“Pete Sessions And The GOP’s ‘Immoral’ Conservatism”: Allowing People To Die To Advance A Political Philosophy Isn’t Just Bad Policy
“It is immoral.”
That was the judgment of Rep. Pete Sessions, a Texas Republican and committee chairman, on the House floor this week. But the subject of his sermon wasn’t the Assad regime in Syria or human trafficking. What Sessions found immoral was the repugnant notion that the government would help Americans who lost their jobs and are looking for work.
Sessions was preaching in response to Democrats’ pleas that the Republican majority hold a vote on restoring unemployment-insurance benefits to the 1.7 million who have lost them since the benefits expired six weeks ago and the 70,000 or so who are losing them each week. Sessions, on the floor to usher through the House “sportsmen’s heritage and recreational enhancement” legislation, explained why he wouldn’t bring up jobless benefits: “I believe it is immoral for this country to have as a policy extending long-term unemployment to people rather than us working on creation of jobs.”
In fact, the economy has added about 8.5 million private-sector jobs in the last 47 months, and overall unemployment, at 6.6 percent in January, would be substantially lower if Sessions and his colleagues hadn’t been so successful in their “work” of cutting government spending when the recovery was fragile.
One result of the Great Recession, though, has been historically high long-term unemployment — 3.6 million people out of work 27 weeks or more, according to Friday’s Labor Department report. This is falling — by 1.1 million over the last year — but those still searching, from all parts of the country and all walks of life, need help.
Republican opponents of the benefits extension said they would consider extending that help if it were “paid for” by saving money elsewhere. So Senate Democrats drafted a three-month extension that was paid for using an accounting method Republicans have supported in the past. Republicans responded with another filibuster — and on Thursday they again succeeded in blocking an extension of benefits.
Those opposing unemployment insurance were conspicuously absent during the debate. Sen. Jim Inhofe (R-Okla.) was brave enough to issue a statement: “We can get Americans back to work and our economy booming again, but this is not achieved by Washington turning a temporary federal benefit into another welfare program.”
That echoes the Sessions complaint that extending benefits is “immoral.” And, as is often the case, these complaints, in turn, echo Rush Limbaugh. After President Obama on Jan. 31 signed a memorandum directing the federal government not to discriminate against the long-term unemployed, the radio host responded: “So he says, ‘I’m directing every federal agency to make sure we are evaluating candidates on the level, without regard to their employment history.’ What if they’re fired because they’re drunk? What if they’re fired because they were having affairs with the boss’s secretary? Doesn’t matter. Can’t look at that.”
Of course, the memorandum says no such thing. Limbaugh and his congressional apostles are justifying indifference to the unemployed much the way one denies a panhandler under the rationale that he would use the money only to buy more booze. But these are not panhandlers; these are, by definition, people who had been working and are trying to work again.
The Sessions/Inhofe/Limbaugh definition of morality is based in the ideal world of universal productivity they’d like to see, but it offers little help for human misery in the real world. This morality can be seen, too, in the attempt, led by Sen. Marco Rubio (R-Fla.) and embraced by many conservative lawmakers, to repeal the “risk corridors” that protect health insurers from unanticipated losses under Obamacare. That would likely bring down the entire health-care law, as its foes desire. But a collapse would also cause 30 million to 40 million additional people to lose their health insurance suddenly, with no obvious solution or easy way back to the old system. “It would precipitate a crisis,” says Larry Levitt of the Kaiser Family Foundation.
This morality is also at work in the decisions by 25 states under Republican control to reject the expansion of Medicaid offered under Obamacare. The states generally object because they are philosophically opposed to entitlement programs. But a new study from researchers at Harvard Medical School and City University of New York calculates that 7,115 to 17,104 more people will die annually than would have if their states had accepted the Medicaid expansion. The researchers, who favor a single-payer health system, examined demographic data and past insurance expansions.
Conservatives dispute the study’s findings, and I hope the critics are right. Allowing people to die to advance your political philosophy isn’t just bad policy. It’s immoral.

“The GOP’s Immigration Conundrum”: A Perils-Of-Pauline Soap Opera
House Republicans’ latest revolt against immigration reform spells potential trouble for the party’s 2016 presidential candidates. The last thing the GOP needs in 2016 is another primary season marked by debate and dissension over the fraught issue.
