“Let’s Be Clear”: The Congressional Resolution On Chemical Weapons Is Completely Different From The Iraq War Resolution

There has been a lot said in the last week comparing the Congressional resolution authorizing the use of force to punish Bashar al Assad’s government for using chemical weapons to the resolution authorizing the Iraq War. Nothing could be further from the truth.

As an ardent opponent of the Iraq War resolution, I am proud to say that 60 percent of the Democrats in the House of Representatives voted against authorizing the Iraq War. Today, I support the resolution authorizing force to sanction the use of chemical weapons in Syria.

There are five major differences between the current resolution and the one that authorized the Iraq War:

1). The President is asking for a narrow authorization that the U.S. exact a near-term military price for Assad’s use of chemical weapons. He is not asking for a declaration of War – which is exactly what George Bush asked from Congress in Iraq.

George Bush sent thousands of U.S. troops to overthrow the government and then occupy Iraq. He spent what will ultimately be trillions of dollars to overthrow the Iraqi regime and then conduct a 10-year campaign to pacify the country.

The President’s proposal to Congress is not intended to overthrow the government of Syria. And it certainly does not involve conducting an American war against Syria. This is not an action that the President would have contemplated absent the use of chemical weapons. This resolution is intended entirely to make the Assad regime pay a price for their violation of a 100-year international consensus that the use of chemical weapons is unacceptable in the civilized world.

Some have argued that killing people with chemical weapons is no worse than killing them with a gun or a bomb. Both are horrible. But the difference that created a worldwide consensus against their use is that they are weapons of mass destruction. Like biological and nuclear weapons they are distinguished by two characteristics that would make their regular use much more dangerous for the future of humanity than guns and bombs:

  • They can kill massive numbers of people very quickly.
  • They are completely indiscriminate. They kill everything in their path. They do not discriminate between combatant and non-combatants — between children and adults.

Those two characteristics make weapons of mass destruction different from other weapons. In the interest of our survival as a species we must make the use of all weapons of mass destruction unthinkable. That must be one of humanity’s chief goals if it is to survive into the next century.

There has been talk about “other options” to punish Assad and deter him from using chemical weapons in the future. But the fact is that the only price that matters to Assad — or to anyone who is in the midst of a military struggle — is a military price.

There is a worldwide consensus that no matter how desperate someone’s military situation, the use of chemical weapons in specific — and weapons of mass destruction in general — is never justified.

When combatants are in the midst of a military struggle, they don’t really care about their “reputation” or even the economy of their country. They care about their military situation.

That is not true of countries like Iran or any other country that is not at war. Economic sanctions and diplomatic pressure are important levers on most countries and governments — but not governments in the midst of military battles that threaten their survival.

As a result, to reduce the likelihood that an actor like Assad will use chemical weapons again, he has to experience a military sanction — the degradation of his military capacity — because at the moment, that’s all he cares about. I’m sure Assad would be happy to worry about whether he is indicted by the International Criminal Court, or the state of the Syrian economy at some time in the distant future. Right now he cares about his military capacity.

If we do nothing, the odds massively increase that he will use chemical weapons again, because he knows that they work to kill huge numbers of his opponents — and that he can do so with impunity. That would be a disastrous setback for humanity’s critical priority of banning the use of weapons of mass destruction — weapons that could easily threaten our very existence.

2). The resolution on chemical weapons explicitly limits the authorization to 90 days. The resolution on Iraq was unlimited — and resulted in a conflict lasting over a decade.

Opponents have questioned whether short-term air strikes could be effective at substantially degrading Assad’s chemical weapons infrastructure. There is no guarantee. But there is some precedent for believing they can. As Walter Pincus wrote in today’s Washington Post:

…the precedent worth recalling is Operation Desert Fox in December 1998, in which the Clinton Administration went after Iraqi leader Saddam Hussein’s facilities for weapons of mass destruction over four days.

Although the operation almost immediately faded from the American public’s mind because it was followed quickly by the House impeachment debate, it did destroy Iraq’s WMD infrastructure, as the Bush administration later discovered.

3). The resolution on Iraq was based on faulty — actually fabricated — intelligence about the supposed presence of weapons of mass destruction in Iraq. Those “intelligence” assessments turned out to be totally untrue — much of it manufactured.

The resolution on chemical weapons is not based on anyone’s estimate of the likelihood that Assad has weapons of mass destruction. It is based on their actual use — recorded and widely distributed on video — and intercepts that document the orders for their deployment.

