“History Is A Cruel Judge Of Overconfidence”: Ten Years Ago, Bush Declared “Mission Accomplished” And The Media Swooned
Today marks the tenth anniversary of Mission Accomplished Day, or as it might better be known, Mission (Not) Accomplished Day. Sadly, it comes amid another upheaval in sectarian violence in Iraq—two days ago The New York Times warned of a new “civil war” there—and a week after the attempts at Bush revisionism upon the opening of his library. We’re also seeing aspects of the run-up to the Iraq invasion playing out in the fresh, perhaps overheated, claims of chemical weapons in Syria.
In my favorite antiwar song of this war, “Shock and Awe,” Neil Young moaned: “Back in the days of Mission Accomplished/ our chief was landing on the deck/ The sun was setting/ behind a golden photo op.” But as Neil added elsewhere in the tune: “History is a cruel judge of overconfidence.”
Nowhere can we see this more clearly than in the media coverage of the event.
On May 1, 2003, Richard Perle advised, in a USA Today op-ed, “Relax, Celebrate Victory.” The same day, President Bush, dressed in a flight suit, landed on the deck of the USS Abraham Lincoln and declared an end to major military operations in Iraq—with the now-infamous “Mission Accomplished” banner arrayed behind him.
Chris Matthews on MSNBC called Bush a “hero” and boomed, “He won the war. He was an effective commander. Everybody recognizes that, I believe, except a few critics.” He added: “Women like a guy who’s president. Check it out. The women like this war. I think we like having a hero as our president. It’s simple.”
PBS’ Gwen Ifill said Bush was “part Tom Cruise, part Ronald Reagan.” On NBC, Brian Williams gushed, “The pictures were beautiful. It was quite something to see the first-ever American president on a—on a carrier landing.”
Bob Schieffer on CBS said: “As far as I’m concerned, that was one of the great pictures of all time.” His guest, Joe Klein, responded: “Well, that was probably the coolest presidential image since Bill Pullman played the jet fighter pilot in the movie Independence Day. That was the first thing that came to mind for me.”
Everyone agreed the Democrats and antiwar critics were now on the run. The New York Times observed, “The Bush administration is planning to withdraw most United States combat forces from Iraq over the next several months and wants to shrink the American military presence to less than two divisions by the fall, senior allied officials said today.”
Maureen Dowd in her column did offer a bit of over-the-top mockery, declaring: “Out bounded the cocky, rule-breaking, daredevil flyboy, a man navigating the Highway to the Danger Zone, out along the edges where he was born to be, the further on the edge, the hotter the intensity.
“He flashed that famous all-American grin as he swaggered around the deck of the aircraft carrier in his olive flight suit, ejection harness between his legs, helmet tucked under his arm, awestruck crew crowding around. Maverick was back, cooler and hotter than ever, throttling to the max with joystick politics. Compared to Karl Rove’s ”revvin’ up your engine” myth-making cinematic style, Jerry Bruckheimer’s movies look like Lizzie McGuire.
“This time Maverick didn’t just nail a few bogeys and do a 4G inverted dive with a MiG-28 at a range of two meters. This time the Top Gun wasted a couple of nasty regimes, and promised this was just the beginning.”
When Bush’s jet landed on the aircraft carrier, American casualties stood at 139 killed and 542 wounded. That was over 4,300 American, and hundreds of thousands of Iraqi, fatalities ago.

“Congressional Responsibility With No Accountability”: Why The Green Lantern Theory Of Presidential Power Persists
At today’s press conference, President Obama spent a fair amount of time pushing back on what some of us are calling the “Green Lantern Theory of Presidential Power.” This theory — which seems to hold broad sway over many in the press — holds that presidents should be able to bend Congress to their will, and any failure to do so proves their weakness and perhaps even their irrelevance.
What accounts for the persistence of this theory? The answer, I think, lies in the tendency of reporters and analysts who are trying to remain a neutral, nonpartisan posture to feel comfortable making process judgments, but not ideological ones.
The extent and limits of presidential power were at the center of one of the most interesting exchanges of the day. ABC News’s Jonathan Karl asked this question:
Mr. President, you are a hundred days into your second term. On the gun bill, you put, it seems, everything into it to try to get it passed. Obviously, it didn’t. Congress has ignored your efforts to try to get them to undo these sequester cuts. There was even a bill that you threatened to veto that got 92 Democrats in the House voting yes. So my question to you is do you still have the juice to get the rest of your agenda through this Congress?
