with no background check, so at the very least we can make sure that violent criminals aren’t stocking up on a full arsenal.
The arguers on the other side of this perpetually untimely conversation say that conversely, the problem isn’t too many guns, but not enough guns. That if only there had been more people with loaded guns who felt like they could be heroes in a loud, dark theater among the screaming, the tear gas, and the rapid fire of 71 shots from a semiautomatic weapon, that the shooter could have been neutralized. Whether or not the people who claim this have ever been in a dark theater filled with tear gas and terrified innocent victims attempting to avoid the storm of bullets from a shooter who could be anywhere is immaterial: It is a theoretical possibility to live out a heroic fantasy, and so we must keep the dream alive.
But even more than that, they argue, the Second Amendment is not about the rights of hunters, or those who wish to have weapons to defend their persons and property against intruders—again, things for which an AK47 might not be the best choice. Indeed, the Amendment should specifically protect the right to own assault rifles because the original intention is to allow citizens to resist the military of an attempted takeover by a tyrannical federal government—the precise fear of which has for some reason risen significantly since Barack Obama was elected as president. But more on that later.
This brings up a question: Has anyone actually thought through the realities of staging a domestic insurgency against the armed forces of the United States?
Ignoring for a moment the paradoxical reality that the people who so fervently believe that they need assault rifles to protect themselves against our own military are so often the same people arguing that we should continue to spend more money on that same military than all other countries spend on theirs combined, the first conclusion anyone would come to is that a successful domestic insurgency would need far more than than an assault rifle. When the Second Amendment was written in the late 18th century, the main weapons of war consisted of muskets and flintlock pistols. There are two very worthwhile things to note about this period in weaponry: First, it would have been very difficult for any individual to walk into a crowded theater and commit a massacre with one of these weapons, mainly because by the time the shooter had managed to reload the weapon, everyone could have already run out of the theater, or even escaped at a leisurely stroll after pulling the assailant’s knickerbockers over his wig. But secondly, a group of ordinary citizens, so armed and with the proper training, could pose a significant threat to an invading army, which would be comparably armed.
These days? Things are obviously somewhat different. This will become especially obvious should one find themselves face-to-face with an M1A1 Abrams tank with a Predator drone hovering above raining down hellfire missiles from the sky. One doesn’t need field tests or a war games simulation to realize that even military-grade infantry weapons won’t be very effective against that type of technological terror. If we’re serious about enabling citizens to resist a tyrannical takeover by our nation’s armed forces, it’s immediately clear that we would need to start talking about legalizing far more than just guns. Any well-armed insurgency will need rocket-propelled grenades and surface-to-air missiles; beyond that, we should be talking about making it legal for pilots to retrofit any aircraft they own with whatever caliber of cannon their planes will support.
But previous history has taught us that perhaps the most effective insurgency weapon is the Improvised Explosive Device. If we are serious about defending American liberty against our own military, it’s clear that we need our patriotic bomb-makers to have the freedoms they need to defend our country. As long as our government is monitoring and regulating purchases of fertilizers and other nitrates that could be used to make the explosives we need for self-defense, it’s quite clear we can’t have the freedoms we deserve to defend ourselves against tyranny. And while we’re at it, our nation’s sovereign citizens shouldn’t be bound by United Nations treaties on self-defense items like chemical and biological weapons. The fear of anthrax or sarin gas might be the only thing that keeps our own tyrannical military from attempting to overwhelm our hard-earned freedoms. And while it’s doubtful that any individual would have the wherewithal to build or acquire their own suitcase nuke, that person should certainly be free to do so: It’s the ultimate in self-defense, is it not? The sum of all fears?
But let’s conclude back in the real world. If the types who advocate for the Second Amendment as defense against tyranny were serious about their motivations, they would very quickly realize the inconsistency of having their arguments apply to guns alone, and seek to expand its scope to apply to weapons that actually had a hope of doing the duty for which they believe the Constitution provides. But those who say they dream of rebellion do no such thing, meaning that they either haven’t thought through the consequences of their ideology, or that it is a cover for a motivation that dares not speak its name in polite circles, even if right-wing radio shock jock Neal Boortz did:
And I’ll tell you what it’s gonna take. You people, you are – you need to have a gun. You need to have training. You need to know how to use that gun. You need to get a permit to carry that gun. And you do in fact need to carry that gun and we need to see some dead thugs littering the landscape in Atlanta. We need to see the next guy that tries to carjack you shot dead right where he stands. We need more dead thugs in this city. And let their — let their mommas — let their mommas say, “He was a good boy. He just fell in with the good crowd.” And then lock her ass up.
Now that Barack Obama is the president, it’s simply that the people who fantasize about “standing their ground” against minorities and the people who fantasize about defending themselves against an intrusive government just happen to have even more interests in common.
