“Ill Suited For The Historical Moment”: Was John Boehner A Victim Of Circumstance Or An Incompetent Bumbler?
You can’t fire me, John Boehner just told House Republicans, because I quit!
Amid yet more talk about a coup by ultra-conservative Republicans looking to replace him with one of their own — talk that has emerged seemingly every few months since he became Speaker of the House after the 2010 election — Boehner has finally decided to pack it in. And he’s not even waiting until his term runs out; instead, he’ll retire from Congress next month, presumably to become a spectacularly well-remunerated lobbyist.
Even Boehner’s most stalwart allies would have trouble arguing that his tenure was anything other than a failure. But the question is, how much of it was Boehner’s fault? Was he in an impossible situation from which no speaker could have wrung much success, or was he just terrible at his job?
The answer, I’d submit, is both. Boehner’s circumstances made success somewhere between unlikely and impossible. But along the way, he proved himself incapable of changing that situation in any way, seeming to make the worst of every crisis and showdown.
Let’s look at Boehner’s accomplishments in his nearly five years as speaker. Well, there’s…um…hmm. Can you think of any?
Conservatives might say that by joining with Mitch McConnell in a strategy of total and complete opposition to this administration, he helped stop Barack Obama from doing some things Obama might otherwise have done. Or I suppose one might argue that he limited the damage members of his own party could do to the country. Despite threatening to shut down the government more times than you can count, there was only one actual shutdown, in 2013. And we didn’t default on our debt by not raising the debt ceiling, which would have been catastrophic.
But that’s not much of a record of success. Boehner can’t say that he achieved any conservative ideological goals. But he did hold 50-odd votes to repeal the Affordable Care Act, which is just about the opposite of a substantive achievement.
Granted, when your party doesn’t hold the White House, you aren’t going to be passing significant legislation to accomplish your own objectives. But you still might work with the other party to get some things done. That has happened in the past — legislative leaders have worked with a president of the other party to do big things like tax reform. But not anymore.
You also might mold your caucus into a unified force of strategic opposition, not just making the president’s life difficult but setting the stage for a successful wave of legislation the next time you do have control of both the legislative and executive branches. That’s what Nancy Pelosi succeeded in doing when George W. Bush was president, in advance of the Democratic takeover of Congress in 2006. But Boehner couldn’t do that either — his speakership was spent fighting with members of his own party, and each successive crisis only made them look less and less serious.
From the beginning, Boehner may have been ill-suited to the historical moment. He was an old-school pol, the kind who favored hashing out deals over cigars and whiskey, but he was elevated to the speakership in a revolution fueled by anger, resentment, and distrust of party leaders. He spent his time as speaker trying constantly to mollify a group of unreasonable members for whom any compromise was betrayal, and the idea of strategically avoiding a confrontation today to put yourself in a better position tomorrow was just too sophisticated for them to wrap their heads around. They’re a group of bomb-throwers and lectern-pounders, who (like their mentor Ted Cruz) think that “standing up to Obama” is a substantive accomplishment in and of itself to be proud of.
That’s not to mention the fact that the rightward drift of the Republican Party, particularly in Boehner’s House, has made strategic action in the party’s long-term interest virtually impossible. The best example is immigration, where everyone including Boehner acknowledged that the party needed to pass comprehensive reform in order to prove to Hispanic voters that the GOP was not hostile to them. But it couldn’t happen because so many in Boehner’s caucus are ultra-conservative members who hail from conservative districts where they need only fear a challenge from the right. So they don’t want comprehensive reform, and neither do their constituents.
Could a more skilled speaker have found a way out of that conundrum? It’s hard to see how, other than the obvious way: by passing reform using a combination of votes from Democrats and sane Republicans. This was the option Boehner faced again and again on funding the government, and he only took it when things reached the point of crisis. Every time, observers wondered if it would lead to a revolt that would displace him as speaker, but his saving grace turned out to be that the job was so miserable that nobody else wanted it.
It’s still unclear how Boehner’s announcement will affect the current shutdown crisis we’re approaching, but since he no longer has to worry about his job, he may just bring it to a quick conclusion by throwing the conservatives some meaningless bone of a symbolic vote on Planned Parenthood, then putting a clean continuing resolution up to a vote (that seems to be the direction they’re moving). The CR would probably pass with Democratic support, and then doomsday could be avoided for a while, with Boehner’s replacement left to enact the next iteration of this absurd ritual once the CR runs out.
It would, in its way, be a fitting end to the Boehner speakership: a needless crisis driven by ultra-conservative members Boehner can’t control, finally resolved — but only temporarily — in a way that leads those members to call him a traitor and sets the stage for yet another crisis before long.