Obama answered that Republicans have the option of cooperating with him to avert the sequester. He also said:
You seem to suggest that somehow, these folks over there have no responsibilities and that my job is to somehow get them to behave. That’s their job. They are elected, members of Congress are elected in order to do what’s right for their constituencies and for the American people. So if, in fact, they are seriously concerned about passenger convenience and safety, then they shouldn’t just be thinking about tomorrow or next week or the week after that; they should be thinking about what’s going to happen five years from now, 10 years from now or 15 years from now. The only way to do that is for them to engage with me on coming up with a broader deal. And that’s exactly what I’m trying to do is to continue to talk to them about are there ways for us to fix this.
As Jamelle Bouie quipped: “Barack Obama asks press to maybe, possibly, hold Republicans responsible sometime.” Bouie added: “Congressional Republicans have agency, and at a certain point, they need to be held accountable for their actions.”
But here’s the problem: If a reporter or analyst were to call out Republicans for failing to compromise with Obama, that reporter or analyst would be calling on them to adopt a particular policy position, such as moving towards a mix of new revenues and spending cuts to replace the sequester. It would amount to a criticism of the Republican position — i.e., that we should only replace the sequester with spending cuts. This is impermissible for the neutral writer, because it constitutes an ideological judgment. On the other hand, faulting Obama for failing to get Republicans to move his way does not constitute taking any kind of stand on who is right, ideologically speaking. It only constitutes a judgment of Obama for failing to manipulate the process adequately.
This sometimes works against Republicans, too. John Boehner was widely pilloried by commentators for failing to control his caucus during the fiscal cliff fight. But Boehner struggled to do this because many conservatives in his caucus had adopted the extreme and borderline delusional position that taxes must not be raised, ever, no matter what. Criticizing the position of conservatives, however, would constitute an ideological judgment, which is far harder for the nonpartisan writer to make than to claim Boehner just can’t control his Members because he’s ineffective — a process criticism.
This isn’t to absolve Obama of all responsibility to move Congress. Surely presidents have the power to set the agenda and get the public to think more about an issue. But as many others have explained at great length — see Jonathan Bernstein and Kevin Drum on this – the president’s influence over Congress is currently quite limited, historically speaking, for a host of reasons. And in the particular case of guns and the sequester, the Green Lantern argument is even more absurd: Toomey-Manchin wouldn’t have passed even if every Democrat had voted for it; and the sequester cuts can’t be replaced with a compromise of Obama’s choosing because Republicans control the House of Representatives.
The reason all these explanations don’t weigh on the Green Lanternites is the basic process/ideological imbalance identified above. It’s okay for the nonpartisan writer to criticize a president for failing to exert his will (a process judgment), but it’s not okay for the nonpartisan writer to fault Republicans for failing to agree to move in the direction of the policy a president wants (an ideological judgment). Today, for instance, Ron Fournier, to his credit, conceded that Obama was right in describing the limits on his powers. But he added: “Even if you concede to Obama every point of his Tuesday news conference, a president looks weak and defeated when he shifts accountability to forces out of his control.”
Perhaps this is how the public will view Obama; perhaps it isn’t. What is clear, however, is the basic imbalance here. While neutral commentators often hold up compromise, abstractly, as the Holy Grail, the process/ideology dichotomy makes it much easier for those commentators to fault the president for failing to work the process effectively enough to secure compromise than to pillory the opposition for being ideologically uncompromising.

“Republicans Are Out Of Excuses”: President Obama’s Budget And The Put-Up-Or-Shut-Up Challenge
As promised, President Obama sent Congress his budget for the 2014 fiscal year this morning, and there’s just enough in it to make everyone unhappy from a variety of directions.
Republicans won’t like everything about this plan that makes it progressive: it expands Medicaid, undoes sequestration cuts while ignoring Paul Ryan’s demands to slash public investments, pursues a universal-preschool initiative though new tobacco taxes, expands the Earned Income Tax Credit, invests another $50 billion in job-creating infrastructure, gives a big boost to federal R&D, and takes away breaks for Big Oil.
Democrats won’t like everything about this plan that makes it conservative: it includes additional Medicare reforms, it adopts chained-CPI to lower Social Security benefits, and it focuses more on the spending side of the ledger than the revenue side. On a fundamental level, Obama’s budget starts in the middle, rather than the left, making negotiations that much more difficult.
But whichever side you fall on, there’s an underlying strategy here. Ezra Klein’s summary sounds right to me:
Today’s budget is the White House’s effort to reach the bedrock of the fiscal debate. Half of its purpose is showing what they’re willing to do. They want a budget compromise, and this budget proves it. There are now liberals protesting on the White House lawn. But the other half is revealing what the GOP is — or, more to the point, isn’t — willing to do. Republicans don’t want a budget compromise, and this budget is likely to prove that, too.
