“Satisfying The Base”: Why Republicans Can’t Stop Pissing Off Hispanics, Women, And Young People
What are the three demographic groups whose electoral impact is growing fastest? Hispanics, women, and young people. Who are Republicans pissing off the most? Latinos, women, and young people.
It’s almost as if the GOP can’t help itself.
Start with Hispanic voters, whose electoral heft keeps growing as they comprise an ever-larger portion of the electorate. Hispanics now favor President Obama over Romney by more than two to one, according to a recent Pew poll.
The movement of Hispanics into the Democratic camp has been going on for decades. What are Republicans doing to woo them back? Replicating California Republican Governor Pete Wilson’s disastrous support almost twenty years ago for Proposition 187 – which would have screened out undocumented immigrants from public schools, health care, and other social services, and required law-enforcement officials to report any “suspected” illegals. (Wilson, you may remember, lost that year’s election, and California’s Republican Party has never recovered.)
The Arizona law now before the Supreme Court – sponsored by Republicans in the state and copied by Republican legislators and governors in several others – would authorize police to stop anyone looking Hispanic and demand proof of citizenship. It’s nativism disguised as law enforcement.
Romney is trying to distance himself from that law, but it’s not working. That may be because he dubbed it a “model law” during February’s Republican primary debate in Arizona, and because its author (former state senator Russell Pearce, who was ousted in a special election last November largely by angry Hispanic voters) says he’s working closely with Romney advisers.
Hispanics are also reacting to Romney’s attack just a few months ago on GOP rival Texas Governor Rick Perry for supporting in-state tuition at the University of Texas for children of undocumented immigrants. And to Romney’s advocacy of what he calls “self-deportation” – making life so difficult for undocumented immigrants and their families that they choose to leave.
As if all this weren’t enough, the GOP has been pushing voter ID laws all over America, whose obvious aim is to intimidate Hispanic voters so they won’t come to the polls. But they may have the opposite effect – emboldening the vast majority of ethnic Hispanics, who are American citizens, to vote in even greater numbers and lend even more support to Obama and other Democrats.
Or consider women – whose political and economic impact in America continues to grow (women are fast becoming better educated than men and the major breadwinners in American homes). The political gender gap is huge. According to recent polls, women prefer Obama to Romney by over 20 percent.
So what is the GOP doing to woo women back? Attacking them. Last February, House Republicans voted to cut off funding to Planned Parenthood. Last May, they unanimously passed the “No Taxpayer Funding for Abortion Act,” banning the District of Columbia from funding abortions for low-income women. (The original version removed all exceptions – rape, incest, and endangerment to a mother’s life – except “forcible” rape.)
Earlier this year Republican legislators in Virginia, Pennsylvania, Idaho, and Alabama pushed bills requiring women seeking abortions to undergo invasive vaginal ultrasound tests (Pennsylvania Republicans even wanted proof such had viewed the images).
Republican legislators in Georgia and Arizona passed bills banning most abortions after twenty weeks of pregnancy. The Georgia bill would also require that any abortion after 20 weeks be done in a way to bring the fetus out alive. Republican legislators in Texas have voted to eliminate funding for any women’s healthcare clinic with an affiliation to an abortion provider – even if the affiliation is merely a shared name, employee, or board member.
All told, over 400 Republican bills are pending in state legislatures, attacking womens’ reproductive rights.
But even this doesn’t seem enough for the GOP. Republicans in Wisconsin just repealed a law designed to prevent employers from discriminating against women.
Or, finally, consider students – a significant and growing electoral force, who voted overwhelmingly for Obama in 2008. What are Republicans doing to woo them back? Attack them, of course.
Republican Budget Chair Paul Ryan’s budget plan – approved by almost every House Republican and enthusiastically endorsed by Mitt Romney – allows rates on student loans to double on July 1 – from 3.4 percent to 6.8 percent. That will add an average of $1,000 a year to student debt loads, which already exceed credit-card debt.