4). The Iraq War Resolution involved the commitment of American troops — on the ground — where thousands of them died and thousands more were maimed. This resolution explicitly precludes American troops on the ground in Syria.

5). President George Bush, Dick Cheney, Donald Rumsfeld and their entire team wanted to invade Iraq. The Neocons desperately wanted to finish what they started with Desert Storm. They had an imperial vision of America’s role in the world that involved American domination of the Middle East through the projection of military power. That vision turned into the nightmare in Iraq. Iraq became one of the great foreign policy disasters of all time.

President Obama and his team have exactly the opposite goal. The team is composed of people who opposed the War in Iraq — and the Neocon world-view — including the President who was against the War in Iraq from the first day.

He has been very explicit that his aim is to end America’s wars in the Middle East — not to begin another.

Bush and his team used the false specter that Saddam Hussein had weapons of mass destruction — and was behind the 9/11 attacks — to drive America into a war that had nothing to do with either.

On the contrary, President Obama is motivated entirely by his goal of enforcing the international consensus against using chemical weapons — not starting a war. In fact, he has done everything in his power for two years to avoid America’s military involvement in the Syrian civil war.

Some have argued that those who opposed the Iraq War Resolution, but support the President’s proposal, would have opposed a similar resolution if it had been presented by George Bush. And the answer is yes, that is clearly a factor. The motivations and world-view of the people you are empowering to use military force should matter a great deal. The fact is that while Bush and the Neocons might have tried to use a resolution to start a long war — the Obama team will not.

Progressives may differ on whether using military action to sanction Assad is the correct course of action for the United States. But the argument that Obama’s proposal to use military means to sanction the use of chemical weapons by Assad is analogous to the Bush’s rush to war in Iraq is just plain wrong.

“The Bush Burden”: Draped Over Congress Like Scrooge’s Ghost

He’s there in every corner of Congress where a microphone fronts a politician, there in Russia and the British Parliament and the Vatican. You may think George W. Bush is at home in his bathtub, painting pictures of his toenails, but in fact he’s the biggest presence in the debate over what to do in Syria.

His legacy is paralysis, hypocrisy and uncertainty practiced in varying degrees by those who want to learn from history and those who deny it. Let’s grant some validity to the waffling, though none of it is coming from the architects of the worst global fiasco in a generation.

Time should not soften what President George W. Bush, and his apologists, did in an eight-year war costing the United States more than a trillion dollars, 4,400 American soldiers dead and the displacement of two million Iraqis. The years should not gauze over how the world was conned into an awful conflict. History should hold him accountable for the current muddy debate over what to do in the face of a state-sanctioned mass killer.

Blame Bush? Of course, President Obama has to lead; it’s his superpower now, his armies to move, his stage. But the prior president gave every world leader, every member of Congress a reason to keep the dogs of war on a leash. The isolationists in the Republican Party are a direct result of the Bush foreign policy. A war-weary public that can turn an eye from children being gassed — or express doubt that it happened — is another poisoned fruit of the Bush years. And for the nearly 200 members of both houses of Congress who voted on the Iraq war in 2002 and are still in office and facing a vote this month, Bush shadows them like Scrooge’s ghost.

In reading “Lawrence in Arabia,” Scott Anderson’s terrific new biography of one outsider who truly understood the tribal and religious conflicts of a region that continues to rile the world, you’re struck by how a big blunder can have a titanic domino effect. The consequences of World War I, which started 100 years ago next year, are with us still — particularly the spectacularly bad decisions made by European powers in drawing artificial boundaries in the Mideast. Syria and Iraq are prime examples.

Until the Syrian crises came to a head, we had yet to see just how much the Bush fiasco in Iraq would sway world opinion. We know now that his war will haunt the globe for decades to come. Future presidents who were in diapers when the United States said with doubtless authority that Saddam Hussein had weapons of mass destruction will face critics quoting Bush, Donald Rumsfeld and Dick Cheney with never-again scorn.

The parallels are imprecise and many degrees apart: Iraq was a full-scale invasion, Syria is a punishment. But there it is — the Bush hangover, felt by all.

At the least, when the main cheerleaders for the last war talk about what to do now, they should be relegated to a rubber room reserved for Bernie Madoff discussing financial ethics or Alex Rodriguez on cheating in baseball.

Rumsfeld has been all over the airwaves with fussy distinctions about this war and his, faulting Obama for going to Congress for approval to strike. Like the man he served in office, he shows not a hint of regret or evidence that he’s learned a thing.