As the White House sees it, there are two possible outcomes to this budget. One is that it actually leads to a grand bargain, either now or in a couple of months. Another is that it proves to the press and the public that Republican intransigence is what’s standing in the way of a grand bargain.
So, which of these two outcomes is more likely?
I think the smart money is on the latter. The president has called every GOP bluff and put his cards on the table — Republicans said Obama wouldn’t have the guts to go after entitlements and isn’t tough enough to risk the ire of his base. And now we know these assumptions were wrong — the president has presented a White House budget that includes the very entitlement “reforms” GOP leaders asked for, and liberals are furious.
It is, in other words, “put up or shut up” time. Republicans, out of excuses, can either meet Obama half-way or they’ll be exposed as craven. And if the last several years are any indication, GOP lawmakers will chose the latter without a moment’s thought.
Indeed, as Greg Sargent noted, congressional Republican leaders have already spent the afternoon arguing that Obama should simply give the GOP what it wants, and abandon the Democratic priorities, reinforcing the perception that Republicans still do not yet understand the difference between an offer and a gift.
In fact, I should mention that I received an email the other day from a long-time reader asking why I don’t seem more worked up about chained-CPI. The reader asked whether I support it (I don’t) and whether I’ve been relatively quiet about it out of some ideological or partisan predisposition.
I’ll tell you what I told him: I’m not worked up about it because I don’t see the scenario in which Republicans get chained-CPI by giving Obama hundreds of billions of new revenue. It’s easy to remain detached about a bad idea that seems highly unlikely to go anywhere. As Kevin Drum added today, “I don’t doubt that Obama’s offer is sincere, but it doesn’t matter. Republicans aren’t going to take it. Obama will get his proof that Republicans simply aren’t willing to negotiate seriously, and who knows? Maybe it will do him some good. But that’s all he’ll get.”
For me, the more interesting question is how the political world will process these developments when they occur. The Beltway said Obama needed to reach out to Republicans, so he reached out to Republicans. The Beltway said Obama needed to schmooze Republicans in a more personal way, so he did that, too. The Beltway said Obama needed to be willing to alienate his own supporters, and the president’s base has been duly outraged. The Beltway said Obama needed to put Medicare and Social Security on the table, and they’re on the table.
Will pundits who continue to blame “both sides” for partisan gridlock look ridiculous in the coming months? I sure as hell hope so.

“The End Of Majority Rule?”: Giving Extremists Far More Influence, Our Democracy At The Moment Is Not Very Democratic
The National Rifle Association is facing attacks from Gun Owners of America for being too soft on gun control. This is like a double cheeseburger coming under severe criticism for lacking enough cholesterol.
Universal background checks are supported by 91 percent of Americans. Yet there is enormous resistance in Congress to passing a strong bill to keep arms out of the wrong hands. What does “rule of the people” mean if a 9-to-1 issue is having so much trouble gaining traction?
Or consider the Morning Joe/Marist poll last week showing 64 percent of Americans saying that job creation should be the top priority for elected officials. Only 33 percent said their focus should be on reducing the deficit. In light of Friday’s disappointing jobs report, the public’s instinct is sound. Yet politicians in our nation’s capital are so obsessed with the deficit you’d imagine they still haven’t heard how many Americans are unemployed or underemployed.
These three non-randomly selected facts illustrate a deep structural tilt in our politics to the right. This distortion explains why election outcomes and the public’s preferences have so little impact on what is happening in Washington. At the moment, our democracy is not very democratic.
Start with the weirdness within the gun lobby. Once upon a time, the NRA supported background checks for gun buyers, and why not? Polls show that gun owners overwhelmingly support background checks, too.
But the political far right is, among other things, a big business. The NRA’s chief concern is not sane public policy. Its imperative is to maintain market share within a segment of our country that views the federal government as a conspiracy against its liberties and President Obama as an alien force imposed upon them by voters who aren’t part of “the real America.” Within this market niche, background checks are but a first step toward gun confiscation.
In a well-functioning democracy, the vast majority of politicians — conservative, moderate and liberal — would dismiss such views as just plain kooky. But here is the problem: A substantial portion of the Republican Party’s core electorate is now influenced both by hatred of Obama and by the views of the ultra-right. Strange conspiracy theories are admitted to the mainstream conversation through the GOP’s back door — and amplified by another fight for market share among talk radio hosts and Fox News commentators.
