“Republicans Souring On Their Own Party”: America Hasn’t Disliked The Republican Party This Much Since 1992
A shocking new poll suggests that Donald Trump may actually be hurting the image of the Republican Party. While most assumed that the GOP’s embrace of an openly misogynistic, proudly ignorant pseudo-fascist would improve the party’s standing with minority voters and millennials, Pew Research’s latest survey finds that Republicans’ unfavorable rating is now 62 percent — the highest it’s been in more than two decades.
Back in October, Pew found 37 percent of the country viewed the GOP favorably, while 58 percent saw it in a negative light. Today, those numbers are 33 and 62, respectively. That downturn is driven almost entirely by Republicans souring on their own party: In the current poll, 68 percent of red America views the GOP favorably, down from 79 percent last fall.
Trump is doubtlessly responsible for much of that dip. The GOP front-runner has alienated Republicans who don’t like menstruation jokes and anti-trade populism, while simultaneously encouraging those who do like those things to see the party as a corrupt institution hell-bent on defying their will.
Meanwhile, 61 percent of Hispanics and 79 percent of African-Americans have a negative view of the Party of Lincoln, while majorities in both groups approve of Democrats. Even white people are losing their taste for elephant, with 58 percent giving the GOP a thumbs-down. The party’s friendliest audience is whites without college degrees — and 52 percent of them don’t like Republicans.
America isn’t crazy about Democrats either. Half of the country views Team Blue unfavorably, while 45 percent approve. And a full quarter of the American public says, “A pox on both their houses.”
Still, Republicans are in a much worse place than their friends across the aisle. The last time 62 percent of the country disliked the GOP was 1992. Oddly enough, that was also the last time a (non-incumbent) Democrat named Clinton won the White House.

“We’ll Never Stop Arguing About It”: Obamacare Is Helping A Lot Of People. Not Everyone Thinks That’s Good News
In politics there are some issues where liberals and conservatives share the same goal, but disagree about how to achieve it — we all want to have as little crime as possible, for instance, but there are different ideas about how to accomplish that. Then there are issues where the two groups have different goals — liberals want to preserve women’s reproductive rights, and conservatives don’t. And sometimes, there are issues we think fall in the first category, but actually belong in the second.
Health care may just be that kind of issue, where we talk as though we all have the same fundamental goals, but we actually don’t. There’s an interesting article in the New York Times today on a major success of the Affordable Care Act that demonstrates why we’ll never stop arguing about it. Here’s how it begins:
The first full year of the Affordable Care Act brought historic increases in coverage for low-wage workers and others who have long been left out of the health care system, a New York Times analysis has found. Immigrants of all backgrounds — including more than a million legal residents who are not citizens — had the sharpest rise in coverage rates.
Hispanics, a coveted group of voters this election year, accounted for nearly a third of the increase in adults with insurance. That was the single largest share of any racial or ethnic group, far greater than their 17 percent share of the population. Low-wage workers, who did not have enough clout in the labor market to demand insurance, saw sharp increases. Coverage rates jumped for cooks, dishwashers, waiters, as well as for hairdressers and cashiers. Minorities, who disproportionately worked in low-wage jobs, had large gains.
Before we go farther, we should remember that the ACA is a complex piece of legislation that affects every area of American health care, but for now we’re going to talk just about insurance coverage. When liberals see a report like this one, they say, that’s terrific — some of the most vulnerable people in America, and those who had the hardest time getting covered before, now have health insurance. They offer this as practical evidence of the law’s success.
But conservatives (not all conservatives, but many of them) don’t see that as a success at all. If the government is helping an immigrant who washes dishes for a living get health coverage, then to them that means that government is redistributing tax money from deserving people to undeserving people. The two groups look at the same practical effect, and interpret it in opposite ways.
That isn’t to say that the ACA didn’t give benefits to everyone, because it did. Millions of middle-class and even upper-class people were hurt by the fact that insurance companies used to be able to deny you coverage if you had a pre-existing condition, but the ACA outlawed that. And if the payment reforms in the law bring down overall health spending, we all benefit. But the most visible and dramatic parts of the law relate to the tens of millions of Americans who used to be without health coverage but now have it.