Can anyone blame him for wanting to get the hell out?

“Koch Zero”: Is The Fall Of Scott Walker A Sign That The Kochs Are Not As Powerful As They Want Progressives To Think They Are?
With big money in American politics remaining a clear and present threat, and the odds of adding a 28th amendment to the United States Constitution specifically stating that money is not speech and corporations are not people still a bit limited, it’s nice to see that there are still times when big money comes up a bit short, especially as it pertains to a certain wingnut from Wisconsin:
A [recent] poll out of Iowa shows most of what we’ve been seeing in recent weeks with Donald Trump at the top of the pack followed by Ben Carson and none of the other candidates in double digits. The real headline out of the poll, though is the seeming collapse of Wisconsin Governor Scott Walker’s Presidential campaign…
It’s been quite a collapse for Walker over the past two months. Not only was he leading in Iowa and performing strongly in both nationally and in New Hampshire, but he was widely seen as a candidate that could appeal to both the conservative base of the Republican Party and the more moderate “establishment” and business wings. His rise to national prominence due to the showdown over public employee unions in Wisconsin, and his subsequent victories in not only getting his favored legislation passed but also pushing back against a recall effort that resulted from the union showdown and then wining re-election last years made him something of a national hero among Republicans and the calls for him to run for President began long before his re-election as Governor last November. Before the race for the Republican nomination really began, many analysts foresaw that Walker could be a strong competitor to former Florida Governor Jeb Bush, especially if he managed to do as well in the Iowa Caucuses as the early polls were indicating.
As time went on, though, it became clear that Walker was not as good a candidate as his Wisconsin experience and press clippings made it seem. Early on even before he got into the race, Walker got into hot water with conservatives over his hiring of Republican strategist Liz Mair to run his campaign’s social media operation because, among other things, Mair had made comments on Twitter before being hired that were critical of the Iowa Caucuses as well as her personal position on immigration reform. Mair ended up resigning, but it was Walker who ended up coming out of the whole incident looking like someone who would cave to pressure over something as silly as a couple inoffensive tweets. Immigration quickly became the source of another problem for Walker when, although he had once supported immigration reform that included some form of what conservatives call “amnesty” for illegal immigrants, he was caught flip-flopping on the issue when campaigning in Iowa. Later, it was reported that Walker had told high level donors in a private meeting that he actually still did support some form of “amnesty” as party of an immigration reform effort. Walker’s effort to get in the good graces of the hard right base of the party has extended to even making statements critical of legal immigration. More recently, he has been caught taking our different positions on the issue of birthright citizenship over the course of seven days in the wake of Donald Trump’s introduction of his immigration plan. All of this has led to the impression that Walker will say whatever he needs to whichever audience he is talking to, which is obviously a much harder thing to do in the era of the Internet and the ease with which someone can record a campaign appearance with their phone.
It’s amazing, and amusing, to bear witness to Walker’s collapse—and the reality that his notorious alliance with Charles and David Koch is seemingly providing no tangible benefit whatsoever to his campaign. Could this be a sign that the Kochs are not nearly as powerful as they want progressives to think they are?
If Walker soon joins Rick Perry as a former Republican presidential candidate, it will be a fitting comeuppance for a man who, like Chris Christie, thought aligning himself with the Kochs would clear a path to the White House. Who would have thought that both men would end up in a political outhouse?

“Bye-Bye Federal Criminal Justice Reform?”: Hard To Imagine GOP Congressional Leaders Bucking Their Base To Push Reform
There’s a powerful tendency in the chattering classes, impervious so far to contrary data, to think of Donald Trump as just a summer sideshow that will close down directly once the real candidates–you know, Jeb!–get in gear and Party Elites send down the word that the base has had its fun and now needs to get into line. You don’t have to think he’s actually going to get the nomination (and I still don’t, though I wouldn’t bet the farm I don’t have on it at this juncture) to understand he’s having an impact on the GOP and indirectly the country.
Most obviously, no Republican who wants to seriously compete for the nomination is going to get all loud-and-proud about comprehensive immigration reform, no matter what’s down there in the footnotes of their policy tomes.
But my biggest fear has been that Trump’s poisoning the well for criminal justice reform at the federal level, and Michael Grunwald shares it:
Criminal justice reform, a perennial lost cause for civil rights lefties, had its surprise bipartisan moment this year. Conservative Republican voices like anti-tax activist Grover Norquist and the Koch brothers led campaigns against mass incarceration and mandatory drug sentences. GOP presidential candidate Jeb Bush has embraced the pro-reform Right on Crime initiative, while Rand Paul and Ted Cruz have co-sponsored reform bills with liberal Democratic senators.