The party’s handling of immigration-reform legislation since President Obama won reelection with 71 percent of the Hispanic vote reprises a decades-long pattern that has weakened the GOP in the competition for Hispanic votes. On the one hand, there is a recognition that the party needs to do more to attract Hispanic votes. On the other, there are repeated actions, both individual and collective, that send the opposite signal.
That is what has happened over the past few weeks. At one point, House leaders, led by Speaker John A. Boehner (R-Ohio), issued a list of principles for reform legislation that included a path to legal status but not to citizenship. That suggested a collective determination to pass something this year. Then, after a backlash from the outside groups that have long been Boehner’s nemeses, the speaker did an abrupt about-face, saying that a lack of trust that Obama would enforce the law made passage this year a heavy lift.
Perhaps the speaker is playing an exceedingly clever game to keep everyone guessing, a perils-of-Pauline soap opera in which he has already sketched out the scenario that ends with the passage of some notable piece of legislation this year. After all, he’s given every indication that immigration reform is something he wants to do, something he believes is good for the country and good for his party.
More likely, he is reflecting the views of the party’s most conservative members and those outside groups, who in turn reflect the views of many rank-and-file Republicans. Comprehensive reform, including a path to citizenship, enjoys majority support nationally. But conservative Republicans continue to oppose a bill that includes any path to citizenship.
Some Republicans are suggesting that they should not clutter up the midterm elections with an issue that divides their party and instead try to energize their voters by focusing on the issue that most unites Republicans, Obama’s Affordable Care Act. Many House Republicans hate the bipartisan bill that was passed by the Senate last year. If the GOP could win control of that chamber, it might be able to write legislation more to its liking and force the president to accept it.
There is no question that the politics of this are difficult for Boehner. Could he wait to push forward this year until it would be too late for conservative challengers to mount primary campaigns against incumbent House Republicans? Will there be a better opportunity next year? Will Republicans trust Obama more next year? What is the maximum Boehner can get now as opposed to then? Would support for legal status, rather than a path to citizenship, be enough to position Republicans better to start courting Hispanics on other issues?
But another question that Republicans should be asking is: What are the consequences of inaction? Can they afford another presidential nomination contest in which immigration reform plays a central role, as it did in 2012? There is debate inside the party over how much immigration hurt Mitt Romney in the general election. But no one is arguing that it helped him, and few would say a fresh debate in 2016 would be a net plus for their nominee, unless that nominee had run forcefully in favor of comprehensive reform.
A year ago, it looked as if most of the likely GOP presidential candidates in 2016 would be advocates of comprehensive reform. The task force created by Republican National Committee Chairman Reince Priebus — a group that was weighted toward the establishment wing of the party — recommended support for such a measure. Sen. Marco Rubio (R-Fla.) took a lead role in helping produce a bipartisan Senate bill. Others who are considering running in 2016 made statements indicating at least some level of support for comprehensive legislation.
Today, that support is far more muted, if it exists at all. The conservative intelligentsia is split on what to do. The base is clearly opposed to comprehensive reform. Given the prospective field of candidates for 2016, it’s likely that those running will include outright opponents of a path to citizenship. Whoever becomes the nominee will risk having been pushed further to the right than is politically safe for a general election.
Romney said after the 2012 election that he had recognized the potentially debilitating impact an intraparty debate on immigration could have on the nominating process. He had hoped there was a way for the party to come together on some set of principles to at least prevent the issue from being front-and-center during the primaries, he said, but that didn’t happen. Romney then mishandled immigration during the GOP primaries, as his advisers later admitted (though he had a different, somewhat contrarian view of that).
Romney’s advisers discovered that, whatever problems were caused by the former governor’s talk of self-deportation and the hard line he took on immigration reform, their biggest obstacle to reaching Hispanic voters in the general election was health care. Hispanics strongly supported Obama’s health-care initiative.
That points to another problem. Republicans have long argued that they can appeal to Hispanics on issues other than immigration. So far, they have yet to prove it. Appeals to the patriotism of the Hispanic community have not worked consistently. Appeals to Hispanic small-business owners haven’t done it. Efforts to reach socially conservative Hispanics on issues such as abortion have produced few dividends. The party is still looking for an effective message for Hispanics.