“You either ought to change the regime or you ought to do nothing,” he said this week, as if he were giving fantasy football advice. Calling Obama a weak leader, he said: “Did he need to go to Congress? No. Presidents as commanders in chief have authority, but they have to behave like a commander in chief.” In other words, more swagger, bluster and blind certainty.

Liz Cheney, in a feckless run in Wyoming for the Senate highlighted by a sellout of her own lesbian sister’s right to marry, says she would vote against the resolution to use force in Syria. She’s made a career, such as it is, backing her father’s legacy of waterboarding, nation invading and pillorying supporters of diplomacy before war.

And Senator Marco Rubio, robust defender of the Iraq war, has just cast a no vote on taking action against Syrian President Bashar al-Assad. He did this for one reason: to fend off the Bush-spawned neo-isolationists who will play a big role in the 2016 presidential nomination.

There are people on the public stage who have genuinely agonized over lessons of the Bush disaster. They say, with some conviction, that they will never be fooled again.

But for all of these neocons stuck on the wrong side of history — Dick Cheney, Donald Rumsfeld, John Bolton, say the names loud and clear — it’s not a change in conscience at work; it’s a change in presidents. Later this month, dozens of Republicans in Congress will make the same decision, simply because they hate Obama, and would oppose him if he declared Grandmother Appreciation Day.

The voice that stands out most by his silence, the one that grates with its public coyness, is Bush himself. He has refused to take a side in the Syrian conflict. The president, he said, “has a tough choice to make.” Beyond that, “I refuse to be roped in.”

This is cowardice on a grand scale. Having set in motion a doctrine that touches all corners of the earth and influences every leader with a say in how to approach tyrants who slaughter innocents, Bush retreats to his bathtub to paint.

“Syria And The Return Of Dissent”: Liberating The Country From The Shackles Imposed During The Bush Years On Open Discussion

The debate over Syria is a jumble of metaphors, proof that every discussion of military action involves an argument about the last war. Yet beneath the surface, the fight in Congress over President Obama’s proposed strike against Bashar al-Assad’s regime is a struggle to break free from earlier syndromes to set a new course.

Obama himself is using the imperative that he back up his “red line” against chemical weapons as an occasion to revisit his Syrian strategy. And both of our political parties are emerging from a post-9/11 period of frozen foreign policy thinking to a more natural and intellectually honest exchange over America’s long-term role in the world.

The mood of the public and of many in Congress is summarized easily: “No more Iraqs.” It’s a sensible impulse because the Iraq war never delivered on the promises of those who urged the country to battle. Especially among Democrats who initially endorsed the war, there is a lingering guilt that they never asked the Bush administration the questions that needed to be posed. Belatedly, those queries — about what the intelligence shows and what our goals are — are now being directed to Obama on Syria.

Still, there is another reaction among Democrats and liberals, including Obama. It is a return to a pre-Iraq view that shaped the Clinton administration’s policies in Bosnia and Kosovo after it failed to stop the Rwandan genocide: There are times when American power can be used to keep local wars from flying out of control, to prevent or limit humanitarian catastrophes and, yes, to advance the country’s interests.

Many Democrats supported Bush on Iraq because they mistakenly placed the war in the context of a humanitarian intervention. Yet this guardedly interventionist wing of the party also includes people such as House Democratic leader Nancy Pelosi, who opposed the commitment in Iraq but never stopped believing in the positive uses of American military power. These Democrats are swinging Obama’s way on Syria not for partisan reasons but because he shares their position in the quarrel inside the party.

Nonetheless, Obama faces substantial resistance among Democrats because Vietnam and Iraq turned a large section of the party into principled noninterventionists who set an extremely high bar to any use of America’s armed forces. The same can be said of libertarian Republicans such as Sen. Rand Paul and Rep. Justin Amash. This left-right anti-war coalition has a long American pedigree, going back to the periods before both World War I and World War II.

But that only begins to describe the complexity of the argument on the Republican side. Many in the party instinctively skeptical of foreign entanglements suppressed their doubts during the Bush years. With a Democrat in the White House and 9/11 more than a decade behind us, they now feel they can express them again. This group overlaps with a GOP faction whose one driving ideology involves standing against anything Obama is for.

