“Social Security Faces Threat From ‘Ideological War'”: Republicans Manufacturing A Crisis’ To Hide Their Real Intent

Sen. Elizabeth Warren (D-Mass.) sent a message to supporters yesterday, warning of a real threat to Social Security. By any fair measure, she’s right.

“We’ve known for years that Social Security Disability Insurance is set to run low in 2016, and most people assumed that another bipartisan reallocation was coming,” the senator wrote. “But now, thanks to the Republican ideological war on our most important national safety net, disabled Americans could suddenly face a 20% cut in their Social Security checks next year.”

Let’s recap for those just joining us. The Social Security system provides disability payments to Americans who want to work but can’t for health reasons. For generations, when the disability-insurance program runs short on funds, Congress transfers money from elsewhere in the Social Security system to prevent benefit cuts. The solution, sometimes called “reallocation,” has never been especially controversial – in fact, it’s been done 11 times over the last seven decades.

But last month, congressional Republicans adopted a rule change that makes it almost impossible to approve the usual, straightforward fix. GOP lawmakers seem to want to create the conditions for a crisis.

All of which led to an important Senate hearing yesterday.

Carolyn Colvin, acting commissioner for the Social Security Administration, urged senators to act first to avert the crisis at hand and then begin serious negotiations on finding a longer-term solution. She said the threatened cut in disability payments – about 19 percent – would be a “death sentence” for many of the poorest recipients, but time and again, she refused to opine on more concrete options going forward.

When Colvin read aloud the president’s six principles for future reforms, Sen. Lindsey Graham (R-S.C.) was scornful. “That’s a set of principles that makes sure we do absolutely nothing meaningful,” Graham said. “If that’s the president’s plan, we’ll never get there.”

And by “meaningful,” it appears Graham and other Senate Republicans are waiting for the White House to propose cuts to Social Security. (Ironically, President Obama was open to modest Social Security cuts as part of a grand bargain with GOP lawmakers, but Republicans have refused to consider any possible concessions and effectively ruled out the possibility of a compromise.)

The Politico report added that Sen. Bernie Sanders (I-Vt.), the Senate Budget Committee’s ranking member, “angrily accused the GOP of ‘manufacturing a crisis’ to hide its intent to resurrect past proposals to cut Social Security benefits and privatize the system.”

This has the benefit of being true. Addressing the upcoming shortfall in the disability-insurance program should be easy. Republicans are ensuring that it’s not, hoping to exploit a manufactured crisis to force Social Security cuts they wouldn’t otherwise be able to get.

Indeed, the literal name for yesterday’s hearing for the GOP-led committee was, “The coming crisis: Social Security Disability Trust Fund Insolvency.” There would be no crisis, and no threat of insolvency, if Republicans hadn’t already ruled out the straightforward solution lawmakers have relied on for decades.

Budget Committee Chairman Mike Enzi (R-Wyo.) said yesterday, “I’m hoping the president will take an active role in this.” Expect more of this kind of rhetoric: Republicans will feign outrage over Obama refusing to offer far-right solutions the GOP-led Congress considers acceptable.

“Who Cares About Ideology?”: Why Jeb Bush Is Taking Big Risk In Pandering To Conservative Primary Voters

It’s never too early to start questioning the assumptions that guide presidential campaign coverage, whether they concern what candidates do and why they do it, what impact their decisions have, or how voters actually view the whole sordid extravaganza. And there are plenty of those just waiting to be unpacked and cast aside.

Today Lynn Vavreck, a political scientist writing for the New York Times, has what looks like some good news for Jeb Bush. She looks back at weekly polling data from 2012, and declares that if Mitt Romney moved to the right to win the primaries, the public seems not to have noticed. This might suggest that Bush — who has a couple of issue positions that conservative voters don’t like — is free to pander in the primaries to his heart’s content, without worrying about whether it might hurt him in the general election.

But I fear that Vavreck may be forgetting about a myth far more important than the one she’s trying to debunk. Before I explain, here’s the heart of her argument:

Because we have data every week, we can assess changes in average placements of the candidates over the course of the primaries and the general election. The data show that people’s views about the candidates’ ideologies didn’t move over the course of 2012. The lines are essentially flat.

For example, most people started and ended the election year believing, on average, that Mr. Romney was conservative, but not too much so. Any shifting, message-adjusting or pandering that Mr. Romney did during the primaries in 2012 did not hurt him in the general election by making him seem more conservative than he was earlier in the year, and it’s not at all clear it helped him in the primaries either. Mr. Obama, on the other hand, started the election year twice as far away from voters, on average, than Mr. Romney was and got farther away over the course of the year….

