“Don’t Believe The Hype”: The Rubio Phenomenon Is An Advertisement For Republican Denial

Let’s just say it: Marco Rubio is the Wes Clark of 2013. Only with many fewer accomplishments.

It pains me to say this because I’m an admirer of Gen. Wesley Clark. I think he would have made a good president. He was an extremely accomplished career military officer. He was also a West Point valedictorian and Rhodes Scholar, so you might say a Democrat’s vision of what a warrior-scholar should be.

But there’s a difference between a person’s innate qualities and accomplishments and the reason they become the person of the moment or get seized upon for some special role by a political party. And there’s no question Democrats seized on Clark in 2003/2004 because his credentials as a retired 4 star general and a combat vet promised to serve as a heat shield to protect them from charges of weakness in an era in which an aggressive national security posture was the sine qua non of national elections.

Nor was Clark the only example. Finding the retired General or combat vet to carry the Democratic banner was a thing for a couple decades — and for obvious reasons: the public consistently rated Republicans better on national security issues.

But nominating a general doesn’t solve the political problem. Ask President Kerry. And neither will nominating Marco Rubio or putting him at the party’s helm.

We hear today that not only is he young and ‘on social media’, he also “knows who Tupac is.” And of course this week he will deliver the Republican response to the President’s State of the Union address.

Supporters can note that if Rubio ran for president in 2016 his time on the national stage would be precisely the same as Barack Obama’s was in 2008. And they’d be right. But Rubio isn’t a rising political star. The mechanics are different. It’s more like the party’s lack of traction with youth and minority voters is creating a vast zone of negative pressure, sucking him up to the heights of the party structure in Washington.

The Rubio phenomenon is more than anything an advertisement for Republican denial. Saying he’s happening because he can identify a rapper who’s been dead for going on 20 years just brings it to the level of self-parody.

So is Rubio the new face of the GOP? Doubtful. He’s for immigration reform. But the only Republicans currently holding power in Washington say they’re against it. So his big sell immediately puts him at odds with the heart of his party.

This doesn’t mean Rubio will crash and burn or fall short of his party’s high hopes for him. As I noted a few days ago, sometimes a politician can be hoisted to the heights for reasons that have little to do with who they really are but end up having a level of innate political skill that they can grab that opportunity and ride it to the top. So it’s possible. But very doubtful. The Wes Clark boomlet is a much better predictor.

“Foolish And Bellicose”: The Failure Of The Anti-Hagel Campaign

Former Sen. Chuck Hagel’s confirmation as secretary of defense was really never much in doubt, despite the clamorous complaints of a few vocal conservatives. Still, Hagel’s likely confirmation has gained additional support in recent weeks that make his success all but certain. Despite the concerted efforts of a few outside Republican interest groups and a steady stream of hostile coverage from conservative media outlets, Hagel has received the public support of numerous former national security officials, diplomats, and retired military officers, as well as securing endorsements from several senators even before his hearing began today. Excluding members of the Bush administration, Hagel’s nomination has been endorsed by every living former secretary of defense and secretary of state. Faced with an unprecedented campaign of character assassination and misrepresentation in the media, Hagel has become a rallying point for Americans across the political spectrum interested in greater prudence and restraint in the way the U.S. acts overseas.

While it shouldn’t make a difference to the final outcome, Sen. Lindsey Graham’s threat to put a hold on Hagel’s nomination until outgoing Secretary Leon Panetta testifies on the Benghazi attack is a reminder that issues that are mostly irrelevant to Hagel’s competence to run the Defense Department have dominated the debate over this appointment. Hawkish Republicans have argued that then-Sen. Hagel’s relatively mild dissent on issues related to Israel and Iran disqualify him for the job. However, most of these have no bearing on the responsibilities Hagel will have at the Pentagon, and those that do should increase the public’s confidence in Hagel rather than undermine it. This has underscored the overwhelmingly ideological nature of the campaign against him, which has had more to do with policing what current and future politicians can say on foreign policy than it does with selecting the right people to serve in the Cabinet.

So it appears that the anti-Hagel campaign has failed. The Democratic defections that conservatives coveted never materialized, and this week, the first Republican, Thad Cochran of Mississippi, announced his support for the nomination. The anti-Hagel campaign has mainly managed to waste its donors’ money, and it has made the politicians that have sided with it appear foolish and bellicose, and all for the sake of “taking a stand” against a nominee who, lest we forget, is a Republican.

Still, at least 15 Senate Republicans have declared their opposition to Hagel or are reported to be leaning in that direction, which reflects just how committed a large number of the party’s leaders still are to a hard-line foreign policy vision that has brought the GOP and the country nothing but woe for the last decade. The failure of the anti-Hagel effort could be a final straw that breaks the hold that the worst hard-liners have had on the party, but so far, there is not much evidence of that. In the meantime, the message that most people will receive is that leading Republicans have learned nothing from their past failures and seek retribution against those in their party that have.