House Republicans say America can’t afford the $6 billion a year it would require to keep student loan rates down to where they are now. But that same Republican plan gives wealthy Americans trillions of dollars in tax cuts over the next decade. (Under mounting political pressure, House Republicans have come up with just enough money to keep the loan program going for another year – safely past Election Day – by raiding a fund established for preventive care in the new health-care act.)
Here again, Romney is trying to tiptoe away from the GOP position. He now says he supports keeping student loans where they were. Yet only a few months ago he argued that subsidized student loans were bad because they encouraged colleges to raise their tuition.
How can a political party be so dumb as to piss off Hispanics, women, and young people? Because the core of its base is middle-aged white men – and it doesn’t seem to know how to satisfy its base without at the same time turning off everyone who’s not white, male, and middle-aged.

“Denied The Right To Vote”: Texas Had ‘Fewer Than Five’ Voter Impersonation Cases Over Three Years
Earlier this month, the U.S. Department of Justice blocked a new Texas state law that would institute strict photo identification requirements for all citizens trying to vote. The DOJ refused to grant the law pre-clearance under the Voting Rights Act, noting that the bill would unfairly disenfranchise Hispanic voters.
Supporters of the bill say the law is needed to prevent voter impersonation. Gov. Rick Perry (R-TX) argued:
Texas has a responsibility to ensure elections are fair, beyond reproach and accurately reflect the will of voters. The DOJ has no valid reason for rejecting this important law, which requires nothing more extensive than the type of photo identification necessary to receive a library card or board an airplane. Their denial is yet another example of the Obama administration’s continuing and pervasive federal overreach.
How big has the problem been? According to the San Antonio Express-News:
Fewer than five “illegal voting” complaints involving voter impersonations were filed with the Texas Attorney General’s Office from the 2008 and 2010 general elections in which more than 13 million voters participated.
The Texas attorney general’s office did not give the outcome of the four illegal voting complaints that were filed. Only one remains pending, according to agency records.
And as ThinkProgress Justice previously reported, more people than that have been denied their right to vote due to these sorts of strict voter ID laws.
Though Perry has claimed Texas has endured “multiple cases” of voter fraud, even of the paltry 20 election law violation allegations the state’s attorney general handled in the 2008 and 2010 elections, most related to mail-in ballot or campaign finance violations, electioneering too close to a polling place, and a voter blocked by an election worker.
It is unclear how many Texans attempt to illegally check out library books while impersonating neighbors or dead people, each year. But in a state of more than 25 million people, the odds of being even accused of voter impersonation in the Lone Star State are less than one in 6,250,000.

“White Like Me”: The Re-Racialization Of American Politics
The conditions are converging for another presidential election that will sharply divide the country along racial lines, with troubling implications no matter which side prevails.
From one direction, the Republican presidential primaries have witnessed an epic failure by the GOP contenders to attract and engage minority voters. White voters, especially older ones, are routinely casting 90 percent or more of the votes in GOP contests this year, at least as high a proportion as in 2008.
Simultaneously, despite some recent gains, President Obama continues to struggle among white voters, especially the white working class. In 2008, he became the first presidential nominee ever to lose white voters by double digits and still win the White House. In 2012, as minorities loom larger in the vote, Obama could lose whites even more lopsidedly and still win reelection.
As these trends intensify, the election could reinforce the hardening re-racialization of American politics. Republicans today rely on a preponderantly white coalition centered on older and blue-collar voters, many of whom express great unease not only about activist government but also about the demographic changes swelling the minority population. Democrats depend on a coalition of minorities and of white voters (particularly those with college degrees) who are the most comfortable with government activism and the propulsive demographic transformation.
This year’s tumultuous Republican presidential race has underscored the dominance of whites, especially older white voters, in the GOP. After Tuesday’s contests in Alabama and Mississippi, exit polls have been conducted in 16 states that have held Republican primaries or caucuses. In all but two, whites cast at least 90 percent of the ballots. Indeed, whites delivered at least 94 percent of the votes in all but five GOP contests this year. Whites represented only 74 percent of all voters in the 2008 general election.