These three pieces of evidence — that Mr. Romney was thought to be no less conservative before the primaries than during or after them, that his average rating didn’t shift much at all during the entire year, and that he was ideologically closer to most voters than Mr. Obama — bust the myth that Republicans lost the 2012 election because of ideological shifts in the primaries.

This would appear to tell us that that Romney suffered not at all from his often comical attempts to pander to the Republican base in the primaries, and therefore such pandering poses no danger for Jeb Bush. But is that really true? To believe it, we’d have to believe that this poll question — asking voters to place a candidate on an ideological scale — captures the pandering phenomenon.

But there’s reason to believe it doesn’t. First of all, it’s possible that the pandering registered with many voters as something more like “Mitt Romney is running around telling people what they want to hear,” rather than “Mitt Romney is more conservative than he used to be.” It’s absolutely vital to remember that most Americans are not like those of us who care deeply about politics. Because politics isn’t something they think too much about, they don’t necessarily have a firm grip on even some of the most basic distinctions between the parties. Many don’t even know what it means for one candidate to be a “liberal” and another to be a “conservative.”

That may sound like an elitist thing to say, but it’s true. The National Election Studies has been asking respondents for many years which is the more conservative party. In recent years about two-thirds have been able to provide the right answer, which is actually an improvement over the 1980′s and 1990′s, when barely half could tell you. Think about that for a moment: a full third of Americans don’t know which is the “conservative” party.

It’s also vital to remember that when you look at all of them together, the public always perceives the Democratic presidential candidate to be farther to the left than the Republican candidate is to the right when they’re forced to answer the question. This is a phenomenon driven almost entirely by Republicans and Republican-leaning independents, who tend to describe the Democratic candidate as an extreme liberal, almost irrespective of who he actually is. The more partisan loyalties harden, the clearer the effect becomes. Here’s an excerpt from a 2003 article I wrote in my former life as an academic, citing NES data:

Republicans always perceive the Democratic candidate as much more liberal than Democrats and independents perceive him to be. Bill Clinton is the clearest case: while Democrats and independents placed him at about the same ideological position as most other Democratic candidates, in 1996 strong Republicans thought Bill Clinton was more liberal than previous strong Republicans had found Michael Dukakis, Walter Mondale, and even George McGovern.

That’s obviously not a judgment based in some kind of rational assessment of what a candidate stands for. More recently, you can see the phenomenon in this Gallup poll from the 2012 primaries. Democrats, Republicans, and independents all rated the Republican candidates about the same on an ideological scale, but Republicans saw Barack Obama as being far, far more liberal than Democrats or independents saw him. That ends up pulling the candidate’s overall rating toward the perception of Republicans. So when Vavreck tells us that Barack Obama was perceived as farther from voters ideologically than Mitt Romney was, she’s actually describing an old phenomenon that tells us little about what actually happened in 2012.

What’s the lesson here if you’re Jeb Bush — or, for that matter, some other Republican who feels the need to genuflect before conservative primary voters? It isn’t that pandering will have no cost. Wherever they put Mitt Romney on an ideological scale, voters rated him as less honest and trustworthy than Barack Obama, and his performance in the primaries probably had something to do with that. The lesson is probably that “ideology,” at least as political junkies understand it, is something that doesn’t matter all that much to most voters.

They aren’t going to say, “Well, I thought he was a 2.4 on the ideology scale, but I’ve concluded that he’s actually a 3.1, so I’m voting against him.” If Jeb Bush can pander and shift about ideologically while still convincing voters he’s a man of principle who can be trusted — no easy task — then if nothing else he’ll have one less thing to worry about. But if he can’t, then he’s much more likely to wind up like Mitt Romney.

“The GOP’s Color Bind”: Something Tells Me There’s A Glass Ceiling Above This New Crowd Of Diverse Republicans

Beyond noting the irony of an anti-affirmative action party promoting diversity, a New York Times report on successful efforts by state-level Republicans to recruit and elect candidates of color compels us to ask a few questions.

As Republicans took control of an unprecedented 69 of 99 statehouse chambers in the midterm elections, they did not rely solely on a bench of older white men. Key races hinged on the strategic recruitment of women and minorities, many of them first-time candidates who are now learning the ropes and joining the pool of prospects for higher office.