After all, Hagel was one of the few national Republican figures who saw the potential pitfalls in Iraq before the invasion, and later came to recognize the full extent of the folly of the U.S. war there. Most of his Republican colleagues in Washington have still not fully reckoned with the disastrous decision to invade in 2003, and to make matters worse, they insist on holding Hagel’s skepticism about the wisdom of attacking Iran against him. Each charge they make against Hagel for being too “soft” on Iran bounces back on them and marks them as the reflexively, dangerously aggressive people that they are.

The good news for the country is that a competent and qualified nominee for the Defense post will almost certainly be approved by the Senate in the near future. Unfortunately, a large number of Hagel’s fellow Republicans have done their best to use this confirmation process to inflict even more damage on their party’s battered reputation on foreign policy and national security. Hagel’s nomination should have been a chance for Republicans to start repairing the party’s image in the eyes of the public. They are well on their way to squandering it.

“Defense Hawks Swoop”: House Republicans Pushing Back Strongly Against John Boehner On Defense Cuts

John Boehner should probably stop doing interviews.

His reported talk with the Wall Street Journal‘s Stephen Moore that was published Monday under the provocative title “The Education of John Boehner” (an illusion, I am confident, to William Greider’s famous “The Education of David Stockman” piece in late 1981 that nearly got Stockman fired as Reagan’s budget director) is continuing to cause him problems. Intended, presumably, to convey a sadder-but-wiser-and-tougher sense of his negotiating posture on fiscal issues after the “fiscal cliff” deal, the story got lots of attention for Boehner’s assertion that “the tax issue is resolved,” and some for his depiction of the stark differences between himself and the president on every basic fiscal and economic issue.

But the part of the story that’s biting him in the butt right now involves the spending sequestration that was recently delayed for two months, and that had been widely considered a leverage point for the White House with Republicans, given their frantic desire to spare the Pentagon any cuts. The Hill‘s Russell Berman and Jeremy Herb explain:

In his interview with The Wall Street Journal, Boehner said that during the late stages of the fiscal-cliff negotiations, it was the White House — and not Republican leaders — that demanded a delay in the $109 billion in scheduled 2013 cuts evenly split between defense and domestic discretionary programs. Senate Republican Leader Mitch McConnell (Ky.) and Vice President Biden ultimately agreed to push the sequester back by two months, partially offsetting it with other spending cuts and leaving $85 billion in remaining 2013 cuts in place.

The Speaker suggested the sequester was a stronger leverage point for Republicans than the upcoming deadline to raise the debt ceiling, for which he is insisting on spending cuts and reforms that exceed the amount in new borrowing authority for the Treasury. Therefore, the willingness of Republicans to allow the sequester to take effect is “as much leverage as we’re going to get,” Boehner told the Journal.

Negotiating 101 tells you that you don’t make that kind of assertion unless you’ve got your ducks in a row and know you won’t be undercut by the people you claim to be speaking for. It seems Boehner did not do any of those things:

House Republican defense hawks are pushing back strongly against Speaker John Boehner’s (R-Ohio) claim that he has GOP support to allow steep automatic budget cuts to take effect if President Obama does not agree to replace them with other reductions….

Not so fast, two defense-minded House Republicans told The Hill.

“I don’t support that,” said Rep. Duncan Hunter (R-Calif.), a member of the Armed Services Committee whose district includes one of the nation’s largest military installations. “You get into dangerous territory when you talk about using national security as a bargaining chip with the president…”

One defense-minded Republican lawmaker said Boehner’s position would amount to a broken promise to his conference.

“In order to get the Republican Conference to pass the debt-limit increase last time, he promised them sequestration would not go in place,” the Republican House member said, speaking on the condition of anonymity. “To be using sequestration and these defense cuts in the next debt-limit talks certainly is pretty bad déjà vu for the Republican Conference.”

So all Boehner really accomplished in his boast to Stephen Moore was supplying further evidence that he had it backwards: Obama has the leverage on the defense sequester, and Boehner is just blustering.

You know, there’s a natural tendency to think that people who have risen to the top of any profession are reasonably bright, and are advised by dazzlingly bright folk who truly earn their bloated salaries as strategic wizards. Time and again, that turns out not to be so true.

“The Right Call”: Why Susan Rice Withdrew Her Name From Secretary Of State Consideration

On Thursday I asked that President Obama no longer consider me for the job of secretary of state. I made this decision because it is the right step for this country I love. I have never shied away from a fight for a cause I believe in. But, as it became clear that my potential nomination would spark an enduring partisan battle, I concluded that it would be wrong to allow this debate to continue distracting from urgent national priorities — creating jobs, growing our economy, addressing our deficit, reforming our immigration system and protecting our national security.

These are the issues that deserve our focus, not a controversy about me. On Sept. 16, when Secretary of State Hillary Clinton was unavailable after a grueling week, the White House asked me to appear on five Sunday talk shows to discuss a range of foreign policy issues: the protests against our diplomatic facilities around the world; the attack in Benghazi, Libya; and Iran’s nuclear program.