Republican interventionists, in the meantime, are divided among themselves. Neoconservatives such as Sen. John McCain have an expansive attitude toward deploying American forces and still believe in the Iraq war. Realists such as Sen. Bob Corker do not want a repeat of Iraq but are willing to give Obama a limited mandate to act in Syria. House Speaker John Boehner rather bravely urged passage of a resolution on Syria, knowing that inaction there would undermine a tough approach toward Iran. He finds himself somewhere between these two camps.

Ultimately, after intricate negotiations, the balance of power among all these factions will almost certainly give the president the congressional victory he needs to take action — in part because majorities in both houses know that an Obama defeat on Syria would be devastating to American foreign policy. Wednesday’s 10 to 7 Senate Foreign Relations Committee vote for a resolution was a sign of things to come.

And by forcing this necessary vote in Congress, Obama has forced himself to recalibrate a Syrian strategy that had reached a dead end and to clarify his goals. He is stepping up support for more moderate Syrian opposition elements and his plans to “degrade” Assad’s military are more extensive than simply a warning shot. But he remains deeply wary of committing American troops on the ground.

With luck, Obama will get by this crisis while sending a strong message of American determination to uphold international norms. In the longer run, despite the repeated references to the recent past, the Syria debate signals that the country is finally liberating itself from the shackles imposed during the Bush years on an open discussion of our country’s interests and purposes. Democracy is often slow, but it eventually works.

“Patient Deliberation, Not Imperialism”: On Syria, President Obama Is More Like Woodrow Wilson Than George W. Bush

As President Obama moves toward launching military strikes against the Syrian regime, some have been quick to charge him with hypocritically following in the footsteps of the president he long sought to repudiate: George W. Bush.

Ron Paul kicked things off two months ago with a baseless charge of “fixing the intelligence and facts around the already determined policy.” More recently, a leading Russian legislator claimed Obama would be “Bush’s clone” because “just like in Iraq, this war won’t be legit.” Fox News columnist and strident U.N. critic Anne Bayefsky declared that Obama will be seen as a “hypocrite or a fraud” for not pursuing a U.N. Security Council resolution after “bashing” Bush on similar grounds.

The Bush swipe is a cheap shot. It also misses the far more relevant historical parallel. Obama is not walking in Bush’s footsteps, but Woodrow Wilson’s.

As World War I raged in Europe and civil war erupted in Mexico, Woodrow Wilson won re-election in 1916 on the slogan “He Kept Us Out Of War.” But Wilson’s slogan proved ephemeral, and his strategy of “armed neutrality” finally gave way in the face of German aggression.

Similarly, Obama won the presidency in no small part because of anti-Iraq War sentiment, and was re-elected at least in part for following through on withdrawal. Now Obama faces his own second-term Wilson moment, as Syria’s genocidal tactics severely test President Obama’s foreign policy goals of facilitating democracy, strengthening international institutions, and avoiding “dumb wars” that sap American lives, resources, and global influence.

The similarities do not end there. Both Wilson and Obama sought to turn away from the imperialism of their predecessors while embracing the use of American influence to spread the right of self-determination abroad. Both expressed restraint regarding the use of military force, yet both pushed back on pacifist constituencies in their political bases and kept their options open. Both were charged with vacillation, and both suffered the occasional rhetorical misstep, as they walked those fine lines in the run-up to military action.

Obama was knocked for drawing a “red line” against the use of chemical weapons without being prepared to follow through, arguably giving Syria license to go farther. Wilson quickly regretted saying America was “too proud to fight” in May 1915, three days after Germany sunk the Lusitania and killed 1,198 people, including 128 Americans. Seven months later, Wilson recalibrated. During a speaking tour promoting a new policy of military preparedness, Wilson made a clear break with his party’s pacifist wing: “There is a price which is too great to pay for peace, and that price can be put in one word. One cannot pay the price of self-respect.”

Still, Wilson’s restraint continued through the 1916 re-election campaign. Then less than three months after Election Day, Germany secretly cabled Mexico, proposing an alliance and offering three American states upon victory. Britain intercepted the code and fed it to Wilson, who publicized it and then took another two months before concluding it was time to enter the war.

Wilson risked being portrayed as a hypocrite, or even an outright liar, considering his campaign slogan. But as it turned out, his patient deliberation and clear reluctance for war buttressed his credibility when the moment for intervention came, helping to bring along a reluctant public.

Most importantly, Wilson did not betray his core principles. He did not flip from isolationism to imperialism. He had been seeking to play the role of peace broker, and end the war in a fashion that would move the world away from colonization and toward self-determination.