That’s because the Republican Party is no longer a broad and diverse alliance but a creature of the right. According to a March Washington Post/ABC News poll, 65 percent of Republicans called themselves conservative, just 27 percent were moderates and 7 percent were liberals. Democrats, by contrast, are far more middle of the road: 43 percent called themselves liberal, 38 percent moderate and 16 percent conservative. Among independents, moderates predominated at 46 percent.
Practical Democratic politicians thus need to worry about the political center. Practical Republican politicians, especially those in gerrymandered House districts where primaries are all that matter, will worry almost entirely about an increasingly radicalized right.
And our Constitution combines with the way we draw congressional districts to overrepresent conservatives in both houses. The 100-member Senate is based on two senators per state regardless of size. This gives rural states far more power than population-based representation would. The filibuster makes matters worse. It’s theoretically possible for 41 senators representing less than 11 percent of the population to block pretty much anything.
In the House, those gerrymanders helped Republicans keep control even though more Americans voted for Democrats in the 2012 congressional races.
This representational skew affects coverage in the media. Most Americans may care more about jobs than deficits. But if a right-tilted power structure is talking about deficits all the time, members of the media feel obligated to cover the argument they hear in Washington, even if that means downplaying views held by a majority of the voters — and even if the economic data say we should be talking about growth, not austerity.
There’s also this: While background checks probably would pass the Senate with relative ease if there were no filibuster, the media cover a world in which 60 votes is the new 51. Thus do the battles for 60 percent of the Senate, not the views of 91 percent of Americans, dominate journalistic accounts.
There is no immediate solution to the obstruction of the democratic will. But we need to acknowledge that our system is giving extremists far more influence than the voters would. That’s why American democracy is deadlocked.

“More Than A Mere Label”: A Victory Against The Language Of Bigotry
As one of the world’s largest news outlets, the Associated Press’s linguistic mandates significantly shape the broader vernacular. So when the organization this week decided to stop using the term “illegal immigrant,” it was a big victory for objectivity and against the propagandistic language of bigotry.
Cautious AP executives did not frame it exactly that way. Instead, editor Kathleen Carroll portrayed the decision as one in defense of grammar, saying that the term “illegal” properly “describe(s) only an action” and that it is not an appropriate label to describe a human being.
“Illegal,” of course, has been used as more than a mere label — it has for years been used as an outright epithet by xenophobes. They abhor the notion of America becoming more diverse — and specifically, more non-white — and so they have tried to convert “illegal” into a word that specifically dehumanizes Latinos. Thus, as any honest person can admit, when Republican politicians and media blowhards decry “illegals,” they are pretending to be for a race-blind enforcement of immigration laws, but they are really signaling their hatred of Latino culture.
How can we be so sure that dog-whistle bigotry is the intent? It’s simple, really. Just listen to who is — and who is not — being called an “illegal.”
Almost nobody is uses the term to attack white immigrants from Europe or Canada who overstay their visas. Nobody uses the term to describe white people who break all sorts of criminal laws. Indeed, nobody called Louisiana Republican Sen. David Vitter an “illegal” upon revelations about his connection to a prostitution service, nor did anyone call Bernie Madoff an “illegal” for his Ponzi schemes.
Instead, the word is exclusively used to denigrate Latinos who entered the country without authorization. Coincidence? Hardly — especially because the term “illegal” is used to describe Latinos whose immigration status is not even a criminal matter.
Yes, as New Jersey Gov. Chris Christie noted back in 2008, though “the whole phrase of ‘illegal immigrant’ connotes that the person, by just being here, is committing a crime,” in fact “being in this country without proper documentation is not a crime.”
If Christie runs for president in 2016, he will likely get flak for that comment from anti-immigrant Republicans. But he was 100 percent correct.
“‘Illegal presence’ as the offense is called, is not a violation of the U.S. criminal code,” notes the Newark Star-Ledger, adding that while it is “a violation of civil immigration laws (and) the federal government can impose civil penalties” a person “cannot be sent to prison for being here without authorization from immigration authorities.”
Recognizing these facts is not to condone unauthorized entry into the United States. But it is to note a telling discrepancy: Latinos with non-criminal immigration status are called “illegals” but white people committing decidedly criminal acts are not called the same. Worse, the term is used so often and in such blanket fashion against Latinos that it ends up implying a description of all people of Hispanic heritage, regardless of their immigration status.
What’s amazing is that Republican media voices, which so often invoke such incendiary language, simultaneously wonder why the Republican Party is failing to win the votes of people of color and consequently losing so many elections. Somehow, the GOP doesn’t understand what the Associated Press realized: Organizations — whether political parties, media outlets or businesses – can no longer expect to insult and slander people of color and still have a viable audience.
Those that do not realize that truth will inevitably find themselves as lonely and as marginalized as today’s GOP.