This is why Republicans continue to call the ACA a “disaster” and a “catastrophe” despite the good it has done. Liberals hoped that once the law was implemented and its practical effects became clear, the law would become hugely popular. Instead, views of the law divide closely on ideology and partisanship, and that hasn’t changed and won’t change.
That’s because there’s a fundamental clash of values at work, which means that liberals and conservatives will always judge it according to different standards. Because the law did a large amount to bring coverage to those who couldn’t afford it (through both the expansion of Medicaid and subsidies), and because it included a raft of new regulations meant to solve a variety of problems within the health care system, conservatives will always oppose it, whether it succeeds on its own terms or not. To doctrinaire conservatives, a government regulation that accomplishes what it sets out to isn’t a success at all; it’s a moral failure by definition. That’s why liberals will never convince them to support the ACA by pointing to its practical successes.
That isn’t to say that conservatives don’t make practical arguments against the ACA, because they do. But they’re mostly window dressing placed atop their moral objections to government involvement in health care. So yes, they predicted that Obamacare would destroy the economy, and cost millions of jobs, and lead to fewer people with health coverage, and balloon health care spending, and make premiums skyrocket. When they turned out to be wrong about all these things, conservatives didn’t say, “Well gee, I guess this law was a pretty good idea after all.” Because the fundamental moral objection remains, whatever the practical impact.
You can see it in the decision to accept or reject the law’s expansion of Medicaid. The federal government offered states a huge pot of free money to provide coverage to their poor citizens, and though some conservative governors tried to argue that it would be too expensive, those arguments were laughably weak. As one independent analysis after another has shown — from groups like the Rand Corporation, not exactly a bunch of lefties — taking the expansion leads to healthier state finances and better economic growth, on top of helping your state’s constituents. But for many governors, insuring poor people isn’t a moral good at all; just the opposite, in fact. So they were even willing to incur economic damage in order to avoid it (and to give Barack Obama the finger, of course).
Where this all leaves us is that the ACA will never become something we agree on, no matter what it does or doesn’t do in the real world. But even that’s not the whole story, because there are political factors at work. Smart Republicans understand that with each passing year, the law becomes more and more entrenched and harder to unwind, no matter how much they hate it. It’s one thing to keep people from getting insurance, but it’s something quite different, and far more politically dangerous, to take away insurance people already have — and if they really repealed the law, that’s what they would be doing, not just to a few people but to 20 million or so.
That’s why Republicans have so much trouble coming up with their “repeal and replace” plan. It’s not because there aren’t conservative health care wonks who could give them an outline. It’s because any real repeal would be so spectacularly disruptive to the system that it would a political nightmare. Just today there’s an article in The Hill on the efforts of the Republican task force charged with producing the new repeal-and-replace legislation, under the title, “GOP group promises ObamaCare replacement plan — soon.” If you’ve been following this issue, you know that title is a joke. As the piece says:
Coming up with a plan to replace ObamaCare has been an aim for the Republican Party for so long that it’s become a laugh line even in conservative circles. Despite voting more than 50 times in the House to repeal the law, the GOP has not once voted on legislation to take its place.
But every couple of months, they say that they’ll be releasing their plan any day now.
If Republicans actually took the White House and held Congress, my guess is that they’d pass something they called “repeal and replace” but which would leave the ACA largely intact. Just as they propose to privatize Medicare but rush to tell seniors who love it that their own coverage wouldn’t be affected, it would be some kind of time-delayed change that would avoid kicking people who now have insurance off their coverage. And if Hillary Clinton gets elected in the fall, it’ll be another four or eight years before they could even try this. No matter what happens between now and then, conservatives won’t ever decide that the ACA has worked out well, whether it actually did what it was designed to do or not. As far as they’re concerned, the design itself was the problem. But they may decide, as they did with Medicare, that doing away with it isn’t worth the bother — at least not worth bothering to to try all that hard.

“The Elephant In The Room”: Southern States Do Not Distort The Primary
At the end of last night’s Democratic debate, Dana Bash asked Sanders whether he will take the contest to the convention in Philadelphia if neither candidate clinches the nomination via pledged delegates. Sanders responded by saying that he plans to win the nomination outright. But then he injected something that both he and his campaign staff have said frequently.