They include Jill Upson, the first black Republican woman elected to the West Virginia House; Victoria Seaman, the first Latina Republican elected to the Nevada Assembly; Beth Martinez Humenik, whose win gave Republicans a one-seat edge in the Colorado Senate; and Young Kim, a Korean-American woman who was elected to the California Assembly, helping to break the Democratic supermajority in the State Legislature.

In Pennsylvania, Harry Lewis Jr., a retired black educator, won in a new House district that was expected to be a Democratic stronghold; he printed his campaign materials in English and Spanish. Of the 12 Latinos who will serve in statewide offices across the nation in 2015, eight are Republican.

“This is not just rhetoric — we spent over $6 million to identify new women and new candidates of diversity and bring them in,” said Matt Walter, the executive director of the Republican State Leadership Committee. “Most of these chambers were flipped because there was a woman or a person of diverse ethnicity in a key targeted seat.”

That the GOP, on a state level, appears to recognize the merits of racial and ethnic diversity is good thing. What about the benefits of ideological diversity?

It is not clear yet where the new Republican elected officials fall on the ideological spectrum. Several who were interviewed for this article, including [newly elected New Mexico State Representative Sarah Maestas Barnes], said they were focused on economic issues like job creation, not social issues like abortion and same-sex marriage. Ms. Barnes said that she had made it clear to party leaders that she would entertain good ideas no matter which party floated them, and that she had been promised the freedom to vote her conscience.

Is that promise valid? What happens if these Republicans of color embrace views that might offend certain special interests or donors? What if they take a position ALEC doesn’t approve of? Will they be run out of town, the way heterodox Republicans are on a federal level (think ex-US Representatives Wayne Gilchrest and Bob Inglis)? What if they call out racism in the party?

Something tells me there’s a glass ceiling above this new crowd of diverse Republicans. If any of them step out of line ideologically, they will be bloodied by the shards of that ceiling as it falls on top of them.

“The Ideology Of Policing”: After Ferguson, Can We Change How American Police React To Potential Threats?

The story of Michael Brown and Ferguson, Mo., is not over, even if the city is calmer today than it was just after the decision not to try officer Darren Wilson was announced. As we look for lessons about race, power and justice, we also have to ask some fundamental questions about the ideology of policing in the United States.

One of the defenses people have offered of Wilson’s decision-making on that day is that if a police officer fears for his safety, he is allowed to use deadly force. And that is indeed a standard, in one form or another, used by police departments around the country. But that standard is near the heart of the problem that Brown’s death has highlighted.

American police kill many, many more citizens than officers in similar countries around the world. The number of people killed by police in many countries in a year is in the single digits. For instance, in Britain (where most officers don’t even carry guns), police fatally shot zero people in 2013 and one person in 2012. Germany has one-quarter the population of the United States, and police there killed only six people in all of 2011. Although official figures put the number killed by American police each year around 400, the true number may be closer to 1,000.

The most common explanation is that since we have so many guns in America, police are under greater threat than other police. Which is true, but American police also kill unarmed people all the time — people who have a knife or a stick, or who are just acting erratically. There are mentally disturbed people in other countries, too, so why is it that police in Germany or France or Britain or Japan manage to deal with these threats without killing the suspect?

This is where we get to the particular American police ideology, which says that any threat to an officer’s safety, even an unlikely one, can and often should be met with deadly force. We see it again and again: Someone is brandishing a knife; the cops arrive; he takes a step toward them, and they fire. Since Brown’s death, at least 14 teenagers have been shot and killed by police; the weapons they were wielding included knives, cars and a power drill, all of which can be obtained by European citizens, at least as far as I know.

If you’ve read parts of Wilson’s account of his confrontation with Brown, you know that the justification so commonly made in cases like this — I was afraid for my safety, and therefore I killed him — is the basis of his defense. You don’t have to be convinced that Wilson should be tried for murder to find his version of events absurd at every level, starting with the assertion that he politely inquired if Brown and his friend might consider walking on the sidewalk, only to be met with a stream of invective and an unprovoked assault from this “demon” with superhuman strength.

Maybe that really is what happened. But it seems much more likely that, as the account of Brown’s friend goes, Wilson began the encounter by shouting at them to “Get the [expletive] on the sidewalk” — in other words, seeking to establish his authority and dominance. This, too is part of police ideology: that one way to keep safe is to make clear to those you interact with that you are the one in control and that they should fear you.