But the Kumbaya reform moment may not survive the Summer of Trump.
After roiling the politics of immigration with jeremiads about border walls and Mexican rapists, Donald Trump has scrambled the politics of crime by running as a pro-cop, anti-thug “law-and-order” candidate, denouncing rioters in Baltimore and Ferguson, vowing to “get rid of gang members so fast your head will spin.” And as with immigration, his rivals are echoing his appeals to the angry id of their party’s white base, distancing themselves from bipartisan reform. Bush is now touting his own “eight-year record of cracking down on violent criminals” as governor of Florida, while attacking Trump as “soft on crime” because of his past support for Democrats and marijuana decriminalization. Candidates like Cruz and the usually Koch-friendly Scott Walker are also trumpeting their toughness on criminal justice issues, blaming President Barack Obama and the Black Lives Matter movement for recent attacks on police officers. In this climate, it’s even harder than usual to imagine GOP congressional leaders bucking their base to push reform.
Trump has been dismissed as a sideshow, but for now at least, he’s the main show.
I suppose it’s possible that a Republican presidential candidate or two will decide to get attention as someone who’s “fighting” Trump on this or that issue instead of positioning him- or her-self to inherit his support when whatever it is that’s supposed to strike him down finally happens. But I wouldn’t count on it, particularly on an issue–crime–that is more viscerally immediate to angry and frightened white people than immigration.

“Waiting For Their Nixon”: Reformicons Horrified To Look In The Political Mirror And See The Scary Clown Face Of Trump Leering Back
A small but influential group of conservative intellectuals hoped that this presidential cycle could produce a ice-breaking debate in the GOP ranks over the party’s iron commitment to certain economic and fiscal orthodoxies that had proved impolitic to middle class voters, including the white working class voters (remember “Sam’s Club Republicans”?) who had recently become a key segment of the party base.
Well, the “reformicons” got more than they bargained for. As Josh Barro’s New York Times op-ed over the weekend archly pointed out, the current GOP presidential front-runner shares their disdain for the old-time religion of tax cuts for the wealthy financed by “entitlement reform,” and the hostility many of them have for comprehensive immigration reform as well. But your typical urbane reformicon is horrified to look into the political mirror and see the scary clown face of Donald Trump leering back at him or her.
It’s an awkward thing: The reform conservative movement, to the extent it exists, is pointy-headed, technocratic and soft-spoken. Mr. Trump is none of those things. But his campaign has helped bolster a key argument from the reformocons: that many Republican voters are not devotees of supply-side economics and are more interested in the right kind of government than in a simply smaller one.
“There were a lot of people who wanted to think the Tea Party is a straightforward libertarian movement,” said Reihan Salam, the executive editor of National Review. But he said Mr. Trump’s ability to lead the polls while attacking Republicans for wanting to cut entitlement programs showed that conservative voters are open to “government programs that help the right people.”
Indeed, so long as “the right people” means their own selves and “the wrong people” are those people. It’s always been a bit ironic that the reformicons claim a sort of kinship to the Tea Party, but prefer pols like Marco Rubio even as the Tea Folk themselves gravitate to the Sarah Palins and the Donald Trumps. And so they are torn between the impulse to declare Trump-o-mania a vindication of their prophecies and the healthy desire to distance themselves from racist demagoguery. One very prominent reformicon Barro talked with, David Frum, has the obvious if unappealing analogy in mind:
In an analogy that won’t make anyone very comfortable, [Frum] said Mr. Trump could be useful in the same way George Wallace was in 1968: “Wallace talked about a lot of issues, many of them pretty dismaying, but he also seized on the crime issue. Crime was rising fast, and it was not an issue that respectable politicians wanted to talk about. The result was that Richard Nixon stole his issue and deracialized it.”
Well, not exactly. Pressed on whether Nixon’s anticrime language could really be considered deracialized, Mr. Frum argued Nixon “diminished its racialism and incorporated it into something like a workable policy agenda.”
If Mr. Trump is Wallace in this analogy, then the reform conservatives are still waiting for their Nixon. Whether that’s a hopeful prospect or an alarming one is up to you.
So reformicons are joining the ever-swelling ranks–right there next to an awful lot of Democrats–of those who view Trump the way some fifth century Christians viewed Attila the Hun–as a Scourge of God sent to rebuke arrogant and decadent imperial elites. But I’d advise they avoid mirrors.