Immigration remains a gateway issue. Passage of immigration reform won’t necessarily win the next presidential nominee significantly more Hispanic votes. But its absence as a divisive issue in the nomination contest would give Republican candidates an opportunity to talk to Hispanic voters about new ideas or issues.
Republicans already face significant problems winning the Rocky Mountain states in a presidential election. Growing Hispanic populations in Nevada and New Mexico have made those two states major challenges for the party. Colorado is still competitive but could become more difficult for the GOP in future elections. Arizona, which has remained in the Republican column, could become a competitive state because of Hispanic population growth.
Perhaps an immigration reform bill will be enacted before the presidential primaries begin in 2016. What Boehner did this week in bowing to pressures from the right was to underscore that Republicans continue to think more like a congressional party than a presidential party. It will be interesting to see whether any of the prospective presidential candidates is ready to challenge that orthodoxy.

“Surprise! Republicans Aren’t Serious About Reform”: The GOP’s Lame Attempt To Blame Obama For The Failure Of Immigration Reform
This week, it became all too clear that House Republicans don’t really want to address immigration reform in any meaningful way this year. And if the reform effort does wither on the vine, Republicans know just who to blame: themselves.
Ha, just kidding. They’re going to blame President Obama.
A mere week after unveiling a list of immigration “principles” that the GOP would pursue, Speaker of the House John Boehner (R-Ohio) said Thursday that handling immigration this year would be “difficult,” because many Republicans don’t trust Obama.
“There’s widespread doubt about whether this administration can be trusted to enforce our laws,” he said. “And it’s going to be difficult to move any immigration legislation until that changes.”
Of course, a bipartisan immigration reform package has already passed the Senate, which includes an eye-popping $40 billion for border security. Obama has even signaled that he would be prepared to sign into law a more modest package, including one that bestowed only legal status — as opposed to citizenship — to undocumented workers.
The obstacle to reform has always been in the GOP-controlled House, where hardcore conservatives have opposed any law that bears even a whiff of amnesty. That, in turn, has spooked potential reform supporters who are wary of a primary challenge.
Indeed, Boehner’s so-called principles can be seen as a trial balloon that was quickly deflated by members of his own party, including influential conservative writers like The Weekly Standard‘s William Kristol, who argued that the issue unnecessarily divided the GOP ahead of the 2014 midterms.
Boehner’s remarks were still notable, though, in that they are part of a ridiculous attempt to pin the blame on Obama, a strategy that Republicans have been testing out for months.
Back in October, Sen. Marco Rubio (R-Fla.), who helped author the Senate’s immigration bill before fleeing to chase down his lost conservative credibility, said Obama poisoned immigration reform by standing firm through the government shutdown and debt ceiling fight. By not agreeing to the GOP’s fantastical demands that he gut his health-care law, Rubio said, Obama made immigration reform “harder to achieve.”
“The president has undermined this effort, absolutely, because of the way he has behaved over the last three weeks,” he said.
To be sure, some on the right have charged all along that the White House can’t be trusted to meet tough border security and verification requirements, necessitating “specific enforcement triggers” before a path to citizenship or legal status could even come into play. What’s different now is that the claim has gone mainstream, a reflection of how desperate the GOP is to convey to Latino voters that they would do something on immigration were it not for Obama.
A sampling from the past week:
- Rep. Paul Ryan (R-Wis.): “Here’s the issue that all Republicans agree on — we don’t trust the president to enforce the law.”
- House Majority Leader Eric Cantor (R-Va.): “There’s some real question of trust here and the White House continues to really thumb its nose up, if you will, at the Congress.”
- Rubio (again): “We just don’t think government will enforce the law anyway.”
As Slate’s David Weigel explains, the argument is pretty much bunk:
Say the Senate bill was passed in the House tomorrow, conferenced, and signed by the president. He’s got three years left in office. The legalization component of the Senate bill depends on a border security standard that’s going to be determined by a panel of state governors. They have five years to sign off. If you think about the timing of the Affordable Care Act — passed in 2010, implemented at the end of 2013 — there’s no real danger of Obama using a new immigration law to grant more amnesty. He could do that right now.
So, file these talking points under “Republicans Looking Busy.” [Slate]
But Boehner can’t spike immigration reform without first finding a scapegoat to blame for its failure. And since Senate Republicans are on board, who else is there to blame but the ultimate conservative bogeyman?