Look, let me acknowledge what is absolutely true. Secretary Clinton cleaned our clock in the Deep South. No question about it. We got murdered there. That is the most conservative part of this great country. That’s the fact.
For the last several weeks, this is a contention the Sanders campaign has made in various forms. Most recently, the candidate told Larry Wilmore that having the Southern states vote early in the primary “distorts reality.” If we combine that statement with what he said last night, the argument becomes: having Southern states vote early in the primary distorts reality because it is the most conservative part of the country. Of course, if that were true, it would hurt Sanders as the candidate who consistently lays claim to being the more progressive of the two.
I would propose that the Mountain West (where Sanders has notched up big wins lately) could challenge the claim that the Deep South is the most conservative part of the country. An analysis by The Hill on the five most conservative states turns up a mix of these two regions, giving us: Alabama, Alaska, Idaho, Kansas and Mississippi. Were the primaries in Alaska, and Idaho distorted by their conservatism? The other question this assertion raises is: do more conservative Republicans in a state mean that Democratic primaries there are “distorted?”
Ultimately, the elephant in the room about this claim is that the difference between conservative Mountain and Southern states is that the Democratic electorate in the latter is made up largely of people of color – with whom Sanders performs poorly. Do people of color distort reality because they are more conservative?
It is very possible that the answer to that question is “yes.” The truth is…we don’t have a lot of data on that. But I would suggest that anyone who asserts that argument is assuming that a political continuum from conservative to liberal is, by default, based on how white people would construct it. For example, I would imagine that liberals in the Mountain West states would prioritize things like repealing Citizens United and challenging Wall Street, whereas African Americans in the South would prioritize voting rights, ending systemic racism and programs to lift people out of poverty. How progressive one is would be measured by their record and platform on those issues.
The whole dismissal of the South by some Democrats is also very short-sighted. Not only are Hispanics becoming a key voting bloc in many of those states, it ignores the fact that the great migration of African Americans out of that area during the Jim Crow days is now being reversed.
The quiet return of African-American retirees and young professionals has the potential to reshape the South again over the next few decades, much as the exodus to northern cities reshaped it in the 20th century.
Years ago I was taught a lesson in the different ways that white and black liberals view the South. After having been raised primarily in Texas, I decided to settle in Minnesota. That decision was influenced by a desire to escape the racism that was so blatant in the South. I was shocked and confused when my African American friends up here talked about longing to return to the South. They patiently explained two things to me. First of all, the South is “home.” It’s where their people are. And they long to return to that sense of community. Secondly, many of them actually prefer to deal with the outright racism of the South rather than the subtle form they experience from so-called friends and allies in the North.
The fact that Bernie Sanders insinuates that Democratic voters in the South are more conservative and distort the primary process indicates that he hasn’t spent much time hearing from or thinking about the perspective of African Americans in that part of the country. That is probably true for a lot of Northern liberals. But if he’s looking for an answer to the question about why he is not winning their support, this is part of the reason.

“Why Trump Won’t Win”: The Demographics Do Not Look Good For Him In A General Election Campaign
Shortly after Donald J. Trump announced for president, I published a blog post on these pages entitled “No Filter and No Chance.” This was followed by a number of pieces lamenting the surprising lack of substance evident in his campaign, the out of control ego and the sad descent into outrageous, violent, racist, sexist comments repeated with abandon. I, like many others, had predicted his downfall. Hmm, brilliant, right?
But now it is more clear than ever that Trump has all the makings of a George Wallace candidacy, only with less experience in government.
So how could this nasty, vitriolic blowhard become president of the United States?
According to Stephen Moore, the conservative writer, here is how he does it: “Trump is remaking the GOP into a populist/reform party of working class/evangelical and entrepreneurial class voters.” And Pat Buchanan writes: “A Trump campaign across the industrial Midwest, Pennsylvania and New Jersey featuring attacks on Hillary Clinton’s support for NAFTA the WTO, MFN for China – and her backing of amnesty and citizenship for illegal immigrants, and for the Iraq and Libyan debacles – is a winning hand.”