“Marco Rubio; Let Me Be Your Front Man, Republicans”: To Continue To Advocate The Fiscal And Regulatory Policies The GOP Craves
Today, Marco Rubio delivers a speech in Detroit, where he will again make the case to Republicans that the solution to their economic vulnerabilities lies in nominating Marco Rubio. “If I’m our nominee … We will be the party of the bartenders and the maids, of the people that clean our rooms and fix our cars,” Rubio promises. The choice of working-class occupations is hardly an accident — Rubio is describing the occupations held by his parents when they came to the United States. Rubio’s idea of a “party of” is quite literal — he means the party would be identified with the classes of the parents of its candidate rather than, say, its policies.
Many Republicans blame Mitt Romney’s defeat on his personal wealth, and there has been a renewed vogue for the always-popular appeal to personal working-class authenticity. Scott Walker has a story about buying a really cheap sweater. John Kasich is the son of a mailman. (National Review’s Kasich profile begins, “Have you heard that John Kasich’s dad was a mailman? If not, then you’ve probably never been around Ohio’s Republican governor.”) Hillary Clinton, too, reaches back to her mother to cast herself as the child of working-class toil. But Clinton grounds her appeal to hard-pressed Americans primarily in terms of her policy platform, which she has emphasized in a series of detailed speeches.
Rubio is unusually clear about his strategy to respond to Clinton’s arguments about policy with appeals to his background. “If I’m our nominee, how is Hillary Clinton gonna lecture me about living paycheck to paycheck?” he said at the first Republican debate. “I was raised paycheck to paycheck. How is she — how is she gonna lecture me — how is she gonna lecture me about student loans? I owed over $100,000 just four years ago.” This is Rubio’s plan. Clinton will attack the Republican economic program, and Rubio will talk about his life story.
Rubio’s platform is not entirely devoid of appeals to the working class. He emphasizes an expanded child-tax credit, which would provide benefits to families of modest means. George W. Bush, likewise, portrayed his tax cut as a plan aimed primarily at people like a low-income waitress mom, even though the overall impact was to make the tax code much more regressive. Rubio’s program would have the same effect, but more so. Even Rubio’s tax-cut plan, the most allegedly moderate aspect of his platform, would overwhelmingly benefit the wealthy. Other elements would compound the impact. Rubio would raise the Social Security retirement age, a change with little impact on white-collar workers, but a punishing blow to people who work on their feet or in some other physically demanding way. He would repeal Obamacare, whose benefits are heavily tilted toward low-income workers:
Rubio has sketched out a vague concept that would replace Obamacare, which — to the extent its effects can be defined — would shift much higher costs onto low-income workers, like bartenders and maids.
Rubio has voted for the Ryan budget, which would effect the largest upward redistribution of resources in American history. Indeed, he has set himself to Ryan’s right, criticizing the chairman’s compromise to slightly ease the impact of budget sequestration. He was also an early supporter of the 2013 government shutdown.
Rubio promises to repeal Dodd-Frank, a position that finds immense favor on Wall Street. Rubio may be the most forthrightly pro–Wall Street candidate in the race. His undiluted attack on Dodd-Frank prompted a grateful Richard Bove to write a column headlined “Thank You, Marco Rubio.” Bove is the author of Guardians of Prosperity: Why America Needs Big Banks. Some critics of Dodd-Frank favor (or like to position themselves as favoring) even more stringent regulation. Bove makes no such pretense. His book’s own summary begins, “Since the financial crisis, amid outrage at the likes of Citigroup and JPMorgan Chase and Washington’s rejiggering of the financial system, the banking industry has had one major defender: Richard X. Bove.”
It is positions like this — along with his past, retracted but perhaps still secretly held support for immigration reform — that have endeared Rubio to his party’s donor class. “At the American Enterprise Institute’s annual donor retreat in Sea Island, Ga., one attendee says Rubio got rave reviews from a crowd that included several billionaires,” reported National Review’s Eliana Johnson. “And in late January, the senator impressed the libertarian-leaning crowd at the Koch brothers’ donor conference in Palm Springs, Calif., and came out on top of an informal straw poll conducted there.”
In 2004, Democrats did not think they could frontally attack the Bush administration’s hawkish policies, so they wanted to use their candidate’s biography instead. That was the all-but-explicit message of John Kerry, who promised Democrats his military background would insulate him from attacks. Republicans who favor tax cuts for the rich, cuts in social benefits for working-class Americans, and deregulation of Wall Street face a similar dilemma. What these donors want is a candidate who will continue to advocate the fiscal and regulatory policies they crave, but can sell it to the public. Rubio is all but explicitly making the case for himself as the front man to make that sale.