Among those 16 states, only Michigan has seen its minority vote share increase by more than a trace (to 8 percent, from 4 percent in 2008). Whites are dominating the GOP electorate even in rapidly diversifying states. In Nevada, whites were just 69 percent of all voters in the 2008 general election, but they cast 90 percent of the votes in last month’s Republican caucus. Similar gaps are evident in GOP primaries from Georgia, Mississippi, and Virginia, to Arizona, Ohio, and Oklahoma.
This year’s Republican electorate shades not only white but also gray. In 12 of the 16 states where exit polls have been conducted, voters over 50 cast at least 60 percent of the GOP primary votes; in the other four, they represented at least 55 percent of the vote. Just 43 percent of 2008 general-election voters were that old. Even compared with the 2008 GOP primaries, the gray tint is much more pronounced.
All of this flags near- and long-term challenges for the Republican Party. The problem this fall will be to attract minority (and younger) voters who are uninspired, or even alienated, by the primaries. As GOP front-runner Mitt Romney has hurtled to the right on immigration, recent surveys have shown Obama’s support against him matching, or exceeding, the president’s 67 percent showing among Hispanics in 2008. Hispanic Republicans such as Jennifer Korn, executive director of the Hispanic Leadership Network, say that if Romney wins the nomination, he will need to vastly expand his outreach “to explain his [immigration] position.” But outreach may go only so far for a candidate who touts “self-deportation” for illegal immigrants.
As population trends continue, the electoral math will grow more daunting for Republicans. If the GOP allows Democrats to continue winning four-fifths of all minority voters—as Obama did in 2008—Republicans will need to attract an implausibly high percentage of whites to win presidential elections. The conundrum is that the party’s current reliance on the most conservative whites constrains its ability to embrace policies attractive to minorities, as the harsh primary debate on immigration demonstrates.
Today, however, the GOP’s white strength can still overcome its minority weakness. Obama could win reelection with backing from only about 39 percent of whites if he duplicates his 2008 showing among minorities (and if their vote share rises slightly). But Democrats couldn’t muster even that much white support during the 2010 Republican congressional landslide. And Obama has no guarantee of crossing that bar this fall. In the Allstate/National Journal Heartland Monitor poll released on Friday, his approval rating among whites reached just 41 percent, a meager level that he has exceeded only once in the poll since October 2009.
These contrasting racial patterns signal another tough election in November. Equally important, they show how closely the ideological divisions between the parties track racial lines, with minorities more open than most whites to an activist role for Washington in promoting opportunity and providing a safety net. That divergence is a formula for social tension and polarized debate. But it’s the future that appears increasingly likely as Obama marshals a coalition powered at its core by the diversity reshaping American life, and his Republican rivals compete for an electorate that remains almost entirely untouched by it.

“A Path To Second-Class Citizenship”: Marco Rubio Takes The Dream Out Of “DREAM Act”
Senator Marco Rubio missed the mark on the DREAM Act today when he said that he’d consider offering a path to legal status, but not citizenship, for undocumented students. As a Latino Republican, Rubio has been criticizedfor his stance against the DREAM Act, which in its original form would permit students who had completed high school and either gone to college or joined the military, a path to eventual citizenship.
During a radio interview with Geraldo Rivera today, Rubio teetered between defending his current opposition to the DREAM Act and trying to find a way to appease Latino voters who will prove an important demographic for Republicans during the election season. Rubio delved into his new position on the DREAM Act:
The DREAM Act, as it is currently structured, has a series of problems that not only denies it the support that it needs, but I think would be counterproductive to our goal of having a legal immigration system that works. … It could be expanded to millions of people, which is problematic. But I do think that there is another way to deal with this. And I think that one of the debates that we need to begin to have is there is a difference between citizenship and legalization. You can legalize someone’s status in this country with a significant amount of certainty about their future without placing them on a path toward citizenship. And I think that is something that we can find consensus on and it is one of the ways to address the issue of chain migration.