“Christie And The 7 Dwarves”: On The B-List Now, Not Remotely The Candidate He Was Two Months Ago
Is Chris Christie out of the running? This is the question everyone is asking. But it’s not the most important question. The most important question is a different and more subtle one: How, specifically and exactly, is Bridgegate hurting his presidential ambitions right now?
The way to answer this question is to begin by imagining a Christie to whom Bridgegate didn’t happen. He was overwhelmingly reelected. Half the Latino vote. Approval ratings near 70 percent. Media swooning. Speeches all over the country as head of the Republican Governors’ Association, with audiences treating him like the rock star he was instead of the potential felon he is.
You’ve thought of all that. But here’s what you may not have thought of. That Chris Christie could have spent the next six months meeting with every single big-money Republican in the country; every head of every important super PAC; every state chairman; and so on. He could have shown all of these people what the polling suggested—that he could beat Hillary Clinton. They all wouldn’t have backed him, of course. But a lot of them would have. Barring some strange development, he could have effectively ended the nomination fight before it even started.
Enter that stranger development, and poof! All gone. The Bridgegate Christie can’t do any of that stuff. He can still try. But with a federal investigation hanging over him, he’s not going to be able to lock money people down. Super PACs and state chairs aren’t going to touch him. He still might have to resign, or be impeached. There’s an off chance he could be…indicted!
So the race is on hold. And Christie, even if he is completely exonerated however many months from now, will still be hurt by it and have lost months of momentum.
So who, in the interim, gains momentum? That’s hard to say. Everyone seems to think Jeb Bush. But I don’t know. Bush has the liabilities everyone knows—his last name, mostly, and that fire-in-the-belly business. But he has some other ones as well. It’s been a while now since he was in office—eight years. That’s a pretty long time. Especially when, in that time, conservatism and the Republican Party have undergone the radical transformations they have. He did some things as governor that conservatives like, particularly on school choice and other education questions, and they must have seemed pioneering to people on the right at the time; but now, after everything’s shifted so far rightward? Plus, there’s just something about having been out of the game for that long that makes you less interesting.
Scott Walker may gain some speed. For one thing, he has to run for reelection this fall, which means he has to spend the next few months talking like a governor, not like a presidential candidate. He leads his potential Democratic opponents, but only by margins in the 47-42 range. That means, in a blue state, he can’t go around saying the crazy stuff that Republicans jockeying for presidential advantage are given to say. “He gets the big advantage, more than Bush, because he needs the race to start later,” says Grover Norquist of Americans for Tax Reform. So if Walker wins reelection, and Christie can’t string up commitments, then Walker may be looking strong by the end of the year.
Who else? Of the Tea Party Troika here inside the Beltway—Ted Cruz, Marco Rubio, and Rand Paul—it’s starting to look clearer and clearer as if Paul is the most serious one. He has his dad’s national network, and while that didn’t exactly win Pops a ton of votes, it’s an infrastructure to build on. Rubio blew it with immigration, and as for Cruz, I think even most Republicans see that that would be a kamikaze mission.
There are other governors besides Walker. Mike Pence of Indiana, Sam Brownback of Kansas. And don’t forget Rick Perry! And Mike Huckabee, too.
But honestly, who are these people, in national terms? Pence and Brownback are really right wing, and the charisma isn’t exactly shooting out of them. Maybe Perry will speak something more closely to resembling English now that he’s off the pain pills, but he’s way out there ideologically, too. Walker a little less so. But he’s dull. They couldn’t recall him that time because most apolitical people decided a man that boring couldn’t have done something so controversial.
Their problem, which I report to you with no sadness whatsoever, is that as the Republican Party has become more Southern and prairie and more and more right wing, it’s just quit producing plausible presidential candidates. Right-wing Texas may want someone like Rick Perry. Moderate America doesn’t. It’s telling in this regard what’s gone on in Jeb’s own Florida, a state that’s gone from Bush, who could conceivably win a national election under the right circumstances, to hard-right Rick Scott, who couldn’t win 200 Electoral Votes.