When discussing Benghazi, I relied on fully cleared, unclassified points provided by the intelligence community, which encapsulated their best current assessment. These unclassified points were consistent with the classified assessments I received as a senior policymaker. It would have been irresponsible for me to substitute any personal judgment for our government’s and wrong to reveal classified material. I made clear in each interview that the information I was providing was preliminary and that ongoing investigations would give us definitive answers. I have tremendous appreciation for our intelligence professionals, who work hard to provide their best assessments based on the information available. Long experience shows that our first accounts of terrorist attacks and other tragedies often evolve over time. The intelligence community did its job in good faith. And so did I.

I have never sought in any way, shape or form to mislead the American people. To do so would run counter to my character and my life of public service. But in recent weeks, new lines of attack have been raised to malign my character and my career. Even before I was nominated for any new position, a steady drip of manufactured charges painted a wholly false picture of me. This has interfered increasingly with my work on behalf of the United States at the United Nations and with America’s agenda.

I grew up in Washington, D.C., and I’ve seen plenty of battles over politics and policy. But a national security appointment, much less a potential one, should never be turned into a political football. There are far bigger issues at stake. So I concluded this distraction has to stop.

This was the right call, for four reasons.

First, my commitment to public service is rooted in the belief that our nation’s interests must be put ahead of individual ones. I’ve devoted my life to serving the United States and trying to mend our imperfect world. That’s where I want to focus my efforts, not on defending myself against baseless political attacks.

Second, I deeply respect Congress’s role in our system of government. After the despicable terrorist attacks that took the lives of four colleagues in Benghazi, our government must work through serious questions and bring the perpetrators to justice. We must strengthen security at our diplomatic posts and improve our intelligence in a volatile Middle East. Accomplishing these goals is far more important than political fights or personal attacks.

Third, the American people expect us to come together to keep our nation safe. U.S. leadership abroad is and always has been strengthened when we transcend partisan differences on matters of national security. America is seriously weakened when politics come first. If any good can come out of the experience of the past few months, I hope that it will be a renewed focus on the business of the American people — and a renewed insistence that the process of selecting potential candidates for high national security office be treated in the best bipartisan traditions of our country.

Finally, I have a great job. It’s been my highest honor to serve as U.S. ambassador to the United Nations. I’m proud that President Obama has restored our global stature, refocused on the greatest threats to our security and advanced our values around the world.

I’m equally proud of the many successes of my tremendous team at the U.S. Mission to the United Nations: saving countless civilians from slaughter in Libya, imposing the toughest sanctions ever on Iran and North Korea, steadfastly defending Israel’s security and legitimacy, and helping midwife the birth of the world’s newest nation, South Sudan.

These efforts remind us that we can do so much more when we come together than when we let ourselves be split apart. That’s a lesson I will carry with me as I continue the work of the American people at the United Nations.

“Debilitated, Angry And Envious”: John McCain Descends Further Into Incoherence

At this point, when it comes to the political controversy surrounding the Benghazi attack, I no longer know what Sen. John McCain (R-Ariz.) is complaining about. He’s raised questions, which have been answered. He’s raised theories, which have been debunked. He’s smeared Susan Rice, but he knows her only crime is sharing credible intelligence on a Sunday show.

And yesterday, the Republican senator’s descent into incoherence reached new depths.

For those who can’t watch clips online, McCain appeared on Fox News to raise a series of strange complaints, and roll out a truly bizarre new analogy.

“[W]ho changed the talking points that was used by Ambassador Rice? And why? And on what circumstances? Why was reference to Al Qaeda left out? There are so many things that have happened. And the interesting thing is, finally, Neil, we knew within hours of all the details when we got bin Laden in the raid there, every bitty one of them. They are making a movie out of it.

“And here we are 10 weeks later, and finally our ambassador to the United Nations who appeared on every national Sunday show has now said that she gave false information concerning how this tragedy happened as far as the spontaneity of a demonstration triggered by a hateful video.”

We already know who changed the talking points. And we know why and under what circumstances. And we know why al Qaeda references were removed. And we know Rice didn’t deliberately deceive anyone.

But comparing this to the raid on bin Laden’s compound is a special kind of dumb. I realize national security and foreign policy are issues McCain struggles with, but this isn’t complicated: the bin Laden raid was our idea. It was our mission. We planned it and we executed it. We knew the details “within hours” because, unlike the terrorists’ attack on Benghazi, the raid in Abbottabad was carried out by our guys, not their guys.

Honestly, I’m not sure whether to be annoyed by the senator’s nonsense or feel sorry for him.

I’m reminded of this recent piece from Time‘s Joe Klein, who remembers when McCain used to be “an honorable public servant,” before he became the politician we see today.

[H]e’s now a political caricature, severely debilitated by anger and envy. His trigger-happy foreign policy beliefs have always been questionable, but this Benghazi crusade has put in the weird circle inhabited by nutcases and conspiracy theorists like Michele Bachmann and Allen West. He should honor the memory of those who lost their lives that terrible night by putting a cork in his disgraceful behavior immediately.

We can speculate as to why McCain has become so unhinged, but the fact remains he’s now impossible to take seriously.

Don’t worry, though, I’m sure he’ll be able to explain himself in more detail on a Sunday show very soon.