Rubio’s suggestion for a DREAM Act would mean that potentially millions of kids who grew up in the United States without the right papers would be forced to be non-voting residents of their home country. Rubio may be using the rhetoric of defending Latinos against right-wing attacks, but the Republican policies don’t play out well for Latinos, specifically on the DREAM Act. The Republican presidential candidates are running on extreme immigration policies, and it would take a lot for Latinos to regain trust in the party. Offering a path to second-class citizenship is not exactly the olive branch Latinos are looking for.

“A Foiled Power Grab”: Voter ID Laws Face Major Roadblocks
Texas Republicans have been trying for years to pass a law that would require state voters to show identification before hitting the polls—and state Democrats have been equally determined to stop such a measure. The Rs came close in 2009, but the House Democrats, only two seats away from a majority, blew up the legislative session rather than see the measure pass. By 2011, however, fresh from Tea Party victories, the GOP had overwhelming majorities in both Houses. The bill was almost undoubtedly going to pass, and rather than go for a more moderate version of voter ID with non-photo options, the conservatives went for the gold, introducing one of the most stringent versions of a voter ID requirement. The only option left for the Democrats was to set up the grounds for the legal battles sure to come.
Monday, it looks like those efforts paid off. The Department of Justice has blocked the law, meaning that while the measure goes to the United States District Court for the District of Columbia, the Lone Star State won’t be allowed to enforce the measure. Not every state must seek permission before changing election law, a process known as preclearance. The entire reason Texas must preclear changes to its election law stems from the state’s history of civil rights abuses. 50 years after the Voting Rights Act was passed, it seems the feds are right to keep their guard up.
Of the many problems the DOJ outlines in its letter to the state, one major point came up repeatedly during the legislative debate on the subject: the plight of rural voters. Democratic senators hit hard on the problem of access to state drivers’ license offices; in the letter, the DOJ notes 81 of the state’s 254 counties lack operational drivers’ license offices. The DOJ also notes that in rural areas the gap between Hispanics and non-Hispanics who have the necessary ID is “particularly stark in counties without driver’s license offices.” The senators were also vehement in discussing the hardships low-income voters would face both in terms of logistics and in terms of monetary costs. The DOJ finds that someone lacking the necessary documents to get an ID would have to start by obtaining a birth certificate—at minimum $22.
The question, not surprisingly, stems from whether Hispanic voters will be disproportionately affected by the new hurdles. The DOJ is fairly damning here, looking separately at two data sets provided by the state, one from September 2011 and one from January 2012. The state failed to explain discrepancies between the two sets of data, but more importantly, the two sets both show similar trends. Latino residents are significantly less likely to have the identification necessary for voting. Furthermore, the letter notes that the state has done almost nothing to educate voters about the coming change: “The state has indicated that it will implement a new educational program;” the letter reads, “but as of this date, our information indicates that the currently proposed plan will incorporate the new identification requirement into a general voter-education program.”
The state attorney general has already filed a preemptive lawsuit, so the next step is the D.C. Courts. But in the meantime, the law can’t go into effect—a legal win for the minority rights groups and Democrats fighting against the state. It’s not the only victory. As the DOJ issued its letter, a second judge in Wisconsin has blocked the state’s measure to require idenfication. Back in December, the Obama administration nixed a similar proposal from South Carolina.
To me, the partisan quality of the debate stains almost everything. Last week, I wrote about Connecticut’s efforts to increase voter turnout—a rare example in the midst of efforts to make voter more difficult. I’ll say now what I said then. These measures have obvious partisan consequences—and voter ID would help Republicans and hurt Democrats in political races. It’s obvious that concern for power is motivating many of the actors in the debate.
But voting is a holy act in democratic governments. It’s a powerful right, one people have struggled and died to exercise, and only relatively recently have minority communities had the necessary legal protections to get to the ballot box. The fact that the DOJ’s decision may benefit one political party is hardly worth mentioning when one considers that it also benefits basic rights of citizens.