Thus, the bottom line for the Trump trumpeters is that he mobilizes large numbers of new voters who are angry and fed up with Washington, pulls in the Reagan working-class Democrats and independents, and carries states that have voted Democratic over the last 25 years.
There are several problems with this analysis.
First and foremost, Trump is not a candidate who is appealing to the majority of Americans – 67 percent can’t see themselves voting for him in November, according to a March NBC/WSJ poll. He has a 25 percent positive rating and a 64 percent negative rating and is trailing Hillary Clinton by 13 points and Bernie Sanders by 18. (This was before the Clinton sweep of five primary states on March 15.)
Furthermore, 43 percent of Republicans believe he will be harmful to their party; 27 percent of all voters feel Trump’s version of change for the country would be right and a full 52 percent believe it would be wrong.
And even before most of the violence at the Trump rallies and the latest Trump rhetoric, 50 percent believe “Trump’s comments are frequently insulting and he has the wrong approach to the issues.” Only 18 percent believe Trump “tells it like it is and has the right approach on many issues.”
My guess is that these numbers are not going to get better as the campaign progresses but will only get worse for Trump. This is not a zebra who will change his stripes – if anything, the numbers will become more pronounced. Can you imagine the recording of Trump from Howard Stern’s radio show turned into political advertisements? More and more examples of his inconsistencies and outright falsehoods? His complete and total lack of knowledge about policy and failure to articulate issue positions?
He is also outright dangerous. Is this the person Americans want two feet from the nuclear codes?
Many of Trump’s supporters are arguing that he will bring to the polls millions of new voters – basically angry white males. Data on this is very sketchy given where we are in the primaries. There has not been a huge surge in voter registration beyond normal numbers and there is some evidence that turnout models may, in fact, hurt Trump and the Republicans, as Robert Schlesinger argues so persuasively in this space.
Here is a run-down of Trump’s problems:
Hispanics: Washington Post polling shows 80 percent have an unfavorable opinion of Donald Trump. Romney got 27 percent of the Hispanic vote, Trump will be lucky to reach the upper teens. According to Pew, 48 percent of Hispanics voted in 2012 and more than 1.4 million new registrations have been recorded since 2008. Clearly, the number of Hispanic voters will only continue to grow. You better believe that turnout in 2016 will be closer to the mid-60 range for whites and blacks, not the upper 40s of the past.
African-Americans: It may be difficult to match the Obama numbers but given Trump’s treatment of blacks at his rallies and his talk of “political correctness,” it will be close.
Women: Of course, women will be a majority of the electorate in 2016. Trump’s problems with them, I believe, are just beginning. The more women see of him, hear of his past statements, view the treatment of Fox News’ Megyn Kelly and others, the more they will be turned off by his antics. Never mind his position on issues affecting women, which will be highlighted and are of grave concern.
Millennials and younger voters: Sen. Bernie Sanders may have excited them, but it is hard to believe they will sit on their hands if Trump is the nominee against Hillary Clinton. Voters in this age group are growing fast and flexing their political muscle.
Educated voters: This is a serious problem for Trump. Turnout for people with advanced degrees is over 80 percent: about 75 percent for those with bachelors degrees, 64 percent for those with some college, a bit over 50 percent for those who are high school grads and less than 40 percent for those without a high school degree. Trump’s strength right now is with less-educated voters. The big question is: Can he put together an organization that produces a sea change in registering and bringing to the polls the less educated, non-voters? There’s not much evidence yet that he can.
Finally, as we all know, the electorate is more diverse with each passing year. Close to 30 percent of 2016 voters will be non-white. Given the failure of the Republican Party, and particularly Donald Trump, to appeal to those voters, this is a serious problem. The current and future demographics do not bode well for a Trump or any other candidate who fails to appeal to all of America.
It is still possible that Trump will not be the nominee, but most Republicans who are worried about their party are looking right now at a train wreck come November. And maybe for years down the tracks. Unless things change, 2016 could make the Johnson-Goldwater election of 1964 look like a nail biter.