Shortly before he knew of Germany’s Mexican machinations, he laid out his vision in his “Peace Without Victory” address. Instead of a harsh peace in which the victor punishes the defeated, claims new territory, and sows the seeds of future conflict, Wilson saw a compromise settlement between belligerents, moving the world towards democratic governance and establishing a new “League of Nations” international body to prevent future world wars.

Wilson stuck by this vision even after he picked a side in the war, rejecting calls from both allies abroad and Republicans at home for an “unconditional surrender.”

Here too does Obama overlap with Wilson. Military action in Syria is not a betrayal of Obama’s foreign policy principles.

This is not a repeat of Bush-style neo-conservatism. There is nothing from the Obama White House that suggests a desire to handpick Syria’s leaders, establish permanent military bases, or claim natural resources. While Obama may not seek a U.N. Security Council resolution as he did to oust Libya’s Moammar Gadhafi, he is also not suddenly snubbing international law, as he reportedly sees justification in existing treaties such as the Geneva Conventions and the Chemical Weapons Conventions.

The administration’s emphasis on limited strikes makes clear that President Obama still wants to do all he can to avoid ending his presidency with a “dumb war” that would mire the United States in a hopeless quagmire.

The White House has even stated that the military strikes will not be designed to spark “regime change,” instead stressing that “resolution of this conflict has to come through political negotiation and settlement.” In other words, it anticipates some sort of power-sharing agreement between Syrian factions, leading to a government that is fully representative of all Syrian people. This policy objective harkens back to Wilson’s “Peace Without Victory.”

Of course, none of the above guarantees that Obama’s vision will triumph. Wilson learned that the hard way.

Wilson did succeed in accelerating the end of the war and jump-starting a negotiated settlement. But after long multi-party negotiations that he personally undertook, Wilson reluctantly accepted harsher terms for Germany’s surrender than he deemed fair. And a debilitating stroke in 1919 muddled his thinking and warped his ability to compromise with the Republican-led Senate, dooming ratification of the treaty and America’s entry into the League of Nations.

But Wilson’s inability to close the deal doesn’t mean he was foolish to try. He came pretty close, and a healthier Wilson with a stronger foreign policy team could well have pulled it off. In fact, President Franklin Roosevelt’s team did just that, proving Wilson’s wisdom correct with the founding of the U.N. after World War II. We have not suffered world wars since.

Obama may be taking a mighty gamble, but it is in pursuit of self-determination and an international order intolerant of genocide, not an ignoble quest for empire.

“A Classic Dick Cheney Modifier”: Ready For The Anniversary, But Never The Actual Day

Dick Cheney won’t let a little thing like the absence of credibility stand in the way of cheap shots, as he hopes to exploit the deaths of Americans abroad for partisan gain.

Former Vice President Dick Cheney criticized the Obama administration on Tuesday for its handling of the September 11, 2012 terror attack on the U.S. Consulate in Benghazi, Libya, calling it ‘a failure of leadership.’ Cheney said U.S. leaders should have been better prepared for violence on the anniversary of the al-Qaeda attacks on the World Trade Center and the Pentagon in 2001.

‘They should have been ready before anything ever happened,’ Cheney told MailOnline exclusively during a party in Georgetown celebrating the launch of a new book by former Secretary of Defense Donald Rumsfeld. ‘I mean, it’s North Africa – Libya, where they’ve already had major problems,’ Cheney said.

Actually, “North Africa” is a pretty big place, as Cheney may recall. To say the Obama administration, the U.S. military, and all U.S. diplomatic outposts in the region “should have been ready” is easy for a failed former official to say from his Beltway home, but in practice, it’s a little more complex. Indeed, we’re talking about Benghazi, Libya, where support for the U.S. is strong and we were arguably less likely to face a violent attack.

But this was the part of Cheney’s harangue that struck me as especially noteworthy.

‘When we were there, on our watch, we were always ready on 9/11, on the anniversary,’ he recalled.

Yes, “on the anniversary” is an instant Cheney classic, because on their watch, they certainly weren’t ready “on 9/11” itself.

George W. Bush received an intelligence briefing on Aug. 6, 2001, at which he was handed a memo with an important headline: “Bin Laden Determined to Strike in U.S.” Bush, however, was on a month-long vacation at the time. He heard the briefer out and replied, “All right. You’ve covered your ass, now.” A month later, al Qaeda killed 3,000 people.

“On the anniversary,” however, Cheney wants us to know they were ready, presumably everywhere, for everything.

Honestly, isn’t it about time this guy enjoyed a little quiet time?