Two months ago I interviewed an expert in police training procedures around the world, and she pointed out that in many other countries, particularly in Europe, future police officers go through much more extensive training than American police do, a large part of which is learning how to calm down agitated people and defuse potentially dangerous situations. American cops, she said, average only 15 weeks of training before getting their badges. Even after they’re on the job, they continue to be inculcated with the idea that in a situation with a potentially dangerous individual, they need to be ready to kill to protect themselves.

Much of the focus of discussions about Ferguson has been, quite properly, on race. And race matters to this question as well; we know that cops are more likely to see black people as potential dangers to their safety. But the question is whether, even beyond the differences in how different groups are treated, we can change the way so many American police approach confrontations, both actual and potential.

Of course, this is easy for me to say. Nobody’s going to wave a knife at me while I sit in front of my computer every day. Being a cop is hard and dangerous work, particularly in places where crime is common. Most officers are never going to fire their guns in the line of duty. Even in Ferguson itself, there are officers trying to approach people as people and not as potential threats. But the fact that police all over the world manage to do the same job while killing barely anyone, while American cops kill hundreds of people every year, means that something is wrong with American policing.

“A GOP Sociopathetic Scam”: Why Actual ACA ‘Victims’ Are So Elusive

It’s practically a running joke at this point. The Affordable Care Act’s conservative detractors have spent the last several months in a desperate search for “Obamacare victims” to be used in various partisan attacks, and quite a few regular folks have received quite a bit of attention.

The problem, of course, is that all of these examples, once they’re subjected to even minor scrutiny, have fallen apart – the “horror stories” really aren’t so horrible. Michael Hiltzik speculated last week that there may not be any genuine anecdotes to bolster the right’s claims.

What’s going on here? Paul Krugman offers one possible explanation.

Even supporters of health reform are somewhat surprised by the right’s apparent inability to come up with real cases of hardship. Surely there must be some people somewhere actually being hurt by a reform that affects millions of Americans. Why can’t the right find these people and exploit them?

The most likely answer is that the true losers from Obamacare generally aren’t very sympathetic. For the most part, they’re either very affluent people affected by the special taxes that help finance reform, or at least moderately well-off young men in very good health who can no longer buy cheap, minimalist plans. Neither group would play well in tear-jerker ads.

That’s as good an explanation as any. What the right needs are sympathetic figures – real, relatable Americans who are struggling, and whose plight was made worse by the Affordable Care Act. The most notable recent example came last week with a Michigan woman, Julie Boonstra, featured in an Americans for Prosperity attack ad and in RNC events, who’s paying less for better insurance without having to change doctors.

In other words, as far as health care policy is concerned, it’s not much of a horror story, though it’s presumably the best the right can come up with.

But taking this one step further, let’s also acknowledge the extent to which the right is using ACA beneficiaries as a cudgel to undermine their own interests.

Brian Beutler did a nice job this morning explaining that the practice of using Americans to harm their own health security is a “sociopathic new scam.”

[W]e’re really just talking about Julie Boonstra here.

If she and AFP get their way, she’ll be just as much a victim of Obamacare repeal as all the people who face health circumstances similar to hers. And the saddest part of that tragic irony is that Boonstra doesn’t even seem to understand what her circumstances are, or why it doesn’t make sense to devote her energies to repealing the law. Boonstra told the Dexter Leader, “People are asking me for the numbers and I don’t know those answers — that’s the heartbreak of all of this. It’s the uncertainty of not having those numbers that I have an issue with, because I always knew what I was paying and now I don’t, and I haven’t gone through the tests or seen my specialist yet.”

But that’s just not so. Anyone who’s studied the law knows it’s not so. Anyone who’s paid unexpected health bills in installments knows it’s not so. And well-heeled Affordable Care Act foes like Americans for Prosperity certainly know it’s not so. And in that sense AFP, and everyone else on the right “supporting” Julie Boonstra, are using her as a weapon in a war against herself.

To a very real degree, it’s tragic to watch the developments unfold in real time. For much of 2013, especially in the months leading up to the open-enrollment period, assorted far-right groups launched an organized campaign to encourage the uninsured to stay that way – on purpose – in order to help conservative organizations advance their ideological agenda. It was a truly offensive display in which wealthy activists on the right urged struggling Americans to deliberately put their wellbeing in jeopardy.

Months later, we’re at a similarly painful moment in the debate, in which many of the same groups and activists are now exploiting people to create misleading attack ads, all in the hopes of keeping people from having access to affordable health care.