They were so lucky to have Christie. He was an anomaly in so many ways. He represents the GOP of about 25 years ago, when it was clearly the dominant electoral party, back when the Reagan Democrats were reliably voting Republican (a lot of them have switched back) and Reagan and G.H.W. Bush were winning states like New Jersey. He’s from the Northeast. He’s got that Reagan Democrat aura. Appeal outside of the usual GOP area codes. Ability to talk to moderates and sound persuasive and common-sensical. Most of all, he’s got the ability to go toe-to-toe with Hillary C.
The angels may come down and declare him innocent. But it doesn’t seem likely, and even if it does happen, he still won’t remotely be the candidate he was two months ago. He’s on the B-list now.

“GOP’s Hot New Craze”: Why Everyone Wants To Give A State Of The Union Response This Year
Are you ready for the television event of the year? That’s right: It’s almost time for the annual State of the Union address and its rapidly multiplying responses. Tomorrow, following the president’s address, Americans will also (if they choose to) hear from three separate elected Republicans. Because if there’s anything Americans love more than lengthy speeches from politicians, it’s three successive lengthy speeches from politicians. Maybe this year my pitch for C-SPAN Redzone will finally catch on?
Last year, the official Republican response to the president’s State of the Union address was delivered by a famously parched Sen. Marco Rubio. Then there was another response, from Sen. Rand Paul, representing the Tea Party. This year, Rep. Cathy McMorris Rogers will deliver the official Republican response, followed by a Tea Party response from Sen. Mike Lee. And then Rand Paul will also deliver a response, representing … himself.
When Michele Bachmann delivered her “Tea Party” response to the State of the Union in 2011, it seemed unlikely to become a tradition. But the next year, presidential candidate and pizza magnate Herman Cain delivered his own Tea Party response. Then came Paul, who apparently enjoyed it so much that he decided to deliver his own totally unaffiliated response speech Tuesday, to be posted on YouTube and sent out directly to his followers and fans via his email list.
Traditionally, the official opposition party response to the State of the Union was an opportunity to take advantage of free airtime to deliver the party’s official platform and message to a captive national audience (back when the speech was the only thing on TV). The response was sometimes used to showcase a party’s rising stars, but it was also common to have it delivered by recognized and respected senior members of Congress.
But the official response is a thankless, largely pointless assignment. The responder doesn’t have the benefit of the president’s large audience and impressive backdrop, they have little advance knowledge of what they are responding to, and, let’s be real, no one’s paying attention. Official responses have done next to nothing for opposition parties. (Not that the track record of State of the Union addresses is so hot either. Let’s just go back to making it a brief letter delivered whenever a president feels like it, and save all the political bloggers the trouble of liveblogging it.)
But what if the responder wasn’t hemmed in by the requirement that they represent their entire party, and appeal to as broad an audience as possible? What if the response could be used purely for naked self-promotion, and narrowcast solely to the true believers? Then the response morphs from a mostly thankless burden to a canny campaigning and fundraising opportunity.
Rand Paul’s response won’t be on the networks, because Rand Paul’s audience isn’t everyone, and his intention isn’t necessarily to persuade the median voter. He will sit for cable news interviews after the speech, and hit up the Sunday show circuit a few days later, because he’s still campaigning for 2016 and needs as much free media as possible, but a YouTube response sent directly to people who already support Paul is mainly about energizing and expanding his list.
And that’s sort of the problem the Republican Party faces right now: For Paul, there’s not really any reason not to distract from the “official” party response with a nakedly self-serving bit of early campaigning. There’s nothing stopping whomever wants to declare themselves “the Tea Party” from delivering a response too, because part of identifying with the Tea Party is rejecting the “Washington” leadership of the GOP. (The percentage of Americans identifying as “independents” is at a 25-year high, and many of those “independents” are partisan Republicans rejecting the label for various reasons.) It’s good for building up your list, and a good list is what makes a successful modern politician.
Giving an unsanctioned State of the Union response isn’t quite the same level of leadership-defiance as, say, launching an unsanctioned, time-wasting stunt “filibuster” (speaking of which, why, exactly, isn’t Ted Cruz also responding to the State of the Union?), but the responses are multiplying for the same reason phony talking filibusters suddenly caught on among Senate Republicans last year: because the GOP is effectively leaderless and acting like a rebel insurgent is the only way to win over grass-roots conservative voters.
In other words, expect even more responses in 2015.
